Low-lying, densely populated coastal areas worldwide are under threat, requiring coastal managers to develop new strategies to cope with land subsidence, sea-level rise and the increasing risk of storm-surge-induced floods. Traditional engineering approaches optimizing for safety are often suboptimal with respect to other functions and are neither resilient nor sustainable. Densely populated deltas in particular need more resilient solutions that are robust, sustainable, adaptable, multifunctional and yet economically feasible. Innovative concepts such as ??Building with Nature?? provide a basis for coastal protection strategies that are able to follow gradual changes in climate and other environmental conditions, while maintaining flood safety, ecological values and socio-economic functions. This paper presents a conceptual framework for Building with Nature that is used to evaluate coastal protection strategies, based on a case study of the Holland coast in the Netherlands. The added value and the limitations of these strategies are discussed.  相似文献

A comparative analysis of the existing hydrogeological and management information from 15 coastal aquifers in South America was performed in order to obtain insight into common features of the sub-continent coastal zones. Some knowledge from other areas has been incorporated. There is a very variable degree of knowledge and management practice, ranging from almost no data and no action (the most common case), to sound conceptual models about aquifer behaviour and comprehensive management actions such as relocation of abstractions, pumping brackish groundwater, and aquifer vulnerability mapping. Some common features are: intensive groundwater exploitation; lack of characterization studies to support resource planning and management; lack of monitoring networks; and the need for raising awareness within society and its involvement in resource planning and management action programmes. Quality and quantity problems arising in heavily populated areas associated with coastal aquifers in South America point to unsustainable groundwater development. The sustainable use of those aquifers must rely on adequate evaluation of aquifer characteristics and monitoring.  相似文献

Thirteen years since the EU Habitats Directive (1992/43/EEC) became a binding legal agreement, this paper considers the implementation of this important European environmental legislation as it applies to the coastal activities of seaports and harbours. The paper examines the relationship between environmental legislation and ports policy, and seeks to provide a comprehensive assessment of the policy and science that has been developed in relation to protected areas and port management. The paper reports the results of a survey of European port professionals, and their perception of the successes and challenges of the management regimes that have been established, as well as their opinions on how these have influenced the management within ports. The paper also provides a detailed examination of the scientific and technical developments with particular regard to dredging and habitat management in European ports. Key research gaps are identified, including: practical approaches to licensing procedures; lack of baseline information, especially with regard to in-combination effects; the efficacy of techniques for mitigating the impacts of dredging; and greater understanding on how more resilient models for collaborative action can be developed. The paper will be of use to environmental planners, scientists, regulators, conservationists, and port managers, as they consider how to apply science and management to the sustainable development and environmental protection of coastal areas.  相似文献

A methodology to analyse the influence of erosion on beach functions at a regional scale is presented. The method considers erosion hazards at different timescales and assesses consequences by evaluating impacts on recreation and protection functions. To provide useful information to decision makers for managing these functions, hazard and consequences are integrated at the municipal level within a risk matrix. This methodology is applied at the Maresme, a 45-km sandy coast situated northward of Barcelona, which supports a strong urban and infrastructure development as well as an intensive beach recreational use. Obtained results indicate differentiated erosion implications along the region, depending on the management target considered. Thus, southern municipalities are more prone to erosion affecting the protection function of the beach and leisure use by the local population, whereas erosion will have a greater effect on foreign tourism in the northern municipalities. These results highlight the necessity to employ an articulated erosion risk assessment focusing on specific targets depending on the site in question. This methodology can help coastal managers to adopt tailored measures to manage erosion impacts towards specific goals, in a more efficient and sustainable manner.  相似文献

Coastal hazard mapping in the Cuddalore region, South India   总被引:1,自引:0,他引:1  
It is estimated that nearly one-third of India’s population lives on the coast and is dependent on its resources. Shoreline erosion, storm surges and extreme events have resulted in severe loss of human life, damage to ecosystems and to property along the coast of India. Studies carried out in the Cuddalore region of South India reveal that this low-lying coastal zone, which suffered significant erosion during the last century, has been severely affected by the tsunami of 2004, storm floods and cyclones. In response to these impacts, a variety of coastal defense measures and adaptation strategies have been implemented in the region, although with only limited success. In order to inform future coastal planning in this region, the work reported here identifies a composite hazard line, seaward of which coastal flooding events will have a return interval of less than 1 in 100 years. The area landward of the coastal hazard line will be unaffected by 100 years of coastal erosion at present day rates. The study directly supports the Integrated Coastal Zone Management (ICZM) Plan of the Tamil Nadu State through the identification and assessment of coastal hazards and the overall vulnerability to coastal flooding and erosion. The key results from this pilot study will be used directly by the State of Tamil Nadu in the protection of the coastal livelihoods, better conservation measures and sustainable development along the coast. This study is a step toward mapping the hazard line for the entire coast of India that helps protect human lives and property.  相似文献

As the largest ecosystems of the earth, marine ecosystem provides many types of ecosystem service to human. More than 60% of the global population lives the coastal area. A healthy ocean is critical to our economy, health and way of life. However, with rapid population growth and densely inhabited coastal areas, our dependence on marine resources is greater than ever. The overuse and mismanagement of ecosystem services have placed great pressure on marine systems, thereby threatening the future of marine ecosystems, and the services they provide. With anthropogenic pressures increasing in coastal cities, adopting ecosystem-based management frameworks that minimize impacts on marine environments while allowing for sustainable development is critical. Marine Ecosystem-Based Management seeks to manage marine resources in ways that protect ecosystem health while providing the ecosystem services needed by people. Rather than focusing solely on a single species or resource, MEBM incorporates science and balances the demands of user groups in a manner that produces management strategies that are more likely to be sustainable than traditional approaches. The definition, principles and framework were discussed in this paper based on the summary of literature, and two examples were introduced. Last, some suggestions were put forward to marine ecosystem management for ocean ecosystem and for healthy coastal resources sustainable utilization.  相似文献

Water is a vital resource for the survival of not only human population, but also almost all ecosystems. Constituting 30 % of all freshwater, groundwater is the main source of available freshwater. Coastal aquifers, which serve as the major freshwater source for densely populated zones, are of vital importance and quite vulnerable to climate change. This paper examines the significant consequences of climate change, decreasing recharge rates, sea-level rise and increasing freshwater demand on the sustainable management of coastal aquifers, via a hypothetical case study. A 3-D numerical model is developed using SEAWAT, to simulate a circular island aquifer in the form of a freshwater lens surrounded by saltwater. Issues such as sloping land surface resulting in landward migration of the coastal boundary and transient response of the system due to pumping are considered through a set of predictive simulations. To assess the sensitivity of the model results to important parameters, a sensitivity analysis is performed. Results of this research, revealing the effects of mentioned pressures on the long-term sustainability of the freshwater resource, are evaluated on the basis of groundwater reserves and intrusion of the freshwater–saltwater interface in lateral and vertical directions. These outcomes are further used to determine the sustainable pumping rate of the system, considering both quantity and quality of the groundwater resources.  相似文献

Environmental problems of groundwater contamination in the Gaza Strip are summarized in this paper. The Gaza Strip is a very narrow and highly populated area along the coast of the Mediterranean Sea (360 km2). Human activities greatly threaten the groundwater resources in the area, while the unconfined nature of some parts of the coastal main aquifer favors groundwater contamination. Recent investigations show contamination of the aquifer with organic substances from detergents, agrochemicals, sewage (cesspools), and waste degradation. These effects enhance each other because there is no recycling industry, sewage system, or any type of environmental protection management at present. Inorganic contamination results from overpumping, which increases the salinity of the groundwater. Seawater intrusion also increases the salinity of the groundwater that are used for drinking and agricultural purposes. Consequently, at present about 80 percent of the groundwater in the Gaza Strip is unfit for both human and animal consumption. Solutions are very urgently needed for these problems in order to prevent the spread of dangerous diseases.  相似文献

在全球变化导致的海平面上升和灾害性气候等压力下,我国海岸带风暴潮、海岸侵蚀、地面沉降等灾害发生频率和强度正在增加,对海岸防护体系的需求日益提高。传统海岸防护工程维护成本高,更新困难,而且可能造成地面沉降、水质恶化、生态退化、渔业资源衰退等后果。基于生态工程的海岸防护提供了抵御海岸带灾害的新理念。修复和重建沙滩、红树林、沼泽湿地、珊瑚礁等海岸带生态系统,可以起到消浪、蓄积泥沙、抬升地面的作用,有效应对全球变化引发的灾害风险,形成更可持续的海岸防护体系。通过分析不同海岸防护技术的优势和限制,认为以生态工程为核心理念构建和管理我国海岸防护体系,才能起到保障社会经济发展和维持生态健康的最佳效果。  相似文献

The purpose of this research is to explore indigenous coping strategies and identify underlying demographic, socio-economic and other relevant variables that influence the adoption of coping strategies in three distinct cyclone-prone coastal villages of Bangladesh. The study finds that cyclones and induced surges are a recurrent phenomenon in coastal Bangladesh; hence people are used to adjusting their lifestyle and adopting their own coping strategies intelligently. Adoption of a particular set of coping strategies depends not only on the magnitude, intensity and potential impacts of the cyclone and induced surge, but also age, gender, social class, dissemination of early warning information, locational exposure, external assistance, social protection and informal risk sharing mechanisms within the community. Indigenous cyclone disaster prevention and mitigation strategies significantly minimize the vulnerability of the people. Under extreme situations, when such disasters surpass the shock-bearing capacity of the victims, informal risk sharing mechanisms through social bonding and social safety-nets become vital for short-term survival and long-term livelihood security. Therefore, proper monitoring and understanding of local indigenous coping strategies are essential in order to target the most vulnerable groups exposed to disasters. Additionally, proper dissemination of early warning and government and non-government partnerships for relief and rehabilitation activities should be prioritized to ensure pro-poor disaster management activities. The study also recommends effective monitoring of the impact of aid to ensure corrective measures to avoid the development of relief dependency by disaster victims.  相似文献

The demand for ecosystem services and the ability of natural ecosystems to provide those services evolve over time as population, land use, and management practices change. Regionalization of ecosystem service activity, or the expansion of the area providing ecosystem services to a population, is a common response in densely populated coastal regions, with important consequences for watershed water and nitrogen (N) fluxes to the coastal zone. We link biophysical and historical information to explore the causes and consequences of change in ecosystem service activity—focusing on water provisioning and N regulation—from 1850 to 2010 in a coastal suburban watershed, the Ipswich River watershed in northeastern Massachusetts, USA. Net interbasin water transfers started in the late 1800s due to regionalization of water supply for use by larger populations living outside the Ipswich watershed boundaries, reaching a peak in the mid-1980s. Over much of the twentieth century, about 20 % of river runoff was diverted from reaching the estuary, with greater proportions during drought years. Ongoing regionalization of water supply has contributed to recent declines in diversions, influenced by socioecological feedbacks resulting from the river drying and fish kills. Similarly, the N budget has been greatly perturbed since the suburban era began in the 1950s due to food and lawn fertilizer imports and human waste release. However, natural ecosystems are able to remove most of this anthropogenic N, mitigating impacts on the coastal zone. We propose a conceptual model whereby the amount and type of ecosystem services provided by coastal watersheds in urban regions expand and contract over time as regional population expands and ecosystem services are regionalized. We hypothesize that suburban watersheds can be hotspots of ecosystem service sources because they retain sufficient ecosystem function to still produce services that meet increasing demand from the local population and nearby urban centers. Historical reconstruction of ecosystem service activity provides a perspective that may help to better understand coupled human–natural system processes and lead to more sustainable management of coastal ecosystems.  相似文献

The coastal regions, deltas, and estuaries are severely affected by the sea level rise and cyclonic activities and climate changes. Sundarban delta is one of the most mysterious landscapes in the world, which has successively evolved due to sediment accumulation by the great Ganga and Brahmaputra river system. The area is characterized by low-lying islands and a flat topography coupled with macro-tidal activities, powerful surges, and seasonal cyclonic events. All these conditions put together this landscape defenseless to frequent flood and erosion. Since the last hundred years, the face of Sundarban has been changed remarkably from wildest to human-occupied territory by protecting this low-lying flat plain from tidal inundation through artificial embankment. In this background, the current study attempts to highlight the spatial extent and magnitudes of internal risk factors of the region using the composite vulnerability index. Coastal vulnerability defines a system’s openness to flood and erosion risk due to hydrogeomorphic exposures and socio-economic susceptibility in conjunction with its capacity/incapacity to be resilient and to cope, recover, or adapt to an extent. Coastal vulnerability assesses the potential risk from erosion and flooding of any low-lying coastal region due to its physiographical and hydrological exposures, socio-economic and political susceptibility, and resilience capacity. A natural system affects the socio-economic scenario of any region. Hence, multidimensional databases can be more effective to understand the extent of exposure, susceptibility, and resilience of any system. To throw some light on the situation of vulnerability of western estuarine Sundarban, between Muriganga and Saptamukhi interfluve, the composite vulnerability index has been carried out to delineate the magnitude and spatial extent of vulnerability with the help of quantitative techniques and geospatial tools. The estuarine tracts and coastal parts of the Ganga delta are two of the most densely populated areas in the world. The study highlights the critical situation of the population under different potential risk classes residing in the study area with the intention of suggesting some proper course of action of planning and management to conserve coastal communities in their original habitat.  相似文献

Although the western-Mediterranean coast of Egypt between Sallum and Alexandria, ~550 km long, has maintained a considerable equilibrium throughout history, developers have built traditional protective structures in an effort to form sheltered recreational beaches without taking into consideration its geomorphologic characteristics, coastal processes and their harmful impact on the coastal environment and human safety. The improper practices in this environmentally valuable region have induced us to undertake an initiative to carry out a morphodynamic analysis to provide a framework for understanding the relationship between coastal morphology and the prevailing dynamic forces. Based on the degree of natural protection or wave sheltering, the study shoreline can be categorized into four distinct morphotypical stretches: (1) high-energy wave-exposed shores and the outer margins of the rocky headlands, (2) moderate to high wave-energy beaches along semi-exposed embayments and bays mostly downdrift of the rocky headlands, (3) low-wave energy at semi-exposed headland lee-sided and pocket beaches, and (4) calm wave-sheltered enclosing water basins for safe anchorages, moorings and recreation beaches. The results deducted will have practical applications for shoreline management initiatives regarding sustained sites suitable for future beachfront development such as safe swimming conditions, sport facilities, water intakes and sheltered areas for vessels. In addition, benefits realized by the understanding of the morphodynamic processes would enhance our awareness of the significance of the role of western coast morphodynamics in supporting sustainable development via shoreline management. As far as sustainability is concerned, the selection of appropriate sites would help avoiding or minimizing the formation of the hard structures needed for creating safe recreation beaches. On a national scale, results reached could provide reliable database for information that can be used in establishing a sustainable shoreline management plan, which is, in turn, an essential part when implementing an Integrated Coastal Zone Management Plan for this region of attraction.  相似文献

Densely populated coastal zones of India are highly exposed to natural environment. These are impacted by episodic natural events, continuous coastal process, gradually rising sea levels and coexisting human interventions. The present study is an attempt to assess the implication of the sea level rise and coastal slope in the coastal erosion for entire mainland of India. In this regard, two methods were employed to estimate the shoreline change rate (SCR): (1) satellite-derived SCR using the Landsat TM and ETM+ acquired during 1989–2001 and (2) SCR derived by Bruun Rule using the parameters coastal slope and sea level trend derived from satellite altimetry. Satellite-derived SCR has been compared with the shoreline change estimated based on Bruun Rule, revealing a better agreement with each other in terms of trend. Peaks of shoreline retreat calculated using Bruun model and satellite-observed SCR offset by 25–50 km. Offset in these peaks was observed due to net drift towards north in the east coast and south in the west coast of India, revealing the applicability of the Bruun Rule along the Indian coast. The present study demonstrates that coastal slope is an additional parameter responsible for the movement of shoreline along with sea level change. The results of satellite-derived SCR reveal the highest percentage of erosion along West Bengal coast with 70% followed by Kerala (65%), Gujarat (60%) and Odisha (50%). The coastlines of remaining states recorded less than 50% of coasts under erosion. Results of this study are proving critical inputs for the coastal management.  相似文献

Understanding the transference of water resources within hydrogeological systems, particularly in coastal aquifers, in which groundwater discharge may occur through multiple pathways (through springs, into rivers and streams, towards the sea, etc.), is crucial for sustainable groundwater use. This research aims to demonstrate the usefulness of the application of conventional recharge assessment methods coupled to isotopic techniques for accurately quantifying the hydrogeological balance and submarine groundwater discharge (SGD) from coastal carbonate aquifers. Sierra Almijara (Southern Spain), a carbonate aquifer formed of Triassic marbles, is considered as representative of Mediterranean coastal karst formations. The use of a multi-method approach has permitted the computation of a wide range of groundwater infiltration rates (17–60%) by means of direct application of hydrometeorological methods (Thornthwaite and Kessler) and spatially distributed information (modified APLIS method). A spatially weighted recharge rate of 42% results from the most coherent information on physiographic and hydrogeological characteristics of the studied system. Natural aquifer discharge and groundwater abstraction have been volumetrically quantified, based on flow and water-level data, while the relevance of SGD was estimated from the spatial analysis of salinity, 222Rn and the short-lived radium isotope 224Ra in coastal seawater. The total mean aquifer discharge (44.9–45.9 hm3 year?1) is in agreement with the average recharged groundwater (44.7 hm3 year?1), given that the system is volumetrically equilibrated during the study period. Besides the groundwater resources assessment, the methodological aspects of this research may be interesting for groundwater management and protection strategies in coastal areas, particularly karst environments.  相似文献

针对中国北方地下水评价中偏重资源而对地下水的生态功能和地质环境功能重视不足的问题,立足于流域尺度的地下水循环系统和地下水的自然属性,突出协调综合发挥地下水的资源功能、生态功能和地质环境功能的目标,从地下水可持续开采量与地下水功能的理念基础、评价原则和评价机理3个方面探讨二者的内在关联性,认为它们同源于人与自然和谐的理念,都以流域尺度的地下水循环系统为研究主体,以保护生态与地质环境为目标,彼此相互促进和相互支撑.地下水功能评价是合理确定地下水可持续开采量的充分条件,地下水可持续开采量的合理确定是实现地下水功能评价目标的必要条件;如果二者缺一,则地下水的生态功能或地质环境功能难以得到有针对性的保护.  相似文献
