利用经济学“投入-产出”分析方法的基本原理,结合气候变化对工业影响的统计模型、对 农业产量影响的计算机模拟系统,建立了气候变化对区域经济影响的投入-产出模型。研究 了当气候变化对工业、农业部门的生产和产品发生影响时,导致的对国民经济其他部门的拉 动需求量和各个部门间的投入-产出流量的变化,从而预测各个部门的国内生产总值和总产 出量,对2010,2020年的经济发展。综合分析 气候变化对各部门的影响,找出适应区域经济平衡发展的适应对策,为决策者 提供一些参考建议。  相似文献

Barriers to adaptation have emerged as key concerns in climate change theory and practice, however there remains little consensus about which barriers are the most significant to different groups and how competing concerns may be addressed. We investigate the significance of different barriers to adaptation for governments, the private sector, and civil society in Australia through a systematic analysis of submissions to the Australian Productivity Commission’s inquiry into barriers to adaptation. Our results show that respondents prioritise barriers differently according to their respective sectors, and that there are competing concerns about which barriers should be addressed first. Nevertheless, some barriers are more persistent in the submissions than others, with governance and policy seen by most groups as being the major impediments to adaptation. We explain the implications of our analysis for adaptation politics and policy.  相似文献

Place-based adaptation planning is an approach to address cross-sectoral and multi-level governance concerns as well as to build local adaptive capacity in vulnerable resource-dependent communities facing the adverse impacts of climate change. In contrast, sector-based adaptation planning focuses on addressing climate change impacts on individual economic sectors (e.g. fisheries or forestry) or sub-sectors (such as lobsters or timber). Yet, linking sectoral approaches with local adaptation policies is challenging. More effort is needed to identify opportunities for complementary adaptation strategies and policy integration to foster multiple benefits. In this article, we use a case study of fishery sector resources and municipal adaptation planning in Nova Scotia to demonstrate how meaningful entry points could catalyse policy integration and lead to co-benefits across multiple levels and stakeholder groups. Drawing on a fisheries systems and fish chain framework, we identify and assess several entry points for policy integration across sector- and place-based adaptation domains within coastal habitats, as well as harvesting, processing, and marketing sectors. The analysis highlights the multiple benefits of integrating local municipal adaptation plans with multi-scale resource sectors especially towards monitoring ecosystem changes, protecting essential infrastructure, and securing local livelihoods.

POLICY RELEVANCE

Climate change is having a growing impact on coastal communities around the world, with consequences for sea-level rise, critical habitats, essential infrastructure, and multiple economic sectors and industries. This Canadian case study demonstrates how municipal adaptation initiatives can be complementary to sector-based adaptation at both local and regional levels through various entry points across commodity production chains. Policy integration across place-based and sector-based adaptation processes should lead to multiple benefits such as conserving marine biodiversity, protecting essential infrastructure, and securing livelihoods. Our analysis, which focuses specifically on the fishery sector and coastal communities, shows that these co-benefits may arise particularly in such coastal-marine systems and provide policy lessons to terrestrial systems and other sectors.  相似文献

Public concerns about environmental problems create narrative structures that influence policy by allocating roles of blame, responsibility, and appropriate behavior. This paper presents an analysis of public concerns about transboundary haze resulting from forest fires in Indonesia, Singapore, and Malaysia for crises experienced in 1997, 2005 and 2013. The source of the information is content analysis of 2231 articles from representative newspapers in each country. The study shows that newspaper reporting about haze has changed from a discussion of the potential health and economic impacts of fires resulting partly naturally from El Niño-induced droughts, toward an increasing vilification of Indonesia for not ratifying the 2002 Association of South East Asian Nations (ASEAN) Agreement on Transboundary Haze Pollution; plus criticism of Singaporean and Malaysian companies investing in palm oil plantations, and ASEAN. Attention to climate change and potential biodiversity loss linked to haze, however, remains low. The paper argues that newspaper analysis of public concerns, despite political influences on the press, offers insights into how public criticism is voiced in these countries, and how perceived responsibility for action is changing.  相似文献

Anticipation methods and tools are increasingly used to try to imagine and govern transformations towards more sustainable futures across different policy domains and sectors. But there is a lack of research into the steering effects of anticipation on present-day governance choices, especially in the face of urgently needed sustainability transformations. This paper seeks to understand how different perspectives on anticipatory governance connect to attempts to guide policy and action toward transformative change. We analyze perspectives on anticipatory governance in a global network of food system foresight practitioners (Foresight4Food) – using a workshop, interviews, and a survey as our sources of data. We connect frameworks on anticipatory governance and on transformation to analyse different perspectives on the future and their implications for actions in the present to transform food systems and offer new insights for theory and practice. In the global Foresight4Food network, we find that most foresight practitioners use hybrid approaches to anticipatory governance that combine fundamentally different assumptions about the future. We also find that despite these diverse food futures, anticipation processes predominantly produce recommendations that follow more prediction-oriented forms of strategic planning in order to mitigate future risks. We further demonstrate that much anticipation for transformation uses the language on deep uncertainty and deliberative action without fully taking its consequences on board. Thus, opportunities for transforming future food systems are missed due to these implicit assumptions that dominate the anticipatory governance of food systems. Our combined framework helps researchers and practitioners to be more reflexive of how assumptions about key human systems such as food system futures shape what is prioritized/marginalized and included/excluded in actions to transform such systems.  相似文献

Globalization increases the interconnectedness of people and places around the world. In a connected world, goods and services consumed in one country are often produced in other countries and exchanged via international trade. Thus, local consumption is increasingly met by global supply chains oftentimes involving large geographical distances and leading to global environmental change. In this study, we connect local consumption to global land use through tracking global commodity and value chains via international trade flows. Using a global multiregional input–output model with sectoral detail allows for the accounting of land use attributed to “unusual” sectors – from a land use perspective – including services, machinery and equipment, and construction. Our results show how developed countries consume a large amount of goods and services from both domestic and international markets, and thus impose pressure not only on their domestic land resources, but also displace land in other countries, thus displacing other uses. For example, 33% of total U.S. land use for consumption purposes is displaced from other countries. This ratio becomes much larger for the EU (more than 50%) and Japan (92%). Our analysis shows that 47% of Brazilian and 88% of Argentinean cropland is used for consumption purposes outside of their territories, mainly in EU countries and China. In addition, consumers in rich countries tend to displace land by consuming non-agricultural products, such as services, clothing and household appliances, which account for more than 50% of their total land displacement. By contrast, for developing economies, such as African countries, the share of land use for non-agricultural products is much lower, with an average of 7%. The emerging economies and population giants, China and India, are likely to further increase their appetite for land from other countries, such as Africa, Russia and Latin America, to satisfy their own land needs driven by their fast economic growth and the needs and lifestyles of their growing populations.  相似文献

U.S. environmental regulations are increasingly influenced by cost-benefit analyses that are performed based on the guidance of the Office of Management and Budget (OMB). The OMB’s Circular A-4 directs Federal agencies to assume “risk neutrality” in conducting regulatory analysis, and in important instances, this guidance is not supported by economic theory. Risk neutrality is computationally convenient, and it can be justified when only the costs and benefits of regulations themselves are uncertain, because these risks are spread across a large population. However, the Circular A-4 does not distinguish between regulations that cause uncertainty and those that reduce pre-existing (i.e. baseline) uncertainty, such as the potential for catastrophic climate change. Basic economic theory shows that risk aversion should be incorporated into evaluations of policies that reduce pre-existing environmental uncertainty. Regulatory analyses generally ignore these risk-reduction benefits, leading to misinformed policymaking. Quantifying risk premiums is difficult and controversial, but no more so than discounting future costs and benefits to present value terms. Similar to how OMB has established discount rates for use in regulatory analyses, a method for when and how to incorporate risk aversion into policy evaluations should replace the blanket guidance for risk neutrality.  相似文献

Despite the growth in work linking climate change and national level development agendas, there has been limited attention to their political economy. These processes mediate the winners, losers and potential trade-offs between different goals, and the political and institutional factors which enable or inhibit integration across different policy areas. This paper applies a political economy analysis to case studies on low carbon energy in Kenya and carbon forestry in Mozambique. In examining the intersection of climate and development policy, we demonstrate the critical importance of politics, power and interests when climate-motivated initiatives encounter wider and more complex national policy contexts, which strongly influence the prospects of achieving integrated climate policy and development goals in practice. We advance the following arguments: First, understanding both the informal nature and historical embeddedness of decision making around key issue areas and resource sectors of relevance to climate change policy is vital to engaging actually existing politics; why actors hold the positions they do and how they make decisions in practice. Second, we need to understand and engage with the interests, power relations and policy networks that will shape the prospects of realising climate policy goals; acting as barriers in some cases and as vehicles for change in others. Third, by looking at the ways in which common global drivers have very different impacts upon climate change policy once refracted through national levels institutions and policy processes, it is easier to understand the potential and limits of translating global policy into local practice. And fourth, climate change and development outcomes, and the associated trade-offs, look very different depending on how they are framed, who frames them and in which actor coalitions. Understanding these can inform the levers of change and power to be navigated, and with whom to engage in order to address climate change and development goals.  相似文献

基于地区聚类分析得到了我国2020年碳强度目标分解方案。根据各地区在经济能力、排放水平和减排潜力上的相似程度,将我国30个省区分成6类。按照公平原则,经济最发达的第1、2类地区减排目标最高,分别为55%和65%,但是其减排潜力较小;按照效率原则,减排潜力较大的第3、5类地区减排目标最高,分别为48%和61%,但是其经济相对落后;综合分解方案显示减排潜力最大的第5类地区,以及属于工业与排放大省的第2、3类地区的减排目标最高,分别为54%、49%和49%。而在这3种分解方案下,经济能力、排放水平与减排潜力都较低的第4类与第6类地区减排指标最高不超过40%。经济能力与减排潜力在空间上存在一定程度的错位,导致仅通过碳强度目标的分解无法较好地兼顾公平与效率,还需要建立配套的市场机制和政策工具。  相似文献

In response to the clearing of tropical forests for agricultural expansion, agri-food companies have adopted promises to eliminate deforestation from their supply chains in the form of ‘zero-deforestation commitments’ (ZDCs). While there is growing evidence about the environmental effectiveness of these commitments (i.e., whether they meet their conservation goals), there is little information on how they influence producers’ opportunity to access sustainable markets and related livelihood outcomes, or how design and implementation choices influence tradeoffs or potential synergies between effectiveness and equity in access. This paper explores these research gaps and makes three main contributions by: i) defining and justifying the importance of analyzing access equity and its relation to effectiveness when implementing forest-focused supply chain policies such as ZDCs, ii) identifying seven policy design principles that are likely to maximize synergies between effectiveness and access equity, and iii) assessing effectiveness-access equity tensions and synergies across common ZDC implementation mechanisms amongst the five largest firms in each of the leading agricultural forest-risk commodity sectors: palm oil, soybeans, beef cattle, and cocoa. To enhance forest conservation while avoiding harm to the most vulnerable farmers in the tropics, it is necessary to combine stringent rules with widespread capacity building, greater involvement of affected actors in the co-production of implementation mechanisms, and support for alternative rural development paths.  相似文献

This article describes a study employing a risk-assessment methodology for evaluating uncertain future climatic conditions. To understand the implications of uncertainty on risk and to provide a near-term rationale for policy interventions, the study estimated the impacts from responses to climate change on U.S. state- and national-level economic activity. The study used results of the climate-model CMIP3 dataset developed for the Intergovernmental Panel on Climate Change’s (IPCC) Fourth Assessment Report to 1) estimate a proxy for representing climate uncertainty over the next 40 years, 2) map the simulated weather from the climate models hydrologically to the county level to determine the physical consequences on economic activity at the state level, and 3) perform a detailed, economy-wide, 70-industry analysis of economic impacts among the interdependent lower-48 states for the years 2010 through 2050. The analysis determined the interacting industry-level effects, employment impacts at the state level, interstate population migration, consequences to personal income, and ramifications for the U.S. trade balance. When compared to a baseline economic forecast, the calculations produced an average risk of damage of $1 trillion to the U.S. economy from climate change over the next 40 years, with losses in employment equivalent to nearly 7 million full-time jobs. Climate change policies currently pay disproportionately greater attention to the mitigation of climate change through emission reductions strategies than to adaptation measures. Realising that the world is already committed to some global warming, policy makers are beginning to turn their attention to the challenge of preparing society to adapt to the unfolding impacts at the local level. This two-part article presents an integrated, or `co-evolutionary', approach to using scenarios in adaptation and vulnerability assessment. Part I explains how climate and social scenarios can be integrated to better understand the inter-relationships between a changing climate and the dynamic evolution of social, economic and political systems. The integrated scenarios are then calibrated so that they can be applied `bottom up’ to local stakeholders in vulnerable sectors of the economy. Part I concludes that a co-evolutionary approach (1) produces a more sophisticated and dynamic account of the potential feedbacks between natural and human systems; (2) suggests that sustainability indicators are both a potentially valuable input to and an output of integrated scenario formulation and application. Part II describes how a broadly representative sample of public, private and voluntary organisations in the East Anglian region of the UK responded to the scenarios, and identifies future research priorities.  相似文献

Policy makers have now recognised the need to integrate thinking about climate change into all areas of public policy making. However, the discussion of ‘climate policy integration’ has tended to focus on mitigation decisions mostly taken at international and national levels. Clearly, there is also a more locally focused adaptation dimension to climate policy integration, which has not been adequately explored by academics or policy makers. Drawing on a case study of the UK, this paper adopts both a top-down and a bottom-up perspective to explore how far different sub-elements of policies within the agriculture, nature conservation and water sectors support or undermine potential adaptive responses. The top-down approach, which assumes that policies set explicit aims and objectives that are directly translated into action on the ground, combines a content analysis of policy documents with interviews with policy makers. The bottom-up approach recognises the importance of other actors in shaping policy implementation and involves interviews with actors in organisations within the three sectors. This paper reveals that neither approach offers a complete picture of the potentially enabling or constraining effects of different policies on future adaptive planning, but together they offer new perspectives on climate policy integration. These findings inform a discussion on how to implement climate policy integration, including auditing existing policies and ‘climate proofing’ new ones so they support rather than hinder adaptive planning.  相似文献

The rhetorical zeal for green enterprise as a global fix for the tripartite challenges of economic recession, environmental degradation and social inequality is increasingly visible in state and non-state pronouncements around the globe under the banner of ‘The Green Economy’. In particular, many policy-facing statements call for transitions leading to a transformation in development practices. Yet there is little detail either in policy or research regarding the types of transitions needed and how they are to be initiated, nor agreement about what a transformed economy might look like. Despite this, there are emergent activities within the cleantech arena which are being heralded as actually existing examples of green economy activities. One means through which these activities are seeking to exert influence over development trajectories is by clustering both at the subnational and transnational level. While diverse in formation, many of these clusters are hybridised, involving actors from public, private and civil society sectors. Critiquing the efficacy of mainstream industrial cluster theory to analyse hybridised cleantech clustering, this paper presents a unique synthesis of current thought on multiscalar environmental governance and socio-spatial formations to explore the practices and potentialities of these hybridised cleantech clusters. Surveying the landscape of cleantech clustering and meta-clustering, before focusing in depth on one case study, the contribution of clustering to transitioning towards a transformed green economy is considered. Despite strong forces, both within and beyond cleantech clusters, for maintaining neoliberalised approaches to cleantech activity, it is concluded that for as long as cleantech clusters remain open and inclusive of actors proposing alternative pathways they do represent potential, albeit provisional, assemblages for transformation.  相似文献

Are there "thresholds" in greenhouse gas (GHG) concentrations above which associated climate change impacts become economically, socially or environmentally unacceptable? If thresholds exist, then emissions might be limited in such a way that GHG concentrations are not exceeded. Environmental, social, and economic systems should be examined in order to determine these threshold levels. This paper addressed the potential impacts of climate change on the water resources of the Nile River and associated impacts on the Egyptian economy through the use of a recursively dynamic general equilibrium model. The model was used to examine both economy-wide and sectoral impacts, and impacts on social and national policy indicators under various economic growth and climate change scenarios. Macro-economic indicators such as Gross Domestic Product (GDP) showed that strict economic thresholds, characterized by discontinuities in the response function, did not occur. This was because autonomous economic adjustments generated a smooth socioeconomic transition over the 70-year simulation period. The economy underwent a gradual structural transformation, as capital and resources were moved from cropped agricultural to both the livestock and the non-agricultural sectors. Under "wet" climate scenarios, surplus water beyond 75 billion cubic meters (BCM) remained unused, as the marginal value of water dropped to zero and other resource constraints limited agricultural growth. For drier scenarios (below 75 BCM), water was a constraint to agricultural production into the 21 st century, as resources were diverted to less water demanding crops and the livestock and non-agricultural sectors. The reduced water scenarios showed agriculture declining in its total share of GDP, burdening the agricultural wage earner. Egypt increased its dependence on imports to meet food demand, dramatically decreasing grain self-sufficiency, while increasing protein self-sufficiency. If national policy requires a certain level of food self-sufficiency, then these metrics could be used in defining policy-based thresholds.  相似文献

Marine ecosystems provide a wide range of goods and services that directly and indirectly benefit economies and support human health and wellbeing. However, these ecosystems are vulnerable to anthropogenic influences such as climate change, pollution and habitat destruction. The European Union (EU) recognises the role of the blue economy in providing jobs and contributing to economic growth, with the EU Integrated Maritime Policy being a cross-sectoral framework within which maritime activities are managed and coordinated. Sustainability is a central tenet, ensuring that sectors such as aquaculture and offshore wind energy, which are earmarked for growth, must develop in ways that do not negatively impact the health of the marine environment. However, there is currently little consideration of how these activities might impact public health. The current research used survey data from 14 European countries to explore public perceptions of these issues, broadly focusing on 10 maritime activities, with a specific focus on five activities related to the EU’s 2012 Blue Growth Strategy. The respondents appreciated the interconnections between these maritime activities, environmental protection and public health, as well as the potential trade-offs. Preferences for policy intervention to protect public health from different activities were predicted by both marine contact (marine sector employment, recreational activities) and socio-demographic (political attitudes, gender, age) variables, potentially aiding future engagement and communication initiatives. Substantive differences observed across countries in terms of policy preferences for different activities, however, warn against generalising for the European population as a whole.  相似文献

Although existing economic research is informative with regard to the importance of including potential ‘catastrophic’ climate change impacts in the analysis of GHG mitigation benefits, the generic and abstract form of the ‘catastrophe’ implemented has led to a lack of specific policy implications. This article provides an important starting point for a discussion of how to improve economic modelling of potential large-scale impacts of climate change. It considers how the term ‘abrupt climate change’ has been used in the scientific literature to describe changes in the climate system and carefully reviews the characteristics of the events that have been discussed in this context. The findings are compared to the way in which the economic literature has modelled potential economic and human welfare impacts of these ‘catastrophic’ events. In general, the economics literature is found to have modelled such impacts in a uniform way that fails to account for differences in relevant end points and timescales. The result is policy recommendations based on events that do not resemble those of concern. Better treatment of these events in integrated assessment modelling would help ensure that future research efforts can serve as meaningful policy input.  相似文献

Subnational and non-governmental actors are expected to provide important contributions to broader climate actions. A consistent and accurate quantification of their GHG emissions is an important prerequisite for the success of such efforts. However, emissions embodied in domestic and international supply chains, that can undermine the effectiveness of climate agreements, add challenges to the quantification of emissions originating from the consumption of goods and services produced elsewhere. We examine emission transfers between the states that have joined the U.S. Climate Alliance (USCA) and others. Our results show that states pledging to curb emissions consistent with the Paris Agreement were responsible for approximately 40% of total U.S. territorial GHG emissions. However, when accounting for transferred emissions through international and interstate supply chains of the products they consume, the share of Alliance states increased to 52.4% of the national total GHG emissions. The consumption-based emissions for some Alliance states, such as Massachusetts and New York, could be more than 1.5 times higher than their production-based emissions. Our detailed sectoral analysis highlights the challenges facing such agreements to extend cooperation in the future for larger joint benefit given the potential for carbon leakage from member states implementing stricter environmental policies that could lead to higher emissions from non-member states. It is critical for these arrangements to pay close attention to transferred emissions.  相似文献

Potential Soil C Sequestration on U.S. Agricultural Soils   总被引:1,自引:0,他引:1  
Soil carbon sequestration has been suggested as a means to help mitigate atmospheric CO2 increases, however there is limited knowledge aboutthe magnitude of the mitigation potential. Field studies across the U.S. provide information on soil C stock changes that result from changes in agricultural management. However, data from such studies are not readily extrapolated to changes at a national scale because soils, climate, and management regimes vary locally and regionally. We used a modified version of the Intergovernmental Panel on Climate Change (IPCC) soil organic C inventory method, together with the National Resources Inventory (NRI) and other data, to estimate agricultural soil C sequestration potential in the conterminous U.S. The IPCC method estimates soil C stock changes associated with changes in land use and/or land management practices. In the U.S., the NRI provides a detailed record of land use and management activities on agricultural land that can be used to implement the IPCC method. We analyzed potential soil C storage from increased adoption of no-till, decreased fallow operations, conversion of highly erodible land to grassland, and increased use of cover crops in annual cropping systems. The results represent potentials that do not explicitly consider the economic feasibility of proposed agricultural production changes, but provide an indication of the biophysical potential of soil C sequestration as a guide to policy makers. Our analysis suggests that U.S. cropland soils have the potential to increase sequestered soil C by an additional 60–70 Tg (1012g) C yr– 1, over present rates of 17 Tg C yr–1(estimated using the IPCC method), with widespread adoption of soil C sequestering management practices. Adoption of no-till on all currently annually cropped area (129Mha) would increase soil C sequestration by 47 Tg C yr–1. Alternatively, use of no-till on 50% of annual cropland, with reduced tillage practices on the other 50%, would sequester less – about37 Tg C yr–1. Elimination of summer fallow practices and conversionof highly erodible cropland to perennial grass cover could sequester around 20 and 28Tg C yr–1, respectively. The soil C sequestration potentialfrom including a winter cover crop on annual cropping systems was estimated at 40Tg C yr–1. All rates were estimated for a fifteen-yearprojection period, and annual rates of soil C accumulations would be expected to decrease substantially over longer time periods. The total sequestration potential we have estimated for the projection period (83 Tg C yr–1) represents about 5% of 1999total U.S. CO2 emissions or nearly double estimated CO2 emissionsfrom agricultural production (43 Tg C yr–1). For purposes ofstabilizing or reducing CO2 emissions, e.g., by 7% of 1990 levels asoriginally called for in the Kyoto Protocol, total potential soil C sequestration would represent 15% of that reduction level from projected 2008 emissions(2008 total greenhouse gas emissions less 93% of 1990 greenhouse gasemissions). Thus, our analysis suggests that agricultural soil C sequestration could play a meaningful, but not predominant, role in helping mitigate greenhouse gas increases.  相似文献

Abstract

Economic models of climate change often take the problem seriously, but paradoxically conclude that the optimal policy is to do almost nothing about it. We explore this paradox as seen in the widely used DICE model. Three aspects of that model, involving the discount rate, the assumed benefits of moderate warming, and the treatment of the latest climate science, are sufficient to explain the timidity of the model's optimal policy recommendation. With modifications to those three points, DICE shows that the optimal policy is a much higher and rapidly rising marginal carbon price; and that higher carbon price has a greater effect on physical measures of climate impacts. Our modifications exhibit nonlinear interactions; at least at low discount rates, there is synergy between individual changes to the model. At low discount rates, the inherent uncertainty about future damages looms larger in the analysis, rendering long-run economic modelling less useful. Our analysis highlights the sensitivity of the model to three debatable assumptions; it does not, and could not, lead to a more reliably ‘optimal’ cost of carbon. Cost-effectiveness analysis, focusing on the generally shorter-term cost side of the problem, reduces the economic paradoxes of the long run, and may make a greater contribution than economic optimization modelling.  相似文献
