Policies advocating restraint on the growth of office activity in central areas, and the dispersal of that activity to suburban centres have become increasingly popular in large metropolitan areas in Britain and Australia in recent years. This is the first of two papers which explore the implications of such a policy in detail. For these policies have been based on rather subjective judgements and on conventional wisdom; it has simply been assumed that they would solve growing problems of central congestion, environmental disamenity and job access. Little attention has been paid to the full range and distribution of costs and benefits that might arise. Experience to date has suggested that while an office dispersal policy has the potential to reduce problems in the central area, it can also give rise to serious problems of congestion, increased energy consumption and inequities of access in suburban areas. These problems which stem from the likely switch from public transport to cars for work journeys have generally been ignored by those advocating dispersal policies, and have received little attention in the few academic studies of this area. The paper concludes by outlining the assumptions and methodology adopted for a comprehensive case study of the cost and benefits of an office dispersal policy within the metropolitan area of Sydney, Australia.  相似文献

The role of economic sectoral structure in regional growth and development is widely acknowledged. However, there has been scarce reflection on its role as a policy instrument, particularly for peripheral regions. In reaction, this paper investigates the role of economic sectoral structure as a policy instrument towards more resilient peripheral regions. Through a multiple country policy analysis, the paper determines to what degree economic sectoral structure is reflected in regional development policies of 18 countries with predominantly rural characteristics and lagging regions. Moreover, the role of economic sectoral structure towards more resilient regions is quantified and measured for a specific peripheral region case in South Africa as developing country exhibiting poor economic resilience. The paper highlights related variety as a key ingredient for a region to reach a state of dynamic stability between adaptation and adaptability towards enhanced long-term resilience capacity of the peripheral region. The research concludes that policy focus should support the maintenance of the sectors and industries of comparative advantage on the regional scale, but strongly focus on sectoral comparative advantage within the national scale (if present) to establish a more robust region. This will establish and strengthen the identified peripheral growth centres as centres of national competitiveness and specialisation. Primary policy actions as emanated from the literature and the multiple country policy analysis will promote more efficient sectoral composition as key towards more resilient peripheral regions. It is acknowledged that these policy actions must be informed by a detailed regional economic analysis for different peripheral regions to determine inherent and latent economic potential and link with interdependent industries. This paper will highlight that regional policy should become more explicit by exploiting the role of economic and natural resources as growth engines for the peripheral regional economy in a more effective way through a multi-centred territorial structure.

In this study, households’ decisions on reconstruction of damaged houses were modeled, using questionnaire data in Japan. Characteristics of households’ decisions were investigated using parameter estimation results. The effects of subsidizing policy were evaluated as follows. First, subsidy for rebuilding may be effective for the households whose houses were heavily damaged. Second, there is a possibility that subsidy accelerated rebuilding of houses by the households having children. Third, subsidy for rebuilding may not be effective for elderly people’s households and households in depopulated areas.  相似文献

Whilst ecological modernisation theory emphasizes the potential for modern societies to recognize and respond to their environmental impacts by finding new ways of governing environment-economy relations, concepts of policy learning focus on the scope for new forms of environmental policy to be generated within and transferred between different contexts. Within this paper we explore the conceptual and practical linkages between the two areas of debate - a hitherto neglected area in the literature - and we set this discussion in the context of environmental policy-making in Hong Kong. We suggest that the practical relevance of the concepts of ecological modernisation and policy learning depends upon the presence of a reflexive society with rational, responsive institutions. While many theorists assume that such institutions exist, our analysis of policies for water and air quality management in Hong Kong highlights the need for theories to consider the embeddedness of existing institutions and the significance of the capacities for, and the barriers to, change more fully. We find that capacities for some forms of ecological modernisation and policy learning do exist in Hong Kong. However, we argue that the nature of these capacities often limits the potential for change to those local environmental problems that can be addressed through more technically and economically viable forms of policy intervention and that can be easily accommodated within existing political and economic structures. We also conclude that the capacities for ecological modernisation and policy learning that are needed if Hong Kong is to tackle the effects of the trans-boundary environmental problems that it is increasingly encountering have yet to emerge.  相似文献

Through a critique of existing regeneration literatures the paper points to the close relationship between regeneration and sustainable development. It suggests that the economic aspects of sustainable development have tended to dominate: leading to the neglect of nature in both regeneration and sustainable development, with regeneration having a principal focus on socio-economic issues in urban settings. To address these lacunae we suggest the need for a more environmentally sensitive regeneration theory. Using this approach the paper draws on recent in-depth research in three post-industrial coalfield areas where regeneration processes operate in the form of community forest projects. It provides a critical perspective on these regeneration processes, integrating theory with empirical data and highlighting how nature is drawn into broader economic and social processes of regeneration. In conclusion, using forestry initiatives as examples, we reflect on the conceptual dissonance apparent in regeneration theory and practice, and point to theoretical insights that could enable a more critical regeneration theory; more beneficial outcomes to regeneration processes; and an improved understanding of the relations between nature, capital and community in regeneration processes and sustainable development.  相似文献

灌区水资源合理配置是提高灌区水资源利用效率及保障粮食安全的重要途径,也是实现灌区水资源可持续利用的有效调控措施。从灌区水资源管理政策、水资源循环转化规律、水资源优化配置模型与方法和水文生态4个方面,对国内外该领域的研究现状进行了对比分析。研究发现,国内灌区水资源配置主要存在4个方面的问题:水资源合理配置与保护政策落实不到位、水资源的统一管理机制不健全、水资源优化配置模型实用性不强和水资源优化配置基础条件较为薄弱。建议加强灌区水资源的统一管理政策与机制、变化环境下水资源循环转化规律、水资源承载力基础理论与评价新方法、水文生态调控技术、水资源实时风险调度与智能化管理技术以及水资源优化配置耦合技术研究。  相似文献

Vietnam is currently undergoing a rapid economic and social transition involving the dismantling of the co-operative system and the official embracing of a market economy. The paper uses an institutional approach to examine adaptation to such changes in two coastal communes in mangrove forest areas. Having provided the historical and policy context of reforms which have taken place in Vietnam in the area of resource management, the paper goes on to discuss changes currently taking place in access to resources. The complexity of property rights regimes are then examined in the light of such changes, with particular focus on the effects of privatisation and the increased effects of integration with external markets. Using livelihood diversification as a key concept for understanding local adaptation to such changes, the paper concludes with discussion of the socially differentiated impacts of the process and the implications for future livelihoods. This paper reviews housing policy development in Lithuania in the light of previous literature which reinterprets Esping-Andersen’s work on welfare regimes and adopts it to study housing policy. It seeks to highlight the major features of the Lithuanian housing policy. The findings of this paper reveal that the Lithuanian housing regime exhibits many features which are common under the liberal one. Most significant of these are low de-commodification for those who have to buy or rent a home for the market price, increasing stratification based on income and the dominant position of the market in housing production, allocation and price determination. However, a detailed examination of the Lithuanian housing policy reveals that the housing policy system, despite having many features similar to the liberal one, has been operating in different social and economic settings as a result of unique historical experience of the communist housing policy (massive production of low quality apartment blocks during the communist era, which currently need substantial renovation) and consequently drastic changes in the housing field since 1990s (massive privatization of the housing stock and decentralization of the housing management system). The Lithuanian housing policy regime could be characterized as a regime with the higher owner-occupation compared to other welfare state regimes, but the lower economic power of the owners to take care of their property maintenance, repair and renovation.  相似文献

The Nigerian growth-pattern, with its shift from more labour-intensive and resource-based to more capital-intensive and import-based industries, caused an increasing spatial concentration of productive forces, resulting in deteriorating living conditions for the majority of the population in rural and in urban areas. The Nigerian government never had a systematic regional policy. The impact of its general economic policy, however, fostered spatial polarisation by favouring import-based industries of the highest technological level while discriminating against other economic activities. As the scope for decentralisation within this pattern of accumulation is extremely limited, the problem cannot be solved by instruments of regional policy but only by altering the overall growth-pattern.  相似文献

Most studies on the causes of deforestation have sought to link the phenomenon to specific economic, political, or demographic factors, usually through statistical or spatial-statistical modeling. However, generalizations about the link between deforestation and specific variables or classes of variables are of questionable validity. Another approach, one that is receiving growing attention, seeks instead to identify particular contexts or situations, as created by an array of interacting factors, which encourage forms of land use or other economic activity that can generate deforestation pressure. Such an approach was used in this study to explore recent trends and dynamics in the Petén region of northern Guatemala. The research found a number of regional and national scale factors that in combination have led to a process of de-agrarianization and dispossession among smallholders, while large scale, commercial activities in agriculture, ranching and plantation forestry increasingly dominate. Rapid land concentration, in conjunction with limited employment generation through emergent activities, is intensifying pressure on remaining areas of forest. A focus on two distinct areas within Petén reveals how broader-scale trends and features can have differing outcomes at the local level, with contrasting socioeconomic and environmental effects. Finally, the paper explores the implications of recent dynamics in Petén for both policy and theory in relation to deforestation, agrarian change, and regional development. Key factors and questions are highlighted that should be considered when exploring influences on regional socioeconomic and environmental conditions.  相似文献

Conclusion Urban and rural development arek inextricably related, that regional planning can play important roles as catalyst for agriculture and rural development; and that a system of growth centres and/or agropolitan policy which can be important in achieving economic growth with social equity, will be far more influential. Again if the National Planning Authority, Regional Planning Agency and the policy of growth centre in the rural areas of the recommended regions is pursued, it will not only increase agricultural productivity or a path to agricultural transformation for deleterious effects of migration to corporate farming but also could, over time help to reduce the pressure on the urban areas by providing counter-magnets to migration and we envisage, will bring about a national regional planning budget which should be operated on yearly basis.  相似文献

In South Africa attempts are being made to address the socio-spatial distortions of the apartheid era through a more equitable distribution of resources, and the re-drawing of municipal geographical boundaries. However, boundaries are not neutral geographic lines. Boundary changes are often associated with a redistribution of political power and resources. The aim of this paper is to analyse the effects of the contemporary territorial and administrative restructuring on urban dynamics in South Africa. More specifically, the focus is on how the process of territorial restructuring impacted on metropolitan areas as well as on secondary cities and their hinterlands. Examining and elucidating the manner in which various social, economic and political forces have manifested themselves in the process of boundary delimitation in a major metropolitan centre as well as adjacent rural areas is a central theme of this paper. There were considerable contestations over the delimitation of new local government boundaries. Affluent metro authorities like that in Durban were opposed to the spatial extension of their boundaries because of the costs of the providing services and infrastructure in the deprived margins. Similarly, there was concern that incorporation of rural areas will result in increased municipal service charges being imposed on these communities. Tensions were heightened between urban and rural regions because traditional leaders believed that their territorial jurisdiction and authority were being undermined. In other parts of the country, the merger of traditionally white and black fragments of secondary cities often resulted in many black locations continuing to be marginalized. There appears to be neither the political will nor the economic capacity to upgrade these zones of marginalized urban communities. While the Municipal Demarcation Board was largely successful in eliminating the political geography of apartheid at a macro- scale, this paper suggests that the greater challenge for government and policy makers is to reduce the socio-spatial and economic inequalities which appears to be still very high and perhaps increasing. This study examines recent changes in the structure of migration and population by gender in the Extended Bangkok Region (EBR) taking the influences of economic globalization into consideration. The EBR is understood here to consist of three concentric zones, namely the Bangkok Metropolis (BM), the Vicinity and the Extended Urban Region (EUR). The spatial policy of the Thai government has encouraged investors to build manufacturing factories outside the BM. Consequently the industrial structure of the BM has turned strongly into service-dominated while the Vicinity and the EUR have attracted factories mainly owned by foreign capitals. Light industries and electronics industries, both of which set up relatively earlier, concentrated on the Vicinity, the adjacent provinces to the BM, while heavy and petrochemical industries are recently have developed in the outer regions, the EUR. Service sectors and light industries as well as electronics industries prefer females to males to employ as workers. As a consequence the population structures of the BM and the Vicinity became female-dominant while male workers were likely to gather in the EUR attracted by heavy and petrochemical industries. The gender imbalance in the population in the areas in concern may have been one of the consequences of the economic globalization of Thailand. The Thai government supported the economic globalization through its investment promotion policy, but it seems that the government did not assume the policy resulted in such gender imbalance. It can be suggested that in the future this gender imbalance may cause changes in family formation behaviors of the Thai population. This paper is concerned with the living situation of female migrants in Ghana. We draw on the available research literature to examine the living conditions of female migrants paying special attention to the underlying interrelated factors impacting on their accessibility and utilization of orthodox healthcare. While a plethora of interconnected economic, social, cultural and institutional elements are key factors influencing the living conditions particularly, healthcare access and utilization, policy efforts undertaken to address the situation seem to focus only on the economic dimension. Three broad initiatives requiring active participation of multi-sectoral actors are outlined in efforts towards improving the situation.  相似文献

This article analyses the relationship between internal migration patterns and regional economic development in present-day Albania. Using demographic data migration figures were calculated for the period 1965–1971. These figures indicate that there is a Strong tendency for migration from the peripheral areas to the industrial triangle of Durrës-Tirana-Elbasan, and to the fertile farming area of the coastal lowlands which used to be malarial swamps. Present government policy however is directing growth away from the largest centres towards both the smaller centres and rural areas. Recent aims have been to achieve as even a spread of population and economic activity as possible.  相似文献

Market environmentalism, and, arguably its exemplar carbon forestry, has been engaged within human and economic geography by drawing from the Marxist tradition, and to a lesser extent, utilising post-structuralist lines of enquiry. A direct focus on how practices and transformations related to carbon forestry could be construed as ‘sacrifical’, however, is lacking. This article seeks to remedy this by attending to the biopolitics of climate security discourse and interventions as they localise in an ‘assemblage of market environmentalism’ in Uganda. It charts a choreography of sacrifice that emerges under a neoliberal environmentality within this entity, namely, where the activities and ‘moves’ of both state and non-state actors constitute the grounds for forms of both direct and circuitous bio-cultural sacrifice. Here both surplus populations of people, the non-commercial component of Ugandan forestry, and those forest areas which are not amenable to having ‘nature pay for itself’ through carbon sequestration, are written off through direct violence and degradation, on the one hand, and through the naturalisation of broader processes of deforestation, on the other.  相似文献

Ethical consumption is a vibrant field of research but suffers from both empirical and conceptual biases. Empirically, too much of the data is gathered in the global North, often framing a false binary in which consumption spaces are located in the global North while production takes place in the global South. Conceptually, there is a growing demand for researchers to move away from an emphasis on the individual consumer and instead focus on collective agency and structural change. This paper offers contributions to both of these frontiers of research. It reports on data on ethical consumption and public procurement, collected through the first ever large scale representative survey on procurement criteria and 16 focus groups in Brazil. It concretises these debates by focusing specifically on the pioneering Brazilian school meals policy which supports both “family farms” and organic modes of production at a massive scale, in providing meals to 43 million Brazilian children. Lessons learnt from the study include, firstly, the potential for successfully scaling up ethical consumption through public procurement; secondly, the way in which such scaling-up forces the public debate to engage with food production and consumption at a systemic level; and thirdly, how the systems-level debate leads to a repoliticisation of the discussion of the cultural, social, economic and environmental role of food and farming. The focus group discussions showed a high degree of support for the school meals policy, including from affluent citizens whose children would not benefit from the scheme. Surveys also showed strong support from Brazilian citizens for using environmental and social criteria in public procurement.  相似文献

This article evaluates some of the factors which limit the human benefits of hazard warnings, with specific reference to flood warnings, and we conclude by suggesting ways of enhancing these benefits. We focus mainly upon the economic benefits generated by flood damage savings by households that warnings facilitate; health effects of flooding and flood warnings; and the effects of warnings on loss of life and physical injury. Our results, based partly upon surveys of flooded households, reveal that economic benefits are currently more limited than we previously thought, but that for several reasons these benefits are likely to be under-estimated. We argue that the intangible benefits to public health, safety and security must also be taken into account in decisions about investment in flood warnings. In England and Wales, the public’s response to flood warnings is currently low and is a key benefit-limiting factor which could begin to undermine a recent major shift in national flood risk management policy towards a more people-centred, portfolio approach in which changing human behaviour is viewed as important. Using a trans-disciplinary approach, we discuss the evidence and literature surrounding this poor response, and suggest a number of ways in which the issue may be addressed in future.  相似文献

The arguments advanced in this paper might be seen as an attempt to contribute to these debates through a reflection on the spatiality of (in) justice, politics, and the right to the city.
