Climate change is projected to increase the frequency and severity of extreme weather events. As a consequence, economic losses caused by natural catastrophes could increase significantly. This will have considerable consequences for the insurance sector. On the one hand, increased risk from weather extremes requires assessing expected changes in damage and including adequate climate change projections in risk management. On the other hand, climate change can also bring new business opportunities for insurers. This paper gives an overview of the consequences of climate change for the insurance sector and discusses several strategies to cope with and adapt to increased risks. The particular focus is on the Dutch insurance sector, as the Netherlands is extremely vulnerable to climate change, especially with regard to extreme precipitation and flooding. Current risk sharing arrangements for weather risks are examined while potential new business opportunities, adaptation strategies, and public–private partnerships are identified.  相似文献

Australia is currently experiencing climate change effects in the form of higher temperatures and more frequent extreme events, such as floods. Floods are its costliest form of natural disaster accounting for losses estimated at over $300 million per annum. This article presents an historical case study of climate adaptation of an Australian town that is subject to frequent flooding. Charleville is a small, inland rural town in Queensland situated on an extensive flood plain, with no significant elevated areas available for relocation. The study aimed to gain an understanding of the vulnerability, resilience and adaptive capacity of this community by studying the 2008 flood event. Structured questionnaires were administered in personal interviews in February 2010 to householders and businesses affected by the 2008 flood, and to institutional personnel servicing the region (n = 91). Data were analysed using appropriate quantitative and qualitative techniques. Charleville was found to be staunchly resilient, with high levels of organisation and cooperation, and well-developed and functioning social and institutional networks. The community is committed to remaining in the town despite the prospect of continued future flooding. Its main vulnerabilities included low levels of insurance cover (32% residents, 43% businesses had cover) and limited monitoring data to warn of impending flooding. Detailed flood modelling and additional river height gauging stations are needed to enable more targeted evacuations. Further mitigation works (e.g., investigate desilting Bradley’s Gully and carry out an engineering assessment) and more affordable insurance products are needed. Regular information on how residents can prepare for floods and the roles different organisations play are suggested. A key finding was that residents believe they have a personal responsibility for preparation and personal mitigation activities, and these activities contribute substantially to Charleville’s ability to respond to and cope with flood events. More research into the psychological impacts of floods is recommended. Charleville is a valuable representation of climate change adaptation and how communities facing natural disasters should organise and operate.  相似文献

The potential effects of climatic changes on natural risks are widely discussed. But the formulation of strategies for adapting risk management practice to climate changes requires knowledge of the related risks for people and economic values. The main goals of this work were (1) the development of a method for analysing and comparing risks induced by different natural hazard types, (2) highlighting the most relevant natural hazard processes and related damages, (3) the development of an information system for the monitoring of the temporal development of natural hazard risk and (4) the visualisation of the resulting information for the wider public. A comparative exposure analysis provides the basis for pointing out the hot spots of natural hazard risks in the province of Carinthia, Austria. An analysis of flood risks in all municipalities provides the basis for setting the priorities in the planning of flood protection measures. The methods form the basis for a monitoring system that periodically observes the temporal development of natural hazard risks. This makes it possible firstly to identify situations in which natural hazard risks are rising and secondly to differentiate between the most relevant factors responsible for the increasing risks. The factors that most influence the natural risks could be made evident and eventual climate signals could be pointed out. Only with this information can the discussion about potential increases in natural risks due to climate change be separated from other influencing factors and be made at an objective level.  相似文献

The purpose of this study was to evaluate the effects of climate change on the drought and flood risks of a multipurpose dam. To achieve this, A2 climate change scenarios of RegCM3 were collected about Chungju Dam in Korea. To analyze drought risks, weather data obtained by the statistical downscaling method were entered to produce runoff series by runoff modeling and water balance was analyzed based on water use scenarios to review changes in the storage volume under climate change. To analyze flood risks, changes in water levels of the dam in future flood seasons were reviewed based on the current dam operation method. The results of the review indicated that both the drought and the flood risks of the dam would increase in the future. The reason was considered to be the movement of the flood season’s runoff characteristics from July and August to August and September because of climate change. Therefore, for climate change adaptation planning, not only quantitative changes in hydrologic values but also changes in temporal characteristics should be considered and given importance.  相似文献

Floods account for more than half of the global hydrometeorological risks. Severe floods cause significant economic shocks and loss of lives, particularly for developing countries such as Jamaica. There is need for more information on the present and projected flood risks to justify macro-scale planning for climate change adaptation and facilitate the decision-making processes. In this study, a catalogue of 198 flood events occurring between 1678 and 2010 is compiled for Jamaica and used to examine the climatology, occurrence, trends, causes and duration of the island’s severe events. The annual flood risk is estimated to be a loss of life rate of 4 persons and estimated annual damage of USD96.3 million per annum in 2010 values and approximately 0.84 % of GDP per annum. Macro-scale models for flood risks (deaths and damages) are also developed using data from the flood catalogue and maximum precipitation at the town and parish level. The models examine the relationship between flood risks (death and damages) and extreme rainfall depths and intensities. Future climate risks of loss of lives and damages are predicted to increase 11 and 9 %, respectively, to 4.4 persons and USD105.2 million per annum.  相似文献

Resilience theory has gained considerable prominence with regard to the management of social-ecological systems and more recently climate change adaptation. Yet, how resilience is precisely understood, how its institutionalisation works and how organisations can operationalise principles for achieving resilience often remains vague. Therefore, the paper explores how institutional and organisational theory can enhance the understanding on resilience. Linking organisational institutionalism to resilience theory, the paper analyses in particular how resilience thinking can diffuse and translate into organisational action, and which challenges and barriers may exist. Empirical research on formal urban climate change adaptation in Vietnam is used to explore the important role of distinctive institutional features in a given culture, region or sector for shaping this process. It is argued that such context-specific institutional framework conditions are often underemphasised, thereby, hampering the transferability as well as operationalisation and implementation of resilience propositions. Relevant aspects include epistemological, ontological and normative dimensions. Linking the case study to neoinstitutional theory, recommendations are developed for increasing the intercultural transferability of resilience thinking into organisational practices.  相似文献

We examined the anthropogenic and natural causes of flood risks in six representative cities in the Gangwon Province of Korea. Flood damage per capita is mostly explained by cumulative upper 5% summer precipitation amount and the year. The increasing flood damage is also associated with deforestation in upstream areas and intensive land use in lowlands. Human encroachment on floodplains made these urban communities more vulnerable to floods. Without changes in the current flood management systems of these cities, their vulnerability to flood risks will remain and may even increase under changing climate conditions.  相似文献

Natural resource-dependent societies in developing countries are facing increased pressures linked to global climate change. While social-ecological systems evolve to accommodate variability, there is growing evidence that changes in drought, storm and flood extremes are increasing exposure of currently vulnerable populations. In many countries in Africa, these pressures are compounded by disruption to institutions and variability in livelihoods and income. The interactions of both rapid and slow onset livelihood disturbance contribute to enduring poverty and slow processes of rural livelihood renewal across a complex landscape. We explore cross-scale dynamics in coping and adaptation response, drawing on qualitative data from a case study in Mozambique. The research characterises the engagements across multiple institutional scales and the types of agents involved, providing insight into emergent conditions for adaptation to climate change in rural economies. The analysis explores local responses to climate shocks, food security and poverty reduction, through informal institutions, forms of livelihood diversification and collective land-use systems that allow reciprocity, flexibility and the ability to buffer shocks. However, the analysis shows that agricultural initiatives have helped to facilitate effective livelihood renewal, through the reorganisation of social institutions and opportunities for communication, innovation and micro-credit. Although there are challenges to mainstreaming adaptation at different scales, this research shows why it is critical to assess how policies can protect conditions for emergence of livelihood transformation.  相似文献

Extreme temperature events and global climatic changes may put human health at risk. Urban centers are particularly vulnerable to adverse effects of climate change. Japan is a densely populated and highly urbanized island frequently exposed to natural hazards and heat episodes. Japanese governments and practitioners design heat adaptation strategies to protect health and reduce risks. Are these strategies implemented at the local level? How do policymakers and researchers perceive heat and climate change adaptation measures? How are these strategies evaluated? In short: what is happening in Japan “on the ground”? This critical review briefly outlines heat adaptation solutions and challenges from three Japanese prefectures. It draws attention to implementation and evaluation barriers, and highlights creative approaches to adaptation, such as involving civil society volunteers.  相似文献

Climate change is considered as the biggest global health threat of the 21st century. The increasing adverse health effects of climate change has been a public concern worldwide. In order to develop the specific health response strategies, a key research project, "Climate change and human health: Risk assessments, early signals and response strategies", was approved by the National Key R & D Program of China in May 2018. This project will integrate researchers from multidisciplinary background, such as public health, medicine, meteorological sciences, disaster management, to address the following scientific questions: ①The impact of climate change on population health and its regional heterogeneity; ②The underlying mechanisms and pathways of how climate change and extreme events impact on health; ③Capture of the early signals of climate system anomalies which may lead to regional health risks; ④The comprehensive health risk assessments and development of coping strategies for tackling climate change. This project will improve our understanding of climate change and health and help policy maker to develop national and local responses to climate change in China.  相似文献

The paper examines: (a) trends in climatic variations and variability with particular emphasis on rainfall (b) the characteristics of climatic events, including floods and droughts, (c) seasonal variations in river flows, (d) mean annual trends in river flows and discharges, (e) local variations of extremes of rainfall and river discharges, (f) the effects of climatic variability and climate change on ground water variations, (g) the problems of acute shortage of freshwater, and (h) the prevalence of water stress whose characteristics would be worsened with the projected impacts of climate change. The results show that: (i) there are a lot of spatial and temporal variations in the characteristics of rainfall and the hydrological systems locally and regionally, although in general, there have been downward trends in rainfall and increases in water deficits and drought events, (ii) that flood events, which also have impacted adversely in many parts of the region, have also been witnessed. The paper then produces projections for future urban and rural water supplies in Nigeria, which is an epitome of West Africa and examines the two main categories of adaptation measures needed to improve water management, namely, those involving the water supply and water demand systems in the study region. Finally, the paper discusses the need to address a number of mechanisms for implementation of the various adaptation measures including: (a) building capacity and manpower, (b) promoting education and public awareness, (c) public participation and the involvement of stakeholders, (d) the establishment of both national and regional co-operation, and (e) the need for climatic and other environmental data collection and monitoring. Climate change alters global food systems, especially agriculture and fisheries—significant aspects of the livelihoods and food security of populations. The 2014 IPCC Fifth Assessment Report identified Southeast Asia as the most vulnerable coastal region in the world, and highlighted the potential distribution of impacts and risks of climate change in the region. While climate hazards may differ across geographical regions, the impact of climate extremes on food production will affect marginal farmers, fishers and poor urban consumers disproportionately, as they have limited capacities to adapt to and recover from extreme weather events. Governments and other stakeholders need to respond to climate extremes and incorporate adaptation into national development plans. Unfortunately, there is still limited peer-review publication on the subject matter. This paper presents some findings from research on observed and projected loss and damage inflicted by climate extremes on agricultural crops in Southeast Asia.  相似文献

High rates of urbanization, environmental degradation, and industrial development in disaster-prone areas have all served to increase the extent of damage following catastrophes. Recently, losses from environmental hazards have escalated, which has resulted in a noticeable change in policy, with more emphasis on loss reduction through mitigation, preparedness, and recovery programs. This study focuses on natural disaster management in which the direct risks are posed by the natural disasters themselves. This paper presents a review of issues surrounding natural disaster risk control and insurance in Taiwan. It proposes the use of background information concerning risk control strategies as well as earthquake, typhoon, and flood insurance in Taiwan. Finally, an insurance case study is utilized to demonstrate the feasibility of the proposed methodology.  相似文献

Impacts of climate change have been observed in natural systems and are expected to intensify in future decades (IPCC in Contribution of Working Groups I, II and III to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change IPPC, Geneva, 2014). Governments are seeking to establish adaptive measures for minimizing the effects of climate change on vulnerable citizen groups, economic sectors and critical infrastructure (Adger et al. in Global Environ Change 15(2):77–86, 2005. doi: 10.1016/j.gloenvcha.2004.12.005; Smit and Wandel in Global Environ Change 16(3):282–292, 2006. doi: 10.1016/j.gloenvcha.2006.03.008). Coastal areas are particularly vulnerable to changing conditions due to rising sea levels and storm event intensification that produce new flood exposures (Richards and Daigle in Government of Prince Edward Island, Halifax, Nova Scotia, 2011 http://www.gov.pe.ca/photos/original/ccscenarios.pdf). However, communities oftentimes lack access to locally-relevant climate change information that can support adaptation planning. This research introduces the use of a Geoweb tool for supporting local climate change adaptation efforts in coastal Canadian communities. The Geoweb tool (called “AdaptNS”) is a web-based visualization tool that displays interactive flood exposure maps generated using local climate change projections of sea level rise and storm surge impacts between the years 2000 and 2100. AdaptNS includes participatory features that allow users to identify and share specific locations to protect against present and future coastal flood events. By soliciting feedback from community members, AdaptNS is shown to support local adaptation through the provision of flood exposure visuals, as a platform for identifying adaptation priorities, and as an avenue to communicate local risks to external entities that could facilitate local adaptation initiatives (e.g. upper levels of government). Future Geoweb research directions include improving the visualization of climate change projection uncertainties, the expansion of informational and participation capabilities, and understanding the potential for long-term adoption of Geoweb tools in adaptation decision-making.  相似文献

Climate change brings uncertain risks of climate-related natural hazards. The US Federal Emergency Management Agency (FEMA in Climate change: long-term trends and their implications for emergency management, 2011. https://www.fema.gov/pdf/about/programs/oppa/climate_change_paper.pdf) has issued a policy directive to integrate climate change adaptation actions into hazard mitigation programs, policies, and plans. However, to date there has been no comprehensive empirical study to examine the extent to which climate change issues are integrated into state hazard mitigation plans (SHMPs). This study develops 18 indicators to examine the extent of climate change considerations in the 50 SHMPs. The results demonstrate that these SHMPs treat climate change issues in an uneven fashion, with large variations present among the 50 states. The overall plan quality for climate change considerations was sustained at an intermediate level with regard to climate change-related awareness, analysis, and actions. The findings confirm that climate change concepts and historic extreme events have been well recognized by the majority of SHMPs. Even though they are not specific to climate change, mitigation and adaptation strategies that can help reduce climate change risks have been adopted in these plans. However, the plans still lack a detailed assessment of climate change and more incentives for collaboration strategies beyond working with emergency management agencies.  相似文献

Managing the risks of extreme events such as natural disasters to advance climate change adaptation (CCA) has been a global focus. However, a critical challenge in supporting CCA is to improve its linkage with disaster risk reduction (DRR). Based on discussions on similarities and differences between CCA and DRR concerning their spatial–temporal scales, main focuses, preferred research approaches and methodologies, etc., this paper tentatively put forward an analytical framework of “6W” for linking DRR with CCA. This framework presented preliminary answers to a series of fundamental questions, such as “What is adaptation with respect to disaster risk?” “Why adaptation is needed?” “Who adapt to what?” “How to adapt?” “What are the possible principles to assess the adaptation effect?” To bridge the research gaps between CCA and DRR, it is imperative to associate the adaptation actions with both near-term disaster risk and long-term climate change and formulate adaptation strategies at various spatial–temporal scales by embracing uncertainty in a changing climate.  相似文献

新疆北部阿尔泰山地区受西风带气流影响, 降水丰沛, 尤其冬季积雪厚而稳定, 山区产流发育了额尔齐斯河与乌伦古河, 从西到东形成主要支流十余条. 在全球气候变化下, 山区气温上升明显, 极端降水增多, 气候变暖带来的水循环加快, 极端水文事件也趋于增多. 由于冬季气温升高, 春季积雪消融提前, 春季融雪洪水提前, 洪峰流量增强; 夏季极端降水增加, 使得暴雨洪水增多. 由于冬、 春季积雪增多, 雪灾发生频率增加, 春季的融雪洪水灾害危害增强. 极端水文事件引起的自然灾害已经威胁到阿勒泰地区的牧业生产、 交通安全和水资源供给, 应加强水文水资源安全对气候变化的应对措施, 提高水资源安全保障, 减缓气候变化的危害.  相似文献

Under the current condition of climate change, droughts and floods occur more frequently, and events in which flooding occurs after a prolonged drought or a drought occurs after an extreme flood may have a more severe impact on natural systems and human lives. This challenges the traditional approach wherein droughts and floods are considered separately, which may largely underestimate the risk of the disasters. In our study, the sudden alternation of droughts and flood events (ADFEs) between adjacent seasons is studied using the multivariate L-moments theory and the bivariate copula functions in the Huai River Basin (HRB) of China with monthly streamflow data at 32 hydrological stations from 1956 to 2012. The dry and wet conditions are characterized by the standardized streamflow index (SSI) at a 3-month time scale. The results show that: (1) The summer streamflow makes the largest contribution to the annual streamflow, followed by the autumn streamflow and spring streamflow. (2) The entire study area can be divided into five homogeneous sub-regions using the multivariate regional homogeneity test. The generalized logistic distribution (GLO) and log-normal distribution (LN3) are acceptable to be the optimal marginal distributions under most conditions, and the Frank copula is more appropriate for spring-summer and summer-autumn SSI series. Continuous flood events dominate at most sites both in spring-summer and summer-autumn (with an average frequency of 13.78% and 17.06%, respectively), while continuous drought events come second (with an average frequency of 11.27% and 13.79%, respectively). Moreover, seasonal ADFEs most probably occurred near the mainstream of HRB, and drought and flood events are more likely to occur in summer-autumn than in spring-summer.  相似文献

为查明新疆境内额尔齐斯河流域年及季节性气温和降水变化规律,并对未来的可能变化趋势做出预测,基于去趋势波动分析法(DFA)对流域近50 a来的气温、降水序列的平均值和极端值进行分析. 研究表明,年降水及春、夏的降水序列有较好的长程相关性,在较长时间尺度内均有继续保持原有趋势的可能,即年降水继续增加,春、夏降水维持稳定;秋、冬季降水则呈现弱持续性和强随机性,在短时间尺度上保持现状,长时间尺度上则存在改变的可能. 年均温及夏、秋、冬温也将继续保持升温的趋势,春季长时间尺度上存在改变的可能. 流域内温度和降水都将保持增长的趋势,而且温度的持续上升相对降水具有更高的可能性. 由DFA方法确定的极端阈值及相应极值序列显示:20世纪80年代以来,极端高温和极端降水事件开始增多,且量值增大,准周期变短,但极端高值并没有显著提高;极端低温事件的发生次数减少显著,平均值增大,同时低温极值增高明显,冬季气温对全球变化的响应更为敏感.  相似文献

Coastal towns along the coast of Africa are among the most vulnerable to climate change impacts such as flooding and sea level rise. Yet, because coastal conditions in many parts of the region are poorly understood, knowledge on which population groups are at the most risk is less known, particularly in the Greater Accra Metropolitan Area (GAMA) of Ghana, where the capital city Accra is located. Without adequate information about the risk levels and why, the implementation of locally appropriate adaptation plans may be less effective. This study enriches our understanding of the levels of flood risks along the coast of GAMA and contributes knowledge to improve understanding of place-specific adaptation plans. The study uses data from a 300-household survey, stakeholder meetings, and interviews with local community leaders to construct an integrated vulnerability index. The index includes seven components made up of: dwelling type; house and house environment; household socioeconomic characteristics; experience and perception of flood risk; household and community flood adaptation strategies; house location, and physical characteristics. Our findings show that exposure to floods, particularly from local flash floods is relatively high in all communities. However, significant differences in sensitivity and adaptive capacity of the communities were observed due to differences in location, socioeconomic characteristics, and perception of risks to flooding and sea level rise. The complexity of factors involved in the determination of local-level vulnerability requires that the implementation of adaptation strategies needs to involve cross-sectorial partnerships, involving local communities, in building a comprehensive multi-risk adaptation strategy.  相似文献
