In this paper we explore how Western scientific concepts and attitudes towards indigenous knowledge, as they pertain to resource management and climate change, differ from the prevailing view in modern Russia. Western indigenous leaders representing the Inuit and Saami peoples are actively engaged in the academic and political discourse surrounding climate change, whereas their Russian colleagues tend to focus more on legislation and self-determination, as a post-Soviet legacy. We contribute to the debate with data from the Nenets tundra, showing how different research has employed the three crucial Western research paradigms of climate change, wildlife management and indigenous knowledge on the ground. We suggest that the daily practice of tundra nomadism involves permanent processes of negotiating one's position in a changing environment, which is why "adaptation" is woven into the society, and cosmology as a whole, rather than being separable into distinct "bodies" of knowledge or Western-designed categories. We argue that research agendas should be placed in their proper local and regional context, and temporal framework: for example, by collaborating with herders on the topics of weather instead of climate change, herding skills instead of wildlife management, and ways of engaging with the tundra instead of traditional ecological knowledge.  相似文献

Reindeer herding in the Chukotka Autonomous Okrug, as in many other regions across the Russian North, has been experiencing a progressive collapse since the dissolution of the Soviet Union in 1991. The collapse is typically blamed on Russia's privatization programme, which broke up collectivized reindeer farms into supposedly privatized enterprises. While this process did indeed bring significant changes to the practice of reindeer herding in Chukotka, this paper argues that a more fundamental issue is the political and economic change at the local level that most likely makes the collapse irreversible. Áccording to the rhetoric of the new "democratic" framework, the majority rules, and their priorities take precedence. As a result, the indigenous peoples and their priorities - chief among which is reindeer herding - have been squeezed into the political margins. This has been exacerbated by the development of a relationship of internal colonialism between dominant urban Russians and village-dwelling indigenous reindeer herders, which has led to greater inequalities between the two groups as the Russians monopolize both resources and power in the region.  相似文献

Over the centuries, the image of nomads threatening sedentary ways of life has been a common pejorative representation. In order to understand what geographies underpin narratives about nomads, I examine how social theory and media representations invoke the image of nomads. Both media and academic representations are buttressed by limited understandings of place and space, framing nomads as the quintessential “place invaders.” Focusing on nomadic Gypsies and Travelers in England provides a contemporary example of this process. British media representations construct nomadic Gypsies and Travelers in England as out‐of‐place and threatening. Deconstructing essentialist geographical conceptions allows us to avoid reproducing the common image of placeless nomads, reveals how people utilize place to render others inferior, and highlights the fact that conflicts between nomadic and sedentary ways of life are not intractable and natural. Adopting a more nuanced understanding of place can challenge the dominant trope of nomads as place invaders.  相似文献

Based on historical-geographical evidence, this paper reports on the influence of the nomadic peoples on the landscapes of the steppe one in Northern Eurasia during the pre-agricultural period, i.e. in the 18th-19th centuries. It is concluded that the landscapes of the steppe one constituted natural-anthropogenic complexes resulting from cultural transformation of space by the nomadic peoples. A rationale is rovided for the problems facing the new branch of knowledge, historical steppe science.  相似文献

The Fulani of West Africa have increasingly migrated to humid West Africa since the Sahelian droughts of the 1970s, drawing opposition from indigenous groups that are concerned about the deprivation of their livelihood and monopolization of resources for herders’ livestock. This research, which involved farmers, shepherds, and Fulani herders, addressed three issues: the nature of indigenous grazing and watering regimes, shepherd–herder relations, and herders’ impact on resource access for indigenes’ livestock. The research indicates that in-community and off-community platforms for resource access exist. The former has not been impacted by the herders; the latter has experienced changes insufficient to constitute an overhaul of resource access at the expense of indigenes’ livestock. Instead, a “shepherd–herder” category of resource access has emerged that is characterized by negotiation for resource space, opening avenues for addressing broader resource access issues, and typically tense indigene–herder relationships.  相似文献

为阐述微观社会情境下移民社会融入的影响因素,以广州非洲人群体中出现的“昼伏夜出”现象为研究对象,在2019年2—4月对广州登峰村开展问卷调查和深度访谈,以获取居民日常行为数据,探讨该现象的成因及其背后的机制。结果表明:在穗非洲人的作息行为存在“时差”,具体表现为群体性的“昼伏夜出”——起床和休息时间点的整体性后移。相关性研究分析表明,这种通过时间交互实现的“昼伏夜出”,与该群体的社交状况、场所互动状况和“对穗态度”密切相关,实质是其采取“浅层融入,深度区隔”社会适应策略的具体手段,也是迁入地对此发出响应的互动结果。通过时间维度上对社区空间的“错峰”使用,非裔有选择地放弃占据、使用和改造社区的部分需求,实现主动区隔;对此,同一空间下的其他群体根据与非裔的互动需求,对自身行为模式作出调整,以此实现登峰村内不同人群间的双向适应。  相似文献

The water resources of Canada are today, and have always been, of major importance to the welfare of Canadians. Throughout most of Canada's history, these resources have been viewed within a supply–management framework and, frequently, exploited through the construction of 'megaprojects', often with little or no concern for issues such as environmental harm and social and community disruption. As in many parts of the world, those most affected by such large-scale water resource developments have been aboriginals (in Canada, 'First Nations' peoples). Although the issues of environmental, social and economic damage to First Nations as a result of water megaprojects have been investigated, little has been written about the impact of such projects – especially dam construction – on the loss of sense of place of deracinated peoples. This paper investigates one example of such loss of sense of place, that of the Cheslatta T'En forcibly removed from their ancestral lands in the 1950s so as to allow for the construction of a private hydroelectric dam by the Aluminum Company of Canada (Alcan).  相似文献

How researchers describe groups living within or near the world's tropical rain forests has important implications for how and why these groups are targeted for assistance by conservation and development organizations. This article explores how data about market behavior can be used to assess one aspect of forest peoples’ livelihoods: their “dependence” on forest resources as a source of market income. With the intent of revealing the importance of methodology to how we describe forest peoples’ livelihoods, I draw from a multiyear survey of market activity among the Tawahka Sumu of Honduras and distinguish nested measures of the Tawahkas’ engagement in forest‐product sale. Results indicate that whether or not the Tawahka —or any forest group — can be considered financially “dependent” on forest resources depends on the spatial and temporal scales at which data are aggregated. As a group, the Tawahka earned 18 percent of total market income from forest‐product sale, but their group profile masked a high degree of heterogeneity at the village and household level. Similarly, multiyear data indicated that while group‐level generalizations adhere from year to year, they belie considerable change in households’ market behavior across years. I discuss three ways in which the findings are relevant to the theory and practice of conservation and development in the humid tropics. I emphasize the importance of spatial scale in interventions, how market‐oriented conservation schemes can benefit from a broader conceptualization of the economic context in which forest‐product sale occurs, and how longitudinal analysis can reveal the dynamism of forest peoples’ livelihoods.  相似文献

Reindeer herding is a nature-based livelihood of the indigenous Sámi people in northern parts of Europe and Russia. During the last decades, reindeer herding has become a more significant issue in the context of the market economy: the livelihood has transformed toward entrepreneurship, and the subsidies demand growth in the scale of herding. According to the national administration, the market values are highlighted. However, for herders, market economies are only one part of their livelihood. Another important part is their experience of reindeer herding as a way of life; for many reindeer herders trust in their livelihood and the social relations associated with their way of life are of equal or greater importance than economic aspects. In this paper, the role of social trust in the changing process of reindeer herding is discussed. Inherited tacit and cultural knowledge, as a part of social capital, strengthen reindeer herders’ experience of trust.  相似文献

This paper contributes to the discussion concerning the way in which Soviet state policies have influenced the lives, social organization, economy and culture of a group of indigenous Komi reindeer herders of northern Russia: its main focus is to explain how these policies have changed the herders' patterns of migration and land use. Extensive anthropological fieldwork—to determine current and past herding practices—was carried out and archives were thoroughly investigated to document land use changes in relation to state reindeer herding policies. It was found that compared with those of several decades ago, the migration routes are now much shorter, as the herders have abandoned large areas of winter pastures located in the southernmost part of their herding territory. This "abandonment" phenomenon is endemic amongst reindeer herders generally, throughout the Komi Republic. Whereas the reasons for the abandonment of winter pastures are diverse, they can be attributed mostly to the state sedentarization policy, which has modified the family structures of herders, and the continuing decreases in state subsidies that have changed the balance between state and private ownership of reindeer. Both these factors have greatly contributed to the herders' dependence on visiting towns, where they now own flats, and on selling reindeer products, upon which they are increasingly reliant for financial security.  相似文献

The historical factors of the development of organic agriculture in the Baikal region are considered on the basis of ethnoecological experience of traditional agriculture management in the 18th–19th centuries. It is pointed out that the historical method of developing the territory of Transbaikalia is based on nomadic ethnic culture, self-consciousness of the Buryat ethnos, and on the stereotype of behavior in the natural environment and constitutes a unique historical experience of adaptation of the Buryats in the steppe and forest-steppe landscapes of Transbaikalia. And the preservation of nomadic traditions and the Buryat culture of economic managing deserve the attention of researchers. The historical-geographical approach makes it possible to demonstrate the adaptive character of nomad livestock breeding and the use of the territory of Transbaikalia region by the Buryat ethnos in the past, using a conditionally allocated cattle-breeding model as an example. It is shown that the livestock husbandry (nomadic) model of agrarian nature management under consideration reflected a specific “strategy of adaptation” of traditional (nomadic) nature management to the natural environment of the region, which was at a certain socio-economic level of development and represented a natural model for the existence of the Buryat ethnos formed under the influence of the unique landscapes of Transbaikalia and historical traditions. The livestock husbandry model of the economy in the past was the main system of using the territory of Transbaikalia by the Buryat population and reflected the dynamic stereotype of behavior in a given natural environment. The main features of nomadic livestock husbandry are identified, which confirms that the livestock husbandry model was an ecologically correct form of farming, and traditional agriculture is an alternative to intensive forms of agriculture, a kind of management with a focus on the manufacture of ecologically clean products of livestock husbandry as well as being the prototype of organic agriculture in the Baikal region.  相似文献

以深港边境中英街地区为例,运用实地调查和访谈方法,探讨一国两制下的深港边境生活空间形成、居民自下而上的再边界化、以及居民通过日常生活实践对边界的再定义过程。研究指出,中英街地区的生活空间形成是在边界效应下,边境居民对边境两侧管理差异的不断适应、调试、乃至主动运用的空间构建过程。边境管理者、居民、游客和水客等多方力量在此过程中互动角力,而中英街地区发展的不同阶段正是这一互动过程的结果;在此过程中,边境居民从被动的边界适应到主动的边界效应利用,体现了一国两制下居民的生活空间战略和自下而上的社会力量对边界及边境地区生活空间形成的作用。本研究有助于深化对于亚洲的边界和边境地区空间形成的理解,也对当下的边境治理具有积极的政策意义。  相似文献

Recent neo-liberal policy frameworks in Australia advocate economic development opportunities for Aboriginal Australians as a viable strategy to redress the marginalisation and social disadvantage that appear to characterise many Aboriginal communities. In New South Wales (NSW), Aboriginal peoples are currently negotiating with industry for the chance to participate in coal seam gas (CSG) development opportunities. Based upon research focusing on CSG development in the Northern NSW region, this paper argues that certain constructions of Aboriginality inhibit successful Aboriginal engagement with the economic opportunities provided by CSG. This paper illuminates the role of the media in facilitating dominant discourse about Aboriginality and the implications of those constructions for Aboriginal engagement with the mainstream economy. Findings demonstrate that the media are complicit in constructing Aboriginal peoples in a way that could prejudice their attempts to engage in economic opportunities that do not align with the dominant constructions of Aboriginality.  相似文献

The Malaysian government regards the country's indigenous peoples as “backward” and in need of “modernization.” It aims to assimilate them into the so‐called mainstream society and to incorporate their lands and resources into national and global markets. These policy objectives leave little scope for indigenous groups to pursue their own life projects. Indigenous communities want to share in the benefits of economic development, but they are not prepared to give up their lands, cultures, and identities to obtain them. They have attempted to ward off the negative consequences of development projects by forming advocacy nongovernmental organizations, engaging in various forms of resistance, and seeking redress of their grievances in the courts. Most of all, they want recognition of their rights to land and place. The efficacy of their agency is severely hampered by a battery of repressive laws and by their own political weakness.  相似文献

In the last decade, there has been increasing interest in climate change, pasture degradation and its driving forces, and innovations in nomadic pastoralism on the Tibetan Plateau. However, little is known of indigenous strategies of adaptation to pasture degradation, which limits the effectiveness of adaptation strategies planned by local government. This paper analyzes nomads’ strategies of adaptation to pasture degradation on the basis of a field survey of three townships of Dalag County in the source regions of the Yangtze and Yellow rivers. Pastures there have evidently degraded, with pastures in Wasai mainly in a state of slight or medium degradation and those in Manzhang and Jianshe in a state of medium or severe degradation. With the degradation of pasture, the grazing time is reduced, which affects the livelihoods of nomads. Although the Four-Package Project has commenced in this region, there is still severe fodder shortage in winter and spring. The traditional hay storage strategy does not work because of pasture degradation, and few nomads establish fenced and artificial pastures. Therefore, nomads have employed other strategies, such as renting pasture, providing supplementary feed, and diversifying their livelihoods. Local strategies taken by nomads can provide valuable insights into ecological restoration and livelihood improvement in the region and suggest changes to means promoted by local government. It is necessary to seek new means that combine the best aspects of nomadic pastoralism with modern stockbreeding technologies to help nomads adapt to pasture degeneration and improve their livelihoods.  相似文献

Assemblages of small bird species (<90 g body mass) from the Monte desert in Argentina were studied to analyze spatial and temporal variation in abundance and species richness. Mean species richness was higher during breeding season than in non-breeding season. The same pattern was observed in aerial insectivores, while granivores and substrate insectivores did not differ between breeding and non-breeding seasons. Overall bird abundance was similar across seasons. Species richness was positively correlated with bird abundance and negatively correlated with dominance; bird abundance and dominance were not correlated. These patterns could be explained by distinct responses of functional groups of birds; dominant species were granivores in the non-breeding season and aerial insectivores during the breeding season, and bird abundance in functional groups changed according to food supply. Most species are residents or regular migrants, while there are few nomadic and transient species. Predictable annual fluctuations in rainfall and resource availability should favor a migratory strategy more than nomadic movements. Similarly, breeding is strongly seasonal and most species start breeding when the first summer rains have generally not yet fallen. Finally, concordances in assemblage structure at local and regional scale suggest that similar mechanisms are acting on the local bird assemblages across the Monte.  相似文献

Extensive herding is an important activity in northern Cameroon, in terms of both the local social economy and local land management. However, this activity is strongly linked to the availability and accessibility of fodder resources. Due to territorial processes, such as land clearance and wood harvesting, this resource is receding and pasturelands are becoming fragmented. Herders are facing new challenges to secure their livelihoods, and, in this context, fodder trees are emerging as a key resource, allowing herds to subsist up to the end of the dry season. Increasingly, trees are playing a significant part in the herders' strategies to feed their herds in time and space and to 'root' their activities to particular lands. This trend requires an analysis of the importance of fodder trees in the definition of territorial strategies operated by herders in northern Cameroon, in the context of various herding systems (nomadic herding, agro herding using transhumance, and settled agro herding). A discussion of herding strategies needed to address the decreasing access to fodder resources highlights the problems of current extensive herding systems and leads to proposed alternatives.  相似文献
