Despite constitutional neutrality and non-alignment, for the last decade Malta has dabbled in Western security circles. By pledging commitment to the European CFSP and forging closer associations with NATO the government consummated allegiances with the hegemonic flank of their region and the only remaining superpower. However, Maltese security in the post-Cold War era is about more than just power fealty. Whilst not overlooking the still highly relevant military threats to security, this paper elucidates three macropolitical threats that are too impetuous for the worlds most powerful security organizations to handle. Indeed, future Maltese membership of the WEU or closer ties with NATO may even exacerbate these menaces.  相似文献

Israel's quest for security on its northern border with Lebanon has a history dating back to the foundation of the Palestine mandate. In the early period from the First World War to the end of the 1960s the quest was dominated with attaining economic and environmental security by seeking to acquire rights to the waters of South Lebanon. Recent decades in contrast have witnessed the rise in importance of border security and strategic security requirements in the face of military threats to northern Israel. Israel's interventionist policy in South Lebanon has been formalised to include a permanent presence on Lebanese territory in the form of the security zone. It is argued that despite the positive events that have occurred in the region in the early 1990s, it remains unlikely that Israel will easily relinquish its security shield in South Lebanon thus ultimately undermining the possibility of moving away from elusive to permanent security.  相似文献

The end of the politico-military East-West confrontation, the dissolution of the Warsaw Pact, and with it the Soviet Union, brought about a changed security situation in Europe which has still to stabilise and take concrete shape. The old dogmas no longer apply, while the age long defence strategies and doctrines which have prevailed for the greater part of the 20th century urgently need to be reassessed. This reorientation of politico-military perspectives of security has to take account of the rekindling of the dormant fires of ethnic hatred and disunity which one is witnessing in so many regions of the world, and which is creating violent insecurity and instability.Clearly there has to be a rethinking of the security mechanisms to deal with this growing phenomena, while at the same time a reappraisal is necessary of the parameters within whichsecurity has to be quantified.Security is no longer just a matter of politics. It embraces economic, ethnic, cultural, humanitarian and environmental security considerations as well. We must take account of its holism if we are to safeguard the security and health of our planet. In military terms it means that national armed forced must adapt their perspectives and roles in order to meet the challenges facing today's world and to offer a new philosophy of service which better serves society and the community than simply training for war 365 days of the year.  相似文献

Because of the role that peripheral forest landscapes played in postwar nation-building, the Lao military has long played a significant, even if often hard-to-see, role in the administration of the country’s protected areas. This role is becoming increasingly apparent as transnational market-based forest governance efforts begin to threaten military administration of protected areas. As a consequence, the multi-dimensional nature of security – both defensive in the classic military sense, but also increasingly economic and complex – is coming to light through uses of what we describe as the security exception: the invocation of national security, in this case by military actors, to manage the reach and efficacy of emerging forest governance efforts. Projects to reduce climate-related emissions from deforestation and forest degradation (REDD+) have been especially prone to trigger the security exception due to their focus on forest measurement and change over time, and are examined here in two cases from protected areas in western and southern Laos. We suggest that even as conflicts over forest management may be interpreted through the lens of foreign domination and the loss of domestic sovereignty – indeed the security exception feeds on such interpretations – these conflicts are better understood as struggles within the Lao state and society over the how to manage and use forest resources in a context of economic uncertainty and persistent underdevelopment. In such a context, the role of conservation NGOs and Western donors as gatekeepers to ongoing transnational governance efforts is nonetheless highly significant.  相似文献

Guatemalan protected areas have been sites for genocidal massacres, drug trafficking landing strips, and remilitarized “states of emergency,” but these activities are rarely considered in relation to conservation practices. This paper employs a political ecology approach to analyze interpellations of transboundary spaces as security threats, arguing that threat narratives produce insecurity in conservation spaces. Instead of assuming the primacy of neoliberalism in producing protected areas as sites of violence in the service of capitalism, the analysis traces the changing meanings of security in relation to Guatemala’s borderlands, from Cold War National Security Doctrine to discourses of citizen security in the twenty-first century Drug War. It is in the unmanned “blind passes” (pasos ciegos) of the Guatemalan–Mexican border, rendered as insecure spaces through the state’s putative absence, that policing paradoxically seeks to ensure “citizen security” through violence.  相似文献

The aim is to examine issues of defence economic restructuring and conversion in South Africa. Under the new government, overall restructuring of the South African defence sector is occuring. With diminished defence expenditure, the military industry is encouraged to convert production capability to non-military products. The geographical implications of defence economic restructuring and conversion in South Africa are analysed in the context of international experience and debates. The Gauteng region emerges as the national gunbelt of South Africa and contains an incipient military industrial district. In this particular region, the question of defence conversion is critically important for local policy makers and should be linked to new local economic development initiatives.  相似文献

The life of those seeking asylum from persecution and other human rights abuses has become interminably precarious. As minority world governments deploy various apparatuses of security to govern the circulation of ‘unruly’ populations, the world’s most vulnerable people have been reconstituted as security threats. In this paper I trace this ‘transfer of illegitimacy’ and criminalisation of asylum seeker bodies in the context of the Australian government’s newly deployed Operation Sovereign Borders. Drawing on Foucault’s governmentality as a domain of security and Butler’s articulation of recognition, precariousness and grievability, I explore both the subjectivities formed as a function and technique of securing Australia’s borders and the way this framing produces a certain governed reality that ‘acts upon the senses’ to delimit public discourse. I argue that the range of discursive and non-discursive practises that make up Operation Sovereign Borders has dire implications for those seeking asylum in Australia. Not only do these practises constitute a social crafting where conditions for a flourishing life are diminished, but this crafting of precarity is carried out in the name of securing citizens lives. The life of the asylum seekers is a life unrecognised in the violent frames of Operation Sovereign Borders.  相似文献

In an effort to practice what we teach, this paper moves beyond a simple academic-military binary and summarizes the efforts of four faculty members to teach critical thinking to US Army Special Operations Forces (SOF) officers. All four of us teach graduate level courses in a non-thesis, interdisciplinary Master’s degree program intended to satisfy military interest in civilian education. We view our work as an effort to think both with security and as an intervention into security. We position this work as an endeavor of public geographies and critical pedagogy. The paper begins by considering public geographies and the supposed academic/military binary and explores subtle and not so subtle interactions between academics and the U.S. national security apparatus. Each of the four co-authors—a geographer, a sociologist, and two political scientists—describes a particular approach to teaching critical thinking and comments on how the SOF students have responded. We conclude the paper by reflecting on the value of this work within the broader context of our shared mission as scholars and teachers.  相似文献

Surprise is a phenomenon that can have startling effects on individuals, politics, commerce and science. The focus, however, is on military surprise, which is differentiated from military shock. The types, causes and categories of military surprise are also shown, in the context of the land battle, where surprise occurs in a majority of tactical actions, progressively more so at the operational level and, at the strategic level, nine out of ten wars start with surprise. It acts as a force multipler, increases the probability of success, and reduces the surpriser's casualties. Battlefield surprise is usually caused by the combatants, but can be generated by terrain and weather factors, including,inter alia, difficult terrain, direction, gradient, avalanches, earthquakes, dust, heat haze, fire, water, flooding, ice, mud, the seashore, mist, snow, wind, the sun, and weather forecasting. Analysis of 120 historical battles where environmental factors led to surprise found that in a majority of cases those factors were manmade, and many of the reminder were in any event planned for and exploited by military commanders. Antidotes to military surprise are briefly considered.  相似文献

For some time the US-Mexico border has been a symbol – and site – of conflict, collaboration, and transnational mobility. Related to the border, the topic of undocumented immigration, and Mexican migrants in particular, has received considerable attention in US mainstream media. Cinema in particular, provides a context for producing and interrogating discourses of nationalism, nativism, and fear. The cinematic examples I draw on illustrate an ongoing fear (and terror) about borders and border crossing of various forms. In this paper I explore how narratives of borders and nationhood are mapped onto immigrant bodies and border spaces through specific filmic representations. In order to undertake this study I focus on three cinematic examples exploring immigration at the US-Mexico border – Touch of Evil, The Border and Lone Star. I examine how concepts of borders, race, and gender, and tropes of ‘The South’ are reterritorialized around immigrant bodies and specific locales. I argue that an inability to control and ‘fix’ boundaries around possible ‘threats’ to specific US spaces and identities is counteracted by displacing this fear onto more easily marked targets that are viewed as posing challenges to US national (and personal) security, i.e., undocumented immigrants. At the same time, cinematic images illustrate that the threats and spaces for immigrants themselves become increasingly marginalized, blurred, and frequently erased. This introduction to the themed issue discusses the articulation of protected areas, conservation, and security in issue contributions. Protected areas are presented as localized sites to address global crises, such as anthropogenic climate change and the “war on terror.” When they are sites for securitization and militarization, protected areas articulate state and subject formations through violence. As threat discourses have amplified in recent years, communities once deemed putative eco-destroyers have been interpellated as potential threats in wars on drugs and/or terror. The themed issue reveals that reframing environmental crime as organized crime has significant implications for expanding claims of what counts as legitimate use of force in protected areas policing, as well as potential prosecutions. It is apparent that security for one group may hinge on the insecurity of another group at different historical and political moments. In this special issue we challenge conservation actors as well as those critical of conservation to ask: for whom does conservation provide security, under what circumstances, and at what cost?  相似文献

With the changing nature of what can be defined as security and the more widely ranging role of the military, the concept of the operational environment has been vastly enhanced. At the same time, the focus with regard to conflict has moved from a potential global nuclear war to conventional regional or local encounters. As a result, considerations of the fundamental environments in which the three armed services operate have become more prominent. In response to these changes, the aim of the paper is to review the various bases for the study of the military operational environment, while placing the emphasis upon conflict and the physical environment.  相似文献

The increasing focus on new biological risks and threats together with unsatisfactory progress in international negotiations about biological disarmament have opened up new questions about the further development of the biological weapons regime. The present paper focuses on the politics of biological (post-)disarmament from the perspective of critical security studies and scrutinizes the changing role of scientific experts in relation to the shifting understanding of the threat of bioweapons. Specifically, it argues that the move toward a networked approach to biosecurity governance relying on an increasing role of experts and nonstate actors may be read in the context of a broader insecuritization of biological risks and threats and the evolution of new techniques of government. Drawing on sociological approaches in security studies, the paper unfolds the connections between the construction of biosecurity and the politics of expertise and explores the changing role of scientific experts in biological disarmament. The paper also finds that the attempts to manage bio-insecurity create demand for new types of expertise and empower actors with a specific form of knowledge who can navigate in the changed structural environment, and enable new forms of governing security.  相似文献

Climate change presents both threats and opportunities to the nations and peoples of central and eastern Europe. National and international programs are directly addressing climate change, and other programs speak to natural resource and environmental quality issues that will have significant effects on vulnerability and adaptation to climate change. This paper revisits and interrelates the scope of military geography and the changing role of the military, two themes previously addressed in the 1993 and 1994 special editions ofGeoJournal. I begin by tracing the evolution of military geography in the US from World War I through the end of the Gulf War to reveal the demise of the subfield within American academic geography. Within the context of the post-Cold War era, I describe the military's reorientation and emphasize the need and opportunity to broaden the scope of military geography accordingly. The military's current operating environment is best characterized by operations other than war, undertaken on an unprecedented scale. Military geographers and regional, systematic, and technical experts throughout the discipline now have an unparalleled opportunity to contribute to the success of peacekeeping, humanitarian, and disaster assistance missions with which the military is currently preoccupied. Initiatives by academic geographers would not only enhance mission accomplishment from the military and federal government's perspective, but might also help to revive military geography as a legitimate subfield by demonstrating that military geographic endeavors can be both socially responsible and politically correct, particularly within operations other than war.  相似文献

China’s huge investment on water infrastructure for sustainable water use, followed by recently frequent natural disasters, caused worldwide concerns, i.e., continuously published by Nature and Science. Most researchers emphasized challenges on this investment; yet, we argue that the 2011-plan, targeting reservoirs, wells, irrigation systems, inter-basin water transfer projects, is the most effective adaptation to climate change, drought and flooding, as well as food security. This provides a good case of water management and development, particularly for the current uneven water resources and food security by climate change.  相似文献

Since the mid-1970s, gated housing areas of the privileged have been spreading in Latin American cities. They have to be seen as a visible consequence of the deepening social disparities within Latin American societies and the resulting fragmentation of urban space. Condomínios fechados (Brazil) or barrios cerrados (Argentina) can be typified following different criteria, such as formation, location, size, fittings, construction typology, as well as social structure. Three groups of actors influence the process of their expansion: the real estate companies, for which the new form of living offers an attractive market segment, the target groups, whose increasing expectations regarding security and living comfort need to be met, and the public authorities, who have to find adequate responses concerning the further orientation of urban development. Based on case studies from Brazil, the paper will discuss the different phases of gated community expansion and the reasons why this is happening. Their internal structure and differentiation, as well as consequences for socio-spatial development and urban planning will also be dealt with.  相似文献

Gibraltar, a 6km2 peninsula jutting south from Spain at the western entrance to the Mediterranean Sea, is dominated by its 424 m‐high Rock: famous as a landmark to seafarers since ancient times. Twenty‐five years ago, an article in Geology Today (1991, v.7, pp.95–101) interpreted the Rock as a partly overturned mass of Early Jurassic dolomitic limestone, thrust into position during continent–continent collision about 15–20 million years before present and shaped finally by shoreline processes active during Quaternary tectonic uplift. Later articles featured the complex of tunnels and chambers excavated between 1782 and 1968 by British military engineers within its 2.6 km‐long main ridge (1992, v.8, pp.92–98), and the Neanderthals known to have used some of its caves (1997, v.13, pp.179–184). Significant aspects of the Rock's geological history have clarified since then.  相似文献
