Climate resilient development is emerging as a global policy strategy that integrates climate adaptation and mitigation into sustainable development decisions. For the Caribbean small island developing state (SIDS) of Antigua and Barbuda, the national government is pursuing climate resilient development through multilateral climate funds to protect economic growth from climate and weather-related disasters. Critical adaptation literature argues that interpreting climate vulnerability through an economic growth lens prioritizes economic solutions over other development concerns, which can further the uneven distribution of climate vulnerability and risk. Despite revealing the consequences of market-based climate actions, research has yet to fully understand the economization of vulnerability, which describes the political techniques that render and reconfigure vulnerability in calculated ways. By tracing the discursive interactions between multilateral climate financial institutions and the Antigua and Barbuda national government, this paper empirically examines how vulnerability is economized through climate resilient development. Findings identify the construction of ‘adaptation economies’ in watershed areas, which are economies that can capitalize upon climate challenges within areas of highest vulnerability through fee-for-climate services. The results illustrate that economic growth rationalities characterize climate vulnerability problematizations, which incentivize solutions that enforce the economic development of areas with the highest disaster impacts. Based on these findings, this study emphasizes a need to critically evaluate national actor efforts to re-organize development under climate financing rationales, and its vulnerability-inducing effects.  相似文献

Studies of global environmental change make extensive use of scenarios to explore how the future can evolve under a consistent set of assumptions. The recently developed Shared Socioeconomic Pathways (SSPs) create a framework for the study of climate-related scenario outcomes. Their five narratives span a wide range of worlds that vary in their challenges for climate change mitigation and adaptation. Here we provide background on the quantification that has been selected to serve as the reference, or ‘marker’, implementation for SSP2. The SSP2 narrative describes a middle-of-the-road development in the mitigation and adaptation challenges space. We explain how the narrative has been translated into quantitative assumptions in the IIASA Integrated Assessment Modelling Framework. We show that our SSP2 marker implementation occupies a central position for key metrics along the mitigation and adaptation challenge dimensions. For many dimensions the SSP2 marker implementation also reflects an extension of the historical experience, particularly in terms of carbon and energy intensity improvements in its baseline. This leads to a steady emissions increase over the 21st century, with projected end-of-century warming nearing 4 °C relative to preindustrial levels. On the other hand, SSP2 also shows that global-mean temperature increase can be limited to below 2 °C, pending stringent climate policies throughout the world. The added value of the SSP2 marker implementation for the wider scientific community is that it can serve as a starting point to further explore integrated solutions for achieving multiple societal objectives in light of the climate adaptation and mitigation challenges that society could face over the 21st century.  相似文献

This paper presents the overview of the Shared Socioeconomic Pathways (SSPs) and their energy, land use, and emissions implications. The SSPs are part of a new scenario framework, established by the climate change research community in order to facilitate the integrated analysis of future climate impacts, vulnerabilities, adaptation, and mitigation. The pathways were developed over the last years as a joint community effort and describe plausible major global developments that together would lead in the future to different challenges for mitigation and adaptation to climate change. The SSPs are based on five narratives describing alternative socio-economic developments, including sustainable development, regional rivalry, inequality, fossil-fueled development, and middle-of-the-road development. The long-term demographic and economic projections of the SSPs depict a wide uncertainty range consistent with the scenario literature. A multi-model approach was used for the elaboration of the energy, land-use and the emissions trajectories of SSP-based scenarios. The baseline scenarios lead to global energy consumption of 400–1200 EJ in 2100, and feature vastly different land-use dynamics, ranging from a possible reduction in cropland area up to a massive expansion by more than 700 million hectares by 2100. The associated annual CO2 emissions of the baseline scenarios range from about 25 GtCO2 to more than 120 GtCO2 per year by 2100. With respect to mitigation, we find that associated costs strongly depend on three factors: (1) the policy assumptions, (2) the socio-economic narrative, and (3) the stringency of the target. The carbon price for reaching the target of 2.6 W/m2 that is consistent with a temperature change limit of 2 °C, differs in our analysis thus by about a factor of three across the SSP marker scenarios. Moreover, many models could not reach this target from the SSPs with high mitigation challenges. While the SSPs were designed to represent different mitigation and adaptation challenges, the resulting narratives and quantifications span a wide range of different futures broadly representative of the current literature. This allows their subsequent use and development in new assessments and research projects. Critical next steps for the community scenario process will, among others, involve regional and sectoral extensions, further elaboration of the adaptation and impacts dimension, as well as employing the SSP scenarios with the new generation of earth system models as part of the 6th climate model intercomparison project (CMIP6).  相似文献

This paper describes the possible developments in global energy use and production, land use, emissions and climate changes following the SSP1 storyline, a development consistent with the green growth (or sustainable development) paradigm (a more inclusive development respecting environmental boundaries). The results are based on the implementation using the IMAGE 3.0 integrated assessment model and are compared with a) other IMAGE implementations of the SSPs (SSP2 and SSP3) and b) the SSP1 implementation of other integrated assessment models. The results show that a combination of resource efficiency, preferences for sustainable production methods and investment in human development could lead to a strong transition towards a more renewable energy supply, less land use and lower anthropogenic greenhouse gas emissions in 2100 than in 2010, even in the absence of explicit climate policies. At the same time, climate policy would still be needed to reduce emissions further, in order to reduce the projected increase of global mean temperature from 3 °C (SSP1 reference scenario) to 2 or 1.5 °C (in line with current policy targets). The SSP1 storyline could be a basis for further discussions on how climate policy can be combined with achieving other societal goals.  相似文献

For the first time this millennium, growth in carbon emissions has slowed. Indeed, the year 2014 was the first time in 40 years that the planet saw zero growth in emissions. We examine whether this message of progress can be effective in motivating people to engage in mitigation efforts. This question dovetails with commentary suggesting that gloomy messages about climate change risk fatiguing the population, and that alternative approaches are necessary. It is also informed by work suggesting that hope is a motivating force in terms of engaging in collective action and social change. Study 1 (N = 574) showed that negative emotions were strongly related to mitigation motivation and feelings of efficacy, but hope-related emotions had a much weaker relationship with these constructs. In the main experiment (Study 2: N = 431) participants read an optimistic, pessimistic, or neutral message about the rate of progress in reducing global carbon emissions. Relative to the pessimistic message, the optimistic message reduced participants’ sense that climate change represented a risk to them, and the associated feelings of distress. Consequently, the optimistic message was less successful in increasing mitigation motivation than the pessimistic message. In sum, predictions that the optimistic message would increase efficacy did not transpire; concerns that the optimistic message would increase complacency did transpire. Recent progress in curbing global carbon emissions is welcome, but we found no evidence that messages focusing on this progress constitute an effective communication strategy.  相似文献

This study presents the first appraisal of the socio-economic impacts of river floods in the European Union in view of climate and socio-economic changes. The assessment is based on two trajectories: (a) no adaptation, where the current levels of protection are kept constant, and (b) adaptation, where the level of protection is increased to defend against future flooding events. As a basis for our analysis we use an ensemble-based pan-European flood hazard assessment for present and future conditions. Socio-economic impacts are estimated by combining flood inundation maps with information on assets exposure and vulnerability. Ensemble-based results indicate that current expected annual population affected of ca. 200,000 is projected to increase up to 360,000 due to the effects of socio-economic development and climate change. Under the no adaptation trajectory current expected annual damages of €5.5 billion/year are projected to reach €98 billion/year by the 2080s due to the combined effects of socio-economic and climate change. Under the adaptation trajectory the avoided damages (benefits) amount to €53 billion/year by the 2080s. An analysis of the potential costs of adaptation associated with the increase in protection suggests that adaptation could be highly cost-effective. There is, however, a wide range around these central numbers reflecting the variability in projected climate. Analysis at the country level shows high damages, and by association high costs of adaptation, in the United Kingdom, France, Italy, Romania, Hungary and Czech Republic. At the country level, there is an even wider range around these central values, thus, pointing to a need to consider climate uncertainty in formulating practical adaptation strategies.  相似文献

Climate change impacts on marine environments have been somewhat neglected in climate change research, particularly with regard to their social dimensions and implications. This paper contributes to addressing this gap through presenting a UK focused mixed-method study of how publics frame, understand and respond to marine climate change-related issues. It draws on data from a large national survey of UK publics (N = 1,001), undertaken in January 2011 as part of a wider European survey, in conjunction with in-depth qualitative insights from a citizens’ panel with participants from the East Anglia region, UK. This reveals that discrete marine climate change impacts, as often framed in technical or institutional terms, were not the most immediate or significant issues for most respondents. Study participants tended to view these climate impacts ‘in context’, in situated ways, and as entangled with other issues relating to marine environments and their everyday lives. Whilst making connections with scientific knowledge on the subject, public understandings of marine climate impacts were mainly shaped by personal experience, the visibility and proximity of impacts, sense of personal risk and moral or equity-based arguments. In terms of responses, study participants prioritised climate change mitigation measures over adaptation, even in high-risk areas. We consider the implications of these insights for research and practices of public engagement on marine climate impacts specifically, and climate change more generally.  相似文献

Climate change and development are strongly interconnected. An efficient use of financial resources would, thus require alignment between climate finance and development priorities, as set out in the context of both the Paris Agreement and the 2030 Agenda for Sustainable Development. In this paper, we investigate to what extent climate-related official development assistance (ODA) before and after the Paris Agreement adoption supports the implementation of the Sustainable Development Goals (SDGs). Moreover, we assess to what extent donors align this finance with recipient countries’ climate-related priorities as spelled out in their Nationally Determined Contributions (NDCs). First, we find that climate-relevant ODA contributes to multiple SDGs, above all SDG 7 (energy) and SDG 11 (cities). Second, we find that there is substantial alignment between donors’ and recipients’ SDG priorities, but that this alignment has not improved in recent years, since the conclusion of the Paris Agreement. Third, we find that albeit climate-finance continues to be allocated more to climate-change mitigation than to adaptation, the difference became smaller in recent years. This reduced the misalignment with recipient countries’ NDC climate activities, which focus more on adaptation than mitigation. Overall, we identify coherence, gaps and opportunities for further alignment of climate and development actions, and related finance. Such an alignment is essential to increase the likelihood of implementation of the two international agreements and to ensure that action is guided by recipient countries’ needs.  相似文献

Proactive flood damage mitigation on the household level is seen as a crucial element of comprehensive flood risk management. The ongoing socio-economic development and climate change will further increase the relevance of flood risks in the future. This paper analyses the causal effect of flood experience on mitigation decisions of households. It contributes to the emerging literature on the determinants of private flood mitigation and adopts data which has rarely been used in the field: Instead of cross-sectional data, longitudinal data of household surveys before and after a major flood event in Germany is used (N > 7,400). Flood experience is elicited by three different data sources: reports of heads of households, issuance of flood alerts, and damage reports of the insurance industry. The results show a causal effect of insured flood damage on private flood mitigation and a correlation of mitigation with self-reported flood experience. The estimated effects differ for mitigation types (higher for behavioural options, such as “adapted use”) and household types (higher for better educated heads of households).  相似文献

Past research suggests that how we perceive risk can be related to how we attribute responsibility for risk-related issues, such as climate change; however, a gap in research lies in exploring possible connections between attribution of responsibility, risk perception, and information processing. Using the Risk Information Seeking and Processing model, this study fills this gap by examining how RISP-based variables are related to information processing and whether attribution of responsibility for mitigating climate change influences communication behaviors that are often predicted by elevated risk perceptions. Undergraduates at two large research universities (N = 572) were randomly assigned to read one of two newspaper articles that emphasized either individual responsibility (by highlighting personal actions) or societal responsibility (by highlighting government policy) for climate change mitigation. Results indicate that subjects in the individual responsibility condition were significantly more likely to process the message in a systematic manner; however, attribution of responsibility did not interact with risk perception to influence systematic processing. Moreover, attitudes toward climate change information and negative affect mediated the relationship between other key variables and systematic processing. These and other findings suggest that strategic communication about climate change may benefit from emphasizing individual responsibility to attract more attention from diverse audiences and to promote deeper thinking about the issue. Deforestation has contributed significantly to net greenhouse gas emissions, but slowing deforestation, regrowing forests and other ecosystem processes have made forests a net sink. Deforestation will still influence future carbon fluxes, but the role of forest growth through aging, management, and other silvicultural inputs on future carbon fluxes are critically important but not always recognized by bookkeeping and integrated assessment models. When projecting the future, it is vital to capture how management processes affect carbon storage in ecosystems and wood products. This study uses multiple global forest sector models to project forest carbon impacts across 81 shared socioeconomic (SSP) and climate mitigation pathway scenarios. We illustrate the importance of modeling management decisions in existing forests in response to changing demands for land resources, wood products and carbon. Although the models vary in key attributes, there is general agreement across a majority of scenarios that the global forest sector could remain a carbon sink in the future, sequestering 1.2–5.8 GtCO2e/yr over the next century. Carbon fluxes in the baseline scenarios that exclude climate mitigation policy ranged from −0.8 to 4.9 GtCO2e/yr, highlighting the strong influence of SSPs on forest sector model estimates. Improved forest management can jointly increase carbon stocks and harvests without expanding forest area, suggesting that carbon fluxes from managed forests systems deserve more careful consideration by the climate policy community.  相似文献

气候变化引起全球冰冻圈各要素普遍退缩,进而深刻影响着区域生态安全和社会经济发展。恢复力(resilience)以降低脆弱性为目标,维持和培育社会-生态系统应对外界胁迫和干扰的能力,为应对冰冻圈变化引起的负面影响、实现区域可持续发展提供了重要的理论和实践框架。文中辨识了全球变暖背景下冰冻圈过程和功能变化对主要社会-生态系统的影响,综述了当前冰冻圈影响区恢复力相关的主要研究和实践进展,探讨了加强冰冻圈影响区社会-生态系统恢复力的路径。我们认为未来要进一步加强区域和全球冰冻圈变化及其影响综合评估,深入研究冰冻圈影响区社会-生态系统变化的驱动机制、级联效应和稳态转换;在实践上将减缓、适应和转型有机结合,建立管控区域社会-生态系统演化的综合监测、评估、预警和决策系统,从而促进系统朝着更具恢复力和可持续的路径发展。  相似文献

Seagrass meadows are natural carbon storage hotspots at risk from global change threats, and their loss can result in the remineralization of soil carbon stocks and CO2 emissions fueling climate change. Here we used expert elicitation and empirical evidence to assess the risk of CO2 emissions from seagrass soils caused by multiple human-induced, biological and climate change threats. Judgments from 41 experts were synthesized into a seagrass CO2 emission risk score based on vulnerability factors (i.e., spatial scale, frequency, magnitude, resistance and recovery) to seagrass soil organic carbon stocks. Experts perceived that climate change threats (e.g., gradual ocean warming and increased storminess) have the highest risk for CO2 emissions at global spatial scales, while direct threats (i.e., dredging and building of a marina or jetty) have the largest CO2 emission risks at local spatial scales. A review of existing peer-reviewed literature showed a scarcity of studies assessing CO2 emissions following seagrass disturbance, but the limited empirical evidence partly confirmed the opinion of experts. The literature review indicated that direct and long-term disturbances have the greatest negative impact on soil carbon stocks per unit area, highlighting that immediate management actions after disturbances to recover the seagrass canopy can significantly reduce soil CO2 emissions. We conclude that further empirical evidence assessing global change threats on the seagrass carbon sink capacity is required to aid broader uptake of seagrass into blue carbon policy frameworks. The preliminary findings from this study can be used to estimate the potential risk of CO2 emissions from seagrass habitats under threat and guide nature-based solutions for climate change mitigation.  相似文献

2019年9月,IPCC正式发布《气候变化中的海洋和冰冻圈特别报告》(SROCC),这是IPCC首次以高山地区与极区冰冻圈和海洋为主题的评估报告。报告全面评估气候变化背景下海洋和冰冻圈变化及其广泛影响与风险,其核心结论包括:气候系统变暖背景下高山地区和极区的冰冻圈普遍退缩,未来冰冻圈将继续消融,高山地区和极区将面临更高的灾害风险;20世纪70年代以来全球海洋持续增暖,未来海洋将继续变暖、加速酸化,影响海洋生物多样性并危及海洋生态系统服务功能和人类社会;近几十年全球平均海平面加速上升,未来数百年海平面仍将持续上升,极端海面事件频发将加剧沿海地区社会-生态系统的灾害风险。报告强调,采取及时、积极、协调和持久的适应与减缓行动,是有效应对海洋和冰冻圈变化,实现气候恢复力发展路径和可持续发展目标的关键所在。本研究认为,需要高度重视海洋和冰冻圈在气候系统变化中的长期和不可逆影响,强化应对气候变化紧迫性认识;高度重视我国冰冻圈和沿海地区面临的气候风险,强化适应能力建设;推动我国牵头的国际大科学计划,强化跨学科、跨领域协同创新,持续提升我国在相关领域的国际影响力和科技支撑能力。  相似文献

How individuals perceive climate change is linked to whether individuals support climate policies and whether they alter their own climate-related behaviors, yet climate perceptions may be influenced by many factors beyond local shifts in weather. Infrastructure designed to control or regulate natural resources may serve as an important lens through which people experience climate, and thus may influence perceptions. Likewise, perceptions may be influenced by personal beliefs about climate change and whether it is human-induced. Here we examine farmer perceptions of historical climate change, how perceptions are related to observed trends in regional climate, how perceptions are related to the presence of irrigation infrastructure, and how perceptions are related to beliefs and concerns about climate change. We focus on the regions of Marlborough and Hawke’s Bay in New Zealand, where irrigation is utilized on the majority of cropland. Data are obtained through analysis of historical climate records from local weather stations, interviews (n = 20), and a farmer survey (n = 490). Across both regions, no significant historical trends in annual precipitation and summer temperatures since 1980 are observed, but winter warming trends are significant at around 0.2–0.3 °C per decade. A large fraction of farmers perceived increases in annual rainfall despite instrumental records indicating no significant trends, a finding that may be related to greater perceived water availability associated with irrigation growth. A greater fraction of farmers perceived rainfall increases in Marlborough, where irrigation growth has been most substantial. We find those classes of farmers more likely to have irrigation were also significantly more likely to perceive an increase in annual rainfall. Furthermore, we demonstrate that perceptions of changing climate – regardless of their accuracy – are correlated with increased belief in climate change and an increased concern for future climate impacts. Those farmers that believe climate change is occurring and is human induced are more likely to perceive temperature increases than farmers who believe climate change is not occurring and is not human induced. These results suggest that perceptions are influenced by a variety of personal and environmental factors, including infrastructure, which may in turn alter decisions about climate adaptation.  相似文献

The UN Sustainable Development Goals (SDGs) and the 2015 Paris Agreement are two of the most important policy frameworks of the twenty-first century. However, the alignment of national commitments linked to them has not yet been analysed for West African states. Such analyses are vital to avoid perverse outcomes if states assess targets and develop SDG implementation plans, and Nationally Determined Contributions (NDC) under the Paris Agreement, without integrated planning and cross-sectoral alignment. This article provides a situation analysis guided by the following questions: (a) Which priority sectors are mentioned in relation to adaptation and mitigation in West African NDCs? (b) Are the NDCs of West African states well aligned with the SDGs? (c) What are the co-benefits of NDCs in contributing towards the SDGs? and (d) How are West African states planning to finance actions in their NDCs? The study uses iterative content analysis to explore key themes for adaptation and mitigation within NDCs of 11 West African states and their alignment to selected SDGs. A national multi-stakeholder workshop was held in Ghana to examine the co-benefits of the NDCs in contributing towards the SDGs and their implementation challenges. Results show that agriculture and energy are priority sectors where NDCs have pledged significant commitments. The analysis displays good alignment between mitigation and adaptation actions proposed in NDCs and the SDGs. These represent opportunities that can be harnessed through integration into national sectoral policies. However, cross-sectoral discussions in Ghana identify significant challenges relating to institutional capacity, a lack of coordination among institutions and agencies, and insufficient resources in moving towards integrated implementation of national planning priorities to address successfully both NDC priorities and the SDGs.

适应举措对降低人类和生态系统的气候变化风险有着积极的影响。IPCC第六次评估报告(AR6)第二工作组(WGII)报告全面评估了适应的可行性和有效性,深入评估了适应局限性和不良适应。报告认为,个人、地方、区域和国家各级的适应行动都在增加,但是在做决策时需考虑不良适应的风险。报告从经济、技术、制度、社会、环境和地球物理这6个维度,对23个适应措施的可行性进行了评估;这些适应措施分布在陆地、海洋与生态系统,城乡与基础设施系统,能源系统以及跨部门等四大系统,其中,基于森林的适应、具有恢复力的电力系统、能源可靠性等适应措施具有高信度的高可行性。适应措施的可行性和有效性会随着气候变暖的增加而降低,需要采用多种措施来降低未来气候变化风险。  相似文献
