This study seeks to refine literature on boundary work by exploring how stakeholders in the Coral Triangle Initiative, an international agreement between six countries in Southeast Asia and the Pacific, are forging relations across various domains and governance levels, and the outcomes of this process. We do this in an effort to increase its relevance to multi-level environmental governance, and understand the challenges that face such governance. We are also interested in the pathways leading to policy outcomes that are perceived as salient, credible, and legitimate to all stakeholders involved in governance. The study shows that boundary work is challenged by resource inequalities resulting in limited knowledge diversity, blurred boundaries between science and politics, and misaligned scales. We conclude that boundary work has an important temporal dimension that has often been neglected, and that literature on boundary work must provide a conceptual guide to understand tradeoffs arising as a result of stakeholders’ various strategies to engage in boundary work.  相似文献

Environmental assessments generate and/or collect individual research efforts to answer policy-relevant questions and otherwise provide technical advice to decision-makers, typically legislators, international negotiators and regulators. Though one might think first of assessments in terms of the reports that they often produce, the implications of scientific assessment are better understood by viewing assessments as a social processes, rather than principally as a document. Assessment processes are embedded in different sorts of institutional settings, within which scientists, decision-makers, and advocates communicate to define relevant questions for analysis, mobilize certain kinds of experts and expertise, and interpret findings in particular ways. This social process perspective on assessment directs attention beyond the content of assessment reports to encompass questions the design of the social process. In this paper, we focus on four elements of assessment design that are too frequently under-appreciated: assessment context and initiation, science–policy interaction, participation in assessment processes, and assessment capacity. We show how widely these elements vary across five different assessments and discuss the implications of this variation.  相似文献

This paper assesses three key energy sustainability objectives: energy security improvement, climate change mitigation, and the reduction of air pollution and its human health impacts. We explain how the common practice of narrowly focusing on singular issues ignores potentially enormous synergies, highlighting the need for a paradigm shift toward more holistic policy approaches. Our analysis of a large ensemble of alternate energy-climate futures, developed using MESSAGE, an integrated assessment model, shows that stringent climate change policy offers a strategic entry point along the path to energy sustainability in several dimensions. Concerted decarbonization efforts can lead to improved air quality, thereby reducing energy-related health impacts worldwide: upwards of 2–32 million fewer disability-adjusted life years in 2030, depending on the aggressiveness of the air pollution policies foreseen in the baseline. At the same time, low-carbon technologies and energy-efficiency improvements can help to further the energy security goals of individual countries and regions by promoting a more dependable, resilient, and diversified energy portfolio. The cost savings of these climate policy synergies are potentially enormous: $100–600 billion annually by 2030 in reduced pollution control and energy security expenditures (0.1–0.7 % of GDP). Novel aspects of this paper include an explicit quantification of the health-related co-benefits of present and future air pollution control policies; an analysis of how future constraints on regional trade could influence energy security; a detailed assessment of energy expenditures showing where financing needs to flow in order to achieve the multiple energy sustainability objectives; and a quantification of the relationships between different fulfillment levels for energy security and air pollution goals and the probability of reaching the 2 °C climate target.  相似文献

Vulnerability, adaptation and resilience are concepts that are finding increasing currency in several fields of research as well as in various policy and practitioner communities engaged in global environmental change science, climate change, sustainability science, disaster risk-reduction and famine interventions. As scientists and practitioners increasingly work together in this arena a number of questions are emerging: What is credible, salient and legitimate knowledge, how is this knowledge generated and how is it used in decision making? Drawing on important science in this field, and including a case study from southern Africa, we suggest an alternative mode of interaction to the usual one-way interaction between science and practice often used. In this alternative approach, different experts, risk-bearers, and local communities are involved and knowledge and practice is contested, co-produced and reflected upon. Despite some successes in the use and negotiation of such knowledge for ‘real’ world issues, a number of problems persist that require further investigation including the difficulties of developing consensus on the methodologies used by a range of stakeholders usually across a wide region (as the case study of southern Africa shows, particularly in determining and identifying vulnerable groups, sectors, and systems); slow delivery of products that could enhance resilience to change that reflects not only a lack of data, and need for scientific credibility, but also the time-consuming process of coming to a negotiated understanding in science–practice interactions and, finally, the need to clarify the role of ‘external’ agencies, stakeholders, and scientists at the outset of the dialogue process and subsequent interactions. Such factors, we argue, all hinder the use of vulnerability and resilience ‘knowledge’ that is being generated and will require much more detailed investigation by both producers and users of such knowledge.  相似文献

Stratospheric ozone depletion has been much studied as a case history in the interaction between environmental science and environmental policy. The positive influence of science on policy is often underscored, but here we review the photochemistry of ozone in order to illustrate how scientific learning has the potential to mislead policy makers. The latter may occur particularly in circumstances where limited observations are combined with simplified models of a complex system, such as may generally occur in the global change arena. Even for the well-studied case of ozone depletion, further research is needed on the dynamics of scientific learning, particularly the scientific assessment process, and how assessments influence the development of public policy.  相似文献

Integrated Assessment Models (IAMs) have gained a prominent role in the climate science-policy interface. The article reconstructs the evolution of IAMs and their changing role in this interface, investigating how and why IAMs have become so prominent. Based on literature analysis, quantitative document analysis and semi-structured interviews, we describe the historic evolution of the interactions between IAMs and policy-making between 1970 and 2015. We identify five historic phases in which IAMs played distinct mediating roles between science and policy, succeeding to adjust their scenario efforts to the continuously changing demands for knowledge from the policy community. In explaining the prominent role of IAMs, we differentiate between background conditions (material and sociological) and more contextual factors, most notably the flexible, hybrid and broad nature of IAMs as well as the pro-active character of the IAM community to enhance their policy relevance. We draw on the notion of institutional work to explain this success. In light of the urgency of responding to the climate crisis, we suggest that the IAM community may expand their scope of anticipated futures and consider engaging a wider range of publics and societal stakeholders beyond the science-policy interface.  相似文献

Transdisciplinary research is a promising approach to address sustainability challenges arising from global environmental change, as it is characterized by an iterative process that brings together actors from multiple academic fields and diverse sectors of society to engage in mutual learning with the intent to co-produce new knowledge. We present a conceptual model to guide the implementation of environmental transdisciplinary work, which we consider a “science with society” (SWS) approach, providing suggested activities to conduct throughout a seven-step process. We used a survey with 168 respondents involved in environmental transdisciplinary work worldwide to evaluate the relative importance of these activities and the skills and characteristics required to implement them successfully, with attention to how responses differed according to the gender, geographic location, and positionality of the respondents. Flexibility and collaborative spirit were the most frequently valued skills in SWS, though non-researchers tended to prioritize attributes like humility, trust, and patience over flexibility. We also explored the relative significance of barriers to successful SWS, finding insufficient time and unequal power dynamics were the two most significant barriers to successful SWS. Together with case studies of respondents’ most successful SWS projects, we create a toolbox of 20 best practices that can be used to overcome barriers and increase the societal and scientific impacts of SWS projects. Project success was perceived to be significantly higher where there was medium to high policy impact, and projects initiated by practitioners/other stakeholders had a larger proportion of high policy impact compared to projects initiated by researchers only. Communicating project results to academic audiences occurred more frequently than communicating results to practitioners or the public, despite this being ranked less important overall. We discuss how these results point to three recommendations for future SWS: 1) balancing diverse perspectives through careful partnership formation and design; 2) promoting communication, learning, and reflexivity (i.e., questioning assumptions, beliefs, and practices) to overcome conflict and power asymmetries; and 3) increasing policy impact for joint science and society benefits. Our study highlights the benefits of diversity in SWS - both in the types of people and knowledge included as well as the methods used - and the potential benefits of this approach for addressing the increasingly complex challenges arising from global environmental change.  相似文献

Negotiations that involve the use and interpretation of scientific information and assessment are often particularly difficult, especially when the scientific input is uncertain or contested. Parties can exploit this uncertainty in order to stall progress, where they might prefer a very different policy outcome. In addition, scientific input often changes as new research is done and disseminated. In order to facilitate decision-making where science is involved, a number of international environmental agreements have established regimes, as well as assessment processes, that are designed to incorporate new information, review decisions, and modify judgments—that is, they are dynamic or adaptable. However, there is little systematic evaluation by policymakers or academic analysts of the type and qualities of such dynamism that might contribute to effective assessment and regulatory processes, or of whether this lesson is truly applicable across very different environmental issues. Examination of the recent protocol on persistent organic pollutants to the Convention on Long-Range Transboundary Air Pollution (LRTAP), in comparison to LRTAPs two previous protocols on sulfur emissions, offers a way to compare across different types of issues whether and how “adaptable” assessment processes influence consensus negotiations. The results of this comparison indicate that a type of adaptability likely to facilitate decision-making is “dependable dynamism”—the quality of assessment and decision-making processes that allows policymakers with ease to put off particular decisions for addressing in the future, with confidence that issues so put off will indeed be addressed later. The ability to modify such conclusions at a later time facilitates decision-making processes by offering a new dimension of compromise on both scientific assessment and policy decisions, and lowering the threshold of credibility necessary for decision-making.  相似文献

The parallel scenario process enables characterization of climate-related risks and response options to climate change under different socio-economic futures and development prospects. The process is based on representative concentration pathways, shared socio-economic pathways, and shared policy assumptions. Although this scenario architecture is a powerful tool for evaluating the intersection of climate and society at the regional and global level, more specific context is needed to explore and understand risks, drivers, and enablers of change at the national and local level. We discuss the need for a stronger recognition of such national-scale characteristics to make climate change scenarios more relevant at the national and local scale, and propose ways to enrich the scenario architecture with locally relevant details that enhance salience, legitimacy, and credibility for stakeholders. Dynamic adaptive pathways are introduced as useful tools to draw out which elements of a potentially infinite scenario space connect with decision-relevant aspects of particular climate-related and non-climate-related risks and response options. Reviewing adaptation pathways for New Zealand case studies, we demonstrate how this approach could bring the global-scale scenario architecture within reach of local-scale decision-making. Such a process would enhance the utility of scenarios for mapping climate-related risks and adaptation options at the local scale, involving appropriate stakeholder involvement.  相似文献

Knowledge is a vital resource for both understanding and addressing pressing social–ecological challenges of our time. Sustainability scientists have thus increasingly turned their attention to the role and relevance of knowledge for societal change. However, as identified in this study, the research landscape is very broad and fragmented, with little convergence on definitions between scholarly communities. We comprehensively map knowledge-related concepts and their uses in sustainability science, while eliciting points of agreement and controversy across bodies of literature. Clarifying terminology is a first step towards better empirical science and theory building, and ultimately enhances our ability to leverage knowledge for action and decision–making. Our analysis also suggests five entry points to thinking about knowledge in sustainability science: (1) knowledge as system; (2) as entity, or (3) as process; (4) knowledge for and through learning; and (5) knowledge at interfaces. We discuss how, taken together, these perspectives can contribute to a better understanding of the multiple ways in which knowledge can serve sustainability.  相似文献

To help decision-makers cope with the uncertainty of global environmental change, transnational networks of experts have offered numerous assessments of the state of knowledge, often advertised as consensus of “international science”. Substantial social science research has already analysed the effects of such global environmental assessments on industrialized countries; this study explores their influence in India as a pivotal developing country. It appears that although global environmental assessments did not remain without any influence in India, their effect is still small. These limitations could be addressed, it is argued, by increasing the usefulness and legitimacy of global environmental assessments in the South through stronger consideration of the socio-economic context of developing countries and other Southern concerns and interests, by raising the participation of Southern experts, by enhancing research capacities in and communication links to the South, and by ensuring that global environmental assessments are organized as self-adaptive processes, such as IPCC, and not as one-shot effort, such as the Global Biodiversity Assessment.  相似文献

New technical information may lead to scientific beliefs that diverge over time from the a posteriori right answer. We call this phenomenon, which is particularly problematic in the global change arena, negative learning. Negative learning may have affected policy in important cases, including stratospheric ozone depletion, dynamics of the West Antarctic ice sheet, and population and energy projections. We simulate negative learning in the context of climate change with a formal model that embeds the concept within the Bayesian framework, illustrating that it may lead to errant decisions and large welfare losses to society. Based on these cases, we suggest approaches to scientific assessment and decision making that could mitigate the problem. Application of the tools of science history to the study of learning in global change, including critical examination of the assessment process to understand how judgments are made, could provide important insights on how to improve the flow of information to policy makers.  相似文献

The MAPS Programme has been active in Brazil, Chile, Colombia and Peru in supporting the development of an evidence base to inform the processes involved in climate mitigation policy-making. The programme combines detailed quantitative analysis with an extensive stakeholder engagement process to provide policy and decision makers with the information required for long-term climate mitigation planning.

In recognition of the critical need to consider the developmental context and agenda in climate policy-making, the projects undertaken in these countries have experimented with various types of assessments of developmental impacts at both the macro and micro levels. These impacts have been collectively termed co-impacts to reflect the fact that these may be either positive or negative. In this article the value and challenges associated with co-impacts work for climate mitigation policy are considered. The value of including co-impacts analysis in the MAPS processes included increased stakeholder buy-in, making the case for mitigation action, informing INDCs and the prioritization of particular mitigation actions. Challenges include those associated with obtaining locally relevant data, the selection and operation of appropriate macro-economic models and analytical approaches and working with multidisciplinary teams.

The article concludes by making some suggestions to optimize co-impacts work, through reference to other bodies of literature. The authors highlight that this article is situated within a dominant approach to climate mitigation policy work in developing countries, which implicitly places the non-climate benefits of any action as secondary to the primary benefit of climate change mitigation and constructs an artificial separation of policy formulation and implementation. Practitioners are encouraged to reflect on the implications of these considerations in future efforts.

Policy relevance

One of the primary challenges to advancing climate mitigation policy in developing countries is that of perceived relevance: near-term development priorities are overwhelming. Identifying, understanding and engaging with the co-impacts of mitigation actions has emerged as one way of addressing this challenge. Although still at an experimental phase, experience with co-impacts analysis in the MAPS countries provides some useful lessons in how to develop this area of work.  相似文献

This paper identifies challenges inherent in addressing multi-scale environmental problems, and outlines tentative guidelines for addressing such challenges and linking science and policy across scales. The study and practice of environmental assessment and management increasingly recognize the importance of scale and cross-scale dynamics in understanding and addressing global environmental change. These ongoing efforts, however, lack a systematic way of thinking about and addressing the challenges involved in integrating science and policy across multiple scales, for example, in the design of policy-relevant, scientific assessments of problems such as climate change. These challenges include matching scales of biogeophysical systems with scales of management systems, avoiding scale discordance (matching the scale of the assessment with the scale of management), and accounting for cross-scale dynamics. In this paper we propose tentative guidelines for meeting such challenges for both assessors and decision-makers: (1) utilize boundary organizations — institutions which serve to mediate between scientists and decision-makers, and between these actors at different scales; (2) utilize scale-dependent comparative advantages — coordinating the allocation of resources, technical expertise, and decision-making authority to best capitalize on scale-specific capabilities; and (3) employ adaptive assessment and management strategies — constructing long-term, iterative, experiment-based processes of integrated assessment and management.  相似文献

The CHIMERE mesoscale chemistry transport model is used for the quantitative assessment of the contribution of transboundary transport of anthropogenic admixtures from China to the surface concentrations of major suspended pollutants, aerosol PM10, ozone O3, and nitrogen oxides NOx in the Far Eastern region. Analyzed in detail are the time series of concentration of mentioned substances computed with the model taking account and not taking account of anthropogenic emissions in China. It is revealed that the transboundary transport of anthropogenic pollutants can cause the recurring episodes of manyfold increase in the concentration of PM10 in the south of Khabarovsk region, as well as more rare variations of O3 and NOx concentration. The trajectory and synoptic analysis demonstrated that the episodes of the increase in the concentration of PM10 and O3 in the south of the region mainly depend on the carryover of air masses from northeastern China in the front part of continental cyclones.  相似文献

Individual action and support for policy to tackle climate change have been linked to perceptions of political and scientific controversy and consensus concerning the issue. Recent media effects research indicates that presentation of agreement or conflict between actors’ opinions influences how audiences respond to news about climate change and policy. While some national case studies have investigated portrayals of actors’ positions on important questions regarding climate change in the media, they are largely absent from comparative research. This study addresses this gap by analysing portrayals of actor-issue-positions and the emerging patterns of controversy and consensus in German, Canadian, and US coverage. Studying a sample of occurrences of climate change-related issues (N = 902) in-depth, the results show German media present political consensus about the need to limit emissions and societal controversy about the efficacy of specific mitigation measures. Presenting mainly consensus, Canadian media report more on climate change’s impact, leaving aside the issue of efficacy. In the US, media emphasise political controversy — about the need to limit emissions and occasionally about climate change’s impact on humans. The findings, consistent with other recent publications, can best be explained by journalists selectively indexing of seemingly relevant actor-issue-positions.  相似文献

The regulation of greenhouse gas emissions from the electricity sector within a cap-and-trade system poses significant policy questions on where to locate the point of compliance. Electricity markets often cross national or other regulatory boundaries, so that electricity generated within the boundary may comply with expectations but imported electricity may not. The question addressed in this article is where to locate the point of compliance in the electricity sector—where in the supply chain linking fuel suppliers to generators to the transmission system to retail load-serving entities should the obligation for measurement and compliance be placed? This problem is examined in the specific context of California's legislative requirements and particular energy markets, with the implications of the different policy options explored. The conclusion offered is that one particular approach to regulating the electricity sector—the ‘first-seller approach’—would be best for California. The alternative ‘load-based approach’ has had a head start in the policy process but would undermine an economy-wide market-based emissions trading programme.  相似文献

Air pollution and its related health impacts are a global concern. This paper addresses how current policies on air pollution, climate change and access to clean cooking fuels can effectively reduce both outdoor and household air pollution and improve human health. A state of the art modeling framework is used that combines an integrated assessment model and an atmospheric model to estimate the spatial extent and distribution of outdoor air pollution exposures. Estimates of household energy access and use are modeled by accounting for heterogeneous household energy choices and affordability constraints for rural and urban populations spanning the entire income distribution. Results are presented for 2030 for a set of policy scenarios on air pollution, climate change and energy access and include spatially explicit emissions of air pollutants; ambient concentrations of PM2.5; and health impacts in terms of disability adjusted life years (DALYs) from both ambient and household air pollution. The results stress the importance of enforcing current worldwide air quality legislation in addressing the impacts of outdoor air pollution. A combination of stringent policies on outdoor air pollution, climate change and access to clean cooking fuels is found to be effective in achieving reductions in average ambient PM2.5 exposures to below World Health Organization recommended levels for a majority of the world's population and results in a significant decline in the global burden of disease from both outdoor and household air pollution.  相似文献

For more than a decade climate change has been the focus of much research and analysis. Despite the global implications of the problem, the overwhelming majority of the researchers involved worldwide in studying the problem and its possible solutions are from industrialized countries, and participation of lesser-industrialized countries has been limited. While the wide-ranging implications of this South–North divide are sometimes recognized, there is little analysis on the reasons for this divide, why it continues to exist, and what steps might be required to narrow it. Towards this end, this paper analyzes how climate change research and analysis is performed in India, a major lesser-industrialized country. Based on detailed interviews, it explores the factors that play a role in shaping the capability of India to perform, and respond to, climate-change analyses. Drawing on the Indian case study, the paper examines developing-country participation in the international climate science and assessment enterprise. This allows some reflection on the potential pitfalls for international discussions on climate change and what the international community and countries of the South can do to overcome them in order to address this conspicuous South–North divide.  相似文献
