By 2025, it is estimated that around 5 billion people, out of a total population of around 8 billion, will be living in countries experiencing water stress (using more than 20% of their available resources). Climate change has the potential to impose additional pressures in some regions. This paper describes an assessment of the implications of climate change for global hydrological regimes and water resources. It uses climate change scenarios developed from Hadley Centre climate simulations (HadCM2 and HadCM3), and simulates global river flows at a spatial resolution of 0.5×0.5° using a macro-scale hydrological model. Changes in national water resources are calculated, including both internally generated runoff and upstream imports, and compared with national water use estimates developed for the United Nations Comprehensive Assessment of the Freshwater Resources of the World. Although there is variation between scenarios, the results suggest that average annual runoff will increase in high latitudes, in equatorial Africa and Asia, and southeast Asia, and will decrease in mid-latitudes and most subtropical regions. The HadCM3 scenario produces changes in runoff which are often similar to those from the HadCM2 scenarios — but there are important regional differences. The rise in temperature associated with climate change leads to a general reduction in the proportion of precipitation falling as snow, and a consequent reduction in many areas in the duration of snow cover. This has implications for the timing of streamflow in such regions, with a shift from spring snow melt to winter runoff. Under the HadCM2 ensemble mean scenario, the number of people living in countries with water stress would increase by 53 million by 2025 (relative to those who would be affected in the absence of climate change). Under the HadCM3 scenario, the number of people living in countries with water stress would rise by 113 million. However, by 2050 there would be a net reduction in populations in stressed countries under HadCM2 (of around 69 million), but an increase of 56 million under HadCM3. The study also showed that different indications of the impact of climate change on water resource stresses could be obtained using different projections of future water use. The paper emphasises the large range between estimates of “impact”, and also discusses the problems associated with the scale of analysis and the definition of indices of water resource impact.

The current body of research in western North America indicates that water resources in southern Alberta are vulnerable to climate change impacts. The objective of this research was to parameterize and verify the ACRU agro-hydrological modeling system for a small watershed in southern Alberta and subsequently simulate the change in future hydrological responses over 30-year simulation periods. The ACRU model successfully simulated monthly streamflow volumes (r 2?=?0.78), based on daily simulations over 27 years. The delta downscaling technique was used to perturb the 1961?C1990 baseline climate record from a range of global climate model (GCM) projections to provide the input for future hydrological simulations. Five future hydrological regimes were compared to the 1961?C1990 baseline conditions to determine the average net effect of change scenarios on the hydrological regime of the Beaver Creek watershed over three 30-year time periods (starting in 2010, 2040 and 2070). The annual projections of a warmer and mostly wetter climate in this region resulted in a shift of the seasonal streamflow distribution with an increase in winter and spring streamflow volumes and a reduction of summer and fall streamflow volumes over all time periods, relative to the baseline conditions (1961?C1990), for four of the five scenarios. Simulations of actual evapotranspiration and mean annual runoff showed a slight increase, which was attributed to warmer winters, resulting in more winter runoff and snowmelt events.

This paper investigates how using different regional climate model (RCM) simulations affects climate change impacts on hydrology in northern Europe using an offline hydrological model. Climate change scenarios from an ensemble of seven RCMs, two global climate models (GCMs), two global emissions scenarios and two RCMs of varying resolution were used. A total of 15 climate change simulations were included in studies on the Lule River basin in Northern Sweden. Two different approaches to transfer climate change from the RCMs to hydrological models were tested. A rudimentary estimate of change in hydropower potential on the Lule River due to climate change was also made. The results indicate an overall increase in river flow, earlier spring peak flows and an increase in hydropower potential. The two approaches for transferring the signal of climate change to the hydrological impacts model gave similar mean results, but considerably different seasonal dynamics, a result that is highly relevant for other types of climate change impacts studies.

Flooding risk is increasing in many parts of the world and may worsen under climate change conditions. The accuracy of predicting flooding risk relies on reasonable projection of meteorological data (especially rainfall) at the local scale. The current statistical downscaling approaches face the difficulty of projecting multi-site climate information for future conditions while conserving spatial information. This study presents a combined Long Ashton Research Station Weather Generator (LARS-WG) stochastic weather generator and multi-site rainfall simulator RainSim (CLWRS) approach to investigate flow regimes under future conditions in the Kootenay Watershed, Canada. To understand the uncertainty effect stemming from different scenarios, the climate output is fed into a hydrologic model. The results showed different variation trends of annual peak flows (in 2080–2099) based on different climate change scenarios and demonstrated that the hydrological impact would be driven by the interaction between snowmelt and peak flows. The proposed CLWRS approach is useful where there is a need for projection of potential climate change scenarios.

The first part of this paper demonstrated the existence of bias in GCM-derived precipitation series, downscaled using either a statistical technique (here the Statistical Downscaling Model) or dynamical method (here high resolution Regional Climate Model HadRM3) propagating to river flow estimated by a lumped hydrological model. This paper uses the same models and methods for a future time horizon (2080s) and analyses how significant these projected changes are compared to baseline natural variability in four British catchments. The UKCIP02 scenarios, which are widely used in the UK for climate change impact, are also considered. Results show that GCMs are the largest source of uncertainty in future flows. Uncertainties from downscaling techniques and emission scenarios are of similar magnitude, and generally smaller than GCM uncertainty. For catchments where hydrological modelling uncertainty is smaller than GCM variability for baseline flow, this uncertainty can be ignored for future projections, but might be significant otherwise. Predicted changes are not always significant compared to baseline variability, less than 50% of projections suggesting a significant change in monthly flow. Insignificant changes could occur due to climate variability alone and thus cannot be attributed to climate change, but are often ignored in climate change studies and could lead to misleading conclusions. Existing systematic bias in reproducing current climate does impact future projections and must, therefore, be considered when interpreting results. Changes in river flow variability, important for water management planning, can be easily assessed from simple resampling techniques applied to both baseline and future time horizons. Assessing future climate and its potential implication for river flows is a key challenge facing water resource planners. This two-part paper demonstrates that uncertainty due to hydrological and climate modelling must and can be accounted for to provide sound, scientifically-based advice to decision makers.

This paper presents a global scale assessment of the impact of climate change on water scarcity. Patterns of climate change from 21 Global Climate Models (GCMs) under four SRES scenarios are applied to a global hydrological model to estimate water resources across 1339 watersheds. The Water Crowding Index (WCI) and the Water Stress Index (WSI) are used to calculate exposure to increases and decreases in global water scarcity due to climate change. 1.6 (WCI) and 2.4 (WSI) billion people are estimated to be currently living within watersheds exposed to water scarcity. Using the WCI, by 2050 under the A1B scenario, 0.5 to 3.1 billion people are exposed to an increase in water scarcity due to climate change (range across 21 GCMs). This represents a higher upper-estimate than previous assessments because scenarios are constructed from a wider range of GCMs. A substantial proportion of the uncertainty in the global-scale effect of climate change on water scarcity is due to uncertainty in the estimates for South Asia and East Asia. Sensitivity to the WCI and WSI thresholds that define water scarcity can be comparable to the sensitivity to climate change pattern. More of the world will see an increase in exposure to water scarcity than a decrease due to climate change but this is not consistent across all climate change patterns. Additionally, investigation of the effects of a set of prescribed global mean temperature change scenarios show rapid increases in water scarcity due to climate change across many regions of the globe, up to 2 °C, followed by stabilisation to 4 °C.

Estimates are made of changes in effective runoff at a high spatial resolution for the island of Ireland under different climate change scenarios. The first part of the investigation examines changes in annual and seasonal effective runoff for the whole land area of Ireland. The rainfall-runoff model HYSIM is used to carry out the hydrological simulations. The output from the HadCM3 Global Climate Model (GCM) is downscaled using statistical techniques to provide precipitation and evaporation data at a 10 km × 10 km resolution; this data is then used to drive the HYSIM model. Simulations are carried out for each of the 825 10 km × 10 km grid cells covering Ireland for the baseline period (1961–1990) and two future scenarios; 2041–2070 and 2061–2090. Parameter values are derived for each square using data from the Soil Survey of Ireland and the CORINE land use database and validation is carried out for selected catchments. The results of these simulations indicate a decrease in annual runoff that is most marked in the east and southeast of the country, whereas an increase is likely for the extreme northwest. The reduction in effective runoff for the east of the country is particularly marked during the summer months. It is these areas that have highest population density and also where greatest population growth is likely to occur. During the winter months an increase in effective runoff is suggested for the western half of country which could have implications for flood frequency, as well as the extent and duration of winter flooding.

This paper examines the impacts of climate change on various forms of water resources and on some critical water management issues. The study area is the Aliakmon river basin including three subbasins of hydrological interest located in northern Greece. A monthly conceptual water balance model was calibrated for each subbasin separately, using historical hydrometeorological data. This model was applied to estimate runoff values at the outlet of each subbasin under different climate change scenarios. Two equilibrium scenarios (UKHI, CCC) referring to years 2020, 2050 and 2100 and one transient scenario (UKTR) referring to years 2032 and 2080 were implied. It was found that reduction of the mean annual runoff and mean winter runoff values, as well as serious reduction of the summer runoff values would occur in all cases and basins. However, the runoff values for November, December and January were increased, whereas the spring runoff values were decreased, leading to a shifting of the wet period towards December and severe prolongation of the dry period. Moreover, the results indicate that all subbasins exhibit almost the same behavior under the different climate change scenarios, while the equilibrium scenarios (UKHI, CCC) seem to give more reasonable and consistent results than the transient scenario (UKTR). Finally, the negative effects of the climatically induced changes on the hydroelectric production and the water use for agricultural purposes in the study basin were assessed.

This study used 16 Global Climate Models and three global warming scenarios to make projections of recharge under a 2050 climate for the entire Australian continent at a 0.05° grid resolution. The results from these 48 future climate variants have been fitted to a probability distribution to enable the results to be summarised and uncertainty quantified. The median results project a reduction in recharge across the west, centre and south of Australia and an increase in recharge across the north and a small area in the east of the continent. The range of results is quite large and for large parts of the continent encompasses both increases and decreases in recharge. This makes it difficult to utilise for water resources management so the results have been analysed with a risk analysis framework; this enables the future projections for groundwater recharge to be communicated to water managers in terms of likelihood and consequence of a reduction in recharge. This highlights an important message for water resource managers that in most areas of Australia they will be making decisions on water allocations under considerable uncertainty as to the direction and magnitude of recharge change under a future climate and that this uncertainty may be irreducible.

A widely used method of evaluating effects of climate change on flow regime is to perturb the climate inputs to a rainfall–runoff model and examine the effect on a statistic of the modelled flows. Such studies require four elements: a method of perturbing the climate, a rainfall–runoff model, a study catchment and a flow index. In practice the direction and magnitude of the estimated effects depend on each of the four elements, leading to concern over the usefulness and generality of the results. To investigate these uncertainties two climate scenarios and eight climate sensitivity tests have been applied to three UK catchments using two conceptual rainfall–runoff models in order to quantify effects of climate change on three flow indices representing mean runoff, flood magnitudes and low flows. The sensitivity tests were found to be useful to assess the suitability of the models to simulate flows outside the conditions experienced in their calibration. Both models gave internally consistent results but, on close examination, one model was found inappropriate for this application. Results show that the effect of climate change on flow varies between catchments and that different flow response indices can change in opposite directions, e.g. floods increased in magnitude while low flows reduced. Contrasting results were obtained from the two climate scenarios.

Future climate projections from general circulation models (GCMs) predict an acceleration of the global hydrological cycle throughout the 21st century in response to human-induced rise in temperatures. However, projections of GCMs are too coarse in resolution to be used in local studies of climate change impacts. To cope with this problem, downscaling methods have been developed that transform climate projections into high resolution datasets to drive impact models such as rainfall-runoff models. Generally, the range of changes simulated by different GCMs is considered to be the major source of variability in the results of such studies. However, the cascade of uncertainty in runoff projections is further elongated by differences between impact models, especially where robust calibration is hampered by the scarcity of data. Here, we address the relative importance of these different sources of uncertainty in a poorly monitored headwater catchment of the Ecuadorian Andes. Therefore, we force 7 hydrological models with downscaled outputs of 8 GCMs driven by the A1B and A2 emission scenarios over the 21st century. Results indicate a likely increase in annual runoff by 2100 with a large variability between the different combinations of a climate model with a hydrological model. Differences between GCM projections introduce a gradually increasing relative uncertainty throughout the 21st century. Meanwhile, structural differences between applied hydrological models still contribute to a third of the total uncertainty in late 21st century runoff projections and differences between the two emission scenarios are marginal.

Assessing future climate and its potential implications on river flows is a key challenge facing water resource planners. Sound, scientifically-based advice to decision makers also needs to incorporate information on the uncertainty in the results. Moreover, existing bias in the reproduction of the ‘current’ (or baseline) river flow regime is likely to transfer to the simulations of flow in future time horizons, and it is thus critical to undertake baseline flow assessment while undertaking future impacts studies. This paper investigates the three main sources of uncertainty surrounding climate change impact studies on river flows: uncertainty in GCMs, in downscaling techniques and in hydrological modelling. The study looked at four British catchments’ flow series simulated by a lumped conceptual rainfall–runoff model with observed and GCM-derived rainfall series representative of the baseline time horizon (1961–1990). A block-resample technique was used to assess climate variability, either from observed records (natural variability) or reproduced by GCMs. Variations in mean monthly flows due to hydrological model uncertainty from different model structures or model parameters were also evaluated. Three GCMs (HadCM3, CCGCM2, and CSIRO-mk2) and two downscaling techniques (SDSM and HadRM3) were considered. Results showed that for all four catchments, GCM uncertainty is generally larger than downscaling uncertainty, and both are consistently greater than uncertainty from hydrological modelling or natural variability. No GCM or downscaling technique was found to be significantly better or to have a systematic bias smaller than the others. This highlights the need to consider more than one GCM and downscaling technique in impact studies, and to assess the bias they introduce when modelling river flows.

This study evaluates the sensitivity of Washington State’s freshwater habitat of Pacific Salmon (Oncorhynchus spp.) to climate change. Our analysis focuses on summertime stream temperatures, seasonal low flows, and changes in peak and base flows because these physical factors are likely to be key pressure points for many of Washington’s salmon populations. Weekly summertime water temperatures and extreme daily high and low streamflows are evaluated under multimodel composites for A1B and B1 greenhouse gas emissions scenarios. Simulations predict rising water temperatures will thermally stress salmon throughout Washington’s watersheds, becoming increasingly severe later in the twenty-first century. Streamflow simulations predict that basins strongly influenced by transient runoff (a mix of direct runoff from cool-season rainfall and springtime snowmelt) are most sensitive to climate change. By the 2080s, hydrologic simulations predict a complete loss of Washington’s snowmelt dominant basins, and only about ten transient basins remaining in the north Cascades. Historically transient runoff watersheds will shift towards rainfall dominant behavior, undergoing more severe summer low flow periods and more frequent days with intense winter flooding. While cool-season stream temperature changes and impacts on salmon are not assessed in this study, it is possible that climate-induced warming in winter and spring will benefit parts of the freshwater life-cycle of some salmon populations enough to increase their reproductive success (or overall fitness). However, the combined effects of warming summertime stream temperatures and altered streamflows will likely reduce the reproductive success for many Washington salmon populations, with impacts varying for different life history-types and watershed-types. Diminishing streamflows and higher stream temperatures in summer will be stressful for stream-type salmon populations that have freshwater rearing periods in summer. Increased winter flooding in transient runoff watersheds will likely reduce the egg-to-fry survival rates for ocean-type and stream-type salmon.

The analysis of climate change impact on the hydrology of high altitude glacierized catchments in the Himalayas is complex due to the high variability in climate, lack of data, large uncertainties in climate change projection and uncertainty about the response of glaciers. Therefore a high resolution combined cryospheric hydrological model was developed and calibrated that explicitly simulates glacier evolution and all major hydrological processes. The model was used to assess the future development of the glaciers and the runoff using an ensemble of downscaled climate model data in the Langtang catchment in Nepal. The analysis shows that both temperature and precipitation are projected to increase which results in a steady decline of the glacier area. The river flow is projected to increase significantly due to the increased precipitation and ice melt and the transition towards a rain river. Rain runoff and base flow will increase at the expense of glacier runoff. However, as the melt water peak coincides with the monsoon peak, no shifts in the hydrograph are expected.

This research investigates the effect of climate change on the thermal structure of lakes in response to watershed hydrology. We applied a hydrodynamic water quality model coupled to a hydrological model with a future climate scenario projected by a GCM A2 emission scenario to the Yongdam Reservoir, South Korea. In the climate change scenario, the temperature will increase by 2.1°C and 4.2°C and the precipitation will increase by 178.4?mm and 464.4?mm by the 2050 and 2090, respectively, based on 2010. The pattern changes of precipitation and temperature increase due to climate change modify the hydrology of the watershed. The hydrological model results indicate that they increase both surface runoff itself and temperature. The reservoir model simulation with the hydrological model results showed that increasing air temperature is related to higher surface water temperature. Surface water temperature is expected to increase by about 1.2°C and 2.2°C from the 2050 and 2090, respectively, based on the 2010 results. The simulation results of the effects of climate warming on the thermal structure of the Asian Monsoon Area Lake showed consistent results with those of previous studies in terms of greater temperature increases in the epilimnion than in the hypolimnion, increased thermal stratification, and decreasing thermocline depths during the summer and fall. From this study, it was concluded that the hydrodynamic water quality model coupled to the hydrological model could successfully simulate the variability of the epilimnetic temperature, changed depth and magnitude of the thermocline and the changed duration of summer stratification.

This paper analyses structural change in the economy as a key but largely unexplored aspect of global socio-economic and climate change mitigation scenarios. Structural change can actually drive energy and land use as much as economic growth and influence mitigation opportunities and barriers. Conversely, stringent climate policy is bound to induce specific structural and socio-economic transformations that are still insufficiently understood. We introduce Multi-Sectoral macroeconomic Integrated Assessment Models as tools to capture the key drivers of structural change and we conduct a multi-model study to assess main structural effects – changes of the sectoral composition and intensity of trade of global and regional economies – in a baseline and 2°C policy scenario by 2050. First, the range of baseline projections across models, for which we identify the main drivers, illustrates the uncertainty on future economic pathways – in emerging economies especially – and inform on plausible alternative futures with implications for energy use and emissions. Second, in all models, climate policy in the 2°C scenario imposes only a second-order impact on the economic structure at the macro-sectoral level – agriculture, manufacturing and services - compared to changes modelled in the baseline. However, this hides more radical changes for individual industries – within the energy sector especially. The study, which adopts a top-down framing of global structural change, represents a starting point to kick-start a conversation and propose a new research agenda seeking to improve understanding of the structural change effects in socio-economic and mitigation scenarios, and better inform policy assessments.
