Abstract

Climate change does not yet feature prominently within the environmental or economic policy agendas of developing countries. Yet evidence shows that some of the most adverse effects of climate change will be in developing countries, where populations are most vulnerable and least likely to easily adapt to climate change, and that climate change will affect the potential for development in these countries. Some synergies already exist between climate change policies and the sustainable development agenda in developing countries, such as energy efficiency, renewable energy, transport and sustainable land-use policies. Despite limited attention from policy-makers to date, climate change policies could have significant ancillary benefits for the local environment. The reverse is also true as local and national policies to address congestion, air quality, access to energy services and energy diversity may also limit GHG emissions. Nevertheless there could be significant trade-offs associated with deeper levels of mitigation in some countries, for example where developing countries are dependent on indigenous coal and may be required to switch to cleaner yet more expensive fuels to limit emissions. The distributional impacts of such policies are an important determinant of their feasibility and need to be considered up-front. It follows that future agreements on mitigation and adaptation under the convention will need to recognise the diverse situations of developing countries with respect to their level of economic development, their vulnerability to climate change and their ability to adapt or mitigate. Recognition of how climate change is likely to influence other development priorities may be a first step toward building cost-effective strategies and integrated, institutional capacity in developing countries to respond to climate change. Opportunities may also exist in developing countries to use regional economic organisations to assist in the design of integrated responses and to exploit synergies between climate change and other policies such as those designed to combat desertification and preserve biodiversity.

Many actions to reduce GHG emissions have wider impacts on health, the economy, and the environment, beyond their role in mitigating climate change. These ancillary impacts can be positive (co-benefits) or negative (conflicts). This article presents the first quantitative review of the wider impacts on health and the environment likely to arise from action to meet the UK's legally-binding carbon budgets. Impacts were assessed for climate measures directed at power generation, energy use in buildings, and industry, transport, and agriculture. The study considered a wide range of health and environmental impacts including air pollution, noise, the upstream impacts of fuel extraction, and the lifestyle benefits of active travel. It was not possible to quantify all impacts, but for those that were monetized the co-benefits of climate action (i.e. excluding climate benefits) significantly outweigh the negative impacts, with a net present value of more than £85 billion from 2008 to 2030. Substantial benefits arise from reduced congestion, pollution, noise, and road accidents as a result of avoided journeys. There is also a large health benefit as a result of increased exercise from walking and cycling instead of driving. Awareness of these benefits could strengthen the case for more ambitious climate mitigation action.

Policy relevance

This article demonstrates that actions to mitigate GHG emissions have significant wider benefits for health and the environment. Including these impacts in cost–benefit analysis would strengthen the case for the UK (and similar countries) to set ambitious emissions reduction targets. Understanding co-benefits and trade-offs will also improve coordination across policy areas and cut costs. In addition, co-benefits such as air quality improvements are often immediate and local, whereas climate benefits may occur on a longer timescale and mainly in a distant region, as well as being harder to demonstrate. Dissemination of the benefits, along with better anticipation of trade-offs, could therefore boost public support for climate action.  相似文献

Urban areas are pivotal to global adaptation and mitigation efforts. But how do cities actually perform in terms of climate change response? This study sheds light on the state of urban climate change adaptation and mitigation planning across Europe. Europe is an excellent test case given its advanced environmental policies and high urbanization. We performed a detailed analysis of 200 large and medium-sized cities across 11 European countries and analysed the cities’ climate change adaptation and mitigation plans. We investigate the regional distribution of plans, adaptation and mitigation foci and the extent to which planned greenhouse gas (GHG) reductions contribute to national and international climate objectives. To our knowledge, it is the first study of its kind as it does not rely on self-assessment (questionnaires or social surveys). Our results show that 35 % of European cities studied have no dedicated mitigation plan and 72 % have no adaptation plan. No city has an adaptation plan without a mitigation plan. One quarter of the cities have both an adaptation and a mitigation plan and set quantitative GHG reduction targets, but those vary extensively in scope and ambition. Furthermore, we show that if the planned actions within cities are nationally representative the 11 countries investigated would achieve a 37 % reduction in GHG emissions by 2050, translating into a 27 % reduction in GHG emissions for the EU as a whole. However, the actions would often be insufficient to reach national targets and fall short of the 80 % reduction in GHG emissions recommended to avoid global mean temperature rising by 2 °C above pre-industrial levels.  相似文献

The projected impact of climate change on agro-ecological systems is considered widespread and significant, particularly across the global tropics. As in many other countries, adaptation to climate change is likely to be an important challenge for Colombian agricultural systems. In a recent study, a national-level assessment of the likely future impacts of climate change on agriculture was performed (Ramirez-Villegas et al. Clim Chang 115:611–628, 2012, RV2012). The study diagnosed key challenges directly affecting major crops and regions within the Colombian agricultural system and suggested a number of actions thought to facilitate adaptation, while refraining from proposing specific strategies at local scales. Further insights on the study were published by Feola (2013) (F2013), who stressed the need for transformative adaptation processes to reduce vulnerability particularly of resource-limited farmers, and the benefits of a predominantly stakeholder-led approach to adaptation. We clarify that the recommendations outlined in RV2012 were not intended as a recipe for multi-scale adaptation, but rather a set of actions that are required to diagnose and develop adaptation actions particularly at governmental levels in coordination with national and international adaptation initiatives. Such adaptation actions ought to be, ideally, a product of inclusive sub-sectorial assessments, which can take different forms. We argue that Colombian agriculture as a whole would benefit from a better outlining of adaptation needs across temporal scales in sub-sectorial assessments that take into account both RV2012 and F2013 orientations to adaptation. We conclude with two case studies of research on climate change impacts and adaptation developed in Colombia that serve as examples of realistic, productive sectorial and sub-national assessments.  相似文献

Agricultural GHG mitigation policies are important if ambitious climate change goals are to be achieved, and have the potential to significantly lower global mitigation costs [Reisinger, A., Havlik, P., Riahi, K., van Vliet, O., Obersteiner, M., & Herrero, M. (2013). Implications of alternative metrics for global mitigation costs and greenhouse gas emissions from agriculture. Climatic Change, 117, 677–690]. In the post-Paris world of ‘nationally determined contributions’ to mitigation, the prospects for agricultural mitigation policies may rest on whether they are in the national economic interest of large agricultural producers. New Zealand is a major exporter of livestock products; this article uses New Zealand as a case study to consider the policy implications of three global policy scenarios at the global, national and farm levels. Building on global modelling, a model dairy farm and a model sheep and beef farm are used to estimate the changes in profit when agricultural emissions are priced and mitigated globally or not, and priced domestically or not, in 2020. Related to these scenarios is the metric or GHG exchange rate. Most livestock emissions are non-CO2, with methane being particularly sensitive to the choice of metric. The results provide evidence that farm profitability is more sensitive to differing international policy scenarios than national economic welfare. The impact of the choice of metric is not as great as the impact of whether other countries mitigate agricultural emissions or not. Livestock farmers do best when agricultural emissions are not priced, as livestock commodity prices rise significantly due to competition for land from forestry. However, efficient farmers may still see a rise in profitability when agricultural emissions are fully priced worldwide.

Policy relevance

Exempting agricultural emissions from mitigation significantly increases the costs of limiting warming to 2 °C, placing the burden on other sectors. However, there may be a large impact on farmers if agricultural emissions are priced domestically when other countries are not doing the same. The impacts of global and national climate policies on farmers need to be better understood in order for climate policies to be politically sustainable. Transitional assistance that is not linked to emission levels could help, as long as the incentives to mitigate are maintained. In the long run, efficient farmers may benefit from climate policy; international efforts should focus on mitigation options and effective domestic policy development, rather than on metrics.  相似文献

Preparatory talks to the next round of negotiations seem to indicate that a comprehensive agreement to mitigate climate change will not be easily attainable, despite the intentions of the US administration and the high expectations surrounding the Copenhagen meeting. One key reason is to what extent fast growing economies, and especially China, should take actions to reduce their growth of emissions. This paper argues that a turning point for international negotiations on climate change could be achieved if China were to agree on carbon obligations in the future. Results from modelling work suggest that the optimal investment behaviour is to anticipate the implementation of a climate policy by roughly 10 years, and that thus future commitments—if credible—could lead to significantly earlier steps towards carbon mitigation. If fast growing economies, and foremost China, believe in the long term objective of global stabilization of carbon concentrations, it might be economically rationale to sign on future targets, provided developed countries take on immediate action. Such a provision could be beneficial for both the developing and developed world.  相似文献

An innovative approach is introduced for helping developing countries to make their development more sustainable, and also to reduce greenhouse gas (GHG) emissions as a co-benefit. Such an approach is proposed as part of the multilateral framework on climate change. The concept of sustainable development policies and measures (SD-PAMs) is outlined, making clear that it is distinct from many other approaches in starting from development rather than explicit climate targets. The potential of SD-PAMs is illustrated with a case-study of energy efficiency in South Africa, drawing on energy modelling for the use of electricity in industry. The results show multiple benefits both for local sustainable development and for mitigating global climate change. The benefits of industrial energy efficiency in South Africa include significant reductions in local air pollutants; improved environmental health; creation of additional jobs; reduced electricity demand; and delays in new investments in electricity generation. The co-benefit of reducing GHG emissions could result in a reduction of as much as 5% of SA's total projected energy CO2 emissions by 2020. Institutional support and policy guidance is needed at both the international and national level to realize the potential of SD-PAMs. This analysis demonstrates that if countries begin to act early to move towards greater sustainability, they will also start to bend the curve of their emissions path.  相似文献

This essay proposes an innovative institutional strategy for global climate protection, quite distinct from but ultimately complementary to the UNFCCC climate treaty negotiations. Our “building block” strategy relies on a variety of smaller-scale transnational cooperative arrangements, involving not only states, but also subnational jurisdictions, firms, and civil society organizations, to undertake activities whose primary goal is not climate mitigation but which will achieve greenhouse gas reductions as a byproduct. This strategy avoids the problems inherent in developing an enforceable, comprehensive treaty regime by mobilizing other incentives—including economic self-interest, energy security, cleaner air, and furtherance of international development— to motivate a range of actors to cooperate on actions that will also produce climate benefits. The strategy uses three specific models of regime formation (club, linkage, and dominant actor models) which emerge from economics, international relations, and organizational behavior, to develop a variety of transnational regimes that are generally self-enforcing and sustainable, avoiding the free rider and compliance problems endemic in collective action to provide public goods. These regimes will contribute to global climate action not only by achieving emissions reductions in the short term, but also by creating global webs of cooperation and trust, and by linking the building block regimes to the UNFCCC system through greenhouse gas monitoring and reporting systems. We argue that the building blocks regimes would thereby help secure eventual agreement on a comprehensive climate treaty.  相似文献

Avoiding dangerous climate change will require a rapid transition away from fossil fuels. By some estimates, global consumption and production of fossil fuels—particularly coal and oil—will need to end almost entirely within 50 years. Given the scale of such a transition, nations may need to consider policies that constrain growth in fossil fuel supplies in addition to those that reduce demand. Here, we examine the emissions implications of a supply-constraining measure that was rapidly gaining momentum in the United States (US) under the Obama administration: ceasing the issuance of new leases for fossil fuel extraction on federal lands and waters. Such a measure could reduce global carbon dioxide emissions by an estimated 280 million tons annually by 2030, comparable to that of other major climate policies adopted or considered by the Obama administration. Our findings suggest that measures to constrain fossil fuel supply—though not currently viable in a US Trump administration—deserve further consideration at subnational levels in the US or by other countries now, and by future US administrations.  相似文献

Even without internationally concerted action on climate change mitigation, there are important incentives for countries to put a price on their domestic emissions, including public finance considerations, internalizing the climate impacts of their own emissions, and co-benefits, such as clean air or energy security. Whereas these arguments have been mostly discussed in separate strands of literature, this article carries out a synthesis that exemplifies how policies to put a price on emissions can be conceptualized in a multi-objective framework. Despite considerable uncertainty, empirical evidence suggests that different countries may face quite different incentives for emission pricing. For instance, avoided climate damages and co-benefits of reduced air pollution appear to be the main motivation for emission pricing in China, while for the US generating public revenue dominates and for the EU all three motivations are of intermediate importance. We finally argue that such unilateral incentives could form the basis for incremental progress in international climate negotiations toward a realistic climate treaty based on national interest and differentiated emission pricing and describe how such an agreement could be put into practice.  相似文献

Climate change is a serious threat to all nations. This raises the question of why continuous treaty negotiations for more than two decades have failed to create a viable or adequate international climate regime. The current strategy of addressing climate change misdiagnoses the issue as a pollution problem by focusing on symptoms (emissions) and not on underlying causes (unsustainable development). In short, the wrong treaty is being negotiated. Drawing on negotiation analysis, it is argued that the existing and proposed climate treaties fail to meet the national interests of any party. An alternative strategy for addressing climate change is proposed that reframes the overall approach to reflect all countries’ development needs and links climate protection goals to the development structure of the treaty. The current deadlock over emissions reductions might be overcome and a mutual gains agreement reached by directing international cooperation towards promoting the provision of clean energy services for development and ensuring universal access to those services as part of an ‘early action’ agenda that will complement efforts to utilize forests and reduce other GHGs from multiple sectors.  相似文献

The role of agriculture in the context of climate change is a complex issue. On the one hand, concerns about food security highlight the need to prioritize adaptation; on the other hand, the target of the Paris Agreement (keeping global temperature rise well below 2°C) cannot be achieved without a significant decrease in agricultural emissions. Various analyses of nationally determined contributions (NDCs) submitted under the Paris Agreement show how countries intend to prioritize the needs for adaptation and mitigation in the agricultural sector. This paper focuses on 46 countries that contribute 90% of global agricultural emissions and asks how they are addressing the agricultural sector in their climate mitigation policies. It takes into account that conditions and circumstances in countries vary significantly but might also indicate similar patterns. The analysis is based on information provided by countries in their NDCs, as well as their Biennial Reports (BRs) or Biennial Update Reports (BURs) under the UN Framework Convention on Climate Change (UNFCCC). It further includes data on national agricultural emissions. By applying a mixed methods approach, which combines qualitative content analysis and comparative cluster analysis, we find that countries vary in their progress on agriculture and climate mitigation for many different reasons. These reasons include the national perception of the problem, divergent starting points for climate policy, particularities of the agricultural sector and, correspondingly, the availability of cost-effective mitigation technologies.

  • While for many countries the NDCs signify the beginning of their climate policy, UNFCCC biennial reports can be used to learn more about the policies that countries have already implemented.

  • Mitigation action in the agricultural sector is emphasized most prominently in cases where co-benefits are possible and production is not impacted negatively.

  • Policies and measures in the agricultural sector often do not align with the UNFCCC system of monitoring, reporting and verification (MRV). In addition to improving MRV-systems, it seems equally important to exchange national experiences with implemented measures and policies.

The Kyoto Protocol introduces the possibility that changes in carbon stock on agricultural and forest land and soils may be counted against countries’ commitments to reduce their greenhouse gas emissions. Including activities related to land use change and forestry in the international climate change agreement may stimulate new incentives for soil-conservation practices domestically. However, a primary criteria for their inclusion relates to the level of accuracy and transparency with which carbon stock changes can be assessed. Parties will also be concerned with the wider environmental impact of different sequestration practices, and the impact of offsets on overall emissions targets. This paper examines these issues for agricultural soils, considering recent research in North America. It is argued that incentives for carbon sequestration practices may need to be implemented independently of actual stock changes because farm-level soil monitoring would be very costly. In the USA, priority should be given to establishing incentives for cover crops and to expanding conservation tillage programs. These activities provide a range of ancillary environmental benefits. In contrast, improvements in biomass yield tend to rely on higher fertilizer inputs with their related environmental costs. Carbon accumulated through any of these activities is easily lost if the practices are discontinued, and so assessment procedures are needed that would avoid overestimating sequestration. Annual accumulation in agricultural soils could be equivalent to about 10% of Annex I carbon dioxide emissions, and therefore options for limiting sink credits from soils should be considered.  相似文献

Assessments of the benefits of climate change mitigation—and thus of the appropriate stringency of greenhouse gas emissions abatement—depend upon ethical, legal, and political economic considerations. Global climate change mitigation is often represented as a repeated prisoners’ dilemma in which the net benefits of sustained global cooperation exceed the net benefits of uncooperative unilateral action for any given actor. Global cooperation can be motivated either by circumspection—a decision to account for the damages one’s own actions inflict upon others—or by the expectation of reciprocity from others. If the marginal global benefits of abatement are approximately constant in total abatement, the domestically optimal price approaches the global cooperative optimum linearly with increasing circumspection and reciprocity. Approximately constant marginal benefits are expected if climate damages are quadratic in temperature and if the airborne fraction of carbon emissions is constant. If, on the other hand, damages increase with temperature faster than quadratically or carbon sinks weaken significantly with increasing CO2 concentrations, marginal benefits will decline with abatement. In this case, the approach to the global optimum is concave and less than full circumspection and/or reciprocity can lead to optimal domestic abatement close to the global optimum.  相似文献

Subnational and non-governmental actors are expected to provide important contributions to broader climate actions. A consistent and accurate quantification of their GHG emissions is an important prerequisite for the success of such efforts. However, emissions embodied in domestic and international supply chains, that can undermine the effectiveness of climate agreements, add challenges to the quantification of emissions originating from the consumption of goods and services produced elsewhere. We examine emission transfers between the states that have joined the U.S. Climate Alliance (USCA) and others. Our results show that states pledging to curb emissions consistent with the Paris Agreement were responsible for approximately 40% of total U.S. territorial GHG emissions. However, when accounting for transferred emissions through international and interstate supply chains of the products they consume, the share of Alliance states increased to 52.4% of the national total GHG emissions. The consumption-based emissions for some Alliance states, such as Massachusetts and New York, could be more than 1.5 times higher than their production-based emissions. Our detailed sectoral analysis highlights the challenges facing such agreements to extend cooperation in the future for larger joint benefit given the potential for carbon leakage from member states implementing stricter environmental policies that could lead to higher emissions from non-member states. As part of the Copenhagen Accord, Annex I Parties (industrialised countries) and non-Annex I Parties (developing countries) have submitted reduction proposals (pledges) and mitigation actions to the UNFCCC secretariat. Our calculations show that if the current reduction offers of Annex I and non-Annex I countries are fully implemented, global greenhouse gas emissions could amount to 48.6-49.7 GtCO2eq by 2020. Recent literature suggests that the emission level should be between 42 and 46 GtCO2eq by 2020 to maintain a “medium” chance (50-66%) of meeting the 2 °C target. The emission gap is therefore 2.6-7.7 GtCO2eq. We have identified a combined set of options, which could result in an additional 2.8 GtCO2eq emission reduction. This would lead to an emission level just within the range needed. The options include reducing deforestation and emissions from bunker fuels, excluding emissions allowance increases from land use and forestry rules, and taking into account the national climate plans of China and India. However, there are also important risks that could widen the emissions gap, like lower reductions from countries with only a conditional pledge and the use of Kyoto and/or trading of new surplus emission allowances.  相似文献

Climate policies must consider radiative forcing from Kyoto greenhouse gases, as well as other forcing constituents, such as aerosols and tropospheric ozone that result from air pollutants. Non-Kyoto forcing constituents contribute negative, as well as positive forcing, and overall increases in total forcing result in increases in global average temperature. Non-Kyoto forcing modeling is a relatively new component of climate management scenarios. This paper describes and assesses current non-Kyoto radiative forcing modeling within five integrated assessment models. The study finds negative forcing from aerosols masking (offsetting) approximately 25 % of positive forcing in the near-term in reference non-climate policy projections. However, masking is projected to decline rapidly to 5–10 % by 2100 with increasing Kyoto emissions and assumed reductions in air pollution—with the later declining to as much as 50 % and 80 % below today’s levels by 2050 and 2100 respectively. Together they imply declining importance of non-Kyoto forcing over time. There are however significant uncertainties and large differences across models in projected non-Kyoto emissions and forcing. A look into the modeling reveals differences in base conditions, relationships between Kyoto and non-Kyoto emissions, pollution control assumptions, and other fundamental modeling. In addition, under climate policy scenarios, we find air pollution and resulting non-Kyoto forcing reduced to levels below those produced by air pollution policies alone—e.g., China sulfur emissions fall an additional 45–85 % by 2050. None of the models actively manage non-Kyoto forcing for climate implications. Nonetheless, non-Kyoto forcing may be influencing mitigation results, including allowable carbon dioxide emissions, and further evaluation is merited.  相似文献

GHG mitigation of agricultural peatlands requires coherent policies   总被引:1,自引:0,他引:1  
As soon as peat soil is drained for agricultural production, the peat starts to degrade, which causes emissions to the atmosphere. In countries with large peatland areas, the GHG mitigation potential related to management of these soils is often estimated as the highest amongst the measures available in agriculture. Although the facts are well known, the policies leading to diminished emissions are often difficult to implement. We have analysed the reasons why the mitigation potential is not fully utilized and what could be done better in national implementation of climate policies. Four cases are used to illustrate the necessary steps to reach mitigation targets: determining the amount and properties of peat soils, estimating the potential, costs and feasibility of the mitigation measures, and selecting and implementing the best measures. A common feature for all of the cases was that national and international climate policies have increased the public interest in GHG emissions from peat soils and increased the pressure for mitigation. Basically the same factors restrict the implementation of mitigation measures in all countries with significant peat soil areas. The most important of these is lack of policy coherence, e.g. ignoring climate policies when planning land use or agricultural policies. We conclude that GHG mitigation is achieved only if other policies, especially national regulations and strategies, are in line with climate policies.

Policy relevance

Agricultural peat soils could be used to help reach GHG mitigation goals in many countries, but the full potential of mitigation of peat soils is not used. Although peatland cultivation inevitably leads to loss of the whole peat layer and high emissions, there are few incentives or regulation to effectively minimize these losses. This article discusses the possibilities to reduce GHG emissions from agricultural peat soils, with specific emphasis on the barriers of implementing mitigation measures nationally. The lessons learned from the selected cases emphasize the role of all policy makers and their cooperation in planning coherent policies for achieving the goals determined by climate policies.  相似文献
