Assumptions underlying impact assessments of climatic change for agriculture are explored conceptually and empirically. Variability in climatic conditions, the relevance of human decision-making, and the role of non-climatic forces are reviewed and captured in a model of agricultural adaptation to climate. An empirical analysis of farmers' decisions in light of variations in climate and other forces is based on a survey of 120 farm operators in southwestern Ontario. Many farmers were affected by variable climatic conditions over a six-year-period, and some undertook strategic adaptations in their farm operations. Frequency of dry years was the key climatic stimulus to farming adaptations. However, only 20 percent of farmers were sufficiently influenced by climatic conditions to respond with conscious changes in their farm operations.  相似文献

Delineating geographic shifts in crop cultivation under future climate conditions provides information for land use and water management planning, and insights to meeting future demand. A suitability modeling approach was used to map the thermal niche of almond cultivation and phenological development across the Western United States (US) through the mid-21st century. The Central Valley of California remains thermally suitable for almond cultivation through the mid-21st century, and opportunities for expansion appear in the Willamette Valley of western Oregon, which is currently limited by insufficient heat accumulation. Modeled almond phenology shows a compression in reproductive development under future climate. By the mid-21st century, almond phenology in the Central Valley showed ~?2-week delay in chill accumulation and ~?1- and ~?2.5-week advance in the timing of bloom and harvest, respectively. Although other climatic and non-climatic restrictions to almond cultivation may exist, these results highlight opportunities for shifts in the geography of high-value cropping systems, which may influence growers’ long-term land use decisions, and shape regional water and agricultural industry discussions regarding climate change adaptation options.  相似文献

The article explores the strategies employed by smallholder farmers in Mexico to cope with the affects of climatic variability, and how seasonal climate forecasts may assist these farmers in mitigating climatic risk. Recognizing that the decisions of smallholder farmers are intricately tied to the political-economic circumstances in which they operate, the article discusses how agricultural policy in Mexico affects the vulnerability of small-scale producers and may inhibit their ability to use climatic forecasts to their advantage. The article first reviews the literature on smallholder adaptation in Mexico, and discusses briefly policy and institutional issues affecting adaptation at the farm-level. Using the case of small-scale maize producers in Tlaxcala, Mexico, as an illustration, the article then argues that political-economic uncertainty outweighs climatic variability as a determinant of the production strategies of small-scale producers. In these circumstances, the farmers are unlikely to use new seasonal climate forecasts.  相似文献

How individuals perceive climate change is linked to whether individuals support climate policies and whether they alter their own climate-related behaviors, yet climate perceptions may be influenced by many factors beyond local shifts in weather. Infrastructure designed to control or regulate natural resources may serve as an important lens through which people experience climate, and thus may influence perceptions. Likewise, perceptions may be influenced by personal beliefs about climate change and whether it is human-induced. Here we examine farmer perceptions of historical climate change, how perceptions are related to observed trends in regional climate, how perceptions are related to the presence of irrigation infrastructure, and how perceptions are related to beliefs and concerns about climate change. We focus on the regions of Marlborough and Hawke’s Bay in New Zealand, where irrigation is utilized on the majority of cropland. Data are obtained through analysis of historical climate records from local weather stations, interviews (n = 20), and a farmer survey (n = 490). Across both regions, no significant historical trends in annual precipitation and summer temperatures since 1980 are observed, but winter warming trends are significant at around 0.2–0.3 °C per decade. A large fraction of farmers perceived increases in annual rainfall despite instrumental records indicating no significant trends, a finding that may be related to greater perceived water availability associated with irrigation growth. A greater fraction of farmers perceived rainfall increases in Marlborough, where irrigation growth has been most substantial. We find those classes of farmers more likely to have irrigation were also significantly more likely to perceive an increase in annual rainfall. Furthermore, we demonstrate that perceptions of changing climate – regardless of their accuracy – are correlated with increased belief in climate change and an increased concern for future climate impacts. Those farmers that believe climate change is occurring and is human induced are more likely to perceive temperature increases than farmers who believe climate change is not occurring and is not human induced. These results suggest that perceptions are influenced by a variety of personal and environmental factors, including infrastructure, which may in turn alter decisions about climate adaptation.  相似文献

Climate change is expected to disproportionately affect agriculture in Bangladesh; however, there is limited information on smallholder farmers’ overall vulnerability and adaptation needs. This article estimates the impact of climatic shocks on the household agricultural income and, subsequently, on farmers’ adaptation strategies. Relying on data from a survey conducted in several communities in Bangladesh in 2011 and based on an IV probit approach, the results show that a 1 percentage point (pp) climate-induced decline in agricultural income pushes Bangladeshi households to adapt by almost 3 pp. Moreover, Bangladeshi farmers undertake a variety of adaptation options. However, several barriers to adaptation were identified, noticeably access to electricity and wealth. In this respect, policies can be implemented in order to assist the Bangladeshi farming community to adapt to climate change.

Policy relevance

This study contributes to the literature of adaptation to climate change by providing evidence of existing risk-coping strategies and by showing how a household’s ability to adapt to weather-related risk can be limited. This study helps to inform the design of policy in the context of increasing climatic stress on the smallholder farmers in Bangladesh.  相似文献

Adaptation to climate change is dependent on current adaptive capacity and the development models that are being pursued by developing countries. Various frameworks are available for vulnerability and adaptation (V&A) assessments, and they have both advantages and limitations. Investments in developing countries are more focused on recovery from a disaster than on the creation of adaptive capacity. Extreme climatic events create a spiral of debt burden on developing countries. Increased capacity to manage extreme weather events can reduce the magnitude of economic, social and human damage and eventually, investments, in terms of borrowing money from the lending agencies. Vulnerability to extreme weather events, disaster management and adaptation must be part of long-term sustainable development planning in developing countries. Lending agencies and donors need to reform their investment policies in developing countries to focus more on capacity building instead of just investing in recovery operations and infrastructure development.  相似文献

This paper contributes to the literature underscoring the importance of climatic variance by developing a framework for incorporating the means and tails of the distributions of rainfall and temperature into empirical models of agricultural production. The methodology is applied to estimate the impact of climate change on the discrete choice decision to adopt irrigation since it is an important adaptation to climate change. We develop a discrete choice model for the decision to install irrigation capacity that captures the effects of both climate means and extremes. Climatic means and frequencies of climatic events in the upper tails of the temperature and precipitation distributions are used to estimate the parameters of a normal distribution for temperature and a Weibull distribution for precipitation. Using estimates from a probit model, we examine the independent effects of changing climatic mean and variance on the probability of adopting irrigation. Increasing the mean temperature, holding variance constant, shifts the entire distribution toward warmer temperatures—increasing the frequency of extreme temperatures. For precipitation, the specification captures the separate effects of mean rainfall, frequency of rainfall, and frequency of extreme events. The results show that the tails of the temperature and precipitation distributions, not the means, are the dominant climatic determinants in irrigation adoption. The results also show that water availability, soil characteristics, farm size and operator demographics are important determinants of irrigation.  相似文献

Effective climate change adaptation in mining communities is reliant on action by both local authorities and mining operations. This article reports the findings of two surveys conducted in late 2010, with Australian mining companies and local government authorities respectively, investigating their perceptions and activities related to climate change adaptation. The research identified the main types of weather and climate-related impacts experienced in the past and expected under future climate conditions for the two groups. There were significantly differing levels of concern about weather and climate-related impacts between the two types of organisations. Mining company respondents reported lower levels of severity of impact from both past and (expected) future weather events, as well as lower levels of belief in climate change and of adaptation activities to prepare for it. Interestingly, mining companies generally reported less concern about future impacts than those experienced in the past, suggesting discounting of risks due to climate change scepticism. The article reports on a range of factors relevant to adaptation in mining communities, including perceived barriers, collaboration and further information needs. The research findings are discussed in the context of other recent research on climate change adaptation by Australian organisations and studies of mining industry adaptation in other countries.  相似文献

Learning about the causes and consequences of climate change can be an important avenue for supporting mitigation policy and efficient adaptation. This paper uses internet search activity data, a distinctly revealed preference approach, to examine if local weather fluctuations cause people to seek information about climate change. The results suggest that weather fluctuations do have an effect on climate change related search behavior, however not always in ways that are consistent with the projected impacts of climate change. While search activity increases with extreme heat in summer and extended periods of no rainfall and declines in extreme cold in winter, search activity also increases with colder winter and spring average temperatures. Some of the surprising results are magnified when heterogeneity by political ideology and educational attainment in responsiveness is modeled, which could suggest that different people have different perceptions about what types of weather define climate change or that climate science deniers seek information through Google. However, the results also indicate that for all groups in the political and educational spectrum, there exist weather events consistent with the predicted impacts of climate change that elicit increased information seeking.  相似文献

Climate change will affect agricultural production by subsistence farms in crop centers of origin, where landraces are conserved in situ. Various strategies for adaptation to climate change have been proposed. In this paper we examine the prospects of what we call the ‘transgenic adaptation strategy’, i.e. the appeal to use transgenic seeds to adapt to climate change, through the lens of smallholder maize farming in Mexico. Landraces are the bedrock of maize production in Mexico. We consider how maize farmers may respond to climate change and the effects of those responses on crop diversity. In this paper, we argue that the promotion of the transgenic adaptation strategy is problematic for biological and social reasons. Smallholder livelihoods in southern Mexico could suffer a disproportionate negative impact if transgenic technology is privileged as a response to climate change. Agroecological and evolutionary approaches to addressing the effects of climate change on smallholder agriculture provides an alternative adaptive strategy.  相似文献

Agriculture is highly exposed to climate change, as farming activities directly depend on climatic conditions. Knowledge of the extent of such change and of related phenomena will help to answer the questions posed by society about adaptation strategies. The global situation is well described by the Fourth IPCC assessment report (IPCC 2007), but local studies are important to understand the impact and the priorities to adopt in adaptation strategies. In this study a historical set of meteorological data, collected during the period 1952–2007 at the University of Bologna (Italy) agrometeorological station, was analysed. Several indexes, such as Frost Severity Index, number of hot days, number of rainy days, etc., were calculated, and their trends in time were analysed. The results show a scenario of increasing temperatures and evapotranspiration, a decrease in rainy days and a deepening of the watertable. The effect of these changes on agriculture will be a decrease in water availability, an increase in heat stress in plants and an increase in drought risk.  相似文献

Synoptic weather typing and regression-based downscaling approaches have become popular in evaluating the impacts of climate change on a variety of environmental problems, particularly those involving extreme impacts. One of the reasons for the popularity of these approaches is their ability to categorize a complex set of meteorological variables into a coherent index, facilitating the projection of changes in frequency and intensity of future daily extreme weather events and/or their impacts. This paper illustrated the capability of the synoptic weather typing and regression methods to analyze climatic change impacts on a number of extreme weather events and environmental problems for south–central Canada, such as freezing rain, heavy rainfall, high-/low-streamflow events, air pollution, and human health. These statistical approaches are helpful in analyzing extreme events and projecting their impacts into the future through three major steps or analysis procedures: (1) historical simulation modeling to identify extreme weather events or their impacts, (2) statistical downscaling to provide station-scale future hourly/daily climate data, and (3) projecting changes in the frequency and intensity of future extreme weather events and their impacts under a changing climate. To realize these steps, it is first necessary to conceptualize the modeling of the meteorology, hydrology and impacts model variables of significance and to apply a number of linear/nonlinear regression techniques. Because the climate/weather validation process is critical, a formal model result verification process has been built into each of these three steps. With carefully chosen physically consistent and relevant variables, the results of the verification, based on historical observations of the outcome variables simulated by the models, show a very good agreement in all applications and extremes tested to date. Overall, the modeled results from climate change studies indicate that the frequency and intensity of future extreme weather events and their impacts are generally projected to significantly increase late this century over south–central Canada under a changing climate. The implications of these increases need be taken into consideration and integrated into policies and planning for adaptation strategies, including measures to incorporate climate change into engineering infrastructure design standards and disaster risk reduction measures. This paper briefly summarized these climate change research projects, focusing on the modeling methodologies and results, and attempted to use plain language to make the results more accessible and interesting to the broader informed audience. These research projects have been used to support decision-makers in south–central Canada when dealing with future extreme weather events under climate change.  相似文献

Weather variability poses numerous risks to agricultural communities, yet farmers may be able to reduce some of these risks by adapting their cropping practices to better suit changes in weather. However, not all farmers respond to weather variability in the same way. To better identify the causes and consequences of this heterogeneous decision-making, we develop a framework that identifies (1) which socio-economic and biophysical factors are associated with heterogeneous cropping decisions in response to weather variability and (2) which cropping strategies are the most adaptive, considering economic outcomes (e.g., yields and profits). This framework aims to understand how, why, and how effectively farmers adapt to current weather variability; these findings, in turn, may contribute to a more mechanistic and predictive understanding of individual-level adaptation to future climate variability and change. To illustrate this framework, we assessed how 779 farmers responded to delayed monsoon onset in fifteen villages in Gujarat, India during the 2011 growing season, when the monsoon onset was delayed by three weeks. We found that farmers adopted a variety of strategies to cope with delayed monsoon onset, including increasing irrigation use, switching to more drought-tolerant crops, and/or delaying sowing. We found that farmers’ access to and choice of strategies varied with their assets, irrigation access, perceptions of weather, and risk aversion. Richer farmers with more irrigation access used high levels of irrigation, and this strategy was associated with the highest yields in our survey sample. Poorer farmers with less secure access to irrigation were more likely to push back planting dates or switch crop type, and economic data suggest that these strategies were beneficial for those who did not have secure access to irrigation. Interestingly, after controlling for assets and irrigation access, we found that cognitive factors, such as beliefs that the monsoon onset date had changed over the last 20 years or risk aversion, were associated with increased adaptation. Our framework illustrates the importance of considering the complexity and heterogeneity of individual decision-making when conducting climate impact assessments or when developing policies to enhance the adaptive capacity of local communities to future climate variability and change.  相似文献

The importance of anchoring seasonal climate forecasts to user needs is examined in this paper. Although it is generally accepted that seasonal climate forecasts have potential value, many constraints preclude the optimal use of these forecasts, including the way forecasts are produced, interpreted and applied in a variety of decision-making processes. In South Africa, a variety of agricultural users exists, ranging from the small-scale farmer to larger commercial farming entities. Useful seasonal are those produced and disseminated with the end user in mind. A retroactive test period during the 1990s, evaluates the perceived impact of incorporating seasonal rainfall forecasts into decisions made by commercial crop farmers in the central parts of South Africa. Although a small sample of commercial farmers was interviewed, the results show some benefits to commercial agriculture if seasonal climate forecast information is continuously and effectively applied over the long-term.  相似文献
