The biodiversity of East to Southeast (E–SE) Asian waters is rapidly declining because of anthropogenic effects ranging from local environmental pressures to global warming. To improve marine biodiversity, the Aichi Biodiversity Targets were adopted in 2010. The recommendation of the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA), encourages application of the ecologically or biologically significant area (EBSA) process to identify areas for conservation. However, there are few examples of the use of EBSA criteria to evaluate entire oceans. In this article, seven criteria are numerically evaluated to identify important marine areas (EBSA candidates) in the E–SE Asia region. The discussion includes 1) the possibility of EBSA criteria quantification throughout the E–SE Asia oceans and the suitability of the indices selected; 2) optimal integration methods for criteria, and the relationships between the criteria and data robustness and completeness; and; 3) a comparison of the EBSA candidates identified and existing registered areas for the purpose of conservation, such as marine protected areas (MPAs). Most of the EBSA criteria could be quantitatively evaluated throughout the Asia-Pacific region. However, three criteria in particular showed a substantial lack of data. Our methodological comparison showed that complementarity analysis performed better than summation because it considered criteria that were evaluated only in limited areas. Most of the difference between present-day registered areas and our results for EBSAs resulted from a lack of data and differences in philosophy for the selection of indices.  相似文献

Although significant advancements on protecting marine biodiversity and ecosystems of the Mediterranean Sea have been made, much remains to be done to achieve the targets set by the Convention for Biological Diversity (and the Barcelona Convention) and ratified by the 21 Mediterranean governments. Particularly, these targets require the design and implementation of an ecologically representative network of marine protected areas that covers 10% of the Mediterranean surface by 2020. Despite the many efforts to gather spatial information about threats to the Mediterranean and conservation planning initiatives that identify sensitive areas for conservation, we are far from achieving this target. In this paper, we briefly review existing and proposed conservation initiatives at various scales throughout the Mediterranean to recognise those that have political endorsement and those that serve more as lobbying tools. We then propose a model process that can be applied to advance marine spatial planning within the eleven ecologically and biologically significant areas (EBSAs) through a multi-step process designed for moving conservation forward in this particularly complex region. The proposed process combines tenets of professional urban/regional planning and systematic conservation planning. As shown with two specific examples, despite some conventional wisdom, there is enough information on the Mediterranean Sea to move forward with ecosystem-based marine spatial management for conservation purposes using the EBSAs as a starting point - and the time is right to do so.  相似文献

Member States of the European Union are increasingly designating marine protected areas (MPAs) to meet globally agreed marine protection targets and regional commitments. A number of studies have examined the impact of the associated European policy on the representation of species and habitats but there is no comprehensive review of their combined impact on marine conservation in Europe. Here a systematic conservation planning framework is used to conduct such a review and compare the existing legislation to three elements of best practice, which are designed to identify MPA networks that achieve conservation goals whilst increasing the likelihood of implementation. In particular, this review investigates the extent to which legislation: (i) translates broad policy goals into explicit targets; (ii) incorporates socio-economic data into the planning process; and (iii) requires a social assessment. Whilst this legislation has widespread political support and has underpinned the rapid expansion of MPA networks, this review shows it largely fails to incorporate these key components from systematic conservation planning. Therefore, if European approaches to marine conservation are to fulfil their goal of halting marine biodiversity loss, it is essential they link existing policy frameworks with transparent strategies that account for local conditions and support implementation.  相似文献

The need to rapidly and accurately identify areas for protection and conservation in the marine environment has been highlighted as of critical importance. Managers require timely and cost-effective techniques to obtain biodiversity information at appropriate scales and resolutions aligned with management objectives and stakeholders requirements. In this paper, a two-stage, multi-level data collection framework is presented that will aid managers to focus on what marine biodiversity collection techniques will meet their individual jurisdictional needs.The framework begins with an integrated planning process (objective setting, stakeholder identification, and sensitivity and gap analyses), that leads to a hierarchical approach for selecting biodiversity assessment techniques that will gather required marine biodiversity data. Complexity of scale and resolution increases as one progress's through the hierarchical levels of Stage II. The utility of using a hierarchical framework is that it surmounts the problem that no single technique can quantify all biological attributes necessary for management outcomes. Also, the user enters the framework at a hierarchical level that meets their requirements thus removing the collection of redundant data. Ultimately, the rapid assessment framework is based on the efficient and sufficient assessment of marine biodiversity.  相似文献

基于海岸带综合管理的理念,通过海域生态环境敏感性评价与海域生物多样性保护重要性评价,综合利用地理相关分析法、空间叠置法等定性和定量分区相结合的方法进行海洋生物多样性保护空间规划分区划界,提出了海洋生物多样性保护空间规划分区体系,将规划区域划分为生物多样性重点保护区、生物多样性养护区和生物多样性保护重点监督区.以福建泉州湾为案例,应用海洋生物多样性保护空间规划分区体系,得出泉州湾生物多样性保护极重要地区是泉州湾河口湿地省级自然保护区,泉州湾生物多样性保护比较重要地区是晋江河口、洛阳江河口、晋江南岸地区及清源山.泉州湾海洋生物多样性保护空间规划分区方案共划定26个分区,包括生物多样性重点保护区3个,生物多样性养护区14个,生物多样性保护重点监督区9个.泉州湾的应用结果表明,本研究提出的海洋生物多样性保护空间规划分区体系具有一定的可行性和可操作性,可为泉州湾生物多样性保护管理提供重要科学依据.  相似文献

Marine protected areas (MPA) are rapidly being established to minimize the impact of anthropogenic disturbances, yet, while climate change is acknowledged as a growing threat, very limited research exists about how to directly incorporate climate-related disturbances into MPA design. Using the conservation planning software Marxan and the Indo-west Pacific as a study region, an illustrative approach is developed here that incorporates climate change projections into the process of identifying priority areas for marine conservation. Conservation targets were set at 10% and 30% of areas that continually held sea-surface temperatures less than 1 °C above maximum non-extreme historic temperatures (derived from satellite imagery from 1984–2009). This approach allowed for continuity in conservation objectives across both space and time by identifying the geographic extent of thermal stress in the region and illustrating how conditions would change in future years. Achievement of targets was found to be flexible, but some areas were more important than others for achieving these targets. Interannual trend analyses were carried out for three climate models under two climate change scenarios to examine spatial and temporal patterns of thermal stress. Spatial patterns of thermal stress varied throughout the region. Results of the conservation approach were compared to the trend results to see whether the trends might be a simpler approach for accounting for climate change impacts in conservation planning (i.e., one feature could be used instead of more than 1000). The interannual analyses had a low overlap with the Marxan results, and hence are not a suitable substitute for the approach shown here. This study showed that inclusion of climate-related disturbances in marine conservation planning is feasible and should become common practice, together with targets for biodiversity.  相似文献

Effective management of marine ecosystems is enhanced when detailed information on biodiversity is available. Key information to underpin management actions and conservation planning includes relationships between species assemblages and environmental gradients, and information on species distributions. We conducted a subtidal biodiversity assessment of surface‐dwelling subtidal molluscs in eight a priori defined habitat types using underwater visual censuses to quantitatively explore relationships between molluscan assemblages, and their correlation with benthic habitats and abiotic variables. In addition, variations in diversity were examined for two key habitat types (areas dominated by Dendronephthya australis and by filter feeders) over a period of 15 months to examine temporal change. We found that molluscs form distinct assemblages within subtidal habitats, but that assemblages within key habitats show inherent temporal variability. Regional (gamma) diversity of molluscs was found to result from a combination of: (i) within habitat alpha diversity, which increased with habitat complexity; (ii) between habitat beta diversity, with significant differences in molluscan assemblages amongst habitats with differing benthic growth, substrate type, and depth; and (iii) temporal beta diversity, with significant changes detected in molluscan assemblages over time. The results demonstrate how habitats and abiotic variables (principally depth and substrate type) combine to contribute to molluscan biodiversity in temperate estuaries, and illustrate the value of these factors as surrogates for surface‐dwelling subtidal molluscs in conservation planning.  相似文献

Biodiversity estimations, particularly in vulnerable tropical regions, are essential to understanding ecosystem structure, function and conservation. While threats to marine and terrestrial ecosystems have fueled increased interest in biodiversity research, information on meiofauna, a key trophic and ecologic community of microscopic organisms that lives within sediments, is still lacking. Here we report the results of a faunistic investigation conducted in Bali, Indonesia. The results reveal that the biodiversity of marine meiofauna in Bali is very high. Meiofauna from coral reefs, sand flats and seagrass beds differed significantly in abundance and diversity. Nonetheless, overall community compositions show that meiofauna communities are affected by environmental variables. The high meiofaunal diversity observed in Bali, a low diversity region of the Coral Triangle, indicates the importance of further meiofaunal research across this region and across a broader diversity of habitats. The data presented provide an important baseline for future studies on biodiversity conservation in the face of environmental changes due to anthropogenic impacts and/or natural events.  相似文献

Marine biodiversity conservation is a common issue in the world. Due to rapid economic development in coastal area in China, marine biodiversity conservation faces great pressure. In this paper, the idea of the integrated coastal zone management (ICZM) was applied as a framework in marine biodiversity conservation. At first, the relationship between integrated coastal zone management and the marine biodiversity conservation was discussed. Then, as a case study in Fujian Quanzhou bay, a set of strategies on marine biodiversity conservation based on ICZM were put forward, which included how to define management boundary of marine biodiversity conservation, the impact assessment model of human activities in the coastal area on marine biodiversity, the planning and management of marine biodiversity conservation, and the monitoring system of the marine biodiversity. Finally, the framework of the comprehensive decision support system based on GIS was suggested.  相似文献

Evidence accumulates that better management of coastal biodiversity outside of protected areas will be necessary to halt current trends of depletion. Japanese satoumis are human-influenced coastal seas that are both productive and rich in biodiversity. Satoumi has gained interest within and outside Japan as a field-tested approach to conciliate sustainable ecosystem use and conservation of biodiversity. This paper provides a review of new reports on field implementation of satoumi in Japan. An analysis identifying key institutional features that foster satoumi is provided as well. A great variety of active conservation measures that do not rely on the exclusion of human influence to manage biodiversity are being assessed. Some are centuries-old, such as river basin forestry, some more recent such as seagrass transplants or artificial tidal flats. Crucial to their success are the involvement of local communities and the voluntary contribution of significant labour by ecosystem users, mostly fishers. These contributions from fishers’ communities are an internalisation of the costs of conservation by the economic activity that benefits from it. Rather than a cultural specificity, the latter appears to rest essentially on collective ownership of territorial use-rights, strong local collective structures that enforce the community's interest, and the availability of active conservation measures as options to contribute to biodiversity management through manual work in the ecosystem. It is argued that as the effectiveness of these approaches becomes demonstrated, they should be adequately accounted for in international agreements and targets for biodiversity conservation.  相似文献

A checklist is provided for monitoring, control and surveillance (MCS) actions to be applied in the areal-based management of marine fisheries and attached biodiversity conservation needs. The application of MCS to underpin compliance enforcement in marine protected and specially managed areas is seen as important in addressing such needs. Spatial, temporal, management and practical considerations are identified as important implementing considerations for effective MCS-based compliance enforcement. Most notably, human activity impact mitigation appears to possess the greatest potential to reduce potentially-harmful and cumulative long-term effects across all relevant spatial-temporal ranges considered. Equally, selection of suitable MCS approaches requires careful consideration of spatial and/or temporal constraints, as well as regulatory requirements. Express reference is therefore made to conservation measures adopted by the Commission of the Conservation of Antarctic Marine Living Resources (CCAMLR) as examples of where specific, areal-based, precautionary, ecosystem-directed and operational MCS measures have been applied. It is concluded that customary MCS measures are suitable for both fisheries management and biodiversity conservation in protected, or specially managed, areas. The importance of cost-benefit considerations, management feedback and information review is also discussed in the context of minimising protected-area MCS costs.  相似文献

Submarine canyons are complex geomorphological features that have been suggested as potential hotspots for biodiversity. However, few canyons have been mapped and studied at high resolution (tens of m). In this study, the four main branches of Whittard Canyon, Northeast Atlantic, were mapped using multibeam and sidescan sonars to examine which environmental variables were most useful in predicting regions of higher biodiversity. The acoustic maps obtained were ground truthed by 13 remotely operated vehicle (ROV) video transects at depths ranging from 650 to 4000 m. Over 100 h of video were collected, and used to identify and georeference megabenthic invertebrate species present within specific areas of the canyon. Both general additive models (GAMs) and random forest (RF) were used to build predictive maps for megafaunal abundance, species richness and biodiversity. Vertical walls had the highest diversity of organisms, particularly when colonized by cold‐water corals such as Lophelia pertusa and Solenosmilia variabilis. GAMs and RF gave different predictive maps and external assessment of predictions indicated that the most adequate technique varied based on the response variable considered. By using ensemble mapping approaches, results from more than one model were combined to identify vertical walls most likely to harbour a high biodiversity of organisms or cold‐water corals. Such vertical structures were estimated to represent less than 0.1% of the canyon's surface. The approach developed provides a cost‐effective strategy to facilitate the location of rare biological communities of conservation importance and guide further sampling efforts to help ensure that appropriate monitoring can be implemented.  相似文献

In the Mediterranean Sea, socio-economic drivers may accelerate the process of exclusive economic zone (EEZ) declarations. Despite the challenges, the EEZ declarations may provide important opportunities for leveraging change to national policy towards the development of large-scale conservation of marine ecosystems and biodiversity in this zone. Using the Mediterranean Sea as a case study, we aim to highlight a set of best practices that will maximize the potential for the development of large-scale marine conservation initiatives. These include a range of approaches, such as using surrogates to fill the many biodiversity data gaps in the region, further the development of consistent and open access databases, and the utilization of technological developments to improve monitoring, research and surveillance of less accessible and under-explored marine areas. The integration of Mediterranean-wide and local conservation efforts, the facilitation of transboundary collaboration, and the establishment of regional funds for conservation will further enhance opportunities for marine conservation in this region.  相似文献

Terrestrial reserves and national parks have taken many forms and they continue to be directed toward variable and often imprecisely defined outcomes. A prominent contemporary focus is to pursue the continuance of biodiversity. To this aim the concept of protecting comprehensive, effectively managed and representative areas from overt development, such as urban sprawl and agriculture, has been globally adopted. Within Australia ‘effectively managed’, has been replaced by ‘adequate’, a poorly defined term which is interpreted optimistically and combined with ‘comprehensive’ and ‘representative’ to create the CAR principle. This principle was first developed within the Australian forestry sector to guide management in addressing a very specific threat to a clearly identified component of biodiversity in limited and well defined areas; the preservation of declining stands of some tree species within limited old growth forests. Even though the CAR principle is central to Australia's process of developing a network of marine protected areas (MPAs) its relevance to marine systems has not been demonstrated. Its efficacy for the conservation of marine environments is questioned. The uncritical transposition of terrestrial management paradigms, including the CAR principle, to the marine realm has misled marine management. It is argued that disproportionate commitment to terrestrial principles, including CAR, and unjustified advocacy for MPAs generally have biased public perception and management efforts to the detriment of effective marine conservation and sustainable use of marine resources.  相似文献

This paper seeks to illustrate the role of principles in an emerging regime for the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction (ABNJ). While certainly not a standalone solution for a complex issue, principles nonetheless serve an essential function in regime-building, bridging legal and governance processes to identify new ways forward. Given the fundamental questions of international law at hand – the restriction of the freedoms of the high seas, the nature of UNCLOS as a “living instrument” and the need to engage in innovative practice spanning law and governance – it comes as no surprise that discussions on the future of ABNJ have been highly polarized. Principles offer points of convergence to address both the “regulatory gaps” and “implementation gaps” identified and serve the structural needs of both law and governance to produce dynamic change in the protection of marine biodiversity in ABNJ. Through their function as precursors to rules, principles prepare a common space for the emergence of a regime and give it a set of mechanisms through which it can strengthen its connections to the diversity of instruments and institutions involved in addressing a multifaceted problem. A statement of principles to strengthen the conservation and sustainable use of marine biodiversity in ABNJ – many of which constitute customary international law – would therefore be a logical and constructive next step in this on-going process.  相似文献

A key component that guarantees stability of coastal sand dunes (CSDs) is vegetation. In this study, the floristic composition and distribution from CSDs of India is reviewed. Analysis revealed a total 338 species of CSD flora, of which 92 species are found to be common to the west and east coasts. The west coast showed a greater diversity than the east coast, accounting for 267 and 163 species respectively. Fabaceae members dominated the flora and 62% of dune species exhibited an herbaceous habit. The non-metric multi-dimensional scaling (nMDS) resulted in three groups at 20% similarity. The CSD vegetation appeared to be more influenced by the geological setting and climatology of the region. The higher number of coastal dune species along the west coast is attributed to larger and extensive sandy areas. The CSD flora of India is under constant anthropogenic pressure due to rapid elimination of sand dunes and its associated vegetation. The prevailing Coastal Regulation Zone (CRZ) notification does not guarantee the health of sand dune flora. A coastal vegetation conservation policy that ensures a succession of species in the form of a three layered biozone is proposed as a long term sustainable option to maintain biodiversity of coastal flora.  相似文献

One of the main challenges to facilitate the classification of water bodies is to identify direct relationships between anthropogenic pressures and the behavior of biological organisms such as macrophytes in different environments including transitional areas. The investigation of many lagoons and ponds described here shows that macrophyte variables and the community composition have strong and univocal relationships with ecological parameters that are a measure of anthropogenic pressure on the ecological status of water bodies. The areas surveyed represent about 78% of the Italian transitional waters (169 sites sampled both in spring and fall). Anthropogenic impacts affect the availability of nutrients in the water column and surface sediments, causing changes in water transparency and phytoplankton concentration (as chlorophyll‐a [Chl‐a]) that act as the main drivers of variation for macrophyte assemblages, changing species dominance and the conditions that govern their presence or absence. The response of macrophytes to anthropogenic pressure is quite similar in all the examined transitional environments, even when the basin morphology, species richness and composition are different. Some taxa and species assemblages are so sensitive to environmental changes that monitoring them can be considered the most suitable and rapid method for assessing the quality of the environment they inhabit.  相似文献

Systematic conservation planning is increasingly being used in the marine environment, but the relative paucity of data on marine patterns and process still presents a problem, particularly in developing countries. For example, along the south-eastern component of the Agulhas marine bioregion of South Africa, current data regarding the habitat availability, distribution and abundance of 10 seabream species (Sparidae) were insufficient to design a regional-scale conservation plan. We report on how this data void was filled using information provided by marine resource users, managers and scientists during participatory workshops. Participants described the distribution of reefs, and then scored not only the relative abundance of each of the sparid species, but also benthic biodiversity, by arranging beans into piles on paper matrices. Reef positions were verified both by discussions within individual workshops and by subsequent comparisons of outputs among workshops. Similarly, extensive discussions provided an element of verification of relative abundance and biodiversity data. Although the free-scoring method employed in quantifying relative abundance and biodiversity meant that comparisons among workshops were problematic, this was resolved by assigning data to categories according to a simple five-level abundance index. After compiling results from all workshops, relative abundance data reflected conservation status of each species. Opinions by the participants regarding the reasons for recent declines in fish abundance tallied well with explanations from the literature. Biodiversity data were less comprehensive and more difficult to verify. Nevertheless, because participatory workshops provided relatively accurate data regarding fish abundance, were cost effective to run and generated a good level of buy-in from participants, they represent a valuable new tool for marine conservation planning.  相似文献

The United Nations General Assembly in 2006 and 2009 adopted resolutions that call for the identification and protection of vulnerable marine ecosystems (VMEs) from significant adverse impacts of bottom fishing. While general criteria have been produced, there are no guidelines or protocols that elaborate on the process from initial identification through to the protection of VMEs. Here, based upon an expert review of existing practices, a 10-step framework is proposed: (1) Comparatively assess potential VME indicator taxa and habitats in a region; (2) determine VME thresholds; (3) consider areas already known for their ecological importance; (4) compile information on the distributions of likely VME taxa and habitats, as well as related environmental data; (5) develop predictive distribution models for VME indicator taxa and habitats; (6) compile known or likely fishing impacts; (7) produce a predicted VME naturalness distribution (areas of low cumulative impacts); (8) identify areas of higher value to user groups; (9) conduct management strategy evaluations to produce trade-off scenarios; (10) review and re-iterate, until spatial management scenarios are developed that fulfil international obligations and regional conservation and management objectives. To date, regional progress has been piecemeal and incremental. The proposed 10-step framework combines these various experiences into a systematic approach.  相似文献
