Water management in the Andarax river basin (Almeria, Spain) is a multi-objective, multi-participant, long-term decision-making problem that faces several challenges. Adequate water allocation needs informed decisions to meet increasing socio-economic demands while respecting the environmental integrity of this basin. Key players in the Andarax water sector include the municipality of Almeria, the irrigators involved in the intensive greenhouse agricultural sector, and booming second residences. A decision support system (DSS) is developed to rank different sustainable planning and management alternatives according to their socio-economic and environmental performance. The DSS is intimately linked to sustainability indicators and is designed through a public participation process. Indicators are linked to criteria reflecting stakeholders concerns in the 2005 field survey, such as fulfilling water demand, water price, technical and economical efficiency, social and environmental impacts. Indicators can be partly quantified after simulating the operation of the groundwater reservoir over a 20-year planning period and partly through a parallel expert evaluation process. To predict the impact of future water demand in the catchment, several development scenarios are designed to be evaluated in the DSS. The successive multi-criteria analysis of the performance indicators permits the ranking of the different management alternatives according to the multiple objectives formulated by the different sectors/participants. This allows more informed and transparent decision-making processes for the Andarax river basin, recognizing both the socio-economic and environmental dimensions of water resources management.  相似文献

The management of water resources is an unfinished effort of the international community. Rapid urbanization has transcended the management capacity of governments in developing countries. Since the renovation policy launched in 1986, Ho Chi Minh City, Vietnam, has experienced the fastest urbanization and industrialization process. This has placed severe constraints on the use of water resources and management capacity of the local government. The abstraction of groundwater has exceeded the limiting volume (520,000 m3/day) and the annual drawdown of water table is 2–3 m. In addition, the quality of urban water bodies is increasingly exacerbated by a huge volume of untreated industrial and domestic wastewater. These are hampering water demand, use and the capacity of the municipal authority in managing water resources. The purpose of this paper is to analyze the impact of urbanization on water resources. Current issues and challenges in the management practices of water resources are discussed. It will propose a new paradigm of water management in Ho Chi Minh City.  相似文献

This paper proposes a landscape planning and management method for river basins within the context of the European Landscape Convention (ELC) and European Water Framework Directive (WFD). This method has been applied to the Zir Valley in Ankara, Turkey. Landscape planning is identified by the ELC (European Treaty Series No. 176, 2000) as an important, forward-looking action to enhance, restore or create landscapes. The ELC also states that landscape management should promote sustainable development to ensure the non-degradation of landscapes and to help harmonize inevitable changes. The WFD (Directive 2000/60/EC of the European Parliament and of the Council, 2000) is a set of guidelines for managing large bodies of water. Its principle directive is to identify water bodies and the adjacent land areas that influence, and are influenced by, those water bodies. These are called River Basin Districts, and act as essential physiographic landscape units. While several regulations related to environmental planning, and used on a national as well as European basis, tend to utilize the same tools in practice, there are dissimilarities in how they are specifically applied and little effort is being made to promote a cooperative approach. In this paper, a National Approach for River Basin Management is proposed. This approach, which includes a landscape planning and management method based on landscape form and function, was developed to address the common purposes of the ELC and WFD.  相似文献

 This study presents a program for risk management in the contamination of groundwater resulting from leachate in landfills at Mar del Plata (Argentina). The program includes prediction, prevention, monitory observation and mitigation as actions that must be taken prior to, during, and after contamination occurs. This routine aids in the identification of weak points and failures of the program for those who are in charge of making decisions, and will allow better use of limited financial and technical resources based on planning, thus minimizing disconnected determinations. Results of the prediction stage were confirmed through monitoring. The presence of a plume of contamination more than 100 m from the landfill was shown, thus proving that implementation of a monitoring plan to follow the development of the contaminated plume must be implemented, particularly in populated areas which depend on residential wells for their water supply. Taiwan has long made efforts to increase community emergency response capability, due to its vulnerability to earthquakes, typhoons, landslides and debris flows. Not until recent major natural disasters, such as the 1999 Chi–Chi Earthquake, Typhoon Toraji and Typhoon Nari, has the government reformed its policy toward empowering the community to take actions in hazard mitigation, emergency preparedness and emergency response. A new initiatve, Integrated Community-Based Disaster Management Program (ICBDM), was launched in 2001 by the Executive Yuan to achieve the goal of strengthening community resistance. The paper, taking Shang-An Village as an example, describes Taiwan’s new community-based disaster management program. Through a participatory process, community residents have learned how to analyze vulnerable conditions, discover problems, develop solutions and establish an organization to implement disaster management tasks. Further, basic response training courses and a disaster scenario were held in order to improve their emergency response capability. Based on the case study, a phased process, including initiation, assessment, planning and practice, is generalized.  相似文献

The concept of a river basin as a management or planning unit has gone through several stages and is in a state of flux. From its western “discovery” in the 18th century to its advent as the overriding concept behind European water policy, the river basin has been conjured up and mobilized in evolving contexts with varying intentions. Associated with utopian ideas of the late 19th century, it supported ideas of full control of the hydrologic regime and multipurpose dam construction in the 1930-1960 period, then partly faded and was revived to address water-quality problems, before reemerging in the 1990s as the cornerstone of Integrated Water Resources Management (IWRM), enriched and blended with watershed- and ecosystem-management approaches.This article recounts the evolution of the concept of a river basin and how it has been associated with various strands of thinking and sometimes co-opted or mobilized by particular social groups or organizations to strengthen the legitimacy of their agendas. Beyond its relevance as a geographical unit for water resources development and management purposes, the river basin is also a political and ideological construct, with its discursive representations and justifications, closely linked with shifting scalar configurations, both ecological and in terms of regulatory regime or governance. How interconnected and nested waterscapes can be managed by discontinuous nested political/administrative and social levels remains a fundamental question fuelling an endless search for elusive governance systems that would unite nature and society.  相似文献

 Intensive application of surface water in command areas of irrigation projects is creating water logging problems, and the increase of groundwater usage in agriculture, industry and domestic purposes (through indiscriminate sinking of wells) is causing continuous depletion of water levels, drying up of wells and quality problems. Thus the protect aquifers to yield water continuously at economical cost, the management of water resources is essential. Integrated geological, hydrological (surface and groundwater) and geochemical aspects have been studied for the development and management of water resources in drought-prone Cuddapah district. The main lithological units are crystallines, quartzites, shales and limestones. About 91 000 ha of land in the Cuddapah district is irrigated by canal water. A registered ayacut of about 47 000 ha is irrigated by 1368 minor irrigation tanks. A total of 503 spring channels are identified in the entire district originating from the rivers/streams, which has the capacity of irrigating about 8700 ha. The average seasonal rise in groundwater level is 7.32 m in quartzites, 5.35 m in crystallines, 3.82 m in shales, 2.50 m in limestones and 2.11 m in alluvium. Large quantities of groundwater are available in the mining areas which can be utilised and managed properly by the irrigation department/cultivators for the irrigation practices. Groundwater assessment studies revealed that 584 million m3 of groundwater is available for future irrigation in the district. From the chemical analysis, the quality of groundwater in various rock units is within the permissible limits for irrigation and domestic purposes, but at a few places the specific conductance, chloride and fluoride contents are high. In recent decades, water has been subjected to different commodification and de-collectivization processes. Increasingly, this is also affecting collective irrigation water management. Critical analysis of this privatization and de-collectivization wave in the irrigation sector has mainly focused on neoliberal institutional policies and market-oriented legislation. However, subtly and silently but equally determinant, the adoption of water-saving technologies is fostering the penetration of private enterprise and market-based governance into these hydro-social settings. This paper discusses this phenomenon through a case study of the community of Senyera in Valencia, Spain, tracking the privatization and subsequent contestation and re-takeover of water management by irrigation system users. The article shows how privatization removes users’ autonomy in the name of common well-being, and increases irrigation costs in a context of little transparency. But the case also highlights users’ capacity to re-value and re-signify their past collective action, remembering and ‘re-membering to’ the collective. Senyera water users critically and reflexively analyse privatization, reconstruct societal relationships around and embedded inside the new technology, and re-collectivize and re-moralize irrigation management in a new hydro-social scenario.  相似文献

This article describes the turn to new integrative water management strategies in the Netherlands. It illustrates that some of the new and the general objectives and principles are not easily applied in practice. First, the article focuses on the development of integrative management of water and spatial development. A main policy line, the ‘Room for the River’ directive, was originally an ad hoc reaction to unexpected floods, but accompanied by other policy reforms it grew into an application of the river basin approach with an emphasis on its spatial consequences. The resulting Space-Water-Adjustment Management Principle (SWAMP) emphasizes the mutual adjustments in policy that must be made in both water policy and spatial development. Officially, water is proclaimed as an ordering element, yet actual spatial developments still follow lines of economic and social priorities as executed by institutional powers. Three case studies are presented to illustrate the emergence of new principles and governance issues linked to these management approaches. In practice, the paper concludes, spatial planning and land use decisions show a centralization tendency that is not in line with the proclaimed prevalence of local identity, resilience and open decentralized and deliberative governance in the SWAMP-based integrated river basin management.  相似文献

Semarang is one of the biggest cities in Indonesia and is nowadays suffering from coastal flooding. Land subsidences, high water tide, and inadequate structural measures play important roles in the coastal inundations. Structural and non-structural methods for controlling coastal flooding including dykes, drainage systems, pump stations, polder systems, coastal-land reclamations, coastal planning and management, public education, as well as the establishment of an institutional framework for disaster management have been implemented in the Semarang coastal area. Although some improvements have been made, the current flood management system has generally failed to address a wide range of coastal inundation problems. Some improvement actions have been proposed including stakeholders involvement on the disaster mitigation. For a long period coastal management, accelerated sea level rises due to global warming should also be taken into account.  相似文献

The viewpoint that most health problems are environmentally related has always been promoted by medical geography. In recent times, concern about environmental degradation has been of high priority for many national and international organizations as ‘we human beings become a threat to our planet’. There is also a need to specifically focus attention on the impact of so-called development efforts on the health of women and children, in particular those living in highly marginalized regions which often contribute substantially to the overall development of their countries. This paper uses the concept of vulnerability as a departure point from which to map the health risks to children in Igbekun area of Ondo State, the ‘transgressive muddy’ oil-rich coastal area of Nigeria. The paper attempts to highlight the poor quality of life and health of children in particular, and how it is becoming much more difficult to practice health intervention programmes, especially oral rehydration therapy (ORT) in the area. The Igbekun area is an unhealthy and harsh environment, complicated by the devastating effects of oil drilling in recent years. The siltation and sedimentation of the creeks and lagoons have serious health dimensions as human faeces float in and around villages because the ‘bush toilets’ can no longer be reached. The on-going environmental crisis has also deprived women of their traditional means of livelihood; fishing. There is a relatively high level of ignorance (compared with other women living in the same local government area (LGA) of causes of the commonest diseases such as diarrhoea, acute respiratory infection (ARI) and measles. A majority of the women have never heard of family planning, immunization against diseases and interventions such as ORT. Promotive health care services, especially those that strive to reduce the high mortality of children have passed the mothers by. It is also becoming impracticable to promote ORT because of the widespread ‘salty and oily’ water supply in the area. The greatest concern of the women now is that oil drilling activities have further amplified their stressful conditions especially their health and that of their children. Unfortunately, their plight is not acknowledged by the Nigerian authorities and the oil companies are least concerned about alleviating the poor health status of the community, in particular the most vulnerable groups, children under the age of five. 中国近年实施最严格水资源管理制度、全面推行河长制等一系列政策,不断探索完善水资源综合管理的体制和机制。为加强对水资源综合管理的认识,推动中国水资源综合管理的实施,结合国际社会对水资源综合管理认识和实践新成果,主要梳理总结水资源综合管理理念的形成过程、主要组成、实施状况、存在问题和发展趋势。结果显示:(1)随着对传统水资源管理存在分散化等问题的认识,水资源综合管理的理念逐渐形成,并已被国际社会所接受;(2)水资源综合管理实施"综合"途径管理水资源,强调通过完善实施的环境条件、机构框架、具体管理手段和稳健的水基础设施投资机制,实现用水效率、社会公平、环境可持续的均衡;(3)许多国家已把综合管理的理念和措施纳入到其水资源管理政策和体制框架设计中,并在水管理的实践过程中取得新进展;(4)国际上水资源综合管理理念和经验为进一步完善中国水资源管理提供了启示和借鉴;(5)未来水资源综合管理将进一步得到推广实施,从理念到解决具体水问题的实践过程将进一步加强,并呈现多样性和动态性特征。尽管面临由于气候变化影响和水与社会经济交互作用导致的不确定性、复杂性等问题的挑战,随着水资源综合管理的实践和水科学研究进步,水资源管理将进一步采用整体、多学科和可持续的途径,助力可持续发展目标的实现。  相似文献

Japanese local governments consist of about 3,380 municipalities in 2000. The total survey undertaken in 1997 says that GIS was implemented in 455 (14.3%) out of 3,182 municipalities that answered to the survey. This paper considers GIS utilization, especially focusing on urban planning and management in Japanese local government. Typical GIS applications in the urban planning and management are divided into three businesses: inquiry on the content of urban plan decision, register management, and planning. The most successful GIS application in the local government is an inquiry system on the content of urban plan decision. ‘Mappy’, Urban Plan Information Inquiry System developed by Yokohama City, is introduced as an example. The register management treats the registers for urban planned road, urban park, and urban open space, and the receipt book for development permission application. GIS can systematize their management based on maps. District diagnosis system using GIS performed two analyses in Ichikawa City. One is the calculation of area and ratio for land-use. The other is the measurement of land-use purity. GIS can calculate the degree of purity (namely occupancy rate) of specified land-use in the land-use zoning system. Most of Japanese local governments implement GIS and obtain moderate results. However, it is reported that some municipalities that paid huge amount of budget to implement GIS hardly used them. River flooding is a serious hazard in the UK with interest driven by recent widespread events. This paper reviews different approaches to flood risk management and the borders (physical, conceptual and organisational) that are involved. The paper showcases a multi-method approach to negotiating flood risk management interventions. We address three fundamental issues around flood risk management: differences and similarities between a variety of approaches; how different approaches work across borders between professionals, lay people, organisations and between different planning regimes; and, whether the science evidence base is adequate to support different types of flood risk management. We explore these issues through a case study on the River Tweed using Q methodology, community mapping and focus groups, participatory GIS, and interviews, which enabled co-production of knowledge around possible interventions to manage flooding. Our research demonstrated that excellent networks of practice exist to make decisions about flood risk management in the Scottish–English borders. Physical and organisational borders were continually traversed in practice. There was an overwhelming desire from professional flood managers and local communities for an alternative to simply structural methods of flood management. People were keen to make use of the ability of catchments to store water, even if land needed to be sacrificed to do so. There was no difference in the desire to embrace natural flood management approaches between people with different roles in flood management, expertise, training or based in different locations. The paper offers first a brief historical overview of disaster management planning. Second, it reviews Australian and American research findings and show that they urge the field of disaster management to shift its focus from response and recovery to sustainable hazard mitigation. It is argued that in order for this shift to occur, it is necessary to integrate disaster management and community planning. Current practice seldom reflects such a synthesis, and this is one of the reasons why hazard awareness is absent from local decision-making processes. Third, it is asserted that if mitigative strategies are to be successfully implemented, then the disaster management process must incorporate public participation at the local decision-making level. The paper concludes with a case study of California's Portola Valley, which demonstrates that when public participation is integrated into disaster management planning and community planning, the result is sustainable hazard mitigation.  相似文献

The Yucatan Peninsula is a coastal plain underlain by permeable limestone and receives abundant rainfall. Such hydrogeologic conditions should provide major supplies of water; however, factors of climate and hydrogeology have combined to form a hydrologic system with chemical boundaries that limits the amount of fresh water available. Management of water resources has long had a major influence on the cultural and economic development of the Yucatan. The Mayan culture of the northern Yucatan developed on extensive use of groundwater. The religion was water oriented and the Mayan priests prayed to Chac, the water god, for assistance in water management, primarily to decrease the severity of droughts. The Spaniards arrived in 1517 and augmented the supply by digging wells, which remained the common practice for more than 300 years. Many wells now have been abandoned because of serious problems of pollution. A historical perspective of a paper such as this provides insight into the attitudes concerning water of early people and perhaps provides insight into current attitudes concerning water. Hydrogeologists possess the expertise to generate relevant information required by water managers to arrive at management programs to achieve sustainable development.  相似文献

This paper attempts to overcome the dichotomy between the broadly different and largely separate fisheries science and management (FSM) and ecosystem science and management (ESM) knowledge systems that characterise the international literature and are found in fisheries management practice in different countries. The paper argues that the construction of a heuristic we term the fisheries problematic, around issues and contexts, reveals the breadth of international fisheries management concerns and the variety of contexts in which these concerns are being faced. Adopting a political economy informed nature-society approach the paper considers ecological and socio-economic processes in their institutional settings in an attempt to shift from the either/or arguments around fish or ecosystems found in the FSM or ESM literatures to investigation that is grounded in understandings of the historically and geographically specific trajectories of fisheries related interactions and understandings of how knowledge about the trajectories and their interactions is fashioned. Drawing on recent conceptual innovations in the field, the paper develops a matrix-centred approach to explore ecological, industry, community and policy domains in New Zealand’s Quota Management System (QMS) and Individual Transferable Quota (ITQ) fisheries management regime. The extended framework prioritises scrutiny of the interaction amongst the four domains, as a strategy to help develop institutional frameworks that facilitate behaviours that are societally inclusive. The paper offers three conclusions. First, the landscape of New Zealand fisheries issues is very much a product of the contingent interaction of the QMS, a management regime designed around the principles of a FSM approach and laid down in a neo-liberal political environment and Maori aspirations encompassing the fisheries sector. Second, the conceptual mapping of FSM and ESM perspectives over New Zealand’s fisheries management experience highlights that a number of management issues have been down played by the commitment to FSM, a situation that has led to on-going tensions between commercial, recreational and customary stakeholders regarding fisheries management. Put another way, there is more to running a sustainable fishery (as defined in the Fisheries Act 1996) than QMS and other tools and dialogue about the development of these should be a priority. Third and more generally, improved dialogue on fisheries questions is likely to be most expeditiously advanced by studies that explicitly conceptualise and contextualise ecological and socio-economic processes and their institutional arrangements.  相似文献

The island of Korčula, which has an area of 271.47 km2 is located along the north-eastern coast of the Adriatic Sea. Due to the Mediterranean climate, size and karst geology its water resources are very scarce. This paper describes the natural features of the island (air temperature, precipitation, geology, hydrogeology and groundwater) which are important for the water appearance and its distribution in time and space. The water supply of the island has been managed in the following ways: through a pipeline from the mainland, by drawing groundwater and by rain harvesting. Tourism causes high seasonal water needs which are barely met by the existing water supply system. Therefore, present water resource management on the island must be improved. The paper also presents mathematical programming scheme to get optimal costs and benefits of water exploitation on the island. Besides economic aspect, linear programming is applied to social and ecological objectives, as well. This study suggests that island’s water management should be primarily based on wisely using its proper water resources.  相似文献

 Spain is a relatively large European country (ca. 500,000 km2) with extensive semiarid areas in which there exists a large number of good aquifers. In some areas, these aquifers are intensively developed and are the most important sources of fresh water. Nevertheless, groundwater development and protection has rarely been duly considered by the Spanish Water Administration, despite the pressure to remedy this situation by various groups of experts, some of them members of the Water Administration. The Spanish Committee of the International Association of Hydrogeologists (IAH) has been very active during the last decade in promoting activities to spread groundwater science, technology, and management in Spain and outside, mostly in Latin America, and in trying to orient water policy toward issues of groundwater. These activities include mainly the organization of technical and scientific meetings on current topics such as groundwater in the new Water Act, overexploitation, groundwater in water-resources planning, groundwater pollution, natural-recharge estimation and others. The impact of these activities on the recent water policy of Spain seems significant, and the experience gained may be applicable to other countries. Groundwater is one of the important source of water supply to meet the requirements of National Capital Territory (NCT) of Delhi, India which is a fast developing urban conglomeration. An assessment of dynamic groundwater resources of NCT Delhi has been attempted based on the methodology known as Ground Water Resources Estimation Methodology—1997. The methodology includes assessment of annual replenishable groundwater resources using water level fluctuation approach and empirical norms, estimation of the annual quantity of groundwater withdrawal and categorization of the assessment units based on the status of groundwater utilization and water level trend. Annual replenishable groundwater resources of NCT Delhi is about 297 million cubic meter (mcm) while the annual groundwater draft is about 480 mcm. This is because of over-exploitation of replenishable resources in seven out of nine districts of the Capital Territory. Based on the assessment of dynamic groundwater resources, a broad groundwater management plan has been proposed in this paper. This include augmentation of groundwater resources through rain water harvesting schemes to be implemented on a large scale, regulation on groundwater withdrawal in vulnerable areas, development of Yamuna flood plain aquifer and declaration of Delhi ridge as groundwater sanctuary.  相似文献
