In determining the importance of fisheries sustainability indicators, stakeholders’ interest plays a defining role in the fisheries management practices. The indicator based tools such as RAPFISH have been available for sustainability assessment of fishery resources. In the present study, procedures to validate the pre-selected RAPFISH, which is a multidisciplinary indicator based evaluation tool for measuring the sustainability of fishery resources, are applied. The sustainability indicators were subjected to validation process based on feedback from resource owners, users and experts, using Multi-Criteria Analyses such as Weighted Sum Model and Analytic Hierarchy Process. Based on the validation results, suggestions have been made to improve methodology and its effective application in practice. This paper demonstrates RAPFISH as a potentially effective multidisciplinary tool for evaluation of sustainability of fishery resources.  相似文献

ITQs have not yet been introduced by the Government of Japan. In coastal areas, fishery cooperative associations have traditionally played an important role in managing fisheries through self-imposed rules and peer-monitoring systems. Recently, however, the economic competitiveness of Japanese fisheries in the international market is being questioned. In this paper, a detailed examination of the pros and cons of the current system in Japan is compared to the current fishery management measures of Iceland and the United States, where attaining economically or biologically efficient outcomes may be prioritized in making fisheries management decisions. For many coastal fisheries in Japan, maintaining a management scheme in which stakeholders play an active role in determining fisheries measures seems more relevant if their priority is to maintain the stability of coastal communities and equity of stakeholders. Intensive dialog among stakeholders would be necessary to identify shared objectives of their fishery operations and to make decisions to establish specific steps toward the goal of increasing economic efficiency, environmental sustainability, or stability of communities and equity of stakeholders.  相似文献

The paper presents the results of evaluation of compliance of the bag net fishery of Maharashtra coast, India with the relevant clauses of Article 7 (Fisheries management) of the Code of Conduct for Responsible Fisheries (CCRF). Questionnaire-based approach that covered ten categories of stakeholders responsible wholly or partially for the management of the bag net fishery was used in the present study. Evaluation of the Code revealed an overall compliance level of 67.52%. The study identified the critical areas of low compliance levels that require immediate attention. Though the bag net fishery is the most common and traditional fishery of Maharashtra that supports livelihood of several fishers, there is no specific policy to regulate, develop and ensure sustainability of the bag net fish resources. Therefore the Code could be taken as a reference document to facilitate responsible management of the bag net fishery taking the local conditions into account. The findings of the present study could be used as a diagnostic tool to help in suggesting measures to ensure sustainability of the bag net fishery resources achievable by making amendments to the fisheries policies of the State.  相似文献

自1998年“捕捞降低海洋食物网”概念首次提出以来,渔获物平均营养级(Mean trophic level of fisheries landings,MTL)广泛用于评估捕捞活动对生态系统完整性的影响,并指导管理机构的政策制定。近年来研究表明,掌握MTL的潜在变化机制对于以MTL作为渔业可持续性指标至关重要。根据联合国粮农组织FAO提供的渔获统计数据,结合Fishbase提供的相关鱼种营养级,本文探讨了全球三大洋14个FAO渔区MTL的变化趋势,并进一步分析不同MTL变化趋势下高营养级鱼种和低营养级鱼种渔获量的变动情况。研究表明, MTL呈上升和回升状态均可能伴随着低营养级鱼种渔获量的下降。此外,通过观察营养级高于3.25鱼种的MTL以区分“捕捞降低海洋食物网”和“捕捞沿着海洋食物网”现象需考虑生态系统的群落结构和开发历程。利用渔获物平均营养级评价渔业可持续性必须综合考虑高营养级和低营养级鱼种,以及群落结构和开发历程的掩盖效应。  相似文献

Decisions regarding the selection and implementation of management strategies that constrain fishing pressure can be among the most difficult choices that fisheries managers and stakeholders must make. These types of decisions often need to be confronted in a data-limited context, where few if any management measures are currently in place or fisheries are managed independent of adequate scientific advice. This situation can sometimes create a high risk of overfishing and potential loss of economic and social benefits. To address this situation, simple model-free indicator-based frameworks have the potential to be effective decision-making platforms for fisheries where quantitative estimates of biomass and fishing mortality based reference points are lacking. In this paper, a multi-indicator framework is developed that enables decision-makers to proceed with management decisions in data-limited situations. Model-free indicators are calculated using trends in observed data, rather than stock assessment derived estimates of biomass and fishing mortality. The framework developed is adaptive so that adjustments to catch or effort are recursive and can respond to changing environments, socioeconomic conditions, and fishing practices. Using stakeholder-defined objectives as a foundation, indicators and reference points of fishery performance are chosen that can be evaluated easily by undertaking analyses of available data. Indicators from multiple data streams are used so that uncertainty in one indicator can be hedged through careful interpretation and corroboration of information from alternative indicators. During the adaptive management cycle, managers and stakeholders evaluate each indicator against the associated reference points to determine performance measures, interpret the results using scientific and local knowledge, and adjust fishery management tactics accordingly using pre-defined harvest control rules. The framework facilitates the interpretation of situations in which performance measures suggest divergent stock abundance or productivity levels. A case study is presented on this framework's development for conch and lobster fisheries of Belize.  相似文献

Integrated fishery assessments are intended to take an integrated and wholistic view of fisheries management, to provide comprehensive systems-based evaluations of the sustainability of individual fisheries and their products. Using guidance derived from decision theory and management science, we develop 18 criteria to evaluate the likely effectiveness of nine integrated fishery assessment systems. The assessment systems do not consistently consider four key criteria: the socio-economic impacts of fisheries, the provision of food security, the local relevance of the assessment to the fishery under assessment, and the independent peer review of assessment outcomes. Other important areas of weakness include the lack of appropriate consultation processes relating to both the design of the assessment system and the outcomes of fishery assessments, and limitations in the quality of data and information used in assessments. Improvements will be needed in these areas across all the systems we evaluated if fishers, consumers, managers and other stakeholders are to be provided with consistently reliable assessment outcomes, and an assurance of the sustainability of capture fisheries.  相似文献

Given their potential for social and ecosystem disruption along with job creation and economic stimulus, the proliferation of extremely large-scale investment projects worldwide has created a dilemma for policymakers and public authorities. Although one method of balancing the varied interests of stakeholders is to require that development projects be sustainable, the definition of this concept has become muddled and few practical frameworks for its implementation have emerged. One strategy that does exist, however, is the just sustainability framework. The present study sought to assess the just sustainability of the Açu industrial seaport megaproject in Rio de Janeiro State, Brazil through the application of a questionnaire among 60 active marine artisan fishers of a nearby community. The results indicate that the megaproject was not sustainable. Furthermore, the results of the just sustainability indicators triangulated both with the study's primary fisher ethnographic data and with peer-reviewed scientific assessments of similar projects, thus confirming the potential value of the just sustainability framework for assessment and policy formulation.  相似文献

The present study analysed the major features of two important acts and an ordinance in Bangladesh that govern coastal and marine fishery exploitation and conservation. The problems with the implementation of these regulations were identified, and the level of compliance among fishers and reasons for their noncompliance were assessed. Based on two case studies on coastal and marine ecosystems, the findings revealed that the level of noncompliance is highly prevalent, particularly in hilsa sanctuaries in the Meghna River estuary. The study identified coastal poverty, the inadequate and improper distribution of incentives, insufficient logistic support, limited alternative occupations, political interference and a lack of awareness regarding fishery regulations as the major limitations in the implementation. The drawbacks of proper implementation and the noncompliance of fishery regulations lead to fishery degradation, directly affect the sustainability of the coastal and marine ecosystem of Bangladesh and may be barriers to achieving Goal 14 of the Sustainable Development Goals (SDGs). Establishing a co-management mechanism for sanctuary management, creating economic opportunities outside of fishery sectors, declaring more protected areas in the coastal and marine ecosystem, enhancing logistic support to the enforcing agencies and building awareness are critical to improving the compliance level among fishers. Finally, the study submits that understanding the fishers’ reasons for compliance and noncompliance of the regulations is important for devising fishery policies through the consultation and engagement of stakeholders at all levels.  相似文献

To sustain fishery development and ensure the supply of fish, the role that a sustainable development indicator system plays in the evaluation of fishery management performance is becoming increasingly important. A sustainable indicator system based on the Pressure–State–Response (PSR) framework was developed for local fisheries in Gungliau, Taiwan, between 1995 and 2003. Factor analysis and canonical correlation analysis were also applied to aggregate indicators and analyse the linkage of indicators. The most serious problem facing fishery system in Gungliau is conflicting local and higher levels of enforcement that result in the problems of effort, harvest and fleet age composition related to the pressure component. Fishery resources and the state of ecosystem were also affected by marine environmental change, especially by El Ñino. Consequently, fishermen adjusted their effort and investment to the variation of Fishery resources, leading Gungliau fisheries to unsustainability.  相似文献

Ecosystem changes currently question the traditional allocation of fishing rights and quotas in the fishery of Northeast Atlantic mackerel and Norwegian spring-spawning herring in the Northeast Atlantic. Variability in the distribution of these highly migratory species escalated in a political conflict between member states of the European Union, Iceland, the Faroe Islands and Norway, which is a driving force for unsustainable fishery. The aim of this paper is to investigate this conflict by outlining the social understandings of diverse stakeholders by using the Q methodology. The method reduced the complexity of numerous opinions, detected four distinct perspectives and simultaneously categorised the participating stakeholders. Although the perspectives differ in various elements, the protection of economic interests seems to dominate over the quest for sustainability. The call of all stakeholders in this study to clarify the fishing rights in the Northeast Atlantic reveals a clear deficiency of the current international fishery management in handling abrupt ecological changes and the necessity to acknowledge this as a complex adaptive system.  相似文献

This study presents the results of a field survey that focused on the views of Tasmanian abalone fishery stakeholders (commercial and non-commercial divers, processor, enforcement agency and management) with regards to non-compliance in the abalone fishery. The primary data was collected through 22 face-to-face interviews with stakeholders and the Wilcoxon's signed-rank test was used to determine if significant differences existed between the means of responses from primary and secondary stakeholders. It was found that there is no significant difference in mean responses of primary and secondary stakeholders in regard to the factors that have the potential in influencing the non-compliance in the fishery. The similarity of views between the regulators and resource users on the source and nature of non-compliance in the fishery would form the basis for improved compliance strategies.  相似文献

为有效开展防灾减灾,需要充分了解区域海洋减灾能力现状,从而科学确定未来减灾能力建设的优先领域及重点工程。首先梳理了能力评估与灾害管理阶段、能力建设优先领域、能力评估对象与建设主体等要素之间的关系,以及评估指标体系共性设计与区域个性的关系;其次,通过组织部门及地方的相关减灾机构与专家开展多方参与式讨论,综合了海洋、水文、气象、民政、应急、教育及综合减灾等多个领域专家的减灾经验,构建了区域海洋减灾能力评估三级指标体系,包括6个一级指标、21个二级指标及136个三级指标;然后,基于专家问卷(有效问卷69份)及层次分析(AHP)方法,量化了三级指标体系中各指标的权重。区域海洋减灾能力评估三级指标体系及指标权重成果已在相关市县开展了评估试点应用,为未来在全国范围开展区域海洋减灾能力评估奠定了良好基础。  相似文献

Since it was first documented in 1998, a trend of decreasing mean trophic level (MTL) has been reported in several ecosystems around the world. Some scientists have proposed that MTL may be used as an indicator of biodiversity and fishery sustainability. The use of this measure has been supported by several international bodies, including the Convention on Biological Diversity, European Union, and Caribbean Large Marine Ecosystem and Adjacent Project. Recently, the use of MTL as an ecosystem health indicator has been called into question by the publication of studies examining the underlying cause of decreasing MTL. Evidence now shows that there are three primary mechanisms that could be driving the observed change: fishing down, fishing through, and increase to overfishing. Each of these scenarios corresponds to a specific sequence of fishery evolution over time. Additionally, the underlying ecology associated with these scenarios suggests that very different governance responses should be employed for each method. Rather than relying only on MTL trends for broad-based management decisions, MTL must be carefully examined in conjunction with historic catch data to determine the mechanism of change. Only then should this indicator be used to make management decisions, and such decisions should only be applied at the regional or ecosystem level.  相似文献

The Western and Central Pacific Ocean (WCPO) tuna fishery is an important global food resource, and the economies of many Pacific Islands Countries (PICs) rely heavily on tuna industries. This paper proposes that governance by PICs is the key to improving the sustainability and profitability of tuna industries in the region. ‘Governance’ is usually used to refer to corruption, but here is interpreted more broadly to encompass the whole process by which decisions regarding public life are made and enacted, by government and also civil society. Integrative approaches that involve natural and social scientists are needed to manage fisheries, but these are difficult to achieve. The process of developing a prototype, knowledge-based, electronic decision support tool for the South African sardine Sardinops sagax fishery provided a platform for fostering collaboration and achieving active participation of many stakeholders. The aim of the decision support tool is to assist managers in evaluating how effectively an ecosystem approach to fisheries (EAF) has been implemented for this fishery. The collaborative process involved a series of meetings during which knowledge was elicited from fisheries scientists, social scientists, resource managers and fishing industry representatives. Conceptualisations of the different stakeholder perspectives were developed in terms of objectives and indicators following the hierarchical tree approach recommended by FAO. This paper describes the collaborative process. Hierarchies of objectives, indicators and data sets for the human dimension of an EAF in the South African sardine fishery are introduced. The value of a transdisciplinary approach towards an EAF in South Africa is discussed.  相似文献

The ecosystem approach to fisheries management (EAFM) methodology is currently considered the preferred option for long-term sustainability of fisheries and ecosystem services and is widely popularised. Manuals, guidelines and training have been given to many nations, but the actual existence and execution of an EAFM plan is rare. The applicability and relevance of biological and socioeconomic tools to follow EAFM planning guidelines in a data absent area were explored in Kalpitiya, northwest Sri Lanka, where there is a population of spinner dolphins that the local community are especially dependent on through tuna-dolphin association fishing and dolphin-watching tourism. This paper provides background to the design and collection of information leading to the formulation of an EAFM management plan. Scoping and the determination of a fishery management area were completed through stakeholder consultations using a combination of interviewer-administered questionnaires, interviews, meetings, dolphin distribution data and existing management plans. Threats and stakeholder prioritisation were compiled and the final agreed fisheries management area covers a total area of 2445 km2 adjacent to the Kalpitiya peninsula. The completed EAFM plan contains 4 goals, 16 actions and 72 sub-actions agreed by stakeholders. It was concluded that both willingness of higher level stakeholders responsible for implementing regulations and working with grass-root level stakeholders are critical in developing a realistic and implementable EAFM plan. This work also highlights how data absence should not remain the bottleneck that hinders moving forward with EAFM approaches.  相似文献

Joint capture of multiple species by multiple fleets results in technical and economic interactions between fleets. This paper develops a bioeconomic model that incorporates interrelationships between fleets for a representative fishery in India. The study analyzes the impacts of overcapitalization on bio-economic sustainability. Results show that a continuation of the current fishing intensity would deplete most commercially important species in the near future. However, an optimal effort re-allocation between fleets would increase fishery profits substantially, although some species would remain unsustainable. The study demonstrates how the newly emerging, large bodies of fishery data can be used for management decisions in developing countries.  相似文献

Snapper (Chrysophrys auratus) is an important coastal fish species in New Zealand for a variety of reasons, but the large amount of research conducted on snapper has not been reviewed. Here, we review life history information and potential threats for snapper in New Zealand. We present information on snapper life history, defining stages (eggs and larvae, juvenile and adult), and assess potential threats and knowledge gaps. Overall we identify six key points: 1. post-settlement snapper are highly associated with certain estuarine habitats that are under threat from land-based stressors. This may serve as a bottleneck for snapper populations; 2. the largest knowledge gaps relate to the eggs and larvae. Additional knowledge may help to anticipate the effects of climate change, which will likely have the greatest influence on these early life stages; 3. ocean acidification, from land-based sources and from climate change, may be an important threat to larval snapper; 4. a greater understanding of population connectivity would improve certainty around the sustainability of fishery exploitation; 5. the collateral effects of fishing are likely to be relevant to fishery productivity, ecosystem integrity and enduser value; 6. our understanding of the interrelationships between snapper and other ecosystem components is still deficient.  相似文献

Multi-species fisheries are complex to manage and the ability to develop an appropriate governance structure is often seriously impeded because trading between sustainability objectives at the species level, economic objectives at the fleet level, and social objectives at the community scale, is complex. Many of these fisheries also tend to have a mix of information, with stock assessments available for some species and almost no information on other species. The fleets themselves comprise fishers from small family enterprises to large vertically integrated businesses. The Queensland trawl fishery in Australia is used as a case study for this kind of fishery. It has the added complexity that a large part of the fishery is within a World Heritage Area, the Great Barrier Reef Marine Park, which is managed by an agency of the Australian Commonwealth Government whereas the fishery itself is managed by the Queensland State Government. A stakeholder elicitation process was used to develop social, governance, economic and ecological objectives, and then weight the relative importance of these. An expert group was used to develop different governance strawmen (or management strategies) and these were assessed by a group of industry stakeholders and experts using multi-criteria decision analysis techniques against the different objectives. One strawman clearly provided the best overall set of outcomes given the multiple objectives, but was not optimal in terms of every objective, demonstrating that even the “best” strawman may be less than perfect.  相似文献

Mauritania, one of the most dependent fish trade nations in the world, has an important octopus fishery within its EEZ. Fishing treaties between the EU and this Sub-Saharan nation have permitted 24 Spanish cephalopod trawling vessels to target this species for its export as a frozen product, mainly to Spain, Italy and Japan. This article presents Life Cycle Assessment (LCA) methodology in order to assess and compare the environmental impacts related to the capture, processing and exportation of packed frozen octopus from this fishery to the main importing nations. Environmental results show that frozen common octopus presented a remarkable dominance of the fishing vessel activities, due to the high energy intensity of the fishery and to the fact that these activities include harvesting, processing and preliminary packaging. Post-harvesting activities presented low relative contributions in all impact categories, minimizing the food mile effect of exporting to Japan, thanks to the slow transportation through marine freight of frozen octopus. The results for fishery-specific indicators showed regular trends for trawling fleets, with high discard and seafloor impact rates. Therefore, improvement actions focused on the minimization of energy use and fishery-specific impacts and the shift to less ozone layer damaging cooling agents are the main targets in order to improve the sustainability of this product, as long as the slow freighting characteristics of the imported product are maintained.  相似文献
