A key concept in resilience studies is that human societies can learn from hazard events and use their accumulated social memory to better contend with future catastrophes. This article explores the deliberate referral to historical records complied after Hurricane Betsy in 1965 and how they were used to prepare for tropical storms at the time of Hurricane Katrina in 2005. Despite proclamations that Louisiana would not repeat its mistakes, hazards planners seriously neglected the historical record.  相似文献

This paper argues, following Friedrich Nietzsche, that recent evaluations of Google Earth uncritically privilege the product’s Apollonian determinations at the expense of its Dionysian uncertainties. Specifically, when we understand Google Earth as a virtual globe composed of surveyed panoramas, sober rationalization, dystopic control, and transparent order – or, even, as a tool for participation and empowerment – we undersell its capacities as an alluring digital peep-box, an uncertain orb spangled with vertiginous paranoia, frenzied navigation, jubilatory dissolution, and intoxicating giddiness. We argue that the former interpretations not only risk foreclosing our theorizations about how Google Earth is actually used in various ways and different contexts, they also reproduce a one-dimensional and conservative reading of technology that can be traced back (at least) to the writings of Theodor Adorno. By drawing on the work of Walter Benjamin (Adorno’s critic and pen pal for more than a decade) we aim to ‘go beyond Apollo and Adorno’ by illustrating the extent to which Apollonian order and Dionysian love makes Google Earth go round. To do this, we examine Google Earth as a “digital peep-box” with an online collective that revels in its “Spot the Black Helicopter” competitions; illuminated profanities; alien and giant insect invaders; naked sunbathers; and crashed transport planes in Darfur.  相似文献

Google publicists have suggested the Crisis in Darfur is an example of the Google Earth software’s “success at tangibly impacting what is happening on the ground.” Yet whether or not Google Earth’s interface, along with a medley of other media representations of the conflict, have impacted events on the ground or led to coherent policies of humanitarian intervention remains open to debate. This article draws upon critical approaches from media studies—namely discourse analysis—to analyze several aspects of the Google Earth/USHMM Crisis in Darfur project. While this project was no doubt developed with the noble intention of generating international awareness about widespread violence that has recently occurred in the Darfur region, it is important to evaluate how representations of global conflicts are changing with uses of new information technologies and whether such representations can actually achieve their desired impacts or effects. The article begins with a discussion of the Crisis in Darfur project’s history, proceeds to analyze some of the press coverage of the project and then moves to a critique of the layer using four categories of analysis: (1) the shifting role of satellite image; (2) the temporality of the interface; (3) the practice of conflict branding; and (4) the practice of “information intervention.” Throughout the article, I explore how the presentation of Darfur-related materials through Google Earth reproduces problematic Western tropes of African tragedy and misses an opportunity to generate public literacy around satellite images. I also consider how humanitarianism is intertwined with digital and disaster capitalism, and suggest that this instance of “information intervention” makes patently clear that high visual capital alone cannot resolve global conflicts.  相似文献

Hydrodynamic Response of Northeastern Gulf of Mexico to Hurricanes   总被引:1,自引:0,他引:1  
The northeastern Gulf of Mexico in the USA is extremely susceptible to the impacts of tropical cyclones because of its unique geometric and topographic features. Focusing on Hurricanes Ivan (2004) and Katrina (2005), this paper has addressed four scientific questions on this area’s response to hurricanes: (1) How does the shallow, abandoned Mississippi delta contribute to the storm surge? (2) What was the controlling factor that caused the record-high storm surge of Hurricane Katrina? (3) Why are the responses of an estuary to Hurricanes Ivan and Katrina so different from the corresponding surges on the open coast? (4) How would the storm surge differ if Hurricane Katrina had taken a different course? Guided by field observations of winds, waves, water levels, and currents, two state-of-the-art numerical models for storm surges and wind waves have been coupled to hindcast the relevant hydrodynamic conditions, including storm surges, surface waves, and depth-averaged currents. Fairly good agreement between the modeled and measured surge hydrographs was found. The quantitative numerical simulations and simple qualitative analysis have revealed that the record-high storm surge of Hurricane Katrina was caused by the interaction of the surge with the extremely shallow, ancient deltaic lobe of Mississippi River. A hypothetical scenario formed by shifting the path of Hurricane Katrina to the observed path of Hurricane Frederic (1979) resulted in a much smaller surge than that observed in coastal Mississippi and Louisiana. However, this scenario did still result in a high surge near the head of Mobile Bay. One of the important lessons learned from Hurricane Katrina is that the Saffir–Simpson scale should be systematically revised to reflect the topographic and geometric features of a complex, heterogeneous coast, including the possible surge amplification in an estuary or a submerged river delta.  相似文献

The 2011 Singapore General Election (GE2011) has often been hailed as an ‘Internet Election’, highlighting the role of networked technologies in enabling democratization practices/processes for the unprecedented consolidation of oppositional politics in the city-state. Building on theorizations that broach the interface between social media and digital democracy, this paper critically examines Singaporeans’ myriad engagements with the internet during GE2011 in order to tease out the constructions of social and political debates within these online communities and the extent to which they facilitate democratic discussions. These computer-mediated colliding and emerging of perspectives related to Singapore’s (electoral) politics can in turn set the scene for the (re)production and negotiations of the multifarious meanings of democracy in place. Hence, in addressing these research inquiries, this paper goes beyond GE2011 to reflect on the ways in which web technologies and social media can make a difference to political debates, deliberation and representation in societies where there are limited public avenues for citizenry to articulate their voices/concerns. It also enables documentation of ordinary people’s aspirations and hopes for political change and the sort of democracy they want to see progressively initiated in the Singaporean society.  相似文献

While commercial virtual globes (e.g. Google Earth) and global scientific cyber-infrastructures (e.g. Digital Earth) are revolutionizing the way we use and produce geo-information, we still lack a rich conceptual understanding of how genuine human actors use geo-information and associated technologies in real work settings. In this paper, we conceptualize the use of geo-information as encompassing people’s actual use practices, the values to which people aspire through geo-information use, and the rules that either legally prescribe or just encourage optimal use. Values, practices and rules can be illuminated from two perspectives (or lenses), the market and the polis, resulting in radically different insights on the use of geo-information as a social phenomenon. We argue that with a polis lens we stand a chance to explain how authentic human actors, groups and communities with different values, interests and motivations use geo-information, and how societal benefits materialize or not as a result. Seen from a polis lens, values are not easily measurable standards of goodness, dominant public management ideas can be the source of technical-organizational change in government while policies can be fruitfully examined as persuasive arguments to target audiences. With a polis lens, we are more likely to understand the emergence of new practices, value contests and global rules underpinning commercial virtual globes and scientific cyber-infrastructures.  相似文献

The Internet has often been portrayed as the ultimate leveler of information where existing hierarchies of power and privilege are undermined by meritocracy. Some websites and functions are, however, more equal than others. In particular, search engines such as Google have been a key means to construct meaning out of disorder. This ordering (or enclosing of the Internet commons), however, comes at a cost as a location within the top 10 Google search results, marks the boundary (albeit a fluid one) between the core and the periphery of the Internet. The recent incorporation of spatial elements into the Google indexing raises fresh and geographically relevant concerns. This article focuses on the construction, access and use of Google derived rankings to deploy geo-referenced information in the physical environment and the way this melding of code and place affects how people interact with place. Using the theoretical concept of DigiPlace this article analyzes how Google Maps and Google Earth are structured and shape what appears (and what does not) in cyberspace and DigiPlace. Of particular concern are the implications of a private corporation controlling this new space.  相似文献

The portrayal of the science of climate change in An Inconvenient Truth is largely correct. Some aspects of the film, such as the discussion of Hurricane Katrina, oversimplify the complex factors involved, while others conflate global warming with other environmental changes that may not be related. However it is not in question that continuing emissions of greenhouse gases by human activities will cause greater climate change in the future, and that the impacts of such change are likely to be negative. The chief message of the film—that this fact places important moral and ethical choices before society—is therefore an accurate one.  相似文献

This paper deals with second-generation, one-and-a-half generation and “prolonged sojourner” Trinidadian transnational migrants, who have decided to ‘return’ to the birthplace of their parents. Based on 40 in-depth interviews, the paper considers both the positive and critical things that these youthful transnational migrants report about returning to, and living in, this multi-ethnic plural society and the salience of racial and colour-class stratification as part of their return migration experiences. Our qualitative analysis is based on the narratives provided by these youthful returnees, as relayed “in their own words”, presenting critical reflections on racism, racial identities and experiences as transnational Trinidadians. It is clear that it is contexts such as contemporary working environments, family and community that act as the reference points for the adaptation “back home” of this strongly middle-class cohort. We accordingly encounter a diverse, sometimes contesting set of racial issues that emerge as salient concerns for these returnees. The consensus is that matters racial remain as formidable legacies in the hierarchical stratification of Trinidadian society for a sizeable number. Many of our respondents reported the positive aspects of racial affirmation on return. But for another sub-set, the fact that multi-ethnic and multi-cultural mixing are proudly embraced in Trinidad meant that it was felt that return experiences were not overly hindered, or blighted by obstacles of race and colour-class. For these returnees, Trinidad and Tobago is seen as representing a 21st century “Melting Pot”. But for others the continued existence of racial divisions within society - between ethnic groups and among those of different skin shades - was lamented. In the views of these respondents, too much racial power is still ascribed to ‘near-whiteness’. But for the most part, the returnees felt that where race played a part in their new lives, this generally served to advantage them. However, although the situation in Trinidad appears to have been moderated by assumptions that it remains a racial ‘Melting Pot’, the analysis strongly suggests that the colour-class system of stratification is still playing an essential role, along with racial stereotyping in society at large.  相似文献

Web interfaces have made remote sensing image resources more accessible and interactive. However, many web-based and Digital Earth opportunities for remote sensing have not yet been fully explored and could greatly facilitate scientific collaboration. In many cases, these resources can augment traditional proprietary software packages, which can have limited flexibility, spatiotemporal controls, and data synthesis abilities. In this paper, we discuss how web services and Google Earth were used for time-critical geovisualizations of the NASA Airborne Visible/Infrared Imaging Spectrometer (AVIRIS) Deepwater Horizon oil spill imaging campaign. In particular, we describe how (1) AVIRIS Google Earth products were used to visualize the spatial and temporal characteristics of the campaign’s image acquisitions, critically needed for flight planning, (2) the Google Fusion Table cloud-based service was applied to create a highly-interactive image archive and mapping display, and (3) the Google Fusion Table API was utilized to create a flexible PHP-based interface for metadata creation and as the basis for an interactive data catalog. Although there are other possible software and programming approaches to these activities, we highlight freely-accessible and flexible solutions and bring attention to the newly introduced Google Fusion Tables as a collaborative scientific platform.  相似文献

In November 2004, we evaluated the effect of Hurricane Ivan on seagrass meadows in Alabama by surveying all coastal locations known to support seagrass prior to Hurricane Ivan's Iandfall in September 2004. We found that 82% of the sites containing seagrass in 2002 still supported seagrass, and that, as in 2002, the most abundant species wasHalodule wrightii (shoalgrass). We also found more sites containingRuppia maritima (widgeongrass) than previously recorded. We confirmed the existence ofThalassia testudinum (turtlegrass) in Little Lagoon, Alabama, whose first record in the state had been noted in 2002. A resurvey of the western half of Alabama's coastal waters in October 2005 after Hurricane Katrina found no loss of seagrass, with all sites that supported seagrass in 2004 still containing seagrass in 2005. There was no major loss of Alabama's seagrass resources due to Hurricanes Ivan or Katrina, even though both category 3 hurricanes severely affected the northern Gulf Coast.  相似文献

A persistent theme in land and agrarian studies is the appropriation of land and natural resources by mostly Western foreigners and the inequitable division of land and natural resources between Indigenous people and white settlers. It was this overt racial inequality in land ownership and the accompanying structures of oppression that led to the rise of liberation movements in Africa, South America and Asia. Most, if not all, land and agrarian reform programmes in the former colonies take the racial inequality in land as their point of departure. The same applies to the process of changing the inequalities in the use and ownership of natural resources such as wildlife, fisheries and forests. Whereas critical scholarship and social movements vehemently opposed the racialized nature of land dispossession, less attention has been paid to the persistence of racialized tenure systems. The silence on the racial character of land and natural resource tenure is rather surprising given that colonial tenure systems were based on race and racist grounds. This paper draws on examples from nature conservancies and communal land reform in southern Africa to argue that the dual land and natural resource tenure inherent from colonialism and apartheid remains intact in contemporary southern Africa. It also suggests that the democratic governments in the region and critical scholarship have failed to challenge the racialized character of land tenure. Instead, they continued to reinvent orthodox views of society and culture. Race seems to matter most in property regimes in the region in as far as it relates to equity rather than its initial categorization of people. The consequences of the persistence of the racialized tenure systems are that the success or failure of land and resource use and management reproduces racial explanations.  相似文献

Hurricane wind damage constitutes the largest percentage of catastrophic insured losses in the US. Yet the complicated wind structures and their changes are not fully understood and, thus, have not been considered in current risk catastrophic models. To obtain realistic landfall hurricane surface winds, a large eddy simulation (LES) framework in a weather forecasting mode has been developed from a multiple nested Weather Research & Forecasting (WRF) model to explicitly simulate a spectrum of scales from large-scale background flow, hurricane vortex, mesoscale organizations, down to fine-scale turbulent eddies in a unified system. The unique WRF-LES enables the high resolution data to be generated in a realistic environment as a hurricane evolves. In this paper, a simulation of the landfalling Hurricane Katrina is presented to demonstrate various features of the WRF-LES. It shows that the localized damaging winds are caused by the large eddy circulations generated in the hurricane boundary layer. With a sufficient computational power, WRF-LES has the potential to be developed into the next generation operational public wind-field model for hurricane wind damage mitigation.  相似文献

This article explores the effects of people's digital coexistence on the construction of difference and feelings of aversion to or recognition of “others”. It seeks to make a theoretical contribution to works on the geographies of difference and encounter, Internet or digital geography, as well as on migration and digital media, by highlighting the relevance of indirect and fleeting digital encounters and the dialectical process in which encounters play out in intertwined, specific and multiple digital and physical spaces that we define as “cON/FFlating situational places of encounter”. Based on a qualitative study with Chinese, Filipino and German migrant professionals in Singapore, it shows how fleeting digital encounters take an ambivalent role through challenging but also producing new “temporary fixings of difference”. As such they can engender new sensibilities for and openness toward the host society but also breed new, or aggravate existing, cultural stereotypes and prejudices. The findings show that inherited and instituted classificatory practices that people use to structure and make sense of their fleeting interactions with others in offline space are, where possible, transferred and imposed on encounters in digital space. At the same time, they are inflected or replaced with new markers of difference where ingrained sorting mechanisms applied in offline space did not help them make sense of encounters in digital space.  相似文献

This short article reviews and critically appraises Kingsbury and Jones’ (2009)Geoforum article entitled “Walter Benjamin’s Dionysian Adventures on Google Earth”, and finds it lacking in several regards. First, the use of Nietzsche’s Dionysus/Apollo dichotomy is in fact a double binary, in which Apollonian logic is constructed as a binary within the dichotomy, while the Dionysian logic is ‘bacchanalian’. Second, Walter Benjamin as exemplar of Dionysian logic is shown to be problematic and more a distraction from the flawed Nietzschean logic than a useful construct in itself. Lastly, the educational potential of Google Earth is overlooked by Kingsbury and Jones, in their haste to see Google Earth through ‘Google goggles’, in which everything Google appears through Dionysian-tinted lenses.  相似文献

The Internet and the representation of space therein are almost omnipresent in society and everyday life. Peer-produced geographic data is gaining a particular importance through increasingly available digital tools and techniques that shape the perception of space in the internet, such as flickr, OpenStreetMap or Wikipedia. However, few studies focused on how space is represented, and by whom it is described. We hypothesize that the alleged opening up of geographic information and the assumed benefits for every individual and society through the occurrence of ‘easy-to-use-mapping-tools’ was premature. To explore these assumptions, a comparative study of the flickr worldmap was undertaken and roughly 6.8 million metadatasets of geocoded photos in France, and roughly 50,000 metadatasets in Afghanistan were downloaded and the metadata was analyzed. Our results indicate that photos geocoded in France show a large diversity of motives, while photos geocoded in Afghanistan are mostly limited to content containing warfare when they are up loaded in English. The content of the photo and therefore the representation of space strongly depend on who uploaded the photo, particularly in Afghanistan. We can show that the representation of space on the internet, for the case of flickr, is strongly dominated by perceptions of Western societies and individuals. We therefore confirm our hypothesis that the supposed opening up of geographic information systems through ‘easy-to-use-mapping-tools’ and their democratization thereof was premature. Moreover, we highlight the importance of understanding who contributes online content to be able to evaluate peer-produced data, its value, and its possible applications to avoid reproducing biases.  相似文献

The storm surge in coastal Mississippi caused by Hurricane Katrina was unprecedented in the region. The height and geographic extent of the storm surge came as a surprise to many and exceeded pre-impact surge scenarios based on SLOSH models that were the basis for emergency preparedness and local land use decision-making. This paper explores the spatial accuracy of three interpolated storm surge surfaces derived from post-event reconnaissance data by comparing the interpolation results to a specific SLOSH run. The findings are used to suggest improvements in the calibration of existing pre-event storm surge models such as SLOSH. Finally, the paper provides some suggestions on an optimal surge forecast map that could enhance the communication of storm surge risks to the public.  相似文献

This article sets out an agenda for research that (re)connects research on children’s geographies and childhood studies with studies of spatial literacy. Research on children’s environmental cognition and, latterly, spatial literacy, has been artificially and problematically separated from the majority of research in childhood studies. Our fundamental aim in this article is to argue for – and to evidence – greater attention to how spatial literacy and children’s everyday lives are embedded in one another. To support our broader call for a synthetic research agenda, we draw on some more focussed, qualitative empirical material taken from a large-scale project about children’s mobilities and everyday lives in newly-built urban communities. Our analysis focuses upon children’s interpretations of Global Positioning Systems (GPS) tracks of their mobilities, set against a background of Google Earth imagery. In doing so, we showcase one suite of ways in which research on environmental cognition and children’s geographies might proceed together. We demonstrate that children not only displayed analytical skills (for instance, in relation to scaling effects and pattern recognition) but that many also exercised higher-level, critical analysis, especially in relation to errors on Google Earth outputs. Simultaneously, we interrogate the recursive articulation of a range of qualitative indicators of spatial literacy, with children’s everyday mobilities, routines, emotions and memories. The paper analyses how new conceptual languages and technologies being propounded by spatial literacy scholars could afford a more enriched understanding of key contemporary concerns for children’s geographers, and, recursively, what spatial literacy scholars might gain from engaging with (especially qualitative) research prompted by those concerns.  相似文献
