While knowledge coproduction between climate scientists and climate information users has become a common theme in the climate services discourse, the interface between climate service providers and users is an aspect of climate services projects that still calls for more attention. This is due in part to the dominance of the physical sciences in these projects, as well as the prevalence of an instrumental and narrow interpretation of coproduction. Following up on the World Meteorological Organisation’s Guidance on Good Practices for Climate Services User Engagement, and incorporating insights from the social and human sciences, we develop a coproduction framework for climate services to help establish a smooth and effective interface between scientists and stakeholders. This framework is intended for research and innovation projects developing climate knowledge and services. The coproduction framework comprises three realms: (i) engagement using various communication channels; (ii) involvement through interviews, workshops and webinars; and (iii) empowerment of stakeholders and scientists through focused relationships. This incremental participatory process involves stakeholders in increasingly profound ways: from a broad stakeholder group identified through awareness-raising campaigns, on to potential users with whom we exchange knowledge, and then to a set of “champion users” who co-develop the service and pioneer its use in decision-making processes. This paper illustrates the application of the coproduction framework in PRIMAVERA, an EU H2020-funded project for designing, running and testing new high-resolution global climate models and evaluating their outputs. While PRIMAVERA provided ground breaking scientific findings that could potentially benefit various stakeholders and support climate risk assessment activities, these results are highly specialised and their added value has yet to be assessed. Accordingly, the user engagement component of the project faced the challenging task of both motivating stakeholders’ participation in the project and motivating future users of potential services based on PRIMAVERA data. The trial of the framework in PRIMAVERA provided key lessons for enhancing coproduction in research and innovation projects. We demonstrate how the role of scientists gradually shifted in this coproduction cycle from masters of knowledge(Roux et al., 2017) to co-learners, and how the involvement of the project’s interdisciplinary team and their interaction with stakeholders served to move the project towards transdisciplinary knowledge production.  相似文献

Transdisciplinary research is a promising approach to address sustainability challenges arising from global environmental change, as it is characterized by an iterative process that brings together actors from multiple academic fields and diverse sectors of society to engage in mutual learning with the intent to co-produce new knowledge. We present a conceptual model to guide the implementation of environmental transdisciplinary work, which we consider a “science with society” (SWS) approach, providing suggested activities to conduct throughout a seven-step process. We used a survey with 168 respondents involved in environmental transdisciplinary work worldwide to evaluate the relative importance of these activities and the skills and characteristics required to implement them successfully, with attention to how responses differed according to the gender, geographic location, and positionality of the respondents. Flexibility and collaborative spirit were the most frequently valued skills in SWS, though non-researchers tended to prioritize attributes like humility, trust, and patience over flexibility. We also explored the relative significance of barriers to successful SWS, finding insufficient time and unequal power dynamics were the two most significant barriers to successful SWS. Together with case studies of respondents’ most successful SWS projects, we create a toolbox of 20 best practices that can be used to overcome barriers and increase the societal and scientific impacts of SWS projects. Project success was perceived to be significantly higher where there was medium to high policy impact, and projects initiated by practitioners/other stakeholders had a larger proportion of high policy impact compared to projects initiated by researchers only. Communicating project results to academic audiences occurred more frequently than communicating results to practitioners or the public, despite this being ranked less important overall. We discuss how these results point to three recommendations for future SWS: 1) balancing diverse perspectives through careful partnership formation and design; 2) promoting communication, learning, and reflexivity (i.e., questioning assumptions, beliefs, and practices) to overcome conflict and power asymmetries; and 3) increasing policy impact for joint science and society benefits. Our study highlights the benefits of diversity in SWS - both in the types of people and knowledge included as well as the methods used - and the potential benefits of this approach for addressing the increasingly complex challenges arising from global environmental change.  相似文献

While (urban) resilience has become an increasingly popular concept, especially in the areas of disaster risk reduction (DRR) and climate change adaptation (CCA), it is often still used as an abstract metaphor, with much debate centered on definitions, differences in approaches, and epistemological considerations. Empirical studies examining how community-based organizations (CBOs) “practice” resilience on the ground and what enables these CBOs to organize and mobilize around resilience are lacking. Moreover, in the growing context of competitive and entrepreneurial urbanism and conflicting priorities about urban (re)development, it is unclear how urban development dynamics influence community-based resilience actions. Through empirical research conducted on the Lower East Side, a gentrifying neighborhood in Manhattan, and in Rockaway, a socio-spatially isolated neighborhood in Queens, we investigate community organizing of low-income residents for (climate) resilience in a post-disaster context. Results show that both the operationalization of resilience – how resilience is “practiced” – and the community capacity to organize for the improved resilience of low-income residents are strongly influenced by pre-existing urban development dynamics and civic infrastructure – the socio-spatial networks of community-based organizations – in each neighborhood. The Lower East Side, with its long history of community activism and awareness of gentrification threats, was better able to mobilize broadly and collectively around resilience needs while the more socio-spatially isolated neighborhoods on the Rockaway peninsula were more constrained.  相似文献

This article focuses on the science–policy interaction in international negotiations in the context of the United Nations Economic Commission for Europe's Convention for Long Range Transboundary Air Pollution (CLRTAP). It addresses the question how participants in the assessment process divide and co-ordinate work between science and policy and how this enhances credibility, legitimacy and relevance with multiple audiences. For this purpose the article combines an analytical framework to approach effectiveness of scientific assessment in policy making, with the notion of boundary work and co-production of science and policy. The article argues that knowledge produced within the CLRTAP process and the institutional setting in which this knowledge production takes place cannot be separated from each other. Furthermore credibility, legitimacy and relevance are to a large extent determined by boundary work in an early stage of the process. At the same time boundary work has to take place continuously in order keep the assessment process credible, legitimate and relevant for new audiences. The application of a combined framework for analysing credibility, legitimacy and relevance and for analysing boundary work turns out to be helpful in describing in detail what happens in practice at the science–policy interface. In particular it helps to address the question of the way participants in the assessment process divide and co-ordinate work, how this shapes design elements and how this enhances credibility legitimacy and relevance of an assessment.  相似文献

Summary Various approaches have been developed for modelling processes related to vegetation dynamics. Most of them are biogeographical models (empirical) or dynamical models. Recent development in dynamical systems analysis has led to the investigation of an original concept essentially motivated by vegetation migration. It is the so-called spreadability concept developed by El Jai et al. (1994). The purpose of this paper is to consider this new idea and to show how it can lead to dynamical models which describe the expansion of a vegetation area. We give some mathematical examples showing the migration of the system state and also present some results related to control and numerical implementation of such systems. These results are, at the moment, completely academic, but they can be usefully applied in the analysis of real ecosystems and the dynamics that govern the behaviour of these systems.With 6 Figures  相似文献

Growing attention to the impacts of climate change around the world has been accompanied by the profusion of discourses about the lives, livelihoods, and geographies that are “viable” and those that are not in the time of climate change. These discourses of viability often invoke concrete physical limits and tipping points suggesting a transcendent natural order. Conversely, I demonstrate how viability is co-produced through political economic structures that exercise power at multiple scales in shaping the environment and understandings of how it is changing. I describe three dialectics of this co-production: epistemic/material (between ideas about viability and their biophysical and political economic conditions), epistemic/normative (between how the world is understood to be and ideas about how we should live in it), and inter-scalar (between geographic scales, where action at one scale shapes both ecologies and understandings of possible action at another). Each of these dialectics shapes the knowledge regimes that govern the ambiguous social and biophysical process of disappearance and foreclosure of livelihood possibilities in the time of climate change. I examine these discourses of viability through narratives of unviable agrarian livelihoods in coastal Bangladesh, as a lens through which to examine the dialectics of viability more broadly. I situate these discourses concretely in relation to an analysis of interdisciplinary social and natural scientific research on ecological and agrarian viability in coastal Bangladesh now and in the future. Across a broad interdisciplinary spectrum, I find that scientific attention to political economy shapes the politics of possibility. Finally, I demonstrate how discourses of viability limit alternative possible economic and ecological futures. I do this through a concrete examination of the co-production of viable agrarian futures within communities in coastal Bangladesh. These alternative visions indicate that the viability of agriculture is shaped by historical and ongoing decisions in the present about cultivation, water management, and development intervention.  相似文献

Effective action taken against climate change must find ways to unite scientific and practice-based knowledges associated with the various stakeholders who see themselves as invested in the global delivery of climate governance. Political decision-makers, climate scientists and practitioners approach this challenge from what are often radically different perspectives and experiences. While considerable work has been done to develop the idea of ‘co-production’ in the development of climate action outputs, questions remain over how to best unite the contrasting epistemological traditions and norms associated with different stakeholders. Drawing on the existing literatures on climate action co-production and from translational perspectives on the science-policy interface, in this paper we develop the concept of ‘boundary agency’. Defining this as the agency ‘possessed’ when willing and able to translate between different epistemological communities invested in a similar policy and governance challenge such as climate change, we offer it as a useful means to reflect on participants’ understanding of the ‘co’ in co-production. This is in contrast to the more established (often academic-led) focus on what it is that is being produced by co-production processes. We draw from two complementary empirical studies, which explicitly encouraged i) engagement and ii) reflection on cross-boundary co-production between climate action stakeholders from different backgrounds. Reflecting on the two studies, we discuss the benefits of (and barriers to) encouraging more active and sustained engagement between climate action stakeholders so as to try to actively blur the boundaries between science and policy and, in doing so, invent new epistemological communities of practice.  相似文献

Although the central challenges of sustainable development are well-known, sustainability science has been slow in contributing to effective and feasible solutions for sustainable development. Turning knowledge into action for sustainable development therefore remains a major challenge for sustainability science. Interactive knowledge development is considered a prerequisite for sustainability-oriented action. Most studies approach interactive knowledge development from a researcher's perspective. This paper focuses on practitioners that initiate interactive knowledge development for sustainability-oriented actions. A cross-case analysis is presented for interactive knowledge development in coastal projects. Three cases are analysed through the framework of project arrangements and knowledge arrangements. The projects are located in the Wadden Sea, San Francisco Bay and the Ems estuary and address issues of flood control, nature restoration and liveability. The cross-case analysis revealed 11 causal mechanisms that help explain how project decision-making impacts on interactive knowledge development, how a process of interactive knowledge development functions and what its outcomes are. The mechanisms clarify the key underlying processes of interactive knowledge development in coastal projects. The mechanisms show that interactive knowledge development may result in sustainability-oriented solutions that are feasible for implementation. As such, this paper contributes to a practice-oriented understanding of turning knowledge into action for sustainable coastal development.  相似文献

Youth articulations of climate change injustice are experiencing an unprecedented moment in the spotlight as, inspired by Greta Thunberg, young people around the world take to the streets demanding justice for their generation in the face of climate emergency. Formal opportunities for youth voices to be heard in environmental governance are slim, although the UN Framework Convention on Climate Change (UNFCCC) offers a rare opportunity for youth to share their perspectives as one of nine civil society constituencies: YOUNGO. Recent research in Global Environmental Change has called for empirical exploration of justice claims-making by different stakeholders to develop understanding of how justice is conceptualised and negotiated in climate change governance spaces. To date, climate justice claims from youth have not been explored in the academic literature. This paper draws upon rich, ethnographic, longitudinal data on the evolution of justice claims made by a group of youth participants in the UNFCCC to contribute to this empirical gap. In our research, a UK-based case study organisation and long-established member of YOUNGO was studied between 2015 and 2018, including observation of their participation at the 21st, 22nd and 23rd Conferences of the Parties. We find that youth participants first articulated injustices based on perceived future risks to their generation but, over time, switched to solidarity claims about injustices experienced by other groups in the present. Whilst laudable, this impedes their mandate as representatives of younger generations. We also make three theoretical contributions to environmental justice theory. First we expand participation justice theory to both the visible structures of participation (procedural justice) and the informal rules and discourses shaping participation (representation justice). Second we demonstrate the importance of both external and self-recognition for the articulation of justice claims. Third we clarify the relationship between power and justice claim-making, proposing that we must look beneath what is articulated to shed light on the exercise of ideological power that shapes the framing and claiming of justice in environmental governance spaces.  相似文献

Many of the possible barriers in the governance of climate change adaptation have already been identified and catalogued in the academic literature. Thus far it has proven to be difficult to provide meaningful recommendations on how to deal with these barriers. In this paper we propose a different perspective, with different epistemological assumptions about cause and effect than most existing barrier studies, to analyze why adaptation is often challenging. Using the mechanismic framework, we study how the idea for an innovative “Water Plaza” was realized in the city of Rotterdam, the Netherlands. Mechanisms are understood as patterns of interaction between actors that bring about change in the governance process that lead to policy impasses. Our analysis reveals three mechanisms that explain the impasses in the first Water Plaza pilot project: the risk-innovation mechanism, the frame polarization mechanism, and the conflict infection mechanism. Only after several substantive changes in the project design, location choice, and process architecture was the project of Water Plaza's revitalized. We discuss how the short-sighted ideas about cause–effect relationships, reflected in the superficial identification of barriers, may prove to be counterproductive; if there is high uncertainty about the risks of an innovation, the solution of offering more certainty is not very helpful and could, as it happened in the case study, trigger other mechanisms, creating an even tighter deadlock. Our study also suggests that when adaptation is considered as something innovative, the chances will increase that the risk-innovation mechanism will occur. We conclude that unearthing mechanisms offers new opportunities and different types of strategic interventions in practice than most existing studies have offered.  相似文献

Nature-based solutions (NbS) are gaining traction in high-level, decision-making arenas as a response to global policy challenges. Claiming to be transformative and pluralistic, NbS aim to resolve societal problems through a focus on nature, which is understood to be a benign ally. This uncritical framing of nature may have unintended and inequitable consequences that undermine the emancipatory potential of NbS.In this paper, we highlight the need to pay attention to epistemic and power dimensions that tend to be hidden in NbS. We assume that nature is neither passive nor external to human society, but is instead expressed in frames (reifying modes of expression) that reflect both knowledge and power in social encounters where NbS are used. Drawing upon five cases, we analyse how particular ways of framing nature express and reinforce the power relations that structure people’s interactions. Each of the five cases relies on a nature-based frame to produce knowledge on climate adaptation, peacebuilding and justice.The analysis reveals how frames of nature are enacted in particular contexts, and how this conditions the potential for societal transformation towards sustainability and pluralistic knowledge. We demonstrate how frames of nature can constrain or enable opportunities for various groups to respond to environmental change. We discuss how the NbS paradigm might better incorporate diverse, situated knowledge and subjectivities, and conclude that this will require a more critical evaluation of NbS practice and research.  相似文献

Governance failures are at the origin of many resource management problems. In particular climate change and the concomitant increase of extreme weather events has exposed the inability of current governance regimes to deal with present and future challenges. Still our knowledge about resource governance regimes and how they change is quite limited. This paper develops a conceptual framework addressing the dynamics and adaptive capacity of resource governance regimes as multi-level learning processes. The influence of formal and informal institutions, the role of state and non-state actors, the nature of multi-level interactions and the relative importance of bureaucratic hierarchies, markets and networks are identified as major structural characteristics of governance regimes. Change is conceptualized as social and societal learning that proceeds in a stepwise fashion moving from single to double to triple loop learning. Informal networks are considered to play a crucial role in such learning processes. The framework supports flexible and context sensitive analysis without being case study specific.First empirical evidence from water governance supports the assumptions made on the dynamics of governance regimes and the usefulness of the chosen approach. More complex and diverse governance regimes have a higher adaptive capacity. However, it is still an open question how to overcome the state of single-loop learning that seem to characterize many attempts to adapt to climate change. Only further development and application of shared conceptual frameworks taking into account the real complexity of governance regimes can generate the knowledge base needed to advance current understanding to a state that allows giving meaningful policy advice.  相似文献

Knowledge systems are mechanisms that can drive climate adaptation through the pursuits of enhancing resource sharing, collaboration, and learning, while at the same time helping to develop trust and credibility among individuals and intuitions. While these goals are widely discussed, less is known about the activities and strategies that knowledge systems undertake to achieve these goals. We analyze the Global Framework of Climate Services (GFCS) as a knowledge system organized around the translation of weather and climate information for decision-making. The GFCS brings together the World Meteorological Organization, national meteorological and hydrological services, and some of the world’s largest multilateral scientific, humanitarian, and development organizations. Our analysis draws on key informant interviews, focus groups conducted in African countries, and an online survey of GFCS participants. We describe the main activities pursued by the GFCS that shaped the vision of climate services, built capacity in national climate adaptation, and created connections among diverse actors and organizations worldwide. We show how these activities generated tensions about the purpose of the GFCS and how influence among the knowledge system was distributed. Based on our results, we illustrate new ways to conceptualize the strategies of knowledge systems, which we describe as (1) theorizing the norms of practice and mechanisms of change, (2) legitimizing actors, and (3) managing knowledge. These strategies identify pathways for, and pitfalls to, a knowledge system’s pursuit of its goals, providing guidance to managers of knowledge systems and an analytical framework to evaluate their impacts.  相似文献

Monetary valuation of ecosystem services enables more accurate accounting of the environmental costs and benefits of policies, but this has rarely been applied in developing countries. In such contexts, there are particular methodological and epistemological challenges that require novel valuation methodologies. This paper introduces a new participatory, deliberative choice experiment approach conducted in the Solomon Islands. The research aimed to determine the value people placed on ecosystem services and whether participatory interventions to elicit deeper held values influenced the preferences expressed. Results found that the initial willingness to pay for a number of tropical forest ecosystem services amounted to 30% of household income. Following deliberative intervention exercises, key ecosystem services effectively became priceless as participants were unwilling to trade them off in the choice experiment scenarios, regardless of financial cost. The group based deliberative approach, combined with participatory interventions, also resulted in significant learning for participants. This included a more sophisticated view of ecological-cultural linkages, greater recognition of deeper held values, and greater awareness of the consequences of human actions for the environment. The use of a group-based participatory approach instead of a conventional individual survey helped to overcome many of the practical difficulties associated with valuation in developing countries. Given the impact of learning on valuation outcomes, participation and deliberation should be integrated into valuation of any complex good, both in developing and developed economies. However, such a methodology raises questions about how valuation can deal with unwillingness to trade-off key ecosystem services, which results in the breakdown of monetary valuation methods. Evaluation of the appropriateness of valuation processes and methodologies for assessing deeper held values and use of mixed-method approaches will be essential to ensure policies take into account the extent to which human life is dependent on ecosystem services.  相似文献

Large-scale climatic variability exerts a strong influence on local-scale environmental patterns and processes. However, disentangling the effects of global climate forcing from observed patterns in local processes requires robust understanding of the underlying patterns of temporal variability and consideration of the specific setting in which these processes take place. Here, we examine the influence of intermediate-scale environmental factors in modulating the effects of the North Atlantic Oscillation (NAO) on long-term water level dynamics in natural lakes. Lakes are ideal systems to study these relationships because of their acute sensitivity to environmental change and their linkages with multi-scale processes through the hydrological cycle. Using a novel combination of analytical tools, we show that the coupling between the NAO and water level dynamics is markedly nonstationary (i.e., time-frequency variant) and strongly lake-specific, filtered through the particular weather and environmental settings of lakes and their catchments. We conclude that to fully understand the nonstationary interplay between climate and ecology, we need first to disentangle the intermediate links between climate and different embedded environmental factors related to the process of interest. This knowledge should enhance significantly our ability to produce adequate long-term water resource management strategies, to preserve biological diversity and to achieve sustainable development under a globally changing climate.  相似文献

Scholarship on gender in fisheries is not new. However, while there are many studies on the context and politics of gender and fisheries, understanding how power influences gender equality remains understudied, especially in the Western Indian Ocean. Based on evidence gathered from an interdisciplinary set of literature, including sectoral policies, this article provides nuanced insight at rethinking - how gendered-power dynamics constrain and enable choices and opportunities for addressing gender inequality in small-scale fisheries. Compelling evidence shows that a gendered-power dynamic is crucial for renegotiating gender equality with social norms and politics, including challenging simplistic views on poverty, vulnerability, and subordination of women. The article presents a latent chance for greater reflexivity among development practitioners, researchers, and policymakers on the politics of and transformation towards gender equality in small-scale fisheries.  相似文献

Different ways of framing the nexus between climate change and migration have been advanced in academic, advocacy and policy circles. Some understand it as a state-security issue, some take a protection (or human security) approach and yet others portray migration as an adaptation or climate risk management strategy. Yet we have little insight into how these different understandings of the ‘problem’ of climate change-related migration are beginning to shape the emergence of global governance in the climate regime. Through a focus on the UNFCCC Task Force on Displacement we argue that these different framings of climate change migration shape how actors understand the appropriate role of the TFD, including the substantive scope of its mandate; its operational priorities; the nature of its outputs and where it should be situated in the institutional architecture. We show that understanding the different framings of the nexus between climate change and migration – and how these framings are contested within the UNFCCC – can help to account for institutional development in this area of climate governance.  相似文献
