In this paper, we map the gendered contours of contemporary water management in order to demonstrate that regimes for individual ownership of water rights, markets, and the productive use of water simply reinscribe and simultaneously submerge in their apparent gender-neutrality a normative masculinity that underpins economic globalization and fortifies existing power relations. Not only do such arrangements disadvantage reproductive values and non-consumptive users; more generally, they also lack the capacity to ensure water’s sustainable development. Consequently, new management institutions for sustainability are demanded and, in making a case for equity-enhancing and adaptive institutions that better reflect water’s materiality, its multiple values and emerging water scarcity, we argue the need to invoke the conserving and ecologically protective feminine principle. To support our reasoning, we analyse water reform processes instituted in Australia and specifically by the State of Tasmania, referring to the latter jurisdiction to illustrate the gendered nature of resource management and to underscore tensions between economic globalization and sustainability, concluding that the tensions between the two agendas are probably irresolvable. We position our work in the borderlands among gender studies, feminist geography and philosophy, and political ecology, drawing together insights about the construction of resource management, the possibilities of the feminine care ethic, and ideas about the characteristics of institutional systems that could ensure equitable allocation and sustainable use of the planet’s resources.  相似文献

Though the concept of sustainable development originally included a clear social mandate, for two decades this human dimension has been neglected amidst abbreviated references to sustainability that have focused on bio-physical environmental issues, or been subsumed within a discourse that conflated ‘development’ and ‘economic growth’. The widespread failure of this approach to generate meaningful change has led to renewed interest in the concept of ‘social sustainability’ and aspects thereof. A review of the literature suggests, however, that it is a concept in chaos, and we argue that this severely compromises its importance and utility. The purpose of this paper is to examine this diverse literature so as to clarify what might be meant by the term social sustainability and highlight different ways in which it contributes to sustainable development more generally. We present a threefold schema comprising: (a) ‘development sustainability’ addressing basic needs, the creation of social capital, justice and so on; (b) ‘bridge sustainability’ concerning changes in behaviour so as to achieve bio-physical environmental goals and; (c) ‘maintenance sustainability’ referring to the preservation - or what can be sustained - of socio-cultural characteristics in the face of change, and the ways in which people actively embrace or resist those changes. We use this tripartite of social sustainabilities to explore ways in which contradictions and complements between them impede or promote sustainable development, and draw upon housing in urban areas as a means of explicating these ideas.  相似文献

Piers Blaikie’s writings on political ecology in the 1980s represented a turning point in the generation of environmental knowledge for social justice. His writings since the 1980s demonstrated a further transition in the identification of social justice by replacing a Marxist and eco-catastrophist epistemology with approaches influenced by critical realism, post-structuralism and participatory development. Together, these works demonstrated an important engagement with the politics of how environmental explanations are made, and the mutual dependency of social values and environmental knowledge. Yet, today, the lessons of Blaikie’s work are often missed by analysts who ask what is essentially political or ecological about political ecology, or by those who argue that a critical approach to environmental knowledge should mean deconstruction alone. This paper reviews Blaikie’s work since the 1980s and focuses especially on the meaning of ‘politics’ within his approach to political ecology. The paper argues that Blaikie’s key contribution is not just in linking environmental knowledge and politics, but also in showing ways that environmental analysis and policy can be reframed towards addressing the problems of socially vulnerable people. This pragmatic co-production of environmental knowledge and social values offers a more constructive means of building socially just environmental policy than insisting politics or ecology exist independently of each other, or believing environmental interventions are futile in a post-Latourian world.  相似文献

This paper presents a concise historic overview of the establishment and pathways of development of mathematical geology. Its very existence is largely due to the activity of Russian geologist Prof. Vistelius (1915–1995) who was the first president of the International Association of Mathematical Geology. Presented are important facts of biography of A. B. Vistelius, as well as the history of his scientific investigations. It is elucidated that in the USSR, mathematical geology, like genetics or cybernetics, was hardly accepted by the ideology that dominated at that time from its very appearance in the 40s. Both mathematical geology and its creator could not be squeezed into the tight limits of the Soviet ideology. But the difficulties only benefited his bright individuality and hardened his style of scientific reasoning, leadership, and fight for purity of science. Vistelius believed that mathematical geology would be the paradigm for geoscience in the 21st century. It is ascertained that the scientific ideology of conceptual modeling of geologic processes and objects suggested by Vistelius has totally proved itself. However, its further propagation is impeded by those geologists whose thinking is traditional and whose paradigm is old. This situation must be changed to enter the coming century equipped with economically reliable concepts ensuring sustainable development. It could be unprofitable and even dangerous to ignore the concepts developed by Prof. Vistelius. This paper focuses on the principal ideas of Prof. Vistelius and detailed large-scale program of development of mathematical geology in the foreseeable future. This program is fulfilled in the Institute of Mathematical Geology (IMAG) of the Russian Academy of Natural Sciences, founded by Prof. Vistelius.  相似文献

Based on the theoretical principles of biogeochemistry and evolutionary ecology, the geochemical structure of the modern noosphere was evaluated, and a method was developed for the combined assessment of the ecological and geochemical state of large anthropogenically impacted areas. It was demonstrated that persistent geochemically-induced endemic diseases are direct consequences of the development of human civilization. It was shown by the example of the iodine natural–anthropogenic province that the risk map of geochemically-induced endemic diseases constructed by overlaying map surfaces adequately reflects the modern ecological and geochemical state in any point of the region of interest. The proposed approach is valid for the solution of a wide range of environmental geochemical problems.  相似文献

There is currently a lively discussion on the role of historic memories and the re-visiting of historic legacies in post-communist countries. Using the example of Poland and its legacy of the tripartite division of the 19th century, this paper aims to illustrate how symbolic conflicts over identity politics and the interpretation of history may critically influence discourses on the debates on, and portrayals of, variations in regional development. The paper thus discusses the post-war history of Poland in the context of the so-called left-right political cleavage, and the varying related debates on the ‘quality’ of regional development as part of Poland’s post-communist restructuring. These discussions include varying projections of the nature and role of social capital and its relative ‘usefulness’ for a successful development Poland’s after communism. And there are clear political overtones to these contrasting portrayals of Poland’s history and its regionally varying legacy. Drawing on different definitions of the notion of social capital, the paper then discusses how different legacies, such as an introspective and extrovert outlook of population and institutions, and the degree of cohesion among them, circumscribes a region’s economic development prospects.  相似文献

Traditional economic activities, lifestyles and customs of many indigenous peoples in the Russian North, such as reindeer herding, hunting and fishing, are closely linked to quality of the natural environment. These traditional activities that constitute the core of indigenous cultures are impacted by extractive sector activities conducted in and around traditional territories of indigenous peoples. This paper examines implications of an oil pipeline development in Eastern Siberia on the Evenki community in the Aldan district of the Republic of Sakha (Yakutia). It examines community concerns about potential environmental damage and impacts on traditional livelihood. The paper analyses the interaction of indigenous communities with the pipeline project through interrogation of elements such as impact assessment, consultation, compensation, benefits, communication and public activism. The paper discusses how state policy and industry’s approach towards land rights and public participation affects the position of indigenous peoples and discusses barriers for their effective engagement. The analysis shows a number of policy failures in the protection of traditional natural resource use of indigenous peoples and provision of benefits with regards to the extractive sector that leave indigenous peoples marginalised in the process of development. There is a need to involve indigenous peoples on the basis of dialogue and partnership, improve regulation and shift industry’s approach towards consideration and engagement.  相似文献

This paper examines how people explain reasons and impacts of environmental change in the low-rain savanna of the central Sudan and mountainous forest lands of northern Thailand. The explanations are analyzed by using the concept of environmental literacy, which refers to the people’s ability to grasp the environment and its interactions. The paper aims to study people’s conceptions of the environment, which compose one factor in directing their behavior. For the study, rural inhabitants in the State of North Kordofan, the Sudan, and the Chiang Mai Province in Thailand were interviewed.It was noted that an individual’s capability to understand the environment is alone insufficient to address environmental problems because the efficient alleviation of the problems requires collective actions at all levels, and because of factors beyond an individual’s control. However, the results supported the assumption that the local people have knowledge of their environment that may help in developing sustainable environmental management practices. The main advantages of using the environmental literacy concept are argued to be its dynamic and synthetic essence, its link to sustainable behavior, and wide applicability in various contexts within heterogeneous communities.  相似文献

The paper explores the importance of specialised networks in shaping local/regional responses to the deepening crisis of conventional agriculture in the EU, as well as potentially creating a more sustainable platform for rural development. The emphasis will be on the problem-solving aspects of network creation and maintenance within a broader and not necessarily supportive competitive and regulatory environment. This involves examining, both over time and space, how networks function to shape knowledge and create a competitive willingness to innovate to achieve mutually beneficial goals. Through a process which we call ecological entrepreneurship, key actors facilitate sustainable development in the countryside by a combination of fragmentation, specialisation and quality building strategies. We empirically explore these evolutionary and spatial factors through two farming-centred networks—an organic farming network in the UK: the Graig Farm Producer Group; and a regional quality brand in the Netherlands: the Waddengroup Foundation.The analysis of these two networks is used to examine in-depth the significance and construction of the social and spatial milieu for providing the individual and collective capabilities to establish viable problem-solving responses. This raises questions of: (i) how such networks are and can be sustained over time; (ii) the extent to which there are common evolutionary pathways which reproduce and embed problem-solving network building; (iii) how different spatial relations are engendered and (iv) whether such ‘local’ projects can advance to wider counter-movements in the context of the prevailing political economy.  相似文献

This paper explores the role of knowledge in the development of more environmentally sustainable farming systems in the UK and specifically seeks to reveal the porosity of the boundary between state-led and farmer approaches to knowing nature. Its empirical focus is two government sponsored ‘agri-environment schemes’—the Countryside Stewardship scheme and the Environmentally Sensitive Area scheme—which offer financial incentives to farmers and other land managers who agree to undertake environmentally beneficial practices. As a framework for analysis, the paper draws on the notion of ‘knowledge culture’, with agri-environment schemes represented as an emerging ‘policy knowledge culture’ that is seemingly distinct, in its approach to knowing nature, from pre-existing ‘agrarian knowledge cultures’. Data are derived from two large scale, countrywide surveys of agreement holders in the two agri-environment schemes. These reveal that alongside some resistance to the policy knowledge culture of AES, there is also negotiation and interchange taking place between knowledge cultures, and the policy knowledge culture is adapting to and accommodating aspects of the other. As such, the paper contests the findings of previous studies which assert that the codified knowledge of agri-environment schemes always wins out in the implementation of scheme agreements, with the subsequent marginalisation of other knowledge(s). In turn, it suggests that policy knowledge cultures can give voice to farmers’ ways of knowing nature with benefits both for them and nature itself. The paper concludes with some reflections on the extent of knowledge culture transformation and offers some policy recommendations.  相似文献

Baldacchino [Baldacchino, G., 2002. Jurisdictional self-reliance for small island territories: considering the partition of Cyprus, The Round Table, 365, 349-360] has argued that the ‘troika’ of smallness, insularity and peripherality may incline island peoples (rather more than mainlanders?) to question the effects of economic globalization and be especially disposed to innovative approaches to development. He views jurisdictional capacity as integral to that task. Much of the literature on such issues relates to island nations, but this work focuses on Australia’s smallest and only island state of Tasmania, and thus on a sub-national jurisdiction. In what follows I explore the effects of an attempt to enrol Tasmanians in the creation and stabilization of a ‘2020 vision’ meant to be global in its reach, to focus on the particular strengths of the island state, and be innovative in advancing sustainable development. Known as Tasmania Together, the 20-year strategic vision outlines diverse economic, social and environmental goals assembled over two years via widespread consultations with the island’s communities of place and interest. For a time Tasmania Together generated significant debate about what it means to be an island people, and whether and to what extent Tasmanians’ future will be secured through economic globalization or localized endeavours premised on sustainability principles. Important to Tasmanians as well as to island studies, these rhetorics of social and spatial engagement also have salience beyond the borders of the island state, highlighting larger questions about the technologies of governmentality, agency and the performance of identity.  相似文献

Soviet collectives in general and especially the kolkhozes in rural areas were much more than merely production units. They regulated a significant part of everyday life in the villages and thus have to be seen as all-embracing social institutions, constituting the bedrock for rural communities. Relying on the homogenising effect of the kolkhoz-mechanism most authors who analyse the process of transformation in the Post-Soviet Russian countryside highlight the failures of privatisation and consequently presume continuity and not change. This paper argues, first, that in view of the weakness of the central state in the 90s a considerable leeway existed at the local level for different ways and degrees to implement the reform legislation and, second, that the concrete outcomes of the restructuring can only be adequately understood focusing on interests and power relations on the micro level rather than dealing with farms as such as the ‘acting units’.The common vantage point for most of the kolkhozes was an “alliance for the locale” between management and workers. It had its roots in the fear to become “slaves on one’s own land” if non-local investors would be allowed to buy agricultural land, to remain without infrastructure like streets, water supply and kindergartens if the kolkhoz would be divided up and to lack the machinery to work the private plots without the support of the farms. But beyond this consensus the chairmen of the collective farms could rely on a bulk of different allocative and authoritative resources to stage-manage privatisation. This introduced a highly ‘individual’ moment in the process and led to rising disparities and an increasing disintegration of rural Russia in the 1990s. Using a farm in southern Russia as an example the closer look at these resources and the “failed privatisation” unveils, that not continuity, but hybrid amalgamations of old and new characterise the Post-Soviet Russian countryside.  相似文献

This paper focuses on what observers have perceived to be a failure of development leading to a ‘crisis of youth’ as increasing numbers of young people find it more difficult to gain education, access to health, a job and meet standard of living aspirations. For some, a possible escape is offered by migration to Europe, the United States or Australia, often illegally. For those remaining behind, however, international development agencies offer a ‘globalisation of solutions’ to employment, gender inequality and poverty through the millennium development goals and the programmes to attain them. In this paper we do not take the failures of development at face value but look at local contexts to present a more complex picture of the relation between education, work and social life. Based on fieldwork conducted in urban areas of The Gambia and Ghana, we argue that rather than education as a catch-all solution we need to give more attention to the costs incurred by and for young people in pursuing education and training, to the operation of and actual opportunities in labour markets, and to patterns of gender socialisation which give women limited scope to exercise agency. This paper explores key gender dimensions of work and education among low-income urban youth noting that despite on-going efforts to increase young women’s enrolment in schools and access to employment, gender inequalities have been far from eradicated. Our field interviews reveal how social expectations that women should perform the bulk of reproductive labour in their youth as well as in adulthood and constraints placed on young women’s personal freedom in respect of their social relationships reduce time dedicated to education and establish fewer contacts relevant to securing paid employment. The result is for men to end up with more educational qualifications, more skills, and higher-paying jobs, even if unemployment among young people in general remains a major problem.  相似文献

This paper proposes a theoretical framework for the integration of economic aspects and environmental aspects into the decision-making process for sustainable development strategies. The aim is integrate Geographic Information Systems (GIS) and environmental valuation methods in the structure of a cost-benefit analysis (CBA) in order to better evaluate spatial concerns. The conceptual approach is augmented by a modest case study of a marina development in Santa Rosaliita on the Baja California peninsula in Mexico. This marina project is part of the proposed ‘Escalera Nautica’ an ambitious regional development scheme, which has caused controversy concerning its social, economic and environmental implications. The paper outlines the necessity to develop spatially conscious methodologies for a policy relevant research regarding sustainable regional development. Additionally, the paper contributes a spatial analytic perspective based on normative economic principles to the recent discussion on environmental economic geography.  相似文献

The article deals with the role of genetics in the state-led agricultural modernization efforts that took place in different industrialized countries during the course of the 1920s and 1930s. A comparison between Germany, the Soviet Union and the United States shows substantial similarities in their attempts to increase the productivity of agriculture on different geographical scales. Following advances in scientific knowledge about the geography of cultivated plants, these countries sent out numerous expeditions to collect plant breeding material from all over the world. At the same time, states tightened their grip on farmers’ and breeders’ activities inside the country by establishing legal rules for the use of plant varieties and seed. But this was only one side of a larger “genetic modernization” project. In all three countries, concepts of agricultural modernization were substantially linked to social-darwinist thought which embraced programs of eugenics and “racial hygiene”. These links are outlined for each of the cases, highlighting the widely differing intermingling of scientific concepts and terminologies with political ideologies. It is then discussed what role geography and in particular geopolitical thinking of the time were to play in the development of “genetic modernization”, and more specifically, with regard to the nexus between agriculture and eugenics. While the discipline’s involvement in both fields remained comparably marginal in practical terms, clearly there were conceptual contributions toward the development of the broader field. Going back to Ratzel’s and Kjellén’s work, it is argued that geography had an important role in the establishment of a political field in which ideas of managing human reproduction were fused with concepts of economic development and environmental determinism.  相似文献

This paper uses a case study that explores the impacts of the ivory trade ban on elephant management in Namibia to illuminate the processes and complexities associated with the commodification and neoliberalisation of nature. The paper demonstrates that the ivory trade ban neither prevents the commodification of elephants, nor hampers the neoliberalisation of nature. By tracing Namibia’s experience associated with applying market based approaches to elephant conservation, this paper highlights that the ivory trade ban is only one obstacle among many which prevent the commodification of the ‘living’ elephant. Analysing Namibia’s experiences alongside the wider debates informing elephant conservation reveals that actors of preservation and sustainable utilisation produce elephants. In particular, during the events leading up to the 1989 ivory trade ban, advocates of preservation produced a very lucrative representation of the elephant that relies on market mechanisms. This image has become a powerful commodity that competes with parts of the biophysical elephant (particularly its ivory) and therefore creates new and contesting ways in which elephants can be commodified.  相似文献

One important (though often neglected) part of the ‘development business’ committed to principles of partnership is the Commonwealth, a voluntary association of 54 independent countries, almost all of which were formerly under British rule. This paper focuses on the Commonwealth’s contemporary sense of ‘responsibility’ for shaping African development through ‘partnership’ and by promoting ‘good governance’ and examines the particular example of Mozambique, which joined the Commonwealth in 1995. In exploring exactly what membership of this post-colonial ‘family’ has meant for Mozambique the paper explores the neocolonial paternalism and sense of trusteeship that the Commonwealth has articulated in its often very apolitical vision of African development which seems to lock the continent into a permanent stage of tutelage and to repetitively reduce Africa to a set of core deficiencies for which externally generated ‘solutions’ must be devised. More generally, the paper also examines the wider context of the Commonwealth’s involvement in Africa by looking at the connections it has made to British industry, British charities and the British Department for International Development (DFID). The paper concludes with an assessment of the ‘showcase’ potential of Mozambique and its importance to Commonwealth and DFID narrations of an African ‘success’ story of peace, stability and growth since the end of the country’s devastating civil war in 1992.  相似文献

This article contributes to recent discussions about the politics of nature by exploring how Alzheimer’s disease is being shaped as a ‘matter of concern’. Drawing on work on differences in medicine from science and technology studies, and from the geographies of naturecultures, it explores the ‘mattering’ of this disease in a number of locations including: an international Alzheimer’s patients’ movement; a medical textbook; laboratory science; daily care practice; an advertisement for anti-dementia medication; general practice; parliamentary politics; and a conference on dementia. It explores how these locations interfere and co-exist with one another and argues against the ‘science centrism’ of science and technology studies which contributes to the dominance of science and medicine by granting these analytical privilege. The same problem is posed in the recent STS turn from science to politics - the danger is that politics is similarly privileged.  相似文献

The inclusion of obesity within public health rests on a proven and accepted biomedical link between body weight and health status. Drawing on the 2005 controversy over annual death rates attributable to obesity in the US, this paper contends that uncertainty as to the causal mechanisms linking body weight and health are undermining the development of effective obesity prevention policies. Consequently, this also weakens the justification of the inclusion of such policies within public health. This work draws on recent interest in ‘critical geographies of public health’ and the continued attention to the recursive relations between people and places in the context of health which may offer a useful theoretical viewpoint from which unpack such aetiological uncertainty. Without an agreed or universal risk from obesity, the paper argues that public health obesity prevention through social marketing should be geographical in outlook. The three examples of 5 a day, Jamie’s School Dinners and Sesame Street’s Cookie Monster are discussed to illustrate the effectiveness of communicating risk in a manner that allows intention to be effectively translated into risk-minimising behaviour within the dictates of locale.  相似文献
