This article describes an experimental Hunger and Climate Vulnerability Index showing the relative vulnerability of food insecure populations to climate risks at country level, as a tool for better understanding risks to food security presented by climate change. Data from socioeconomic and environmental indicators were analysed, and the most relevant indicators were aggregated using a composite index to compare differential vulnerabilities. The paper shows the high correlation between hunger and climate risk, especially for the regions of the world most affected by food insecurity. The analysis goes beyond the impact of climate on crop yields and provides a multidimensional analysis of vulnerability, while demonstrating the critical role that adaptive capacity has in determining vulnerability. The paper also presents a method for analysing food security vulnerability to climate risks that is replicable at different scales to provide a robust planning tool for policy makers. This approach can also be used to monitor vulnerability, evaluate potential effectiveness of programmes, and/or examine plausible impacts of climate change by introducing scenarios into the vulnerability model.  相似文献

Given its high dependence on rainfed agriculture and its comparatively low adaptive capacity, Africa is frequently invoked as especially vulnerable to climate change. Within Africa, there is likely to be considerable variation in vulnerability to climate change both between and within countries. This paper seeks to advance the agenda of identifying the hot spots of what we term “climate security” vulnerability, areas where the confluence of vulnerabilities could put large numbers of people at risk of death from climate-related hazards. This article blends the expertise of social scientists and climate scientists. It builds on a model of composite vulnerability that incorporates four “baskets” or processes that are thought to contribute to vulnerability including: (1) physical exposure, (2) population density, (3) household and community resilience, and (4) governance and political violence. Whereas previous iterations of the model relied on historical physical exposure data of natural hazards, this paper uses results from regional model simulations of African climate in the late 20th century and mid-21st century to develop measures of extreme weather events—dry days, heat wave events, and heavy rainfall days—coupled with an indicator of low-lying coastal elevation. For the late 20th century, this mapping process reveals the most vulnerable areas are concentrated in Chad, the Democratic Republic of the Congo, Niger, Somalia, Sudan, and South Sudan, with pockets in Burkina Faso, Ethiopia, Guinea, Mauritania, and Sierra Leone. The mid 21st century projection shows more extensive vulnerability throughout the Sahel, including Burkina Faso, Chad, Mali, northern Nigeria, Niger, and across Sudan.  相似文献

Public perceptions of rainfall change in India   总被引:1,自引:1,他引:0  
People’s perceptions of changes in local weather patterns are an important precursor to proactive adaptation to climate change. In this paper, we consider public perceptions of changes in average rainfall in India, analyzing the relationship between perceptions and the instrumental record. Using data from a national sample survey, we find that local instrumental records of precipitation are a strong predictor of perceived declines in rainfall. Perceptions of decreasing rainfall were also associated with perceptions of changes in extreme weather events, such as decreasing frequency of floods and severe storms, increasing frequency of droughts, and decreasing predictability of the monsoon. Higher social vulnerability—including low perceived adaptive capacity and greater food and livelihood dependence on local weather—was also associated with perceptions of decreasing rainfall. While both urban and rural respondents were likely to perceive local changes in precipitation, we show that rural respondents in general were more sensitive to actual changes in precipitation. Individual perceptions of changes in local climate may play an important role in shaping vulnerability to global climate change, adaptive behavior, and support for adaptation and mitigation policies. Awareness of local climate change is therefore particularly important in regions where much of the population is highly exposed and sensitive to the impacts of climate change.  相似文献

Vulnerability to climate change was evaluated for three different time periods: 1990, 2000, and 2010. Our objective was to discuss the scope of a multi-temporal assessment of vulnerability. The method used 55 indicators—with emphasis on the agricultural sector in Mexico—of which 27 were updated for the year 2010 and 33 were retrospectively estimated for the year 1990. The results show that in the 20-year study period, the exposure of the municipalities (and inhabitants) has increased, and sensitivity and adaptive capacity have decreased. The number of municipalities vulnerable to climate change declined over the 20-year period. We found that calculating vulnerability by adding exposure and sensitivity and subtracting adaptive capacity (E?+?S???AC) can lead to unintentional underestimation of total vulnerability. When rating vulnerability, care must be taken in what is reported: the results differ for the number of inhabitants versus the number of municipalities. Our previous published vulnerability evaluation was for the year 2000, so we wanted to evaluate the sensitivity of some variables and the vulnerability formula itself we used in that moment. It is possible to evaluate the vulnerability multi-temporally, which allows to evaluate the sensibility and calibration of the variables and indicators used and the reconsideration of their application.  相似文献

适应气候变化在国际公约谈判及国内适应实践中成为重要的关注内容,明晰适应相关的术语含义具有科学参考价值和实践指导意义。本文通过比较适应相关术语认为,适应是行为方式或对策措施的界定,可不需量化数据支持;适应能力需有明确评价指标体系,并最终产生量化性评价结果;适应性更偏重于能力属性,其基本结论是有或无、强或弱的判断,在适应性有量化结论支持或明确强弱确定时则等同于适应能力。脆弱性评价中,暴露度体现主体对象与气候变化相关的基本处境概况,敏感性表明气候变化对主体对象的影响,适应能力则是经济资本、自然资源、技术水平、社会保障四大要素的综合评价,各要素涵盖的具体指标需要酌情依据适应主体属性予以判别和遴选。适应气候变化与灾害风险管理在主体范畴、驱动因子、行动目的上有所区别,但两者共同关注提高对气候变化/气候灾害风险的抵御、承受、恢复能力,以降低不利影响,实现可持续发展为共同目标。  相似文献

Primary producers, including graziers, crop farmers and commercial fishers are especially vulnerable to climate change because they depend on highly climate-sensitive natural resources. Adaptation to climate change will make a major difference to the severity of the impacts experienced. However, individuals (resource users) can erect sometimes seemingly peculiar barriers to potential adaptation options that need to be addressed if adaptation is to be effective. Our aim was to understand the nature of barriers to change for cattle graziers in the northern Australian rangelands. We conceptualised barriers as adverse reactions where resource users are unlikely to contemplate adaptations that threaten core values or perceptions about themselves. We assumed that resource users that were more sensitive to climate change impacts—or more dependent on the resource—were more proximate to thresholds of coping and thus more likely to erect barriers, especially people with little adaptive capacity. Given that climate sensitivity and adaptive capacity are important components of vulnerability, our approach was to conduct a vulnerability assessment to identify potential but important barriers to change. Data from 240 graziers suggest that graziers in northern Australia might be especially vulnerable to climate change because their identity, place attachment, low employability, weak networks and dependents can make them sensitive to change, and their sensitivity can be compounded by a low adaptive capacity. We argue that greater attention needs to be placed on the social context of climate change impacts and on the processes shaping vulnerability and adaptation, especially at the scale of the individual.  相似文献

Traditional impact models combine exposure in the form of scenarios and sensitivity in the form of parameters, providing potential impacts of global change as model outputs. However, adaptive capacity is rarely addressed in these models. This paper presents the first spatially explicit scenario-driven model of adaptive capacity, which can be combined with impact models to support quantitative vulnerability assessment. The adaptive capacity model is based on twelve socio-economic indicators, each of which is projected into the future using four global environmental change scenarios, and then aggregated into an adaptive capacity index in a stepwise approach using fuzzy set theory. The adaptive capacity model provides insight into broad patterns of adaptive capacity across Europe, the relative importance of the various determinants of adaptive capacity, and how adaptive capacity changes over time under different social and economic assumptions. As such it provides a context for the implementation of specific adaptation measures. This could improve integrated assessment models and could be extended to other regions. However, there is a clear need for a better theoretical understanding of the adaptive capacity concept, and its relationship to the actual implementation of adaptation measures. This requires more empirical research and coordinated meta-analyses across regions and economic sectors, and the development of bottom-up modelling techniques that can incorporate human decision making.  相似文献

The element phosphorus underpins the viability of global and national food systems, by ensuring soil fertility, maximising crop yields, supporting farmer livelihoods and ultimately nutritional security of the global population. The implications of global phosphorus scarcity therefore have serious potential consequences for future food security, yet these implications have not been be comprehensively or sufficiently assessed at the global or national scales. This paper offers a new integrated framework for assessing the vulnerability of national food systems to global phosphorus scarcity—the Phosphorus Vulnerability Assessment framework. Drawing on developments in assessing climate and water vulnerability, the framework identifies and integrates 26 phosphorus-related biophysical, technical, geopolitical, socio-economic and institutional factors that can lead to food system vulnerability. The theoretical framework allows analysis of context-specific food system by examining impact due to exposure, sensitivity and adaptive capacity. The framework will also ultimately provide guidance for food and agriculture policy-makers, phosphate producers and phosphorus end-users (primarily farmers and consumers) to take action to reduce their vulnerability to this new global challenge.  相似文献

Death tolls and economic losses from natural hazards continue to rise in many parts of the world. With the aim to reduce future impacts from natural disasters it is crucial to understand the variability in space and time of the vulnerability of people and economic assets. In this paper we quantified the temporal dynamics of socio-economic vulnerability, expressed as fatalities over exposed population and losses over exposed GDP, to climate-related hazards between 1980 and 2016. Using a global, spatially explicit framework that integrates population and economic dynamics with one of the most complete natural disaster loss databases we quantified mortality and loss rates across income levels and analyzed their relationship with wealth. Results show a clear decreasing trend in both human and economic vulnerability, with global average mortality and economic loss rates that have dropped by 6.5 and nearly 5 times, respectively, from 1980–1989 to 2007–2016. We further show a clear negative relation between vulnerability and wealth, which is strongest at the lowest income levels. This has led to a convergence in vulnerability between higher and lower income countries. Yet, there is still a considerable climate hazard vulnerability gap between poorer and richer countries.  相似文献

We identify and examine how policy intervention can help Canada's Inuit population adapt to climate change. The policy responses are based on an understanding of the determinants of vulnerability identified in research conducted with 15 Inuit communities. A consistent approach was used in each case study where vulnerability is conceptualized as a function of exposure-sensitivity to climatic risks and adaptive capacity to deal with those risks. This conceptualization focuses on the biophysical and human determinants of vulnerability and how they are influenced by processes and conditions operating at multiple spatial-temporal scales. Case studies involved close collaboration with community members and policy makers to identify conditions to which each community is currently vulnerable, characterize the factors that shape vulnerability and how they have changed over time, identify opportunities for adaptation policy, and examine how adaptation can be mainstreamed. Fieldwork, conducted between 2006 and 2009, included 443 semi-structured interviews, 20 focus groups/community workshops, and 65 interviews with policy makers at local, regional, and national levels. Synthesizing findings consistent across the case studies we document significant vulnerabilities, a function of socio-economic stresses and change, continuing and pervasive inequality, and magnitude of climate change. Nevertheless, adaptations are available, feasible, and Inuit have considerable adaptive capacity. Realizing this adaptive capacity and overcoming adaptation barriers requires policy intervention to: (i) support the teaching and transmission of environmental knowledge and land skills, (ii) enhance and review emergency management capability, (iii) ensure the flexibility of resource management regimes, (iv) provide economic support to facilitate adaptation for groups with limited household income, (v) increase research effort to identify short and long term risk factors and adaptive response options, (vi) protect key infrastructure, and (vii) promote awareness of climate change impacts and adaptation among policy makers.  相似文献

Climate resilient development is emerging as a global policy strategy that integrates climate adaptation and mitigation into sustainable development decisions. For the Caribbean small island developing state (SIDS) of Antigua and Barbuda, the national government is pursuing climate resilient development through multilateral climate funds to protect economic growth from climate and weather-related disasters. Critical adaptation literature argues that interpreting climate vulnerability through an economic growth lens prioritizes economic solutions over other development concerns, which can further the uneven distribution of climate vulnerability and risk. Despite revealing the consequences of market-based climate actions, research has yet to fully understand the economization of vulnerability, which describes the political techniques that render and reconfigure vulnerability in calculated ways. By tracing the discursive interactions between multilateral climate financial institutions and the Antigua and Barbuda national government, this paper empirically examines how vulnerability is economized through climate resilient development. Findings identify the construction of ‘adaptation economies’ in watershed areas, which are economies that can capitalize upon climate challenges within areas of highest vulnerability through fee-for-climate services. The results illustrate that economic growth rationalities characterize climate vulnerability problematizations, which incentivize solutions that enforce the economic development of areas with the highest disaster impacts. Based on these findings, this study emphasizes a need to critically evaluate national actor efforts to re-organize development under climate financing rationales, and its vulnerability-inducing effects.  相似文献

The vulnerability of beach tourism to climate change—an index approach   总被引:2,自引:0,他引:2  
The attractiveness of a region for touristic activities depends strongly on the local weather and climate. This paper analyses the vulnerability of the beach tourism sector towards climate change by means of an index approach on a country level. A vulnerability framework for the tourism sector is developed and on its basis, indicators are defined for exposure, sensitivity and adaptive capacity. A transparent index approach, including a robustness analysis with multiple transformation methods and weighting sets, yields an assessment of the overall relative vulnerability of the beach tourism sector in 51 countries. Aggregate results on an annual level are presented as a starting point for a more detailed comparison of countries based on the individual indicators. The important limitations regarding the availability of accurate indicators as well as the concept of vulnerability itself are discussed. Despite these limitations, the present study contributes to integrating the numerous direct as well as indirect effects climate change may have on beach tourism.  相似文献

As a significant emitter of greenhouse gases and a country rich in fossil fuels, Russia plays a crucial role in achieving a comprehensive solution to climate-related challenges. Yet, Russia's official position on climate change has varied considerably since the beginning of global negotiations, with the country playing everything from policy leader to laggard. While there are a number factors that shape domestic policy positions, this study offers a comprehensive investigation of newspaper coverage on climate change in Russia. How have Russian newspapers discussed the issue since the Yeltsin era? We approach this question by compiling the largest data set of Russian newspaper coverage to date, which includes 11,131 climate-related articles from 65 papers over a roughly 35 year period. After introducing a “computer assisted” approach to measure the core themes running through climate change coverage, we statistically evaluate the national- and newspaper-level factors associated with how coverage is framed, focusing attention on 23 high circulation papers over the period from 2000 to 2014. We find that national-level predictors—particularly economic conditions—are highly influential in determining whether climate change is covered and how the issue is framed, while paper-level factors such as the presence of an energy interest and ownership structure also have notable effects. Overall, this study offers a rich data set and useful methods to better understand the drivers of climate communication in Russia.  相似文献

Climate Change Vulnerability Assessments: An Evolution of Conceptual Thinking   总被引:25,自引:8,他引:25  
Vulnerability is an emerging concept for climate science and policy. Over the past decade, efforts to assess vulnerability to climate change triggered a process of theory development and assessment practice, which is reflected in the reports of the Intergovernmental Panel on Climate Change (IPCC). This paper reviews the historical development of the conceptual ideas underpinning assessments of vulnerability to climate change. We distinguish climate impact assessment, first- and second-generation vulnerability assessment, and adaptation policy assessment. The different generations of assessments are described by means of a conceptual framework that defines key concepts of the assessment and their analytical relationships. The purpose of this conceptual framework is two-fold: first, to present a consistent visual glossary of the main concepts underlying the IPCC approach to vulnerability and its assessment; second, to show the evolution of vulnerability assessments. This evolution is characterized by the progressive inclusion of non-climatic determinants of vulnerability to climate change, including adaptive capacity, and the shift from estimating expected damages to attempting to reduce them. We hope that this paper improves the understanding of the main approaches to climate change vulnerability assessment and their evolution, not only within the climate change community but also among researchers from other scientific communities, who are sometimes puzzled by the unfamiliar use of technical terms in the context of climate change.  相似文献

Yohe and Tol (2002. Global Environmental Change 12, 25–40) built an indexing method for vulnerability based on the hypothesis that the adaptive capacity for any system facing a vector of external stresses could be explained by the weakest of its underlying determinants—the so-called “weakest link” hypothesis. Their structure noted eight determinants, but the approach could handle any number. They quoted analogies in support of the hypothesis, but loose inference is hardly sufficient to confirm such a claim. We respond to this omission by offering an empirical investigation of its validity. We estimate a structural form designed to accommodate the full range of possible interactions across sets of underlying determinants. The perfect complement case of the pure “weakest-link” formulation lies on one extreme, and the perfect substitute case where each determinant can compensate for all others at constant rates is the other limiting case. For vulnerability to natural disasters, infant mortality and drinking water treatment, we find qualified support for a modified weakest link hypothesis: the weakest indicator plays an important role because other factors can compensate (with increasing difficulty). For life expectancy, sanitation and nutrition, we find a relationship that is close to linear—the perfect substitute case where the various determinants of adaptive capacity can compensate for each other with relative and persistent ease. Moreover, since the factors from which systems derive their adaptive capacities are different for different risks, we have identified another source of diversity in the assessment of vulnerability.  相似文献

The case of the Pyramid Lake Paiute Tribe exemplifies tribal vulnerabilities as a result of climate change. Preliminary socio-economic data and analysis reveal that the tribe’s vulnerability to climate change is related to cultural and economic dependence on Pyramid Lake, while external socio-economic vulnerability factors influence adaptive capacity and amplify potential impacts. Reduced water supplies as a consequence of climate change would result in a compounded reduction of inflows to Pyramid Lake, thus potentially impacting the spawning and sustenance of a cultural livelihood, the endangered cui-ui fish (Chasmistes cujus). Meanwhile, limited economic opportunities and dwindling federal support constrain tribal adaptive capacity. Factors that contribute to tribal adaptive capacity include: sustainability-based values, technical capacity for natural resource management, proactive initiatives for the control of invasive-species, strong external scientific networks, and remarkable tribal awareness of climate change.  相似文献

We developed the Livelihood Vulnerability Index (LVI) to estimate climate change vulnerability in the Mabote and Moma Districts of Mozambique. We surveyed 200 households in each district to collect data on socio-demographics, livelihoods, social networks, health, food and water security, natural disasters and climate variability. Data were aggregated using a composite index and differential vulnerabilities were compared. Results suggest that Moma may be more vulnerable in terms of water resources while Mabote may be more vulnerable in terms of socio-demographic structure. This pragmatic approach may be used to monitor vulnerability, program resources for assistance, and/or evaluate potential program/policy effectiveness in data-scarce regions by introducing scenarios into the LVI model for baseline comparison.  相似文献

How climate change impacted the collapse of the Ming dynasty   总被引:1,自引:0,他引:1  
Based on the reconstructed temperatures, precipitation changes, and occurrences of extreme climate events, together with historical records on fiscal deterioration, food crises, and the frequencies of popular unrest, rebellions and wars, we identified three principal ways in which climate change contributed to the collapse in the Ming dynasty. Firstly, cooling, aridification, and desertification during a cold period destroyed the military farm system, which was the main supply system for the provisioning of government troops on the northern frontiers; these impacts increased the military expenditure from 64 % of total government expenditure in 1548–1569 to 76 % in 1570–1589 and thus aggravated the national fiscal crisis that occurred during the late Ming dynasty. Secondly, climate deterioration (e.g., cooling, aridification, and an increase in the frequencies of frost- and drought-related disasters, etc.) led to a 20–50 % reduction in the per capita production of raw grain in most areas of China, which resulted in widespread food crises and exacerbated the vulnerability of social structures during the last several decades of the Ming dynasty. Thirdly, the severe droughts occurring in 1627–1643 were a key trigger to the peasantry uprising. These droughts also played a significant role to promote the peasantry uprising, especially reviving the peasantry troops by recruitment of famine victims when they nearly perished in 1633 and 1638, and severely disrupting the food supply for the government troops, resulting in the final defeat of the government troops by the peasantry troops. This study contributes to an understanding of the climate-related mechanisms behind the collapse of the Ming dynasty, and provides a historical case study that enhances our understanding of the nature of interactions between climate change and social vulnerability.  相似文献
