This paper examines the ways that community policing organizes urban space in order to increase the police's ability to observe and to enforce. The logic of that organization, I argue, rests in the particular way that police are integrating civilians into police practice as part of community policing's police-community partnership, a partnership that is characterized by the concrete metaphor of a policing body. This paper presents the results of twenty months of field research with the Boston Police Department whose community policing program, Neighborhood Policing, is being hailed as a national model.  相似文献

Chicago’s gay village of Boystown has long been linked with whiteness, and in the past decade, tensions have flared between neighborhood residents and queer and transgender (trans) youth of color, often homeless, who come to Boystown for the many services provided by its lesbian, gay, bisexual, transgender, and queer (LGBTQ) nonprofit organizations, or queer spaces of care. While scholars have attended to community policing in Boystown through the Take Back Boystown movement, the role of LGBTQ nonprofits has yet to be examined in their role of criminalizing queer and trans youth of color in the neighborhood. Through an autoethnographic approach, this paper explores how several nonprofit organizations in Boystown have adopted policing strategies toward the queer and trans youth of color they serve. I argue that community policing has infiltrated these organizations to further defend and maintain an exclusive gay urban space informed by whiteness, which marks and regulates young, Black masculinities and trans femininities as deviant, untrustworthy, and criminal. Racism diminishes the ability for queer spaces of care to fulfill their mandates of supporting queer and trans youth of color, rendering the neighborhood a space of surveillance and furthering a White gay urban belonging that alienates and criminalizes these youth.  相似文献

This study considers the emergence of Public Private Policing Partnerships (PPPPs) in England and focuses on two increasingly common partnership bodies in particular: Business Improvement Districts (BIDs) and Town Center Management (TCM) schemes. It argues that in order to fully understand the operations of these partnerships, research must pay attention to their introduction, evolution, and social relationships. Through comparative case studies of local TCM schemes and BIDs in Coventry, Plymouth, and Reading, it reflects on the ways in which policing services are speculatively used to improve the "experience"' of being downtown, and increase the likelihood of consumers and investors spending more in their district. It also sheds light on the evolving policing "portfolios" the partnerships have developed and the roles that socio-technologies (e.g., CCTV, circulars) play in shaping the performance and relations of the partnerships.  相似文献

ABSTRACT. Scattered throughout the city of Toronto are more than no community gardens, sites of place‐based politics connected to the community food‐security movement. The gardens, spaces where passions for plants and food are shared, reflect the city's shifting cultural landscape and represent an everyday activity that is imbued with multiple meanings. Toronto's community food‐security movement uses gardens as one strategy to regenerate the local food system and provide access to healthy, affordable food. Three garden case studies expand on the complexities of “food citizenship,” illustrating the importance of that concept to notions of food security. The gardens reveal the role gardeners play in transforming urban spaces, the complex network of organizations working cooperatively and in partnership to implement these projects, and the way in which social and cultural pluralism are shaping the urban landscape.  相似文献

This paper explores the partnership between a community group and a geography department to assess the wind energy potential of the Blueskin Bay region in southern New Zealand. The partnership has provided opportunities for research and is of strategic importance. Year‐long wind observations and numerical modelling have revealed that the hills surrounding Blueskin Bay show potential for wind energy generation. Despite challenges for both parties, the university–community partnership has allowed a successful research platform to be established.  相似文献

This paper broadly assesses some reasons why co‐management of inland fisheries by resource users and state agencies in Cambodia remains difficult to realize. Our survey of the resources, human capacity and associated de facto mechanisms for achieving community fisheries (CFi) objectives among fishing communities of Krakor District, located along Tonle Sap Lake, found these mobilizations at a crossroads in terms of empowered institutional and legal frameworks. Although the commune is a local administrative authority in the context of Cambodia's evolving decentralization and deconcentration (D&D) reform process, decision making and accountability in natural resource management have yet to be transferred to, or opened to participation from, local and subcommune level stakeholders and agencies. Furthermore, the institutional links between the commune council and CFi are ambiguous. This lack of linkages between central government, state agencies and CFi has left fisherfolk struggling to survive against more powerful competing interests. The preliminary findings presented here suggest that the achievement of sustainable CFi management in the Tonle Sap Lake remains problematic without local level decision making powers, sustained funding of CFi and related local government, and partnership between key shareholders in rural development programmes that recognize and encompass women's roles in natural resource management.  相似文献

犯罪具有明显的时空特征,研究犯罪问题离不开时间和空间维度分析,以及产生犯罪的社会、地理、生态、环境等因素。风险地形建模是美国学者研发的空间风险评估和警务预测技术,已在全球六大洲45个国家和美国35个州得到了独立测试和验证,被广泛应用于警务预测、国土安全、交通事故、公共医疗、儿童虐待、环境污染、城市发展等多个领域。在毒品、纵火、爆炸、强奸、抢劫、盗窃等犯罪研究领域更是取得了显著成果。本文运用犯罪热点分析和风险地形建模,以长三角地区N市毒品犯罪为研究对象,对该市2015年毒品犯罪的危险因子、空间盲区、风险地形进行分析,探索毒品犯罪的生成机理和演化规律,并对2016年毒品犯罪进行预测。研究结果表明,N市毒品犯罪呈现明显的犯罪热点和冷点;出租屋、酒店、车站、ATM机、停车场、娱乐场所、城市快速路、网吧是N市毒品犯罪的风险性因素。风险地形建模能较好地预测毒品犯罪。公安机关禁毒部门应据此进行严密管控,逐步限制、消除犯罪产生地、犯罪吸引地、犯罪促进地的生存土壤和条件。  相似文献

The new emphasis upon crime prevention which has appeared in recent years has led to realignments in policing policy in both the United Kingdom and the United States. Although by no means leading to the abandonment of the more traditional forms of policing, schemes such as Neighbourhood Watch and the wider concept of community policing involve far greater levels of interaction between the police and the public. Area-based policies have appeared in numerous forms and have proved convenient ways for crime control resources to be organized. Early experiments in policing practice have not produced clear answers on the effectiveness of various strategies and there are wider issues of crime identification and control to be considered. A number of schemes of different kinds, ranging from target-hardening projects which increase physical security in particular areas, to attempts to involve communities in more effective social control are reviewed, and it is argued that the established methodologies of urban geography have much to offer in the monitoring and evaluation of crime prevention schemes of this kind.  相似文献

This paper examines the tactics, underpinning logics and forms of legitimacy through which urban security is produced and maintained in a volatile urban environment. I argue that urban security relies on subtle, mundane practices, in addition to the use of force. Drawing on original empirical research carried out in inner-city Johannesburg, the article makes a novel contribution by combining literature from policing and security studies with work on gentrification, ambient power and the privatization of public space. Overall, the article aims to emphasize the ways in which social and spatial realities shape security and policing practices, and broaden our understanding of the rationales, logics and meanings of urban security, particularly in volatile, conflictual urban spaces (mostly, but not exclusively) in the Global South.  相似文献

The explosive growth of so‐called marginal settlements in Latin America's cities has received considerable academic attention in past decades. The inability of the state to adequately provide affordable housing for a rapidly growing urban population has meant that these neighbourhoods relied on community mobilization to achieve common objectives of basic infrastructure and legal recognition. With increasing consolidation and less need for coordinated action, many local organizations lost their rationale. Fear of crime and violence, a major concern in Latin American metropolises, is inscribed on the urban landscape by a growing number of gated and fortified residential enclaves for the better‐off. Marginal neighbourhoods, however, experience a ‘security gap’ as they receive insufficient police protection and lack the financial resources to employ private guards. In many cases, the real or perceived insecurities of inner‐city life have prompted organized bottom‐up, mostly informal and sometimes vigilante, responses. Drawing on research on the rise of informal security‐related interventions in the neighbourhoods of Lima Metropolitana, Peru, this paper explores the rationales underlying the different approaches and adoptions, including the involvement of the main actors, community associations and other local interest groups.  相似文献

Concerns about police militarization have become an important public policy issue since the aggressive police response to the 2014 protests in Ferguson, Missouri, where police officers used military-style equipment to confront protestors. This event was a stark visual reminder that many U.S. police departments have used federal programs to acquire surplus military equipment, including weapons, armored vehicles, and body armor. We explore the geographies and histories of one the most important programs, called 1033, which supplies police with military equipment under the rationale of prosecuting the War on Drugs. We show that the legal blurring of the police and the military has been ongoing for decades at the national scale but this has resulted in an uneven landscape of police militarization at the county scale. We also investigate one of the most common global arguments for why police become militarized, which is the presence of Special Weapons and Tactics-style paramilitary teams, finding little support for that claim. More geographic inquiry is needed to understand the trajectories, causes, and consequences of police militarization.  相似文献

In Latin America, high levels of crime have prompted many politicians to embrace zero tolerance policing in order to quell public fears. While the overall impacts on urban crime are debatable, zero tolerance in the region has morphed into a powerful policy narrative that symbolizes strong leaders who crack down crime and disorder. Its impacts have been far-reaching; to date, it has been implemented in various guises in Mexico, Brazil, Ecuador, Venezuela, Chile, Argentina, Honduras, El Salvador, Guatemala and the Dominican Republic. Yet, the policy transfer of zero tolerance to Latin America has mutated into a much more punitive approach. In this paper, I develop a critical analysis of the punitive inequalities of zero tolerance policing in Latin American cities, and the consequences for marginalized and racialized youth. I also explore the emergence of a new, unexpected consequence of zero tolerance: the South-North migration of undocumented people.  相似文献

This study investigates how upper-income residents respond to neoliberal practices and private governance in forming unusual community relationships in landscapes seemingly devoid of traditional social capital. Based on field work in three communities in metropolitan Phoenix, it was concluded that through private groups and an intrinsic nature to know others, residents create meaningful relationships at scales other than the neighborhood or municipality and focus on nontraditional, privatized community institutions. Whereas these new relationships enhance residents' feelings of connectedness, they generally promote bonding over bridging social capital. Moreover, the draconian effects homeowners or property owners' associations have on normative landscape and behavioral constraints tend to wane considerably as the transition from the developer's idea of place and the residents' vision of place occurs temporally.  相似文献

Community networks help build place-based community by offering individual citizens and organizations access to the Internet, the ability to post information online, and opportunities to discuss community affairs. Community networks are inspired by a dynamic vision of community that incorporates a global sense of place. A global sense of place is valuable because it helps to illuminate a place's connections with the world and may therefore enable scale-jumping forms of activism. This article analyzes interviews with participants in four U.S. community networks to explore how networks combine a politics of mobility, a politics of access, and a politics of place to construct a global sense of place. The degree to which each network emphasizes mobility, access, and place varies. This variation has implications for both community activism and issues of diversity in community. Networks that fail to link mobility, access, and place may increase, rather than decrease, inequalities in access to electronic communications as well as to forms of political power.  相似文献

Geographers have a long tradition of using photographs to investigate landscape meaning. I conducted photo‐elicitation research with community members residing in and around one of the National Park Service (nps ) “partnership parks” in order to obtain their conceptions of the park. The nps partners with myriad groups in order to manage the park, resulting in mostly privatized amenities at Michigan's Keweenaw National Historical Park. Participants in my study took photographs of landscapes and used them to discuss their conceptions of the park. Building upon recent scholarship on the perceptions of parks and place attachment in parks, the photo‐elicitation revealed a strikingly complex array of understandings. Social class, not whether one lived within or outside the park's boundaries, was the most important variable in categorizing perceptions of the park. These data help us understand how community members conceive of partnership parks and thus may help inform nps decision making.  相似文献

Landcare groups in Australia work to increase biodiversity, eliminate invasive species and promote sustainable land-use practices. With the implementation of the Rudd government's ‘Caring for our Country’ policy during 2008–09, financial and organisational resources available to these groups diminished. This paper examines whether the National Landcare Program's initial intentions—that agency support could be provided to ‘kick-start’ the community groups into action with the Landcare groups quickly becoming independent bodies—are ultimately realistic. The results show that the majority of Landcare groups continue to be reliant on government-sourced funding and Landcare facilitators, and that those groups which do not have access to support have reduced their activity levels accordingly. Landcare groups were suffering from a reduced volunteer base, with static or decreasing numbers of participants, an inability to set regular meetings and a lack of volunteers to take up leadership positions. The reliance of Landcare groups on government support suggests that Landcare was an unsuccessful form of state-sponsored community participation, making Landcare groups similar to other volunteer organisations in terms of their functional characteristics and reliance on externally sourced funds.  相似文献

While the United Kingdom's emerging brand of Third Way Urban Policy (TWUP) often associates itself with a kind of anarchic vision of self-regulating and self-reproducing local communities, it can in fact be thought of as a thinly veiled moral crusade against vulnerable residents living in deprived neighborhoods. Indeed TWUP might be best conceived as a "flanking support" for the neoliberal turn in urban governance in British cities; morally commendable communities are defined as those who can reattach themselves to the "mainstream" and stand on their own two feet within the terms set by neoliberal market economics. When these morally charged interventions fail to connect locally, they have the potential to stir conflict over who has the authority to judge forms of community life. Mapping and accounting for the uneven development of moral conflicts over community is therefore a pressing concern. To this end, this paper presents a comparative analysis of the different ways in which moral disputes over community have surfaced in two neighborhoods, in particular—the Gorbals in central Glasgow and Ballymun in north Dublin, neighborhoods that have become iconic of the British approach to urban renewal.  相似文献

Despite the growing practice of community mapping, empirical research remains limited. Extant studies have focused primarily on “counter‐maps” and indigenous maps, leaving many locally produced maps and their authors' perspectives unexplored. This article identifies the mapping process as critical to the definition and understanding of community mapping. It links critical cartography literature to goals of community‐mapping practitioners through themes of inclusion, transparency, and empowerment. The discussion highlights the social construction and practice of “community,” the relationship between maps and power, the definitional difficulties associated with community mapping, and the figurative and literal boundaries that constrain community cartography. Finally, it points to areas for further research and exploration.  相似文献

The management of dryland environments involves the interaction of multiple government agencies and citizens, and is required to respond to a wide range of responsibilities and aspirations for a given region. This paper focuses on the characteristics of engagement between management agencies and citizens in a dryland region, presented here as a series of success factors. These factors are based on empirical research carried out in the Lake Eyre Basin in Australia, one of the world’s largest inwardly draining basins. The results reinforce generic and dryland-specific factors supporting successful community engagement. The former, such as building trust, working in partnership, supporting community champions, and maintaining transparency, are necessary but insufficient for achieving successful community engagement in the case study region. In addition, community engagement in the case study region also required respecting the extreme conditions and extraordinary variability of the Basin and committing to longer timeframes even if the outcomes of community engagement are slow to accrue, in order to take advantage of opportunities in more prosperous times.  相似文献
