Most world city studies focus on where the provision of advanced producer services takes place, but in this study the location of the service clients are also taken into account. Production-service transactions are identified as links between ‘service city’ and ‘decision city’ (client HQ) and classified as intra-city (where a firms uses local (same city) services) and inter-city which may be domestic or foreign depending on whether the client uses services in or out of the country. Sampling the leading firms in Brazil, 218 transaction links are described and analysed in terms of cities, firm sectors, ownership and market. The analyses are used to inform a rereading of gateway city functions that takes into account the concentration/dispersal nexus in economic globalization. Thus, whereas the dominance of Sao Paulo in the Brazilian economy is confirmed, this is not interpreted as a simple gateway function with this one city ‘articulating’ the national economy into the world economy. A much more complex situation is revealed with by-passing of the gateway also much in evidence. The conclusion is that this shows concentration and dispersion of economic activity happening simultaneously in Brazil.  相似文献

The issue of the social geographical dimensions of climate change is timely and important. This paper sets out to explore one example of this: how people living in the Pacific who are most at risk of being made landless by climate change are portrayed in policy discourse, and how high-level international representatives of Pacific nations have responded to these portrayals. At the heart of this is contention over the portrayal of Pacific Island peoples as ‘climate refugees’. This paper analyses a number of documents since the 1980s, largely from non-governmental organisations (NGOs) that deploy the identity construct of ‘climate refugees’. Fieldwork undertaken at the United Nations in New York in 2004 also enabled seven interviews with national ambassadors representing Pacific small island states. Interviews revealed how Pacific ambassadors have responded to the category of ‘climate refugees’, and positioned themselves in the discursive field surrounding the climate change debate. A poststructuralist framework, drawing on Foucault’s ideas of discourse and subject categories provided a means to critically scrutinise and better understand how people from Pacific countries are imagined in the wider, global geopolitical arena, but crucially, how leaders from these nations also construct themselves in relation to climate change and its associated impacts.  相似文献

Toronto’s quest to host the Summer Olympic Games has dominated both contemporary planning discourse and practice. For some, the pursuit of the games embodies Toronto’s transformation into a ‘competitive’ global city. Relatively unexplored in this discourse are the contradictory roles that labour plays in contemporary urban development. I argue that the new labour geography can provide some interesting insights into such processes. Specifically, labour geographers have given workers with divergent interests greater agency in shaping economic landscapes and have noted the multi-scalar organisation of labour. The paper looks at the contradictory and conflicting positions held by different labour unions in Toronto toward the city’s bid to host the 2008 Olympics. The case study suggests that labour is an active agent in processes shaping contemporary Toronto and support the bid for complex reasons ranging from the promise of jobs to potential future organising opportunities.  相似文献

One important (though often neglected) part of the ‘development business’ committed to principles of partnership is the Commonwealth, a voluntary association of 54 independent countries, almost all of which were formerly under British rule. This paper focuses on the Commonwealth’s contemporary sense of ‘responsibility’ for shaping African development through ‘partnership’ and by promoting ‘good governance’ and examines the particular example of Mozambique, which joined the Commonwealth in 1995. In exploring exactly what membership of this post-colonial ‘family’ has meant for Mozambique the paper explores the neocolonial paternalism and sense of trusteeship that the Commonwealth has articulated in its often very apolitical vision of African development which seems to lock the continent into a permanent stage of tutelage and to repetitively reduce Africa to a set of core deficiencies for which externally generated ‘solutions’ must be devised. More generally, the paper also examines the wider context of the Commonwealth’s involvement in Africa by looking at the connections it has made to British industry, British charities and the British Department for International Development (DFID). The paper concludes with an assessment of the ‘showcase’ potential of Mozambique and its importance to Commonwealth and DFID narrations of an African ‘success’ story of peace, stability and growth since the end of the country’s devastating civil war in 1992.  相似文献

This article presents research on second-generation Greek-Germans, both those living in diaspora, and those who have ‘returned’ to Greece. The research is multi-sited, with fieldwork in Berlin, Athens, central and northern Greece. After defining and problematising the notions of ‘second generation’ and ‘return’ - especially complex in this context - we focus on the second generation’s diasporic imaginings of ‘home’, particularly their experiences and narrative framings of landscape, space and place. In their narratives, participants ‘remember’ their parents’ narratives about the homeland, and narrate their own experiences of returning to the diasporic hearth. Contrasts are drawn across diverse diasporic landscape imaginings and experiences: between received diasporic memories and ‘pragmatic’ experiences; holiday visits and long-term return; urban, rural and other spaces; and different sites in the diaspora, such as the place of upbringing and the ancestral home.  相似文献

In recent years, economic geographers have drawn extensively upon notions of ‘cultural embeddedness’ to explore how spatially variable sets of cultural conventions, norms, values and beliefs shape firms’ innovative performance in dynamic regional economies. However, our understanding of these causal links remains partial, reinforced by an ‘over-territorialised’ conception of cultural embeddedness which sidelines the role of institutional actors operating outside and across the boundaries of ‘the local’. So motivated, this paper offers a theoretically-informed - and theoretically informing - empirical analysis of the high tech regional economy in Salt Lake City, Utah to explore the everyday causal mechanisms, practices and processes - both local and extra-local - through which firms’ cultural embedding within the region is manifested, performed and (un)intentionally (re)produced. In so doing, this paper aims to further our understanding of the constitutive entanglement and complex interweaving of cultural/economic practices, and to contribute to the development of an in-depth empirical corpus of work which compliments the exciting conceptual developments that have largely dominated cultural economic geography over the last decade.  相似文献

Framed by the UK Government’s efforts to combat social exclusion by encouraging a shift from welfare to work through (re)training, this paper explores the types of training courses being offered to and taken by women with young children in West London. Drawing upon qualitative research, the paper explores the actual and desired uptake of ‘body training’ courses among mothers, linked, in part, to the current ‘body work’ skills gap in the local economy. The encouragement given to women and the interest they have in engaging in ‘body training’ is, we suggest, linked to the discursive construction and performance of a highly feminised and, often, maternal identity, which emphasises women’s caring role and the caring self. By probing the body/training nexus through the motivations and choices of mothers in West London the paper raises questions about gender identity and stereotyping in relation to training-for-work policies and the role of training in (re)inforcing the woman-body coupling within Western dualistic thought.  相似文献

This paper investigates the role of intellectuals in the production of geopolitical discourses. It analyzes how the cultural capital of humanist credentials and artistic aura functions to authenticate and legitimate geopolitical claims. Drawing empirically from Central Europe and especially Estonia, I argue that intellectuals are central to the production of a particular ‘cultural’ concept of geopolitics - the notion that foreign policy expresses the state’s and the nation’s identity. As cultural capital gives intellectuals a special license to speak about culture, it constitutes an essential component in geopolitical discourses in Central Europe.The paper contributes to Europeanist geography by clarifying the mechanisms through which Central Europe is cast externally and internally as a place particularly imbued with culture and identity - a place whose integration with the EU and NATO represents its cultural ‘return’ to Europe. It takes us beyond the romanticized notion of intellectuals - especially the formerly dissident ones - as ‘speaking truth to power’, and offers a more subtle account of their role as producers of power discourses.Beyond Central Europe, the paper underscores the political and cultural milieu of geopolitical claims and the specific structures of legitimacy through which these claims are justified and normalized. A nuanced understanding of the role of ‘culture’ in geopolitical discourses requires that we closely examine the cultural and moral capital of intellectuals. This would also enable us to better delineate human agency in the production of geopolitics.  相似文献

This paper demonstrates the value of child-centred migration studies which highlight children’s role in shaping the migration journeys of their families, as well as their own projected journeyings. It examines the case of children from China who move to Singapore, an aspiring global education hub, expressly for the purpose of an overseas education that will facilitate longer-term migration and life goals. Focus is given specifically to the children of ‘study mothers’ or peidu mama (literally: ‘mothers accompanying their children who are studying’). Through interviews with the teenagers and the conceptual optic of ‘social navigation’, our paper demonstrates that children are resilient and creative beings able to navigate the twists and turns of their immediate trajectories, as well as develop their own goals and projected destinations for their futures. The paper calls for a refinement in the way we understand children’s mobilities. First, in arguing that their spatial journeying across the terrains of transnational education cannot be decoupled from their process of social becoming and emotional development from passive followers to active negotiators, we wish to disrupt hegemonic discourses and dominant representations of children in migration as simply ‘migrant’s children’ and restore them to the status of ‘migrant children’. Second, adopting the concept of social navigation as an analytical lens allows us to highlight the fluid ways that young people think about their futures and the different pathways by which they can get there. This leads us to conceive of social and cultural capital accumulation through transnational education as a process with many more degrees of provisionality than what is often presented in the literature as a ‘strategic project’ with a fixed and abstract goal.  相似文献

Methodological debates about interviewing ‘elites’ have recently received significant attention within human geography. Many of the contributors to this debate have suggested that there is something intrinsically different about interviewing ‘up’, which geography’s methodological literature needs to make space to consider. This paper argues that, in fact, the distinction between ‘elite’ interviewees and other types of interviewees is based on inadequate and widely critiqued conceptions of power. If, instead, geographers employ a poststructural understanding of power, we may be able to achieve a more sophisticated analysis of power relations within the interview space.  相似文献

Recent work on neoliberalism has sought to reconcile a Marxist understanding of hegemony with poststructuralist ideas of discourse and governmentality derived from Foucault. This paper argues that this convergence cannot resolve the limitations of Marxist theories of contemporary socio-economic change, and nor do they do justice to the degree to which Foucault’s work might be thought of as a supplement to liberal political thought. The turn to Foucault highlights the difficulty that theories of hegemony have in accounting for the suturing together of top-down programmes with the activities of everyday life. However, the prevalent interpretation of governmentality only compounds this problem, by supposing that the implied subject-effects of programmes of rule are either automatically realised, or more or less successfully ‘contested’ and ‘resisted’. Theories of hegemony and of governmentality both assume that subject-formation works through a circular process of recognition and subjection. Both approaches therefore treat ‘the social’ as a residual effect of hegemonic projects and/or governmental rationalities. This means that neither approach can acknowledge the proactive role that long-term rhythms of socio-cultural change can play in reshaping formal practices of politics, policy, and administration. The instrumental use of notions of governmentality to sustain theories of neoliberalism and neoliberalization supports a two-dimensional understanding of political power—which is understood in terms of relations of imposition and resistance—and of geographical space—which is understood in terms of the diffusion and contingent combination of hegemonic projects. Theories of neoliberalism provide a consoling image of how the world works, and in their simplistic reiteration of the idea that liberalism privileges the market and individual self-interest, they provide little assistance in thinking about how best to balance equally compelling imperatives to respect pluralistic difference and enable effective collective action.  相似文献

Research pertaining to children’s geographies has mainly focused on children’s physical experiences of space, with their ‘imagined geographies’ receiving far less attention. The few studies of children’s imagined geographies that exist tend to focus on children’s national identities and their understanding of distant places. However, children’s lives are not necessarily static and they often move between places. Research has not so far considered children’s images of these transitional spaces or how such images are constructed.Through an examination of over 800 thematic drawings and stories, regarding ‘moving house’, produced by children aged 10-17 years in urban and rural communities of Lesotho and Malawi, this paper explores southern African children’s representations of migration. The research considers how ideas of migration are culturally-constructed based on notions of family, home and kinship, particularly in relation to the fluid family structure characteristic of most southern African societies. The results suggest that most children imagine migration as a household rather than an individual process, rarely including micro-migrations between extended family households in their drawings. Further, children’s images of migration are place-rooted in everyday life experiences. Their representations concentrate on the reasons for migration, both negative and positive, which are specifically related to their local social and environmental situations and whether house moves take place locally or over longer distances. The paper concludes by exploring the implications of these conceptualisations of moving house for children’s contemporary migration experiences, particularly in light of changing family structures due to the effects of the HIV/AIDS pandemic.  相似文献

In this paper we use the notion of ‘everyday life’ to critically examine an apparent ‘gap’ between bushfire risk awareness and preparedness amongst diverse landholders in rural landscapes affected by amenity-led in-migration in southeast Australia. Landholders were found to bring their own agency to bushfire preparedness in the relationships between everyday procedures, dilemmas, and tradeoffs. Consequently, regardless of landholders’ awareness levels, attitudes towards bushfire and natural resource management influence if, how, and to what extent landowners prepare for bushfires. We argue that not only is the ‘gap’ complex but also paradoxical in that it is both evident in, and constituted by, landholder attitudes and action and simultaneously dissolved in their practices and decision-making in everyday life. Three dilemmas of everyday life in particular were found to underpin these attitudes: costs (in terms of monetary and time values), gender roles, and priorities. Using a mixed-methods research approach, this simultaneous cultural construction and material nature of bushfire in everyday life is mapped out through landholders’ narratives and actions that embody living with fire on the land. The place of bushfire in landholders’ everyday life has direct relevance to recent international discussions of the vulnerability of the growing number of people living in bushfire-prone rural-urban interface areas.  相似文献

Transfrontier conservation has taken Southern Africa by storm, where the modus operandi remains simple and intuitive: by dissolving boundaries, local benefits grow as conservation and development spread regionally. However, in the case of South Africa’s section of the Great Limpopo Transfrontier Park, political and economic change redirects benefits to support ‘modern’ economies at the expense of rural livelihoods through community-based natural resources management (CBNRM). Neo-liberal agendas promoted by government and the transfrontier park derail efforts at decentralizing CBNRM initiatives beyond markets and state control. This paper argues that ‘hybrid neoliberal’ CBNRM has arisen in private and public sector delivery of devolved conservation and poverty relief projects as ‘tertiary production’ for regional development. As a result, ‘CBNRM’ projects related to and independent of transfrontier conservation support private sector interests rather than the resource base of rural livelihoods. Concluding sections assert that CBNRM can counter this neoliberal trend by supporting the land-based economy of local users living near the Great Limpopo Transfrontier Park.  相似文献

This paper focuses on what observers have perceived to be a failure of development leading to a ‘crisis of youth’ as increasing numbers of young people find it more difficult to gain education, access to health, a job and meet standard of living aspirations. For some, a possible escape is offered by migration to Europe, the United States or Australia, often illegally. For those remaining behind, however, international development agencies offer a ‘globalisation of solutions’ to employment, gender inequality and poverty through the millennium development goals and the programmes to attain them. In this paper we do not take the failures of development at face value but look at local contexts to present a more complex picture of the relation between education, work and social life. Based on fieldwork conducted in urban areas of The Gambia and Ghana, we argue that rather than education as a catch-all solution we need to give more attention to the costs incurred by and for young people in pursuing education and training, to the operation of and actual opportunities in labour markets, and to patterns of gender socialisation which give women limited scope to exercise agency. This paper explores key gender dimensions of work and education among low-income urban youth noting that despite on-going efforts to increase young women’s enrolment in schools and access to employment, gender inequalities have been far from eradicated. Our field interviews reveal how social expectations that women should perform the bulk of reproductive labour in their youth as well as in adulthood and constraints placed on young women’s personal freedom in respect of their social relationships reduce time dedicated to education and establish fewer contacts relevant to securing paid employment. The result is for men to end up with more educational qualifications, more skills, and higher-paying jobs, even if unemployment among young people in general remains a major problem.  相似文献

Studies have shown that the life experiences and future prospects of young people in many parts of the world today are more complex and less predictable than those of past generations. This has led to a recognition of the need to reconsider the conceptual frameworks applied in youth studies. Thus far, research within geography has mainly focused on young people’s paths to adulthood in the Global North or on particularly vulnerable children’s lives in the Global South. In this paper an approach based on the ‘social navigation’ of ‘vital conjunctures’ is adopted to explore the complex ways in which young people in Ghana navigate their way through life in a city marked by economic hardship and neo-liberal reform. The stories of three young people are presented to show the variety of life conditions, the complex social positions they occupy and their various and shifting future imaginations. The actions of these young people are steered by prevailing cultural ideals and social expectations of what a desirable and respectable future entails and by the actual space of possibility in the urban space they move through. It is argued that achieving respectable adulthoods in present-day Accra is a complicated and convoluted journey involving the careful management of social relationships.  相似文献

This article explores the relationship between the oil industry’s representation of operating conditions in key sites of extraction and the constitution of oil futures markets. An analysis of Shell Oil’s recent Scenarios publications, the ‘Trilemma Scenarios to 2025’ and subsequent ‘Scramble and Blueprints Scenarios to 2050’, provides insight into both the (global) social construction of oil prices and the oil industry’s reaction to social resistance in its operating environment - whether in the form of movements for resource sovereignty or climate change activism. Examining the implications of these two Scenario publications for key sites of Shell investment, the Nigerian Niger Delta and the Canadian Tar Sands, the article demonstrates that understanding the discursive implications of ‘peak oil’ for the petroleum industry requires contextualizing discussions of ‘scarcity’ within business agents role in shaping oil futures markets, and private industry’s interest in the ongoing development of unconventional fossil fuel sources. While the role of deregulated futures trading receives little attention in the Shell Scenarios, speculative trading - and thus perception concerning supply among business agents - is central to shaping global oil prices and thus the social conditions of the oil market.  相似文献

This paper analyses the complexity and attempted pragmatism of current practices surrounding the management of current local government policy reform in England. In particular, it focuses on the tensions and contradictions between a national policy dynamic which seeks to encourage locally contingent solutions to be developed for localised problems, and the centralising tendencies of the national state which result in ‘blueprints’ and ‘models’ being developed for local policy delivery and a requirement to meet centrally derived targets. These assumptions are explored through the experiences of local government attempts to introduce innovative and experimental praxis in line with the complex cultural and political changes of ‘modernisation’ agendas advanced by the UK government. This is being rolled out by an overarching project of ‘new localism’ - an attempt to devolve power and resources from the central state to front line local managers, sub-local structures and partnerships and to deliver ‘what works’. It is argued that new attempts at subsidiarity should be more flexible to local conditions rather than directed by national policy and that greater discretion and freedom should be given to local managers to achieve this task. Using the concept of ‘pragmatic localism’ and grounded examples from a recent initiative - Local Area Agreements - it is highlighted that there are signs that local state management of national policy could be becoming increasingly adaptable, enabling managers to deal with the fluid nature of ongoing public policy reform, although this is far from a completed project with many factors still constraining this change process.  相似文献
