Transboundary aquifers are as important a component of global water resource systems as are transboundary rivers; yet, their recognition in international water policy and legislation is very limited. Existing international conventions and agreements barely address aquifers and their resources. To rectify this deficiency, the International Association of Hydrogeologists and UNESCO's International Hydrological Programme have established the Internationally Shared (transboundary) Aquifer Resource Management (ISARM) Programme. This multiagency cooperative program has launched a number of global and regional initiatives. These are designed to delineate and analyze transboundary aquifer systems and to encourage riparian states to work cooperatively toward mutually beneficial and sustainable aquifer development. The agencies participating in ISARM include international and regional organizations (e.g., Organization of American States, United Nations Environment Programme, United Nations Economic Commission for Europe, Food and Agriculture Organization, and South African Development Community). Using outputs of case studies, the ISARM Programme is building scientific, legal, environmental, socioeconomic, and institutional guidelines and recommendations to aid sharing nations in the management of their transboundary aquifers. Since its start in 2000, the program has completed inventories of transboundary aquifers in the Americas and Africa, and several ISARM case studies have commenced.  相似文献

National governments have greater legislative authority than local governments in marine environmental protection, on the global basis, but local governments both invest more money than national governments in environmental protection and often execute more environmental policies. When national governments have established regional marine resources management programmes, e.g. the Baltic, the Mediterranean, or the Great Lakes region, the final remediation planning responsibility has ultimately been delegated to local authorities.

The United Nations Conference on Environment and Development held in Rio de Janeiro in June 1992 did not consider this dichotomy and the International Council for Local Environmental Initiatives (ICLEI) and a coalition of other local government associations are considered to have a role within the two sectors, national governments and non-governmental organizations. Chapter 17 of Agenda 21 on Protection of the Oceans gives little attention to the primary role presently being played by the local authorities in controlling marine pollution. Chapter 17 states that 70% of the marine pollution comes from land-based sources, and that more than half of the world's population is settled in coastal communities. But the Chapter does not present the fact that local authorities are the primary force in organizing and managing the coastal settlements concerning the greatest sources of marine pollution. The role of local authorities in Agenda 21 and the partnership between the international community and local authorities to achieve Agenda 21 objectives must be defined.  相似文献

UNESCO is one of the specialized agencies under the United Nations charged with the advancement and improvement of education, social and natural sciences, culture and communication. This global mandate translates into programmes in the field tailored to the member states' specific requirements that build on the full breadth of expertise available in UNESCO. Environmental awareness building is an integral component of many of UNESCO's programmes. This paper describes how UNESCO addresses the need for awareness building in a variety of settings under different programmes and sectors. A first example is taken from the work of the education sector, which aims at introducing innovative learning methods and curricula that change or cultivate the perspective of people of all ages on sustainable development. The second example is taken from the Man and Biosphere Programme. The Biosphere Reserve concept has had a long history within UNESCO and is increasingly applied to protected areas in the coastal zone. Notable examples are Ranong Biosphere Reserve in Thailand, Can Gio Biosphere Reserve in Vietnam and the Island of Palawan in the Philippines. The concept is currently experiencing a revival as more and more countries realize the importance of striking a balance between human development and strict conservation. Many people know about UNESCO through the so-called World Heritage Sites. These are sites that are recognized by the world community as particular monuments, either natural or cultural, that warrant preservation for the whole of mankind. In the Asia-Pacific region, there are quite a number of coastal and marine sites that have been designated as natural world heritage sites, e.g. Halong Bay in Vietnam, the Komodo marine national park, Indonesia, the Great Barrier Reef in Australia, East-Rennell Island in the Solomon Islands, and Tubbataha Reef in the Philippines. The need for a cross-sectoral approach is evident under the so-called Coastal Zone and Small Islands endeavour, which aims at assisting Member States towards environmentally sound, socially equitable and culturally appropriate development in coastal regions and in small islands. Four examples of current pilot projects (Surin Island, Thailand, Jakarta Bay, Indonesia, Upolo Island, Samoa and Ulugan Bay, the Philippines) are highlighted. Each setting and each audience requires a different strategy. UNESCO's strength is to learn from all these experiences and make such new insights universally available and to put novel concepts into practice.  相似文献

ABSTRACT

Droughts have long impacted humans with adverse consequences, hindering the achievement of the United Nations Sustainable Development Goals. To reduce vulnerability, multiple ways of adaptation have been developed, most of which, historically, focused on “hard-path” implementation of infrastructure. However, since water consumption plays a major role in the supply–demand balance, “soft-path” solutions focusing on the control of water use have recently intensified. Furthermore, due to the dynamic interaction between humans and water, changes might occur over time, requiring adaptation measures to be continually reshaped. We assess the dynamic nature of human adaptation to droughts in the semi-arid Extended Jaguaribe Basin, Brazil. We explore the shift from hard, supply-oriented measures to soft governance, and its causes: natural and socio-economic processes not anticipated in the original water resources policy. The observed phenomenon and discussion of its causes help to build knowledge on human–water interactions that are applicable more generally.  相似文献

The United Nations established an Environment Programme which was reported in an earlier issue of the Marine Pollution Bulletin. Its Director, Maurice Strong addressed the UN Law of the Sea Conference at Caracas on the need for conservation measures to go hand in hand with exploitation of marine resources, and he indicated the role of UNEP in this. His speech was not reported at the time. It is vital that it should not be forgotten when the Law of the Sea Conference resumes next year in Geneva. Access to fresh water is one of the major issues of northern and sub-Saharan Africa. The majority of the fresh water used for drinking and irrigation is obtained from large ground water basins where there is minor contemporary recharge and the aquifers cross national borders. These aquifers include the Nubian Aquifer System shared by Chad, Egypt, Libya, and Sudan; the Iullemeden Aquifer System, extending over Niger, Nigeria, Mali, Benin, and Algeria; and the Northwest Sahara Aquifer System shared by Algeria, Libya, and Tunisia. These resources are subject to increased exploitation and may be severely stressed if not managed properly as witnessed already by declining water levels. In order to make appropriate decisions for the sustainable management of these shared water resources, planners and managers in different countries need an improved knowledge base of hydrological information. Three technical cooperation projects related to aquifer systems will be implemented by the International Atomic Energy Agency, in collaboration with the United Nations Educational, Scientific and Cultural Organization and United Nations Development Programme/Global Environmental Facility. These projects focus on isotope hydrology studies to better quantify ground water recharge and dynamics. The multiple isotope approach combining commonly used isotopes 18O and 2H together with more recently developed techniques (chlorofluorocarbons, 36Cl, noble gases) will be applied to improve the conceptual model to study stratification and ground water flows. Moreover, the isotopes will be an important indicator of changes in the aquifer due to water abstraction, and therefore they will assist in the effort to establish a sustainable ground water management.  相似文献

The oceans have a major influence on world climate and are an important source of food, most of which comes from the coastal zones. These zones, and the traditional, sustainable, life-styles of the fishing communities that live there, are under immense and growing pressure. Urbanization, pollution, sea level rise, and the destruction of natural coast defences and fish nursery grounds are undermining sustainability. Although chemical pollution in some areas, with some substances, is falling it remains a serious problem over the world as a whole.

The United Nations Conference on the Human Environment, held at Rio de Janeiro in June 1992, recognized the need for more effective protection of the resources of the coastal seas, and a number of specific actions are set out in Agenda 21. But action is still not being taken on a scale which matches the problem. There are four probable reasons: first, the sea is still assumed to be too big to damage; second, jurisdiction is inadequate; third, serious national and international conflicts of interest remain; and fourth, economic distortions hamper sound judgement. The northern seas, which suffer less from these problems, should be demonstration areas for sound marine resource management.  相似文献

Almost 5 years after the 26 December 2004 Indian Ocean tragedy, the 10 August 2009 Andaman tsunami demonstrated that accurate forecasting is possible using the tsunami community modeling tool Community Model Interface for Tsunamis (ComMIT). ComMIT is designed for ease of use, and allows dissemination of results to the community while addressing concerns associated with proprietary issues of bathymetry and topography. It uses initial conditions from a precomputed propagation database, has an easy-to-interpret graphical interface, and requires only portable hardware. ComMIT was initially developed for Indian Ocean countries with support from the United Nations Educational, Scientific, and Cultural Organization (UNESCO), the United States Agency for International Development (USAID), and the National Oceanic and Atmospheric Administration (NOAA). To date, more than 60 scientists from 17 countries in the Indian Ocean have been trained and are using it in operational inundation mapping.  相似文献

This article presents the outcome of research aimed at assisting governments in meeting their commitments and legal obligations for sustainable fisheries, based on increasing evidence that global fisheries are in crisis. The article assesses the effectiveness of the existing legal and institutional framework for high seas living resources. It focuses on: (1) the role of regional fisheries management organizations (RFMOs); (2) tools for compliance and enforcement to stem illegal fishing; and (3) mechanisms for habitat protection. The article further highlights a variety of options for addressing key weaknesses and gaps in current ocean governance, including United Nations General Assembly (UNGA) resolutions, reforms at the regional level, as well as a possible new legal instrument, with a view to informing international discussions on ways to ensure the sustainable use of high seas resources without compromising the health of the marine environment.  相似文献

The United Nations proclaimed the 1990s as the International Decade for Natural Disaster Reduction (IDNDR). Based on the ‘Tokyo Declaration’—an action plan for the IDNDR formulated by a commission of highly recognized experts—a program was drafted in March 1991 by the International Scientific and Technical Committee for the IDNDR, whose members were appointed by the Secretary General of the United Nations. Based on this international draft program a framework for national scientific programs should be developed by National Committees. 联合国开发计划署和意大利政府最近准备再度资助西藏地热的二期项目,中国地球物理学界对此表示极大的关注。西藏高原的地热现象早就引起中外科学家的注意,最早的文字记载可以追溯到七世纪中叶,但到本世纪70年代初才提到地热发电利用。中国地球物理学界和地质学界对这一转变作出了巨大贡献。他们坚持认为西藏高原上地幔或下地壳内很可能存在局部熔融,这就为浅部的水热活动提供了深源热背景,并意味当地的地热资源具有巨大的动力开发潜力。西藏羊八井地热电站目前的装机容量已经达到16MWe,其北缘和邻近的羊易乡热田又分别钻探到202.2℃和201.8℃的高温;但是当前的西藏地热事业也存在许多隐忧。作者认为这些问题不解决,西藏地热事业便很难得到快速进展。  相似文献

Fisheries and their future received a thorough examination in Vancouver during February when the Food and Agriculture Organization of the United Nations held its first technical conference on fishery management and development in seventeen years. Abstract

There are considerable difficulties in assembling global hydrological data sets in near real time, data that might be used for deciding investment for sustainable water resources development and management, for environmental protection and for studying global change. Several reasons exist for these difficulties, a new one is that many countries have recently been cutting back on hydrological networks and the services that operate them. This means that knowledge of the World's water resources is getting worse when the global demand for water is accelerating. By way of contrast, meteorologists have ready access to large volumes of global data, much of it in real time, principally through WMO's World Weather Watch (WWW). A World Hydrological Cycle Observing System (WHYCOS) is proposed to facilitate access to global data and support hydrological services in need. A world-wide network of about 1000 stations is planned for the largest rivers, together with associated data bases and products to meet the needs of users. WHYCOS would start in Africa with a 100-station network and be expanded to other regions. It is a necessary tool for averting the coming water crisis and essential to the drive towards sustainable development.  相似文献

In Europe, a long history of cooperation over transboundary rivers--most notably the Rhine and Danube rivers--exists. To help foster cooperation and communication vis-à-vis transboundary ground water, the United Nations Economic Commission for Europe (UNECE), as part of its ground water program, conducted a survey on transboundary aquifers in Europe. The survey produced 25 responses from 37 countries and identified 89 transboundary aquifers. Respondents reported on the degree of ground water use within their own boundaries, transboundary aspects (agreements, joint commissions, etc.) of ground water, and transboundary aquifers themselves. The inventory proved useful, but a number of problems were identified: different map scales and symbols, difficulty in identifying transboundary aquifers, inconsistent labeling of aquifers, and data discrepancies. The UNECE ground water program also drafted guidelines for monitoring and assessment of transboundary ground water. These guidelines are not legally binding but have been adopted by 25 countries, deal mainly with monitoring and assessment, and are being implemented through a number of pilot projects. Other organizations-the United Nations Scientific, Educational and Cultural Organization, the Food and Agriculture Organization, the International Association of Hydrogeologists, and the European Union--are all supporting the investigation of transboundary aquifers in an effort to facilitate data sharing and coordinated management of these valuable resources.  相似文献

Since the late 1970s, numerical modelling has become established as an important technique for the understanding of ice sheet and glacier dynamics, and several models have been developed over the years. Ice sheet models are particularly relevant for predicting the possible response of ice sheets to climate change. Recent observations suggest that ice dynamics could play a crucial role for the contribution of ice sheets to future sea level rise under global warming conditions, and the need for further research into the matter was explicitly stated in the Fourth Assessment Report (AR4) of the United Nations Intergovernmental Panel on Climate Change (IPCC). In this paper, we review the state of the art and current problems of ice sheet and glacier modelling. An outline of the underlying theory is given, and crucial processes (basal sliding, calving, interaction with the solid Earth) are discussed. We summarise recent progress in the development of ice sheet and glacier system models and their coupling to climate models, and point out directions for future work.  相似文献

European Maritime States already have commitments to protect species and habitats and maintain quality standards in coastal and offshore waters. These are a direct response to environmental legislation in Europe and commitments made to biodiversity conservation in OSPAR and at the World Summit on Sustainable Development. An integrated approach to management requires that these are consistent with the requirements for sustainable development, and include wider social considerations and active stakeholder participation. This review describes a hierarchical framework that incorporates the marine objectives and delivery statements of ecological, social and economic sectors. The framework leads from the UK's guiding principles for sustainable development, through visionary statements and strategic goals for high level delivery, to operational objectives and statements of action which deliver management. Parts of this hierarchy can already be populated for the UK, especially those at the higher levels. At the operational level, however, there is less clarity. The review shows that, despite some gaps, existing commitments for ecological components of the ecosystem are transparent and generally conform to this framework, due largely to high profile government funding of environmental protection and science and a single national vision for the marine environment. Specific objectives for six components of the ecosystem were developed; benthic habitats, seabirds and mammals, phytoplankton and zooplankton, fish, and physical/chemical quality of the water and atmosphere. The objectives included some that avoided limits and others that aimed to achieve targets, and for management to be effective it will be important to have a common understanding of how these can together be interpreted and made operational. In a review of 13 social and economic sectors, few provided a clear breakdown of objectives leading from a high level vision or a sustainable development principle. Six sectors did not have high level government targets for production or other measures of sectoral performance. Such commercial operations generally determine their own operational delivery targets based on market forces. Recent proposals in Europe to create an integrated framework for social, economic and environmental activities will need to carefully balance the development of a strong and competitive marine economy with existing international obligations to environmental protection.  相似文献
