从资源环境承载力、现有开发条件以及未来发展潜力3个方面,运用专家咨询及频率分布阈值划分等方法,构建湖南省重点开发区域选择综合指标体系.在此基础上,综合确定湖南省重点开发区域范围,并对全省重点开发区空间组织与发展策略进行探讨.研究结果表明:湖南省重点开发区域包括13个地级市(州)辖区(首府)、9个县级市和10个县,约占全省总面积的25.02%;湖南省重点开发区域空间体系呈四大板块分布,即长株潭城市群、长株潭拓展区、湘南中心城镇和湘西中心城镇;突出长株潭城市群"龙头地位、做强做大长株潭拓展区、构建东部工业发展走廊、培育湘南与湘西中心城镇,是湖南省重点开发区域空间组织与发展的重要抉择.  相似文献

依据国家"十一五"规划纲要提出的主体功能区划的理念和科学发展观的要求,分析了各类主体功能区的基本特征、省域主体功能区划的前提及基本地域单元的确定.从现有开发密度、资源环境承栽力、发展潜力等方面入手,设计评价指标体系,提出现有开发密度评价法、状态空间法、相对资源环境承栽力和发展潜力模型作为省域功能区划的评价方法.在综合分析评价的基础上,实现对主体功能区进行科学功能定位,从而逐步形成主体功能清晰、发展导向明确、开发秩序规范、开发强度适当,人口、经济、资源环境相协调的空间开发格局.  相似文献

根据山东省区域发展情况,参照"十一五"规划《纲要》提出的主体功能区划分基本思路,尝试建立由资源环境承载力、开发密度和发展潜力等因素构成的指标体系,并以山东省17个地市为基本空间单元,运用状态空间法划定山东省主体功能区。结果表明:除依法设立的各类自然保护区散布在各地市外,重点开发区和优化开发区主要分布在中东部地区,限制开发区集中在西部地区。该研究以期为山东省制定差别化区域政策、统筹区域可持续发展提供战略指导,并为我国主体功能区划分提供理论参考。  相似文献

在国家“十一五”规划纲要中, 将国土空间划分为优化开发、重点开发、限制开发和禁止开发四类主体功能区, 这是新时期传统区划理论和方法为国民经济和社会发展服务的一次重要创新。作者认为: 主体功能区划主要在于解决区域问题, 用科学发展观协调区域发展。 因此, 功能区区划的理论和方法也需要与时俱进的创新。文章通过盐城沿海开发空间区划实例进行功能区区划的理论和方法探索。首先, 综合经济区划。运用传统的综合经济区划理论与方法进行经济区划分, 大致确定不同经济区的经济发展布局方向; 其次, 控制开发区划。 综合考虑上述综合经济区的功能, 景观生态体系建设需要, 土地利用现状、辐射沙洲分布、近海海域污染、海港分布、水源保护地以及自然保护区和生态保护区等, 确定相关的禁止开 发区和限制开发区; 第三, 开发潜力区划。以乡镇为基本单元, 运用多因子分析方法, 按照资源环境承载力、现有开发密度强度、未来发展潜力3 个主因子进行开发潜力区划; 最后, 在上述三个区划的基础上, 进行主体功能区划。文章也认为: 主体功能区实质是一种区域发展政策区, 其区划也只是一种纯粹的区域划分, 是目前经济社会发展规划、土地利用规划和城市总体规划“三规”分立走向“三规”合一的空间平台。  相似文献

空间开发功能区划是根据区域的自然、社会、经济和环境的特征,将某一区域划分不同开发方向和发展潜力的子区域,是引导空间开发秩序、实施区域空间调控的重要依据.本文着重对空间开发功能区划的方法、类型、指标体系等方面进行初步探讨,提出了以经济开发价值和生态保护价值判定为基础的矩阵分类方法,并将空间的开发功能区分为适宜开发区、有限制开发区、适度保护区、限制开发区和灰色弹性区等5大类.在此基础上,开展了南通市沿长江岸线资源开发利用的功能区划研究,以此作为岸线开发和调整方向的依据.  相似文献

基于2000—2019年黄河流域九省区的面板数据,从经济发展、人民生活、教育发展、公共服务和资源环境5个角度建立了综合评价指标体系,运用区域协调发展测度模型、空间分析模型以及剪刀差模型,探讨了黄河流域区域协调发展过程中生态环境与经济社会发展的演变特征。结果表明:(1)黄河流域各省区的生态环境和经济社会发展协调程度差异化特征较为明显,不同地区之间的协调程度和变动趋势各有特点;(2)2000—2019年,各子系统之间的空间自相关程度表现为:公共服务>人民生活>教育发展>资源环境>经济发展,全局Moran’s I值总体上处于较低水平;(3)黄河流域各省区生态环境系统与经济社会系统增长速率的剪刀差值变动比较稳定,呈现出相对平缓的趋势,大致在0.15水平范围内波动;(4)经济发展、人民生活、教育发展、公共服务和资源环境5个子系统之间的相关系数绝对值呈现出差异化特征。  相似文献

在分析了区域人地关系系统基础上构建区域PRED系统,相对资源承载力模型进行了4方面改进:(1)基于人地关系理论和可持续发展理论构建区域PRED系统模型,将人口、资源、环境、社会和经济各子系统相对资源承载力进行整合。(2)在自然资源子系统中加入了林业用地面积和建设用地面积两个重要指标,在环境资源子系统中加入了环境污染治理投资总额,并在社会资源了系统中加入了全社会固定资产投资总额这一指标。(3)提出了加权平方平均相对资源承载力模型,并利用该模型对新疆维吾尔自治区(以下简称新疆)2000-2014 年相对资源承载力进行。(4)结合脱钩理论对相对资源综合承载力与资源环境、社会经济因子之间的关系进行研究。结果表明:采用改进后的相对资源承载力模型得出评价结果更符合资源匹配度较差地区的实际情况;新疆各要素相对资源承载力平均水平由大到小的顺序是:平均自然资源承载力、平均综合承载力、平均环境资源承载力、平均社会资源承载力、平均经济资源承载力。研究期间一直处于富余状态,自然资源优势相对突出,但是环境资源、经济资源、社会资源劣势也很明显,新疆综合承载力与资源环境、经济社会要素的矛盾十分突出。  相似文献

依据经济社会发展需求和资源环境承载能力的区域差别,进行建设用地配置,是区域空间引导和控制的重要内容.借助GIS空间分析方法.基于资源、环境、经济和社会等各方面要素进行空间开发适宜性分区分析,综合考虑城镇建设用地扩展的经济社会发展需求和资源环境承载力及其用地发展潜力,讨论了城镇建设用地数量和空间配置的方法.基于该方法,以海安县为案例区进行验证,分析表明:2020年该区城镇建设用地集中分布在县域中部和东南部资源环境约束较小、发展潜力较大的地区,有助于发挥不同地区的主体功能,实现区域人口、经济和资源环境的协调发展.  相似文献
