The aim of this paper is to improve understanding of the adaptive capacity of European agriculture to climate change. Extensive data on farm characteristics of individual farms from the Farm Accountancy Data Network (FADN) have been combined with climatic and socio-economic data to analyze the influence of climate and management on crop yields and income and to identify factors that determine adaptive capacity. A multilevel analysis was performed to account for regional differences in the studied relationships. Our results suggest that socio-economic conditions and farm characteristics should be considered when analyzing effects of climate conditions on farm yields and income. Next to climate, input intensity, economic size and the type of land use were identified as important factors influencing spatial variability in crop yields and income. Generally, crop yields and income are increasing with farm size and farm intensity. However, effects differed among crops and high crop yields were not always related to high incomes, suggesting that impacts of climate and management differ by impact variable. As farm characteristics influence climate impacts on crop yields and income, they are good indicators of adaptive capacity at farm level and should be considered in impact assessment models. Different farm types with different management strategies will adapt differently.  相似文献

The wine industry is increasingly recognized as especially vulnerable to climate change due to the climate sensitivity of both winegrape yields and quality, making it an important model system for the agricultural impacts of global changes. However, agricultural production is strongly influenced by the management decisions of growers, including their practices to modify the microclimate experienced by the growing crop; these adaptations have not been studied at the vineyard level, where managers on the ground are on the front lines of responding to global change.We conducted 20 in-depth interviews with winegrowers to examine farm-scale adaptive responses to environmental stresses, to understand the views and motivations of agricultural managers, and to explore adaptive capacity in practice. We found that growers tend to respond to stresses individually rather than collectively, except when facing severe, unfamiliar pests and diseases. Responses may be reactive or anticipatory; most anticipatory strategies have been short-term, in response to imminent threats. Growers tend to rely on their own experience to guide their management decisions, which may offer poor guidance under novel climate regimes. From using a Vulnerability Scoping Diagram, we find that changing exposure (vineyard location) and sensitivity (planting choices such as vine variety) have the biggest impact on reducing vulnerability, but that adaptations in growing or processing the crop in the vineyard and winery are easier to implement, much more commonly undertaken, and may also offer substantial adaptive capacity. Understanding the context of adaptations, as well as the decision-making processes motivating them, is important for understanding responses to global change.These findings highlight some innovations in adapting to global change, as well as some of the barriers, and point to the need for strategic investments to enhance agricultural resilience to climate change. In particular, strategies to enhance both effective and easy to implement farming adaptations, as well as broader-scale anticipatory, collective responses, could reduce vulnerability in the context of climate change.  相似文献

Environmental change often requires societies to adapt. In some instances, these adaptations can create feedbacks that amplify the change. Alternatively, other adaptations may dampen the change. We used semi-structured interviews with 240 fishers from nine Tanzanian coastal communities to explore responses to four hypothetical scenarios of increasingly severe declines in their average catch (10%, 20%, 30% and 50%). Overall, a higher proportion of fishers said they would respond to decline using amplifying adaptations (such as fishing harder) than dampening adaptations (such as reducing effort), particularly in the scenarios with lower levels of decline. We used a redundancy analysis to explore whether certain types of responses were related to the fishers’ socioeconomic characteristics. Fishers that would employ amplifying responses had greater economic wealth but lacked options. Fishers who would adopt dampening responses possessed characteristics associated with having livelihood options. Fishers who would adopt neither amplifying nor dampening responses were less likely to belong to community groups and sold the largest proportion of their catch. This study provides novel contributions by differentiating aspects of adaptive capacity that will amplify versus dampen environmental change and by highlighting what the resource users’ themselves say regarding responding to environmental change. Although direct policy application is limited by the study's hypothetical scenario nature, it provides a good beginning to incorporating resource users’ voices into such policy discussions.  相似文献

We tested two consequences of a currently influential theory based on the notion of seeing adaptations to climate change as local adjustments to deal with changing conditions within the constraints of the broader economic–social–political arrangements. The notion leaves no explicit role for the strength of personal beliefs in climate change and adaptive capacity. The consequences were: (i) adaptive action to climate change taken by an individual who is exposed to and sensitive to climate change is not influenced to a considerable degree by their strength of belief in climate change and (ii) adaptive action to climate change taken by an individual who is exposed to and sensitive to climate change is not influenced to a considerable degree by their strength of belief in an adaptive capacity. Data from a 2004 questionnaire of 1950 Swedish private individual forest owners, who were assumed exposed to and sensitive to climate change, were used. Strength of belief in climate change and adaptive capacities were found to be crucial factors for explaining observed differences in adaptation among Swedish forest owners.  相似文献

Theoretically, weather-index insurance is an effective risk reduction option for small-scale farmers in low income countries. Renewed policy and donor emphasis on bridging gender gaps in development also emphasizes the potential social safety net benefits that weather-index insurance could bring to women farmers who are disproportionately vulnerable to climate change risk and have low adaptive capacity. To date, no quantitative studies have experimentally explored weather-index insurance preferences through a gender lens, and little information exists regarding gender-specific preferences for (and constraints to) smallholder investment in agricultural weather-index insurance. This study responds to this gap, and advances the understanding of preference heterogeneity for weather-index insurance by analysing data collected from 433 male and female farmers living on a climate change vulnerable coastal island in Bangladesh, where an increasing number of farmers are adopting maize as a potentially remunerative, but high-risk cash crop. We implemented a choice experiment designed to investigate farmers’ valuations for, and trade-offs among, the key attributes of a hypothetical maize crop weather-index insurance program that offered different options for bundling insurance with financial saving mechanisms. Our results reveal significant insurance aversion among female farmers, irrespective of the attributes of the insurance scheme. Heterogeneity in insurance choices could however not be explained by differences in men’s and women’s risk and time preferences, or agency in making agriculturally related decisions. Rather, gendered differences in farmers’ level of trust in insurance institutions and financial literacy were the key factors driving the heterogeneous preferences observed between men and women. Efforts to fulfill gender equity mandates in climate-smart agricultural development programs that rely on weather-index insurance as a risk-abatement tool are therefore likely to require a strengthening of institutional credibility, while coupling such interventions with financial literacy programs for female farmers.  相似文献

Primary producers, including graziers, crop farmers and commercial fishers are especially vulnerable to climate change because they depend on highly climate-sensitive natural resources. Adaptation to climate change will make a major difference to the severity of the impacts experienced. However, individuals (resource users) can erect sometimes seemingly peculiar barriers to potential adaptation options that need to be addressed if adaptation is to be effective. Our aim was to understand the nature of barriers to change for cattle graziers in the northern Australian rangelands. We conceptualised barriers as adverse reactions where resource users are unlikely to contemplate adaptations that threaten core values or perceptions about themselves. We assumed that resource users that were more sensitive to climate change impacts—or more dependent on the resource—were more proximate to thresholds of coping and thus more likely to erect barriers, especially people with little adaptive capacity. Given that climate sensitivity and adaptive capacity are important components of vulnerability, our approach was to conduct a vulnerability assessment to identify potential but important barriers to change. Data from 240 graziers suggest that graziers in northern Australia might be especially vulnerable to climate change because their identity, place attachment, low employability, weak networks and dependents can make them sensitive to change, and their sensitivity can be compounded by a low adaptive capacity. We argue that greater attention needs to be placed on the social context of climate change impacts and on the processes shaping vulnerability and adaptation, especially at the scale of the individual.  相似文献

Responses to climate change in transboundary river basins are believed to depend on national and sub-national capacities as well as the ability of co-riparian nations to communicate, coordinate, and cooperate across their international boundaries. We develop the first framework for assessing transboundary adaptive capacity. The framework considers six dimensions of transboundary river basins that influence planning and implementation of adaptation measures and represents those dimensions using twelve measurable indicators. These indicators are used to assess transboundary adaptive capacity of 42 basins in the Middle East, Mediterranean, and Sahel. We then conduct a cluster analysis of those basins to delineate a typology that includes six categories of basins: High Capacity, Mediated Cooperation, Good Neighbour, Dependent Instability, Self-Sufficient, and Low Capacity. We find large variation in adaptive capacity across the study area; basins in Western Europe generally have higher capacities to address the potential hazards of climate change. Our basin typology points to how climate change adaptation policy interventions would be best targeted across the different categories of basins.  相似文献

Flood insurance plays an important role in climate adaptation by recovering insured losses in the event of catastrophic flooding. Voluntary adoption of flood insurance has been seen as a function of risk perception that is shaped by social norms. This paper attempts to clarify the relationship between these factors. It is based on a household survey conducted in the eastern cities of Australia and involving a total of 501 randomly selected residents. Results of a path analysis show that the likelihood of having flood insurance cover was associated with perceived social norms, but not perceived flood risk. In addition, perceived norms and risk were statistically related to each other. It is concluded that social norms played a mediating role between insuring decision and risk perception. Risk perception might influence the insuring decision indirectly through shaping perception of social norms. This implies that adaptive behaviour is not necessarily a function of risk perception, but an outcome of its impacts upon the ways in which the individuals situate themselves in their social circles or the society. There is a feedback process in which individual perceptions of risk manifest as both a cause and effect, shaping and being shaped by the socio-cultural context.  相似文献

Bovine spongiform encephalopathy (BSE) has been found in 25 countries, costing billions of dollars in those affected economies, and has had profound social and environmental impacts at multiple scales of organization. As a global phenomenon, the impacts of BSE were mediated directly through the environment (animal and human health) but in Canada the indirect socioeconomic impacts of BSE were far more damaging, especially for farm households. Yet, very little research has been conducted on adaptation to the indirect impacts of global environmental change, such as those mediated through the market and governance. Our goal was to examine how farm households adapted to the Canadian BSE crisis in order to better understand rural adaptations to global zoonotic diseases and to agriculture-related global environmental change as a whole. We conducted our mixed methods research in 2004–2006. Data sources included 826 survey responses, 27 individual interviews and 12 group interviews with farmers and ranchers in western Canada. Factor analysis separated out responses into three general adaptation strategies: ‘innovating’ to pursue new opportunities; ‘enduring’ or adaptations that seek stability; and ‘exiting’ from beef production or agriculture altogether. Farm household and community level innovation was a crucial adaptive strategy in the absence of governmental and expert-based support. Enduring adaptations were important to farm household survival in the short term, yet “chronic enduring” can compromise long-term adaptive capacity. Farm exiting was highly problematic during the BSE crisis as these responses were largely unexpected and often left households more vulnerable. Government support at the farm level promoted stability, with little support provided for change-orientated adaptations. Effective farm adaptation will require support for all three types of adaptive strategies and ones that are both expert-based and grassroots in nature to enable farm households in their pursuit of pluriactive and multifunctional livelihood strategies.  相似文献

This paper examines the processes by which the generic adaptive capacity of a system is translated into adaptation to climate change, what form it takes, and what factors facilitate or restrain such processes. This is done by an in-depth analysis of climate change adaptation in the Water supply and Wastewater (WW) sector of the Stockholm region. Observed adaptations are categorized in terms of building adaptive capacity and implementing adaptive decisions, and these measures are analyzed using a model of the adaptation process based on organizational learning theories. In particular, the concept of an organization’s actual adaptation space is defined and used as a means to understand the adaptation options that different WW organizations can pursue, as well as why such options might be pursued. The paper finds that most adaptation measures in the WW sector of the Stockholm region are aimed at building the adaptive capacity of the sector. It also finds that the extent to which adaptation measures can be pursued by the WW organizations is determined principally by how able the organization is to justify the additional resources required for adaptation. The analysis shows that there are two main routes to address this: use of climate knowledge to argue that adaptation is needed, and reference to rules and regulations to show that it is required.  相似文献

Forty-nine countries participating in the U.S. Country Studies Program (USCSP) assessed climate change impacts in one or more of eight sectors: coastal resources, agriculture, grasslands/livestock, water resources, forests, fisheries, wildlife, and health. The studies were generally limited to analysis of first order biophysical effects, e.g., coastal inundation, crop yield, and runoff changes. There were some limited studies of adaptation. We review and synthesize the results of the impact assessments conducted under the USCSP. The studies found that sea level rise could cause substantial inundation and erosion of valuable lands, but, protecting developed areas would be economically sound. The studies showed mixed results for changes in crop yields, with a tendency toward decreased yields in African and Asian countries, particularly southern Asian countries, and mixed results in European and Latin American countries. Adaptation could significantly affect yields, but it is not clear whether the adaptations are affordable or feasible. The studies tend to show a high sensitivity of runoff to climate change, which could result in increases in droughts or floods. The impacts on grasslands and livestock are mixed, but there appears to be a large capacity for adaptation. Human health problems could increase, particularly for populations in low-latitude countries with inadequate access to health care. The USCSP assessments found that the composition of forests is likely to change, while biomass could be reduced. Some wildlife species were estimated to have reduced populations. The major contribution of the USCSP was in building capacity in developing countries to assess potential climate impacts. However, many of the studies did not analyze the implications of biophysical impacts of climate change on socioeconomic conditions, cross-sectoral integration of impacts, autonomous adaptation, or proactive adaptation. Follow-on work should attempt to develop capacity in developing and transition countries to conduct more integrated studies of climate change impacts.  相似文献

This article describes an experimental Hunger and Climate Vulnerability Index showing the relative vulnerability of food insecure populations to climate risks at country level, as a tool for better understanding risks to food security presented by climate change. Data from socioeconomic and environmental indicators were analysed, and the most relevant indicators were aggregated using a composite index to compare differential vulnerabilities. The paper shows the high correlation between hunger and climate risk, especially for the regions of the world most affected by food insecurity. The analysis goes beyond the impact of climate on crop yields and provides a multidimensional analysis of vulnerability, while demonstrating the critical role that adaptive capacity has in determining vulnerability. The paper also presents a method for analysing food security vulnerability to climate risks that is replicable at different scales to provide a robust planning tool for policy makers. This approach can also be used to monitor vulnerability, evaluate potential effectiveness of programmes, and/or examine plausible impacts of climate change by introducing scenarios into the vulnerability model.  相似文献

This paper reviews the concept of adaptation of human communities to global changes, especially climate change, in the context of adaptive capacity and vulnerability. It focuses on scholarship that contributes to practical implementation of adaptations at the community scale. In numerous social science fields, adaptations are considered as responses to risks associated with the interaction of environmental hazards and human vulnerability or adaptive capacity. In the climate change field, adaptation analyses have been undertaken for several distinct purposes. Impact assessments assume adaptations to estimate damages to longer term climate scenarios with and without adjustments. Evaluations of specified adaptation options aim to identify preferred measures. Vulnerability indices seek to provide relative vulnerability scores for countries, regions or communities. The main purpose of participatory vulnerability assessments is to identify adaptation strategies that are feasible and practical in communities. The distinctive features of adaptation analyses with this purpose are outlined, and common elements of this approach are described. Practical adaptation initiatives tend to focus on risks that are already problematic, climate is considered together with other environmental and social stresses, and adaptations are mostly integrated or mainstreamed into other resource management, disaster preparedness and sustainable development programs.  相似文献

Vulnerability to climate change was evaluated for three different time periods: 1990, 2000, and 2010. Our objective was to discuss the scope of a multi-temporal assessment of vulnerability. The method used 55 indicators—with emphasis on the agricultural sector in Mexico—of which 27 were updated for the year 2010 and 33 were retrospectively estimated for the year 1990. The results show that in the 20-year study period, the exposure of the municipalities (and inhabitants) has increased, and sensitivity and adaptive capacity have decreased. The number of municipalities vulnerable to climate change declined over the 20-year period. We found that calculating vulnerability by adding exposure and sensitivity and subtracting adaptive capacity (E?+?S???AC) can lead to unintentional underestimation of total vulnerability. When rating vulnerability, care must be taken in what is reported: the results differ for the number of inhabitants versus the number of municipalities. Our previous published vulnerability evaluation was for the year 2000, so we wanted to evaluate the sensitivity of some variables and the vulnerability formula itself we used in that moment. It is possible to evaluate the vulnerability multi-temporally, which allows to evaluate the sensibility and calibration of the variables and indicators used and the reconsideration of their application.  相似文献

Urban water systems need to serve increasing numbers of people under a changing climate. Studies of systems facing extreme events, such as drought, can clarify the nature of adaptive capacity and whether this might support incremental (marginal changes) or transformative adaptation (fundamental system shifts) to climate change. We conducted comparative case studies of three major metropolitan water systems in the United States to understand how actions taken in response to drought affected adaptive capacity and whether the adaptive capacity observed in these systems fosters the preconditions needed for transformative adaptation. We find that while there is ample evidence of existing and potential adaptive capacity, this can be either enabled or diminished by the specific actions taken and their cascading effects on other parts of the system. We also find social dimensions, such as public acceptance, learning, trust, and collaboration, to be as critical as physical elements of adaptive capacity in urban water systems. Finally, we suggest that changes in practices initiated during drought, combined with sustained engagement, collaboration, and education, can lead to substantial and long-lasting changes in values around water, a precursor to transformative adaptation.  相似文献

Traditional impact models combine exposure in the form of scenarios and sensitivity in the form of parameters, providing potential impacts of global change as model outputs. However, adaptive capacity is rarely addressed in these models. This paper presents the first spatially explicit scenario-driven model of adaptive capacity, which can be combined with impact models to support quantitative vulnerability assessment. The adaptive capacity model is based on twelve socio-economic indicators, each of which is projected into the future using four global environmental change scenarios, and then aggregated into an adaptive capacity index in a stepwise approach using fuzzy set theory. The adaptive capacity model provides insight into broad patterns of adaptive capacity across Europe, the relative importance of the various determinants of adaptive capacity, and how adaptive capacity changes over time under different social and economic assumptions. As such it provides a context for the implementation of specific adaptation measures. This could improve integrated assessment models and could be extended to other regions. However, there is a clear need for a better theoretical understanding of the adaptive capacity concept, and its relationship to the actual implementation of adaptation measures. This requires more empirical research and coordinated meta-analyses across regions and economic sectors, and the development of bottom-up modelling techniques that can incorporate human decision making.  相似文献

We present a set of indicators of vulnerability and capacity to adapt to climate variability, and by extension climate change, derived using a novel empirical analysis of data aggregated at the national level on a decadal timescale. The analysis is based on a conceptual framework in which risk is viewed in terms of outcome, and is a function of physically defined climate hazards and socially constructed vulnerability. Climate outcomes are represented by mortality from climate-related disasters, using the emergency events database data set, statistical relationships between mortality and a shortlist of potential proxies for vulnerability are used to identify key vulnerability indicators. We find that 11 key indicators exhibit a strong relationship with decadally aggregated mortality associated with climate-related disasters. Validation of indicators, relationships between vulnerability and adaptive capacity, and the sensitivity of subsequent vulnerability assessments to different sets of weightings are explored using expert judgement data, collected through a focus group exercise. The data are used to provide a robust assessment of vulnerability to climate-related mortality at the national level, and represent an entry point to more detailed explorations of vulnerability and adaptive capacity. They indicate that the most vulnerable nations are those situated in sub-Saharan Africa and those that have recently experienced conflict. Adaptive capacity—one element of vulnerability—is associated predominantly with governance, civil and political rights, and literacy.  相似文献

Governance and institutions are critical determinants of adaptive capacity and resilience. Yet the make-up and relationships between governance components and mechanisms that may or may not contribute to adaptive capacity remain relatively unexplored empirically. This paper builds on previous research focusing on integrated water resources management in Brazil to ‘unpack’ water governance mechanisms that may shape the adaptive capacity of water systems to climatic change. We construct a river basin index to characterize governance approaches in 18 Brazilian river basins, apply a reliability test to assess the validity of these governance indicators, and use in-depth qualitative data collected in a subsample of the basins to explore the relationship between the governance indicators and adaptive capacity. The analysis suggests a positive relationship between integrated water governance mechanisms and adaptive capacity. In addition, we carry out a cluster analysis to group the basins into types of governance approaches and further unveil potential relationships between the governance variables and overall adaptive capacities. The cluster analysis indicates that tensions and tradeoffs may exist between some of the variables, especially with equality of decision making and knowledge availability; a finding that has implications for decision makers aiming to build adaptive capacity and resilience through governance and institutional means.  相似文献

以我国第二大内陆河流域——黑河流域的中游荒漠绿洲为例,基于长期定位试验成果,研究了绿洲农业适应气候变化的技术及其潜力。结果表明,在田间水平上,垄沟灌溉种植、主栽作物与伴生植物混播种植、优化水肥管理、建立枣粮复合系统是绿洲农业适应气候变化的有效技术;在绿洲水平上,调整农业种植结构、加大农田林网规格和减少农田林网的灌溉次数、降低防风固沙体系中高耗水树种——杨树的比例等技术是应对气候变化的重要途径。综合评价结果表明,在黑河中游绿洲,通过推广上述技术,在不降低绿洲农业产值和不影响绿洲生态系统稳定性的前提下,初步估算每年可节水2.96×108m3,抵消了气温上升大约1℃所带来的蒸散发消耗量。  相似文献
