ABSTRACT. Recent work on Asian ethnic minority immigrants to cities in the Anglophone Pacific Rim argues that their settlement patterns do not conform to those of earlier migrant streams. Instead of concentrating in high‐density, low‐quality, inner‐city housing, these new residents are moving directly to suburban areas where they form much less intensive concentrations—ethnoburbs—than has been typical of other culturally distinct migrant groups. We evaluate this thesis for Asian migrants in the Auckland metropolitan area, whose numbers more than quadrupled between 1991 and 2006. Their residential pattern is compared with that of Pacific Islanders also resident there, providing supporting evidence for the ethnoburb hypothesis.  相似文献

This research focuses on the spatial mismatch hypothesis as an explanation for the concentration of unemployment in the central cities of the industrial Midwest. It is argued that the immobility of low-wage labor relative to the mobility of employment results in either the exploitation or isolation of low-wage labor. In the contemporary period, the suburbanization of low-wage employment economically isolates the immobile low-wage population of the central cities. This alternative view of the spatial mismatch de-emphasizes race and emphasizes the segmentation of women and minorities into low-wage occupations. To test the spatial mismatch hypothesis, a model of the probability distribution of travel times to work is estimated for three cities in the industrial Midwest: Chicago, Detroit, and Cleveland. The results support the hypothesis that the decentralization of employment reduces access to employment for central city residents as evidenced by the lower frequency of short trips to work for low-wage central city labor.  相似文献

The struggle for water is a key feature of life in Johannesburg, as it is in all South African cities. This article describes a court action that was brought against the City of Johannesburg by the people of one neighborhood, Phiri, in an effort to secure an adequate supply of water. It is shown how the people of Phiri argued for the removal of discriminatory technology in the form of prepayment meters and for an increase in the quantity of water. Furthermore, it will show how race, class, and geography are articulated in the post-apartheid city.  相似文献

This study examines the ability of the South African housing subsidy program to hasten desegregation and integration of South Africa's cities. It reviews the basic elements of recent local government reform and housing subsidy legislation. Highlighting the experiences of the city of George, it notes that in order to achieve a rapid provision of housing, the racial division of urban areas has initially been perpetuated. Over the past few decades, cities and city regions have become the core of the global economy. Regional governments are increasingly drafting city development policies and implementing them through various visioning documents with the aim of making cities more global, networked and competitive. Welfarist governments especially in the global South are becoming increasingly entrepreneurial, and in the process poor citizens are getting pushed to the margins, evicted from their land and relocated to city fringes. Hyderabad in India provides an interesting illustration of neoliberal development trends in which poor local farmers are forced off their land to make way for a ‘world‐class’ knowledge enclave, popularly known as Cyberabad. This paper examines the policies and processes by which the regional government has sought to brand Hyderabad as a world‐class information technology destination and to restructure and reimagine it as a key node in a network of ‘globally connected cities’ of the world. It also considers the making of Cyberabad in terms of splintering urbanism, which is often understood as a defining feature of contemporary neoliberal urban processes.  相似文献

When fear and anxiety circulate in public spaces of diverse western cities, heightened surveillance can provide a sense of safety and comfort. These measures of surveillance that target bodies that are ‘out of place’, however, are limited in animating public spaces. This paper focuses on Darwin, a small but rapidly growing north Australian city where the visibility of Aboriginal people from Greater Darwin/regional communities and migrant newcomers from countries in Africa, South Asia and the Middle East often circulates fear and anxiety and deadens public spaces. I argue that playful events or spontaneous multisensory encounters of humans, non‐humans and material things, however, have the potential to animate these public spaces. The paper focuses on these events in a Drop‐in open‐air café‐community garden‐Op shop in a culturally diverse northern suburb of Darwin. It suggests that the vibrancy of matter and the vitality of non‐human forms of life can inform how we co‐inhabit cities of difference and unsettle policies of social cohesion that focus on integration into a dominant white majority culture.  相似文献

近年来,随着城市竞争力概念的兴起,城市排序及城市排行榜成为各界瞩目的焦点。本文首先指出盲目追求城市排名的危害,之后从理论角度论述造成城市简单排序误区的根本原因在于对城市所属区域以及城市体系的忽视,提出应在对各城市进行定量评估的基础上,将城市发展优势与地域空间以及城市体系相结合,在地域空间中确定各城市功能定位。并以我国三大都市密集地区为实例,运用因子分析法对各城市发展优势进行定量评估。以实例阐明城市发展优势应在所属地域空间与其城市体系紧密结合,对城市简单排序提出了反驳。通过三大都市密集地区之间不同城市体系结构及其变化的比较研究,对城市集群的形成及其发展理论做了积极的探索。  相似文献

中国的城市界定与行政区划紧密关联。根据2010年人口普查数据,系统分析不同尺度城市行政地域与城市实体地域的界定及其空间差异。主要结论:① 按照直辖市或地级市、设区的市和不设区的市、设街道的市和不设街道的市的层级,城市行政地域范围依次收缩,但是都大于城市实体地域范围。按照实体地域界定,2010年中国城市人口仅占30.18%。② 城市实体地域更能客观地反映城市位序规模的分布状态,而按照城市行政地域会导致规模或排序偏差。③ 未来在行政区划调整时,着重考虑撤县设市、增设地级市、确立乡级行政区划调整标准等,在建立城市实体地域时,可从独立市辖区、县城、特大镇等方面优化,并加强统计信息公开。  相似文献

The U.S. and U.K. literatures have discussed “food deserts,” reflecting populated, typically urban, low‐income areas with limited access to full‐service supermarkets. Less is known about supermarket accessibility within Canadian cities. This article uses the minimum distance and coverage methods to determine supermarket accessibility within the city of Edmonton, Canada, with a focus on high‐need and inner‐city neighborhoods. The results show that for 1999 both of these areas generally had higher accessibility than the remainder of the city, but six high‐need neighborhoods had poor supermarket accessibility. We conclude by examining potential reasons for differences in supermarket accessibility between Canadian, U.S., and U.K. cities.  相似文献

城市是人类生产和消费活动最为集中的区域,带来了大量的能源消耗和碳排放,低碳城市受到国内外学者广泛探讨。本文从低碳开发、低碳经济、低碳环境、城市规模与能源消耗5个方面22个指标构建了低碳城市评价体系,引入遥感影像中的DMSP-OLS夜间灯光数据集与PM2.5浓度反演影像;利用因子分析、聚类分析及空间相关性分析,将2006年及2010年284个地级及以上城市按照低碳水平分为低碳、相对低碳、相对高碳、高碳四类城市;根据驱动力分为环境主导型、居民主导型、城镇化主导型及产业主导型四种城市类型;空间上识别出京津冀、长三角、山东省及珠三角地区具有低碳城市发展集聚效应;低碳城市发展水平受城市行政等级、产业转型等因素影响。  相似文献

Slums pose a persistent challenge for fast growing urban areas in the global South, despite several decades of policy intervention. While Chennai has adopted several strategies ranging from upgrading to reconstruction, the city has been unable to deliver its target of ‘clearing’ slum settlements. Through an analysis of four enumeration reports and a look at the evolving political contexts and subsequent practices, we illustrate the evolution of slum policy approaches in Chennai since the 1970s. The analysis shows slum practices in Chennai continue to be characterized by an underlying continuity, with relocation as the dominant mode of operation since the nineties. However, approaches to slums have also evolved from paternalistic socialism with in‐situ development in the seventies, to approaches characterized by affordability and cost recovery in the eighties, to the aesthetics of global cities in the nineties, to the technology driven, to slum‐free ‘smart city’ discourse currently in vogue.  相似文献

The notion of sponge cities has attracted considerable attention in the media, in the policy arena, and in academia. It rests on the notion that some regional centres ‘soak up’ population and business from a ‘pool’ of surrounding areas, thereby appearing as ‘oases’ of growth in areas of population decline. Specifically, the notion of sponge cities rests on two premises and a deduction: some large towns and provincial cities are growing; surroundings areas are losing population; therefore, the growth results from the relocation of people from outlying farms and smaller towns to the nearby growing centres. Despite its popularity, the notion has largely gone untested. Investigation of migration trends in Dubbo and Tamworth (New South Wales, Australia), frequently cited as sponge cities, over the period 1986–2001 shows that the reality is much more complex than the simple metaphor suggests. The contribution made by the ‘pool’ to the growth of the regional ‘sponges’ is relatively minor. This calls into question the value of the notion of a sponge city—and the use of metaphors in social science more generally.  相似文献

从基于企业活动为城市经济活动的主要动因、企业组织联系为城市网络基础的认识出发,以企业跨国母子组织联系为根据,建立网络基本要素和联系密度等概念与指标。以中韩城市联系为例,分析了中国城市跨国网络结构特点。结果表明:跨国城市网络不断扩大的同时,网络基本要素分布呈现区位倾向性,集聚于环渤海和长三角;城市对和结点城市联系密度位序—规模分布显著,形成青岛、上海、北京、天津与首尔主导轴和青岛、天津、上海、北京等主导结点;城市对和结点城市的联系密度规模位序不断调整,同时在高位序群中保持相对稳定性;结点城市呈现专门性、综合性的分化,如北京和上海显示综合性,青岛和天津显示专门性等;受企业母子相互关系影响网络联系键具有矢量性,进而结点城市中形成源结点和受结点之分。  相似文献

Internal migration within the United States continues to transform both the magnitude and composition of population at all geographic scales. During 1994 ‐ 1995, the majority of counties gained both people and income, largely as a consequence of net outmigration by higher income migrants from the nation's most populous cities. Regionally, net gainers of both people and income included counties in the West and South as well as other areas renowned for environmental amenities. Spatially, net migration flowed down the urban hierarchy from large central cities to adjacent suburbs which, in turn, exported migrants to exurban areas. Large cities tended to exchange migrants with nearby counties as well as other large cities. Migration patterns such as these are contributing to spatial deconcentration and economic disparity.  相似文献

Crime inequality in neighborhoods by race is blamed on social inequalities borne out of segregation and economic discrimination. South Africa is a country synonymous with racial-spatial segregation and discrimination as a result of legislatively enforced policies of the former apartheid government. This study examines whether urban crime inequalities by race exist in the city of Tshwane, South Africa and identifies the empirical causes of these crime inequalities. Violent and sexual crime was found to concentrate in Black African neighborhoods, while property crime was concentrated in neighborhoods classified as “Mixed”. The causes of crime in neighborhoods were found to vary across racial groups with results suggesting non-uniformity in the extent to which the various constructs impact crime based on race. The results challenge the notion that segregation and economic discrimination uniformly impacts affected communities. Explanations for the findings are provided in the context of an increasingly eclectic post-apartheid South African city.  相似文献

In the early part of the twentieth century, South African cities were segregated in accordance with British city planning concepts that embodied the belief that social order can be manipulated through the urban form. This paper surveys the history of South African planning practices to understand the spread of segregation policies and practices. Whereas scholars tend to agree that the apartheid city (post?1948) is a more highly organized and structured version of the colonial city (pre?1910), the literature lacks consensus on the development of the segregated city (1910?1948) within South Africa. How did concepts of segregation circulate and why was it implemented with such consistency? Accordingly, this paper employs concepts of policy mobilities to trace historical configurations in South Africa to international influences. The focus on the circuits of knowledge explains how concepts and designs transplanted from elsewhere helped create the form of South African cities today. Understanding the movement of planning ideas through policy mobilities furthers geographical understandings of historical circulation processes, the role of the local actors, and policy mobilities failure. This history of learning also challenges the assumption that South African cities are unique and in so doing opens the doors for knowledge sharing between postcolonial cities.  相似文献

城市化是我国新世纪的一大战略,江浙地区是我国经济最发达的地区,理应在全国城市化进程中发挥更大的作用。文章分析了江浙地区(包括上海市、江苏省、浙江省)的城市体系现状,通过与韩国城市体系的对比,指出江浙地区的城市化要想走在全国的前列,必须发展大城市、特大城市;建立完善的城市体系,必须大中小城市协调发展,特别是注重大城市、特大城市的发展。本文并根据江浙地区发展的动态变化和潜力分析,勾勒出该地区未来城市体系的蓝图,对于指导地区乃至全国的城市体系建设具有一定的借鉴作用。  相似文献

ABSTRACT. Restructuring apartheid geographies of racial stratification and spatial segregation poses formidable challenges, not least in education. Increasing intraracial inequality also underscores the importance of widening access and opportunity. Although South African education is not constrained by the highly localized control found in the United States and the United Kingdom, school allocation policies and parental choices create geographies that intersect with those of race and residence. Spatial variations critically influence both the impacts of postapartheid policies and the patterns of school desegregation. In this article we explore the spatial impact of inequality, desegregation, and state policies in relation to fourteen secondary schools in Cape Town, distinguishing outcomes that reflect inherited inequalities and current policies from outcomes that reflect individual school strategies. Capital funding is insufficient to change inherited inequalities, and differential fees and fund‐raising capacities perpetuate inequalities in operational resources. Sharing resources, taxing fee income, and a measure of provincial control over feeder areas could reduce inequalities.  相似文献

Abstract

Disadvantaged migrants to metropolitan areas are segregated by race, ethnicity, or socioeconomic status within the residential areas of central city poverty neighborhoods. Whereas black migrants are generally restricted to ghetto space, regional cultural similarities and feedback in the social communication network are important to the residential location of lower class whites. The urban settlement patterns of a sample of recent disadvantaged white migrants to Indianapolis, Indiana, vary from the clusters of migrants from Appalachia and the South to the more dispersed pattern of migrants from Indiana, Illinois, and Ohio, and other metropolitan areas. The residential location of migrants from Appalachia and the South is geographically restricted by cultural constraints, and heavy reliance upon a limited network of friends and relatives in the housing search. However, the sociocultural resources of the Midwest group and the previous urban experience of metropolitan migrants increase the range of housing opportunities in Indianapolis that are available and known to them.  相似文献

政区设置的科学性与合理性,关系到行政管理效率和政权的稳定性,因此受到世界各国的普遍重视。城市型政区的设置与调整是城镇化发展进程的客观要求,城市型政区不仅包括直辖市、地级市、县级市等各级城市,还包含市辖区、建制镇和街道等。建制市是城市型政区的主要类型,中国的建制市仅有百年历史,却有着极其复杂的演变过程,尤其是改革开放以来,随着城市数量的快速增加,城市型政区设置变化较大。本文在辨析城市型政区相关概念与内涵的基础上,重点分析了城市型政区的演变过程、设置模式、层级与管辖幅度,并对国内外城市型政区的研究方法进行了梳理与总结。在此基础上,评述了国内外城市型政区研究的主要特征与存在的不足,得出以下启示:合理设置城市型政区、创新大都市区管理体制以及减少城市行政层级。最后,通过对国内外城市型政区的行政区划研究进展的总结,对未来的研究方向提出了展望。  相似文献
