Summary Considerable geographical analysis has been directed towards understanding the emergence and development of 'world cities' and their role in the coordination of the global economy. In particular, there has been an emphasis on exploring the character and nature of financial services located in these centres. In examining global centres,'other' places are often implicitly constructed as peripheries. Yet these 'peripheries' have been experiencing significant transformations in the nature of their integration into the global economy. In this paper, I chart the rise of Dublin's International Financial Services Centre as an example of a regulated site that has emerged as a niche centre in international corporate and financial transactions. 相似文献

Whose Norms Prevail? Policy Networks,International Organizations and “Sustainable Forest Management”
This article investigates the origin of international norms, arguing that one pathway is via the strategic action of sector-specific policy networks. Evidence is adduced from an examination of the contested norm of sustainable forest management (SFM). It is argued that a Canadian forestry policy network, under pressure internally and externally to demonstrate its environmental and social credentials, promoted an “economistic” SFM norm in regional negotiations known as the Montreal Process. The article outlines the policy network approach, applies it to the Canadian forest sector, and analyzes how a policy network centered in the Canadian Forest Service and the Canadian Council of Forest Ministers worked to have the network's preferred conception of SFM internationally endorsed. The article highlights the importance of investigating which social actors champion which international norms and encourages reflexive policymaking by calling into question the degree to which international norms actually reflect a genuine global consensus. 相似文献

This paper is based on the plenary lecture presented by Professor Anne Buttimer at the 32th International Geographical Congress (Cologne, August 27, 2012), with several revisions and amendments. Professor Anne Buttimer is a world famous geographer, gaining exceptionally high regard through her work in social and humanist geography. She was President of the International Geographical Union (IGU) during 2000-2004, and remains a Fellow of Royal Irish Academy, Royal Geographical Society (UK) and was recently elected as Vice President of Academia Europaea. In this paper, the author makes a systematic review of the traditions of geographic enquiry, especially those conterpoint voices on the relationship between society and environment down the centuries, tracing their philosophical sources both in the East and West. Referencing the four world views and their root metaphors, she then points out the problems in present-day geographic study, and calls for innovations in the future studies on this theme. This article first provides a conceptual and theoretical analysis of international financial centers (IFCs) by focusing on IFCs’ main characteristics, categories, and policy regimes. It then reviews the policy initiatives driving Shanghai’s IFC, coming from the central and local governments, and evaluates their strategic effects. Finally, I emphasize the disadvantages of Shanghai’s IFC dynamics by focusing on the level of internationalization, the financial hinterland, the English professionals, and the legal system. The empirical study reveals that the construction of Shanghai’s IFC has achieved great advances, motivated by its policy dynamics since 1990, but its global impact is still limited compared to New York and London. This study sheds light on the dynamics of Shanghai’s IFC as a government-led model. 相似文献
