Climate Change Vulnerability Assessments: An Evolution of Conceptual Thinking   总被引:25,自引:8,他引:25  
Vulnerability is an emerging concept for climate science and policy. Over the past decade, efforts to assess vulnerability to climate change triggered a process of theory development and assessment practice, which is reflected in the reports of the Intergovernmental Panel on Climate Change (IPCC). This paper reviews the historical development of the conceptual ideas underpinning assessments of vulnerability to climate change. We distinguish climate impact assessment, first- and second-generation vulnerability assessment, and adaptation policy assessment. The different generations of assessments are described by means of a conceptual framework that defines key concepts of the assessment and their analytical relationships. The purpose of this conceptual framework is two-fold: first, to present a consistent visual glossary of the main concepts underlying the IPCC approach to vulnerability and its assessment; second, to show the evolution of vulnerability assessments. This evolution is characterized by the progressive inclusion of non-climatic determinants of vulnerability to climate change, including adaptive capacity, and the shift from estimating expected damages to attempting to reduce them. We hope that this paper improves the understanding of the main approaches to climate change vulnerability assessment and their evolution, not only within the climate change community but also among researchers from other scientific communities, who are sometimes puzzled by the unfamiliar use of technical terms in the context of climate change.  相似文献

This essay assesses the ??Integrating Climate Change Risks into Resilient Island Planning in the Maldives?? Program, or ICCR, a four-year $9.3 million adaptation project supported by the Least Developed Countries Fund, Maldivian Government and the United Nations Development Program. The essay elaborates on the types of challenges that arise as a low-income country tries to utilize international development assistance to adapt to climate change. Based primarily on a series of semi-structured research interviews with Maldivian experts, discussed benefits to the ICCR include improving physical resilience by deploying ??soft?? infrastructure, institutional resilience by training policymakers, and community resilience by strengthening assets. Challenges include ensuring that adaptation efforts are sufficient to reduce vulnerability, lack of coordination, and the values and attitudes of business and community leaders.  相似文献

Does ??climate change?? seem like a less serious problem than ??global warming?? to Americans and Europeans? Does describing the costs of climate change mitigation in terms of ??higher taxes?? instead of ??higher prices?? reduce public support for such efforts? In an experiment embedded in an American national survey, respondents were randomly assigned to rate the seriousness of ??global warming,?? ??climate change,?? or ??global climate change.?? Contrary to predictions made by a leading political strategist, the full sample and political Independents perceived ??climate change?? and ??global warming?? to be equally serious. Among Republicans, ??climate change?? was perceived to be more serious than ??global warming,?? whereas the reverse was true among Democrats. A similar experiment embedded in a survey of residents of 31 European countries showed that ??global warming?? and ??climate change?? were perceived to be equally serious problems. And an experiment embedded in an American survey showed that describing the increased costs of climate change mitigation legislation via ??higher taxes?? instead of via ??higher prices?? did not reduce popular support for such legislation, also contradicting a political strategy memo. Thus, word choice may sometimes affect public perceptions of the climate change seriousness or support for mitigation policies, but a single choice of terminology may not influence all people the same way, making strategic language choices difficult to implement.  相似文献

This paper presents and applies a conceptual framework to address human vulnerability to climate change. Drawing upon social risk management and asset-based approaches, the conceptual framework provides a unifying lens to examine links between risks, adaptation, and vulnerability. The result is an integrated approach to increase the capacity of society to manage climate risks with a view to reduce the vulnerability of households and maintain or increase the opportunities for sustainable development. We identify ‘no-regrets’ adaptation interventions, meaning actions that generate net social benefits under all future scenarios of climate change and impacts. We also make the case for greater support for community-based adaptation and social protection and propose a research agenda.  相似文献

Climate resilient development is emerging as a global policy strategy that integrates climate adaptation and mitigation into sustainable development decisions. For the Caribbean small island developing state (SIDS) of Antigua and Barbuda, the national government is pursuing climate resilient development through multilateral climate funds to protect economic growth from climate and weather-related disasters. Critical adaptation literature argues that interpreting climate vulnerability through an economic growth lens prioritizes economic solutions over other development concerns, which can further the uneven distribution of climate vulnerability and risk. Despite revealing the consequences of market-based climate actions, research has yet to fully understand the economization of vulnerability, which describes the political techniques that render and reconfigure vulnerability in calculated ways. By tracing the discursive interactions between multilateral climate financial institutions and the Antigua and Barbuda national government, this paper empirically examines how vulnerability is economized through climate resilient development. Findings identify the construction of ‘adaptation economies’ in watershed areas, which are economies that can capitalize upon climate challenges within areas of highest vulnerability through fee-for-climate services. The results illustrate that economic growth rationalities characterize climate vulnerability problematizations, which incentivize solutions that enforce the economic development of areas with the highest disaster impacts. Based on these findings, this study emphasizes a need to critically evaluate national actor efforts to re-organize development under climate financing rationales, and its vulnerability-inducing effects.  相似文献

The topics of climate change and of what to do about it have been the subject of discussion for over two decades. Much of the focus has been on mitigating greenhouse gas emissions to reduce the rate and magnitude of changes. Adapting to the impacts of those changes has received much less attention. In recent years, the development assistance community has recognized that climate change poses a stress on economic and social development in poor countries and has turned its attention to addressing climate stress. The US Agency for International Development developed a methodology of working with stakeholders to identify sources of climate related vulnerability and approaches to reducing that vulnerability. The methodology was developed iteratively with several pilot studies looking at vulnerability and adaptation in different sectors and settings.  相似文献

This paper reviews the complex impact of climate change on gender relations and associated vulnerability on the Eastern Gangetic Plains of Nepal and India. Field research has identified that gendered vulnerability to climate change is intricately connected to local and macro level political economic processes. Rather than being a single driver of change, climate is one among several stresses on agriculture, alongside a broader set of non-climatic processes. While these pressures are linked to large scale political–economic processes, the response on the ground is mediated by the local level relations of class and caste, creating stratified patterns of vulnerability. The primary form of gendered vulnerability in the context of agrarian stress emerges from male out-migration, which has affected the distribution of labour and resources. While migration occurs amongst all socio-economic groups, women from marginal farmer and tenant households are most vulnerable. While the causes of migration are only indirectly associated with climate change, migration itself is rendering women who are left behind from marginal households, more vulnerable to ecological shocks such as droughts due to the sporadic flow of income and their reduced capacity for investment in off-farm activities. It is clear that policies and initiatives to address climate change in stratified social formations such as the Eastern Gangetic Plains, will be ineffective without addressing the deeper structural intersections between class, caste and gender.  相似文献

Articulated initially by physical scientists, the idea of anthropogenic global climate change has been subject to increasingly diverse examinations in recent years. The idea has been appropriated by economists, worked with by engineers and, more recently, scrutinised by social scientists and humanities scholars. Underlying these examinations are different, yet rarely exposed, presumptions about what kind of ??thing?? climate is: a physical abstraction, a statistical construct, an imaginative idea. If the ontological status of climate is rarely made explicit it becomes difficult to know whether the different epistemologies used to reveal climates ?? and their changing properties ?? are appropriate. This study offers one way in which the different worlds inhabited by the idea of climate may be revealed. It does so by examining a heatwave: a powerful meteorological phenomenon one would think and one which scientific accounts of climate change tell us will become more frequent in the future. The heatwave in question occurred in July 1900 in the county of Norfolk, England. This heatwave inhabits three very different worlds: the imaginative world of L P Hartley in his novel The Go Between; the historical world of late Victorian Norfolk; and the digital world of the climate sciences. The traces of the heatwave left in these different worlds are varied and access to them is uneven. Constructing an adequate interpretation of this singular climatic event and its meaning is challenging. The study suggests that grasping the idea of climate may be harder than we think. Climates may be ineffable. Yet the approach to the study of climate illustrated here opens up new ways of thinking about the meaning and significance of climate change.  相似文献

Developing countries are vulnerable to extremes of normal climatic variability, and climate change is likely to increase the frequency and magnitude of some extreme weather events and disasters. Adaptation to climate change is dependent on current adaptive capacity and the development models that are being pursued by developing countries. Various frameworks are available for vulnerability and adaptation (V&A) assessments, and they have both advantages and limitations. Investments in developing countries are more focused on recovery from a disaster than on the creation of adaptive capacity. Extreme climatic events create a spiral of debt burden on developing countries. Increased capacity to manage extreme weather events can reduce the magnitude of economic, social and human damage and eventually, investments, in terms of borrowing money from the lending agencies. Vulnerability to extreme weather events, disaster management and adaptation must be part of long-term sustainable development planning in developing countries. Lending agencies and donors need to reform their investment policies in developing countries to focus more on capacity building instead of just investing in recovery operations and infrastructure development.  相似文献

Vulnerability of Aboriginal health systems in Canada to climate change   总被引:1,自引:0,他引:1  
Climate change has been identified as potentially the biggest health threat of the 21st century. Canada in general has a well developed public health system and low burden of health which will moderate vulnerability. However, there is significant heterogeneity in health outcomes, and health inequality is particularly pronounced among Aboriginal Canadians. Intervention is needed to prevent, prepare for, and manage climate change effects on Aboriginal health but is constrained by a limited understanding of vulnerability and its determinants. Despite limited research on climate change and Aboriginal health, however, there is a well established literature on Aboriginal health outcomes, determinants, and trends in Canada; characteristics that will determine vulnerability to climate change. In this paper we systematically review this literature, using a vulnerability framework to identify the broad level factors constraining adaptive capacity and increasing sensitivity to climate change. Determinants identified include: poverty, technological capacity constraints, socio-political values and inequality, institutional capacity challenges, and information deficit. The magnitude and nature of these determinants will be distributed unevenly within and between Aboriginal populations necessitating place-based and regional level studies to examine how these broad factors will affect vulnerability at lower levels. The study also supports the need for collaboration across all sectors and levels of government, open and meaningful dialogue between policy makers, scientists, health professionals, and Aboriginal communities, and capacity building at a local level, to plan for climate change. Ultimately, however, efforts to reduce the vulnerability of Aboriginal Canadians to climate change and intervene to prevent, reduce, and manage climate-sensitive health outcomes, will fail unless the broader determinants of socio-economic and health inequality are addressed.  相似文献

开展农户生计对气候变化的敏感性研究有利于深入认识气候变化与生计的关系,对增强农户的气候变化适应能力和降低生计脆弱性具有重要意义。在梳理不同领域敏感性概念的基础上,阐述了农户生计对气候变化敏感性的科学内涵和研究框架,重点分析了敏感性表征和综合评价指标体系。农户生计对气候变化的敏感性是指气候变化和极端事件对农户生计的影响程度,敏感性表征主要表现在气候变化对自然资源、人类健康、牲畜、资产和收入等方面的影响,不同地区和人群敏感性表征具有差异性。农户生计对气候变化的敏感性随着发展程度提高而下降,生计多样化、基础设施建设等有助于降低气候变化的影响。生计敏感性多为脆弱性研究的一部分,常以可持续生计分析为框架,运用指标评估法进行综合评价。未来研究需要完善敏感性理论框架和研究方法,加强适应的有效性评估,以及开展跨区域或跨时段的生计敏感性对比研究,重点关注生态脆弱和贫困地区。  相似文献

Coral reefs support the livelihood of millions of people especially those engaged in marine fisheries activities. Coral reefs are highly vulnerable to climate change induced stresses that have led to substantial coral mortality over large spatial scales. Such climate change impacts have the potential to lead to declines in marine fish production and compromise the livelihoods of fisheries dependent communities. Yet few studies have examined social vulnerability in the context of changes specific to coral reef ecosystems. In this paper, we examine three dimensions of vulnerability (exposure, sensitivity, and adaptive capacity) of 29 coastal communities across five western Indian Ocean countries to the impacts of coral bleaching on fishery returns. A key contribution is the development of a novel, network-based approach to examining sensitivity to changes in the fishery that incorporates linkages between fishery and non-fishery occupations. We find that key sources of vulnerability differ considerably within and between the five countries. Our approach allows the visualization of how these dimensions of vulnerability differ from site to site, providing important insights into the types of nuanced policy interventions that may help to reduce vulnerability at a specific location. To complement this, we develop framework of policy actions thought to reduce different aspects of vulnerability at varying spatial and temporal scales. Although our results are specific to reef fisheries impacts from coral bleaching, this approach provides a framework for other types of threats and different social-ecological systems more broadly.  相似文献

Human adaptation to climate change is comprised of “adjustments” in response to (or anticipation of) climatic impacts. Adaptation does not necessarily imply favorable or equitable change, nor does it automatically imply sustainable use of ecosystems. “Sustainable adaptation” in this case implies strategic, collective action to respond to or anticipate harmful climate change to reduce disruption to key resource flows and adverse effects on general well-being. This research examined social-ecological system responses to recent warming trends in the remote northwest region of Interior Alaska using a unique vulnerability and adaptive capacity assessment (VA) approach that integrated indigenous observations and understanding of climate (IC) with western social and natural sciences. The study found that Alaska Native communities that were historically highly mobile and flexible across the landscape for subsistence hunting are increasingly restricted by the institutional rigidity of the regulatory system for wildlife and subsistence management. This has resulted in negative impacts to game harvest access and success threatening food security and community well-being. This suggests that policies limiting the ability of natural resource-dependent societies to be flexible, diversify, or innovate can threaten livelihoods and exacerbate vulnerability. Nevertheless, opportunities for sustainable adaptation exist where wildlife management is adaptive and includes an understanding of and response to climate variability and slow-onset climate change with the human dimensions of subsistence hunting for more effective “in-season” management.  相似文献

Abstract

The Mali agricultural sector and the country's food security are potentially vulnerable to climate change. Policies may be able to mitigate some of the climate change vulnerability. This article investigates several policy changes that may reduce vulnerability, including climate-specific and other policies. The policy set includes migration of cropping patterns, development of high-temperature-resistant cultivars, reduction in soil productivity loss, cropland expansion, adoption of improved cultivars, and changes in trade patterns. When all policies are considered together, results under climate change show an annual gain of $252 million in economic benefits as opposed to a $161 million loss without policy adjustment. Simultaneously, undernourishment is reduced to 17% of the Malian population as compared with 64% without policy adjustment. We also find tradeoffs in cases between economic benefits and undernourishment. Policies are also studied individually and collectively. Overall, the results indicate that policy can play an important role in reducing climate change vulnerability in Mali.  相似文献

Strategies to mitigate anthropogenic climate change recognize that carbon sequestration in the terrestrial biosphere can reduce the build-up of carbon dioxide in the Earth’s atmosphere. However, climate mitigation policies do not generally incorporate the effects of these changes in the land surface on the surface albedo, the fluxes of sensible and latent heat to the atmosphere, and the distribution of energy within the climate system. Changes in these components of the surface energy budget can affect the local, regional, and global climate. Given the goal of mitigating climate change, it is important to consider all of the effects of changes in terrestrial vegetation and to work toward a better understanding of the full climate system. Acknowledging the importance of land surface change as a component of climate change makes it more challenging to create a system of credits and debits wherein emission or sequestration of carbon in the biosphere is equated with emission of carbon from fossil fuels. Recognition of the complexity of human-caused changes in climate does not, however, weaken the importance of actions that would seek to minimize our disturbance of the Earth’s environmental system and that would reduce societal and ecological vulnerability to environmental change and variability.  相似文献

It has been claimed that high social capital contributes to both positive public health outcomes and to climate change adaptation. Strong social networks have been said to support individuals and collective initiatives of adaptation and enhance resilience. As a result, there is an expectation that social capital could reduce vulnerability to risks from the impacts of climate change in the health sector. This paper examines evidence on the role social networks play in individuals’ responses to heat wave risk in a case study in the UK. Based on interviews with independently living elderly people and their primary social contacts in London and Norwich, we suggest that strong bonding networks could potentially exacerbate rather than reduce the vulnerability of elderly people to the effects of heat waves. Most respondents interviewed did not feel that heat waves posed a significant risk to them personally, and most said that they would be able to cope with hot weather. Bonding networks could perpetuate rather than challenge these narratives and therefore contribute to vulnerability rather than ameliorating it. These results suggest a complex rather than uniformly positive relationship between social capital, health and adaptation to climate change.  相似文献

This paper explores the issue of climate vulnerability in Norway, an affluent country that is generally considered to be resilient to the impacts of climate change. In presenting a multi-scale assessment of climate change impacts and vulnerability in Norway, we show that the concept of vulnerability depends on the scale of analysis. Both exposure and the distribution of climate sensitive sectors vary greatly across scale. So do the underlying social and economic conditions that influence adaptive capacity. These findings question the common notion that climate change may be beneficial for Norway, and that the country can readily adapt to climate change. As scale differences are brought into consideration, vulnerability emerges within some regions, localities, and social groups. To cope with actual and potential changes in climate and climate variability, it will be necessary to acknowledge climate vulnerabilities at the regional and local levels, and to address them accordingly. This multi-scale assessment of impacts and vulnerability in Norway reinforces the importance of scale in global change research.  相似文献

News organizations constitute key sites of science communication between experts and lay audiences, giving many individuals their basic worldview of complex topics like climate change. Previous researchers have studied climate change news coverage to assess accuracy in reporting and potential sources of bias. These studies typically rely on manually coding articles from a handful of prestigious outlets, not allowing comparisons with smaller newspapers or providing enough diversity to assess the influence of partisan orientation or localized climate vulnerability on content production. Making these comparisons, this study indicates that partisan orientation, scale of circulation, and vulnerability to climate change correlate with several topics present in U.S. newspaper coverage of climate change. After assembling a corpus of over 78,000 articles covering two decades from 52 U.S. newspapers that are diverse in terms of geography, partisan orientation, scale of circulation, and objectively measured climate risk, a coherent set of latent topics were identified via an automated content analysis of climate change news coverage. Topic model results indicate that while outlet bias does not appear to impact the prevalence of coverage for most topics surrounding climate change, differences were evident for some topics based on partisan orientation, scale, or vulnerability status, particularly those relating to climate change denial, impacts, mitigation, or resource use. Overall, this paper provides a comprehensive study of U.S. newspaper coverage of climate change and identifies specific topics where outlet bias constitutes an important contextual factor.  相似文献
