Resilience theory has gained considerable prominence with regard to the management of social-ecological systems and more recently climate change adaptation. Yet, how resilience is precisely understood, how its institutionalisation works and how organisations can operationalise principles for achieving resilience often remains vague. Therefore, the paper explores how institutional and organisational theory can enhance the understanding on resilience. Linking organisational institutionalism to resilience theory, the paper analyses in particular how resilience thinking can diffuse and translate into organisational action, and which challenges and barriers may exist. Empirical research on formal urban climate change adaptation in Vietnam is used to explore the important role of distinctive institutional features in a given culture, region or sector for shaping this process. It is argued that such context-specific institutional framework conditions are often underemphasised, thereby, hampering the transferability as well as operationalisation and implementation of resilience propositions. Relevant aspects include epistemological, ontological and normative dimensions. Linking the case study to neoinstitutional theory, recommendations are developed for increasing the intercultural transferability of resilience thinking into organisational practices.  相似文献

For the last five years, climate change has been increasingly perceived as a challenge for regional development. Compared to other nations, Germany is relatively ‘safe’, but the German regions are prone to different impacts of climate change; some of them might be positive but most will be negative in the long run. Strategic concepts are therefore needed to reduce the negative impacts and use the potential positive effects. Due to enforced research funding, several German regions are currently developing adaptation strategies within transdisciplinary research projects. Based on a comparative case study analysis of three of these projects, this paper looks for the benefits of resilience thinking in the context of climate change adaptation. The analysis shows that the case study regions try to increase their resilience to climate change by strengthening the properties of (1) resistance, (2) recovery and (3) creativity. But the discussion also reveals that only parts, certain sectors or subjects, of the region can increase their distinct resilience. Regional stakeholder networks as established within the case study regions can make a significant contribution to linking different sectors and levels of action. Therefore, this approach seems to be applicable for integrating the need for adaptation within the whole region. It is believed that the regionalized communication of potential climate change impacts raises awareness for climate change adaptation, helps to develop appropriate adaptation measures and encourages action. Hence, different approaches can indeed lead to more resilient structures. But the resilient society at regional level remains utopia.  相似文献

自20世纪以来,随着人口、资源与环境矛盾的日益加深,全球各区域的自然灾害成灾次数、经济损失和受灾人口明显增多,自然灾害灾情不断上升,灾害风险已经成为可持续发展的最大障碍。风险、脆弱性、恢复力和适应性相关的灾害综合管理和减灾作为实施可持续发展的重要途径,已被学术界、经济与社会界予以高度重视。在国际减灾十年(IDNDR)活动、国际减灾战略(ISDR)的相继实施的大背景下,国内外学者兴起了研究灾害脆弱性和恢复力的新一轮热潮。目前国内外对承灾体脆弱性的研究较多,但对于灾害恢复力的恢复力研究才刚刚起步,虽然承灾体的恢复力建设近年来也逐渐被认识到是减灾行动中的一个重要环节。20世纪70年代开始,恢复力这一概念首先从力学被引入生态领域,目前,它已经成为生态、灾害和气候变化等多个学科共同关注的对象。对恢复力的概念发展和国内外目前的研究动态进行了较全面的综述,论述了灾害恢复力的科学价值和重要性,分析了灾害脆弱性与灾害恢复力的关系,总结了恢复力评估的主要方法、特点和难点,并在此基础上对灾害恢复力未来研究进行了展望,提出了研究的关键问题并建议进行更深入的研究。  相似文献

This paper deals with coping and adaptation processes to natural hazards and (potential) climate change impacts. Selected response measures to natural hazards are critically reviewed with respect to the actual and potential consequences that these measures might imply for additional adaptation needs and changes within social-ecological systems. In this context, the author introduces the concept of first- and second-order adaptation processes in order to underline the cascade process that adaptation implies, the potentials for failure, and the limits of adaptation. Important aspects of first- and second-order adaptation processes as well as the issue of the limits of adaptation are illustrated based on observations and empirical work conducted in Vietnam. In its final part, the paper discusses the findings in light of selected theoretical approaches that might help to understand how stabilization and destabilization processes are influenced or even triggered by adaptation measures.  相似文献

Framing vulnerability, risk and societal responses: the MOVE framework   总被引:9,自引:7,他引:2  
The paper deals with the development of a general as well as integrative and holistic framework to systematize and assess vulnerability, risk and adaptation. The framework is a thinking tool meant as a heuristic that outlines key factors and different dimensions that need to be addressed when assessing vulnerability in the context of natural hazards and climate change. The approach underlines that the key factors of such a common framework are related to the exposure of a society or system to a hazard or stressor, the susceptibility of the system or community exposed, and its resilience and adaptive capacity. Additionally, it underlines the necessity to consider key factors and multiple thematic dimensions when assessing vulnerability in the context of natural and socio-natural hazards. In this regard, it shows key linkages between the different concepts used within the disaster risk management (DRM) and climate change adaptation (CCA) research. Further, it helps to illustrate the strong relationships between different concepts used in DRM and CCA. The framework is also a tool for communicating complexity and stresses the need for societal change in order to reduce risk and to promote adaptation. With regard to this, the policy relevance of the framework and first results of its application are outlined. Overall, the framework presented enhances the discussion on how to frame and link vulnerability, disaster risk, risk management and adaptation concepts.  相似文献

Vulnerability, resilience, and adaptation are three fundamentally inter-related concepts among such research communities as global environmental/climatic change, social–ecological and disaster risk science. However, their mutual relationships are still unclear so far particularly in the field of disaster risk reduction, which to some extent blocks the reasonable risk analysis and scientific decision making. This paper performed a brief overview on the basic definitions and evolution processes of vulnerability, resilience, and adaptation, and tentatively categorized past diverse thoughts of their relationships into three modalities, such as, vulnerability preference, resilience preference, and overlapped relationships. From a “hit-damage-recovery-learning cycle” insight and based on an empirical case study, we put forward two conceptual frameworks to address the relationships of vulnerability, resilience, and adaptation within the disaster risk domain, and we further discussed their broader implications in terms of disaster risk management and social–ecological sustainability. In an attempt to bring together the analytical frameworks of vulnerability, resilience, and adaptation, this study indicates that a sustainable adaptation strategy to the unavoidable disasters or changes should not only seek to reduce the vulnerability of a social–ecological system, but also to foster its resilience and adaptive capacity to future uncertainties and potential risks.  相似文献

This paper reports exploratory research conducted in a flood-impacted rural Australian town to identify the factors which residents perceived as supporting community resilience to disaster. There is a gap in this research area centred in the Australian disaster context. Since Australia is predicted to be highly impacted by the effects of climate change in the form of an increased incidence of flooding, an urgent need exists to examine the factors that confer resilience to disaster-impacted localities to inform suitable disaster mitigation and adaptation policies for the future. Because of the complexity of community resilience and its interrelationship with individual resilience, a multi-method approach was used: a demographic study to assess community stability and functioning before and after the flood disaster, focus group interviews to obtain from community members their views on what supported them and their community resilience and a survey to generalise the interview findings. Our operating hypothesis was that individuals remaining in the town post-flood were likely to be resilient to the flood disaster. The demographic study results pointed to a resilient community after the floods as they reflected stability in population numbers and socio-economic indicators. The interviews and survey showed that individual resilience was promoted by social connectedness and a sense of place, a factor that was also negatively linked to the desire to relocate from the community. The use of structural equation modelling of our results provided verification of prior research findings about the role of sense of place in supporting individuals’ resilience. Results are discussed in the context of future climate change adaptation policy.  相似文献

Globally, it is smaller urban settlements that are growing most rapidly, are most constrained in terms of adaptive capacity but increasingly looked to for delivering local urban resilience. Data from three smaller coastal cities and their wider regional governance systems in Florida, US; West Sussex, UK and São Paulo, Brazil are used to compare the influence of scale and sector on city adaptive capacity. These tensions are described through the lens of the Adaptive Capacity Index (ACI) approach. The ACI is built from structuration theory and presents an alternative to social-ecological systems framing of analysis on adaptation. Structuration articulates the interaction of agency and structure and the intervening role played by institutions on information flow, in shaping adaptive capacity and outcomes. The ACI approach reveals inequalities in adaptive capacity to be greater across scale than across government, private and civil society sector capacity in each study area. This has implications for adaptation research both by reinforcing the importance of scale and demonstrating the utility of structuration theory as a framework for understanding the social dynamics underpinning adaptive capacity; and policy relevance, in particular considering the redistribution of decision-making power across scale and/or compensatory mechanisms, especially for lower scale actors, who increasingly carry the costs for enacting resilience planning in cities.  相似文献

气候变化影响和适应对策方法评估的研究目的主要是建立和应用先进有效的分析工具和评价方法对气候变化脆弱性和适应对策进行科学评估. 因此需要了解当前已经在自然资源和环境研究中广泛使用的决策分析工具,掌握和了解各种适应对策评估工具的关键特性及其优缺点. 首先介绍各种有关适应对策的定义及两大类适应评估方法途径, 同时举例介绍不同方法在气候变化影响和适应评估研究中的应用. 常规的适应对策评估分析主要以政府间气候变化专业委员会(IPCC)气候变化影响和适应对策评估技术指南中的方法工具为代表, 另一种适应对策研究则致力于改善各种对气候变化敏感系统的适应能力和复原能力. 文中对各种适应对策评估方法和工具进行了介绍和讨论,并提出气候变化适应研究的新方向.  相似文献

Natural resource-dependent societies in developing countries are facing increased pressures linked to global climate change. While social-ecological systems evolve to accommodate variability, there is growing evidence that changes in drought, storm and flood extremes are increasing exposure of currently vulnerable populations. In many countries in Africa, these pressures are compounded by disruption to institutions and variability in livelihoods and income. The interactions of both rapid and slow onset livelihood disturbance contribute to enduring poverty and slow processes of rural livelihood renewal across a complex landscape. We explore cross-scale dynamics in coping and adaptation response, drawing on qualitative data from a case study in Mozambique. The research characterises the engagements across multiple institutional scales and the types of agents involved, providing insight into emergent conditions for adaptation to climate change in rural economies. The analysis explores local responses to climate shocks, food security and poverty reduction, through informal institutions, forms of livelihood diversification and collective land-use systems that allow reciprocity, flexibility and the ability to buffer shocks. However, the analysis shows that agricultural initiatives have helped to facilitate effective livelihood renewal, through the reorganisation of social institutions and opportunities for communication, innovation and micro-credit. Although there are challenges to mainstreaming adaptation at different scales, this research shows why it is critical to assess how policies can protect conditions for emergence of livelihood transformation.  相似文献

历史时期气候变化对社会发展的影响与人类适应问题,是当前全球变化领域的研究热点之一。近年来,在利用丰富的历史文献资料研究中国历史时期(特别是过去2000年时段)气候变化与人类社会相互作用的过程机理方面取得了一系列新成果。本文将其归纳为3个方面: 理论上,构建了基于粮食安全的气候影响传递过程分析框架;方法上,实现了服务于气候变化影响研究的、基于语义差异的历史社会经济序列定量重建;科学认识上,总结出“冷抑暖扬”而又福祸相依的宏观韵律。在此基础上,对未来研究需要进一步深化的方向进行了展望。  相似文献

The concept of vulnerability is increasingly used in the fields of disaster risk reduction and climate change adaptation, as well as socioeconomic studies. This paper reviews research inputs into the concept of vulnerability and highlights the challenges of resolving its spatial and temporal variability with building resilience and adaptation. We hypothesise that a clear understanding of scale is key to integrating these related issues, by differentiating three dimensions of scale when analysing relationships between the observed and the intrinsic scale of a given phenomenon, namely space, time and dimensional level. The paper analyses 20 vulnerability assessment approaches, ranging from the global down to the local scale, and positions them with regard to their integration of the spatial component. We then develop a vulnerability cube as a framework to position existing approaches and to map them in a three-dimensional space. The three axes represent space, time and dimension and provide a structure for the different notions of scales and ultimately for a spatial analysis workflow. The vulnerability cube framework helps us to position different vulnerability assessments and to identify overlaps, differences and specific characteristics. Additionally, this three-dimensional conceptualisation allows the identification and discussion of appropriate scaling issues.  相似文献

This paper reflects on the resurgence and meaning of the adaptation concept in the current climate change literature. We explore the extent to which the early political economic critique of the adaptation concept has influenced how it is used in this literature. That is, has the current conceptualization been enriched by the political economic critique of the 1970s and 1980s and thus represent something new? Or is the concept used in a way today that echoes previous debates; that is, is this a déjà vu experience? To answer this question, we review the early political economic critique of the natural hazards school’s interpretations of vulnerability and adaptation. We then examine the revival of the adaptation concept in the climate change literature and discuss its main interpretations. For the purposes of this paper, the climate change literature encompasses the four IPCC reports and adaptation-focused articles in four scholarly journals: Global Environmental Change, Climatic Change, Climate and Development, and Mitigation and Adaptation Strategies for Global Change. Our content analysis shows the dominance (70%) of “adjustment adaptation” approaches, which view climate impacts as the main source of vulnerability. A much smaller percentage (3%) of articles focus on the social roots of vulnerability and the necessity for political–economic change to achieve “transformative adaptation.” A larger share (27%) locates risk in both society and the biophysical hazard. It promotes “reformist adaptation,” typically through “development,” to reduce vulnerability within the prevailing system. We conclude with a discussion of continuity and change in the conceptualization of adaptation, and point to new research directions.  相似文献

Despite massive investment in flood control infrastructure (FCI), neither cities nor rivers have been well served—flooding continues to challenge cities around the world, while riverine ecosystems are degraded by FCI. Although new flood hazard management concepts have shifted the focus away from FCI, many cities continue to count on FCI to prevent flood damage. It is assumed that existing built-up areas can only count on FCI, as large-scale retreat is often impossible. However, flood adaptation—retrofitting the built environment to prevent damage during flooding—as an option is often ignored. This paper argues against the continual use of FCI to prevent flood damage by reviewing FCI’s established problems. The paper examines human–river interactions associated with FCI, focusing on the feedback mechanisms in the interactions, with a case study on the Lower Green River (LGR) valley in King County, Washington, USA. An urban ecology research model is employed to organize the case study, where interactions between floodplain urbanization, FCI, flow and sediment changes, flood risk, and riverine ecosystem are explored and two feedback mechanisms—river adjustment and flood risk perception—are explicitly addressed. The resulting complex dynamics, in terms of cross–scale interactions, emergence, nonlinearity, and surprises, are synthesized and limitations of FCI outlined. Flood adaptation is explored as a plausible alternative to flood control to nurture flood resilience. A management scenario of flood adaptation for the City of Kent—the largest municipality in the LGR valley—is developed to discuss the implications of flood adaptation on flood risk and river restoration.  相似文献

The paper discusses how the current climate change debate influences the way in which development is conceptualised, negotiated and implemented. The objective of the article is to explore some of the underlying controversies that characterise development discourses in the context of climate change. Adaptation to climate change goes along with a significant shift in discourses used to deal with what is normally called development. This is reflected in shifting research interests and perspectives, from vulnerability studies to resilience thinking. However, the paper argues, this shift is problematic for the normative contents of development and especially for a pro-poor and grass roots perspective.  相似文献

There is a general consensus that Small Island Developing States are among the most vulnerable to experience climate injustices. Vulnerability studies of climate change effects on communities have often focused on differences between communities given these climate injustices. However, there is a need to also focus on vulnerability within communities, referred to here as comparative vulnerabilities. Climate justice therefore becomes even more important with more focused attention given to the nuances within groups that fall within the vulnerable category. This article examines comparative vulnerabilities for the fishing community in Jamaica. A survey of 241 fishers from Old Harbour Bay, the largest fishing village in Jamaica, was conducted to examine the level of vulnerability of different fishers to climate change. A vulnerability index was constructed for the community and then comparative vulnerabilities were determined based on socio-demographic characteristics. Overall for the sample 46.9% of respondents would be considered as experiencing a comparatively high level of vulnerability to climate change. Climate change vulnerability was influenced by a number of socio-demographic variables with unique profiles emerging for groups that can be ranked as low, moderate, and high vulnerability. The paper therefore argues that within vulnerable populations there are comparative vulnerabilities based on economic factors and social capital, which must be taken into consideration for adaptation strategies to be implemented. Given these comparative vulnerabilities a more targeted approach to coping and adaptation strategies can then be taken. This will assist in building resilience of these communities that must now adjust to a new normal with climate change effects currently occurring.  相似文献

文中简要回顾了中国全球变化研究的历史 ,指出 ,1986— 1990年是中国国际地圈生物圈计划(IGBP)研究的初期 ,围绕IGBP主要科学问题如古环境、气候和海平面变化以及地气相互作用方面开展了有计划、有组织的研究。1991— 1995年中国全球变化研究有了较大发展 ,研究范围扩展到陆地生态系统 ,全球气候变化预测、影响和对策 ,中国生存环境变化以及生物多样性保护和持续利用等领域。1996— 2 0 0 0年其研究进一步与社会可持续发展相结合 ,成功实施了一批以中国科学家领衔的国际研究计划。随着新世纪的来临 ,中国一系列全球变化大型研究计划相继启动 ,使全球变化研究进入了一个新的发展阶段 ,特别是集成研究方法的应用 ,在解决与公众利益密切相关的由环境恶化所带来的一系列重大问题 ,组织全球变化的区域响应以及全球变化适应性等研究方面得到了深化和加强。  相似文献

The social impact of global climate change is one of the hotspots in the current research. To deal with the challenges from climate change, it could be learned from the adapting experiences and lessons to climate change in the history. The main achievements of cognition on the historical impacts of climatic change in China and on coping with the climate changes in the future based the published papers in recent years is summarized. The followings are the main conclusions. ①The general characteristics of the impacts of climatic change in the history was negative in the cold periods and positive in the warm periods, but there were regional differences in the impact and responses. ②The cooling trend on centurial scale and the social economic decline run concurrently. The rapid development supported by better resources and environment in the warm period could lead to the increase of the social vulnerability when the climate turned to the cold period. ③Strategies and policies to cope with the climate change in the history were adopted according to the temporal and spatial circumstances and the subjects. Initiative adaptation promoted by governments was an effective way.  相似文献

Armed conflict has played an increasingly important role in the transformation of key social and environmental systems at multiple spatial and temporal scales. Accelerated resource flows and environmental change dynamics intersect with conflict processes in ways that are substantial and yet inadequately understood. Drawing on research along the Pakistani border in eastern Afghanistan’s embattled province of Nangarhar, we employ a coupled systems approach for understanding the ways in which social-ecological processes shape and are shaped by armed conflict. Based on field surveys, geospatial analysis of land and forest change, and participatory research among local communities, government agencies and military actors, we identify several causal processes linking conflict and dynamics of social-ecological change in the context of multiscalar geopolitical processes. We focus attention on four inter-related elements: (1) transitional modes of resource governance relating to armed militia groups and state intervention, (2) forest changes related to illegal logging and trade networks, (3) the erosion of upper-montane rangelands through encroachment and changing pastoral responses to conflict, and (4) significant land use changes in the agricultural sector toward the cultivation of opium poppy. Our research highlights the importance of center-periphery relations, the problematic nature of local agency, and the ways in which local social-ecological elements—here, particularly, timber and opium—become political objects within competing narratives of (in)security and ongoing state formation.  相似文献
