Private residential neighbourhoods encircled by a wall or fence and cut off from the public by a remote-controlled or guarded gate are not entirely new in Bulgaria. Both ‘dacha’ and leisure settlements of the communist rulers existed in such enclosed developments on the outskirts of Sofia, in mountain resorts, and on the coast of the Black Sea until the end of the 1980s. After the political change in 1989, new types of walled settlements, similar to gated communities in the U.S., began to spring up in Bulgaria, a result of the dramatic and decisive changes in Bulgarian society that are still very much underway today. Seven gated communities, comprising 78 housing units and six projects that are not yet fully completed create an entirely new social context and a residential landscape in the Sofia metropolitan area, which may indicate future residential desires. Ivanyane, situated on the western periphery of Sofia, and Mountain View Village to the southeast, exemplify the two main types of gated communities which are either self-organized by residents or developer-organized. The reasons why these gated communities were built appear to be very similar to those in other places. It can be expected that the demand for this new type of residential living will continue to increase in Sofia’s urban periphery, but it would be unwise to assume that these developments will necessarily provide a positive context for building a new society. It is important to analyse the growth of gated communities and the drivers for their supply and demand, within the context specific to each country’s history. This article uses findings from recent studies of gated communities in England, together with historical material, to explore their typology. It considers the changing social, economic and political conditions which may lead to the emergence of defended collective housing, together with the history of property relations and the concept of public/private land within the English context.  相似文献

Notwithstanding the burgeoning scholarship on enclave urbanism, urban gating has often been pigeonholed as an intra-urban development that is somewhat ‘epiphenomenal’ to wider global processes. Overlooked in the literature is how gated communities as globally-oriented spaces are intertwined with the transnational lifeworlds of its elite inhabitants. As key sites where transnational super-rich elites organize their consumption and reproduce their purportedly global lifestyle, gated communities are now emerging as a new ‘meta-geographical form’ that circulates in and around rapidly globalizing cities. Drawing on the case study of Sentosa Cove, an exclusive waterfront gated community in Singapore catering to ‘high net-worth’ residents, this paper critically examines how elite localities and transnationalism are being socially and spatially reproduced in the city-state. To this end, the paper makes a distinct contribution by bringing to bear critical transnationalism perspectives in the understanding of urban gating and the privileged geographies of the global super-rich.  相似文献

The transition from the Soviet to the post-Soviet period in and near Moscow manifested itself in increasing production of segregated space both in the urban core and suburban areas outside of the beltway to accommodate the preferences of the new Russian business and governmental elite. This paper focuses on the residential single-family housing inside old and new settlements, which are frequently gated. Approximately 260 of such suburban communities have been developed within 30 km of the beltway during the past few years, of which a majority have some form of exclusion mechanism in place, typically tall solid fences, gates, closed-circuit video surveillance and guarded entry checkpoints. The difference in exclusivity varies from the most exclusive older communities inside Moscow Serebryany Bor enclave and Rublevskoe highway mansions to less exclusive new developments along Novorizkhskoe and Dmitrovskoe highways. Despite high rates of construction, based on sociological surveys in 2003, only about 11% of Russia’s upper class claimed to live in such new “cottages,” with the rest owning condos and luxury apartments in the inner city or older detached homes in villages and small towns. Therefore, not all the needs have been accommodated and more development is certain to take place. The environmental impact of such developments is profound. Based on preliminary LANDSAT image analysis, almost 22% of suburban “green belt” forested land within 30 km zone has been converted to new construction from 1991 to 2001. New construction is now focusing on the remaining fragments of natural vegetation, which will likely lower air quality and water quality available for the city. Ironically, the new developments advertise themselves as “clean and green” with massive investments in unnatural landscaping (seeded lawns, exotic shrubs, river and lake shore “improvements”). The privatization of urban space, as represented in the trend towards a wide variety of common interest developments and increasing prevalence of gated communities, is an international phenomenon. Recent research has not systematically explored the ways in which these types of developments are collectively re-shaping the public and private realms of the city at large. This empirical study of community areas in a Canadian city describes a number of historical private neighbourhood development trends and their convergence in space and time. Based on the empirical generalizations, a conceptual model is developed to illustrate how the trends may have combined to produce a new geography or ecology of space privatization within the city, one in which the older public city is being circumscribed and bounded by new territories of multi-tiered privatization.  相似文献

The growing research on gated communities has largely regarded them as isolated and isolating places, rather than considering residents’ relations with other spaces and communities. This paper seeks to examine these external contacts through exploring the ways in which gated communities establish relations with local political actors. This is done through an examination of two gated communities in Gokturk and Omerli, Istanbul, and an analysis of the differences between them. On the basis of semi-structured in-depth interviews with residents and locals, the paper demonstrates how gated communities engage with the outside world in contrasting ways. By focusing on the conflict between Islamist and secular people, the paper also argues that gated communities are active urban agents, establishing interdependent relations with local political actors which can change urban space and politics.  相似文献

Suburbanization has been a prominent urban process in the United States since the World War II. It has transformed American cities in profound ways in every single aspect of urban development; from population and wealth distributions, through political organization and affiliations, to the built environment. This paper investigates the link between gated communities and the process of suburbanization in the context of socio-economic inequality. It has been shown time and again in the scholarly literature on suburbanization, that suburban neighborhoods in American cities have been traditionally more affluent and less diverse than central cities. The research on gated communities in the US also shows that they are, on average, more affluent compared to other communities in terms of family income and housing values. Are gated communities then simply a new form of suburban communities? Is the gated community in fact a suburban community with the added element of security features? The paper investigates these questions based on segregation and spatial analyses. The research contributes to the long line of studies on suburbanization, gating and the larger issues of urban inequality.  相似文献

Research on gated community in Chinese cities has been growing very fast, but empirical studies are limited, especially those on the relationship between gated community and residential segregation. A retrospective questionnaire survey was conducted in three gated communities in Chongqing, China. The findings from the survey include that, after moving into the gated communities, many homeowners’ contact with other people decreases. It is also found that homeowners’ participation in local public affairs decreases. These results hold even when we compare with the reference group and control for duration of stay. They support the view that gated community aggravates residential segregation. However, the survey shows that many homeowners feel the income differences among the neighbors increase and the changes of several types of external activities don’t show a consistent pattern. All these empirical findings suggest that a complex relationship between gated community and residential segregation exists in urban China and the removal of work unit from the housing system affects people’s experience in gated community.  相似文献

This article sets out to explore the political relationship between the global and the local through the prism of the sustainable development. The ideal of sustainable communities is explored in the context of evolving political fictions that define alternative conceptions of modernity. While the article uses Ireland (reputedly the most globalised society in the world) as a microcosm of development, the context is firmly located within the wider sphere of European and planetary politics. It is argued that the ideal of sustainable communities offers the opportunity of reviving the civic republican tradition of democracy (the Ancient Greek agora) as a metaphor for the public sphere in the conditions of late modern society. The agora in Ancient Greece provided a site of political assembly, based upon participation (citizens’ engagement in decision-making) and deliberation (a process of reached argument). Today, concepts such as ‘participatory civility’ and ‘discursive democracy’ seek to revive these classical ideals, as the basis for building sustainable communities in a transforming modernity that searches for a new logic of development.  相似文献

The concepts vulnerability and risk are of great importance in the fields of climate change and natural hazards. Confusion is asserted in the terminology used by the respective communities, and a large conceptual literature has not solved this problem. This affects the communication within and between the two communities and the comparison of results from vulnerability and risk assessments. This paper argues that the main difference between methods to assess vulnerability and risk in the climate and the disaster communities is not a conceptual one, but rather different terminologies are used. This point is made using a formal framework of vulnerability to climate change that makes the structure of vulnerability and risk assessments explicit. The framework distinguishes three assessment approaches in the field of vulnerability to climate change, which recur—under different labels—in the risk assessment approaches analysed. While within each community, the same terms are ambiguously used to refer to more than one assessment approach, the confusion is enhanced between the two communities by using different labels for very similar approaches. As an application of the results, similarities and differences between two assessment tools are analysed: the Dynamic Interactive Vulnerability Assessment model (DIVA) for the case of vulnerability to climate change and the CATastrophe SIMulation model (CatSim) for risk of natural hazards.  相似文献

Literature on common-interest development (CID) in housing, most common in the form of gated communities, has been based largely on the US’s experience, where the interpretation has centered on the interaction between three actors (local government, private developer, and homeowner association) and barely focused on the privatization of neighborhood governance in transition economies. This paper, through a case study of gated community in Phu My Hung new town shows that Ho Chi Minh City, Vietnam—in the context of transition from centrally-planned to market-based economy—has been witnessing this privatized phenomenon of neighborhood governance. It employs both primary data, collected through observation and key informant interview, and secondary data to explain the contextual factors for the rise of gated communities in the city and find out the mechanism of neighborhood governance. In the city, housing privatization reforms, influx of foreign direct investment, and the formation of urban middle class have constituted the supply- and demand-side factors for the rise of gated communities. In addition, the reforms towards grassroots participation created a favorable environment for a privatization of neighborhood governance in which the private developer plays a dominant role in partnership with local government and homeowner association. To a certain extent, this privatization is similar to the case of US’s gated communities, however, it does not threaten the public authority and instead maintains a good collaboration between these three actors. This is an indigenous innovation of gated communities in Vietnam due to its socio-economic conditions and political context.  相似文献

This paper focuses on the commodification processes and the aestheticization practices that shape gated communities and on the way these are connected to their segregational dimension, which is illustrated through the case of the Lisbon Metropolitan Area (LMA). First, I discuss the (increasing) aestheticization of commodities, emphasising some of the more problematic theoretical issues it involves. Following this discussion I present and analyse the ‘Lisbon case’. I provide a brief overview of gated communities in the LMA and then present and analyse the results obtained through a content analysis of LMA gated community advertisements and observation of their site semantics as conveyed through general built form, including physical location, planning, architecture, landscaping, and toponymy. I relate these findings to the LMA gated community market characteristics and to the broader prevailing socio-spatial context regarding their emergence.  相似文献

This paper distinguishes between two types of emergency management at the local scale—municipal government responsibilities and community-level initiatives. It argues that these are interdependent, but separate aspects of emergency management. Communities, whether or not tied to particular places, are posited as being key, but often overlooked resources in both proactive and reactive phases of emergency management. Of particular importance within communities are the social capital resources (networks of strong and weak ties) that may work to improve a community’s resilience to risks and hazards. Two cases studies, the 2003 electricity power blackout in the eastern parts of both Canada and the United States and the 2000 water-borne disaster in Walkerton are utilised to demonstrate the concepts developed in the paper.  相似文献

This paper explores gated community culture and development in the suburbs of North Durban in the KwaZulu-Natal province of South Africa. Using perspectives from the anthropology of space and place as a theoretical and methodological framework, ethnographic fieldwork in one community in this area explores the cultural reasoning behind the movement to a fortified suburban enclave in South Africa by problematizing why, in a newly democratic society based on an ethos of desegregation, do individuals feel the need to segregate themselves along class and racial lines in fortified developments in a fashion reminiscent of homeland demarcation during apartheid? And, is the movement to gated communities within post-apartheid South Africa solely a white cultural and class phenomenon? While these questions are necessary, and perhaps commonsensical in terms of the unique social history of South Africa, research also attempts to complicate these lines of inquiry to apprehend the cultural reasoning and lifestyles of gated community residents to move past racial and class stereotypes and delve into the complex culture of these environments and the different rationalizations that individuals work with to justify their surroundings.  相似文献

This article contributes to the legal geography literature through exploration of the contested concepts of power and law and their interconnected processes. Research findings from studies of urban gated enclaves in China and in England are used as a starting point to analyse the spatialisation of power in the creation of gated urban enclaves, with a particular focus on the role of law. Four categories of law are identified. The article suggests an analytical framework for understanding how particular modalities of power intersect with these different types of law. This framework is then applied to temporal stages in the creation of gated enclaves, in the context of the different legal geographies of China and England. In the final analysis, the manipulative power of neoliberalism outweighs law’s authority, for example when developers form alliances with municipal government to circumvent ‘policy’ and ‘regulatory’ law. Property rights as conceptualised through ‘high’ law are shown to be ineffective in resolving problems experienced by residents of specific enclaves, particularly those relating to common property rights. Developers were found to use ‘facilitative’ law to gain control of the juridical field, materialised through property rights allocation and resolution of disputes within urban enclaves.  相似文献

The aim of this article is to investigate regulations regarding housing and spatial planning to determine the extent to which these have influenced the development of gated housing in Poland since 1989. The focus is on how government policy with regard to spatial planning and housing, together with the law on property and ownership, influences the emergence and development of gated forms of housing in the country. Legal regulation documents concerning issues of housing and spatial planning between 1990 and 2013 have been studied. The article argues that the liberal policies and legal regulation in the country is resulting in a disregard for spatial planning and housing, but also the lack of integrated urban policies. Existing spatial plans are of a consultative nature and bear no regulatory capacity, at the same time as housing programmes and spatial planning in the country is strongly in favor of private investors and new construction. All these shortcomings have created a differentiated housing market, one in which housing developers maximize their profits by constructing gated housing complexes, combined with a tendency among those who have the means to move to newly built housing behind gates. The long period of developer-friendly policies and governmental support of purchasers of new construction, have resulted in increased popularity of gated communities in Poland and their spread to many Polish cities.  相似文献

In the course of the last 50 years, the landscape in Israel has undergone major changes, due to accelerated urbanization following population growth. These processes had increased the pressure on the open land, especially in areas of urban expansion. Recognizing that Governments and local Municipalities had failed to stop the consequent loss of public open spaces, not only in Israel but worldwide, had lead recently many communities to adopt new solutions in the form of private open spaces. In this article we present a “step ahead of time”: a case of privately owned land, set aside as public green area during the 1920s in a neighborhood called “Ahuza Herbert Samuel” (Herbert Samuel, the first High Commissioner of Palestine under the British Mandate), located in the City of Haifa, in Northern Israel. The roots of this unique phenomenon during the 1920s could be linked to several sources of influence: Colonial town planning concepts, the emergence of garden cities and garden suburbs and most importantly to concepts brought in by the leaders of the immigrant community coming from Rumania. Photogrammetric and GIS analysis of this phenomenon had revealed that it had prevailed throughout 75 years of constant and massive increase in the demand for built-up areas in Israel in general and in Ahuza neighborhood in particular. The success in preserving these open areas gains current relevance in view of recent trends in the Western world of allocating privately owned green areas for public use.  相似文献

Rural communities throughout the postindustrial world are in the midst of a significant transition, sometimes referred to as rural restructuring, as traditional land uses, economic activities, and social arrangements transition to those associated with “post-productivist” or “multifunctional” landscapes. Amenity migration, the movement of people based on the draw of natural and/or cultural amenities, can be thought of as both driver and implication of this transition, resulting in significant changes in the ownership, use, and governance of rural lands, as well as in the composition and socioeconomic dynamics of rural communities. In concert with other social, economic and political processes, amenity migration is contributing to the fundamental transformation of rural communities throughout the world. This paper presents a review of the social science literature related to the concept of amenity migration, focusing on the ways in which it has been conceptualized, theorized, and documented by different communities of scholars. We then profile and summarize diverse perspectives on drivers and socioeconomic impacts, highlighting emerging challenges and opportunities related to this type of migration occurring at multiple scales and in multiple sites. The paper also identifies and discusses particular areas where further research is needed.  相似文献

The idea that the deprived communities of the UK’s towns and cities are ‘unsustainable’ has been a central theme of government housing policy since New Labour came into power in 1997. The creation of ‘mixed-tenure communities’ has been heralded by some policy makers as a key component of creating sustainable communities by overcoming concentrations of deprivation as well as creating responsible citizens who make few demands on the state. Since devolution, support for owner-occupation has been promoted by both Scottish Labour and SNP regimes as a regeneration tool, and has been included in the Local Housing Strategy of many local authorities in Scotland. Drawing on research in Glasgow, this paper achieves three things. First, it highlights the ethopolitics associated with the identities of owner-occupiers and social rented tenants as skilled or flawed consumers; second, it explores the tools used in recent years to create mixed communities through encouraging owner-occupation; and third, it questions the continued uncritical support of the insertion of owner-occupiers into deprived areas as a regeneration and responsiblisation tool.  相似文献

This article discusses the involvement of older women and men in voluntary work in rural communities in the Netherlands. Gender, ageing and civil society form the core concepts in the article. Politicians and policy makers in the Netherlands are worried about the perceived decline of civil society and about the consequences of this decline for specific categories of older women in terms of well-being and social exclusion. The paper presents the results of two surveys of involvement of older women and men in civic organisations, voluntary work and local actions. The surveys indicate high levels of involvement of both women and men. No gender differences are found in activity level. However, the data demonstrate the gendered nature of civil society. Women are more engaged in informal voluntary work and informal local actions, while men are more active in formal organisations and functions. This gender segmentation is not absolute, however. Many older women and men transgress the traditional feminine–masculine boundaries. The surveys highlight the involvement of women and men in rural communities, but indicate lower activity levels in urban areas.  相似文献
