The volatility of British Columbia’s (BC’s) forest industries over the last three decades has not only reflected the immediate impacts of demand fluctuations arising from the broader vicissitudes of capitalist economies but the evolutionary implications of industrial and resource dynamics. The 1980s recession in particular marked a turning point in the evolutionary trajectory of BC’s forest industries, associated with global paradigmatic changes driven by flexibility imperatives, the maturation of the forestry resource cycle to the plateau or fall-down stage, and conflicts caused by environmental, social and trade protectionist opposition to vested industry interests. This paper focuses on the broad contours of the restructuring of BC’s forest industries since 1980. Conceptually, the paper elaborates a resource industry life-cycle model (RILCM) that integrates industry and resource cycle dynamics and the implications of economic crisis. Empirically, the analysis uses longitudinal output and employment data, summaries of the policy re-regulation of the BC forest economy since 1980, and comparative static plant-level data, 1980–2008. The analysis reveals the 1980s recession as a turning point in the transformation of BC’s forest industries, characterized by high levels of volatility and long-term decline in the main commodities. Industrial restructuring has also witnessed a fragmentation of production, the emergence of small firm dominated value-added activities, and broad changes to the coreperiphery structure of the forest industries within BC. It is argued that evolutionary approaches to economic geography need to incorporate resource peripheries and crisis and acknowledge the role of crisis and non-economic factors in shaping regional transformation.  相似文献

This study analyzes pro-wind, “anti-environmental” discourses prevalent among key stakeholders in Nolan County, Texas, the epicenter of US wind power. We draw upon interviews conducted within a Q-method study to examine environmental views held by key actors in wind-farm development. We frame our analysis within the theoretical field that engages the formation of environmental subjects, defined as the process through which individuals and communities align their environmental practices with state ends. We argue that this is a process that can be incomplete or in tension with other subject positions, which together may lead to unexpected environmental views. We introduce “environmental skepticism,” defined as a rejection of ecological science steeped in deep anthropocentrism and possessive individualism, as a dominant counter-narrative informing certain environmental subjectivities. The remainder of the paper describes Texas wind stakeholders’ views or subject positions on energy and the environment and reveals how environmental skepticism is not overturned even as renewable energy supports the local economy. We analyze wind stakeholders’ environmental subjectivity in terms of emergent subject positions as “reflexive environmental skepticism,” a view that accepts the economic products, processes, and policy innovations advocated by ecological modernization without accepting the core claim that innovations are required to adapt to environmental change.  相似文献

Studies of forests in Africa employ the term zone to denote a particular type of forested area. This limited usage speaks to a need for human geographers to pay more attention to elaborating and engaging with the concept of the zone. This article shows why human geography should pay the ‘zone’ more attention. Using Cameroon’s humid forest zone (HFZ) as a case study, the article focuses on how conceptual elaboration of the ‘zone’ can inform analyses of the food product trade in Cameroon. This trade is organized around various types of buyers and sellers (or buyam–sellam in pidgin), and offers a wide variety of wild products to Cameroon’s urban food consumers, including fruits and vegetables, game meat, condiments, medicinal plants, and fibers. Drawing on fieldwork surveys, interviews and focus groups in twenty-four markets of 203 buyam–sellams and 197 of their customers during the wet and dry seasons, this article analyzes narratives about Cameroon’s wild food zone. It ultimately shows what scholarly attention to the ‘zone’ offers in this case that other spatial concepts do not.  相似文献

Indian agriculture is trapped in a complex nexus of groundwater depletion and energy subsidies. This nexus is the product of past public policy choices that initially offered opportunities to India’s small-holder-based irrigation economy but has now generated in its wake myriad economic, social, and environmental distortions. Conventional ‘getting-the-price-right’ solutions to reduce these distortions have consistently been undermined by the invidious political economy that the nexus has created. The historical evolution of the nexus is outlined, the nature and scale of the distortions it has created are explored, and alternative approaches which Indian policy makers can use to limit, if not eliminate, the damaging impacts of the distortions, are analysed.  相似文献

Reducing Emissions from Deforestation and forest Degradation (REDD+) is envisioned as a performance-based incentive to influence forest use behavior and governance towards the preservation and management of forests. In relatively forest-rich Lao PDR, the policy space that REDD+ planners are attempting to navigate is populated by enduring political and economic interests that affect the country’s forest estate. A further layer to the problem of REDD+ planning is the tension between often expert-driven, externally proposed solutions; national ownership over interventions; and the extent of political will to take action to reform currently unsustainable patterns of forest and forest land exploitation. This paper draws from a series of semi-structured interviews conducted in 2013–2014, to develop a political and institutional analysis of the limitations to the effectiveness of REDD+ in steering towards a lower forest-derived emissions trajectory in Lao PDR. While internationally-driven projects follow long-standing national objectives to varying degrees, it remains unclear how REDD+ can target main drivers of deforestation in the absence of a more politically engaged and nationally-owned planning process, that also challenges the prevailing logic of avoiding these drivers. Despite the importance of improving domestic ownership over REDD+, this would arguably be of limited impact unless oriented towards transformational change that would seek to overcome political and economic barriers to avoided deforestation. Stronger ownership could be developed via more mutually driven REDD+ planning, while tackling main drivers of deforestation necessitates as a starting point the engagement of powerful actors that have so far been absent from REDD+ debate.  相似文献

While a bottom-up approach to identifying problems affecting food production among small-scale farmers has been urged as an appropriate means of finding sustainable solutions, few studies have determined the practical process of doing so and measured the outcomes of such an approach. This paper uses information gained mainly through focus groups with small-scale farmers and semi-structured interviews, to identify farmers’ perceptions of reasons behind low yields and low agricultural production in three communities of Cameroon’s North West region. Three biophysical factors are identified as the main reasons of low production: the long and more frequent dry spells and late start of the start of the rainy season. Three socio-economic reasons are identified as most important: land scarcity, money to invest in agriculture and labour scarcity. Farmers rank their reasons based on the importance to their agricultural production in their local area. Some of the important claims made by farmers are tested using field data and statistical analysis. These include the claims that: (1) the rainy season is increasingly starting later than it used to; and (2) the length of dry spells are increasingly longer than they used to be. The results of these statistical tests are significant, showing that farmers’ knowledge of some of the local problems affecting their activities can serve as an important input into formal research and policy design. Peoples’ understanding of a problem affects the way they will act on it—in terms of searching for solutions and implementing change. Farmers can therefore provide useful insights on why they think there are large yield gaps within their local production environments. The current agricultural development policy of the Cameroon government is advocating greater public–private engagement and can benefit from farmers’ inputs and opinions in the design of relevant policies. In the same light, nonlocal based researchers and research institutions can draw on farmers’ knowledge to create and accumulate knowledge on sustainable solutions to problems of low yields and low food production in Cameroon.  相似文献

Public policy concerning groundwater is often complex, with diverse competing interests. With many countries facing similar challenges, it is instructive to examine the policy approaches that have and have not worked abroad. This article contributes to an international exchange of ideas on how best to approach these common problems by explaining how Sweden regulates its groundwater resources. From constitutional foundations to the practical details associated with applying existing policy, a synopsis is provided of groundwater jurisprudence in Sweden. Multiple governmental agencies are involved with groundwater policy in Sweden; this decentralized approach is probably a function of the natural abundance of clean aquifers throughout the country. Historically, the easy accessibility of high-quality groundwater made it a low priority in the context of environmental policy. It has simply never been an economic necessity to control groundwater resources through a single, unified governmental agency. Sweden is lagging behind many industrialized countries when it comes to implementing policies that protect and manage groundwater. Despite this, there are elements of Sweden’s approach that are highly innovative and possibly unique globally and which therefore merit discussion.  相似文献

Fire management policy is an intrinsic tool that cannot be neglected in the management of the processes of sustainable natural resource utilisation and human-induced burning in savannas but that has rather been a predominating case in most savanna regions in sub-Saharan Africa. Where an official fire policy exists, it is principally not efficiently implemented or consistently practised. New fire policy trends have recently emerged out of institutionally vibrant relations amongst environmental non-governmental organizations (NGOs), local civil societies and government institutions in Ghana. The real outcomes from the relations have been the formulation of a new fire policy and unprecedented (re)production of robust institutional capital suitable for the management of savanna fire and the environment. This article draws on these outcomes to review fire occurrences and contemporary fire policy issues, the essence of building environmental NGO alliances and the prospects of engaging major grassroots stakeholders in fire management processes. It then explores new convertible indicators from and within the subspaces of the policy to generate important information to further new theoretical thinking of fire policies rather than conventionally uncritical rethinking of fire management in the savannas.  相似文献

In 2014, Tesco – one of the world’s largest food retailers – revealed that it had generated almost 57,000 tonnes of food waste in its UK operations over the previous twelve-month period. This shocking statistic added to existing evidence of a significant environmental and social problem in the UK and across the world. This paper utilises convention theory to examine the role of major retailers in the context of this global problem and assesses their motivations for acting on food waste. Drawing on interviews with key stakeholders (including major retailers), the analysis investigates their main justifications for action on food waste. It finds that retailers mostly appealed to three conventions or ‘orders of worth’ (civic, market and opinion) and used these as a basis for their commitment to food waste reduction. We argue that the combination of these different justifications is feasible and necessary in the context of the retail sector but that they may also lead to some unintended consequences (in the retail sector and beyond). Crucially, we demonstrate how the dilution of civic justifications (by their financial and reputational counterparts) might produce negative outcomes and inaction as retailers attempt to adhere to the so-called ‘food waste hierarchy’. The paper highlights the continuing significance of convention theory as a framework for analysing possible responses to the social and environmental challenges confronting global agro-food systems.  相似文献

The expansion of modern agriculture in developing countries presents numerous challenges for environmental policy makers. Environmental policies for agriculture in north-eastern Brazil’s soybean belt are analyzed, with emphasis on the role of a non-state actor in leading policy reforms. An organization representing large farmers is leading policy reforms to reduce the environmental impacts of modern agriculture. By contrast, state agencies are relatively weak and ineffective. The analysis situates this question conceptually in literatures stressing the political and structural causes of corporate environmentalism and literatures explaining the increasingly strong role of non-state actors in environmental governance. The case study focuses on the content of reforms, reasons why the non-state actor is so prominent, and the implications of policy reforms. State agencies face major challenges in environment-agriculture policy debates in places where environmental subsidies are unlikely, environmental information is poor, and organized private interests are influential.  相似文献

Geographers increasingly advocate placing research in the public arena and the creation of work that is useful for public policy makers. Existing literature indicates some approaches that have bearing on these goals, such as using participatory action research, clarifying positionality, and attending to the nature of discourse. It does not, however, generally offer empirical cases of addressing the goals being advocated. This article narrates an experience of a collaborative effort among two institutes for research on women and a community funding agency as they created and disseminated research aiming to influence public opinion and foster advocacy in support of policies to improve women’s lives. Among the issues addressed are the importance of networking, of identifying effective partners, of adapting research to incorporate the priorities of stakeholders, and of engaging the support of media professionals. It discusses barriers encountered, strategies adopted to address them, and compromises in the process.  相似文献

The Pygmies are among the remaining ‘savages’ in West and Central Africa. This paper demonstrates how the governance of nature through sedentarization, the creation of national parks as a mechanism of forestry conservation and the failure to endorse standard environmental safeguards in the creation of the Tchad-Cameroon pipeline project have led to the devastation of the livelihood of the indigenous pygmies. Simultaneously, by categorizing the Pygmies as a ‘primitive other’ despite the very dynamism of the concept of culture, the state of Cameroon has excluded them from the benefits of postmodernist development. I demonstrate that projects aimed at modernizing them, and achieving sustainability have instead accentuated their exclusion because of their presumed cultural isolation, led to their deep entrenchment in poverty and resulted in complete erasure. The failure of these projects is due to the clash between global and local perspectives and interests over the Western protectionism and nature aesthetics that underpin conservation and development schemes, and the government’s failure to ensure that developers fulfill their obligations to affected communities, as well as the non-recognition of the multiplex relationships between hunter-gatherers and farmers that is based on cultural, historical and political ecology. Against this backdrop, development has thus, become a process of erasure in which the livelihood of the Pygmies has been balkanized and their cultural existence and identity, negated.  相似文献

This paper presents a relational approach to the study of poverty (Mosse, 2010), and uses this to critically evaluate state strategies for identifying and alleviating poverty in Kerala, India. It traces these from national planning documents through to their point of implementation, drawing on qualitative research in two of Kerala’s poorest Districts. Ideas of participatory poverty classification, economic self-reliance and political empowerment are laudable national policy goals, and Kerala has shown innovation in its adaptation of these within the State’s devolved structures of local governance. However, both the framing of policy and its implementation reproduce ideas of individual transitions out of poverty which indicate that the state pays insufficient attention to the highly unequal social and economic relationships reproducing poverty in contemporary Kerala – in short, to poverty’s inherently political nature.  相似文献

Using the Canadian Arctic as a case study this paper explores how Internet-based research can be used to advance area studies in an era of rapid global change. Regions of the world are rapidly changing due to social, technological, and environmental processes, and traditionally marginalized groups are increasingly using digital tools to help shape new geographical imaginations of these regions. Digital research is uniquely capable of analyzing these political uses of digital technologies, to produce a better understanding of how many different stakeholders are shaping emerging geographical imaginations. The Canadian Arctic offers a particularly powerful case study to understand these processes both because it represents a geographic region that is complex, multi-scalar, and rapidly evolving, and also because it is a region in which traditionally marginalized indigenous groups are using the Internet to increase the visibility of their perspectives. This paper develops an innovative methodology, combining computational analysis of ‘big data’ along with traditional forms of qualitative analysis, to analyze representations of the Arctic across the websites of five different organizations. These organizational websites were chosen because each of the organizations has a different relationship to the Arctic, operates at a different geographic scale, has some relevance to areas of the Canadian Arctic in which Inuit live, and has a large website. The analysis successfully reveals how these different organizations use the web to shape different types of geographic imaginations of the Arctic, as well as the types of discursive politics being used by the organizations to push forward their own political goals. The result is a powerful form of area studies capable of highlighting the geographic imaginations and re-imaginations of a complex set of actors operating at many different scales.  相似文献

Land is the core of the predominantly agrarian economy of Cameroon. It is therefore an important factor of production to both men and women particularly in rural areas. While the legal framework in Cameroon advocate for equal rights and opportunities to resources, the majority of rural women who are mostly peasant farmers can neither inherit nor own land due to gender discriminatory customary practices. This study examines some of the arguments for sustaining these customary practices that violate women’s rights over the years and the role of these ‘landless’ women in poverty alleviation. The study is based on a field survey which was conducted among some 2,205 respondents in 2009 using questionnaires, interviews and focus group discussions in Anglophone Cameroon. The findings revealed that although women are the livewire of rural households and key players in the struggle against poverty who depend solely on land, they still do not have security of tenure over the land they cultivate. The paper argues that even though women are assuming increasing roles in the education of the children, provision of food and paying for medical services for the homes, there are still some traditional belief systems that work against their rights to land. These belief systems have a strong grip on the attitudes and perception of both men and women on women’s rights to land in that even when men and women are unanimous on the need for women to own land, they both disagree on how they should own the land. The logical outcome of this dilemma is that men own the land while women work on it. The latter have very little possibilities to carry out any long term investment on land without the blessing of the former. We thus, advocate for gender mainstreaming in land reforms and gender consciousness among traditional authorities, men and even among the women as some of the ways of redressing gender discrimination in land ownership rights and poverty particularly in rural areas.  相似文献

This paper examines the variegated natures of (post-)neoliberal environmental governance in Latin America using environmental crisis as an entry point. It examines the institutional measures put forth by Ecuador’s government, in concert with other actors, to contain and manage the damaging effects of an insidious palm oil plant disease known as Pudrición del Cogollo (PC). Using empirical data collected through qualitative means, my analysis demonstrates that nature’s biophysical processes – in particular, disease ecologies – can play a crucial role in the pursuit and achievement of national accumulation goals. Specifically, I argue that the ecologies of the PC crisis have been rendered functional to the Ecuadorian government’s current political and economic strategies of intensified accumulation and market competitiveness. By making environmental crisis the basis of key accumulation strategies, the state is able to convert negative environmental outcomes into opportunities for profit-generation. Utilizing the notion of the ‘ecological fix’, this paper reveals two major conclusions: (1) plant health emergencies and the actions used to mitigate environmental crises are not only challenges but opportunities that can be mobilized to support further accumulation strategies and (2) the study of PC and Ecuador’s palm oil industry provides new fruitful terrain to examine the connections between the deepening variegated effects of neoliberalism through nature and environmental crisis solutions in Latin America.  相似文献

Gisser and Sánchez (Water Resour Res 16(4):638–642, 1980) compared two different strategies to manage aquifers: “free market” and policy regulation. They stated that the outcome of both is practically the same, and that policy regulation could not improve social welfare. This study challenges this argument by analyzing the management strategies in two large aquifers located in southern Spain, the Eastern La Mancha and the Western La Mancha aquifers. The appeal of this case stems from the fact that management of the Eastern La Mancha aquifer is almost sustainable. In stark contrast, its neighboring Western La Mancha aquifer is being grossly mismanaged. The results engage two major questions from previous groundwater literature. The first question is whether or not aquifer management requires policy intervention. The answer depends upon the consideration and magnitude of environmental damages in the model. The second question addresses the nature of groundwater policies. The contrast in management outcomes between the Western and the Eastern La Mancha aquifers is related to the different types of policy instruments implemented for each aquifer. The results of these policies underline the importance of nurturing the stakeholders’ collective action under the appropriate institutional setting.  相似文献

Since the 1980s, toponymy studies in Western societies has shifted away from traditional to critical paradigm, which is focused on political and cultural conflicts involved in place-(re)naming. But Chinese toponymist has paid little attention to this turning. City-renaming for tourism promotion or place marketing and stakeholders’ resulting responses in the context of China’s special ideology and tourism flourish will be good materials for critical toponymy studies. By field observation and interpretation on online texts, this article outlined the space–time process of city-renaming practices and their effects both positive and negative on touristic matters such as destination and resources, outside tourists and local habitants as well as neighbourhood relationship, dissected the renaming process of two typical tourist cities and summarized the traits of tourism placename field (TPF) by focusing on stakeholders’ responses to city-renaming practices referring to Bourdieu’s Field Theory. It found that, appropriate renaming can improve cities’ popularity at low-cost and high-efficiency, inappropriate one may do harm to destination, resource, tourists, locals and neighbourhood relationship. There existed variant responses to official renaming-decisions owing to stakeholders’ various habitus and capital conditions . TPF in China was dominated by governmental hegemony and economic priorities, which is the determinant that other sorts of capital in toponyms should yield to economic capital. However, a head-on boycott launched by other stakeholders will occur if renaming causes their direct economic loss rather than be passive victims.  相似文献

Mexico’s national payments for ecosystem services (PES) programs pay rural landholders for hydrological services, carbon sequestration, biodiversity conservation, and improvement of agroforestry systems. The intention of the programs’ initial funders and designers was to create a PES program that would introduce market efficiency into environmental policy and “green” the market by creating and recognizing the economic value of healthy ecosystems. This article traces the complex processes through which this ideal type conceptualization of market-efficient environmental policy was subverted and the practice altered to more closely fit national interests, rural realities and alternative conceptions of the ‘value’ of socio-nature. This article examines how the market-based notions of the programs’ designers were hybridized at four distinct sites of articulation: (1) the federal politics of poverty alleviation in Mexico; (2) rural social movements with distinct conceptualizations of ‘conservation’ and ‘development’; (3) the institutional and cultural context of the ecosystem services being commodified; and (4) the socio-natural knowledges and grounded practices of rural Mexico. This analysis is based on a multi-sited ethnography conducted with program participants, intermediary organizations, and designers. The article draws on a growing critical literature on market-based mechanisms and minutely examines the process through which the Mexican national PES program was altered at multiple scales and in multiple forms, from the rhetoric of political speeches to the specific elements of the policy’s design and from the theoretical tinkering of neoclassical economists to the quotidian practices of rural environmental managers.  相似文献

Conflicts over water quality regulation are entering local economic development policy and re-shaping political-economic landscapes. Across the United States, decentralizing scales of regulation, scientific uncertainty, and increasing citizen participation are creating new regulatory contexts. Using regime and regulation theory, I address how regulation of the environment is altering economic regimes and creating new alliances among stakeholders. The research shows the dominant regime in the state of Ohio, a pro-growth stakeholder coalition between point source businesses (including electric utilities and municipal sewage treatment plants) and real estate development interests, is fragmenting. At the same time, there is a policy coalition emerging between environmentalists and government staff that is advocating for nonpoint source water pollution regulation. These emergent coalitions exemplify the changing nature of environmental regulation and economic regimes.  相似文献
