Community-based marine protected areas have become a popular coastal resources management method advocated in many projects and programs. While many case studies have been written about factors contributing to project success, few empirical studies using quantitative methods have been employed. A study was conducted of 45 community-based marine protected areas in Philippines. Several success measures were developed and analyzed in relation to a number of independent variables categorized as contextual or project intervention factors. Correlations between individual factors and the dependent variables are discussed. Stepwise multiple regression was used to determine the most important predictors of success. These included: population size of the community, a perceived crisis in terms of reduced fish populations, successful alternative income projects, high levels of participation in community decision making, continuing advice from the implementing organization and inputs from local government. The implications of these results for policy makers and project managers are discussed.  相似文献

The coastal zone of the State of Campeche have some of the Gulf of Mexico’s richest ecosystems characterized by extensive seagrasses, mangrove forests, low-land tidal wetlands, a broad deltaic environment, including the Usumacinta/Laguna de Terminos estuarine ecosystem, and extensive low salinities and brackish wetlands in the Petenes region. Commercial and artisanal fishing, maritime transport, agriculture and cattle grazing in low-land areas, urban expansion, building of highways, and tourism, are important economics activities that are increasing in the State of Campeche. However, the growth needs to occur in a sustainable manner with adequate protection of the coastal ecosystems. The theoretical approach and conceptual basis of the integrated coastal management plan are based on 20 years of scientific research in the region; and from 1990 to the present, a number of projects have been completed which serve as case studies of coastal management coupling science, technology, public participation, and policymaking in the southern Gulf of Mexico. After developing seven “study case” integrating science into policymaking, a management approach was developed considering four main actions: promotion of institutional arrangements, so that the multi-sectorial planning approach be considered in coastal resources development; strengthening of public awareness related to coastal resources management policies and capabilities; gathering, analysis and dissemination of information related to coastal resources development; and provision of technical solutions to coastal resources uses in conflict. Finally this is a case study where science played a significant role in the politics of the policy process, both in protecting key estuarine ecosystem and the planning process defining the ICZM plans.  相似文献

Community-based coastal resource management (CBCRM) is a major conservation and fisheries management strategy in the tropics. In this study, the performance of 16 CBCRM programs in the Philippines was assessed using a meta-analysis of eight indicators that represented the perceptions of local resource users. Overall, the CBCRM programs in the Philippines were perceived to have a significant positive impact. However, the performance of each of the indicators was mixed. Although the CBCRM programs were perceived to be effective in empowering the local fishing communities, their perceived impact on improving the state of the local fisheries resources remained limited. This highlights the importance of incorporating ecological and socio-economic considerations in setting fisheries management regimes.  相似文献

It was realized that with the increasing rate of deterioration of fisheries resource in the Philippines, there was no way the country could pursue a pathway of sustainable development. After enactment of the Local Government Code of 1991, the government actively promoted community-based fisheries management (CBFM) to conserve the coastal resources. The increased attention paid to community-based fisheries management has come about through experience of the poor performance of other approaches and through the study of traditional systems of community management of natural resources which have not only survived but also appear to perform better than the alternatives. This paper presents the results of a study to assess the impacts of CBFM projects in the Philippines, using meta-analysis, on the equity and sustainability of small-scale coastal fisheries. The outcomes indicate a positive impact of CBFM on the equity of both involvement in management and benefit sharing and sustainable management of fisheries resources through the investigation of effective magnitude (effect size) based on eight indicators. The positive summary effect sizes of participation, influence, control, access, and income conjunctly portrayed an improved equity in the fishing community by implementing CBFM. The positive summary effect sizes of compliance and conflict indicated an affirmative community and, therefore, sustainable fisheries management. While the negative summary effect size of resource revealed the difficulties in recovering fish abundance in a relatively short period of time. Also, ten years of implementation of CBFM was discovered as the minimum duration with perceived equity and sustainability improvement for most indicators.  相似文献

As a result of declining and overfished small-scale nearshore fisheries in Southeast Asia, there are increasing conflicts and social tensions between and among different user groups, leading to coastal “fish wars”. A challenge facing fishers, resource managers and national decision makers in the region is to identify more appropriate governance and public policy mechanisms to manage conflicts over fishery resources and to resolve them productively in the interests of both long-term sustainability and short-term economic feasibility. A quantitative analysis undertaken in selected coastal communities in Indonesia, the Philippines, Thailand and Vietnam with and without co-management indicate that co-management does lead to reduced resource conflict levels. The analysis has also shown that when resource conflicts are reduced, food security improves.  相似文献

A survey of coastal and marine resource use conflicts in Tanzania was carried out to highlight them, investigate their origin and finally, suggest ways of minimizing them. Although Tanzania is putting emphasis on environmental issues, including coastal zone management, integrated coastal area management has not yet been integrated into the government management structure/approach. Many conflicts are the result of sectoral approach to coastal and marine resources management, and improper or poor implementation of government policies. Additionally, the local coastal community, who are the foremost stakeholder, were most often not involved in the planning, decision and implementation of many projects and policies even those that affect them directly. Ignorance about the linkages of coastal and marine ecosystems and resources is also an important factor. I suggest that integrated coastal area management which is the foundation for sustainable development, as far as coastal and marine resources are concerned, should be integrated into the government administrative structure. A lead agency with full authority on all activities on the coastal area, including issuance of permits for environmental sensitive businesses/activities, should be nominated or established. This will reduce conflicts by bringing about national coordination of coastal area management.  相似文献

Coastal shoreline protection and beach nourishment are significant issues for coastal states along the Atlantic and Gulf coasts. In some areas, there is a critical need to identify suitable sources of sand for possible use in public works projects for coastal protection. The continental shelf contains large resources of sand and gravel that could be used to support such projects. The U.S. Department of the Interior's (DOI) Minerals Management Service (MMS) provides policy direction and guidance for development of the resources located on the federal portion of the continental shelf. This article highlights the MMS's Sand Program, focusing on its cooperative resource and environmental studies with several coastal states, significant milestones and accomplishments, and anticipated activities in 1998 and beyond. Management of sand resources on the federal portion of the continental shelf has been made easier by a federal state partnership concept. Using this cooperative concept, joint projects are being conducted to investigate offshore sand resources, potential sites, extraction methods, and related environmental conditions. The MMS has procedures for negotiating sand agreements under the Outer Continental Shelf Lands Act (OCSLA) and ensuring that the resources are developed in an environ mentally sound manner. The authority to negotiate with project sponsors, an important recent change in the OCSLA, also resides with the MMS. This 1992 change in OCSLA facilitates the use of Outer Continental Shelf (OCS)resources for public projects. Further, the MMS is authorized to assess a fee based on the value of the resource and the public interest served. The MMS has worked with local sponsors and authorized the use of OCS sand for two projects. However, additional resource and environmental projects, as well as negotiated agreements, are anticipated within the near future with states and local governments along the Atlantic and Gulf coasts.  相似文献

Community-level coastal management programs are being introduced in some countries as a practical strategy to respond to conditions of poverty and unsustainable resource use practices. Two recently developed Special Area Management (SAM) programs developed in Sri Lanka are part of this international trend. These two SAM programs were assessed to identify planning and early management issues that may be relevant to future projects. This paper examines general issues in assessing community-level projects. The particular focus is on a few issues of general relevance: community participation in the planning process; the adequacy of the boundary; quality of the technical analysis; adequacy of resource management activities; transparency of management decisions; community acceptance of the program; and sustainability of resource management activities.  相似文献

Over the last 30 years, a range of different livelihoods have been provided and implemented in fishing and coastal communities in the Philippine with mixed success and sustainability by the fisher and household. This paper reports on an analysis of livelihood projects for fishing communities and households implemented in the Philippines and the identification of lessons learned and factors which can lead to an improved success and sustainability rate for livelihood projects and programs. There has been a gradual evolution in fisheries management over the past decades from a focus on sustainability of a single species or stock and resources to a focus on marine ecosystems. Among the issues to be addressed for effective implementation of ecosystem based fisheries management (EBFM) are the appropriate governance arrangements and scale for management. The purpose of this paper is to examine these issues of governance and scale as related to EBFM in tropical developing countries through an analysis of approaches being taken in the Philippines to manage fisheries on a multi-jurisdictional level. The management of fisheries and coastal resources in a number of bays and gulfs, which represent marine ecosystems, is presented. The opportunities and constraints to ecosystem based fisheries management in the Philippines are discussed and lessons for broader application of these governance structures in tropical developing country marine ecosystems are presented.  相似文献

Tropical coastal and marine social–ecological systems (CM-SESs) differ from other social–ecological systems through the higher degree of risk and uncertainty associated with coastal and marine resource extraction, the dynamic nature of aquatic and human resources, and often unclear tenure. CM-SES resource management and poverty-alleviation strategies must be adaptive and holistic. The Sustainable Livelihoods Approach (SLA) provides a framework for understanding and guiding policy-making in CM-SES. Case studies from the past 10 years analyze tropical coastal and marine-resource dependent livelihoods and/or to evaluate current CM-SES management using the SLA. These studies have shown that, despite the rounded and inclusive approach of projects such as the Sustainable Fisheries Livelihoods Programme, key challenges for researchers and practitioners remain including rights and access allocation, corruption, lack of local financial, intellectual and innovative capacity and centralized governance. Whilst the SLA may increase understanding of local-level dynamics within CM-SES, more consultation at interdisciplinary frontiers is needed in order to formulate practical solutions to the core problems of tropical CM-SES management.  相似文献

Contemporary government rules for fisheries resources management in developing countries have been challenged for their inadequacy. The search for modern management models for coastal and marine resources could be usefully informed by wealth of traditional knowledge that enabled communities to sustainably live with their environment for centuries or millennia. Local taboos, defined as implicit or explicit social rules prohibiting certain actions, have played an important part in many traditional approaches to resource use. A mixed methods approach was used to investigate how local taboos play a role in the management of fisheries resources in some rural and urban coastal communities of Tanzania. Focus group discussions, key informant interviews, participant observations and questionnaire surveys were used to gather primary data. Data were analyzed both qualitatively and quantitatively. The study identified a number of potential local taboos in the management of fisheries resources and their habitats in coastal Tanzania. While these taboos showed some potential for applications in modern management approaches, a majority of fishers indicated non-compliance to most of them, especially in urban areas. A number of reasons are revealed to have attributed to the non-compliance of these taboos. These findings suggest the prospect for judicious integration of traditional practices with modern strategies, to enhance compliance. More studies on traditional knowledge that has a role in fisheries resources management are recommended, as are biophysical assessments in conjunction with traditional practices to reveal their scientific benefits. Successful community-based fisheries resources management in Tanzania will draw on modern and traditional perspectives.  相似文献

We describe the changes in the management of marine resources in Kenya from traditional management, through the era of marine protected areas and the fisheries sector, towards the initial developments of an integrated coastal area management system, which has only been active since the early 1990s. The first meetings between sectors were held in the mid-1990s where the responsibilities of management were agreed upon and from which a number of memorandums were initiated as part of the integrative process that was lead by the Coast Development Authority. Two integrated coastal management (ICM) pilot projects started in the mid- to late 1990s were undertaken to test the effectiveness of the process in two tourist beaches north of Mombasa and later Diani. These ICM programs primarily focused on infrastructural development and resource access issues and participants needed to be reminded that that the objectives of the ICM process were to improve natural resource management and protect biodiversity. There was also the problem that government and the larger economic interests were involved in policy and planning but the poor and associated communities were often marginalized because they lacked effective formal organizations and finances to represent them. The financial support for projects prior to 2003 was generally less than US $150 000 and this and the poverty of the institutions and difficulties of establishing financial sustainability limited the programs and their problem solving. Nonetheless, there has been sustained progress and lessons learned concerning interactions with stakeholders, zoning of activities, linkages among groups, and improvements in the environment that should form the basis for further integration and solutions.  相似文献

Integrated coastal zone management has evolved in practice and in the literature to implicate and advocate for public participation. Public participation has been proposed to open debate, contribute to policy formulation, increase government accountability, build support for agency programs, reduce community tensions and increase the sustainability of the actions. This study analysed the success of three integrated coastal zone management projects based on 8 process and output indicators. Public participation does not seem to have had an impact on the overall project objective nor on the sustainability indicators. These results bring us back to the initial concept of ICZM based on horizontal and vertical integration, and suggest that projects promoting ICZM need to be adapted to each specific cultural and political context. Long-term sustainability and natural resource management will only be achieved when the projects and activities are adapted to meet the reality on the field.  相似文献

We examined the conditions of successful common property-based management for coastal marine living resources, using a case of historically and anthropologically well established women divers communities on Jeju Island, South Korea, focusing on their decentralized work rules and production records. Due to their tight social network and work rule, the women divers have harvested coastal marine living resources with limited fishing pressure exclusively from their village fishing grounds for over 400 years. However, their harvest patterns have been mostly reactive to market prices, eventually requiring direct governmental regulations such as total allowable catch in some cases. Most recently, the communities have been experiencing multiple challenges: their aging population, water pollution in the coastal zone, competition with cultured products and imported seafood, and expanding barren grounds. These challenges demand a multi-scale/dimensional response if the women divers communities are to keep their village fishing grounds and communities sustainable.  相似文献

海岸带资源价值评估是引入市场机制、为建立资源有偿使用制度、实现海岸带资源优化配置的必要环节。回顾与总结了我国近20年来海岸带资源价值评估从资源价值观、资产化概念、资源类型划分、评估方法、资产化管理试点等方面的研究,认为我国对海岸带资源价值的理论研究比较成熟,评估方法涉及了矿产资源、渔业资源、空间资源、海涂和浅海资源、港址资源、滨海旅游资源和海岸带生态价值等核算模式;提出了海岸带资源价值评估在今后一段时期研究的重点是:在区域宏观分析的基础上,期望在资源评估因素的选择、评估单元的划分、评估指数和级别标准的确定、基准价包括经济系数的测算有评估结果验证等取得新的进展,并以典型实例为依托,在成果应用上纳入国家海域使用管理体系。  相似文献

Coastal zones and beach management practices, regulatory decisions, and land use planning activities along coastal zones have historically been made with insufficient information concerning the dynamic coastal environment. In this study we address and integrate an interdisciplinary scientific approach to Coastal Management in a scenario where lack of this information has resulted in the alteration of the natural dune system of the beach of Cala Millor (Mallorca, Balearic Islands, Spain), and also in the perception of the beach retreat and in a parallel way, a risk for the tourism resources. In this work the detailed studies on beach morphodynamics have been developed as a basis for integrating proper beach management, beach natural dynamics and local users and economic agent interests. From this point of view a set of solutions are considered as the basis for a management policy that links beach science and beach use as a tourism resort resource.  相似文献

The management of fisheries resources in the northwestern Mediterranean is traditionally centralized and developed within the framework of coastal states and European Union common policies. In general, it has not been sufficiently effective in reversing the declining situation of fisheries resources and fishers in this region. This paper discusses the feasibility of moving away from a top-down approach in fisheries management towards a more participative and convergent mode of governance in the region. More specifically, the study focuses on MPAs as a fisheries management tool and evaluates their current establishment and management system in the French Mediterranean as a case study for the region. A brief review of the experiences on fisheries and MPA management in the Philippines is also presented to obtain insights on bottom-up and collaborative management approaches. Finally, possible opportunities for adopting a more decentralized and coordinated approach in fisheries management within the French socio-political system, and possibly in the northwestern Mediterranean region, are discussed. These include the existence of fishing community organizations in the region, such as the prud'homies in France and cofradias in Spain, starting with management strategies that are simpler to enforce and more acceptable to direct users, e.g., fishery reserves, and exploring co-management arrangements to manage fisheries at ecologically meaningful but operationally manageable scales as has been proposed by some development organizations. However, effective changes in the system would require major national policy and institutional reforms, social preparation and organizational strengthening which would take time and resources.  相似文献

This paper examines an approach that integrates the judgment and perceptions of coastal resource users in prioritizing the criteria and indicators for fisheries management impact evaluation. Five criteria with corresponding indicators were identified and selected namely, acceptability, biotic diversity, economic performance, enforceability, and equity. The weights of importance of criteria and indicators were determined through the Analytic Hierarchy Process applied in a case study with 23 resource user groups (categorized as fishers, local government unit, non-government organization, private sector and women) in San Miguel Bay, Philippines.The results of this study revealed that overall, acceptability is the most important criterion in evaluating the impacts of fisheries management strategy in San Miguel Bay, especially for the local government units and fishers groups. The best measure of acceptability criterion are the indicators resource users participation in fisheries management process, level of awareness of resource users in fisheries resource management and number of fishers who belong to an organization. Ten groups have consistency ratios between 0.0 and 0.08 which are within the acceptable level of 0.10. Conversely, most groups (78%) have consistency ratios less than 0.26. Also, the results of the preference analysis are remarkable because among the representative groups, most fishers groups exhibited consistencies in their judgments (average consistency ratios of 0.06-0.08). Economic performance indicators were consistently judged across groups indicating that individuals present higher convergence of views toward economic objective.  相似文献
