Brazil’s economic development has been underpinned by a diverse and – in a global comparison – unusual set of energy carriers, notably hydroelectricity and ethanol from sugar cane. Its energy mix makes Brazil one of the least energy-related carbon-intensive economies worldwide. Given that the country is fast becoming one of the world’s economic powerhouses, decision-makers need to understand the drivers underlying past and current carbon dioxide emissions trends. We therefore investigate a) which key long-term drivers have led to Brazil’s unique emissions profile, and b) the implications of these drivers for Brazil’s national policies. We show that Brazil’s emissions are growing mainly due to increasing individual standards of living, exports and population size, and that this growth is so far unchallenged by technological and structural improvements toward lower emissions intensities and more efficient production structures. As these trends are likely to continue amidst growing international pressure on key economies to reduce their carbon emissions, a decoupling of drivers from emissions is needed to simultaneously meet development and environmental goals.  相似文献

As a Party to the United Nations Framework Convention on Climate Change, Israel conducts a periodical inventory of greenhouse gases emissions. These data allowed the generation of time series of CO2 emissions per capita and per GDP for the period 1990–2004. It was found that CO2 emissions per capita increased dramatically from 1990 to 2000, reflecting the rapid economic growth that was initiated by the massive immigration wave at the beginning of the nineties. These emissions remained stable between 2000 and 2004, reflecting the economic stagnation caused by the uprising in the Palestinian Territories, as well as stagnation in the global economy. CO2 emissions per GDP (CO2 intensity) remained stable along the whole reviewed period. This stability can be explained by a shift in electricity consumption from the industrial sector towards the commercial and the residential sectors, corresponding to an increase in the standard of living in the same period. A comparison was held with countries considered as developed for many years represented by the five largest economies (G-5) and recently developed countries (RDCs). Although Israel exhibits emission levels within the range of the G-5 countries, it does not fit the patterns demonstrated by these countries. Trends observed in Israel resemble these observed in other RDCs, such as Spain or Greece, confirming the classification of Israel in this category.  相似文献

This paper summarizes the main characteristics of the RCP8.5 scenario. The RCP8.5 combines assumptions about high population and relatively slow income growth with modest rates of technological change and energy intensity improvements, leading in the long term to high energy demand and GHG emissions in absence of climate change policies. Compared to the total set of Representative Concentration Pathways (RCPs), RCP8.5 thus corresponds to the pathway with the highest greenhouse gas emissions. Using the IIASA Integrated Assessment Framework and the MESSAGE model for the development of the RCP8.5, we focus in this paper on two important extensions compared to earlier scenarios: 1) the development of spatially explicit air pollution projections, and 2) enhancements in the land-use and land-cover change projections. In addition, we explore scenario variants that use RCP8.5 as a baseline, and assume different degrees of greenhouse gas mitigation policies to reduce radiative forcing. Based on our modeling framework, we find it technically possible to limit forcing from RCP8.5 to lower levels comparable to the other RCPs (2.6 to 6 W/m2). Our scenario analysis further indicates that climate policy-induced changes of global energy supply and demand may lead to significant co-benefits for other policy priorities, such as local air pollution.  相似文献

A key climate policy issue and debate is the future trajectory of emissions of carbon dioxide of countries, their peaking dates, and rates of decline after peaking. This article analyses China’s emissions trajectory in terms of global historical trends distinguishing between industry, infrastructure, and urbanization. Growth of emissions from industrialization and infrastructure development has stabilized in 2014 with saturation levels being reached, while the process of urbanization continues with the shift of the economy to the services sector, with reduced energy use, and this is a global trend. The future trajectory of emissions will be shaped largely by growth of transport and building-related services which directly impact on and are shaped by middle-class levels of well-being. These are areas where convergence with levels of services in other urbanized countries is an important element of national policy. This global trend has not been adequately taken into account in modelling and macroeconomic analysis which ignore social processes. The article concludes that China’s 13th Five Year Plan (2016–2020) seeks to achieve a ‘moderately well-off society’ while putting a cap on total energy demand by modifying the drivers of consumption emissions compared with countries that urbanized earlier. The adoption of a public policy priority of dense mixed-use urban form, public transport, energy efficiency to enable energy system reform, and digital economy could be a model for others.

Policy relevance

The article redefines climate change in terms of social processes as urban form and notions of well-being lock-in increasing levels of future emissions of carbon dioxide. There are implications for research in assessing how best drivers of emissions can be modified without affecting well-being, including renewable and digital technologies and human behaviours that drive patterns of natural resource use as well as the identification of leverage points. There are also broader implications for replacing the development cooperation model of global climate governance to focus on new values recognizing interdependencies for sharing responsibility as well as prosperity.  相似文献

Most countries implementing an emissions trading system (ETS), such as EU member states, California in the US, or South Korea, are generally targeting large sized companies, which consume energy above a specific threshold. However, previous studies using computable general equilibrium (CGE) models have analyzed climate policies without considering company size. This may have led to inaccurate results because the impacts of climate policy would differ depending on the coverage of regulated companies. Accordingly, this study examines the environmental and economic impacts of greenhouse gas emission reduction policies, assuming policy results vary by firm size, as covered by the Korean emission trading system. To this end, a CGE model with a separate social accounting matrix based on company size is used to compare three scenarios that reflect different types of carbon pricing methods. The results show that greenhouse gases will be reduced to a lower extent and utility will decrease more if mitigation policies are only imposed to large companies.

  • Carbon pricing policies should consider the different impacts on companies of different sizes and industry sectors.

  • Without considering the different sizes of companies covered by an ETS, the expected carbon price and its economic impact will be underestimated.

We have compiled historical greenhouse gas emissions and their uncertainties on country and sector level and assessed their contribution to cumulative emissions and to global average temperature increase in the past and for a the future emission scenario. We find that uncertainty in historical contribution estimates differs between countries due to different shares of greenhouse gases and time development of emissions. Although historical emissions in the distant past are very uncertain, their influence on countries?? or sectors?? contributions to temperature increase is relatively small in most cases, because these results are dominated by recent (high) emissions. For relative contributions to cumulative emissions and temperature rise, the uncertainty introduced by unknown historical emissions is larger than the uncertainty introduced by the use of different climate models. The choice of different parameters in the calculation of relative contributions is most relevant for countries that are different from the world average in greenhouse gas mix and timing of emissions. The choice of the indicator (cumulative GWP weighted emissions or temperature increase) is very important for a few countries (altering contributions up to a factor of 2) and could be considered small for most countries (in the order of 10%). The choice of the year, from which to start accounting for emissions (e.g. 1750 or 1990), is important for many countries, up to a factor of 2.2 and on average of around 1.3. Including or excluding land-use change and forestry or non-CO2 gases changes relative contributions dramatically for a third of the countries (by a factor of 5 to a factor of 90). Industrialised countries started to increase CO2 emissions from energy use much earlier. Developing countries?? emissions from land-use change and forestry as well as of CH4 and N2O were substantial before their emissions from energy use.  相似文献

Motorized individual transport strongly contributes to global CO2 emissions, due to its intensive usage of fossil fuels. Current political efforts addressing this issue (i.e. emission performance standards in the EU) are directed towards car manufacturers. This paper focuses on the demand side. It examines whether CO2 emissions per kilometer is a relevant attribute in car choices. Based on a choice experiment among potential car buyers from Germany, a mixed logit specification is estimated. In addition, distributions of willingness-to-pay measures for an abatement of CO2 emissions are obtained. The results suggest that the emissions performance of a car matters substantially, but its consideration varies heavily across the sampled population. In particular, some evidence on gender, age and education effects on climate concerns is provided.  相似文献

A considerable body of academic literature has emerged that addresses methods for consumption-based accounting of greenhouse gas (GHG) emissions as opposed to the territorial approach used under the United Nations Framework Convention on Climate Change (UNFCCC). The consumption-based approach attributes emissions to consumers of final goods and services by accounting for the GHG emissions ‘embedded’ in raw materials and intermediate goods and services. Many authors have advocated the wider adoption of a consumption-based approach. This article does not take one side or another in the consumption-based versus territorial debate. Instead, it explores the extent to which consumption-based thinking has already found practical application by companies and public authorities and assesses the potential for further adoption. The methodologies underlying consumption-based approaches are critically reviewed to note criteria such as accuracy and the timeliness of data generation, which suggest the potential for practical application. A typology of applications is then developed and each category of application is systematically explored citing real-world examples where possible. The article concludes with a discussion of the potential for the wider application of consumption-based approaches and identifies further research needs.Policy relevanceConsumption-based approaches to accounting for GHG emissions are gradually being adopted in the policy domain, albeit in a haphazard way. This article (1) identifies the strengths and weaknesses associated with top-down input–output approaches and bottom-up life cycle assessment approaches to consumption-based accounting in terms of criteria such as accuracy and timeliness of data generation; (2) provides a comprehensive review of actual and proposed applications to date; (3) constructs a taxonomy of applications drawing on the analysis of strengths and weaknesses; and (4) considers the prospects for further application. Abstract

Climate change equity debates tend to focus on achieving a fair and global ‘allocation’ of emission rights among countries. Allocation proposals typically envision, if implicitly, two purposes for international emissions trading. First, trading is expected to serve as a cost-effective means of promoting compliance with emissions targets. Second, trading is posited as a means to generate financial transfers, typically from industrialized to transitioning and developing countries.

This article investigates the common assumption that international emissions trading will effectively serve both of these purposes. We conclude that the two purposes might not be mutually supportive, and that efforts to use international emissions trading as a financial transfer mechanism may potentially undermine cost-effectiveness goals. International emissions trading on a global scale would create new risks in terms of both cost-effectiveness and environmental performance, some of which will be challenging to manage. In particular, uncertainties over market prices and trading eligibility, coupled with the costs of participation, may together be the Achilles heel of some allocation proposals that entail large financial transfers from industrialized to developing countries. Any proposal for an ‘equitable’ allocation of emission allowances, we conclude, must be cognizant of the risks and costs implied by a reliance on international emissions trading. This article provides further detail on expected global GHG emission levels in 2020, based on the Emissions Gap Report (United Nations Environment Programme, December 2010), assuming the emission reduction proposals in the Copenhagen Accord and Cancun Agreements are met. Large differences are found in the results of individual groups owing to uncertainties in current and projected emission estimates and in the interpretation of the reduction proposals. Regardless of these uncertainties, the pledges for 2020 are expected to deliver emission levels above those that are consistent with a 2°C limit. This emissions gap could be narrowed through implementing the more stringent conditional pledges, minimizing the use of ‘lenient’ credits from forests and surplus emission units, avoiding double-counting of offsets and implementing measures beyond current pledges. Conversely, emission reduction gains from countries moving from their low to high ambition pledges could be more than offset by the use of ‘lenient’ land use, land-use change and forestry (LULUCF) credits and surplus emissions units, if these were used to the maximum. Laying the groundwork for faster emission reduction rates after 2020 appears to be crucial in any case.  相似文献

Global Circulation Models (GCMs) provide projections for future climate warming using a wide variety of highly sophisticated anthropogenic CO2 emissions scenarios as input, each based on the evolution of four emissions ??drivers??: population p, standard of living g, energy productivity (or efficiency) f and energy carbonization c (IPCC WG III 2007). The range of scenarios considered is extremely broad, however, and this is a primary source of forecast uncertainty (Stott and Kettleborough, Nature 416:723?C725, 2002). Here, it is shown both theoretically and observationally how the evolution of the human system can be considered from a surprisingly simple thermodynamic perspective in which it is unnecessary to explicitly model two of the emissions drivers: population and standard of living. Specifically, the human system grows through a self-perpetuating feedback loop in which the consumption rate of primary energy resources stays tied to the historical accumulation of global economic production??or p×g??through a time-independent factor of 9.7±0.3 mW per inflation-adjusted 1990 US dollar. This important constraint, and the fact that f and c have historically varied rather slowly, points towards substantially narrowed visions of future emissions scenarios for implementation in GCMs.  相似文献

In this paper, a model for the distribution of the Global Carbon Budget between the countries of the world is presented. The model is based on the criteria of equity while also taking into account the different historical responsibilities. The Global Carbon Budget corresponds to the quantity of carbon dioxide emissions that can still be released into the atmosphere while maintaining the increase in the average earth surface temperature below 2 °C, and it is therefore compatible with the long-term objective defined in the Paris Agreement. The results of applying the model are shown both for the 15 emitters that currently top the ranking for world emissions as well as for the other countries, which are grouped together in three main groups: Other African, Other Latin American and Caribbean, and the Rest of the World. Mitigation curves compatible with the carbon budget allocated to the different countries are presented. When comparing each emitter’s historical emissions for the period 1971–2010 with the proposed distribution for the period 2011–2050 obtained using the model, it can be seen that developed countries must face the future with a greatly reduced carbon budget, whereas developing countries can make use of a carbon budget that is higher than their cumulative historical emissions. Finally, there is a discussion about how a model with these characteristics could be useful when implementing the Paris Agreement.  相似文献

China's national emissions trading scheme (ETS) is expected to be operational in 2017. Effectively addressing regional disparities at the provincial level in allowance allocation will greatly affect the acceptance of the allocation approach and thus deserves careful consideration. This article aims to explore possible approaches for addressing regional disparities, by introducing regional adjustment factors (RAF) in free allowance allocation. Based on the principle of ‘national unified rules?+?stricter adjustment by provincial authorities’, four single factorial and three multi-factorial methods are proposed to calculate the RAFs, through a normalization process. These methods are associated with the most acknowledged factors dealing with regional disparities, including per-capita GDP; per-capita CO2 emissions; industrial sector contribution to GDP; economy-wide emissions control targets and CO2 emissions per unit GDP, per unit power and heat output and per unit industrial added value. A comparative analysis is made for the seven methods, in regard to value distribution and level of matching regional political demand.

Key policy insights
  • ‘Allowing stricter regional adjustment’ represents a dominant feature for China's national ETS, which aims to address regional disparities and government demands.

  • How the adjustment plan is designed will have a major influence on the operation of the national ETS and regional business competitiveness. Provincial governments need to consider the trade-off between auction revenue and local business competitiveness.

  • Applying the different methods leads to more scattered results for some regions, for whom the choice of adjustment approach will therefore have a greater impact.

Systematic evidence relating to the performance of carbon pricing – carbon taxes and greenhouse gas (GHG) emissions trading systems (ETSs) – is sparse. In 2015, 17 ETSs were operational in 55 jurisdictions while 18 jurisdictions collected a carbon tax. The papers in this special thematic section review the performance of many of these instruments over the 2005–2015 period. The performance of existing carbon taxes and GHG ETSs can help policy makers make informed choices about whether to introduce these instruments and to improve their design. The purpose of carbon pricing instruments is to reduce GHG emissions cost effectively. Assessing their performance is difficult because emissions are also affected by other policies and exogenous factors such as economic conditions. Carbon taxes in Europe prior to 2008 and in British Columbia reduced emissions from business-as-usual but actual emissions continued to rise. Since 2008 emissions subject to European carbon taxes have declined, but in most countries, other mitigation policies have probably contributed more to the reductions than the carbon taxes. Emissions subject to ETSs, with the exception of four systems without emissions caps, have declined. The ETSs contributed to the emissions reductions, but their share of the overall reduction is not known. Most tax rates are low relative to levels thought to be needed to achieve climate change objectives. Few jurisdictions regularly adjust their tax rates. All ETSs have accumulated surplus allowances and implemented measures to reduce these surpluses. The largest ETSs now specify annual reductions in their emissions cap several years into the future. Emissions trading system allowance prices are generally lower than the tax rates.

Long-term scenarios developed by integrated assessment models are used in climate research to provide an indication of plausible long-term emissions of greenhouse gases and other radiatively active substances based on developments in the global energy system, land-use and the emissions associated with these systems. The phenomena that determine these long-term developments (several decades or even centuries) are very different than those that operate on a shorter time-scales (a few years). Nevertheless, in the literature, we still often find direct comparisons between short-term observations and long-term developments that do not take into account the differing dynamics over these time scales. In this letter, we discuss some of the differences between the factors that operate in the short term and those that operate in the long term. We use long-term historical emissions trends to show that short-term observations are very poor indicators of long-term future emissions developments. Based on this, we conclude that the performance of long-term scenarios should be evaluated against the appropriate, corresponding long-term variables and trends. The research community may facilitate this by developing appropriate data sets and protocols that can be used to test the performance of long-term scenarios and the models that produce them.  相似文献

System dynamics models are employed for analyzing the impact of different uncertainties on carbon emission trading–both on national and business levels. Economic, institutional and technological uncertainties significantly influence any country's benefits from emission permit trading. If a country participates in trading on the international market then the possible price range becomes the source of additional uncertainty. In the case of business investment decisions for implementing resource‐saving technology, our system dynamics model shows that the first‐mover investor will get significantly fewer advantages than his followers, which leads to delay in primary investment to the sector.  相似文献

This article provides insights into the role of institutions involved in climate governance working towards a future low-carbon society at the national level, within the global climate change governance architecture. Specifically, it contributes to understanding the fragmented governance of energy efficiency policy in developing countries by focussing on Vietnam’s building sector, identifying key institutions related to underlying discourses, national and international power relations, resource distribution and coalitions. It uses the case of baseline setting in developing Nationally Appropriate Mitigation Actions (NAMAs) to illustrate institutional dynamics, nationally and transnationally, as well as to question whether demands for baseline setting achieve the ideal trade-off between actual GHG emissions reduction and institutionalized demands for accountability. The analysis reveals that, in addition to domestic efforts and challenges, the international agenda greatly influences the energy efficiency policy arena. The article presents lessons to be learnt about policy processes from the specific Vietnamese case, reflecting on the role of international actors and discourses in it. Finally, it argues for the abolition of baselines in favour of adequate monitoring and evaluation, from the perspective that requirement for deviation from fictitious baselines is unproductive and only serves an international techno-managerial discourse.

POLICY RELEVANCE

Baseline establishment is commonly considered an initial step in developing NAMAs, in order to facilitate the demonstration of a deviation from such baselines. The requirement to produce baselines is traditionally not questioned by policy practitioners. Thus, significant development resources are allocated to the establishment of baselines and the bridging of data gaps, often without consideration as to whether baselines are a necessary instrument for NAMA implementation. We suggest omitting the lengthy and resource-consuming practice of establishing baselines and recommend proceeding forthwith to the planning and implementation of mitigation and energy efficiency policies. As conditions vary significantly in different contexts, it would be more appropriate to measure the initial situation, establishing the ‘base point’, and monitor development from that point. The present article might serve as motivation for policymakers to question traditional approaches to policy development and consider alternatives to maximize the cost efficacy of NAMA programmes and facilitate their implementation.  相似文献
