This paper deals with the mode of emergence, population size, functional nature and distributional pattern of new towns in India as recorded at the 1971 Census. It was discovered that (i) an overwhelming majority of new towns were not new settlements but expanded villages. The rest owed their status to one of four situations: an independent town is carved out of an existing urban place; neighbouring towns are merged into a new unit; a declassified town in 1961 gets reclassified in 1971; and a new town is built, usually on planned lines; (ii) mode of emergence was the most vital factor in determining demographic attributes; (iii) new towns represented two contrasting tendencies in Indian urbanisation: concentrated urbanisation around metropolitan nodes and dispersed urbanisation in recently developing backward regions.  相似文献

The paper describes the current stage of transformation of the residential distribution system in the USSR, the state policy in the field of urban development, the tasks facing Soviet architects and the way to their solution. The state policy in the field of residential distribution and urban development provides for: the systematic and scientifically substantiated distribution of production and human settlements on the basis of coordinated development and distribution of productive forces and the perfecting of the systems of residential distribution; the utilization, improvement and protection of landscape; the restriction of the growth of very large cities and development of the network of small and medium towns; the transformation of villages into modern well-organized settlements of the collective and state farms and the elimination of the existing distinctions between town and country; the regular development and distribution of towns and settlements in different geographical zones and most favourable natural-and-economic regions of the USSR; the overcoming of irregular population distribution in the European and Asiatic parts of the USSR; the formation of group-systems of human settlements on the basis of big urban agglomerations and territorial-industrial complexes; the development of new territories through land improvement. Basic attention in the report is paid to the consideration of the master scheme of residential distribution in the USSR, its scientific fundamentals, main purposes and tasks. The analysis of the decisive factors and of the main trends of the development of the systems of human settlements for a long-term perspective is given. The master scheme of residential distribution contemplates the systematic development on the USSR territory of different human settlements contributing, to a maximum degree, to the achievement of the objectives of socialist construction, to the creation of most favourable conditions for the people's work, life and rest, to the development and intensification of social production taking into account objective tendencies of urbanization and the effective use of forecasted urban development resources. The realization of the master scheme of residential distribution will allow to fully take into account the economic, ecological and demographic requirements in the elaboration and realization of the plans of development of production and residential distribution aimed at the rise of the living standard of the Soviet people.  相似文献

This paper examines the spatial distribution of the functional systems in the different belts of settlements around Budapest. The surburban belts have an important role in the capital's labour market, places of employment and recreation with 45 settlements. The paper reviews the structure of the Budapest agglomeration from the core to the three inner, middle and outer belts comprising the suburbs, the semi-urban settlements, the suburban villages, the satellite towns, and the satellite villages. Then the system of the functional urban centres are reviewed, The author establishes the concept of the main, the division, the district and the settlement group centres in the Budapest agglomeration. The different levels of attached functions, such as international, national, regional and local are also described with each centre type. The areal distribution of the centre system of Budapest is shown in maps too.  相似文献

Conclusions The industrialization of the development towns is one of the main factors in the creation of a modern productive economy in a new social environment. The proportion of Israel's large industrial plants that have been located in the developments town is much larger than the corresponding proportion of all the country's industries. The tendency to establish relatively large industries in the development towns will probably continue for a considerable time, and it will necessitate the chanelling of large government resources to the development regions.A more serious obstacle is the shortage of labour, and particularly of skilled labour. In contrast to the supply of capital, this difficulty cannot be solved by administrative decisions taken in accordance with an agreed economic policy. What is needed here is a revolution in vocational training, and a diversification in plant sizes, the smaller plants supplying services to the larger industries.Vocational education is one of the most important conditions for the success of the industrialization process in the development towns. Jews have no technological and industrial tradition, and when they established their state, they did not attach sufficient importance to the rapid training of a labour force that would be able to take its place in the new factories. In making up for this omission, it is important to avoid concentrating on the conservative and traditional trades, and attention should be paid to the needs of the newer and more sophisticated industries.  相似文献

At present great attention in the USSR is given to the task of creating relatively equal conditions of living in all parts of the country. It is in the solving of this problem that the scientific concept of “the single settling system” is found. The single system of settling is the ultimate aim of transforming the existing system of settling into a new communist type of people's settling, after having overcome the basic differences between town and country on the one hand, and industry and agriculture on the other, also the standard of living levelled out between regions. In the period to 1990, the main direction of the planning regulation and improving the net of settlements, the first step in forming of the single settling system, should be the gradual transition from autonomy to close interrelations in the development of cities and settlements by elaborating joint systems of settlements.  相似文献

Conclusions In order to end the unstructured development of industrial building and working class housing, many countries promoted a multiplication of industrial zones and estates in the outskirts of urban centers. At the same time the difficulties faced by industries implanted in the urban network resulted in the management of many companies leaving the towns and setting up their plants on these new sites.There exists a widespread tendency to de-urbanize industry which is causing big changes in the heart of built-up areas — not always on the positive side. Consequently, a new policy is gradually being developed to aim at a better integration of industrial activities with urban areas.Undoubtedly, industrial areas should be restricted to the outskirts for heavy industry with its harmful effects of space requirement. The present migration of many industrial concerns should be halted if a true re-organization of existing urban areas is desired.In order to achieve this, town planning policies should be reviewed and certain formulas elaborated to enable a true integration of industrial functions with other functions.The location of industrial activities, therefore, seems to have reached a new turning-point in its history. Careful consideration in all urban areas, whether they be new towns or other areas, is absolutely necessary to achieve a better organization of space, which is the ultimate aim of Applied Geography.  相似文献

河西地区城镇体系在空间地域结构上,表现出绿洲城镇的特点;在职能类型结构上,以综合性城镇为主;在规模等级结构上,具有经济不发达地区城镇体系的共性. 未来城镇体系建设,必须从区域整体发展的宏观思路出发,统一构建与绿洲环境相协调的城镇体系格局,使水资源能够支持重点城镇的发展,围绕酒泉市、张掖市、武威市和敦煌市4个区域中心城市,有意识地利用"点-轴"结构,积极培育次级中心,形成空间分布合理、职能类型多样、规模等级协调的城镇体系网络,促进河西地区社会经济的持续发展.  相似文献

For almost 70 years. Soviet urban planners have enacted policies to create an urban environment designed to further the development of socialism. This paper analyzes the planning and development of one Soviet new town, Dubna, in order to provide insight into Soviet urban planning in general, as well as to identify the problems and prospects for city planners as they attempt to translate general socialist planning goals into reality. The study indentifies specific characteristics of the ideal Soviet socialist city and examines the extent to which these have been realized in Dubna. This allows a comparison between the actual accomplishments of local officials in Dubna and the ideal planning goals expressed throughout the Soviet urban literature. It also helps identify barriers to effective implementation of urban policies, barriers that help explain the disparity between the real and the ideal. Given the strong parallels between Soviet and British new towns, the examination is further enhanced by comparing Dubna with British new towns. Using the British case as a yardstick provides a crosscultural comparison that extends our understanding of the Soviet case, where data and analyses are lacking.  相似文献

The last four decades have brought fundamental changes in Hungarian urbanization. The number of towns has increased from 54 to 166 and the number of settlements with a population over 100 000 has grown from 3 to 8, and the number of small towns with a population just over 30 000 has increased four times compared to the situation at the beginning of the century. While urban concentration has been growing, there has been a degradation of rural settlements, especially in the category of less than 500 inhabitants. This study deals with the spatial structure of Hungarian settlements, categorizing the towns according to their regional roles, population and dynamics of growth. The changes of their social and economic spheres influence their internal structures. The study attempts to summarize all the territorial, regional consequences of the recent social and economic changes that have been defining or modifying the urban development in Hungarian settlements.  相似文献

Geo-political changes and the drive to higher standards of living induce growing numbers of nomad populations to give-up their special way of life. The Bedouin of the Israeli Negev are no exception. Gradually, they settled down in scattered, unauthorized clusters of tents and shacks in the open lands of the northern Negev. Governments of Israel were unsatisfied with the emerging unplanned spontaneous settlements. Consequently, governmental planning agencies came up with a program to house the Bedouin population in seven new towns. The government's initiative in establishing the towns had two main objectives. First, urban settlements were viewed as conduits for the provision of modern utilities and social services that were very hard to supply and distribute among the many small and scattered spontaneous settlements. Second, Bedouin put forward claims over much of the lands they arguably were using in their former way of life as nomads. Although the claims were not – and could not be – supported by legal documents, the government offered the Bedouin subsidized developed urban land in exchange of their claims over the undeveloped dry desert lands. Currently, more than 60 per cent of the Negev Bedouin population reside in the seven planned urban settlements. Nevertheless, only a small proportion of the land claims has been settled. This paper argues that the attempt to achieve both goals via the urban settlement program was too ambitious. While the goal of providing better services in urban areas has been partially accomplished, the goal of removing the claims over the lands is far from being resolved. 在损毁城镇震后恢复重建工作中,场址的合理选择及安全性评估极为重要。选址问题涉及地震断裂、地质灾害、场地稳定及国计民生、经济发展等诸方面的复杂因素,是一个复杂的系统工程问题。考虑问题的基本原则应是,对于震后位于地震断裂带上,且地质环境恶化、存在严重地质灾害隐患的城镇,必须异地迁建;对于虽然损毁较严重,但远离断裂带,且不存在致命的地质灾害隐患的城镇,应按照科学规划、规范避让、合理调整抗震设防标准的原则,原址重建。灾后重建过程中,应重视地质灾害的隐蔽性、诱发因素的多重性与长期持续性等,加强地质环境的适宜性评价及地质灾害的风险性评估。本文结合震后的实际调查,对北川、青川两个县城及青川县木鱼镇的重建选址问题进行了探讨,在对场址工程地质和环境地质适宜性评估的基础上,提出了上述典型城镇的重建选址意见。  相似文献

Recent engineering geological studies conducted in the vicinity of the important residential, legislative and industrial town of Lebowakgomo has revealed that the area may exhibit a potential for sinkholes and subsidence formation. A regional study is proposed to evaluate the risk of the formation of these features in an area underlain by dolomite and chert formation extending between the towns of Potgietersrus and the border between the Northern and Mpumalanga Provinces of the Republic of South Africa. Several mines, industries, agricultural development, residential settlements and a portion of an important highway are located in this area. This document serves to define the scope, necessary project actions and proposed end-products of the study, and highlights the envisaged advantages of the implementation of the results. A preliminary study has shown that karst-related surface instability features are indeed present at localised positions throughout the study area, with some of these features already impacting on human activities and the natural environment. The results of a preliminary field survey, which included the evaluation of a number of existing sinkholes and a visit to caves located in the Makapans Valley near Potgietersrus, are discussed in detail, and the way forward is sketched.  相似文献

Today, more than one third of the population of Khartoum are southerners who migrated to the capital mainly in the last eight years because of the civil war. Their conditions are very bad. They are starving in the town, for most of them are unemployed and have no means of living. Their housing conditions in the shanty towns are deplorable. The development of squatter settlements and the struggle for the demarcation of quarters are delineated in this paper. In Khartoum the southerners develop a strong sense of solidarity and develop a growing supra-southern-Sudanese identity replacing the former ethnic and local identities.  相似文献

Indian metropolises have witnessed the growth of ‘new towns’ on their peripheries over the past two decades, which have attracted investment as well as affluent residents. Most research on new towns examines the contentious politics of land acquisition and development, but less is known about urban governance and everyday life. This article focuses on solid waste management in Noida, a new town on the periphery of Delhi that has been unable to develop a large-scale waste management system, and we have two main foci. First, we show that the municipal government has sought to regulate waste collection, while waste processing and disposal have remained unregulated and this has discouraged the entry of medium and large-scale private enterprises. Second, we explore the contentious politics surrounding actually existing waste management practices that have emerged in the absence of significant public or private investment. Most waste is managed by small- and medium-sized enterprises in the informal sector, so associations that represent the so-called ‘new’ middle class must interact with informal-sector waste workers. These interactions result in moderately high levels of waste collection but waste disposal remains haphazard and this exposes the limits of the new middle class’ control over urban space. Ultimately, we show how municipal governance and the actually existing politics and practices of waste management contribute to the production of Noida’s socio-spatial landscape.  相似文献

研究玉树地震灾区4县27乡镇的灾后重建工程地质与水文地质条件,选定了地形地貌、地层岩性、水文地质条件、场地地震烈度4个因素作为评价分区指标,构建了单因素指标评价准则,并利用层次分析方法确定了各因素的权重。在此基础上,结合模糊数学理论与方法,分别给出了基于自然单元、乡镇以及各乡镇工程建设用地、特别是极重灾区结古镇镇址的工程地质与水文地质评价结果。结果表明,除奔达乡、真达乡、洛须镇、正科乡、尕多乡等5乡镇所在地分布在工程地质条件较差和极差区,不具备重建工程地质与水文地质条件外,其余各乡镇所在地均处于工程地质较好和良好区,具备重建工程地质及水文地质条件。结古镇原镇址85%的建筑用地分布在工程地质与水文地质条件比较好的地区,只有零星的建筑用地分布在工程地质与水文地质条件较差和极差区,活动断裂穿越,距离地质灾害易发地较近,重建时要注意避让。  相似文献

At least in France the sub-region is a living spatial entity. It is partly the heir of structures established in the pre-industrial epoch, receiving from the ancient ‘pays’ and old administrative structures the sense of belonging to a certain social cadre held by a population. For a long period the weak development of an hierarchy of urban services made most towns of equal standing, limiting the growth of commercial relationships and the dimensions of functional spaces. With the growth of an hierarchy of urban services, and improvement in accessibility the functional units have enlarged, breaking unequally the former cadres, and creating polarisations of various scales. Where the metropolises have not become dominant the sub-regions remain sufficiently autonomous, around a town of medium size. More often, in every case where local polarisations have been progressively effaced, and economic spaces have enlarged immeasurably and where the administrative region is seeking identity, the sub-region is reasserted as a social functional space in the pattern of customary life-style, and appears acceptable as a level in the operation of spatial management.  相似文献

As a result of the opening of the borders of the former Soviet Union, Israel has been the destination of numerous immigrants. This article deals with the impact of immigration between 1989 and 1994, upon three towns in the south of Israel, Be'er Sheva, Ashkelon and Kiriat Gat. These towns correspond to three socio-economic levels of urban area in the southern region. On the one hand, the immigrants from the former Soviet Union arrive with specific demands, on the other hand the political, economical and social context in Israel is very unusual. The sucessful integration of immigrants and the constructive development of the host country depend on the conformity of these demands and proposals. What the government offers in terms of housing, reception and employment in each of the three towns plays a key role: the town's social and economical heritage influences the integration of the new population while at the same time the arrival of a new workforce influences the development of the local area. Every town wants to grow and reinforce its position in the region, but only the large town, Be'er Sheva, is able to offer a certain diversity and therefore answers more fully the needs and wants of this new population. Government decisions and policies are not made to oppose the liberal economic system and to suppress the spacial inequalities despite some measures aiming at a more equal balance. The importance of heritage and the lack of communal development schemes within regions together ensure the continuation of qualitative inegalities in the south of Israel and even accentuate the problem. Present development and future planning of Canberra, the Australian National Capital, is described as an example of modern town planning emphasising the spatial and functional organisation of the urban area. Canberra is a rapidly growing city and is being expanded by the creation of new dispersed satellite towns which are grouped around Inner Canberra in three growth corridors. The towns are structured into a hierarchical order of centers and provide a large range of services and facilities as well as a concentration of employment opportunities. Although the towns are self-supporting to a great degree, they remain integral parts of the metropolis with the City center providing the greatest range of services and facilities, as well as employment. One of the main problems facing the Capital is the inefficiency of public transport and accordingly the strong reliance on private motor vehicles, which will be difficult to overcome If present population densities are not substantially increased.  相似文献

为探索岩溶山区乡村聚落空间格局的特征,以位于重庆东北部岩溶广布的巫山县为研究对象,运用空间分布测度模型、空间规模测度模型和空间形态测度模型,定量分析了巫山乡村聚落的空间格局特征,并进一步划分了地域类型。分析结果表明,总体上,巫山县的乡村聚落有一定的空间集聚特征,但存在明显的区域差异;乡村聚落的规模普遍偏小,具有低值集聚的特征,空间上呈现县城西北、西南大规模农村聚落集中,东北、东南小规模零散分布的“西热东冷”的格局;在空间形态上,巫山县西部区域连接性好,但形状不规则,复杂程度高,东部区域连接性差,复杂程度不及西部区域。整体而言,巫山县的乡村聚落形状规则性差,缺乏规划与引导。通过构建乡村聚落空间测度指标体系,采用系统聚类的方法,将巫山县乡村聚落划分为6种类型:低密度散点型、低密度小团块型、低密度不规则团块状、中密度不规则条带型、高密度宽带型、高密度散点型。未来的县域乡村聚落重构需要根据不同类型的特点加以引导。   相似文献
