The article discusses how municipal planning and management can enable South Sámi and Norse cultural history to contribute to local development in two sparsely populated mountain municipalities in south-east Norway. The authors’ methods comprised document studies of relevant planning documents and treatment of single cases, and interviews with actors at different levels, who were responsible for cultural heritage, land use planning, industrial development and reindeer husbandry. The findings revealed that the organization of cultural heritage management was extremely fragmented in terms of responsibilities, activities and localization. Responsibility for managing Norse and Sámi cultural heritage is divided between counties and the Sámi Parliament, and the municipalities have no legal responsibilities. This fragmentation contributes to the neglect and marginalization of cultural heritage management in general, and especially the management of Sámi cultural heritage. The discourse of attractiveness based on competing for in-migration from other municipalities holds a hegemonic position in both municipal master planning and regional planning. The authors conclude that a different approach based on local community development, namely the residential place, should be prioritized, whereby cultural heritage is used to strengthen the inhabitants’ knowledge, identity and ‘sense of place’.  相似文献

It is often assumed that places of cultural significance to Aboriginal and Torres Strait Islander peoples are protected under cultural heritage legislation such as the Aboriginal Cultural Heritage Act 2003 in Queensland. Such Acts are improvements on previous policies, which all but neglected Aboriginal cultural heritage. Nevertheless, the aims of policies developed at wider geographic scales, such as States within the Australian system, continue to be disconnected from the experiences of some local Traditional Owners. In this paper, we examine conflicts between non-local policy and on-ground management decisions for Aboriginal cultural heritage in peri-urban Queensland. We focus on the challenges of local Traditional Owners in peri-urban landscapes, basing our discussion on recent experiences conducting research on Indigenous land management in southeast Queensland. We examine three case studies: one in which colonial heritage values were prioritised over existing Aboriginal cultural heritage values, a second where local government failed to support a private landholder’s attempt to identify and protect a cultural heritage site, and a third where a cultural heritage site was protected but in a way that restricts the continuation of cultural practices. Developing more productive and equitable relationships between Traditional Owners and non-Indigenous decision makers, with regards to Aboriginal cultural heritage, requires new locally developed processes for engagement and we suggest how this could be achieved.  相似文献

以湖南省龙山县惹巴拉村寨为例,采用文本分析法与深度访谈法,基于社区增权视角,优化文化遗产地治理路径。结果发现:1)文化遗产地社区失权体现在经济失权、心理失权、社会失权及政治失权4个方面。2)文化遗产地通过权力合作、权力共有及权力激励等社区赋权方式再分配资源、权益及资本。3)权力共有路径下,强化政策透明度和社区话语权,有助于社区主体参与治理;权力合作路径下,扩充资源分配渠道、强化主体合作关系,有助于社区治理渠道扩展;权力激励路径下,规范治理主体、治理对象及监管方式,有助于社区治理政策细化。文章借助“社区增权”理论,将旅游引发的“社区失权”改进为“社区增权”,补充完善文化遗产地治理研究,可为其他少数民族文化遗产地的治理提供参考。  相似文献

全球文化景观遗产的时空分布及列入标准分析   总被引:1,自引:0,他引:1  
经过长期的探索,自1992 年文化景观被正式列入世界文化遗产类型到2013 年的20 余年间,共有54个国家和地区的85 项文化景观遗产诞生。文章以联合国教科文组织世界遗产官网的文化景观遗产信息为数据源,统计并分析其时空分布、评价标准和遗产类别,结果显示:1)文化景观遗产数量在20 a间呈持续增长趋势,欧洲增长趋势与全球类似,亚洲增长潜力大;2)文化景观遗产集中分布在气候条件适宜人类生活且经济较发达的北半球中纬地区,欧美地区文化景观遗产数量超过全球的50%。大洲中欧洲约占全球的一半,亚洲其次,遗产大国以欧洲发达国家如意大利(6 项)、法国(5 项)、英国(4 项)和德国(4 项)为主,中国也已有4 项;3)入选的85 项遗产主要符合评价标准(iii)、(iv)和(v),说明文化景观遗产价值的评价焦点为表现遗产地独特人地关系的持续演进和延续能力;4)对51 项文化景观遗产类型进行的统计表明:具有持续特征的有机演进类约占60%,是国际主要关注类型;5)世界文化景观遗产全球共识将在未来使其空间分布相对均衡,中国尚有较大的申报空间,重构文化景观遗产类别将利于其申报和保护。  相似文献

农业和渔业社区,除食物生产这一基本功能之外,其生物多样性及历史、文化功能正在日益引起人们的兴趣。一直以来,农业遗产系统及韩国重要农业遗产系统的发展都是大韩国民国中央政府的关键目标。在农业遗产系统发展的大前提下,一旦遗产受到损坏,假定其恢复及技术转让变得不可能,则需要开展针对其保护管理的详细研究。作者分析了几个由地方政府上报的韩国重要农业遗产系统实践案例,主要目标是确认每个案例的独特性,同时考量遗产性质、遗产面临的威胁,以及当前保护措施。作者发现,最常见的威胁是,由于农业环境的变化,维护遗产的种群在减少。相应地,每处遗产地都把大力发展当地旅游活动作为解决措施,但当前围绕旅游业制定的管理计划可能导致遗产地受到进一步的损害。作者根据分析,提出未来规划三大重要方面:加深对遗产的理解和认识;要有足够的空间来维护遗产的特性;要有新的产业计划以维持生产活动。这些建议将确保遗产保护和自然环境保护,以及通过生物多样性来确保农业和渔业社区获得有益养护。  相似文献

以江苏为例,运用地理学相关方法将非遗的时空分布可视化,并探讨其分布的影响因素。研究表明:江苏非遗在时间上呈“迂回向南”发展轨迹,其数量和类型在不同阶段具有明显差异;在空间上呈聚集性分布,分别在苏州、扬州、南京、常州、镇江和南通形成6个高密度核心;通过地理探测器分析,得知河流水系、政策导向、历史文化和经济等因素对非遗的时空分布有较大影响。由此得出重视江苏大运河文化带建设、将非遗纳入文化生态系统内整体性保护、正视非遗与经济合理互动等启示。  相似文献

全球范围对"文化景观"重新燃起兴趣需要从多维方式来解释。传统栖息地,人民和他们在特殊环境里的生活方式的价值改变过程是和与遗产地有关的"文化、社会和经济建设"的引入密不可分的。自上世纪90年代开始,文化景观作为一种新型遗产列入联合国教科文组织世界遗产名录,它强调人类与环境相互作用的重要性,需要了解景观在时空上的动态性。观念的变化产生了对标志性景观和传统社区的"动态保护"。从交叉学科的视角来理解这一交互过程对规划和保护可持续遗产景观至关重要。遍及全世界的各试点项目和案例研究都引起了关于遗产景观的可持续性和旅游的至高无上作用的批判性反思。全球重要农业文化遗产(GIAHS)能否受益于旅游产生的经济资源,需要基于研究的方法来分析机会和预期,评估其战略政策和自上而下的政策。  相似文献

非物质文化遗产不仅是来源于过去的特定区域的传统实践,更是生成于全球化体系中面向未来的现代文化政治和文化经济过程。因此,本文尝试以跨地方性理论为切入点,架构非遗的形成、运作和认同的社会—空间过程,在此基础上使用跨地方聚合的思想重新概念化非遗实践,将其解读为多元主体权力关系中介下,由跨地方异质性要素聚合而成的不稳定的开放系统,以区别于固有对非遗实践“稳定”“以人为中心”和“边界化”的认知。通过分析云南鹤庆银器锻制技艺和摩梭纺织技艺两个案例来呈现非遗实践作为跨地方聚合的过程及特性,以及非遗传承和保护由此所面对的机遇和挑战,呼吁在重视非遗服务于乡村振兴等发展战略的潜力时,要进一步认识非遗实践的跨地方性对本土社区的影响,反思遗产原真性和文化价值与当前非遗实践的关系,强调在非遗全球化生产和消费中保持其与本土认同和本土生计之间的关联。  相似文献

Protected areas that are created to safeguard environmental values such as Indigenous culturescapes may in fact significantly fail in this task. This study concerns such an instance in far north-west Tasmania, where the government adopted a multiple-use resource conservation-development management model for the Arthur–Pieman Conservation Area (APCA). The model offers protection of cultural heritage values whilst permitting numerous community recreational and commercial uses. One particular objective is to protect ‘an extraordinary richness of Aboriginal cultural heritage’ in one of Earth's great archaeological regions (DPIWE, Arthur–Pieman Conservation Area Management Plan, 2002, p. iii). Yet under the auspices of multiple use, Aborigine and others report unremitting damage and loss of ancestral values. To examine how this is so in an actively managed protected area, perceptions of 16 environmental professionals and local residents engaged in APCA planning and management are used to identify three major challenges for appropriate custodianship of the Aboriginal cultural landscape: Aboriginal–Eurocentric conflicts; limited community governance capacities; and deficient regulatory provisions. It is concluded that APCA multiple-use management of heritage conservation is ineffectual and that an alternative governance model is required urgently. The management challenges examined here offer insights for problematic Indigenous cultural heritage conservation in other jurisdictions of Australia and elsewhere.  相似文献

ABSTRACT

Efficiency in agricultural food production has long been in focus and this has affected the spatial structure of agricultural land use. One outcome has been extensive criticism based on a wide range of negative consequences, such as for biodiversity, accessibility, cultural heritage, and aesthetics. In line with the European Landscape Convention (ELC), management of people’s everyday landscapes is important. In Norway, agricultural landscapes are the ‘everyday landscape’ for a large proportion of the population. The aim of the article is to contribute to the understanding of landscape changes perceived as positive or negative by the inhabitants. The authors focused on grain-crop dominated landscapes and the impact of smaller non-crop elements on people’s landscape preferences. They administered a photo-based questionnaire using manipulated photos to assess preferences for different agricultural landscapes. Additionally, people’s perceived objectives for the agricultural sector and agriculture’s primary functions were assessed. The results documented positive perceptions of added landscape elements and that people were both aware of and agreed on the multifunctional role of agriculture. The authors conclude that if the public’s preferences are to be taken into consideration, such as during policymaking, it is important to maintain various landscape elements in the large-scale grain field landscapes of Norway.  相似文献

曲阜是中国历史文化名城,拥有“孔子故里”“东方圣城”“儒家文化发源地”等多个文化符号。然而,曲阜今日的景观格局是在历史发展过程中逐渐形成的。在这一过程中,为什么有些景观保留了下来,且影响日益扩大,而有的却湮没无闻?其背后的运行机制是什么?这些便是文章要探索的问题。已有关于文化景观的研究对景观的层累特性以及形成原因多有涉及,但较少分析层累过程中景观的筛选问题以及具体的机制效应。采用文献分析法,利用历史文物、历史文献和规划资料,以曲阜为例分析了城市文化景观的历史层累过程及其机制。结论如下:1)国家文化认同需要是造就曲阜文化景观历史层累及演变的主要原因。历史上,国家对儒学正统的不断强化,使曲阜与孔子和儒学有关的景观地位被不断抬高,而其他人文景观则被有意无意地忽略,导致最终消失。2)经济动机是当代曲阜文化景观维护与建设的重要标准。在当代,曲阜人文景观建设以服务旅游经济为目的,儒家文化的物质表征成为招揽游客的招牌和被消费的对象。3)鉴于曲阜在中国传统社会中的特殊地位,其人文景观被贴上了孔子与儒学的标签;但从另一方面看,这也限制了其城市景观多元化发展的可能性。  相似文献

Community mapping is a relatively new tool with considerable potential in giving practical effect at the local level to sustainable development rhetoric. As a repository of socially constructed knowledge, it has considerable value in democratizing information both in terms of what is recorded and public access to it, in a manner that facilitates more meaningful participation of non-experts in planning and advocacy processes. Focusing on a community mapping project in Galway, Ireland, this research paper explores how the city's municipal authority is employing community mapping not just to record and promote the city's social, environmental, economic and cultural assets but also as a practical tool to bolster public participation in policy-making and to improve local communities' trust in the municipal authority, thereby shaping sustainability practices through enhanced governance.  相似文献

在旅游开发背景下,目的地社区文化记忆的代际延续与传承对居民的地方认同具有重要意义。本文借助文化记忆媒介的理论框架,依托23位本地居民的深度访谈,探究旅游影响下代际间记忆传承的时空媒介信息与延续性要素。研究发现:① 在旅游开发影响下,虽然新一代与老一代居民在文化记忆空间的认知与表述上存在差异性,但记忆媒介在旅游发展中的保留与存在,依然对构建居民地方认同的连续性发挥着积极作用。② 记忆媒介力量的发挥需要人-地-叙事的互动与共在。清真寺、家、以及背街小巷中的老餐馆等空间作为代际之地,既是父辈与子辈共享共同回忆的交往空间,也是居民在不断发展的旅游情境中寻找连接当下与过去的重要情感媒介。③ 由记忆媒介建构的记忆的延续性可以强化认同在时间上持续性与空间上的一致性,并对社区群体建立文化的凝聚力与自信力具有触发性。  相似文献

文化遗产景观是地域文化的符号表征,文化遗产景观基因则是地域文化代际传承的基本“遗传”单位和文化遗产景观形成的决定性因子。目前文化遗产景观基因研究已成为文化地理学的重要方向之一。通过识别与提取隐藏在文化遗产景观内的文化基因,可反映出地域文化的基本特质。传统村落是最具代表性的地域文化遗产景观,整体上延续和传承了中国优秀的传统文化,并集中体现在传统村落内的文化遗产景观之中,对传统村落进行遗产性景观基因识别研究可揭示地域文化的人文地理性和传统村落的社会文化性。基于地域文化遗产景观基因理念,以陕西省35个代表性传统村落为例,首先从宏观和中观尺度,分析了传统村落遗产性景观的文化环境特征;其次从微观视角,建立了传统村落文化遗产景观基因识别指标体系,综合运用景观基因识别与提取方法,对传统村落文化遗产景观的基因特征进行分析,识别出传统村落的地域文化特质。本文旨在从文化地理学的视角认识和保护传统村落文化遗产景观,为实现传统村落的文化复兴提供科学依据。  相似文献

为了解析群体间认同差异以及掌握群体认同的转变特性,首先从遗产认同的概念出发,从主客体的视角提出其操作化的定义,并构建了遗产认同的形成路径。随后在此理论框架下,以世界文化遗产永顺老司城为案例地进行理论演绎研究,运用文献资料法、半结构访谈法收集资料,运用话语分析法清洗资料。研究发现:1)老司城遗产认同的客体是遗产化进程中遗产本身被生产、被界定、被再利用以及被破坏等的产物。即中央治理少数民族地区的政治场所,是被认定的各级遗产,是解决居民生计和提高生活幸福感的工具,亦是重要的文化旅游资源。2)老司城遗产认同的主体是遗产化进程中遗产附着群体对遗产的认知、情感、评价和行为等方面。即政府和管理机构工作人员眼中具有独特价值的文化遗产,是带动当地发展的旅游资源;专家学者用以研究土司文化的重要考古点;居民眼中增强族群凝聚力且带来生活改善的历史遗留;游客用以收获新知和感受民族情怀的民族文化遗产。不同群体的遗产认同表现出了非均质性。3)老司城遗产认同客体和主体都具有转变性,这是由在遗产化过程中遗产本身的功能以及遗产附着群体对遗产的不同利用所决定的。因此,根据遗产化进程制定相应的遗产发展战略,引导不同群体形成积极认同,正确展示遗产价值,对遗产保护利用、遗产地治理工作有重要意义。  相似文献

Urban renewal infill projects adjacent to university campuses provide ideal opportunities to create mixed-use landscapes with lasting character and strong place identity, especially when planning guidelines promote sustainability and smart growth principles. Despite such conditions, powerful growth coalitions can still manipulate the development process so that projects are altered to serve their own interests. This research examines how an innovative infill project in Colorado Springs devolved into a very traditional, automobile-oriented big-box shopping center unlikely to serve the needs of students or create a lively destination site. We analyze the strategies of powerful stakeholders and public agencies during the development process to determine how such a breakdown could occur. We conclude that a deregulated political culture empowers the growth machine coalition to define the "reality" of what can and cannot be built, perpetuating the creation of placeless, generic landscapes insensitive to local site characteristics or alternative visions.  相似文献

分析了拟建的湖南东江湖国家湿地公园的资源(产)与服务功能体系,主要包括物质生产、生态、旅游休闲功能和科研文化功能4个方面,并对其价值进行了定量估算,得出东江湖湿地公园总价值不完全估计可达1057070.74万元/a。定量化价值估算能更好地为东江湖湿地公园的规划和建设服务,以确保东江湖这一具有人类资源文化遗产价值的森林—湿地复合生态系统得到有效保护与可持续利用。  相似文献

Aboriginal cultural heritage protection, and the legislative regimes that underpin it, constitute important mechanisms for Aboriginal people to assert their rights and responsibilities. This is especially so in Victoria, where legislation vests wide-ranging powers and control of cultural heritage with Aboriginal communities. However, the politics of cultural heritage, including its institutionalisation as a scientific body of knowledge within the state, can also result in a powerful limiting of Aboriginal rights and responsibilities. This paper examines the politics of cultural heritage through a case study of a small forest in north-west Victoria. Here, a dispute about logging has pivoted around differing conceptualisations of Aboriginal cultural heritage values and their management. Cultural heritage, in this case, is both a powerful tool for the assertion of Aboriginal rights and interests, but simultaneously a set of boundaries within which the state operates to limit and manage the challenge those assertions pose. The paper will argue that Aboriginal cultural heritage is a politically contested and shifting domain structured around Aboriginal law and politics, Australian statute and the legacy of colonial history.  相似文献

This paper explores how the state and others involved in the ‘development enterprise’ in Timor‐Leste are (mis)recognizing the potential of the existing environmental governance and exchange capacities of local customary institutions and practices in relation to water supply and management. Examining the problematic of water supply in a particular place‐based instance – more specifically, the intermesh of the customary, state and market sectors – it ponders how customary institutions might be better supported to extend their range of political and economic credibility and contribute to a reconfiguration of dominant community managed water supply models. Drawing out the workings of a ‘diverse economy’ where a customary economy is enmeshed with, and to some extent undermining, a weak capitalist sector, the paper argues that a failure to address issues of resource ownership and control and to engage the strengths and import of local customary institutions will have serious ramifications for the successful implementation of national development objectives in post‐conflict Baucau city and elsewhere in Timor‐Leste. Instead, it argues for an enlivened development approach wherein locally socialized landscapes are recognized as credible political sites with which ‘development’ can engage and power relations can shift.  相似文献

以对黄山市徽州区呈坎古村居民和游客的问卷调查和半结构式访谈为基础,综合运用独立样本t检验和ArcGIS空间分析等方法,分析了文化景观在地方集体记忆建构中的作用。结果显示,无论居民或游客,都对呈坎古村的宗族文化和风水文化形成了集体记忆,而罗东舒祠和水口园林等文化景观则在建构地方集体记忆中发挥了重要作用。但由于与景观接触的方式不同,居民比游客更重视景观的真实性,相对排斥重建和新建的景观,也较少受到导游词的影响;而游客则对景观的真实性不敏感,文化景观和导游解说都可能影响游客的地方记忆。因此,为更好引导对古村落的集体记忆的建构,不仅要重视保护传统文化景观,更要在景观重建或新建过程中尊重居民的建议,争取在居民的传统意识和游客的旅游想象中实现平衡。  相似文献
