Ecological modernist approaches to climate change are premised upon knowing carbon emissions. I ask how corporate environmental managers know and do carbon, i.e., shape the reality of emissions. I argue that for managers’ practical purposes carbon exists as malleable data. Based on ethnographic fieldwork over a period of 20 months in a Fortune 50 multinational corporation, I show that managers materially-discursively arrange heterogeneous entities – databases, files, paper, words, numbers – in and between office spaces, enabling them to stage emission facts as stable and singular. Employing Annemarie Mol’s work on multiplicity, I show that multiple enactments of carbon hang together not by an antecedent body (CO2) but through ongoing configurations of data practices. Disillusioning promissory economic discourses of ‘internalisation’, I demonstrate: Management is materially premised upon preventing purportedly internalised carbon realities from entering capitalist core processes. This undermines carbon economics’ realist promises. Staging some carbon realities as in control is premised upon managers’ ongoing, reflexive, partial and always situated configuration of, e.g., standards, formal meetings or digital data practices in which humans do carbon-as-data. Carbon practices are materially-discursively aligned, forming a configuration. This configuration effects carbon as a malleable and locally configurable space rather than as a closed fact. Reconstructing managers’ practices as configuring carbon-as-dataspace, I argue, allows grasping adequately the contingency and constraints of managing carbon as a particular material-discursive form of environment. In conclusion I generalise the environmental management office as a space that can be configured to stage, beyond carbon, other global environments as well.  相似文献

This paper examines how environmental resources are measured and quantified as objects of environmental science and management and how lay knowledge-producers participate in this process, alongside the state. Using a case study of recreational angling, I show how fish in English rivers and lakes are counted and anglers act as lay or amateur knowledge-producers in the state’s metrological knowledge-practices. As embodied measurement instruments, anglers create data about themselves (as ‘effort data’) and about fish (as ‘catch returns’). These data are combined with other forms of data produced by the Environment Agency in England and Wales and used for fisheries management, thus shaping water bodies and fish ecology. I show how, to support environmental measurement, the state manages not only the environment and fish, but also anglers as lay knowledge-producers, using both regulation and economic incentives; in response, anglers also use data reflexively and strategically. I therefore emphasise the heterogeneous co-productions of environmental measurement as amateur–professional, human–animal and organic–technological, and show how measuring and managing water ecologies also involves measuring and managing humans.  相似文献

Mexico’s national payments for ecosystem services (PES) programs pay rural landholders for hydrological services, carbon sequestration, biodiversity conservation, and improvement of agroforestry systems. The intention of the programs’ initial funders and designers was to create a PES program that would introduce market efficiency into environmental policy and “green” the market by creating and recognizing the economic value of healthy ecosystems. This article traces the complex processes through which this ideal type conceptualization of market-efficient environmental policy was subverted and the practice altered to more closely fit national interests, rural realities and alternative conceptions of the ‘value’ of socio-nature. This article examines how the market-based notions of the programs’ designers were hybridized at four distinct sites of articulation: (1) the federal politics of poverty alleviation in Mexico; (2) rural social movements with distinct conceptualizations of ‘conservation’ and ‘development’; (3) the institutional and cultural context of the ecosystem services being commodified; and (4) the socio-natural knowledges and grounded practices of rural Mexico. This analysis is based on a multi-sited ethnography conducted with program participants, intermediary organizations, and designers. The article draws on a growing critical literature on market-based mechanisms and minutely examines the process through which the Mexican national PES program was altered at multiple scales and in multiple forms, from the rhetoric of political speeches to the specific elements of the policy’s design and from the theoretical tinkering of neoclassical economists to the quotidian practices of rural environmental managers.  相似文献

‘Nature does not discriminate, but humans do’ – this deliberately echoed sentiment in an area affected by Cyclone Sidr problematizes the practice of resource distribution in post-disaster situations. While relief and rehabilitation services have the objective of ‘building back better’, the possibility of elite-capture of resource distribution channels, jeopardizes both humanitarian initiatives as well as future development. This paper explores the political economy of post-Sidr interventions from an ethnographic account. The paper establishes links between power networks and access to resources in the study area, finding that marginality is a production of ongoing disaster interventions which favour the relatively well-off over the structurally poor. Ultimately, humanitarian assistance channels resources through established power networks, thus reinforcing them and producing uneven resilience among different social strata. This paper offers important insights for redesigning the distribution of humanitarian assistance.  相似文献

In this article, I ethnographically examine “the biggest experiment in tropical conservation history,” an environmental management approach designed in Brazilian Amazonia. I focus on research conducted by scientists who support this approach using the results of their work at an open-air experiment. Drawing on this ethnographic study I critically revisit Bruno Latour’s deservedly influential ethnography of an open-air laboratory in Brazilian Amazonia. I also engage with his claim that open-air experiments constitute spaces in which scientists can avoid seeing the world as “Nature”—a gigantic collection of inert objects that experts sense they have to bring into order on their own. Latour shows that while working in their Amazonian open-air laboratory scientists perceived the forest as a network comprising human and non-human entities bearing creative capacities. He suggests that such experimentation enables humans to envision environmental management strategies based on human/non-human collaborations. In the open air, experts could thereby transcend the pervasive fatalism that plagues environmental policy circles and rekindle a more optimistic and enthusiastic stance toward environmental management. I argue that Latour’s is a visionary ethnography that anticipates contemporary trends in environmental management approaches. However, I also argue that his celebratory conclusions regarding open-air experimentation are misguided. I show that, while working in the open air, the scientists situated their work within capitalist experiments wherein humans and non-humans creatively collaborate in the construction of new, less inhabitable worlds.  相似文献

Using the example of jeans and the fast fashion sector, this critical review explores how systems of provision analysis can be used to understand geographical connections between spaces of production and places of consumption. The study of global commodity chains and production networks has proliferated in economic geography, yet the focus on transactions between places frequently omits to consider the material culture that surrounds processes of making and buying. In contrast, in cultural geography the meanings and transformations associated with ‘following things’ has explored the shifting meanings of commodities as well as personal experiences of shopping with a focus on signifying culture. Ben Fine’s systems of provision approach can offer a more comprehensive analysis. Fine considers how the role of the consumer has emerged as well as the economic processes through which value is established in goods and is an inclusive way of examining the activities that connect consumption and production. Through discussing some of the recent and emerging work on denim jeans this review shows how a systems of provision approach can effectively map a ‘fast fashion’ system and provides a framework that can be applied to other economic geographies.  相似文献

The fallout from environmental determinism of the early 20th century steered geography away from biological and evolutionary thought. Yet it also set in motion the diversification of how geographers conceive environment, how these environments shape and are shaped by humans, and how scaling negotiates the interpretation of this causality. I illustrate how this plurality of scalar perspectives and practices in geography is embedded in the organism–environment interaction recently articulated in the life sciences. I describe the new fields of epigenetics and niche construction to communicate how ideas about scale from human and physical geography come together in the life sciences. I argue that the two subdisciplinary modes or ‘moments’ of scalar thinking in geography are compatible, even necessary, through their embodiment in organisms. To procure predictability, organisms practice an epistemological scaling to rework the mental and material boundaries and scales in their environment. Yet organisms are also embedded in ontological flux. Boundaries and scales do not remain static because of the agency of other organisms to shape their own predictability. I formally define biological scaling as arising from the interplay of epistemological and ontological moments of scale. This third moment of scale creates local assemblages or topologies with a propensity for persistence. These ‘lumpy’ material outcomes of the new organism–environment interaction have analogues in posthuman and new materialist geographies. They also give formerly discredited Lamarckian modes of inheritance a renewed, but revised acceptance. This article argues for a biological view of scale and causality in geography.  相似文献

In this paper we examine two central concepts of urban metabolism (‘system boundaries’ and ‘flows’), and explore how to approach them as a means to politicise urban metabolism research. We present empirical findings from two case studies of waste management, in Mexico City and Santiago de Chile, looking at: the materiality of waste flows, the actors involved in them, and how waste flows relate to issues of environmental justice. We argue that urban metabolism, as a methodology to understand urban sustainability, has the potential to produce knowledge to trigger urban transformations, and to analyse the social, political and environmental aspects of waste management in urban areas.  相似文献

In this paper I offer a critical analysis of ‘sharing’ as a discursive formation in the emerging on-demand economy or, as its more commonly known, ‘sharing’ economy. The set of firms and digital platforms that constitute the on-demand economy evade precise definition, though in popular commentary include Uber, Lyft, Airbnb, Taskrabbit, Couchsurfing, and Yelp, among others. I argue that sharing is a discursive formation that is produced through neoliberal economic practices and contributes to their constitution and performance, connoting the embeddedness and inter-determination of the economic with the social. I analyze interview material with software developers and others working for on-demand economy firms in San Francisco to underscore how the sharing discourse is produced, and to examine the possible relationship between the sharing discourse and working practices in the on-demand economy. I explore how sharing, though a fragile and contested discourse, has been used by some proponents of the on-demand economy in an attempt to justify and normalize flexible and precarious work through an ambiguous association between capitalist exchange and altruistic social values. This ambiguity is productive insofar as sharing has become associated variously with transactional platforms, digital peer review via surveillant and punitive ratings systems, and algorithmically mediated, precarious, and ‘entrepreneurial’ contract work, while retaining affective associations with community, inclusion, and participation.  相似文献

The migration of lifestyle-orientated landholders (amenity migrants) to rural landscapes is resulting in the production of new rural ecologies. To date, the future implications of these ecologies for environmental management have been framed largely in ‘traditional’ conservation biology terms, focusing on how we can conserve or restore natural environments to a past ecological benchmark. However, the Anthropocene provides an opportunity to critically examine how we can progress environmental management in a way that locates ecologies as emergent products of human–environment interaction through time. We extend from Tim Ingold’s work on wayfaring to position people and plants in environmental management as cohabitants who are traversing a world that is continually in the making. We conducted qualitative research in the hinterlands of Melbourne, Australia, involving narrative interviews with landholders and walking their property with them, using a form of participant observation called the ‘walkabout’ method. We found that the conservation aspirations of amenity migrants were mediated by the landscape histories that were embodied in the plants they engaged with on their property. These embodied landscape histories served to structure the trajectory of ecological emergence in which landholders were a part. We develop the concept of ‘landscape legacy’ to explain how past actions and future aspirations come together in management practice to produce novel and often unanticipated ecologies. Landscape legacy grounds the Anthropocene in everyday environments, capturing the need to progress environmental management as a wild experiment in rural-amenity landscapes, focusing on ecological form, function, relationship and process.  相似文献

This article examines the social and material politics of coal, focusing on mobilizations against opencast mining in the United Kingdom and Indonesia. Contested spaces and practices elicited by coal extraction provide important openings through which to understand how ‘hydrocarbon modernity’ is experienced and entangled with different processes of neoliberal capitalism. We investigate resistance against coal at Ffos-y-Fran in South Wales and the IndoMet project in the Indonesian province of Central Kalimantan, exploring how assemblages of protest have challenged the material effects, discursive practices and regimes of accumulation attendant within the coal industry. In both countries, campaigns seeking to ‘end coal’ have built dynamic geographical alliances, and as collective challenges to mining activities have unfolded, we consider how movements targeting specific sites of extraction have sought to disrupt the industry’s 'dis-embedding' of coal from the landscape. Drawing on accounts of how hydrocarbon politics shape societies, the approach we present draws attention to changing linkages between economic, environmental and social advocacy while illuminating the varied ways in which coal mining can compound and perpetuate inequality.  相似文献

This article focuses upon informal e-waste recyclers who subsidise the environmental costs of Bangalore’s information technology boom. It illustrates how improvement schemes devised by development agencies, to make Bangalore’s e-waste disposal practices more sustainable, reproduced the effects of bourgeois environmentalism and effectively cast off informal recyclers from having a substantial role in the city’s emerging regime of e-waste management. Being cast out and rendered superfluous has been a deeply degrading experience for Bangalore’s informal recyclers. In order to foreground this experience I draw upon the notion of abjection and show how informal recyclers are constituted as abject residents who must be confined to collecting and processing waste from the most marginal frontiers of the city’s e-waste circuits.  相似文献

Naturally, there are different species of Culex mosquitoes in Iran. Culex pipiens complex is widespread in many parts of the country, specially in urban areas. In spite of this fact that Cx. pipiens species is the vector of some orboviruses and filariasis in many countries of the World, it does not have an important role in transmission of diseases in Iran. This species can easily reproduce in urban areas, due to the infection of surface waters and presence of sewage canals. The importance of Cx.pipiens for mankind is in fact, its biting and nuisance, specially at sleeping time. In this study, six types of current military uniforms of Iran’s army were treated by permethrin (0.125 mg. permethrin [AI]/cm2) and examined against the biting of natural population of Cx.pipiens in urban areas in Tehran. Eight volunteer were selected for this study. Six of them put on the treated uniforms and the other two of them wore the untreated uniforms. All the subjects participated in the night biting test for eight active nights July 2004. There was no significant difference in the protection of different treated uniforms against mosquitoes biting. The average number of biting among who wore untreated uniforms (control) was 2.14 mosquito biting/min/person (128.2/hr), While it was 0.23 (13.8/hr) for who wore treated uniforms. The percent protection of treated uniforms, in comparison with untreated ones, was about 89%. The protection percent of treated uniforms for different species of mosquitoes, in comparison with untreated ones, was calculated through determining the species of captured mosquitoes, separately from case and control subjects. The results of species identification among captured mosquitoes of a field study showed that about 95% of them are of Cx.pipiens species, and protection of treated uniforms against them, was estimated 87%. Moreover, as an accompaning environmental consequence a significant reduction in mosquito’s density was seen.  相似文献

Extensive rural regions are facing major socio-economic, political and environmental change from the dual effects of agricultural restructuring and environmental degradation. While central governments often rely on regional level policy responses, local actors, such as rural local governments may resist these ‘top-down’ initiatives. This paper examines the oppositional response of 34 rural local governments to state-led regionalisation for economic development and natural resource management in the extensive and sparely populated Wheatbelt region of Western Australia. The analysis explores how state threats of amalgamation; shifting national policy empathies in rural development; and, local preferences for horizontal rather than vertical forms of cooperation are influential in catalysing a brand of defensive regionalism amongst local government actors. Adopting this defensive posture allowed local actors to both buffer state intervention and improve the effectiveness of their own cooperative planning and management activities for sustainable development. These observations are interpreted through concepts of collective identity formation, providing an analytical perspective that is sensitive to the inter-scalar politics in rural governance.  相似文献

New explorations of justice are arising in the wake of post-structuralist and feminist critiques of abstract, generalized notions of justice in Western liberal democracies. These interventions are opening new avenues of study on discursive practices and performances that contest social and environmental injustices in everyday life. Feminist scholars argue for greater attention to the local and the particular, the embodied, gendered, emotion-based, ethnic subject of justice and injustice. Yet, limited research has been conducted on performative and performance-based relationships to justice, despite its potential to inform matters related the use and conservation of public goods and common spaces in everyday life. This critical review examines the notion of performativity and its application to justice, aiming to clarify and advance understanding and theorizing of a potentially valuable direction in environmental and social justice at the local level. We draw on Hobson’s articulation of performative justice, as it offers some useful insights into how injustices related to the appropriation of public green spaces agendas are being identified and new meanings are being constituted through local-level citizen practices. We argue, however, that such attempts appear to be identifying injustices and demonstrating the ‘what is’ of environmental and social justice, but not ‘what ought to be’. Directions for future research are offered, which include clarifying the application of performative theories to the study and practice of justice at the local level.  相似文献

By focusing on Kunshan, an economically advanced county-level city in the Yangtze River Delta, this paper aims to answer how, why, and under what circumstances the territorial power of Chinese urban entrepreneurial states is created in response to the dynamics of spatial economic development in the context of market transition and globalization. Although Kunshan is merely a county-level authority administratively, its economic performance in 2011 was better than that of several poor provinces, such as Hainan, Tibet, Qinghai, and Ningxia. Kunshan’s successful urban entrepreneurialism presents a unique ‘mismatch’ between ‘low’ administrative rank and ‘great’ economic performance (a big foot in a small shoe, dajiao chuan xiaoxie). I argue that Kunshan has developed several new local state powers through flexible administrative restructuring that explains the ‘mismatch’ puzzle and includes the following characteristics: (1) reclassification of Kunshan from county to county-level city, (2) relational adjustment by officially or informally raising Kunshan’s place rank and the cadre rank, and (3) boundary revision by virtual enclave enlargement. I conclude that the Chinese party-state system plays a role in Chinese county-level urban entrepreneurialism.  相似文献

An increasing amount of interactive ‘2.0’ crowdsourcing platforms raise awareness and funds for conservation and development projects worldwide. By enabling two-way online collaboration and communication, these ‘conservation and development 2.0’ platforms hoped to provide new impetus and popular legitimacy for conservation and development initiatives in the face of budget cuts and general criticism of the ‘formal’ aid sector after the financial crisis. This paper presents the case of the flagship ‘elephant corridor’ project on the Dutch pifworld.com platform to investigate whether and how the ‘2.0’ element has changed conservation and development in line with these expectations. The paper describes and analyses online and offline dynamics of the project and shows that while online excitement about the project remained high, the concomitant conservation and development promises and imaginations ill related to offline local realities. This rather ‘traditional’ conservation and development disjuncture, however, needs to be understood against the system peculiarities of the politics of online ‘do-good’ 2.0 platforms. The paper concludes that as these peculiarities are significantly intensifying and changing conservation and development dynamics, they do not elude familiar (1.0) disjunctures and might even obscure these further from sight.  相似文献

The development of agriculture is recognised to be an essential preliminary and on-going element in the economic development strategies of most developing countries. The contribution of agricultural production to gross domestic product, food self-sufficiency and export income are amongst the major development goals exercising the governments of such countries. In addition, in many countries the agricultural sector is regarded as one with a potential for generating a surplus to sustain other economic activities and to have an important stabilising role in reducing the movement of population from rural areas. This article discusses renewable natural resources, soil and water, as the basis for agricultural development and especially of irrigated farming. A number of case studies will be referred to which illustrate the idea that many national governments attribute quite unreal qualities to soil and water resources. Once development schemes were launched appropriate rhetoric was mobilised to invest the reclamation of ‘virgin lands’ and ‘new lands’, with the character of ‘green revolutions’. These ventures have been sustained not because of their success but because the ‘fantasies’ have been circulated amongst ill-formed urban populations, remote from the arduous realities of land reclamation. Case studies in the Soviet Union and the Middle East are discussed.  相似文献

This paper analyses how in the aftermath of one of the worst environmental disasters ever to occur in Spain – the Aznalcóllar Disaster – various environmentalist and conservationist groups mobilised migratory birds to bring new insights and the need for new precautions to the controversy elicited by the spill. The case study, thus, revolves around how environmentalists established a “hybrid collective action” to draw attention to unconsidered risks and impacts of the disaster and thereby make the case for open debate. Building upon this, I engage with two different, though interrelated, theoretical debates that contribute to a rethinking of environmental management (EM) as a social and materially situated practice. Drawing on the idea of “tactic” (De Certeau, 1984), I draw attention to the devices, actions and procedures that environmentalists carried out to resist attempts to minimise the spill and to undermine administrations’ assumptions of control, coherence and singularity associated the idea of management. Drawing on Tim Ingold’s latest work (2007, 2008, 2011), I analyse environmentalists’ most successful tactic: the enactment of migratory birds as “lines”. Together with other authors in this special issue, I will use this notion to make an argument against some of the assumptions of the “hybrid ontology”. In contrast to more essentialists and static notions of non-human agency and politics, the idea of line is particularly useful as a way of understanding how nature(s) can be effectuated differently and how this leads to the imagining of new regimes of cohabitation, human and non-human management and intervention.  相似文献
