Damage and destruction to schools from climate-related disasters can have significant and lasting impacts on curriculum and educational programs, educational attainment, and future income-earning potential of affected students. As such, assessing the potential impact of hazards is crucial to the ability of individuals, households, and communities to respond to natural disasters, extreme events, and economic crises. Yet, few studies have focused on assessing the vulnerability of schools in coastal regions of the USA. Using Hurricane Ike’s tropical storm wind swath in the State of Texas as our study area, we: (1) assessed the spatial distribution patterns of school closures and (2) tested the relationship between school closure and vulnerability factors (namely physical exposure and school demographics) using zero-inflated negative binomial regression models. The regression results show that higher probabilities of hurricane strikes, more urbanized school districts, and school districts located in coastal counties on the right side of Ike’s path have significant positive associations with an increase in the number of school closure days. Socioeconomic characteristics were not significantly associated with the number of days closed, with the exception of proportion of Hispanic youth in schools, a result which is not supported by the social vulnerability literature. At a practical level, understanding how hurricanes may adversely impact schools is important for developing appropriate preparedness, mitigation, recovery, and adaptation strategies. For example, school districts on the right side of the hurricane track can plan in advance for potential damage and destruction. The ability of a community to respond to future natural disasters, extreme events, and economic crises depends in part on mitigating these adverse effects.  相似文献

This research examined the effects of providing measures against disasters on recipients’ perceived risks and preparedness intentions by conducting two experimental studies. A provision of a set of emergency food was manipulated in the first experiment. Participants (N = 143) were randomly assigned to the provided condition or non-provided condition. In the second experiment (N = 123), provision of an emergency toilet kit was manipulated. The results of the two experiments consistently indicated that (1) the provision of a measure increased the recipients’ perceived risks of the disaster concerned, (2) it increased their preparedness intentions for the disaster, and (3) it had no effects on perceived risks of or preparedness intentions against disasters unrelated to the measure provided. These results were contrary to the prediction deduced from the protection effect and single action effect. The findings in this study encourage promoting the risk management policy of providing people with disaster measures as the first step in disaster preparedness.  相似文献

Youth and families have been identified as particularly vulnerable to the effects of hazardous events. This study examined correlates of hazards education involvement for youth. Participants were 407 youth between the ages of 7 and 18 who filled out several indices reflecting hazards awareness, risk perceptions, psychological factors, knowledge, and adoption of hazards adjustments and family emergency plans. Additionally, interactive factors were assessed, the extent to which education programs encouraged youth to discuss their learning with parents and whether such discussions occurred. Overall, findings replicated and extended previous research. First, younger children were generally seen to be more prepared; girls, more knowledgeable. Second, youth involved in education programs had significantly higher levels of correct knowledge of readiness and response behaviors, lower levels of incorrect knowledge, and reported more home-based hazards adjustments. One important area where no differences were seen was in the area of family emergency planning. Predictors of increased educational benefits included program recency, encouragement to interact with parents and, to a slightly lesser extent, parent discussion willingness. Combined with previous research indicating that even simple and brief reading and discussion programs can produce tangible benefits, findings here encourage the incorporation of easy-to-do features that can increase benefits for youth and their families.  相似文献

Preparedness is a key dependent variable in many studies examining people’s response to disasters such as earthquakes. A feature of many studies on this issue, however, is the lack of attention given to psychometric issues when constructing measures of preparedness. With regard to earthquake preparation, for example, many studies could be greatly improved by the use of a valid and reliable measure of preparedness. This research developed such a measure that assessed both low-level preparedness, such as having an emergency kit, and high-level preparedness, such as altering home structures to mitigate damage. Studies of Wellington (New Zealand) residents using two samples totalling n=652 showed that 23 items measuring these different aspects of earthquake preparation could be combined into a reliable, valid, unifactorial scale. This brief scale should have utility in multivariate studies of earthquake preparation, either as a dependent variable, where preparation is the outcome variable of primary interest, or as one of several independent variables, where preparation and other measures predict another outcome variable.  相似文献

Data for this study were collected from a nationally representative random survey of 5,184 adults conducted between March and April of 2017. Filipinos self-report relatively low levels of knowledge of climate change and cited increased temperatures, shifts in seasons, and heavier rains as the most likely consequences. Levels of disaster preparedness in the Philippines differ widely by region. Although most Filipinos perceive that natural hazards are a risk to them, only a third of Filipinos undertake measures to prepare for disasters. Filipinos who perceive climate-related changes directly impacting their households report taking greater action to prepare for disasters. Filipinos who believe they have been directly impacted by climate-related changes are also more likely to prepare for disasters, take planning actions, and undertake material actions to prepare, such as dwelling improvements. Other factors associated with disaster preparedness include gender, membership in an association, wealth, risk perception, and prior exposure to and losses due to disasters. The findings imply that, while posing different challenges and requiring different responses, adaptation to climate change and disaster preparedness are inherently associated and potentially mutually reinforcing. Following a damaging magnitude 6.3 earthquake in Christchurch, New Zealand on February 22, 2011, an unprecedented number of displaced school children were enrolled temporarily or permanently in new schools throughout New Zealand. This study utilized accounts from primary school teachers in New Zealand, derived from focus groups scheduled in March and April 2011 for an evaluation of a disaster preparedness teaching resource, to examine how these disasters impacted individuals and schools outside of Christchurch. The educators’ focus group accounts provide an illustration of classroom responses including providing emotional support to displaced children, informal classroom discussions, curricular responses, addressing disaster rumors, and information seeking through peers. Some recommendations are provided on ways to support teachers’ important roles in disaster recovery, including targeting evidence-based guidance and teaching resources to schools enrolling displaced children, dispelling disaster rumors through schools and facilitating peer mentoring among teachers. An overarching lesson is that communities would benefit from teachers being better equipped to provide emotional support and responsive disaster education to children after disasters.  相似文献

A variety of natural disasters occur in Canada. Yet apart from simple ``return period' calculations, no apparent research seems to have made systematic use of the OCIPEP database on all natural disasters in Canada over the period of 1900 to 2000. This paper (a) describes the main characteristics of natural disasters in Canada, and (b) presents a methodology that is a first attempt to use the database to forecast conditional probabilities of each type of natural disaster. The forecast probabilities can then be used to work out the expected social costs of each type of natural disaster. The expected costs in turn suggest what kind of policy priorities are indicated for disaster preparedness. The key results of this methodology are that Hydrometeorological Disasters are increasing over time and of these, the ranking in order of priority for preparedness should be droughts, heat waves, floods and ice storms.  相似文献

本文以汶川地震强震区北川县典型研究区为例,利用高分辨率航片、SPOT5卫星图像对北川县典型研究区进行了512地震之后和924降雨之后诱发的滑坡解译,解译结果显示:512地震诱发滑坡1999个,924强降雨诱发滑坡828个,924强降雨导致原有地震滑坡面积扩大的滑坡150个。研究表明:地震和强降雨都是诱发滑坡的动力成因,924强降雨诱发的滑坡面积是512地震诱发滑坡面积的1/4倍,强降雨诱发滑坡的数量增加了41.4%; 强降雨不仅诱发新的滑坡,而且促使原来地震滑坡复活,并扩大其面积,强降雨导致地震诱发的滑坡面积扩大了原面积的68.7%。同时,在遥感解译数据基础之上,开展地震诱发滑坡与降雨诱发滑坡规模对比和控制因子耦合分析及地震与降雨耦合灾害链模式研究,为进一步分析研究地震灾区滑坡的产生、发展趋势、危险性和风险评价等预测预报提供科学依据,也为汶川震区恢复重建中的减灾防灾提供决策参考。  相似文献

With the increasing occurrence of disasters, how to respond to disasters has attracted a lot of interest. However, a systematic study of emergency response in disasters (ER) has been ignored. Based on the bibliometric analysis and visualization of 3678 journal articles (1970–2019) related to ER from the Web of Science, the current research situation in the field of ER has been studied. The important research questions and trends in the field of ER have been identified. In this study, the VOSviewer software is used to visually analyze publications about ER. Specifically, the most influential journals and authors, highly cited publications, authoritative research institutions, and co-citation are identified in this study. Moreover, the Ucinet software is applied to analyze the social network of 45 high-frequency keywords and the Citespace software is used to study the keyword citation bursts. The results show that the keywords “optimization” and “demand” are the most popular research interests. Besides, four main research topics on ER are summarized, which are emergency supplies and facility-related research, emergency preparedness and security-related research, emergency decision system-related research, and emergency medical rescue and cure-related research. Finally, this study puts forward the research work that should be paid attention to in the future according to different research topics, which can help researchers to understand the ER research progress systematically and focus on emerging research questions.

Appropriate emergency preparedness and response rely on social, economical, cultural, and political infrastructures, which vary widely according to the level of the development of each country. Mental health damages are among the consequences of absence of such infrastructure, which have not been studied comprehensively till to date. In most countries, planning for natural disasters and earthquakes has been mainly focused on physical and economical impacts; however, lessons learnt from recent earthquakes in Iran and other countries show that psychological impacts need to be considered more seriously. The first responder to an emergency is really the affected community, which consequently should be mentally prepared by appropriate training programs. These should include simple psychosocial interventions developed for people with average level of education in a way to be easily understandable and practicable. After the Bam earthquake, local community volunteers have been selected and trained to provide post-disaster mental health services.  相似文献

Drought is a normal, recurrent feature of climate that affects virtually all countries to some degree. The number of drought-induced natural disasters has grown significantly since the 1960s, largely as a result of increasing vulnerability to extended periods of precipitation deficiency rather than because of an increase in the frequency of meteorological droughts. This increase in drought-induced natural disasters has resulted in a considerable growth of interest in drought mitigation and preparedness worldwide. The purpose of a national preparedness plan is to reduce societal vulnerability to drought through the adoption of preventive, anticipatory policies and programs. This paper describes a ten-step planning process that nations can follow to develop a drought preparedness plan. This process, originally developed in 1987, has been the basis of discussions at training seminars on drought preparedness for developing nations in Africa, Asia, and Latin America. It has also been adopted, with appropriate modifications, by state or provincial governments and by municipalities. The process is intended to be flexible so that governments can add, delete, or modify the suggested steps, as necessary.Published as Paper No. 10946, Journal Series, Nebraska Agricultural Research Division. The geographic location of Bangladesh at the confluence of the three mighty river systems of the world renders her one of the most vulnerable places to natural disasters. Human-induced climate change exacerbates the problem. This study shows that the Government of Bangladesh has already established a multi-layered institutional mechanism for disaster management, with formal recognition of the role of various stakeholders. Historically, NGOs and other informal support mechanisms in the country also have made significant contributions during and after disaster recovery. Despite the presence of some strengths, such as long experience in disaster response and recovery, the people’s resilience, and donor support, the current management strategies suffer from a host of policy and institutional weaknesses. Most prominent is the absence of a functioning partnership among the stakeholders within these formal set-ups. What is lacking is the development and embodiment of a culture of collective decision-making in planning, in resource sharing, and in implementing disaster management policies and programs in an integrated and transparent way. The paper suggests a partnership framework to implement prevention, preparedness, response, and recovery phases of disaster management.  相似文献

黄土由于湿陷性、大孔隙、水敏性等特点,导致黄土地区的地质灾害广布,并且各灾种之间表现出明显的链生效应,使得黄土地区地质灾害的成因机理及防治研究愈发复杂。本文通过分析整理黄土地区典型灾害及灾害链事件,归纳了黄土地区灾害的发育现状,详细描述了两条典型的黄土地质灾害链式结构,并以天水大沟滑坡-泥石流灾害为例,阐述了黄土灾害链链生过程中的放大效应。根据黄土灾害研究现状,凝练了黄土灾害链研究中的3个关键问题,针对性地提出各自的研究思路,并指出今后需更加注重黄土灾害链的风险评价及断链措施方面的研究。本文针对黄土地区灾害链研究中若干问题的初步思考,旨在为后续的灾害链研究提供科学建议。  相似文献
