作为国际河流长期合作开发的重要保障,国际河流流域组织这一联合制度安排备受关注,但参差不齐的绩效表现致使其可行性与有效性引发学者质疑。我国拥有众多国际河流,与之相关的合作开发是中国周边外交的重要抓手,但针对上述问题的研究未能得到国内学者的足够重视。在此背景下,文章首先回顾、梳理了国际河流流域组织的定义与类型,然后重点研判其制度设计特征和有效性,并指明已有研究所面临的方法困境,最后为解开“流域组织如何促进国际河流有效合作”这一难题提出以下研究建议:1)整合国际河流流域组织有效性评价指标并进行全球范围的评价;2)探明国际河流流域组织制度类型所适用的范围与条件;3)厘清不同国际河流流域组织制度设计特征与治理有效性的关系;4)基于过程视角探求国际河流流域组织有效性达成路径;5)采用超越定性与定量研究的新方法;6)立足地缘文明激发国际河流流域组织成员国的文化认同。  相似文献

澜沧江-湄公河流跨亚洲中国、泰国、柬埔寨、越南和缅甸6国,是亚洲第一国际大河。从北至南流经了多样的气候区和地理单元,有丰富的自然资源和生态资源。随着流域内各国经济的发展,大量的人类经济活动已给流域的生态环境带来许多问题。为维持整体流域的可持续发展,流域内各国必须通力合作.促进全流域整体规划和其同制定各国都应遵循的生态环境保护法规;在加快对河流和其它自然资源开发利用的同时.必须把生志环境的退化与资源浪费作为整治的重点,使流域的巨大天然财富造福于人民。  相似文献

澜沧江-湄公河是东亚最重要的一条国际河流,它对中南半岛各国的农林牧渔生产、区域生态平衡、饮水、灌溉、电力、航运以及数千万流域居民的生活有着重要的影响。对这一流域的综合开发和进行区域的国际经济技术合作具有极为深远的意义。文章阐述了澜沧江-湄公河边境区域国际合作开发的有利条件、主要领域及流域开发中的环境保护合作等问题。  相似文献

湿地具有独特的生态服务功能和很高的生态效益,因此恢复或重建退化湿地非常重要。针对目前湿地恢复的相关研究主要集中在恢复举措等宏观方面,缺乏在整体上考虑湿地之间的连通性及其空间结构的影响因素等问题,在流域为尺度上,对湿地的可恢复性进行评价,综合考虑湿地结构、湿地景观特征等自然因素以及人类建设活动干扰下流域下垫面等因素对整个流域内湿地恢复的影响,以永定河上游流域为例,建立一个基于GIS的多指标综合评价模型,对湿地的可恢复性进行评价。具体研究步骤包括指标信息提取、指标赋值及归一化和多指标综合。首先,选择河流等级、坡面流长、河流水质、饱和指数、水成土、土地利用/覆盖类型作为评价指标;然后,针对指标参量对湿地恢复的贡献度进行赋值,并做归一化处理以消除不同指标量纲对结果的影响;最后,利用层次分析法分析指标权重,计算加权值,根据加权值的正态分布对流域内湿地的可恢复性进行等级划分,并使用优序图法对评价结果进行佐证。研究结果表明,永定河上游流域研究区内可恢复湿地面积约979km2,占流域总面积的2.18%;其中,阳原县的可恢复湿地面积最大,约为131.6km2,其次为怀来县,为129.1km2;可恢复的湿地类型以水库/坝区型湿地和河流为主,分别占可恢复区域总面积的11.75%和11.33%。研究成果为湿地的管理和恢复工程选址的合理性提供了科学的理论参考,避免了依据单一生态环境要素或局部区域特征进行恢复对象选择的片面性。  相似文献

澜沧江──湄公河是中国和东南亚地区最为重要的国际河流,目前成为国际上众多国家、国际组织关注和投资的热点地区[1,3]。按亚洲开发银行(ADB)组织的“大湄公河次区域合作计划”[4]直接影响地域232×104km2,人口超过2.2亿,大范围内的自然环境、社会和经济状况都将发生巨大变化。1995年4月5日下湄公河四国签署的《湄公河流域持续发展合作协定》[5],为该流域区的持续发展注入了新机。据初步分析,如果以水资源多目标综合利用为目的进行整体规划和管理,将能源开发集中在澜沧江干流和下湄公河支流,在洞里萨湖修建拦河闸堰,在湄公河三角洲修建泄洪道,在大城市与人口和耕地集中而易遭受洪水危害的干流两侧兴建防洪堤,并加强水文、气象预测和预报,则下湄公河流域的电力需求及灌溉、洪水、咸水入侵以及土壤酸性水危害等问题,在很大程度上均可得到解决,无需兴建庞大的下湄公河干流梯级电站(水库),这不仅可以避免大量的资金投入、大规模的移民和土地淹没,而且可以阻止大坝对湄公河水生生物的危害,促进流域持续发展。  相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world's largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.  相似文献
