The World Gay Pride week convened in Rome in July 2000 at the same time the Catholic Church planned on celebrating its Holy Year Jubilee. Thousands of gays came together, and by the end of the week more than 200,000 marched through the streets of Rome's historical centre. This unique event provides an opportunity to examine the causal relationship of the gay movement acquiring a political identity of its own while the city of Rome was trying to assert a `proper' identity for its public spaces. Acting in solidarity for the first time since its formation, the gay movement drew attention to the difficulties in securing unrestricted access to Rome's public spaces. Conservative sectors of society challenged the right to demonstrate, as guaranteed in Italy's Constitution, which resulted in the delay of obtaining the necessary permit. On the one hand, this revealed the existence of sectors of society not yet willing to acknowledge gay rights or even discuss gay issues in public; on the other, it helped make clear that the process for building Rome's identity is governed by a specific political design. In particular, policies for the privatisation of urban space in conjunction with discriminatory planning processes in the city's historical centre, point to tourism as a powerful tool to control urban space. Resisting this spatial marginalization the gay movement has significantly widened the scope of its social and political action in order to contest prevailing practices and trends which are shaping the city.  相似文献

A major concern of work in urban and political geography in recent decades has been to analyze how and in whose interests local space economies are produced and reproduced. A common focus is on the role local elites play in gathering support for their development agendas. Drawing from these literatures, this paper focuses on how various visions of the future of localities are contested in the local policy process. It argues that this struggle can be usefully understood as a cultural politics in which meanings are defined and struggled over, where social values are naturalized, and by which `common sense' is constructed and contested. The use of the term `cultural politics of local economic development' is, then, intended to indicate that meaning-making and place-making occur simultaneously in struggles over the future of space economies. It is also an attempt to overcome the problematic distinction between `culture' and `economy' that continues to haunt a great deal of work on urban politics. Through a case study of urban politics in Lexington, Kentucky in which discursive strategies are highlighted, it is argued that this approach is useful in that it provides insight into non-elite perspectives on local economic development and that it underscores the role played by everyday life in constituting political action. The paper concludes by suggesting that any problematization of the conceptual distinction between `culture' and `economy' must be carried out in and through detailed analyses of how groups involved in social struggle frequently construct rhetorical strategies in reference to it.  相似文献

The contemporary restructuring of urban space in the United Kingdom can be understood in terms of much broader social, political, and economic changes. This paper provides an analysis of this experience in London's Docklands, as a way of highlighting the connections between these social relations. We can best understand these changes by drawing upon regulation theory, which posits a firm, but dynamic, link between economic and political processes. Through an analysis of urban policy changes, political struggles, and economic shifts in London's Docklands, I argue for a more central role for the state and social movements in the understanding of social regulation and urban change. Finally, the paper considers the establishment of an Urban Development Corporation in the area in 1981, which represents an attempt by the central government to establish a new regime of economic and political life in the area. This has produced important conflicts at a local level, which typify the conflictual nature of attempts to restructure the economic and political relations of urban locales.  相似文献

The article overviews the most important changes in the internal urban structure of Prague since 1989. Post-communist urban development has been influenced by government-directed reforms of political and economic system, internationalisation and globalisation, public policies favouring unregulated market development, economic restructuring in terms of deindustrialisation and growth of producer services, and increasing social differentiation. The three most transparent processes of urban change in Prague have been (1) commercialisation of the historical core; (2) revitalisation of some inner city neighbourhoods; and (3) residential and commercial suburbanisation in the outer city. This article considers a distinctive but neglected aspect of the urban scene, namely street prostitution and the accompanying phenomenon of red-light districts. It argues, with reference to Western European examples, that prostitution is a significant urban activity that relates to other economic and social functions of the city, and that an understanding of the location and functioning of such areas can reveal otherwise less obvious aspects of the urban social and political structure.  相似文献

In the midst of the ever-increasing natural and human-induced disasters, where many of the preparedness and mitigation measures show inefficiencies, there is narrow margin for decision-makers to make mistakes by misallocating budgets, designing infeasible reconstruction plans, and in other terms, making decisions not in line with the public preferences. In particular, public participation in post-disaster measures seems undoubtedly necessary to reduce the possible economic, social, political, and cultural conflicts around the stressful community after a major disaster. This paper aims at evaluating the role of public participation in increasing the reconstruction phase efficiency through a case study of the reconstruction process in Bam, a southeastern Iranian city, after the 2003 earthquake. It is attempted to identify the major motivators of the public participation through a combination of quantitative and qualitative studies. Statistical data are generated through a set of questionnaires being filled by a number of 200 randomly selected survivors. The numerical results were then discussed through the Focus Group technique sessions to determine the main contributors to the public participation. It is later found that the answers are found among the performance of the reconstruction authorities, financial policies, emotional resiliency of the survivors, public information mechanisms, public satisfaction, the pace of reconstruction, and temporary housing policies.  相似文献

Latin American scholars have recently discussed the privatization of urban public space. A fundamental aspect of this process is the disintegration of communities because it often targets and affects a peculiarly Latin American kind of public space: the plaza. Plazas have traditionally functioned as cultural centres in Latin American cites. They are central meeting points for political groups, sites of civic expression and public resistance, as well as places to purchase relatively cheap goods and services. Plazas are, therefore, sites in which families, neighbours, and political organizations mingle, interact, and also challenge authority. This paper uses these sorts of insights on public space in Latin America to develop a conceptualization of the plaza as a community centre. However, the multiple practices and interactions that occur in these forms of public space have been disrupted by state-led strategies which seek to privatize and sanitize public space, thereby disrupting??or even destroying??the community centre. I use primary materials on Mexico City??s Historic centre and its plaza to explore the ways in which this specific type of urban public space has been affected physically and symbolically by a regeneration scheme known as the Programa de Rescate.  相似文献

This study compares architectural and planning approaches to urban form and design within a North American context. It presents a critical assessment of the results of semi-structured, in-depth interviews with a group of highly experienced architects, landscape architects, and planners from the Greater Toronto Region. Dialogues with practitioners revealed a growing intellectual divide in regard to understanding urban form and design issues. Planners portrayed the urban form as a product of social and economic forces or a backdrop for civic institutions, private development initiatives, and public action. Architects and landscape architects, on the other hand, emphasized the importance of built configurations and spatial relations in shaping economic, social, and cultural patterns. With such a polarized perspective of urban development processes, each group of practitioners proposed different and somewhat contradictory visions for the future of North American built forms. This study develops an understanding of theoretical and pragmatic concerns within design professions (architecture/landscape architecture) and social science professions (planning at large) that hamper the development of integrative urban design visions. It extends an interdisciplinary understanding of built environments and the forces that shape them and paves the way for more in-depth studies aimed at creating more integrative urban design theories and development strategies.  相似文献

This article examines the relationship between immigration and urban renewal in Naples during the 1990s through the conflicting representations and uses of Piazza Garibaldi, a large piazza located in front of the city's central railway station. As well as the hub of the city's public transport network, since the mid-1980s this piazza has been the multifunctional space for a number of immigrant groups. Re-envisioned as the `gateway' to the city's regenerated centro storico (historic centre) during the 1990s, the piazza became a focus of public debates on security, tourism and, in particular, immigration. I examine how these issues intersected with political discourses about a renewed sense of citizenship in redefining the piazza as a strategic but problematic public space. Drawing on ethnographic fieldwork and analysis of local newspaper reports, the article looks at the ways in which the piazza has been appropriated by different immigrant groups for social and economic purposes, and how, at the same time, they have been excluded from discourses about a `new' Naples.  相似文献

This paper examines urban vegetable gardens in the Metropolitan Region of Barcelona (MRB) in the context of a political ecological approach. We argue that these gardens provide an interesting example of how the urbanization process creates particular “socionatures” linked in this case to retired members of the working class who occupy (often as squatters) and transform the interstices left by the expanding city in order to produce food at a small scale. We document how these vegetable gardens are the product of a peculiar form of the recent urban history of the area, and also how they are increasingly under pressure due to the rapid process of sprawl now characterizing the expansion of the built environment in the Barcelona region. Vegetable gardens also highlight the contradictions of public policies in managing urban development, since the general attitude towards their elimination from the urban landscape stands in opposition to many of the sustainability initiatives such as the “greening of cities” promoted by city councils in this area.The empirical analysis was carried out in the municipality of Terrassa, one of the largest cities in the MRB, and also one with a higher number of vegetable gardens. We interviewed 132 plot users and obtained data about the legal status of gardens, their size and appearance, and crops grown, as well as the reasons for pursuing this activity. Our results show that, in general, this is an activity undertaken by people over 60 years old, often retired members of the working class that migrated to Catalonia from other Spanish regions in the 1960s and 1970s, and that use these spaces for a variety of reasons (personal goals, support to their families, and also as a bond to their rural past). Finally, we develop some conclusions regarding vegetable gardens in which we maintain that different social classes may create different natures but that class and power relations appear to legitimize some of these natures over others, for example, private and public gardens having a much larger social and institutional appeal and support than the vegetable gardens of the retired workers.  相似文献

Rapid urbanisation in India is a key contributor to the overstressed public infrastructure. The urban public transport system is one of the important infrastructure systems. An effective public transportation network helps the city improve its accessibility, lower carbon footprint, and enhances economic growth and societal equity. India is a relatively poor country with limited public resources. Therefore, investing in an effective urban public transport system needs a tailored approach. Such an approach would entail using public transport to guide urban development. In this context, the first step would be to measure the accessibility levels of the existing public transport network and then use the accessibility mapping outputs to better inform the urban planning process. This study explores the Public Transport Accessibility Level (PTAL) tool that measures the accessibility of the public transport system and provides a spatial visualisation using Geographic Information System. PTAL is implemented taking Hubli-Dharwad as a case study for the base year (2020) superimposed with population and employment density, and future year (2031). The outcome of the research facilitates the city planning process by guiding transportation and land-use zoning integrations, direct public transport investments, demarcation of transit-oriented development zones, parking policies, and identifying locations of affordable and low-cost housing.

20世纪90年代,互联网飞速发展,不仅深刻地影响了我们的社会系统和经济结构,同时也重构了全球城市的物理和虚拟空间结构形式。近几年,在西方发达国家,网络信息空间的相关研究已经成为多学科研究的热点,有关城市网络信息空间的地理学研究也不断涌现。从技术与经济的角度入手,在已有文献资料基础上,对西方地理学界关于网络信息空间与城市发展的研究进展进行了评述。首先界定网络信息空间的概念及其相对于物理空间的各种特征,然后总结城市学者研究网络信息空间的几种理论方法,并从三个空间层次分别评述现有的实证研究成果。在此基础上,对网络信息空间的测量方法和关于城市地理学的研究内容进行了进一步展望。  相似文献

The growing field of urban political ecology (UPE) has greatly advanced understandings of the socio-ecological transformations through which urban economies and environments are produced. However, this field has thus far failed to fully consider subjective (and subject-forming) dimensions of urban environmental struggle. I argue that this can be overcome through bringing urban political ecology into conversation with both post-structural political ecology and critical geopolitics. Bridging these literatures focuses attention on practices of socio-ecological exclusion and attachment through which environmental subjectivities are formed. This argument is drawn out through a case study of the politics of local economic development and conservation within the watershed of the Big Darby Creek near Columbus, Ohio. This struggle was driven by a preservationist movement that coalesced around a shared understanding of socio-ecological hybridity as a source of metaphysical insecurity. Hybridity appears here as a site of political and ethical struggle over social and ecological exclusions produced in the pursuit of security. This case study demonstrates a paradox of environmental politics: the non-human is at once a site of constituent possibilities for identity and subjectivity as well as forces which seek to foreclose this radical openness. Recognizing the paradoxical nature of environmental struggle allows for a more complex and nuanced account of the multifarious forces that shape the formation of environmental subjectivities.  相似文献

Heritage is the contemporary usage of a past and is consciously shaped from history, its survivals and memories, in response to current needs for it. If these needs and consequent roles of heritage, whether for the political legitimacy of governments, for social and ethnic cohesion, for individual identification with places and groups, or for the provision of economic resources in heritage industries change rapidly, then clearly we expect the content and management of that heritage to do likewise. The cities of Central Europe have long been the heritage showcases that reflected the complex historical and geographical patterns of the region's changing governments and ideologies. The abrupt economic and political transition and reorientation of the countries of Central Europe has thus, unsurprisingly, led to many equally abrupt changes in the content and management of urban heritage throughout the region. The uses made of heritage are clearly drastically changing but so also is the way that heritage is currently managed. What is happening, as well as how, is however uncertain and investigated here. The revolutionary eradication of a rejected past, a return to some previous pasts or the beginnings of a new past in the service of a new present are all possibilities. Answers are sought to these questions through the examination of a selection of cases of types of heritage city and their management in the region. These include an archetypical European gem city (Eger, Hungary), a tourist-historic honey-pot (?esky Krumlov, Czechia), a medium-sized multifunctional city (Gdansk, Poland), a major metropolis (Budapest, Hungary), the relict anomaly (Kaliningrad/ Königsberg, Russia) and the national cultural centre of Weimar.  相似文献

In the debate on urban and regional competitiveness, it has become fashionable to stress the growing importance of creativity for economic development. Especially scientist-consultants with a keen eye for what politicians and business people want to hear have taken centre stage in this discussion. Each city and region in the advanced capitalist world seems to prefer a label as creative city or region, and all look after the same type of industries and try to produce the same set of conditions, while investing in higher education and research institutes, networking and lobbying institutions, and the promotion of spin-off companies. A vast number of leaders and spokesmen of local and regional (quasi) governments believe that a major thing to do is to become more attractive places to live for creative knowledge workers or the ‘creative class’, as it is euphemistically labelled.However, in academia there is a lot of scepticism with regard to the use of these concepts and their meaning for urban and regional competitiveness. Also citizen movements and NGOs, and some political parties, voice their concern about the extent to which policies that apply these concepts and ideas might only benefit an elite of higher educated, well- paid professionals while at the same time these policies might result in decline of other activities and in social polarisation and poverty as well.In this paper we contribute to the critical discussion through a critical appraisal of local experts’ views on developments in seven European city-regions, first with regard to policies towards the development of creative and knowledge-intensive industries; and secondly with regard to the impact the development of ‘creative knowledge regions’ may have in social and other respects. In contrast to the rather homogeneous yet dominant advice to facilitate ‘the creative class’, in this paper we will argue that a range of parameters related to the firms and regional institutional, geographical and historical contexts promote a much more diversified view on urban economic development.  相似文献

Over 24 million plastic bags are consumed in Kenya monthly. More than half of the bags end up in the solid waste stream. Plastic bags now constitute the biggest challenge to solid waste management in Nairobi, the capital of Kenya and home to three million people. As a result, plastic bag waste has attracted great political and public attention, especially because the waste has myriad unique environmental problems. This paper seeks to unravel the problem of plastic bag waste in Nairobi through an urban political ecological perspective. Urban political ecology has done much to excavate economic, political, and cultural processes, as well as ecological dynamics that create and re-create urban environments. Little has been done in this context with respect to urban solid waste problems, with the exception of urban political ecology of environmental justice. However, research done within the context of urban political ecology of environmental justice has mainly focused on solid waste problems in the Western World, particularly USA. Drawing on research conducted in Nairobi, as well literature on business and politics, and solid waste management in Kenya, this paper examines the nature of plastic bag waste problem, its political–economic roots and implications for environmental justice.  相似文献

The arguments advanced in this paper might be seen as an attempt to contribute to these debates through a reflection on the spatiality of (in) justice, politics, and the right to the city. This article reviews how the process of corporatization transforms public sector management by adopting private sector principles. It argues that corporatization, as an institutional form emerging from a second wave of neoliberalism, threatens to undermine the democratic accountability of local authorities by virtue of restructuring the state in ways that are invisible to the public yet with highly negative outcomes for low-income communities. The article provides a case study on the water sector in Cape Town, South Africa by tracing the local authority's adoption of three cost-recovery policies and their impacts on low-income households over a five year period (1997-2001). Engineers are the key agents in the promotion of cost-recovery policies in the efforts to deliver services more `efficiently'. While these officials are highly skilled professionals in dealing with the technical side of the production process, they lack the social training necessary to deal with the politics of distribution. The prominence of the neoliberal agenda in urban management can be in part be attributed to the power of the technical over the political as engineers displace politicians in the deliberations over how to deliver services to poor areas of the city.  相似文献

Studies have shown that the life experiences and future prospects of young people in many parts of the world today are more complex and less predictable than those of past generations. This has led to a recognition of the need to reconsider the conceptual frameworks applied in youth studies. Thus far, research within geography has mainly focused on young people’s paths to adulthood in the Global North or on particularly vulnerable children’s lives in the Global South. In this paper an approach based on the ‘social navigation’ of ‘vital conjunctures’ is adopted to explore the complex ways in which young people in Ghana navigate their way through life in a city marked by economic hardship and neo-liberal reform. The stories of three young people are presented to show the variety of life conditions, the complex social positions they occupy and their various and shifting future imaginations. The actions of these young people are steered by prevailing cultural ideals and social expectations of what a desirable and respectable future entails and by the actual space of possibility in the urban space they move through. It is argued that achieving respectable adulthoods in present-day Accra is a complicated and convoluted journey involving the careful management of social relationships.  相似文献

The Canadian urban system was first shaped by exogenous demand for staples and, subsequently, by the dichotomy between an industrial heartland and a resource based hinterland. Presently, transformations affecting the economy, policy-making and demography herald profound changes in the future configuration of the Canadian urban system. One possible scenario is a revival of the staples economy as economic globalization raises demand for commodities. Another scenario would entail a concentration of growth in large urban centres, by virtue of their attractiveness to specialized and high-order service occupations, two rapidly expanding economic sectors, and their strong pull on immigrants. In the case of either scenario, we can expect further polarization between growing and shrinking portions of the urban system (parts of the heartland in the first case and small urban areas in the second) in a neo-liberal policy context that is unfavourable to regional economic development interventions. The evolution of the Canadian urban system between 1971 and 2006 and present distributions of factors of growth and decline point to the second scenario, a growing large city-small city dichotomy. The article closes by discussing likely consequences of the resulting urban system configuration on labour market adjustments and public sector expenditure.  相似文献
