Artisanal fishing communities are often in conflict with the interests of the oil extraction industry, industrial fishing fleets and tourism. This paper considers Lobitos, a fishing enclave in northern Peru, where the oldest oil settlement in Latin America was established. The primary focus is community organization and development of the fisheries. Using a mixed methods approach, intensive ethnographic observation and analysis of the social networks of the skippers of small-scale fishing vessels was conducted by in-depth interviews with 30 artisanal fishermen, together with a social network survey involving 43 boat captains in Lobitos. The results showed the mistrust and negative attitudes of fishermen towards oil companies and the industrial fishing fleet. However, they expressed positive expectations regarding tourism development, as well as favorable attitudes towards the diversification of fishing activity through tourist services. The networks of acquaintances, social support and exchange of ecological information allowed us to identify three different groups of fishermen according to preferential fishing zones. The skippers of vessels that prefer to fish in intermediate zones have a prominent role, both in terms of local leadership and through the connection with boats belonging to other bays near Lobitos. This subgroup acts as an intermediary in the networks a whole and has an integrated vision of the coastal ecosystem. Network measures and preferential fishing zones can be used as indicators to assess the degree of availability and preparation for the implementation of new uses in the fisheries sector associated with tourism and heritage.  相似文献

In the Northeast Atlantic, elasmobranchs are a common bycatch in many fisheries, including demersal trawls, longlines, or gillnets and many countries do not have regulations or any control over the amount taken. In the Mid Atlantic, the Azores EEZ (Exclusive Economic Zone), small-scale fishing operations, artisanal and hook-and-line fishing methods are responsible for part of local total landed elasmobranch biomass, although some species are specifically focused and severely harvested by international large-scale fleets. This work provides a review and analysis of the commercial elasmobranch fisheries in the Azores EEZ, and its evolution over the last two decades, highlighting management priorities, taking into account the Northeast Atlantic elasmobranch fisheries status. In the Mid-Atlantic, elasmobranch fisheries mainly target 4 species, that are usually landed as bycatch: the tope shark (Galeorhinus galeus) and the thornback ray (Raja clavata), captured mainly by local demersal artisanal fisheries, the blue shark (Prionace glauca) and the shortfin mako shark (Isurus oxyrinchus) captured by a more industrialised fleet, including those from foreign nations. Considering elasmobranchs life history traits and fishery history, caution is advised in the development of a management strategy focusing on these species, considering the Northeast Atlantic context and regional, local and national interests.  相似文献

A Dutch pilot study of fully documented fisheries provided the opportunity to observe actual changes in fishing behaviour under catch quota management (CQM). Interviews with fishers in the pilot study aided in interpreting the results and giving insight in the decision making process and reasoning of fishers. The CQM pilot study entailed a fleet of small and large demersal vessels. For these vessels, all cod catches were counted against quota, including catches of individuals below minimum landings size. To obtain reliable catch data all vessels were equipped with electronic monitoring (EM) systems. These systems recorded videos of all fishing and processing activities on board. In return, fishers received a 30% quota bonus for cod and were compensated with more flexibility on effort regulations. It was hypothesized that vessels in the CQM will (i) increase their landings by 30% according to their quota bonus, (ii) increase the use of gear with large mesh size, and (iii) change effort towards fishing locations with high catch rates of large cod and avoid areas with high catch rates of undersized cod. The results showed that CQM had no effect on fishing behaviour of the small vessels. In contrast, large vessels significantly increased their cod landings (216%) and avoided undersized cod. This difference in response of different fleets suggested that implementation of CQM, for instance in the context of the European Common Fisheries Policy, should consider fleet characteristics. It seemed that larger vessels in this study more easily adapted their behaviour to new management regimes and that the quota bonus opened up new fishing strategies, that were not envisaged during the implementation.  相似文献

The European Union has established a framework to achieve or maintain good environmental status in the marine environment by 2020. The Marine Strategy Framework Directive requires the application of the ecosystem approach to the management of human activities, covering all sectors having an impact on the marine environment. However, fisheries in the Mediterranean are far from a systematic implementation of an ecosystem-based fisheries management (EBFM). Aiming to address this issue, this study explores the potential of the relationship between daily yield by vessel (landings and income by species) and vessel position (known via vessel monitoring system) as a tool for fleet management. This approach is possible due to the current dynamics of Mediterranean fleets, with vessels returning daily to the harbour where landings are registered as weight and income by vessel. Moreover, vessels of >15 m total length have been compulsory monitored by VMS since 2005. A bottom trawl fleet that operates in the northwestern Mediterranean was chosen to develop this approach. Different groups of trawlers were identified, which could be linked to the strategies displayed by the fishermen that were mainly driven by the target species dynamics. Accurate knowledge of the fishing targets driving the fleet dynamics and of the fishing strategies at the vessel level (i.e. fishing ground habitat where the fishing pressure is exerted and corresponding landings) are shown to be a feasible tool for fleet management.  相似文献

Overcapacity in the fishing fleets is considered as the most serious threat to sustainable fisheries. More effective fishing vessels and catching gear contribute to increased catch capacity. Increased catch capacity causes environmental problems such as overexploitation and calls for larger quotas. The problem of overcapacity indicates the need for a stronger integration of technological aspects into fisheries management. This article assesses the differences in sustainability between the Norwegian ocean and coastal fishing fleets in the cod fisheries, by using systems engineering methods. Attributes of sustainability in the Norwegian cod fishing fleets are investigated, as well as acceptance criteria and performance indicators. The results show that there are huge differences in the performance between the vessel groups, and that the results of an evaluation of sustainability in the fishing fleets are dependent on which attributes are explored. Thus, the discussion may contribute to a better decision basis and improved sustainability in fisheries management.  相似文献

This paper analyses how artisanal fleets in the South Atlantic Coast of Spain (Andalusia) are transformed at the macro-level by political and economic processes. The article will first describe the web of economic and political dynamics, and it will then outline several socioeconomic and cultural patterns of artisanal fleets, examining strategies that are used to encourage commercial specialisation, technological innovation, capitalisation and productive intensification. The resulting social conflict is also examined. From such a study, this essay intends to promote a theoretical debate concerning the importance of new conceptions of artisanal fishing today, a time when local and global processes are highly interconnected.  相似文献

The life spans of demersal species of fishes occurring in deep-waters are much longer and their potential growth rates much lower than those of related shallow water species. As a result, deep-sea demersal fish species are more vulnerable to exploitation. This is because low growth rates relative to the available market discount rate for capital makes it desirable for fishing firms to mine, rather than sustainably exploit, these resources even in the absence of fisheries subsidies. However, it is common knowledge that governments around the world do provide subsidies to their fishing industries. The objective of this contribution is to estimate the global amount of subsidies paid to bottom trawl fleets operating in the high seas, i.e., outside of the Exclusive Economic Zones of maritime countries. Our study suggests that fisheries subsidies to these fleets stand at about US$152 million per year, which constitutes 25% of the total landed value of the fleet. Economic data for bottom trawlers suggest that the profit achieved by this vessel group is normally not more than 10% of landed value. The implication of this finding is that without subsidies, the bulk of the world's bottom trawl fleet operating in the high seas will be operating at a loss, and unable to fish, thereby reducing the current threat to deep-sea and high seas fish stocks.  相似文献

Although overexploitation of commercial fish stocks in European waters has been in the public debate now for more than 20 years, the European Union has so far failed to implement sustainable fisheries management. Millions in subsidies paid to the fishing industry have led to significant excess capacity in the fishing fleet. Various feeble attempts to stop overexploitation of marine resources have failed. The cause is that fishing policy is highly dominated by short-term socioeconomic interests. There is an urgent need for a new fisheries management system in Europe that supports reductions in the fishing fleet, increases responsibility among fishers and guarantees long-term conservation of natural marine resources.Transferable rights to fish have proved a reliable and effective means of creating incentives to conserve marine resources. By strengthening individual fishing rights under flexible quota management systems, the EU Member States could, within the Common Fisheries Policy, make a significant contribution to conserving fish stocks, to reducing excess capacity and to raising the profitability of the fisheries industry. A closer look at existing reservations against a flexible management system shows most of the objections to be overstated or capable of resolution.  相似文献

In the period 1983-2007, The European Union controlled the evolution of the capacity of its fishing fleet through the so-called Multi-Annual Guidance Programmes (MAGPs). As a result, The European Union reduced the number of fishermen, fishing vessels, gross tonnage and power. However, the end of this period saw an increase in the average size of the fishing vessel and a reduction in crew size. The new “average fishing-vessel” was a more technologically advanced vessel with a greater fishing capacity and a higher degree of autonomy. The aim of the study presented here is to determine the degree of inequality to be found between the fishing capacities of the fleets of the European Union, and to verify whether the evolution of the “average fishing-vessel” responds to a homogenous trend shared by all of the fishing fleets of the European Union or whether it is in fact more unequal. The study formalises a methodology, using Theil indices, which enables the inequalities found between the capacities of the fishing fleets during the period of application of the MAGP adjustment polices to be analysed. The study uses data on fishermen, boats and tonnages from 13 countries of the European Union and results are obtained for the inequality indices of the average size of the fishing vessels, their degree of technological advance and their average crews.  相似文献

Several fisheries across the world are managed by a quota regime. These quotas can be set yearly, monthly, weekly or daily. However, for some fish species demand seasonality may occur, which should be taken into consideration in the establishment of the quota (especially in those fisheries managed by daily or monthly quotas). This would allow fishermen to catch more fish at times of the year with higher demand in detriment of periods when demand is low. The present work investigates the existence of demand seasonality for bivalves from the artisanal dredge fleet. This fleet operates along the entire coast of the Portugal mainland. The analysis of fleets' revenue efficiency is assessed with Data Envelopment Analysis models, and the monthly seasonality effects on the revenue efficiency were tested using a Tobit regression. The results revealed that on the South coast there is a strong demand in the summer whereas on the western coast (northwest and southwest fishing areas) demand increases during Christmas and New Year festivities. Since this fishery is managed by weekly/daily quotas, it is proposed that these quotas should be redistributed in order to adjust them to periods of higher demand, thereby increasing the profitability of the vessels. The approach followed could be applied to similar fisheries worldwide.  相似文献

A large artisanal fleet made up of small-sized vessels fishes along the Galician coastline using passive gear and traps. The aim of this study is to analyse the economic profitability of this fleet in the last 5 years by looking at the average rate of return on the vessel and the investment payback period. The results show a slight drop in the return per vessel half-way through the period studied caused by the effects of the Prestige oil spill, to quickly recover over the following 2 years. Considerably high profitability rates from fishing activity were observed, especially in the second half of the period, and slightly lower payback periods, in general, than the average life of a standard fleet vessel.  相似文献

This paper reviews the socio-economic and ecological context of Fijian reef fisheries. This review is deemed necessary because improved understanding of the state and trends of Fiji's coral reef fisheries on a national level is required for designing an effective management plan for Fiji's inshore reef fisheries. The most important point that emerges from our review is that despite numerous studies of Fiji's reef fisheries, the current status of reef-associated fisheries at the national level is still uncertain due, mainly, to the lack of dependable data on the subsistence fisheries. This in turn leads to uncertainty about how the continuation of fishing, in particular, fishing focused on target species for the coral reef resources trade, will affect fishing communities and the ecosystem.  相似文献

This study presents the first comprehensive estimation of discard amounts in the Galician fishing fleet, in order to provide an integral view of this increasing environmental problem at a regional scale. Subsequently, a series of improvement actions relating to discard minimization are suggested with the goal of enhancing the performance of the Galician fishing fleet through discard minimization. Discard estimates were constructed individually for the different Galician fisheries by aggregating primary data obtained from a total of 89 fishing vessels and secondary data for those fleets that were not directly sampled. Results showed that roughly 60,250 t of marine organisms were discarded by the Galician fleet in 2008, representing 16.9% of the total capture. Moreover, an important percentage of these discards were linked mainly to trawling vessels and to a lesser extent, to certain long lining fisheries. Therefore, improved management measures in target stocks should take into account the fact that alternative fishing gears other than trawl nets may reduce the amount of discards for certain species. This estimation may improve the assessment of stocks and help to quantify the damage that discards may have on wild ecosystems.  相似文献

Small-scale fisheries and the communities they support are often given the protection of designated fishing zones from which non-artisanal vessels are excluded. This paper looks at one example of this approach, the trawl ban introduced in the Gulf of Castellammare (NW Sicily), focussing on the economic sustainability of the artisanal fishery currently operating within the protected area. The consequences of lifting the trawl ban and how far this would jeopardise the sustainability of the artisanal fishery are explored via an analysis of the financial viability of trammel net vessels under alternative assumptions concerning catch rates. The paper also investigates fishermen's attitudes towards the trawl ban and their predisposition either to remain in the fishery or to quit in the event of the ban being removed.  相似文献

Fleet communication systems report near real-time observations of bycatch hotspots to enable a fishery to operate as a coordinated “One Fleet” to substantially reduce fleet-wide capture of protected bycatch species. This benefits the bycatch species per se, reduces waste, and can provide economic benefits to industry by reducing risk of exceeding bycatch thresholds and causing future declines in target species catch levels. We describe case studies of fleet communication programs of the US North Atlantic longline swordfish fishery, US North Pacific and Alaska trawl fisheries, and US Alaska demersal longline fisheries, and identify alternative fleet communication program designs to reduce fisheries bycatch. Evidence supports the inference that these three fleet communication programs substantially reduced fisheries bycatch and provided economic benefits that greatly outweighed operational costs. Fleet communication may be appropriate in fisheries where there are strong economic incentives to reduce bycatch, interactions with bycatch species are rare events, adequate onboard observer coverage exists, and for large fleets, vessels are represented by a fishery association.  相似文献

Fishing vessels from Cornwall, England entered the albacore tuna (Thunnus alalunga, Bonnaterre, 1788) fishery using drift-nets in the Bay of Biscay in 1991, the prime motivation for this being concern over excess capacity and quota limitations in existing local fisheries. Although the albacore fishery has made a contribution to the region's prosperity and has reduced pressure other fish stocks, many operators who invested in the necessary fishing equipment have withdrawn their vessels after only one or two seasons. Those staying in the fishery have been able to do so only because of profitability for vessels with very low overheads. Two sources have undermined confidence in the fishery amongst Cornish fishermen; new legislation which evolved from inappropriate, extra-regional sources and conflict between the fishing fleets from different European countries due to its ‘High Seas’ location. The political significance of the fishery is disproportionate to its size and impact on the environment and has meant that the Cornish albacore fleet may cease to exist.  相似文献

Marine fisheries play an important role in the economy of Sierra Leone, supporting livelihoods and contributing significantly to food security. This paper looks in detail at how the performance of fisheries was impacted by the ten year civil war, an event which contributed to the country's reputation for being a “failed state”. The paper focuses mainly on the artisanal fisheries sector, which employs the majority of the country's coastal population, and demonstrates how the conflict caused major social dislocation to fishing communities as well as reducing the productive capacity of the fleet. The paper concludes with a discussion of the policy challenges now facing Sierra Leone, particularly the prevention of resource looting through illegal fishing of the offshore stocks and the development of strategies to enable the potential wealth of these fisheries to be captured.  相似文献

Fisheries statistics provided by the Hellenic Statistical Authority (HELSTAT) have been often criticized for unusual estimates in landings and fishing effort data and for limitations in the sampling methodology, although there is no study on the identification of these biased and misreporting estimates. In the present study the landings per species and fishing subarea, as well as the fishing effort data per fishing gear reported by HELSTAT were analysed over the period 1982–2010. The results showed abrupt changes of both the recorded species and species landings per subarea, spurious correlations of landings among different species groups and misreporting estimates in the number of fishing vessels per fishing gear. These might be likely attributed to: (a) differences of the HELSTAT administrative infrastructures at local scale, (b) changes in the sampling protocol followed by HELSTAT, (c) reporting faults made by HELSTAT, (d) fisheries restrictive measures at local basis, (e) other factors that increased the bias and the uncertainties of HELSTAT fisheries data and related to socio-economic (i.e. fuel price) and operational (i.e. spatial structure of the fisheries fleet) aspects and/or (f) to environmental changes that might possibly affected fisheries dynamics. The present study aims to the improvement of the effectiveness of the national fisheries statistics as pinpointed by Common Fisheries Policy in order to avoid imprecise and/or biased estimations about the state of the fisheries.  相似文献

The bluefin tuna fishery has undergone a major shift in Malta, moving from an open access artisanal nature to a privatized and industrialized activity dominated by the purse seining fleet and the BFT ranching industry. The shift has been exacerbated by the national implementation of an individual transferable quota system, which has enabled the concertation of quotas into fewer hands. The main objective of this article is to understand how privatization has evolved within the sector and the way the Maltese artisanal fishermen are experiencing the shift. This study takes an exploratory mixed-method approach to quantitatively and qualitatively understand how policy underpinnings interplay with the sustainability dimension of the small-scale fishing sector. Results show that the transition of the bluefin tuna fishery from artisanal to industrial has generated a legitimacy crisis over fishing rights, decreased profitability amongst most of the artisanal fleet, and led to a series of socio-ecological impacts on the artisanal fisheries system at large. It is concluded that the neo-liberal trajectories of industrialization have directly undermined the continued sustainability of artisanal fishing communities.  相似文献

It is widely recognized that fishing states are obliged to exercise flag state responsibility over their vessels. In an attempt to become a responsible fishing actor, Taiwan has endeavored to manage its distant water fishing fleet in accordance with international fisheries management. However, the long-standing problems of illegal, unreported and unregulated (IUU) fishing, fish laundering, and fishing overcapacity, which remained unsolved during the 1990s and early 2000s, brought its management capability into doubt. Failure to address these problems undermined the credibility of all management measures and ultimately resulted in a recommendation adopted by International Commission for the Conservation of the Atlantic Tunas (ICCAT) in 2005. This recommendation significantly affected Taiwan's distant water fishing policy. This paper examines how Taiwan assimilated this outside force into its fishing policy as a new response to international fisheries management and how fishers perceived this response. It shows that Taiwan's efforts in controlling distant water fisheries marked a big change, specifically manifest in three noticeable actions - reducing excessive bigeye-targeted efforts, deterring IUU fishing, and strengthening fisheries management. The study advises that management of small tuna vessels be effectively exercised and recommends future actions on providing subsidies for fishers to partially offset costs incurred by rule compliance, streamlining their administrative work, enhancing communication with them, putting more enforcement and meaningful penalties in place. Finally, the study indicates the existence of an interaction in the international fisheries management scheme, potentially favoring Taiwan to bargain for fishing rights and a favorable status in the participation of regional fisheries management organizations (RFMOs) in the future if it continues to exercise effective control of distant water fisheries.  相似文献
