Global GDP projections for the 21st century are needed for the exploration of long-term global environmental problems, in particular climate change. Greenhouse gas emissions as well as climate change mitigation and adaption capacities strongly depend on growth of per capita income. However, long-term economic projections are highly uncertain. This paper provides five new long-term economic scenarios as part of the newly developed shared socio-economic pathways (SSPs) which represent a set of widely diverging narratives. A method of GDP scenario building is presented that is based on assumptions about technological progress, and human and physical capital formation as major drivers of long-term GDP per capita growth. The impact of these drivers differs significantly between different shared socio-economic pathways and is traced back to the underlying narratives and the associated population and education scenarios. In a highly fragmented world, technological and knowledge spillovers are low. Hence, the growth impact of technological progress and human capital is comparatively low, and per capita income diverges between world regions. These factors play a much larger role in globalization scenarios, leading to higher economic growth and stronger convergence between world regions. At the global average, per capita GDP is projected to grow annually in a range between 1.0% (SSP3) and 2.8% (SSP5) from 2010 to 2100. While this covers a large portion of variety in future global economic growth projections, plausible lower and higher growth projections may still be conceivable. The GDP projections are put into the context of historic patterns of economic growth (stylized facts), and their sensitivity to key assumptions is explored.  相似文献

Abstract

The Intergovernmental Panel on Climate Change (IPCC)'s Special Report on Emissions Scenarios (SRES, IPCC, 2000) has been a matter of debate since Ian Castles and David Henderson claimed that the scenarios were based on unsound economics, giving rise to improbably high emission growth. A main point in their critique was that the scenario-makers converted national gross domestic product (GDP) data to a common measure using market exchange rates (MER) rather than purchasing power parity (PPP) rates. The IPCC responded to the critique by claiming that the use of PPP- or MER-based measures is just a question of ‘metrics’, as important as the ‘switch from degrees Celsius to Fahrenheit’. This paper addresses both the critique from Castles and Henderson and the response from the IPCC. It builds on our earlier argument that the use of MER-based measures, although misleading in some respects, probably has not given rise to seriously exaggerated emission forecasts because comparing regional income levels by the use of MER has two types of implications that draw in different directions and effectively neutralize one another. Nevertheless, we argue that the choice between MER and PPP in the construction of emission scenarios is far more than just a question of metrics. Finally, we discuss whether the SRES scenario with the lowest cumulative emissions is a reasonable lower limit with respect to global emission growth.  相似文献

As economic and emissions scenarios assume convergence of per capita incomes, they are sensitivity to the exchange rate used for international comparison. Particularly, developing countries are project to grow slower with a purchasing power exchange rate than with a market exchange rate. Different exchange rates may lead to scenarios with very different per capita incomes. However, these scenarios also assume convergence of energy intensities, which at least partly offsets the income effect, so that scenarios with different exchange rates would differ less in greenhouse gas emissions. Differences become smaller still if atmospheric concentrations and global warming is considered. However, differences become larger again if one considers the costs of meeting a certain stabilisation target, as the gap between baseline and target is more sensitive to the exchange rate used than the baseline itself. Differences also grow larger if one looks at climate change impacts, which are determined not just by climate change but also by development. The sensitivity to the exchange rate is purely due to imperfect data, imperfect statistical analysis of data, a crude spatial resolution, and imperfect models.  相似文献

Long-term economic scenarios (up to 2100) are needed as a basis to explore possible different futures for major environmental challenges, including climate change. Given the high level of uncertainty involved, such scenarios would need to span a wide range of possible growth trajectories. The recently developed storylines of the Shared Socioeconomic Pathways (SSPs) provide a basis for making such projections. This paper describes a consistent methodology to derive (per capita) GDP trend pathways on a country basis. The methodology is based on a convergence process and places emphasis on the key drivers of economic growth in the long run: population, total factor productivity, physical capital, employment and human capital, and energy and fossil fuel resources (specifically oil and gas). The paper uses this methodology to derive country-level economic growth projections for 184 countries. The paper also investigates the influence of short-term growth rate estimates on the long-term income levels in various countries. It does so by comparing long-term projections based on short-term forecasts from 2011 with the projections based on forecasts from 2013. This highlights the effects of the recent economic crisis and uncertainty in short term developments on longer term growth trends. The projections are subject to large uncertainties, particularly for the later decades, and disregard a wide range of country-specific drivers of economic growth that are outside the narrow economic framework, such as external shocks, governance barriers and feedbacks from environmental damage. Hence, they should be interpreted with sufficient care and not be treated as predictions.  相似文献

The importance of sulfur dioxide emissions for climate change is now established, although substantial uncertainties remain. This paper presents projections for future sulfur dioxide emissions using the MiniCAM integrated assessment model. A new income-based parameterization for future sulfur dioxide emissions controls is developed based on purchasing power parity (PPP) income estimates and historical trends related to the implementation of sulfur emissions limitations. This parameterization is then used to produce sulfur dioxide emissions trajectories for the set of scenarios developed for the Special Report on Emission Scenarios (SRES). We use the SRES methodology to produce harmonized SRES scenarios using the latest version of the MiniCAM model. The implications, and requirements, for integrated assessment modeling of sulfur dioxide emissions are discussed. We find that sulfur emissions eventually decline over the next century under a wide set of assumptions. These emission reductions result from a combination of emission controls, the adoption of advanced electric technologies, and a shift away from the direct end use of coal with increasing income levels. Only under a scenario where incomes in developing regions increase slowly do global emission levels remain at close to present levels over the next century. Under a climate policy that limits emissions of carbon dioxide, sulfur dioxide emissions fall in a relatively narrow range. In most cases, the relative climatic effect of sulfur dioxide emissions decreases dramatically to a point where sulfur dioxide is only a minor component of climate forcing by the end of the century. Ecological effects of sulfur dioxide, however, could be significant in some developing regions for many decades to come.  相似文献

Today Africa is a small emitter, but it has a large and faster-than-average growing population and per capita income that could drive future energy demand and, if unconstrained, emissions. This paper uses a multi-model comparison to characterize the potential future energy development for Continental and Sub-Saharan Africa under different assumptions about population and income. Our results suggest that population and economic growth rates will strongly influence Africa’s future energy use and emissions. We show that affluence is only one face of the medal and the range of future emissions is also contingent on technological and political factors. Higher energy intensity improvements occur when Africa grows faster. In contrast, climate intensity varies less with economic growth and it is mostly driven by climate policy. African emissions could account for between 5 % and 20 % of global emissions, with Sub-Saharan Africa contributing between 4 % and 10 % of world emissions in 2100. In all scenarios considered, affluence levels remain low until the middle of the century, suggesting that the population could remain dependent on traditional bioenergy to meet most residential energy needs. Although the share of electricity in final energy, electric capacity and electricity use per capita all rise with income, even by mid-century they do not reach levels observed in developed countries today.  相似文献

China has pledged to meet a series of political targets on energy and environmental performance, including a target of a 15% non-fossil fuel share in total energy use by 2020. Achieving this target requires expansion of non-fossil energy and restraining energy use, which has implications for achieving the 40–45% carbon intensity reduction target. The present study outlines quantitative formulas to measure the nexus between the dynamics of GDP, energy, and carbon intensity. Considering a ‘likely’ scenario of the non-fossil fuel expansion envisioned by the Chinese government and a GDP growth rate of 8% per annum, the key to accomplishing both targets is to restrain energy consumption to attain an energy elasticity to GDP of approximately 0.53. Both targets can be achieved simultaneously with the existing non-fossil expansion plan and are within the ‘normal’ range of GDP growth seen in China over the long term. This is, however, less than the value realized over the last 10 years. To comply with the non-fossil fuel target, the potentially slower expansion of nuclear power capacity must be compensated for by other non-fossil options. Otherwise, there must be a greater attempt to decouple energy demand and economic growth in order to realize a smaller energy elasticity to GDP.

Policy relevance

China has pledged to achieve a 15% non-fossil fuel share and reduce its carbon intensity by 40–45% by 2020. The key to accomplishing both targets is to restrain energy consumption and promote the development of non-fossil fuels. The achievement of these two targets by 2020 is analysed between share of non-fossil fuel, CO2 intensity of energy and GDP, and energy elasticity in relation to GDP. This analysis can inform the governmental energy and climate policy on the scale and pace of non-fossil fuel development, and the prerequisite regarding the energy elasticity to GDP to achieve the targets. The impacts of slower expansion of nuclear power capacity on the target achievement and implied elasticity of energy to GDP are also provided, which is close to the policy choice and actions of government on energy saving and emissions reduction.  相似文献

Ian Castles and David Henderson have criticized IPCC’s Special Report on Emissions Scenarios (SRES) (IPCC: 2000, Special Report on Emissions Scenarios, Intergovernmental Panel on Climate Change (IPCC), Cambridge University Press, Cambridge, 595 pp. http://www.grida.no/climate/ipcc/emission/index.htm) for using market exchange rates (MER) instead of purchasing power parities (PPP), when converting regional GDP into a common denominator. The consequence is that poor countries generally appear to be poorer than they actually are. An overstated income gap between the rich and poor countries in the base year gives rise to projections of too high economic growth in the poor countries, because the scenarios are constructed with the aim of reducing the income gap. Castles and Henderson claim that overstated economic growth means that greenhouse gas emissions are overstated as well. However, because closure of the emission-intensity gap between the rich and the poor parts of the world is another important driving force in the scenarios, we argue that the use of MER in the SRES scenarios has not caused an overestimation of the global emission growth because, as far as global emissions are concerned, the overstated income gap is effectively neutralized by the overstated emission-intensity gap.  相似文献

Critics of the Intergovernmental Panel on Climate Change’s Special Report on Emission Scenarios claim that the use of market exchange rates (MER) rather than purchasing power parity (PPP) to measure gross domestic product (GDP) has led to a significant upward bias in projections of greenhouse gas emissions, and hence unrealistically high future temperature. Rather than revisit the debate on the choice of exchange rates, we address a much simpler question: when it comes to temperature change, how much does it matter if potential GDP is expressed in MER rather than PPP? Employing a computable general equilibrium model designed to examine a variety of issues in the climate debate, we find that there is a difference, but that it is only minor.  相似文献

Over the last few decades, the Asia–Pacific region has experienced the most dynamic economic development of any of the world's regions, leading to a rapid increase in resource use and associated emissions. The region is now a major driver towards overshooting global resource use limits. In this paper, we provide an estimate of material use and resource efficiency in the Asia–Pacific region and its sub-regions for the first time, to complement existing knowledge on global resource use. We show that the Asia–Pacific has become the single largest user of resources globally, and that the efficiency of resource use in the region decreased over the period 1970–2005. Furthermore we show that the region's share of total resource use is now so significant that decreasing resource efficiency there has driven a decrease in overall global resource efficiency, for the first time in a century. Using an IPAT framework we found that rising per capita incomes contributed more strongly to growing material use than did population growth. Technology did not moderate material use growth to the extent expected. We argue that a failure to make these issues a central and immediate focus of public policy in the Asia–Pacific region would compromise competitiveness, resource security, and poverty reduction in the region over the medium to long term.  相似文献

在梳理新常态以来各省经济布局发展以及能源需求特征的基础上,重点剖析了国家区域协调发展战略,并利用中国多区域动态可计算一般均衡模型(China Multi-Regional Computable General Equilibrium,CMRCGE),对“十四五”时期各省经济社会发展、能源需求及碳排放进行了模拟分析。主要结论包括:(1)在区域协调发展战略指引下,预计到“十四五”末,中国将有13个省市人均GDP超过1.5万美元,16个省市人均GDP在1.0万~1.5万美元之间,各省经济有望实现平稳较快发展。(2)预计2025年各省能源需求总量可达54.5亿tce(由于数据原因,未测算西藏),“十四五”年均增长约为1.5%,能源需求仍保持低速增长。同时能源需求的重心逐步从东部向中部转移,而西部地区能源大省的用能比重基本保持稳定,这与各地所处的经济发展阶段、区域协调发展战略导向基本一致。(3)“十四五”时期各省的碳排放(主要考虑能源利用碳排放)强度年均降幅约为5.4%,绝大部分省份降幅超过4.0%。近年来碳强度显著下降的趋势有望继续保持。  相似文献

The prospect of learning about various uncertainties relevant to analyses of the climate change issue is important because it can affect estimates of the costs of both damages and mitigation, and it can influence the optimal timing of emissions reductions. Baseline scenarios representing future emissions in the absence of mitigation are one of the major sources of uncertainty. Here we investigate how fast we might realistically expect to learn about the outlook for long-term population growth, as one determinant of future baseline emissions. That is, we estimate how long it might take to substantially revise current estimates of the likelihood of various population size outcomes over the twenty-first century. We draw on recent work showing that, because population growth is path dependent, we can learn about the long term outlook by waiting to observe how population changes in the short term. We then explore the implications of uncertainty and of this learning potential for mitigation costs and for optimal emissions. Using a simple model, we show that uncertainty in population growth translates into an uncertainty in the optimal tax rate of about $200/tC by 2050 for a range of stabilization levels. When learning is taken into account, it allows for mitigation strategies to change in response to new information, leading to a slight reduction in the expected value of mitigation costs, and a substantial reduction in the likelihood of high cost outcomes. We also find that while learning can lead to large revisions over the next few decades in anticipated population growth, this potential does not imply large changes in near-term optimal emissions reductions. Results suggest that further work on the potential for learning about other determinants of emissions could have larger effects on expected mitigation costs.  相似文献

As global temperatures go up and incomes rise, air conditioner sales are poised to increase dramatically. Recent studies explore the potential economic and environmental impacts of this growth, but relatively little attention has been paid to the implications for inequality. In this paper we use household-level microdata from 16 countries to characterize empirically the relationship between climate, income, and residential air conditioning. We show that both current and future air conditioner usage is concentrated among high-income households. Not only do richer countries have much more air conditioning than poorer countries, but within countries adoption is highly concentrated among high-income households. The pattern of adoption is particularly stark in relatively low-income countries such as Pakistan, where we show that the vast majority of adoption between now and 2050 will be concentrated among the upper income tercile. We use our model to forecast future adoption, show how patterns vary across countries and income levels, and discuss what these patterns mean for health, productivity, and educational inequality.  相似文献

This paper tests whether climate has an impact on per capita rural income. The study finds that total (agricultural and nonagricultural) income in rural counties and municipios in the US and Brazil are affected by climate. The study demonstrates that this income effect is due to changes in the net value of agriculture. Regions with better climates for agriculture support higher rural incomes and regions with poor climates have more rural poverty. The results also suggest that global warming will likely increase rural poverty.  相似文献

The purpose of this paper is to describe global urban greenhouse gas emissions by region and sector, examine the distribution of emissions through the urban-to-rural gradient, and identify covariates of emission levels for our baseline year, 2000. We use multiple existing spatial databases to identify urban extent, greenhouse gas emissions (CO2, N2O, CH4 and SF6) and covariates of emissions in a “top-down” analysis. The results indicate that urban activities are significant sources of total greenhouse gas emissions (36.8 and 48.6 % of total). The urban energy sector accounts for between 41.5 and 66.3 % of total energy emissions. Significant differences exist in the urban share of greenhouse gas emissions between developed and developing countries as well as among source sectors for geographic regions. The 50 largest urban emitting areas account for 38.8 % of all urban greenhouse gas emissions. We find that greenhouse gas emissions are significantly associated with population size, density, growth rates, and per capita income. Finally, comparison of our results to “bottom-up” estimates suggest that this research’s data and techniques are best used at the regional and global scales.  相似文献

全球气候变暖已经成为不争的事实,人们逐渐认识到依靠大量能源消费的生产方式、不惜牺牲环境的经济增长模式、无节制大量消费的生活方式应该从根本上得到改变.城市作为工业、建筑、交通的载体,也是高能耗、高碳排放的主要源头,需要改变传统城市发展的模式来应对全球变暖的挑战,发展低碳城市被认为是未来最有希望的经济发展动力.首先采用IPCC能源转换模型对南京市碳排量进行测算,选取南京的人口数量、GDP、人均GDP、人口城市化率、产业结构多元化系数(ESD)、能源消费结构多元化系数(ESCD)和能源强度作为对比数列,以南京CO2排放总量作为参考数列,运用灰色系统关联模型进行关联度计算并排序.结果显示,南京市碳排放量关联度从大到小依次为ESD、人口数量、城市化率、ECSD、能源强度、人均GDP、GDP,这与南京工业生产因化石能源的大量使用对城市碳排放量贡献占总排量一半以上的分析结果相吻合.最后详细分析各指标对南京建设低碳城市的影响,并提出对策建议.  相似文献

In order to plan strategies for adaptation to climate change, the current effects of climate on economic growth need to be understood. This study reviews evidence of climate effects on economic growth and presents original analysis of the effect in Sub-Saharan Africa (SSA). Case studies from the literature demonstrate that historically, climate has had significant and negative effects on household income, agricultural productivity and economic growth in SSA. This study focuses on the effects hydroclimatic variability on economic growth in the countries of SSA. We utilize a new national level precipitation statistic that incorporates spatial and temporal variability within each country. Country level economic growth statistics are analyzed in panel regressions. Persistent negative precipitation anomalies (drought) are found to be the most significant climate influence on GDP per capita growth. Temperature and precipitation variability show significant effects in some cases. Results imply the consideration of hydroclimatic risks, namely drought, may be the priority concern for adaptation to a changing climate for Sub-Saharan Africa. This conclusion is contrary to the premise of many climate change impact assessments that focus on temperature increases as the primary concern.  相似文献

This paper aims to advance two objectives: (1) identify and explore greenhouse gas emissions from urban areas in Asia at the regional level; and (2) explore covariates of urban greenhouse gas emissions. We use the Emissions Database for Global Atmospheric Research estimates for carbon dioxide, methane, nitrous oxide, and sulfur hexafluoride from 14 source activities for the year 2000, which are allocated on a 1/10° global grid. We extract emissions for 3535 urban extents all with populations over 50,000, accounting for approximately 91% of the region's urban population. We use regression analysis to associate emissions with urban area and growth, economic, and biophysical characteristics. Our findings suggest that urban areas account for between 30 and 38% of total anthropogenic greenhouse gas emissions for the region and that emission per capita averages from urban areas are lower than those at the national level. Important covariates for total urban greenhouse gas emissions include population size, density and growth rate, income per capita, development status and elevation. This is a first and preliminary assessment of regional baseline trends using these data and this top-down analysis.  相似文献
