Regional planning in the U.S.S.R. is part of a comprehensive and hierarchical spatial and sectoral planning system. Four levels are described: (a) the national level, involving the total settlement system; (b) the major regional level, handling major development schemes; (c) the minor regional level, with plans for administrative districts; and (d) the urban level, where city master plans are produced. The amount of detail and scale of working increased downwards through the hierarchy. The most pressing problem is planning for the emergence and growth of cities of 100,000 population or more. Jordan is an Islamic state with planning based on Islamic principles. The execution of plans, though, has been constrained by geopolitical realities. In the last decade Jordan has moved from strictly sectoral planning to a strongly focused system of regional planning in order to achieve more growth in less developed regions. If we had to point out one single feature to define Brazilian cities today, it would be the existence of a dual built environment: a landscape produced by private entrepreneurs and contained within the framework of detailed urban legislation, and another one, three times greater, self-produced by the poor and eternally situated in an intermediate zone between the legal and the illegal. In addition to being an expression of economic and social disparities, this contrast has profound implications on the form and functioning of the cities. The sprawl of the precarious peripheries has lead to an absurd disconnection of poorly urbanized spaces and the city center where jobs, cultural and economic opportunities are concentrated. The effects of this persistent territorial exclusion are devastating and occur in both the peripheries and the city center. The purpose of this paper is to explore the nexus between the precarious and risky urbanization which took place in Brazilian cities and the urban violence that seems to be the most recent and visible face of this model, using the concrete example of different cities in the state of São Paulo. In order to construct the links it is first important to understand how patterns of economic development and population trends have contributed to the generation of risk urbanization and how planning and urban management policies interact with it.  相似文献

After WW II, water demand in Japan for municipal and industrial use has increased drastically in those large cities and industrial regions with rapid urbanization and high economic growth. This was true especially in the decades of 1950 and 1960.Water shortage continues to be serious in some large cities in summer months. The author attempts to explain the reasons for this water shortage by explaining the relation between population growth and water demand in large cities. To meet these water shortages, there has been active development of water resources including construction of dams and saline barriers in large river basins and modernization of the water use system to increase its efficiency and re-use capacity for sewage treatment etc.At the same time, water resources development projects have been encountering various environmental problems as well as increased local protest in the 1970s. The author discusses the present dimensions of these problems and also presents several ideas regarding water resources planning for the future.  相似文献

我国土地研究领域知名学者,原中国土地勘测规划院(现中国国土勘测规划院)院长、党委书记,曾担任中国土地学会副理事长的黄小虎研究员,应邀于2020年11月21日在清华大学土地利用与住房政策研究中心主办的“后疫情时代:国土空间规划与城乡高质量发展”论坛上作主题报告。他在发言中指出:传统规划体系存在多类型规划矛盾冲突的问题,多规合一为解决这一问题指明了方向、奠定了基础。十八大以后,中央对经济社会的发展战略、路线方针等陆续做出重大调整,国家发展内涵发生转变,要求突出发展质量,强调环境保护、农业农村优先。在体制机制上明确由新组建的自然资源部负责建立空间规划体系,其他部门不再编制涉及空间布局的规划,“多规合一”得到实现。国土空间规划的核心内容是国土利用和土地利用的功能分区,这也是用途管制的依据。  相似文献

Research of the interrelation between regional planning, division into economic districts and urban-planning, division into economic districts and urban planning is here emphasised. In the USSR development of a network of territorial economic complexes, economic districts including subregions of the II and III order, economic subregions and microdistricts is continuous. The outlook of regional planning is defined by the elaboration of its scientific theory including the geographical concept of regional planning. The use of geographical methods widens the scientific basis for the development of a systems approach and improves forecasting, the choice of aims and strategy of developing production, population distribution and the solution of ecological problems. The efficiency of regional planning depends not only on purely economic advantages, but on a more sensible use of nature. Regional planning is concerned with bio-economic systems, and must avoid conflict between the most important subsystems, natural and anthropogenic. Preservation of ecological balance has become the most important task of regional planning. When locating industrial enterprises in the process of regional planning, ecological factors are taken into account to an ever-increasing degree. The main tasks of regional planning concerning the distribution of agriculture stem from the aim of interrelated development of all elements of the agrarian and industrial complex. During the scientific and technical revolution the distribution of production orientates more and more and not towards individual towns but towards a system of populated areas. Systematic improvement of conurbations and their transformation into group systems of populated areas, regulated according to plan and having a broader economic and territorial base, are the most important task of regional planning and urban development.  相似文献

The last four decades have brought fundamental changes in Hungarian urbanization. The number of towns has increased from 54 to 166 and the number of settlements with a population over 100 000 has grown from 3 to 8, and the number of small towns with a population just over 30 000 has increased four times compared to the situation at the beginning of the century. While urban concentration has been growing, there has been a degradation of rural settlements, especially in the category of less than 500 inhabitants. This study deals with the spatial structure of Hungarian settlements, categorizing the towns according to their regional roles, population and dynamics of growth. The changes of their social and economic spheres influence their internal structures. The study attempts to summarize all the territorial, regional consequences of the recent social and economic changes that have been defining or modifying the urban development in Hungarian settlements.  相似文献

Kenya has been promoting equitable urban and regional development since the 1970s despite the lack of a clearly formulated national urban policy or an urban and regional development policy. A key element of the country’s equitable urban and regional development effort is the promotion of secondary cities that would relieve population pressure in the countryside, help to better integrate the country’s rural and urban economies, help to reduce congestion and improve the quality of life in the metropolitan cities of Nairobi and Mombasa, and help increase the modernization spin-off which urban centers provide to the surrounding rural areas. Using recent census and economic survey data, this paper examines the current state of Kenya’s secondary cities in the context of its urban and regional development strategies. The paper finds that: (1) the country’s urban and regional development strategies have failed to work as planned largely because of insufficient devolution of power and fiscal responsibility to municipal and other local government units, (2) the country’s secondary cities are faced with immense challenges that undermine their ability to live up to expectations, (3) some of these cities have significantly grown economically over the last four decades despite immense challenges, and (4) Nairobi’s dominance of Kenya’s economy continues because of policies that unwittingly concentrate investments there. The paper concludes with strategies that could enhance the country’s urban and regional development programs and, in the process, aid the development of its secondary cities.  相似文献

This article presents an analysis of the relationship that occurs between the level of economic growth and the standard of living of Poland's population, using a regional approach. As an indicator of the degree of economic development national income is adopted. The social aspect of regional development is characterized by means of an analysis of the structure of the standard of living expressed in terms of two principal components, representative of a set of 34 empirical indicators. Interest is centred on the spatial interdependence between the value of net output in a regional pattern and the structure of the standard of living expressed in terms of the first principal component. This first component includes the main elements which affect the quality of people's lives, but it refers primarily to highly urbanized regions. In the light of the obtained results it can be stated that the influence of economic growth on the standard of living exhibits clear regional variations, with the relation assuming different forms depending on the structure of the standard of living. It seems that, although economic growth is closely connected with the quality of life, its impact is modified by regional conditions and resources, i.e. by the way a combination of socio-economic development factors is fitted into the situation of particular regions.  相似文献

Conclusion Urban and rural development arek inextricably related, that regional planning can play important roles as catalyst for agriculture and rural development; and that a system of growth centres and/or agropolitan policy which can be important in achieving economic growth with social equity, will be far more influential. Again if the National Planning Authority, Regional Planning Agency and the policy of growth centre in the rural areas of the recommended regions is pursued, it will not only increase agricultural productivity or a path to agricultural transformation for deleterious effects of migration to corporate farming but also could, over time help to reduce the pressure on the urban areas by providing counter-magnets to migration and we envisage, will bring about a national regional planning budget which should be operated on yearly basis.  相似文献

In the early stages of economic development in Korea, national territorial planning was used as a policy tool to guide spatial structure and to provide physical infrastructure for urban and industrial development. Such a top-down approach was inevitable because Korea maintained the centralized political and government system until the early 1990s. Circumstances, however, have changed recently since the 1990s with progress in democratization and localization. In addition, forces of globalization are making significant impacts on the parameters of national territorial planning. Reflecting these changes in both internal and external conditions, the Fourth National Territorial Plan (2000–2020) has adopted a different approach from the past three territorial plans. This paper reviews the socio-economic background that necessitated such changes in approaches to national territorial planning. A major thrust of the Fourth Plan, a focus on emergent or anticipated planning issues in Korea, is discussed. Finally, the paper examines the rationale for long-term strategic planning in the highly fluctuating situation facing Korean society in the new century.  相似文献

Hydrological extreme events pose an imminent risk to society and economics. In this paper, various aspects of hydrological hazards in Russia are analysed at different scales of risk assessment. It is shown that the number of hydrological and meteorological hazards in Russia has been growing every year. The frequency of economic losses associated with extreme low flow in this century has increased by factor five compared to the last decade of the previous century. With regard to floods, an interesting spatial patter can be observed. On the one hand, the number of floods in the Asian part of the country has increased, whereas on the other hand, the number and intensity of floods in estuarine areas in the European part of Russia have significantly reduced since the middle of the twentieth century, especially in the 2000s. This decrease can be attributed to runoff flooding in the mouths of regulated rivers, with an effective system of flood and ice jam protection. The analysis shows that there is an 8–12-year periodicity in the number of flood occurrences and that flood surges have intensified over the last 110 years, especially on the European territory of Russia. An integrated index that accounts for flood hazards and socio-economic vulnerability was calculated for each region of Russia. A classification of flood risk was also developed, taking into account more than 20 hydrological and social–economic characteristics. Based on these characteristics, hazard and vulnerability maps for entire Russia were generated which can be used for water management and the development of future water resources plans.

This research uses empirical data to explore the link between spatial plans and ‘actual development’ occurring in Kumasi, Ghana. The research found that urban development is determined by both spatial plans and spontaneous informal development patterns (i.e. self-organisation). However, self-organisation is more widespread compared to spatially planned neighbourhoods. This phenomenon was expressed in a context of uncertainty created by weak institutional planning system which promote and reinforce haphazard development disregarding urban planning requirements. These findings provide a perspective on urban development that differs from that occurring in cities of developed countries, where planning institutions in consultation with urban residents determine the patterns of urban development. Unfortunately in Kumasi, self-organisation is not viewed as important in mainstream planning system. The paper concludes that more needs to be done in terms of understanding self-organisation processes, and the way they could be integrated into mainstream planning process to respond more fully to the urban development challenges in Kumasi.  相似文献

Preliminary Quantitative Assessment of Earthquake Casualties and Damages   总被引:4,自引:2,他引:2  
Prognostic estimations of the expected number of killed or injured people and about the approximate cost associated with the damages caused by earthquakes are made following a suitable methodology of wide-ranging application. For the preliminary assessment of human life losses due to the occurrence of a relatively strong earthquake we use a quantitative model consisting of a correlation between the number of casualties and the earthquake magnitude as a function of population density. The macroseismic intensity field is determined in accordance with an updated anelastic attenuation law, and the number of casualties within areas of different intensity is computed using an application developed in a geographic information system (GIS) environment, taking advantage of the possibilities of such a system for the treatment of space-distributed data. The casualty rate, defined as the number of killed people divided by the number of inhabitants of the affected region, is also computed and we show its variation for some urban concentrations with different population density. For a rough preliminary evaluation of the direct economic cost derived from the damages, equally through a GIS-based tool, we take into account the local social wealth as a function of the gross domestic product of the country. This last step is performed on the basis of the relationship of the macroseismic intensity to the earthquake economic loss in percentage of the wealth. Such an approach to the human casualty and damage levels is carried out for sites near important cities located in a seismically active zone of Spain, thus contributing to an easier taking of decisions in emergency preparedness planning, contemporary earthquake engineering and seismic risk prevention.  相似文献

This paper examines the distribution characteristics of urban settlements in the Kingdom of Saudi Arabia through major dimensions such as settlement regularly, degree of primacy and polarisation at the national and geographic regional levels. The paper points out that the settlement pattern at the national level has transformed from a primate distribution during the pre-plan period (< 1970) to an intermediary distribution during the period of development planning (1970 >). At the geographical regional level the settlement distribution, however, has shown diverse pattern. While the regional settlement distribution of Western and Eastern Region have shown trends of increasing polarisation, settlements in the Northern and Southern Regions are more log-normal in character. This is explained by the increasing growth of small and intermediary towns in the Northern and Southern Regions. The paper concludes that the national trend of decreasing urban primacy, induced by the decentralised national development strategies, is less pronounced due to the absence of a balanced regional investment policy. Since the government expenditure and settlement population growth rates are not related, slow growing primate cities continue to receive a larger share of public expenditure, enabling them to retain their primacy. This calls for a balanced regional investment policy to fully realise the national strategy of regional balance and multi-polar settlement pattern.  相似文献

Not merely the rapid growth of the metropolitan cities in the Third World but the overconcentration of the political and administrative functions together with the economic, social and cultural activities within the metropolitan regions — in short: the primacy —should be considered as the essential component of the term metropolization.An accurate computation of the metropolitan population growth in China is difficult because of the frequent change of city area delimitations after 1953 in connection with the missing distinction between shiqu-, jiaoqu- and hsien-population in the statistics. Therefore a solid assessment of the Chinese policy to restrict the growth of the metropolitan cities seems to be impossible.Recent data reveal that there is still a strong primacy for the metropolitan cities together with a heavy concentration of this primacy in the historical core regions. The evaluation indicates that the efforts towards balanced regional development and reduction of the regional disparities could not be considered as successful so far.  相似文献

从地表热量平衡、水量平衡的基本理论出发,结合长江三角洲地区的气象、水文、土壤等资料建立了区域水资源量估算模型,计算了该地区的地表水、地下水及水资源总量;同时建立了用水系统的各个子模型,即根据本区农业生产状况建立了农业耗水的物理模型,由工业和生活用水量的变化,结合地区经济发展、人口增加等情况,建立了工业和生活用水的统计模型。利用实际资料进行了模型检验,对本地区未来水资源供需平衡状况进行了分析和预测。  相似文献

This article presents an historical review of the evolution of regional planning ideas under the growth pole paradigm, from its beginnings in the early 1950s to the current deluge of criticism. Then the outlines of an alternative approach are suggested, emphasizing what is called territorial development, a concept which focuses on meeting the cultural, political and economic needs of regional population groups — as opposed to urging their functional integration into the broader national and world economy. It is argued that territorial development can only be achieved by arousing the regional communities themselves into seeking selective regional closure and strategic regional advantage through willful community action.  相似文献
