Mass migration to major USA cities is reworking patterns of ethnic jobholding and labor market segmentation. Employers in a variety of industries have turned to recent migrants, many of whom are not authorized to work in the USA, as a stable labor supply for low-wage jobs. As a result, many migrant workers enter urban economies through precarious jobs in low-wage industries and the informal economy where they often endure routine violations of labor and employment laws. This paper examines the activities of a “migrant worker center” in improving wages and working conditions in migrant labor markets. Through a case study of a worker center located in a port-of-entry immigrant neighborhood on Chicago’s Southwest Side, we examine the geographies of the low-wage labor market and the problems that have arisen for workers who hold jobs that effectively exist beyond the reach of government regulation. We argue that migrant worker centers will likely emerge as a key resource for workers who are drawn to global cities by the promise of economic opportunity yet confront harsh conditions in the local labor markets in which they are employed.  相似文献

Despite the growing recognition that metropolitan real estate markets are segmented spatially and that property development is still profoundly local, research has taken little notice of agents that actually initiate and propel the development process. Earlier studies that aimed at identifying metropolitan segmentation employed statistical techniques whilst ignoring the practices of agents that might shed light on the notion of segmentation. Greater Toronto’s office market, which is Canada’s largest, exemplifies a real estate market far more spatially segmented than the downtown–suburban framework, a dichotomy so extensively use in research. Locational preferences of the numerous developers that work in this market tend to be highly localized, confirming deep-rooted segmentation. Their preferences correspond to submarket classification and follow dividing lines that crisscross the metropolitan region, emphasizing the extent and the power of parochialism, which defines the nature of real estate development.  相似文献

In spite of Jordan's insignificant natural resources and geopolitical problems, industrial development is being emphasized in Jordan since 1972. Industries are now the second largest sector of economy. Industries contributed 10% of the GDP in 1972, 19.5% in 1989 and 17.4% in 1993. This is remarkable as the national investment in industries is declining. The investments for industrial development was 30% of the total national investment in five year development plans (1976–1980), 23% in the next plan (1981–1985), and 13% in the following plan (1986–1990).The number of; industries has increased from 2500 in 1959 to 4684 in 1974, to 8533 in 1984, and 18600 in 1992. The employment or labor force also increased from 10,000 in 1959 to 70,000 in 1988, and to 110,000 in 1992. It represents about 16.4% of the total labor force in Jordan, the index number of industrial production also increased from (100) in 1979 which was the same base year, to (151) in 1983 to (205) in 1987 and to (215) in 1993. The study was based on three hypotheses: (i) the magnitude varies from one industry to another at the national (Jordan) and local (governorate levels), (ii) temporal change in the magnitude of industries has taken place during the period 1979–1992, (iii) the temporal change in the magnitude of industries was positive in some industries and negative in others.  相似文献

According to local economic and political commentators, Manchester's economy is booming. Employment is growing, investment is on the up, people are moving back into the city centre, and in 2002 the city hosted the largest multi-sporting event to be held in England since the 1948 Olympics. Local economic and political actors point to the wave of economic optimism that has accompanied the `entrepreneurial turn' performed in the late 1980s by the city's political institutions. As part of this, emphasis switched away from Manchester's industrial past and to its possible post-industrial futures. The city council stopped talking defensively--about `defending jobs'--and begun to talk about `making things happen'. New-style political strategies focused on raising the profile of the city, through sustained marketing strategies aimed at selling Manchester as a flexible, twenty-first century consumer-orientated city, despite the loss of 90,000 jobs between 1991 and 1997 and the profound restructuring of the city's economic base. As part of this contradictory process of politically talking up the economy while it has struggled to perform, this paper argues that the conditions have been created in which Manchester's temporary staffing industry has been able to thrive. The first English city to regulate the earliest incarnation of temporary staffing agencies, employment bureaux, and hence with a long established `industry' as such, this paper exams the newly re-energised Manchester temporary staffing industry, and sets out some of the ways in which it is restructuring.  相似文献

Australian manufacturing developed primarily to supply domestic customers. It played an important role in the country's postwar economic growth, employment increase and rising living standards. However, decades of heavy protection and limited opportunities for achieving scale economies because of the small local market and fragmentation of production across six states were among many factors that meant that by the late 1960s the sector was increasingly ill-equipped to deal with major changes in international and internal economic and political conditions. Over the last two decades, manufacturing has contracted, with employment falling sharply, and there has been a substantial and highly varied restructuring of production, although many past features survive. In the mid 1980s, several factors, most notably a large depreciation of the Australian dollar, have made local manufacturing more cost competitive and created new export opportunities. Nevertheless, many branches of manufacturing remain vulnerable to further rapid rationalisation and future prospects are uncertain.  相似文献

The Hungarian agriculture and food industry has changed greatly since 1989 and this sector is now in crisis. This essay will present an overview of the most important economic and social problems which are partly the heritage of the socialist system, but which also stem from the change in the political system. It will also deal with the specific problems of the transition in the northern hill region of Nógrad where the physical conditions for agriculture are relatively unfavourable. In 1970s and 1980s state farms and cooperatives tried to compensate for the low demand for labour in agriculture by setting up subsidiary enterprises, which in many cases were the only source of local jobs. Many other people in the rural areas commuted to work in factories in the towns as industry and construction became the largest sector in the county's economy (41.3 percent in 1990 compared with 19.8 in agriculture). However, many of the former commuters are now unemployed and the cooperatives have withdrawn from subsidiary enterprises. So while an unstable situation has developed in Hungarian agriculture generally, through changes in structure and ownership, the problems faced by the less-developed agrarian regions of northern Hungary have been accentuated. Further research is needed to explore the real nature of the crisis in order to make provision for remedial action that best meets the local situation.  相似文献

The crisis and challenges faced by labor, including the trade unions and social movements have proportions not yet fully understood. The repercussions, owing to globalization, also reached Third World countries, especially intermediate countries that hold important industrial estates such as Brazil, Mexico, Argentina, etc. Brazil is part of an economic, social, political and cultural context which has universal traces of global capitalism, but also possesses singularities. During the last decades, Brazilian trade unions and social movements have either followed a different path. There was a widespread and highly significant strike movement (in the 1980s) with a notable expansion of trade unions organizing salaried sector (teachers, bank workers, public sector workers, etc.); there was also the rise of the Union Congresses such as the CUT-Central Única dos Trabalhadores (Workers Central) and the advance of rural unionism and the Landless Workers' Movement (MST, Movimento dos Trabalhadores Sem Terra) and new urban social movements such as the Homeless Movement. By the end of these decades, we joined in a more significant way the challenges which were presented to the unionism and social movements. These challenges are discuss in this paper.  相似文献

This research provides a comparative examination of Ottawa as an archetype of a knowledge city. Among Canada’s four largest cities, Ottawa is unique in terms of the characteristics of its labor force, the nature of its employment mix, and its infrastructure. Since the high-tech downturn of 2001, some of Ottawa’s options as a knowledge city seem to be contracting, despite some simultaneously encouraging signs (like recovering employment levels in the high-tech sector). This raises a question about Ottawa’s potential longevity as a knowledge center. The challenge is to understand the inventory of obstacles faced by the city, and address the sort of alchemy required to maintain and improve its competitiveness as a knowledge city.  相似文献

This paper assesses the possibilities and limits of efforts to incorporate social accountability into California agricultural production through voluntary certification and labeling, in the context neoliberal governance. We argue that, in its contradictory role as market mechanism, regulatory form, and social cause, certification both resists neoliberalization of the agro-food system and reinscribes neoliberal thinking. Unlike more traditional forms of social justice organizing, which have historically sought to alter power relations between labor, capital, and the state, the very notion that production conditions can be regulated through voluntary, third-party monitoring and labeling embraces several key neoliberal principles: the primacy of the market as a mechanism for addressing environmental and social ills, the privatization of regulatory functions previously reserved for the public sphere, and the assertion of the individual rights and responsibilities of citizen–consumers. Interviews with certification actors lead us to conclude that the strategic embrace of certification is driven by contradictory motivations within the movement for social accountability in agriculture, which can only be understood in relation to the confluence of a broader neoliberal political–economic order with California’s particular arrangements of farm labor politics and agro-food activism. Specifically, agro-food consolidation, rollback of protective labor regulation, the evisceration of the farm worker movement, and the conservative agrarianism of the sustainable agriculture movement intersect to circumscribe the realm of possibility and create conditions that undermine farm worker representation in the governance of agricultural labor practices.  相似文献

Processes of economic restructuring and social recomposition have been proceeding at an accelerated pace in Wales of late. This paper seeks to show that these changes, which began with a redistribution of manufacturing employment initially, but which have more recently been dominated by the restructuring of the tertiary sector, can best be understood as a regional effect of the growing spatial division of labour in the UK and internationally. Of special interest is the manner in which the dual spatial divisions in secondary and tertiary economic activity produce new combinations of spatial and social differentiation at the sub-regional level.  相似文献

The aim of this paper is to discuss the phenomena of socio-political fragmentation of urban space, extended suburbanisation and metropolitan deconcentration, which have been important features of Brazilian urbanisation since the 1980s (metropolitan deconcentration partly since the 1970s). At the beginning it profiles the recent evolution of the country's economy, in order to make sense of the worsening situation in terms of exclusion and violence in big Brazilian cities since the 1980s. Against this background, recent trends both in terms of socio-spatial segregation and social conflict within cities (formation of enclaves dominated by drug trafficking organisations and self-segregation of the élites as a response to this) and in terms of the growing attractiveness of areas outside the biggest metropolises (extended suburbanisation and metropolitan deconcentration) are analysed. The main focus is the socio-political dimension of Brazilian urbanisation in the 1980s and 1990s, which has been undervalued by analysts.  相似文献

Although research on immigrants in the US provides strong evidence that human capital is more important than social capital in determining their wages, data from Hamamatsu, Japan indicates that social capital variables are the primary determinant of immigrant earnings and human capital does not have a significant effect. The divergent impact of these two variables on the earnings of immigrants are a result of the different economic and social conditions that immigrants encounter in Japan compared to the United States. In a recent country of immigration like Japan where immigrant labor markets are relatively undeveloped and foreign workers are confined to unskilled, marginal jobs, the human capital that they acquire over time is not reflected in better jobs with higher earnings. In contrast, immigrants with access to social capital in the form of immigrant networks, gender, and ethnicity are able to obtain jobs with higher wages in Japan. Because foreign workers are still temporary target earners, they therefore rely heavily on their immigrant social networks to find better-paying jobs. In addition, Japan is a country with significant gender and ethnic discrimination where employers strongly prefer male foreign workers and ethnically similar nikkeijin (Japanese descendants born and raised abroad) and are willing to pay them significantly higher wages. Therefore, depending on the local context of immigrant reception, the relative importance of human versus social capital in explaining economic outcomes among immigrants can vary considerably.  相似文献

The volatility of British Columbia’s (BC’s) forest industries over the last three decades has not only reflected the immediate impacts of demand fluctuations arising from the broader vicissitudes of capitalist economies but the evolutionary implications of industrial and resource dynamics. The 1980s recession in particular marked a turning point in the evolutionary trajectory of BC’s forest industries, associated with global paradigmatic changes driven by flexibility imperatives, the maturation of the forestry resource cycle to the plateau or fall-down stage, and conflicts caused by environmental, social and trade protectionist opposition to vested industry interests. This paper focuses on the broad contours of the restructuring of BC’s forest industries since 1980. Conceptually, the paper elaborates a resource industry life-cycle model (RILCM) that integrates industry and resource cycle dynamics and the implications of economic crisis. Empirically, the analysis uses longitudinal output and employment data, summaries of the policy re-regulation of the BC forest economy since 1980, and comparative static plant-level data, 1980–2008. The analysis reveals the 1980s recession as a turning point in the transformation of BC’s forest industries, characterized by high levels of volatility and long-term decline in the main commodities. Industrial restructuring has also witnessed a fragmentation of production, the emergence of small firm dominated value-added activities, and broad changes to the coreperiphery structure of the forest industries within BC. It is argued that evolutionary approaches to economic geography need to incorporate resource peripheries and crisis and acknowledge the role of crisis and non-economic factors in shaping regional transformation.  相似文献

During recent decades, most European river-port cities and also many seaport cities have undergone a major transition towards a service-centred, rather than industrially-based metropolis, offering a high quality urban environment with a revitalised waterfront. Hamburg is one of the few river-port cities that have chosen the course of port expansion instead. This paper discusses the consequences of current global technological, organisational and economic developments for the port. Changing requirements imply rising monetary and land-use costs and environmental and social impacts, and also entail the risk that the port may not be able to fulfil new requirements and could thus lose market shares to coastal competitors. More importantly, the world-wide economic shift towards the service sector has affected port-dependent jobs in two ways: Directly port-dependent jobs have been reduced to a fraction, while many indirectly port-dependent jobs no longer require physical proximity of the port. Those benefits that continue to arise tend to spread over a much larger geographical region, while the port’s costs remain locally concentrated. Given the increasing competition between world-wide metropolitan regions that seek to establish themselves in new sectors and attract a qualified workforce, it is particularly relevant for Hamburg to account for these changes and to incorporate an assessment of the port’s changing costs and benefits into planning processes. This paper is a review of statistical data and existing research on the part-time farming in Spain. The available data show an important level of development of the phenomenon: in 1965, 37.7 % of the earnings obtained by farm families are from jobs off the farm; in 1972, 48 % of the agrarian operators had main jobs off the farm. Most of the part-time farms are of small size although the phenomenon is also important on groups of farms of the largest size. The regional studies show a greater development of part-time farming in the Cantabrian coast, where the part-time farmer working in industry prevails, and in the E and S regions, where the jobs off the farm but within the agrarian sector (wage labour) are very important. Some studies on the stability of part-time farming show that this stability depends on the type of farming, the market of agricultural land in the area and the conditions of the jobs off the farm. Key trends in labour demand and supply in the 1980s, and their interactions, had uneven impacts on different population sub-groups and areas in Britain. As the structure of employment shifted from manufacturing to services, and there was a growth in high level non-manual occupations at the expense of less skilled manual jobs, there was increasing concern that the ‘losers’ from these processes of economic and social change would become increasingly ‘isolated’—in socioeconomic and spatial terms. This paper traces the changing contours of the geography of unemployment and inactivity in Great Britain between 1981 and 1991, at the regional and local scales, using a variety of indicators of spatial distribution and segregation. While on some measures there is evidence that unemployment became more widespread, there is evidence that the extent and intensity of non-employment, and the segregation of those without jobs, were exacerbated over the decade.  相似文献

Since the attainment of democracy in 1994 one of the major concerns of the South African government has been to address the social and economic injustices that characterised the apartheid regime. With tourism on the rise in South Africa and international arrivals growing at a rate almost triple the global rate, the tourism industry has been identified as one of the important industries to drive the transformation agenda. This study sought to assess the employment situation in Cape Town’s lodging sector, identify the existing types of jobs and skills requirements of the sector, determine career aspirations of and skills development needs for lodging sector employees as well as asses the state of transformation. Study findings showed that the lodging sector is labour intensive, requires low academic skill, and offers low paying employment following the findings that about a quarter of the respondents indicated that their jobs didn’t require any formal qualification, the average working day was 9.2 h and 52% earned below R3,500 a month. The study showed significant differences in income based on race. White employees earned significantly more than their black and coloured counterparts. However, white employees working as general labour were also significantly more qualified than their black and coloured counterparts. There was a significant positive relationship between income and length of service for white employees, but the same wasn’t true for black and coloured employees. There was a significant negative relationship between length of service and academic qualifications for black employees implying that black people’s length of service for one employer decreases as they become more academically qualified. Also significant was skills development opportunities based on gender. Significantly more females than males had attended on-the-job training programs.  相似文献

This paper assesses the mutual impact of returning Indian-origin skilled workers on the cities of Bangalore (Bengaluru) and Hyderabad, which have emerged as India’s leading “tech cities”. During the 1970s and 1980s, there was concern that India was losing its educated workforce to the West, particularly to the United States through a phenomenon known as “brain drain”. More recently, there is evidence that reverse brain drain is occurring, as U.S.-trained Indian professionals are returning to their home country in increasing numbers to take advantage of new growth and employment opportunities. The effects of this skilled, transnationally active labor force on various sectors of the economy, on the social and physical infrastructure of Bangalore and Hyderabad and in forging and solidifying transnational linkages between India and the United States are explored in this paper. This study also investigates the reasons why successful US professionals of Asian-Indian origin are returning to their home country via a series of personal interviews. The paper offers Bangalore and Hyderabad as “worldwide leading cities” with a niche status in the global Information Technology (IT) sector.  相似文献

In this paper it is argued that the re-establishment of a metropolitan government in the Greater Copenhagen Area in 2000 (Greater Copenhagen Authority) is not to be seen as a return to the kind of regional, coordinative authority (Greater Copenhagen Council) that was abolished in the Thatcherite climate of the 1980s. Throughout the 1980s and 1990s new forms of urban governance, entrepreneurialism and a higher national priority to the capital region were introduced, which changed the conditions under which the new metropolitan government is operating. This `contextualization' of the analysis of the two generations of metropolitan government points to the fact that typologies of metropolitan government, such as the one put forward by Sharpe (1995), often lacks analytical cogency.
