The global ‘land grab’ debate is going urban and needs a specific conceptual framework to analyze the diverse modalities through which land commodification and speculation are transforming cities across the globe. This article identifies new avenues for research on urban land issues by drawing on an extensive body of academic literature and concrete cases of urban land transformations in Asia, Latin America and Africa. These transformations are analyzed by focusing on three types of urban investments – investments in property, investments in public space and public services, and investments in speculation, image building and ‘worlding’ – and the way these investments are intermingled with and enhanced by processes of gentrification and speculative urbanism. Addressing real estate and infrastructure investments, speculation and gentrification through a land-based lens allows us to deepen the discussion on urban land governance in the global South. We argue that urban land acquisition cannot be thoroughly understood in isolation from the workings of urban real estate markets, public policies, and displacement processes. The urban land grab debate needs to consider the dialectic interplay between land use change and general socio-spatial transformations both in central – or recentralized – and peripheral areas. This is why we plea for a kaleidoscopic perspective on urban land governance by uncovering the complex patchwork of urban land acquisitions and their diverse temporalities and spatialities, their hybrid character in terms of actors involved, and the multiple and often unpredicted ways in which urban dwellers try to gain control over and access to urban land.  相似文献

Globally, transport literature indicates a strong effect of land use on urban travel as people living in low density suburban areas tend to travel more by car than people living in high density urban areas. This is because in dense areas, public transport is organised more efficiently and travellers tend to travel shorter distances. However, this assertion is frequently based on locations with efficient integration of transport within the land use planning framework. In Ghana and many African countries, it remains unknown whether the effect of land use on urban travel is strong as reported in developed countries and elsewhere. This research examines the effect of land use on urban travel in Ghana using Kumasi, the second largest city in Ghana, as a case study. Simple questionnaire survey with urban residents, semi-structured interviews with agencies and secondary data analysis were used for this research. Results indicate negative effect of land use on urban travel as there has been increased congestion in all the major road arterials in the city resulting in difficulty in commuting using motorised transport. Findings further show a weak effect of land use on urban travel, as areas experiencing change of land use have poor locational accessibility. The paper recommends innovative ways of meeting the growing travel demand of residents in the city such as the development of a light rail and bus rapid transit systems to help ease congestion and improve public transportation.  相似文献

The United States is often considered the progenitor of conservation planning in the world, the first to establish a vast public domain, for example. But with continued population growth, conservation planning on private lands—rural and at the urban fringe—continues to be a substantial challenge due to a tradition of local home rule in land use planning and strong private property protection afforded by the US Constitution. New “bottom-up” collaborative approaches, as well as other innovative strategies seem to be emerging. How effective these will be given pressures for growth and high property values remain to be seen without a rethinking of ideas of nature, a rebalancing of the role of property in American local fiscal regimes, and of private property rights.  相似文献

Rispana River flows through the heart of Dehradun, the capital city of Uttarakhand State, India. Uttarakhand had separated from Uttar Pradesh State in the year 2000; since then, Dehradun City has witnessed numerous changes. Both urban sprawl and densification were noticed, with around a 32% increase in population. The city had faced recurrent high runoff and urban flood situations in these last 2 decades. Therefore, the study was conducted to detect the change in land use/land cover (LULC), especially urbanization, through remote sensing data; and later to determine the impacts of such changes on the Rispana watershed hydrology. The LULC maps for the year 2003 and the 2017 were generated through supervised classification technique using the Landsat Series satellite datasets. The LULC change analysis depicted that mainly the urban settlement class increased with significant area among other classes from the year 2003–2017. It was noticed that majorly agriculture and fallow land (8.18 km2, which is 13.52% of total watershed area) converted to urban, increasing the impervious area. Almost all the municipal wards, falling in the Rispana watershed, showed urbanization during the said period, with an increase of as high as 71%. The change in LULC or effect of urbanization on the hydrological response of the watershed was assessed using the most widely used Natural Resources Conservation Services Curve Number method. It was noticed that the area under moderated runoff potential (approx. 10.23 km2) steeply increased during the lean season, whereas, high runoff potential zones (5 km2) increased significantly under wet season. Therefore, it was concluded that an increase in impervious surface resulted in high runoff generation. Further, such LULC change along with climate might lead to high runoff within the watershed, which the present storm drainage network could not withstand. The situation generally led to urban floods and affected urban dwellers regularly. Therefore, it is critical to assess the hydrological impacts of LULC change for land use planning and water resource management. Furthermore, under the smart city project, the local government has various plans to improve present infrastructure; therefore, it becomes necessary to incorporate such observations in the policies.

In 1914, Lagos was chosen as the capital of Nigeria and from then onward, the demographic and physical expansion of the city has been so dramatic that by 1960, it has grown into a metropolis covering about 70 sq. km with well over 1 million inhabitants. The inhospitable physical environment, and the locational decision by the British colonial authorities to develop Lagos as Nigeria's capital are largely accountable for the rate and nature of land use development. The predominance of swamps imposes large scale land reclamations as a precondition for land use development, while the administrative, industrial, commercial and transport functions devolving on Lagos as the federal capital and primate city attract massive in-migration at a much faster rate than the pace of providing urban social services. The lagos Executive Development Board (LEDB) dominated land use development for many years. In spite of numerous constrainst, the Board succeeded in carrying out extensive swamp reclamations, residential and industrial estate development. The decision to transfer the capital to Abuja will certainly reflect on future land use development in Lagos. Above all, it is a clear evidence that urban planning alone has failed to tackle the problems meaningfully.With only 10% of the total urban land as against 60% for residential purposes, industrial activity in Metropolitan Lagos is of great social and economic significance both in terms of industrial jobs directly related to manufacturing and indirectly in terms of commercial, transport, banking and insurance opportunities created. The geometry of land use in Metropolitan Lagos is gradually changing under the influence of urban renewal and highway development radiating from the inner-city to the hinterland which have attracted new and centre-city industrial and residential estates are springing up.  相似文献

The concentration of chloride (Cl?) in streams in northern regions has increased as a result of applications of deicers. This study focused on quantifying the relationship between land use and stream Cl? concentrations. The study area comprises two adjacent watersheds in central Illinois, with similar geology and climate but different land uses (agricultural and urban). GIS analysis delineated watershed land use and calculated road surface areas. Stream water samples were collected and analyzed for anionic composition. During the winter months, streams dominated with urban land use experienced a 20-fold increase in Cl? concentrations (range between 36 and 1350 mg L?1); Cl? concentrations in agricultural dominated streams also increased, but the increase was smaller (3X) and concentrations remained low (between 11 and 58 mg L?1). As road salts are not the sole source of Cl? in a stream, Cl? and bromide (Br?) mass ratios (Cl/Br) and Cl? and sodium (Na) molar ratios ([Cl]/[Na]) were used to identify potential sources of Cl?. The ratios indicate urbanized watersheds were impacted by road salts; agricultural watersheds ratios indicate other anthropogenic sources. A nonlinear relationship between urban land use and stream Cl? concentrations indicates urban land use as low as 23% results in elevated Cl? concentrations (greater than 150 mg L?1) in stream waters.  相似文献

The aim of this paper is to address two critical but largely neglected issues in the spatial analysis of urban crime which are spatial spillover effects of crime penetrating neighborhood boundaries and non-stationarity regarding the relationships between contextual factors and neighborhood crime. We use a GIS-based spatial approach to normalize the estimate of burglary crime at block group level and use the geographically weighted regression (GWR) to investigate the correlates of neighborhood crime. Results suggest that the use of normalized measure of neighborhood crime helps better reveal the spatial patterns of burglary crime and the use of GWR accounts for the spatial variations of relationships between contextual factors and crime. In particular, the normalized measure of crime has implications for improving the measurement accuracy of the risk of crime across urban neighborhoods and can be applied to the spatial analysis of other socioeconomic issues such as housing foreclosures and environmental hazards which are also plagued by the spatial spillover issue when geographically contiguous data are analyzed.  相似文献

自然资源、环境本底及生态地质条件调查是城市地质调查的基础,可为城市国土空间规划、建设及精细化管理提供有效的基础地质支撑。随着雄安新区城市进程的加快,使得其自然资源与生态环境发生了翻天覆地的变化。本文基于雄安新区综合地质调查成果,明确了雄安新区自然资源与生态环境本底条件,分析了建设周期内自然资源变化趋势,探讨了未来城市建设应关注的自然资源与生态地质问题。结果表明,雄安新区设立后,土地利用类型发生了巨大改变,林地面积增加约58.1 km~2,草地面积增加约2.0 km~2,耕地面积减少68.8 km~2,建设用地增加7.2 km~2,土壤质量以优质和良好为主;雄安新区浅层与深层地下水水位总体呈现从西北部往东南部流动,水位逐渐降低,局部存在地下水降落漏斗,浅层地下水水位埋深一般为5~20 m,以企稳回升为主,深层地下水水位一般为25~35 m,水位下降区占比仍较高;白洋淀湿地动植物资源丰富,水质逐渐好转;地热资源开采利用条件好,全区地热流体可开采热量为10.10×10~(16)J/a,折合标准煤346.03万t/a;应重点关注新区存在的生态环境地质问题如地面沉降及地裂缝、地下水水位变化、砂土液化、坑塘、软弱土等,避免因生态环境地质问题引发工程事故,必要时应采取有效的预防措施。  相似文献

National nature reserves in China protect ecosystem and well-being in its region while benefiting humans by providing ecosystem services. Land-use/cover changes result in changes in the landscape pattern and affect the provision of ecosystem service value (ESV). The monetary evaluation of spatial–temporal changes in landscape patterns and ecosystem services in the arid region of China has been inadequately studied. Therefore, the Ebinur Lake Wetland National Nature Reserve (ELWNNR) in the arid region of China was chosen as a study object to evaluate the spatial–temporal variation in ecosystem service values (ESVs) under changes in land use/cover. The research analysed land-use/cover change in ELWNNR using a Sankey diagram, the spatial–temporal variation in ELWNNR ESVs using ArcGIS. Meanwhile, it also analysed the landscape patterns and total ESVs of the core area, buffer area and experimental area of ELWNNR at a regional scale. Four Landsat data sets from 1972, 1998, 2007 and 2016 were chosen to estimate the changes in land-use/cover types and ESV in ELWNNR. Meanwhile, the sensitivity of ESV was also analysed to validate the estimation of ESV in ELWNNR. The results showed that the total ESV of ELWNNR was 3.12?×?109 CNY (USD$ 4.88?×?108) in 1972 and dropped to 2.71?×?109 CNY (USD$ 4.24?×?108) in 2016. The provision of total ESV in ELWNNR decreased by approximately 0.41?×?109 CNY (USD$ 6.42?×?107) from 1972 to 2016, although there were fluctuations in 1998 and 2007. The core area possessed the highest ESV among all the areas, showing an increase in the provision of ESV in ELWNNR. All the areas of ELWNNR became highly fragmented, and the landscape patterns became more complex during this time period. The results of the study provide sufficient information about the ecosystem services in the region in the absence of complete data sets and contribute to conservation planning of national nature reserves.  相似文献

国土空间开发适宜性评价是国土空间规划编制的重要基础,市县是落实主体功能区划的基本单元,市县级国土空间开发适宜性评价可为国土资源与空间更精细化的管理提供有效支撑。本研究从自然因素和社会经济因素两个方面构建了国土空间开发适宜性评价指标体系,对宜昌市农业生产适宜性及城镇建设适宜性进行了评价,划分出适宜、较适宜、一般适宜、较不适宜和不适宜5类区域。结果表明宜昌市适宜开展农业生产的土地面积为3412 km2,不适宜土地面积为7143 km2;适宜进行城镇建设的土地面积为748 km2,不适宜土地面积为14679 km2。农业生产和城镇建设适宜性评价结果均呈现出典型的区域特征,适宜区主要分布在东部的平原区,区域整体的国土空间开发条件好;不适宜区主要分布在西部山区,区域整体的国土空间开发难度大。适宜性评价结果与规划数据有部分出入,与土地利用现状相差不大,农业生产适宜等级的土地面积比耕地保有量红线面积多132 km2,分布于农业生产适宜和较适宜区的现状耕地占耕地总面积的73.98%;城镇建设适宜等级的土地面积比建设用地底线面积少611 km2,分布于城镇建设适宜和较适宜区的现状建设用地占建设用地总面积的77.99%。将评价结果叠加在谷歌卫星图上,在空间上观察是否与土地现状一致,结果表明农业生产适宜区的评价结果准确率达100%,不适宜区的准确率为93%;城镇建设适宜区和不适宜区评价结果准确率达100%。  相似文献

Land disputes are among the primary issues that Land Administration Systems attempt to accommodate. They derive from a variety of purposes including law, history, culture, traditions, administration and local geographical characteristics. There is no uniform approach in addressing land disputes and each country implements different resolution techniques. Ecclesiastical and monastic institutions throughout the world are owners of immense real estate property to such an extent that can indeed affect land administration policies. Greece is in the limelight of international attention due to its economical crisis and actually under pressure to modernise its dysfunctional land policy framework and create a stable investment environment. Within this framework, this paper investigates issues hindering proper land administration in Greece through the examination of a the resolving process regarding a case study in the island of Crete; a complex legal land dispute between the Greek State, two ecclesiastical institutions, a monastery and a church, and squatters took place, lasting for nearly 40 years. In order to evaluate this procedure and its impact on the development of the disputed area, a variety of data sources were accumulated and processed through time-based analysis. In this direction, cadastral survey’s contribution was examined along with land use change analysis, indicating how uncertainties in securing property rights on land, result in illegalities and trespassing posing significant barriers in land administration and management in the course of time. Although old and ambiguous in describing land boundaries the monasterial documentation might be, it proved sufficient to prevail over other litigants claims; the monastery was even adjudicated more than twice the size of the area that was claiming. By this investigation process, the distinct role of ecclesiastical institutions in Greece regarding land acquisition and the defects and malfunctions within Greek Land Administration System are presented. The paper concludes with the authors’ suggestions for addressing similar real estate property situations concerning land disputes.  相似文献

Ecosystem services are the basis of human living and development. Land use has significant effects on the ecosystem structure and functions, even its services. Using the remote sensing (RS), geographical information system and ecological economy theory, this paper analyzed land use changes of different eco-economic functional areas in Manas River Basin during the period 1958–2006 using different stage RS images. This paper selects the evaluation method obtained by Costanza et al. and Xie Gaodi, and the ecological sensitivity coefficient analysis, which analyzed the variation characteristics of eco-service values of different eco-economic functional areas. The results showed that the land use pattern has changed greatly from 1958 to 2006. The area of farmland and industrial area increased rapidly, while the forest area, grassland, water area and unutilized area decreased greatly. The total eco-service value of the river basin decreased from 3,529.64 US$ × 106 in 1958 to 2,559.88 US$ × 106 in 2006. There was 27.47 % net loss of 969.76 US$ × 106. The eco-service values of various land use types in the study area were close to the regional real values and the results were credible. There existed apparent temporal and spatial changes in the eco-service values of different eco-economic functional areas, and this significant change in the eco-service values was driven by economic development. Consequently, in view of eco-economic characteristics and ecological issues of various eco-economic functional areas, relevant strategies of ecological conservation were proposed for enhancing the general eco-service value of the river basin and realizing the regional sustainable development. Conclusion The sporadic application of ‘slum clearance’ programmes served only to exacerbate the already intransigent problem of urban housing shortage, as the example of Lagos has demonstrated. The continued application of Western assumptions in urban development (whereas they have since been modified in those countries) has inhibited a reassessment of issues in the Nigerian context. Some of the issues at stake have been considered in this paper. Conventional Western concepts have not only proved inappropriate to the realities of rapid urban growth and limited resources in Nigeria and most of tropical Africa, but have intensified the problems still further. In the context of Maroko slum clearance exercise as contained in this paper, they must be seen as an unsuccessful attempt to control rather than resolve the housing problems of the urban poor. I terms of planning five procedural steps are necessary to be followed to accomplish a desirable urban renewal exercise for the community. They are (1) to acquire land in accordance with the plan, consisting of purchase of land and the structures on it. (2) Relocation of residents from the acquired buildings into satisfactory quarters. The relocation exercise must be made not only mandatory on the government (local or state) undertaking renewal but made a legal requirement. (3) Site clearance — the razing of the structures on the land may be carried out only after the quality of such structures have been determined. This exercise also assumes that a process of data collection and analysis have been accomplished (social and physical). (4) Site improvements and supporting facilities and services are undertaken by the agency. Site improvements include streets, sewers, lightiing etc. Others may include parks, play ground, schools etc. (5) Land may be built upon by agency or sold to original owners if compensations have been paid. They may also be given back to owners with loans to rebuild either through self-help or cooperative venture. Amortization and interest on such loans should be made generous for the poor. Since demolition of housing must precede new construction in the project area, the existing stock of housing is decreased, forcing the displacees to seek shelter in the remaining housing in the city or erect squatter housing. This is especially likely at the low-quality end of the housing market, since the greatest reduction in the housing stock occurs there. The condition may remain depending on government’s degree of responsiveness. Perhaps the only way to avoid the problem of a reduced housing stock in any urban renewal project, thus curbing the incidence of the spiral process of slums among the poor, as the Maroko example has demonstrated in Lagos, is by building new dwelling units for relocatees before demolishing their present homes. Such policy would merge with general attempts to relocate the poor in suburbs, seeking a reduction in the concentrations of poverty in central cities of Nigeria.  相似文献

As the characterization of primary productivity of wetland ecosystem, the Normalized Difference Vegetation Index (NDVI) plays an important role in local ecosystem conservation for environmental management. In this paper, the correlations of NDVI and hydro-meteorological variables were studied in a water scarce area with emphasis on different land use types, namely water, wetland, residential land and farmland, during the growing seasons of 1999 and 2000. The significant NDVI changes were detected between spring and summer for all land use types. Due to the intensified industrial activities and excessive application of agrochemicals and organic waste materials over the last few decades, there is a great concern about the accumulation of potentially toxic elements (PTEs) in soils from north of Khuzestan Province, southwestern Iran. Therefore, a comparative study with a total number of 300 composite soil samples (0–10 cm) from industrial, urban, agricultural, forest, and rangelands; and 26 samples from the major types of soils parent materials was conducted to examine sources, pollution status, and the effects of soil properties, land use types, and the local lithology on the total concentrations of As, Pb, and Cu (measured using atomic absorption spectrometer (AAS) equipped with graphite furnace) in the soils studied. The mean values of Pb and Cu were 12.2?±?4.6 and 13.5?±?7.6 mg kg?1, respectively, slightly higher than the background values of the study area, but lower than the guideline values of Iranian Environmental Quality Standard for Soils. However, the mean values of As (1.72?±?1.15 mg kg?1) were lower than both background values and the guideline values of Iranian Environmental Quality Standard for soils. The greatest values of the geo-accumulation index (I geo), enrichment factor (EF), and the concentrations of Pb, Cu, and As were arranged as industrial > urban > agriculture > rangelands = forest land uses. The results also indicated that concentrations of all PTEs were greater in soils as compared to those in parent materials. Using principal component analysis (PCA), the origin of Cu and Pb with moderate to high enrichments was attributed to the inputs from both natural and anthropogenic sources.
