A number of studies have speculated on the utility of publicly available information for decision-making in the context of large marine ecosystems (LME) management. An indicator-based study using the pressure-state-response model was carried out among senior decision-makers in the Seychelles government to determine (i) whether the precautionary principle is applied in policy development; (ii) the relative importance of ‘control-and-command’ and market mechanisms in the management of living marine resources; (iii) the influence of pubic opinion in decision-making and (iv) linkages between the various LME management modules. Results indicate that policy-makers in Seychelles apply the precautionary principle in most situations, are more oriented towards the ‘command-and-control’ approach, and are very sensitive to public opinions. The study further indicated that whilst policy-makers in Seychelles acknowledged the use of indicators within the LME strategy, some gaps including limitations of indicators in conveying complex interactions were identified which require further study.  相似文献

Multi species fisheries management requires managers to consider the impact of fishing activities on several species. Precautionary harvest quota restrictions for single species causes displaced effort to be redirected toward alternative species and single-species measures can therefore have a multi-species impact. Portfolio theory and the expected utility hypothesis is used to predict changes in fishers' targeting choices in the Hake–Monkfish–Megrim and Cod–Haddock–Whiting fisheries when species-specific hypothetical precautionary constraints are implemented. Results suggest that the utility maximising assumption in a mean variance optimisation framework gives a good approximation of fishers' objective function in these two fisheries. Changes in the species composition of fishers' optimal harvest portfolio (given implementation of the hypothetical precautionary measures) suggest significant displacement of fleet into alternative fisheries occurs when barriers to such alternation do not exist.  相似文献

This paper explores the science–policy interface in environmental decision-making in the European Community as it moves towards its stated aims of implementing a precautionary and ecosystem-based approach to marine environmental management. Whilst recent EC case law has clarified some questions of Member State responsibilities under international environmental obligations, recent case studies at the crossing point between marine nature conservation and fisheries management in EC waters raise questions about the role of science in policy-making in Brussels. This has important implications for the developing EC Integrated Maritime Policy and Marine Strategy Framework Directive, and the concept of Maritime Spatial Planning as a whole. A new paradigm for bridging the science–policy gap is required in light of the developing legislative framework and given the complex nature of the marine environment.  相似文献

This paper presents a systems-based appraisal methodology that has been designed specifically to consider the effectiveness of Integrated Coastal Zone Management (ICZM) initiatives. Since ICZM is defined in terms of achieving sustainable development, any such initiative must therefore be capable of meeting the multiple and often conflicting objectives inherent in this ubiquitous concept. The methodology outlined here is designed to critically review ICZM in order to pinpoint areas of management weakness and determine the likely ‘success’ of the process. It represents an example of a management system, incorporates both qualitative and quantitative information, and is proposed as a ‘Coastal Sustainability Standard’ (CoSS). Initial field testing of the methodology has proved successful and shown that the approach holds some efficacy as a means of assessment.  相似文献

Developments in fisheries governance in recent decades—notably the 1982 United Nations Convention on the Law of the Sea and its implementing agreements—have established a framework of principles, standards, institutions and regulations that is broader and more complex than traditional fisheries management, which has generally focused on individual target species. As this framework has evolved, a number of seafood eco-labelling schemes have also developed. These schemes aim to identify well-managed fisheries and give competitive advantage to their products, thus translating the environmental awareness of consumers into direct support for sustainable fishing practices. This paper evaluates a number of these schemes in the context of international fisheries governance principles and considers the conservation benefits that may result from sustainability certification of Pacific tuna fisheries. The paper briefly summarises developments in eco-labeling of Pacific tuna fisheries in relation to the evolution of fisheries management, where focus has shifted from the maximum sustainable yield of individual tuna species to ecosystem-based approaches that directly consider the broader environmental impacts of fishing. The paper discusses two different ‘Dolphin Safe’ eco-labels, the third-party scheme of the Earth Island Institute and the intergovernmental scheme of the Agreement on the International Dolphin Conservation Program, and two broader eco-labels offering sustainability certification of fisheries, ‘Friend of the Sea’ and the ‘Marine Stewardship Council’. The role played by seafood-industry associations with sustainability claims, such as the International Seafood Sustainability Foundation, is also considered.  相似文献

The UK network of Marine Protected Areas and the application of management measures to protect conservation features has grown over the past decade. Bodies that regulate activities within MPAs require advice from ‘statutory’ conservation bodies. Therefore to assess the developing MPA networks resilience it is important to assess the ability of bodies to provide effective conservation advice. Thus ‘Natural England’ officers were interviewed to assess their ability to provide scientific advice on the impacts of operations in English MPAs. Results highlight the opinions of UK statutory conservation advisors to be able to provide concrete evidence on the impact of MPA designations and management measures. Response scores were ranked from 1 to 5, with 1 representing a low score, and 5, high. For governance, there was a very positive response to the structures in place to provide conservation advice (4.5). However, in terms of the finance available to provide adequate scientific advice, responses scored lower at 3.1. The majority of NE respondents believe the budget available for ‘feature condition assessment’ to be insufficient for the current MPA network, with most advice derived from ‘expert judgement’ based on the precautionary principle rather than site-based observation of ‘cause-and-effect’ from different human activities. Yet although budgets are a problem, the relationship between Natural England and local fisheries regulators is very healthy, resulting in better joined-up communication over management measures applied to stakeholders. Hence this research recommends the development of private-public partnerships (co-management initiatives) to reduce costs, bring in affected stakeholders and their assets, and improve trust.  相似文献

Research was completed focusing on a population of recreational boat users with moorings on the River Hamble Estuary, United Kingdom. Issues explored include: (1) boater setting preferences; (2) sources of perceived conflict; and (3) understanding and support for Marine Conservation Zones (MCZs). Several sources of perceived conflict emerged. Action taken to address conflict must be problem specific, targeting the individual as opposed to the activity in general. Results suggest that there is little awareness and a lack of understanding and support amongst recreational boaters with regards to the role of MCZs. The MCZ Project was set up in 2009 in order to work with sea users and interest groups to make site recommendations. Many participants in this research stated that the MCZ Project has: taken an unbalanced approach, represents overregulation, and poses a threat to safe anchorages. It is apparent that compliance and support for management tools being employed will be achieved only if the process is transparent and inclusive. An appropriate and equitable mechanism must be developed in order to move beyond ‘public consultation’ to ensure stakeholders are more fully engaged in both the implementation and management of MCZs. Such strategies will help to alleviate feelings of powerlessness as is so often the case in public consultation.  相似文献

Marine management has typically prioritised natural science methodological traditions as an evidence base for decision-making; yet better integration of social science methods are increasingly shown to provide a more comprehensive picture to base management decisions. Specifically, perceptions-based assessments are gaining support, as they can provide efficient and holistic evaluation regarding management issues. This study focuses on coral reefs because they are particularly threatened ecosystems, due to their ecological complexity, socio-economic importance, and the range of environmental drivers that impact them. Research has largely concentrated on assessing proximate threats to coral reefs. Less attention has been given to distal drivers, such as socio-economic and governance factors. A common understanding of threats related to coral reef degradation is critical for integrated management that takes account of peoples’ concerns. This study compares perceptions of drivers of reef health among stakeholders (n = 110) across different sectors and governance levels, in four Caribbean countries. Interview data identified 37 proximate and 136 distal drivers, categorised into 27 themes. Five sub-groups of themes connecting proximate and distal drivers were identified. Perceptions of two of these narratives, relating to ‘fishing and socioeconomic issues’ and ‘reef management and coastal development’, differed among respondents from different countries and sectors respectively. However, the findings highlight a shared perception of many themes, with 18 of the 27 (67%) mentioned by > 25% of respondents. This paper highlights the application of perceptions data for marine management, demonstrating how knowledge of proximate and distal drivers can be applied to identify important issues at different context-specific scales.  相似文献

In this article, we analyze a change in the role of federal institutions in charge of managing Mexican fisheries during the mid-1990s. During 30 years, the fishery policy in Mexico began by promoting an accelerated fishing effort. This worked through 1981, when the country recorded its highest landings (1.6 million metric tons), but landings have not increased subsequently whereas the number of fishermen has continued to increase. In 1995, the federal administration acknowledged the problems: biological over-exploitation; over-capitalization; monopoly in commercialization; failures in loan payments; failures in controlling effort; obsolete vessels and equipment; and social conflicts for the resources. In an attempt to resolve some of these problems, the administration implemented structural changes in management, science and enforcement institutions. This arrangement established goals and introduced instruments in fisheries management: it determined the biological status of most of the fisheries; applied the precautionary approach for those fully exploited or over-exploited fisheries; gave scientific advice an important role in decision making; and involved the users in decision making. This article evaluates these changes in management policy by document review, participation and interviewing management and scientists who participated in this process. We analyze, in particular, the use of science-based categorization of fisheries status, and the introduction of public participation. The interview data demonstrate that sustainable Mexican fisheries require an evolution to a more public participatory policy, in order to strengthen local institutions and fishermen over federal institutions, which should lead to a re-definition of regulation of fisheries resources.  相似文献

The ecosystem approach for fisheries management is a widely accepted concept and various international instruments require its application. However, there are various interpretations of the ecosystem approach and its application almost always brings about confrontations and resistance among managers, proponents, and stakeholders. This paper categorizes the ecosystem approach into four distinguishable types: bycatch mitigation, multi-species management, protection of vulnerable ecosystems, and integrated approach. Furthermore, the lack of identification and understanding of specific management goals is hampering the application of the ecosystem approach. Unless the stakeholders understand and accept the goals, the ecosystem approach will not succeed.  相似文献

Southern Bluefin Tuna (SBT) is a depleted stock with a rebuilding target and timeframe defined by the responsible management body (CCSBT). All recent stock assessments have found that the stock is depleted but large differences exist in estimates of recovery probabilities under current catches. In 1996, CCSBT adopted a set of principles and a process for considering experimental fishing, which are fundamentally consistent with an actively adaptive management policy. Substantial efforts to develop a program in line with these principles did not succeed, partially due to the lack of a decision-making framework. In 1998 and 1999, Japan conducted unilateral experimental fishing arguing that the additional substantial catches could reduce uncertainty in stock assessments and thus were justified. This led to international legal proceedings under UNCLOS, in which preliminary measures were issued preventing further unilateral experimental fishing (these were later rescinded when an UNCLOS arbitral tribunal found that it lacked jurisdiction in the dispute). This decision has been cited as a possible manifestation of industry's “worst fear with the implementation of the precautionary approach”. This paper examines the SBT dispute in relationship to adaptive management and the precautionary approach, Results of recent stock assessments indicate that the Japanese experimental fishing, even if successful, was unlikely to resolve the disparity in estimates of the recovery probabilities or provide an improved basis for management decision making. In this context, it is the absence of a management framework, rather than a fundamental problem with adaptive management, that challenges the compatibility of these experimental fishing catches and the precautionary approach. The real issue in the SBT situation is the standards and burden of proof required if experimental fishing is to be considered.  相似文献

This contribution provides a critical review of the CoastView project; a research program designed to develop and quantify video-derived Coastal State Indicators (CSIs) which simplify various aspects of coastal zone management including, coastal protection, navigation and recreation. This paper aims to provide a guide to future applied research projects of this kind. The research program implemented a ‘frame of reference’ methodology in order to effectively match research outcomes to the needs of end users and to facilitate communication within a consortium comprising both scientists and end users of the technology. Data derived from coastal video systems played a crucial role in defining CSIs which form a central component of the ‘frame of reference’ process. In general coastal video systems were demonstrated to be a very effective coastal management tool in all of the areas under investigation, uniquely providing data with excellent spatial and temporal resolution and coverage. Additionally, the ‘frame of reference’ ensured the appropriate match of science to the needs of the end user. However, even given these significant advances, the transfer of useful methodologies to applied tools is not guaranteed. The importance of providing simple, robust tools for delivering CSIs simply and efficiently to the coastal manager at the appropriate time-scale was recognised; ideally this should be completed within the timeframe of the research program. The acceptance of new methodologies is greatly enhanced by demonstrating them alongside more established techniques and other data sources, clearly showing the advantages, reliability and accuracy of the new approach.  相似文献

Access to and use of natural resources as a cornerstone in sustaining indigenous cultures has recently obtained considerable international attention. Access to marine resources has become a key issue for many aboriginal peoples struggling to move from dependency on the nation state to self-determining agency. This essay describes and compares recent developments respecting Eastern Canadian Mi’kmaq and North Norwegian Saami initiatives to achieve recognition and realization of their aboriginal entitlements. Core characteristics of the Canadian and Norwegian nation state responses to these initiatives are outlined and discussed, with an emphasis on the implications of aboriginal entitlements for the present ‘privilege allocation’ premise and paternalistic character of fisheries management systems. The essay concludes with a discussion of the potentials for an alliance between coastal zone non-indigenous peoples and indigenous peoples for the purpose of developing an alternative approach to fisheries management that will enhance local agency in and the ecological sustainability of fisheries livelihoods.  相似文献

The Barents Sea ecosystem, one of the most productive and commercially important ecosystems in the world, has experienced major fluctuations in species abundance the past five decades. Likely causes are natural variability, climate change, overfishing and predator–prey interactions. In this study, we use an age-length structured multi-species model (Gadget, Globally applicable Area-Disaggregated General Ecosystem Toolbox) to analyse the historic population dynamics of major fish and marine mammal species in the Barents Sea. The model was used to examine possible effects of a number of plausible biological and fisheries scenarios. The results suggest that changes in cod mortality from fishing or cod cannibalism levels have the largest effect on the ecosystem, while changes to the capelin fishery have had only minor effects. Alternate whale migration scenarios had only a moderate impact on the modelled ecosystem. Indirect effects are seen to be important, with cod fishing pressure, cod cannibalism and whale predation on cod having an indirect impact on capelin, emphasising the importance of multi-species modelling in understanding and managing ecosystems. Models such as the one presented here provide one step towards an ecosystem-based approach to fisheries management.  相似文献

In a closely integrated system, (sub-) littoral sandy sediments, sandy beaches, and sand dunes offer natural coastal protection for a host of environmentally and economically important areas and activities inland. Flooding and coastal erosion pose a serious threat to these environments, a situation likely to be exacerbated by factors associated with climate change. Despite their importance, these sandy ‘soft’ defences have been lost from many European coasts through the proliferation of coastal development and associated hard-engineering and face further losses due to sea-level rise, subsidence, storm surge events, and coastal squeeze. As part of the EU-funded THESEUS project we investigated the critical drivers that determine the persistence and maintenance of sandy coastal habitats around Europe's coastline, taking particular interest in their close link with the biological communities that inhabit them. The successful management of sandy beaches to restore and sustain sand budgets (e.g. via nourishment), depends on the kind of mitigation undertaken, local beach characteristics, and on the source of ‘borrowed’ sediment. We found that inter-tidal invertebrates were good indicators of changes linked to different mitigation options. For sand dunes, field observations and manipulative experiments investigated different approaches to create new dune systems, in addition to measures employed to improve dune stabilisation. THESEUS provides a ‘toolbox’ of management strategies to aid the management, restoration, and creation of sandy habitats along our coastlines, but we note that future management must consider the connectivity of sub-littoral and supra-littoral sandy habitats in order to use this natural shoreline defence more effectively.  相似文献

Many marine species are threatened by high levels of incidental mortality in fisheries. This paper reviews the design of selected recent, detailed Ecological Risk Assessments (ERAs) of the effects of fishing on seabirds. Several aspects of ERA methodology for seabirds are still in development, including the most appropriate ways to: predict seabird distribution and fisheries overlap; handle data gaps; compare productivity and susceptibility among species; and incorporate data on bycatch. Nor is there consensus on rules for selecting species or populations for inclusion in assessments, the appropriate spatial and temporal resolution for the analyses, and the definition of risk. Despite these uncertainties, the clear benefits of undertaking quantitative or semi-quantitative ERAs include the identification of particularly vulnerable species or populations and of key areas and seasons in which bycatch may be occurring, and the highlighting of data gaps and priorities for future monitoring. ERAs are likely to be particularly effective where explicit links are established at the outset between the outcomes or conclusions of the ERA and management responses. A precautionary approach to bycatch mitigation can then be embedded in the broader fisheries management framework. However, this requires that the ERA process is not overly complex or is prolonged to the extent that it draws attention away from existing responsibilities and commitments to reduce bycatch per se. When selecting the best approach, it is vital to balance desired outputs against the availability of data for the assessment, and to deal with data gaps in a precautionary manner.  相似文献

The use of ITQ management in multi-species fisheries has been the subject of much debate and the complexities and difficulties of managing multi-species fisheries are well known. A major problem is that the species mix in fishery catches may not necessarily match the mix in combined TACs or in quota holdings. While a number of solutions have been proposed or implemented to improve transferability of quota and other incentives to reduce over-quota fishing and discarding, it is surprising that there has been little focus on TAC-setting itself and coordinating this across multiple species/stocks as a means of dealing with some of these issues. In this paper, data were analysed from the trawl sector of the Australian Southern and Eastern Scalefish and Shark Fishery to determine the relationship between primary species and companion species and the implications this has for TAC setting. The primary species is the species being considered when setting an individual species TAC. The companion species are ones that should also be considered when setting the TAC of the primary species, because a considerable proportion of the primary species catch is taken as a companion species non-target catch. The target species in each fishing operation was determined and was used to characterize recent multi-species catch data into primary and companion components. This approach provides an empirical means to examine the impact of individual species TAC decisions across all of the quota species in a fishery.  相似文献

The primary role of the Integrated Coastal Zone Management model was to arbitrate conflicts between stakeholders in a living and natural resource environment characterized by a common property and open access doctrine. A chronology of events describes how the development and acceptance of an ecosystems approach policy began to converge and coincide with the spread and development of Integrated Coastal Zone Management. Those organizations that gave representation to the conservation ethic became internationally recognized as surrogate natural resource ‘users’, the interests of which possessed commonality with all stakeholder interests in general. The tenants of conservation policy were therefore largely employed to decide the merits of disputes over ocean and coastal resources.In the 1990s, scientists created a forum to debate, better define, and institutionalize a sound basis for ecosystem management theory and practice. Protocols were developed that embedded science in living and natural resources planning and management. These protocols were shaped and adopted to serve an evermore contemporary Integrated Coastal Zone Management model. Improvements in methodology include the use of adaptive management, ecological modeling and monitoring, appropriate temporal and spatial scales, salient indicators, and stakeholder participation. This contemporary approach is dependent upon recognizing the benefits inherent in utilizing instruments capable of managing resources on a holistic level.Bioregional planning and zoning accommodate the successful management of resources on this level. It is a direct outcome of the convergence of Integrated Coastal Zone Management and the ecosystems approach. Bioregional zoning schemes are capable of traversing the private property and common property doctrines that define the respective terrestrial and aquatic environments of the coastal zone.A comparative case study of the Great Barrier Reef Marine Park and the Belize Marine Protected Area Program is included as an annex, the analysis of which is predicated upon the principles espoused in the literature.  相似文献

This paper reviews the available information (observer programs, estimates, statutes, regulations) for bycatch of marine mammals, sea turtles, and seabirds in fisheries of the United States. Goals of the review were to evaluate the state of knowledge of bycatch and the role of existing protective legislation in shaping bycatch management for different taxa. Pressing issues are identified, as well as knowledge gaps and policy limitations that hinder multi-species bycatch reduction. The USA has made important progress toward reducing bycatch in its fisheries, but the efficacy of its management has been limited somewhat by a focus on taxon- and fishery-specific regulation and the lack of consistent mandate across taxa for taking a cumulative perspective on bycatch. Applying consistent criteria across taxa for setting bycatch limits (e.g., extending the approach used for marine mammals to sea turtles and seabirds) would be the first step in a multi-species approach to bycatch reduction. A population-based multi-species multi-gear approach to bycatch would help identify priority areas where resources are needed most and can be used most effectively.  相似文献
