Statistical models consisting of a trend plus serially correlated noise may be fitted to observed climate data such as global surface temperature, the trend and noise representing systematic change and other variations, respectively. When such a model is fitted, the estimated character of the noise determines the precision of the estimated trend, and hence the precision of the estimate of the magnitude of the systematic change in the variable considered. The results of fitting such models to global temperature imply that there is uncertainty in the amount of temperature change over the past century of up to ± 0.2 °C, but that the change of around one half of a degree Celsius is significantly different from zero.The statistical models for climate variability also imply that the observed temperature data provide only imprecise information about the climate sensitivity. This is defined here as the equilibrium response of global temperature to a doubling of the atmospheric concentration of carbon dioxide. The temperature changes observed to date are compatible with a wide range of climate sensitivities, from 0.7 °C to 2.2 °C. When data uncertainties are taken into account, the interval widens even further.  相似文献

In this article we compile 108 national and international studies on global climate change, each projecting a quantitative impact on global surface-air temperature due to a doubling of the atmospheric CO2 concentration. These predictions, documented between 1980 and 1995, are based primarily on climate-modeling research, including radiative-convective, energy-balance, and general circulation models. Collectively over the past 15 years, the average (mean) temperature change projection due to doubled CO2 is +2.62°C, with a range of 0.16–8.7°C. General circulation models tend to estimate slightly higher values (2.98°C), compared with radiative-convective models (1.98°C) and energy-balance models (2.54°C). During the years 1980 through 1995, an increasing trend in predictions is noticed, although the mean temperature change prediction each year has remained fairly consistent near 2–3°C. These findings suggest that the estimated sensitivity of the climate system continues to remain comparable to the range calculated in earlier studies. However, tremendous advancements in the capacity of climate models continue to reveal important uncertainties in the dynamic nature of global atmospheric interactions. The predictions continue to validate the need for a global policy relating to human influence on global climate change.  相似文献

Various aspects of the role of uncertainty in greenhouse gas emission reduction policy are analyzed with the integrated assessment model FUND. FUND couples simple models of economy, climate, climate impacts, and emission abatement. Probability distribution functions are assumed for all major parameters in the model. Monte Carlo analyses are used to study the effects of parametric uncertainties. Uncertainties are found to be large and grow over time. Uncertainties about climate change impacts are more serious than uncertainties about emission reduction costs, so that welfare-maximizing policies are stricter under uncertainty than under certainty. This is more pronounced without than with international cooperation. Whether or not countries cooperate with one another is more important than whether or not uncertainty is considered. Meeting exogenously defined emission targets may be more or less difficult under uncertainty than under certainty, depending on the asymmetry in the uncertainty and the central estimate of interest. The major uncertainty in meeting emissions targets in each of a range of possible future is the timing of starting (serious) reduction policies. In a scenario aiming at a stable CO2 concentration of 550 ppm, the start date varies 20 years for Annex I countries, and much longer for non-Annex countries. Atmospheric stabilization at 550 ppm does not avoid serious risks with regard to climate change impacts. At the long term, it is possible to avoid such risks but only through very strict emission control at high economic costs.  相似文献

Scenarios are used to explore the consequences of different adaptation and mitigation strategies under uncertainty. In this paper, two scenarios are used to explore developments with (1) no mitigation leading to an increase of global mean temperature of 4 °C by 2100 and (2) an ambitious mitigation strategy leading to 2 °C increase by 2100. For the second scenario, uncertainties in the climate system imply that a global mean temperature increase of 3 °C or more cannot be ruled out. Our analysis shows that, in many cases, adaptation and mitigation are not trade-offs but supplements. For example, the number of people exposed to increased water resource stress due to climate change can be substantially reduced in the mitigation scenario, but adaptation will still be required for the remaining large numbers of people exposed to increased stress. Another example is sea level rise, for which, from a global and purely monetary perspective, adaptation (up to 2100) seems more effective than mitigation. From the perspective of poorer and small island countries, however, stringent mitigation is necessary to keep risks at manageable levels. For agriculture, only a scenario based on a combination of adaptation and mitigation is able to avoid serious climate change impacts.  相似文献

Although policymaking in response to the climate change threat is essentially a challenge of risk management, most studies of the relation of emissions targets to desired climate outcomes are either deterministic or subject to a limited representation of the underlying uncertainties. Monte Carlo simulation, applied to the MIT Integrated Global System Model (an integrated economic and earth system model of intermediate complexity), is used to analyze the uncertain outcomes that flow from a set of century-scale emissions paths developed originally for a study by the U.S. Climate Change Science Program. The resulting uncertainty in temperature change and other impacts under these targets is used to illustrate three insights not obtainable from deterministic analyses: that the reduction of extreme temperature changes under emissions constraints is greater than the reduction in the median reduction; that the incremental gain from tighter constraints is not linear and depends on the target to be avoided; and that comparing median results across models can greatly understate the uncertainty in any single model.  相似文献

The Tolerable Windows Approach: Theoretical and Methodological Foundations   总被引:4,自引:4,他引:0  
The tolerable windows (TW) approach is presented as a novel scheme for integrated assessment of climate change. The TW approach is based on the specification of a set of guardrails for climate evolution which refer to various climate-related attributes. These constraints, which define what we call tolerable windows, can be purely systemic in nature – like critical thresholds for the North Atlantic Deep Water formation – or of a normative type – like minimum standards for per-capita food production worldwide. Starting from this catalogue of knock-out criteria and using appropriate modeling techniques, those policy strategies which are compatible with all the constraints specified are sought to be identified. In addition to the discussion of the basic elements and the general theory of the TW approach, a modeling exercise is carried out, based on simple models and assumptions adopted from the German Advisory Council on Global Change (WBGU). The analysis shows that if the global mean temperature is restricted to 2°C beyond the preindustrial level, the cumulative emissions of CO2 are asymptotically limited to about 1550 Gt C. Yet the temporal distribution of these emissions is also determined by the climate and socio-economic constraints: using, for example, a maximal tolerable rate of temperature change of 0.2°C/dec and a smoothly varying emissions profile, we obtain the maximal cumulative emissions, amounting to 370 Gt C in 2050 and 585 Gt C in 2100.  相似文献

Learning about climate change and implications for near-term policy   总被引:2,自引:2,他引:0  
Climate change is an issue of risk management. The most important causes for concern are not the median projections of future climate change, but the low-probability, high-consequence impacts. Because the policy question is one of sequential decision making under uncertainty, we need not decide today what to do in the future. We need only to decide what to do today, and future decisions can be revised as we learn more. In this study, we use a stochastic version of the DICE-99 model (Nordhaus WD, Boyer J (2000) Warming the world: economic models of global warming. MIT Press, Cambridge, MA, USA) to explore the effect of different rates of learning on the appropriate level of near-term policy. We show that the effect of learning depends strongly on whether one chooses efficiency (balancing costs and benefits) or cost-effectiveness (stabilizing at a given temperature change target) as the criterion for policy design. Then, we model endogenous learning by calculating posterior distributions of climate sensitivity from Bayesian updating, based on temperature changes that would be observed for a given true climate sensitivity and assumptions about errors, prior distributions, and the presence of additional uncertainties. We show that reducing uncertainty in climate uncertainty takes longer when there is also uncertainty in the rate of heat uptake by the ocean, unless additional observations are used, such as sea level rise.  相似文献

Numerous policy options exist to reduce future greenhouse gas emissions. A single-basket approach, which controls aggregate emissions, was adopted by the Kyoto Protocol. Such an approach allows emissions reductions of one gas to be traded with those of other gases in the “basket”, with the trade “price” determined by some weighting metric like the Global Warming Potential. To reduce stratospheric ozone depletion, the Montreal Protocol also dealt with controlling many compounds, but did so employing an alternative, multi-basket scheme. Trading was allowed within each basket, but not among baskets. While the Montreal Protocol has been highly successful using this approach, we show that if a single-basket approach had been adopted the short-term success could have been at risk due to the non-unique relationship between controls and environmental impacts when using a single basket. Using climate policy as an example, and without considering technological and economic constraints, we further show that the magnitude of the ambiguities in impacts associated with a single-basket approach depends on the rapidity of the emission phaseout. Fast phaseouts lead to less ambiguity than do slow ones. These results suggest that for each set of greenhouse gas control policies considered, the benefit of additional flexibility associated with a single-basket approach should be weighed against the associated increased uncertainties in the impacts to ascertain whether a single- or a multi-basket approach has the greater chance of successfully mitigating climate change.  相似文献

Summary In this paper, we discuss past climatic trends over India, greenhouse gas emissions due to energy consumption, forest and land-use changes, climate change scenarios for the year 2050, potential consequences for agriculture and cyclone activity and the possibility that India might limit the increasing trend in its emissions.India's mean surface air temperature has increased significantly by about 0.4°C over the past ccntury. Neither monsoon nor annual rainfall shows any significant trend. On average, there has been a rise in sea levels around India over recent decades, though considerable uncertainties exist in the accuracy and interpretation of the available data.Carbon emissions from the energy sector amount to 71 MT a year, equivalent to all other sectors combined. From land-use data, a marginal net sequestration of 5.25 million tonnes of carbon occurred during 1986. Following the IPCC guidelines, methane emissions from rice and livestock are estimated at 17.4 and 12.8 Tg/year, respectively.According to recent climate model projections, India may experience a further rise in temperature of 1 °C by the year 2050, about four times the rate of warming experienced over the past 100 years. A modest increase in precipitation amounts might occur. Cereals production is estimated to decrease and the nutrition security of the population-rich but land-hungry region of India might be hampered. An increase in local tropical cyclone activity may occur over thc next century, posing added problems as large areas in the coastal regions have a dense population.About 70% of the electricity generation in India is from coal-based power stations. Altering this dependence significantly to reduce emissions would imply a substantial change in the present energy policy of India. There is great potential for improving energy efficiency and conservation. The adoption of cleaner coal-technologies should be considered, as must the development of renewable, non-conventional energy sources. In all cases, serious institulional barriers and resource limitations need to be addressed. The scope for carbon sequestration is limiled by land availabilily and other factors. River discharge to the Baltic Sea in a future climate   总被引:1,自引:0,他引:1  
This study reports on new projections of discharge to the Baltic Sea given possible realisations of future climate and uncertainties regarding these projections. A high-resolution, pan-Baltic application of the Hydrological Predictions for the Environment (HYPE) model was used to make transient simulations of discharge to the Baltic Sea for a mini-ensemble of climate projections representing two high emissions scenarios. The biases in precipitation and temperature adherent to climate models were adjusted using a Distribution Based Scaling (DBS) approach. As well as the climate projection uncertainty, this study considers uncertainties in the bias-correction and hydrological modelling. While the results indicate that the cumulative discharge to the Baltic Sea for 2071 to 2100, as compared to 1971 to 2000, is likely to increase, the uncertainties quantified from the hydrological model and the bias-correction method show that even with a state-of-the-art methodology, the combined uncertainties from the climate model, bias-correction and impact model make it difficult to draw conclusions about the magnitude of change. It is therefore urged that as well as climate model and scenario uncertainty, the uncertainties in the bias-correction methodology and the impact model are also taken into account when conducting climate change impact studies.  相似文献

A terrestrial ecosystem model (Sim-CYCLE) was driven by multiple climate projections to investigate uncertainties in predicting the interactions between global environmental change and the terrestrial carbon cycle. Sim-CYCLE has a spatial resolution of 0.5°, and mechanistically evaluates photosynthetic and respiratory CO2 exchange. Six scenarios for atmospheric-CO2 concentrations in the twenty-first century, proposed by the Intergovernmental Panel on Climate Change, were considered. For each scenario, climate projections by a coupled atmosphere–ocean general circulation model (AOGCM) were used to assess the uncertainty due to socio-economic predictions. Under a single CO2 scenario, climate projections with seven AOGCMs were used to investigate the uncertainty stemming from uncertainty in the climate simulations. Increases in global photosynthesis and carbon storage differed considerably among scenarios, ranging from 23 to 37% and from 24 to 81 Pg C, respectively. Among the AOGCM projections, increases ranged from 26 to 33% and from 48 to 289 Pg C, respectively. There were regional heterogeneities in both climatic change and carbon budget response, and different carbon-cycle components often responded differently to a given environmental change. Photosynthetic CO2 fixation was more sensitive to atmospheric CO2, whereas soil carbon storage was more sensitive to temperature. Consequently, uncertainties in the CO2 scenarios and climatic projections may create additional uncertainties in projecting atmospheric-CO2 concentrations and climates through the interactive feedbacks between the atmosphere and the terrestrial ecosystem.  相似文献

This paper assesses the implications of climate policy for exposure to water resources stresses. It compares a Reference scenario which leads to an increase in global mean temperature of 4 °C by the end of the 21st century with a Mitigation scenario which stabilises greenhouse gas concentrations at around 450 ppm CO2e and leads to a 2 °C increase in 2100. Associated changes in river runoff are simulated using a global hydrological model, for four spatial patterns of change in temperature and rainfall. There is a considerable difference in hydrological change between these four patterns, but the percentages of change avoided at the global scale are relatively robust. By the 2050s, the Mitigation scenario typically avoids between 16 and 30% of the change in runoff under the Reference scenario, and by 2100 it avoids between 43 and 65%. Two different measures of exposure to water resources stress are calculated, based on resources per capita and the ratio of withdrawals to resources. Using the first measure, the Mitigation scenario avoids 8-17% of the impact in 2050 and 20-31% in 2100; with the second measure, the avoided impacts are 5-21% and 15-47% respectively. However, at the same time, the Mitigation scenario also reduces the positive impacts of climate change on water scarcity in other areas. The absolute numbers and locations of people affected by climate change and climate policy vary considerably between the four climate model patterns.  相似文献

Projections of future climate change are plagued with uncertainties, causing difficulties for planners taking decisions on adaptation measures. This paper presents an assessment framework that allows the identification of adaptation strategies that are robust (i.e. insensitive) to climate change uncertainties. The framework is applied to a case study of water resources management in the East of England, more specifically to the Anglian Water Services’ 25 year Water Resource Plan (WRP). The paper presents a local sensitivity analysis (a ‘one-at-a-time’ experiment) of the various elements of the modelling framework (e.g., emissions of greenhouse gases, climate sensitivity and global climate models) in order to determine whether or not a decision to adapt to climate change is sensitive to uncertainty in those elements.Water resources are found to be sensitive to uncertainties in regional climate response (from general circulation models and dynamical downscaling), in climate sensitivity and in climate impacts. Aerosol forcing and greenhouse gas emissions uncertainties are also important, whereas uncertainties from ocean mixing and the carbon cycle are not. Despite these large uncertainties, Anglian Water Services’ WRP remains robust to the climate change uncertainties sampled because of the adaptation options being considered (e.g. extension of water treatment works), because the climate model used for their planning (HadCM3) predicts drier conditions than other models, and because ‘one-at-a-time’ experiments do not sample the combination of different extremes in the uncertainty range of parameters. This research raises the question of how much certainty is required in climate change projections to justify investment in adaptation measures, and whether such certainty can be delivered.  相似文献

We present the implementation and results of a model tuning and ensemble forecasting experiment using an ensemble Kalman filter for the simultaneous estimation of 12 parameters in a low resolution coupled atmosphere-ocean Earth System Model by tuning it to realistic data sets consisting of Levitus ocean temperature/salinity climatology, and NCEP/NCAR atmospheric temperature/humidity reanalysis data. The resulting ensemble of tuned model states is validated by comparing various diagnostics, such as mass and heat transports, to observational estimates and other model results. We show that this ensemble has a very reasonable climatology, with the 3-D ocean in particular having comparable realism to much more expensive coupled numerical models, at least in respect of these averaged indicators. A simple global warming experiment is performed to investigate the response and predictability of the climate to a change in radiative forcing, due to 100 years of 1% per annum atmospheric CO2 increase. The equilibrium surface air temperature rise for this CO2 increase is 4.2±0.1°C, which is approached on a time scale of 1,000 years. The simple atmosphere in this version of the model is missing several factors which, if included, would substantially increase the uncertainty of this estimate. However, even within this ensemble, there is substantial regional variability due to the possibility of collapse of the North Atlantic thermohaline circulation (THC), which switches off in more than one third of the ensemble members. For these cases, the regional temperature is not only 3–5°C colder than in the warmed worlds where the THC remains switched on, but is also 1–2°C colder than the current climate. Our results, which illustrate how objective probabilistic projections of future climate change can be efficiently generated, indicate a substantial uncertainty in the long-term future of the THC, and therefore the regional climate of western Europe. However, this uncertainty is only apparent in long-term integrations, with the initial transient response being similar across the entire ensemble. Application of this ensemble Kalman filtering technique to more complete climate models would improve the objectivity of probabilistic forecasts and hence should lead to significantly increased understanding of the uncertainty of our future climate.  相似文献

This study explores the implications of shifting the narrative of climate policy evaluation from one of costs/benefits or economic growth to a message of improving social welfare. Focusing on the costs of mitigation and the associated impacts on gross domestic product (GDP) may translate into a widespread concern that a climate agreement will be very costly. This article considers the well-known Human Development Index (HDI) as an alternative criterion for judging the welfare effects of climate policy. We estimate what the maximum possible annual average increase in HDI welfare per tons of CO2 would be within the carbon budget associated with limiting warming to 2°C over the period 2015–2050. Emission pathways are determined by a policy that allows the HDI of poor countries and their emissions to increase under a business-as-usual development path, while countries with a high HDI value (>0.8) have to restrain their emissions to ensure that the global temperature rise does not exceed 2°C. For comparison, the well-known multi-regional RICE model is used to assess GDP growth under the same climate change policy goals.

Policy relevance

This is the first study that shifts the narrative of climate policy evaluation from one of GDP growth to a message of improving social welfare, as captured by the HDI. This could make it easier for political leaders and climate negotiators to publicly commit themselves to ambitious carbon emission reduction goals, such as limiting global warming to 2°C, as in the (non-binding) agreement made at COP 21 in Paris in 2015. We find that if impacts are framed in terms of growth in HDI per t CO2 emission per capita instead of in GDP, the HDI of poor countries and their emissions are allowed to increase under a business-as-usual development path, whereas countries with a high HDI (>0.8) must control emissions so that global temperature rise remains within 2°C. Importantly, a climate agreement is more attractive for rich countries under the HDI than the GDP frame. This is good news, as these countries have to make the major contribution to emissions reductions.  相似文献

The adoption of physical thresholds as a ceiling for permitted climate change sidesteps contentious issues such as: policy cost, impact valuation, discounting and equity. In this paper I offer some reflections on the concept of tolerable climate change. I also use an integrated climate assessment model (ICAM-3) to demonstrate how uncertainties in our understanding of socioeconomic and earth systems reduce the probability of success in keeping climate change within a pre-defined tolerable range. Finally, I explore the implications of socioeconomic thresholds for welfare loss in pursuit of a climate policy (e.g., tax rebellions). Crossing such regional socioeconomic thresholds will lead to local failures to pursue climate change mitigation policies — increasing the probability of straying beyond the tolerable window of global climate change. Given various uncertainties and the dynamics of the socioeconomic and the earth systems, the odds of success in staying within a climate change window of T 2°C, and T/yr 0.015°C are estimated to be no higher than 25% over the next century. A risk-risk tradeoff approach appears to hold promise, but while adoption of a larger window of tolerance increases the probability of success, it also opens the window specification criteria to contention.  相似文献

The majority of climate change impacts assessments account for climate change uncertainty by adopting the scenario-based approach. This typically involves assessing the impacts for a small number of emissions scenarios but neglecting the role of climate model physics uncertainty. Perturbed physics ensemble (PPE) climate simulations offer a unique opportunity to explore this uncertainty. Furthermore, PPEs mean it is now possible to make risk-based impacts estimates because they allow for a range of estimates to be presented to decision-makers, which spans the range of climate model physics uncertainty inherent from a given climate model and emissions scenario, due to uncertainty associated with the understanding of physical processes in the climate model. This is generally not possible with the scenario-based approach. Here, we present the first application of a PPE to estimate the impact of climate change on heat-related mortality. By using the estimated impacts of climate change on heat-related mortality in six cities, we demonstrate the benefits of quantifying climate model physics uncertainty in climate change impacts assessment over the more common scenario-based approach. We also show that the impacts are more sensitive to climate model physics uncertainty than they are to emissions scenario uncertainty, and least sensitive to whether the climate change projections are from a global climate model or a regional climate model. The results demonstrate the importance of presenting model uncertainties in climate change impacts assessments if the impacts are to be placed within a climate risk management framework.  相似文献

2C or not 2C?     
Political attention has increasingly focused on limiting warming to 2 °C. However, there is no consensus on both questions “Is the 2 °C target achievable?” and “What should be done with this target that becomes increasingly difficult to achieve?”. This paper aims at disentangling the points of deep uncertainty underlying this absence on consensus. It first gives simple visualizations of the challenge posed by the 2 °C target and shows how key assumptions (on the points of deep uncertainty) influence the answer to the target achievability question. It then proposes an “uncertainties and decisions tree”, linking different beliefs on climate change, the achievability of different policies, and current international policy dynamics to various options to move forward on climate change.  相似文献

During the negotiations on the Kyoto Protocol, Brazil proposed allocating the greenhouse gas emission reductions of Annex I Parties according to the relative effect of a country’s historical emissions on global temperature increase. This paper analyses the impact of scientific uncertainties and of different options in policy implementation (policy choices) on the contribution of countries’ historical emissions to indicators of historical responsibility for climate change. The influence of policy choices was found to be at least as large as the impact of the scientific uncertainties analysed here. Building on this, the paper then proceeds to explore the implications of applying the Brazilian Proposal as a climate regime for differentiation of future commitments on the global scale combined with an income threshold for participation of the non-Annex I regions. Under stringent climate targets, such a regime leads to high emission reductions for Annex I regions by 2050, in particular for Europe and Japan. The income threshold assumptions strongly affect the Annex I reductions, even more than the impact of another burden-sharing key. A variant of the Brazilian Proposal, allocating emission reductions on the basis of cumulative emissions since 1990, would lead to a more balanced distribution of emission reductions.  相似文献

The recent change in US presidential administrations has introduced significant uncertainty about both domestic and international policy support for continued reductions in GHG emissions. This brief analysis estimates the potential climate ramifications of changing US leadership, contrasting the Mid-Century Strategy for Deep Decarbonization (MCS) released under the Obama Administration, with campaign statements, early executive actions, and prevailing market conditions to estimate potential emission pathways under the Trump Administration. The analysis highlights areas where GHG reductions are less robust to changing policy conditions, and offers brief recommendations for addressing emissions in the interim. It specifically finds that continued reductions in the electricity sector are less vulnerable to changes in federal policy than those in the built environment and land use sectors. Given the long-lived nature of investments in these latter two sectors, however, opportunities for near-term climate action by willing cities, states, private landowners, and non-profit organizations warrant renewed attention in this time of climate uncertainty.
