This paper reviews the emergence of the spatial dimension of marine and coastal zone administration, and examines several initiatives around the world that contribute to this idea. Spatial data have been recognised as an important resource to improve decision-making and resource management in both the land and marine environments in terms of sustainable development. Many countries are developing Spatial Data Infrastructures (SDIs) to improve access and sharing of spatial data, however, most of these initiatives stop at the coastline. Recently, global and regional activities such as the 3rd United Nations Convention on the Law of the Sea (UNCLOS) and the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA) have brought to international attention the importance of effective administration of the marine and coastal environments.  相似文献

为综合评估遥感技术在南海、尤其在南海U形海疆国界线(简称南海U形海疆线)研究中的应用情况, 本文以中国知识基础设施工程(China National Knowledge Infrastructure, CNKI)和Web of Science核心合集 (Web of Science Core Collection, WOSCC)分别作为中文与外文期刊论文数据库来源, 筛选出截至2019年已发表的相关主题的中外期刊文献, 进行文献计量分析。按照关键词筛选的三类论文为: 南海自然科学研究(中文10150篇, 外文10130篇), 南海遥感研究(中文560篇, 外文1296篇)与南海U形海疆线相关研究(中文303篇, 外文33篇)。文献计量分析表明: 南海自然科学研究总发文量最大的国家为中国(18253篇), 总发文量排名前列的研究机构(如排名第一的中国科学院南海海洋研究所)与期刊(如排名第一的《热带海洋学报》)也主要来自中国; 年发文量变化趋势显示, 南海自然科学研究呈现四个阶段(缓慢起步、缓慢增长、快速增长和回降), 南海遥感研究有两个阶段(缓慢起步与快速增长), 南海U形海疆线研究中文论文呈现三个阶段(缓慢起步、快速增长与回降); 热点研究显示, 南海自然科学研究围绕季风、天然气水合物与台风开展, 南海遥感研究关注海表温度、叶绿素与台风, 南海U形海疆线研究关注南海争端和地质特征。遥感数据于1974年开始被用于南海台风研究, 2019年被用于南海U形海疆线的生态环境研究。发展海洋遥感技术, 深化南海台风“风泵”生态效应与灾害研究, 拓展南海U形海疆线走廊立体的综合科学研究和增强南海的自然科学与社会科学的交叉研究, 意义重大。  相似文献

Along with the rapid advance in global industrialization, oil spill events caused by offshore operations, trans- portation and accidents are increasing. Compared with ship surveys, monitoring oil spills through remote sensing has real-time, comprehensive, low-cost advantages, which can effectively guide cleaning and evalu- ation, and reduce the marine ecological destruction resulting from oil spills. Therefore, studying the remote sensing mechanism used to monitor marine oil spills is of great significance for ecological environmen- tal protection. This paper describes an experiment and corresponding analysis based on the above-water method, using the East China Sea coastal turbid water. The analysis shows that "upward short-wave" in ultraviolet and blue-purple bands and its displacement, along with the changing thickness, are important characteristics for distinguishing between the oil slick and the sea water, and also to differentiate oil slicks of different thicknesses. From blue to near-infrared bands, the spectrum of lube oil is flatter than that of diesel, and the diesel spectrum rises faster than the lube spectrum on the right side of the trough at 400 nm. These two features form an important basis for differentiating diesel from lube oil. These analyses will further the development of oil spill remote sensing in the East China Sea.  相似文献

Despite increasing attention paid to the value of marine resources, in particular marine protected areas (MPAs), their economic valuation focuses mainly on use values of ecosystem services such as fishery and tourism. Furthermore, most MPA related studies are carried out for coastal ecosystems, especially tropical coral reefs. The valuation of remote marine ecosystems is rare. The main objective of this paper is to estimate public willingness to pay (WTP) for alternative management regimes of a network of offshore MPAs in the North Sea under the Marine Strategy Framework Directive (MSFD). In a baseline valuation study carried out just before the adoption of the MSFD, beach visitors and a random sample of coastal and non-coastal residents were asked for their preferences for two alternative management options of three remote, ecologically sensitive areas with multiple use conflicts. Despite the lack of public awareness and familiarity with the offshore marine areas, a majority of 70% is willing to pay extra tax for their protection. Using a conservative value elicitation procedure, Dutch households are willing to pay on average maximum 0.25% of their annual disposable income to ban access and economic use. This serves as an indicator of what a network of remote MPAs in the MSFD is allowed to cost according to the Dutch tax payer.  相似文献

Internal solitary waves (ISWs) are common mesoscale dynamic processes in the ocean that are spread throughout the world’s oceans. The South China Sea (SCS), Western Pacific (WPAC) and Indian Ocean (EIND) (SCS-WPAC-EIND) are areas where ISWs frequently occur. In particular, in the northern part of the South China Sea, Sulu Sea, Celebes Sea, Andaman Sea, Lombok Strait and northeastern part of Taiwan Island, ISWs exist almost year-round. Remote sensing is an important technique to carry out investigations and research on ISWs on a large scale. In particular, optical sensors represented by the Moderate Resolution Imaging Spectroradiometer (MODIS) can observe ISWs for a long time and on a large scale, while SAR sensors such as Sentinel-1 A/B can compensate for the deficiencies in optical sensors and comprehensively observe ISWs. Based on many years of remote sensing surveys of ISWs, this paper uses MODIS and Sentinel-1 satellite remote sensing images of more than 70 000 scenes from 2010 to 2020 to carry out survey studies of ISWs in the SCS-WPAC-EIND. The survey systematically gives the temporal and spatial distribution characteristics of ISWs in the SCS-WPAC-EIND and focuses on the analysis of the ISW characteristics in main areas in the SCS-WPAC-EIND, thereby providing basic data for further research on ISWs.  相似文献

This paper provides an opportunity to examine the involvement of English Heritage in the development of policy and practice with particular regard to how archaeology and features of historic interest are addressed under national legislation, international conventions and EU law. In this paper we provide an explanation of action taken to support conservation, understanding and enjoyment of the historic environment, such as those sites that are legally protected as historic shipwreck sites, and other features that comprise the historic environment, but which are recognised and protected through other legal mechanisms e.g., military vessels and aeroplanes. It is apparent to us that when considering the management agenda for the marine environment attention is also given to archaeological material that predates tidal inundation, as well as the subsequent legacy of maritime activities. To support this approach we examine how the historic environment is defined and included in objectives, policy and law, such as the Marine and Coastal Access Act 2009, as well as other European or international programmes to promote marine policy and spatial planning. In the years since the National Heritage Act 2002, and the empowerment of English Heritage to support marine projects, we assess the production of explanatory statements and guidance to inform protection in recognition of how change may affect historic environment features. In addition, it is apparent that extensive development is now taking place further offshore (e.g., renewable power projects) and we direct attention at how English Heritage's role is affected by legally defined maritime territorial limits that dictate interpretation of what the marine environment comprises and how such limits influence regulatory controls placed on the management of cultural heritage.  相似文献

This paper highlights the tension between advocacy for ‘Blue growth’ in maritime policy and efforts to safeguard future economic growth via the Marine Strategy Framework Directive. In 2015, policy-makers withdrew three of four proposed Marine Conservation Zones (MCZs) in the Irish Sea from consideration for designation, due to concerns that they could significantly impact on the fisheries sector in Northern Ireland because they overlap with prawn fishing grounds in the Irish Sea. Although research has quantified the potential impact upon fishing vessels, none has quantified the impact upon the fisheries sector nor assessed the significance of this impact. Arguably, MCZ designations (or lack thereof) based on the ‘significance’ of an impact require robust underpinning evidence. This paper reports the findings of an Economic Impact Assessment, which has quantified the impact of a decline in landings upon the Northern Ireland fisheries sector and regional economy (data which is currently absent from the evidence base for the MCZ designation process in England). It finds that this will incur job losses in three fishing ports in Northern Ireland, but is unlikely to have a significant impact upon Northern Ireland's fisheries sector and regional economy in terms of jobs and Gross Value Added (GVA). In the worst case, the resulting economic impact is a decrease of £1.05–1.12 m/year GVA in Northern Ireland, which is 1.1% of the contribution of fishing and fish processing to the regional economy. Economic significance assessments, using this methodology, may be useful in supporting the evidence base underpinning MCZ designation and other aspects of marine planning.  相似文献

Remote sensing data sets and a high-resolution three-dimensional regional ocean model were utilized to investigate the shifting of warm/cold regime and the associated sea level variation in the South China Sea (SCS) during 2000–2003. Both the altimetry data and the model results showed an increase in the sea level (warm phase) followed by an abrupt decrease (cold phase) in the SCS during 2000–2003. Heat budget calculations performed with the model revealed excess heat advection from the western Pacific warm pool into the SCS during the warm phase than the cold phase. The warm phase, which occurred during La Niña episodes, resulted from the intrusion of abnormally warmer western Pacific water that increased the heat content and thus sea level in the SCS. The cold phase, which occurred during El Niño episodes, was triggered by a reduction in the net atmospheric heat flux followed by cold water advection into the SCS. Decrease in the rate of precipitation minus evaporation (P?E) also accounted for the falling of sea level during cold phase. The present study integrated the available remote sensing data and advanced numerical model to identify the time-dependent three-dimensional dynamic and thermodynamic forcing that are important in governing the warm/cold regime shift in the SCS.  相似文献

Marine legislation is becoming ever more complex, so new cost-effective ways of obtaining and processing increasingly large data sets are required to support evidence-based policy making. Citizen science is one solution, but the uptake of the evidence generated by citizens among policy makers is often limited. Here, the importance of citizen science in delivery of the evidence-base that underpins marine policy was assessed using a series of case-studies. There was no consistent rationale for developing policy-relevant citizen science, but drivers included: lack of existing data, difficulty in collecting data by other means, the use of citizen science data by other organisations, and the capabilities of volunteers. Challenges to the uptake of marine citizen science were identified from policy-maker, scientist and citizen perspectives, and these related to data quality, data access, motivation of volunteers, and physical location. Citizen science has good potential to contribute to the evidence-base alongside traditional monitoring, remote sensing, and modelling, but only if outputs from citizen science projects are judged individually on quality. If this is the case, citizen science has an important role in delivery and understanding of future marine policy, but is only one part of an integrated solution.  相似文献

我国近海区域对气候变化高度敏感,浮游植物生态的变化关系到我国近海生态安全.采用重构的遥感数据等资料,分析并综述我国近海区域浮游植物叶绿素a浓度、初级生产力和浮游植物群落结构对气候变化背景下海水升温、风场等环境因子的响应.结果表明,东(南)中国海叶绿素a浓度略有上升(下降)的趋势,但浮游植物群落结构和生物量有明显的变化;其中,微微型浮游植物和甲藻占比增加,小型浮游植物物种成为海区优势种,暖水性种分布区北扩,而这与气候变化背景下海洋热动力环境的长期变化及其对营养盐供给的影响关系密切.分析还指出了气候变化对我国近海区域海洋生态影响研究迫切需要开展的若干工作.  相似文献

伴随着海洋遥感资料的大量积累,高效的“一站式”服务成为海洋遥感数据业务化应用的基本需求,同时也对系统在动态调度资源、易维护、弹性可扩展、复杂度可控和灵活部署等方面提出了更高的要求.针对上述问题,本文引入kubernetes容器编排管理平台,将单个业务系统拆分成多个独立运行在相互隔离容器中的服务,共享服务器软硬件资源,在保证系统具备高度可扩展性和灵活性的基础上,有效降低了开发的复杂度,设计和实现了海洋遥感数据产品生产和应用服务平台,满足了对海洋多源卫星数据从获取、预处理、产品自动生产、展示发布到应用服务的一体化需求.  相似文献

Marine planning presents considerable new challenges and opportunities for those responsible for managing the marine environment. In the UK, the Marine and Coastal Access Act (2009) provides a statutory framework for marine planning and has created a new administration responsible for its implementation. If marine planning is to be effective and achieve its stated goals it will require a pool of trained individuals who will be responsible for or will participate in marine planning. Based on data gathered during the development and delivery of an intensive professional course and a masters level programme, this paper explores the key elements of education and training required by marine planners. These include a knowledge of planning processes and national and international laws and conventions; an understanding of how marine plans can integrate with existing terrestrial and coastal plans and other management requirements; and an understanding of the marine and maritime environment, including the human activities and natural features. It concludes with a discussion of the different roles individuals may play in the planning process and thus their different training needs.  相似文献

珊瑚礁生态系统是全球初级生产力最高的生态系统之一, 在维持海洋生物多样性、防浪固滩、资源供给等方面发挥着巨大作用。珊瑚礁遥感地貌分类体系是珊瑚礁保护、管理及可持续发展的必要基础, 但目前还未有结合珊瑚覆盖度进行分类的体系。本文基于WorldView-2高分辨率遥感影像, 以中国南海西沙群岛七连屿北部赵述岛和西沙洲所在礁盘作为研究区, 结合珊瑚覆盖度、区域地貌成分和水动力条件等指标, 建立了既适用于遥感监测又与珊瑚生存状况相关联的珊瑚礁地貌单元分类体系。同时, 利用面向对象的支持向量机(Support Vector Machine, SVM)和随机森林(Random Forest, RF)分类方法进行珊瑚礁地貌单元的信息提取, 并对分类结果进行精度评价。结果表明, SVM和RF两种分类方法均能较好地提取出珊瑚礁地貌单元, 分类精度分别为87.59%和79.81%。针对分类过程中出现的错分、漏分问题, 结合珊瑚礁成因和分布规律对分类结果进行修正, 修正后分类提取的精度达到91.3%, Kappa系数为0.9041, 表明本文构建的珊瑚礁地貌单元分类体系在一定程度上能满足当前珊瑚岛礁信息提取的需要。  相似文献

Stakeholder participation is vital when introducing and implementing ecosystem-based management (EBM) at any scale. This paper presents the results of a survey covering four European Regional Seas (Baltic Sea, Black Sea, Mediterranean Sea and North-East Atlantic Ocean) aimed to collect stakeholders׳ perspectives on their Regional Sea governance to implement the European Union (EU) Marine Strategy Framework Directive (MSFD). In this survey, drivers of good governance including stakeholder involvement, willingness and capacity to cooperate, efficiency, institutional ambiguity and decision-making were explored. The results indicate a clear gap in perception between the current, the ideal and the foreseen situation regarding the implementation of the MSFD. The preferences for the future governance structures vary between stakeholders and across seas although some similarities can be found. Based on the results of the survey, this paper concludes that tailor-made rather than off-the-shelf solutions will be needed to accommodate regional cooperation in the European marine environment for implementing ecosystem-based management under the MSFD.  相似文献

If problems of ocean management are to be solved the seas must be divided up into appropriate regions. Regional boundaries can be based on factors of physical geography or on economic, political or management principles. South-east Asia, with complicated land-sea boundaries, provides a number of examples of different types of marine regions, which can be used as case study examples of problems and solutions in regionalizing the oceans. Eight regional types and locations are described and discussed, and it is concluded that regional arrangements for management or the solution of problems are at present limited to three: the Malacca-Singapore Straits, Andaman Sea and Celebes Sea.  相似文献

Northeast Asia is failing in its attempts to protect its regional seas from irreversible ecological damage and contamination. At the policy level, the regional architecture for marine protection has several glaring structural problems that need to be identified and resolved in an expeditious and politically sensitive manner. Although the UNDP/GEF Yellow Sea Large Marine Ecosystem Project (YS LME) and the Northwest Pacific Action Plan (NOWPAP) are the two most likely institutions from which to build the next phase of regional marine cooperation, synergies between the two institutions remain limited. Both institutions are endowed with unique opportunities, challenges and limitations that must be taken into full consideration when planning the next step of coordinated action for regional marine protection. For the purpose of developing a more effective phase of marine cooperation in Northeast Asia, this paper advocates the formation of a Marine Environmental Community based on an integrated approach towards Northeast Asia's regional marine programs. This will facilitate improvements in funding, policy coordination through high level policy dialogue, transparency and efficiency of information sharing systems and full participation of all the coastal states in the region.  相似文献

随着社会经济的发展和海洋资源开发利用水平的提高,海上人工构筑物呈现种类、数量和规模都迅速增长的态势。但目前我国大部分海上构筑物尚未纳入统一的管理体系,导致管理权限不清和管理环节缺位。文章分析我国海上构筑物管理的现状和存在的问题,从海洋管理实践出发,对海上构筑物管理进行有益探索,提出在协调众多涉海部门的基础上,从审批、登记、竣工验收、弃置管理、事中事后监管等方面,解决最紧迫的管理需求,先易后难地完善海上构筑物管理的缺位环节,逐步建立和完善海上构筑物管理制度体系,更好地服务于海洋经济建设。  相似文献
