本文以新疆为例，论述了边境贸易与周边区域经济增长的密切关系，分析了我国周边地区（以新疆为主）与西亚、南亚、中亚、欧洲等地区贸易的优势、劣势及互补性。在此基础上，提出了口岸增长极系统开发以加强边境贸易的具体建议。 相似文献

能源地缘政治视角下中国与中亚—俄罗斯国际能源合作模式 总被引：6，自引：1，他引：5
中亚与俄罗斯油气资源丰富,是中国未来开展国际油气资源合作,实现油气进口多元化和能源运输安全的重要战略区域。从俄罗斯、美国、中国以及中亚自身的战略需求方面刻画中亚地区大国博弈的能源地缘政治格局及其演变,并对中国与俄罗斯、中亚各国的能源合作特征进行详细分析。研究发现:中国与中亚各国之间的能源合作进展顺利,并呈现出多元化的发展趋势,已从单纯的油气贸易向油气产业的上下游进行拓展,但是中国与俄罗斯的合作因地缘政治战略、价格因素等一波三折,乌克兰危机之后,双方合作出现新的战略机遇。针对在中亚能源合作可能遇到的大国地缘政治博弈、俄罗斯的政策不确定性、中亚各国的局部冲突以及可能存在的资源国有化和来自国际石油公司的剧烈竞争,提出未来中国可以采取贷款换资源合作模式、双向合作模式与中亚国家石油公司联合经营模式、探索上海合作组织框架内的油气资源供求一体化模式以及油气经贸一体化合作模式,以尽可能地降低能源合作风险。 相似文献

中亚地区是"一带一路"倡议的重要组成区域,地缘经济是"一带一路"倡议的重要合作内容,研究中国与中亚地区的地缘经济关联度对于促进双方合作具有重要意义。文章基于世界银行的数据,运用引力模型法对中国与中亚地区地缘经济关联度的时空演变特征进行了分析,并归纳了双方地缘经济关联度的不同类型。结果表明:(1)中国与中亚地区的地缘经济关联度总体呈快速增长态势,但不同国家间差异显著,并可以2005年为界分为平稳变化阶段和快速增长阶段;(2)中国与中亚地区地缘经济关联度的空间分布格局呈现出稳中有变的特征,哈萨克斯坦及塔吉克斯坦的格局较为稳定,而其余三国则相对多变;(3)中国与中亚地区的地缘经济关联度可划分为高度关联型、中度关联型和低度关联型。研究对于厘清中国与中亚地区的地缘经济关联度及不同类型、推动双方的地缘经济合作及"一带一路"建设具有一定的积极意义。 相似文献

俄罗斯和中亚五国地域辽阔,土地、森林、水、能源等自然资源丰富,尤其是有色金属矿藏,种类配套齐全,在世界都占有重要地位。俄罗斯和中亚五国与中国在地缘、历史和文化等多方面有着悠久的历史,具有资源开发、经贸合作和科技交流的国际背景和有利条件。俄罗斯和中亚五国十分重视资源开发和原料出口,向主要经济合作伙伴推销资源产品,并很快引起许多国家,尤其是经济发展较快国家的重视。在未来的几年中,中国与俄罗斯和中亚五国在土地、电力、建材、机械、畜牧业、信息、交通等领域都有着广阔的合作空间。可以说,中国与俄罗斯和中亚五国及其辐射地区市场潜力巨大,待开发的领域空白点较多,特别是里海、西伯利亚的石油和天然气,是21世纪全球最具能源开发前景的地区,而能源勘探与开采领域则是我们未来需要重点发展合作的领域。但是,中亚国家的原料型经济倾向,参与世界经济一体化程度不足,生产和社会基础薄弱,这些问题都阻碍着中亚国家的可持续发展。特别是中亚国家的加工工业和轻工业相对落后,大部分日用消费品依靠进口。这是我国在中亚区域经济合作中充分发挥市场优势、加工业优势的有利条件。所以,资源和经济技术的互补性,对发展中国与中亚五国和俄罗斯双边的区域经济合作都将起到积极作用。展望21世纪的俄罗斯、中亚五国与中国的经贸合作关系,根据俄罗斯和中亚各国资源状况实地调查和统计资料等,对区域资源开发现状与潜力进行了分析,对共同面对的问题,合作的基础和条件及合作前景,都进行了探讨。 相似文献

以中亚地区的油气资源及其对中国能源战略的影响为研究对象,以双方的油气资源数据为基础,对中亚地区油气资源的分布、储产、贸易现状及开发潜力进行了分析,解析了中国油气资源的储产、消费及进口现状,并对现有的油气资源进口战略进行了评估。研究表明:中亚地区油气资源储产丰富、出口比重高、开发潜力大,储产与贸易主要在哈萨克斯坦、土库曼斯坦和乌兹别克斯坦三国;中国的油气资源无法满足发展需求,且进口面临着源地、种类、运输方式单一的三大问题;中亚地区对中国的能源战略有着积极意义,表现在能有效弥补油气资源缺口、促进进口多元化战略的实现、顺应低碳发展趋势并降低国际油价波动的影响、促进西部大开发并保障"西气东输"的实施4个方面。 相似文献

中亚五国是我国西出的首站,是参与丝绸之路经济带建设的重要国家,中国与中亚的贸易投资合作直接关系到我国地缘经济空间的拓展,对“一带一路”建设意义重大。本文从地缘经济和区域经济合作的角度,运用统计分析和比较分析的方法,研究比较了中亚五国经济总量的发展变化,中亚五国的贸易环境及其与中国贸易的成效,以及中亚五国的营商环境和中国对中亚各国投资的成效。主要结论如下：中亚国家的贸易投资环境总体处于较低水平,仍需得到进一步改善;中国对中亚不同国家的贸易和投资呈同向发展的趋势;中国与中亚国家正在形成能源资源进口与民用品出口的格局;中国对中亚国家的贸易投资不平衡,呈现出国别差异较大、个别行业分布过于集中的特点,可能会加大中国对中亚国家贸易投资的风险。为进一步提升双方合作,提出以下建议：提高区域贸易投资便利化水平;因国施策,进一步发挥各方潜力,扩大贸易投资规模;促进区域经济的均衡可持续发展;鼓励双向投资,提高贸易投资的广度和深度,与中亚共同构建更加合理的区域贸易投资体系。 相似文献

在区域经济一体化和世界经济格局的快速变化背景下,中越两国的贸易关系发展一直是亟待研究的课题。通过行业内贸易指数、显性比较优势指数、互补性指数分析了中越贸易近期发展状况。研究表明,中越贸易发展迅速,但同时也存在不少问题:贸易严重失衡,双方出口商品结构过于集中,产业内贸易比较松散等。最后,基于分析结果提出三点建议:一是进一步利用优势互补,扩大两国贸易。重视政府在促进双方经贸合作中的作用,加强相关部门的配合力度。二是中国应加大对越南投资规模,实施"走出去"战略,中国通过在越南投资实现产业转移对中越两国都有巨大利益,可以实现两国政府提出的"共利双赢"。三是抓住中国—东盟自由贸易区的机会,完善交通运输等基础设施,加强边境区域的合作。两国还需要进一步简化各自政府审批程序,改善行政环境,进一步降低非关税壁垒。 相似文献

全球军事科技实力的变化将重构世界格局从而影响世界局势的走向,准确把握世界地缘军事科技格局演变对深刻认识和有效应对百年未有之大变局具有重要的现实意义。本文利用SIPRI武器贸易数据和世界银行数据库,从产品结构、网络格局和影响机制3个方面研究了全球军事科技贸易时空格局演化和驱动机制。研究发现：(1)全球军事科技贸易规模呈波动上升趋势,贸易产品结构以军用飞机为主导,海军舰艇与装备、导弹和装甲车为组成的一极三核特征,军用飞机是大部分国家或地区主要出口产品或进口依赖产品;(2)全球军事科技出口格局呈美国、俄罗斯和西欧的三极分布特征,亚洲国家影响力显著提升,地缘军事格局东升西降、南升北降特征明显,进口国和地区集中分布于东亚—东南亚—南亚—中东—南欧—北非一带,空间分布格局与斯皮克曼的边缘地带位置相吻合;(3)全球军事科技贸易网络呈一超多强特征,欧亚大陆始终是全球军事科技贸易的主要舞台,亚洲国家成为重塑贸易格局的重要力量。(4)以美国和俄罗斯为核心的军贸竞争格局凸显,美国最大流网络的扁平化趋势揭示着美国主导能力的提升和西欧次主导国家的衰退;(5)军事科技贸易网络演化是进出口国家（地区）的属性与邻近性... 相似文献

外高加索国家地处欧亚十字路口,是古丝绸之路上的重要国家,也是“一带一路”的核心节点,区位战略意义重大。该文分析了外高加索三国自1991年独立以来中国与其贸易发展历程,借助HM指数和贸易互补性指数,从贸易总体格局和贸易商品特征两个角度分析双向贸易关系,并探究了影响其贸易发展的因素。结果表明:1)中国与外高加索三国长期保持贸易往来,贸易总额呈波动攀升趋势,阶段性特征明显;贸易差额起伏变化,整体长期维持贸易顺差状态;外高加索三国对中国的贸易依赖性显著大于中国对其依赖性。2)中国对外高加索三国出口商品互补性显著高于进口互补性,说明与作为中国进口商品来源国相比,外高加索三国作为中国商品的消费市场更具优势;中国对外高加索三国出口商品类型较为相似,结构呈集中与多元并存态势,主要出口商品逐步由资源、劳动密集型的低附加值商品向技术密集型等高附加值商品转变,而中国自外高加索三国进口的商品类型虽有所扩展,但主要类型仍较为单一,高度集中于未加工或半加工类资源型商品。3)地理距离、政局稳定性、产业结构、地缘关系、贸易环境及便利性是影响中国与外高加索三国贸易发展的主要因素。 相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing. 相似文献
