This paper presents the results of a 2008 citation-analysis study that was undertaken for the 1995 FAO Code of Conduct for Responsible Fisheries and its associated instruments. The overall objective of this study was to contribute towards a strategy for improved dissemination, awareness raising and communication about the Code and its implementation. For each citation, additional information was collected to identify patterns by year, topic, author affiliation or type of literature. Results support previously suggested anecdotal patterns, in particular related to the diversity of publishing outlets and the high proportion of fisheries information published as grey literature. The results also point to areas of concern for long-term preservation and dissemination of fisheries information.  相似文献

The state of many fisheries and fishery resources requires a major change in development and management policies and strategies, at national and regional levels. The international Code of Conduct for Responsible Fisheries, adopted in FAO in 1995, provides the operational framework for such change, in all fisheries, in the oceans, inland waters, EEZs, international waters, as well as in aquaculture. In their respective areas of competence and in close collaboration, FAO and the World Bank are committed to facilitate the implementation of the Code by fishing and coastal nations. This paper presents the strategy they have developed for the purpose. The paper elaborates on: (1) the main policy-related issues faced by fisheries worldwide (bio-ecological, technological, economic, socio-cultural, institutional and legal, as well as scientific); (2) the Code of Conduct, its background, structure and scope; (3) the basis of the implementation strategy by FAO and the Bank; and the main types of activities involved at global, regional and national levels. In conclusion it describes briefly the main elements of changes imbedded in the strategy and shows that the implementation by FAO and the Bank as well as by the countries has already actively started.  相似文献

As catch and effort statistics including fishing time and location are essential for producing abundance indices for utilized fish stocks, fishing states are encouraged under the FAO Code of Conduct for Responsible Fisheries to collect and maintain such statistics. However, for coastal fisheries (including artisanal fisheries) that are mainly composed of small-sized vessels which are usually too numerous to monitor, fisheries statistics collection systems are often either lacking or of insufficient quality (e.g. incomplete or inaccurate). Vessel monitoring system (VMS) data are commonly used to construct or improve estimation of fishing effort and fishing location in large-scale fisheries. Most coastal fisheries lack VMS but their countries do have coastal surveillance radar systems (CSRS) for security and enforcement purposes. This study illustrates and recommends opportunistic use of CSRS data to provide similar scientific benefits to VMS data for coastal fisheries. CSRS in combination with market landings data can construct logbook-like catch and effort statistics. This study introduces a method and demonstrates its usefulness for scientific research and management purposes, including the potential to obtain a higher accuracy and precision, particularly for fishing location and catch amount. Limitations of the CSRS data and challenges to managers involved in its application are also discussed.  相似文献

The author examines problems which liner conferences are likely to encounter in administering and policing the UN Code of Conduct for liner conferences which entered into force on 6 October 1983. Following an introduction dealing with the nature and structure of the Code itself and the problems which these pose for its interpretation and administration, the author discusses the responsibility for administration in relation to Code provisions, and then turns to the controversial questions of the administration of the cargo sharing system. Further sections deal with policing the Code and the nature of the remedies available in the case of disputes which cannot be settled within the conference system of self-policing. The final sections deal with the question of the role of governments, appropriate authorities and the EEC.  相似文献

The Bangladeshi shrimp industry brings substantial economic benefits to the Bangladesh economy, as well as significant, negative socio-economic and environmental externalities. Despite numerous domestic environmental protection laws on the shrimp industry, serious concerns regarding biodiversity and coastal protection remain as Bangladesh continues to promote a sustainable shrimp industry.These issues present several impediments to improved environmental outcomes, as well as to compliance with key multilateral environmental agreements (MEAs) entered into by the Bangladeshi government. This article examines the key environmental legislation regulating the domestic shrimp industry, and analyzes the industry's compliance with MEA obligations. This article also recommends potential areas for domestic reform to improve compliance and to promote a sustainable shrimp industry for Bangladesh.  相似文献

This article examines the dynamics and politics that led to the adoption in August 1995 of an ambitious and comprehensive legal instrument that aims to regulate the management of straddling and highly migratory fish stocks. In retrospect, such an achievement may appear surprising, but can be partly explained by a number of particularities that had not occurred in past similar international negotiations. Among such key factors were the actors of these negotiations, distant water fishing States and coastal States on the one hand, and other non-State actors on the other hand. Non-governmental organizations in particular played an innovative and important role, as did such inter-governmental organizations as the UN's Food and Agriculture Organization (FAO). At the same time, the proceedings of this Conference owe to two series of dynamics, one global in nature, which ruled the dealings of the actors, and particularly the bargaining between distant water fishing States and coastal nations, the other, a series of shifts that motivated individual States or groups of States to evolve in their positions throughout the more than two years of negotiations. The Conference also needs to be seen within the wider framework of the ‘mosaic’ of international instruments that were being negotiated at the time, in particular the FAO Code of Conduct for Responsible Fisheries. Furthermore, both the Conference and the Agreement are but the first steps in a long process where the commitment of the participating nations will be tested at the implementation stage.  相似文献

In recent years, shrimp aquaculture, which is undertaken largely in the tropical countries, has experienced spectacular growth in response to expanding global demand and higher economic return. Shrimp exports bring substantial foreign exchange to the producing countries and also generate employment for various stakeholders related to this industry. Despite a number positive aspects (e.g., foreign exchange, employment and food) of shrimp farming, the industry has serious negative environmental impacts. Because of the degradation of natural resources, commercial shrimp farming imposes socio-economic costs on rural resource-reliant communities as their traditional means of food production and livelihoods are displaced. Bangladesh produces 2.5 percent of the global production of shrimp. The country earned about 400 million dollars (U.S.) from shrimp exports during 2004-2005, up from only US$3.17 million in 1971-72. Bangladesh is suffering because of unplanned expansion of this aquaculture and increasingly called as “a desert in the delta”. The purpose of this paper is to identify the impact of commercial saltwater shrimp farming on rural livelihood patterns in southwest Bangladesh using different Participatory Research methods. The authors suggest that vulnerabilities in livelihoods of the rural communities increased due to narrowing down agricultural production, income sources and natural supply of food. Other socio-economic impacts (e.g., landuse patterns, homestead and family structure, daily movement pattern and activities, drinking water, and law and order) also followed as a reaction to the changing ecological conditions. It is also found that economic benefits from shrimp cultivation to the communities was minimal or even negative due to the polarization and outflow of profits, which is augmenting the threat of poverty.  相似文献

The relationship between annual growth in the catches of fishing nations and the quality of the institutions of those nations is analysed. Catch volumes are used as a proxy for development, since economic performance indicators based on a common set of definitions do not exist. 49 major fishing nations were selected for this study, including 22 OECD countries and several developing countries. Three general good governance indices, for government-efficiency (World Bank), corruption (Transparency International) and competitiveness (World Economic Forum) and one fishery specific FAO Code of Conduct compliance index were used. The correlation between fisheries' performance and the indices proved to be spurious, but OECD members achieved a statistically significant negative growth in catches between 1987 and 2007. The countries are divided into five groups, including ‘Winners' and ‘Losers', with reference to catch growth rates over two decades. Most of the OECD countries fell into the category ‘Losers', whereas “Winners” includes many developing countries with lower quality institutions. Some countries had experienced an amazing growth in catches, while others had experienced a decline. The future prospects for both categories are discussed.  相似文献

东南亚是世界虾类养殖的重心地区,而白虾已成为世界养虾中最重要的虾种.中国为世界养虾产量最多的地区.在东南亚的养虾中,白虾的产量占总产量的比例从2004年的62%增加到2006年的76%,而草虾产量占总产量的比例则从38%减少到24%.但是印度、印度尼西亚与孟加拉国等地区的草虾产量不减反增,其中以印度为最,这与当地低密度的放养方式生产的较大体形的草虾有关.美国和日本的养虾产量由于供过于求,故虾价仍缓慢下跌,若养殖业者能把握虾价较高的季节(9月至次年1月)并生产大型虾类,则养殖利润仍高,越南的草虾即为一例.文中还提及白虾超高密度养殖的成功方法,许多地区的每季白虾生产可达40t·hm<'-2>以上;淡水区白虾养殖可不必加以禁养,因其对环境的危害影响仍不明显.本文最后还提出发展虾类养殖的科研重点,以供有识者参考.  相似文献

Penaeus semisulcatus, the green tiger prawn, is an ecologically and economically important penaeid shrimp in the Indo‐West Pacific region, especially in rice‐shrimp farming and capture fisheries in Bangladesh and Sri Lanka, respectively. Genetic variation and phylogeography of samples of this species from Bangladesh and Sri Lanka were studied utilizing different mitochondrial DNA markers, i.e. cytochrome oxidase subunit 1 (CO1), control region (CR) and 16S rRNA genes. No evidence of population structure was observed in Bangladesh, but distinct variations were found among the Sri Lankan samples (ΦST = 0.04, p = .002; FST = 0.07, p = .001), with the western sample differing from the northwestern and southern samples. The Bangladesh population had lower genetic diversity than two of the three Sri Lanka populations. The phylogeography of P. semisulcatus revealed two distinct mitochondrial DNA (mtDNA) lineages, one in the Western Pacific Ocean and second in the Indian Ocean. The Bangladesh samples showed highest levels of similarity with samples from Sri Lanka, India and Malaysia, with the Bangladesh and Sri Lanka populations sharing the most common recent ancestry. Among the Indian Ocean samples, high levels of variation were observed in the samples from Iran, indicating admixture of two distinct mtDNA lineages, one shared by the populations from the Bay of Bengal and the other possibly originating from Eastern Africa. The genetic and phylogeographic information obtained in this study will be useful in appropriate planning for management and conservation of shrimp fisheries in Bangladesh and Sri Lanka, and in the Indo‐West Pacific region.  相似文献

Shrimp farming is growing in Bangladesh due to suitable agro-climatic conditions, adequate water resources, cheap labour force, international donor agencies and the involvement of multinational corporations. Although it provides immediate economic benefits, contributes to poverty reduction and food security, as well as generates employment from seed collectors to exporters, it has also been facing a host of challenges. They hinder the sustainable development of this otherwise thriving sector. This paper aims to expound the hindrances and challenges for sustainable shrimp farming in Bangladesh by means of reviewing the available scientific literature. It finds that socioeconomic impacts such as traditional livelihood displacement, social unrests and market fluctuations are hindering the sustainable development of shrimp farming in Bangladesh. Similarly, environmental impacts such as mangrove degradation, salt water intrusion, sedimentation, pollution and disease outbreaks are found to be obstacles for the development of sustainable shrimp farming. Inappropriate management practices and inadequate plans regarding water quality, seed supply, irrigation facilities and fishery resources, added to institutional weaknesses, jeopardize the future growth of shrimp farming. Therefore, this paper shall provide substantial input to set the directions that research for alternatives can take and that can contribute to the sustainability of shrimp farming.  相似文献

This article analyses the UK legislation which will implement the UNCTAD Code of Conduct for Liner Conferences. The historical background to the Merchant Shipping (Liner Conferences) Act, 1982 is outlined and the author points out the relative decline of the UK merchant fleet in the face of competition from developing maritime nations, socialist countries and the USA. Provisions in the UK act curtailing the provisions of the Code are described. UK opposition to the cargo sharing and flag preference provisions of the Code is described and the article concludes by arguing that, although the Code does not satisfy all the UK demands, it remains the best option in a world increasingly dominated by protectionism.  相似文献

In Bangladesh, export-oriented shrimp farming is one of the most important sectors of the national economy. However, shrimp farming in coastal Bangladesh has devastating effects on mangrove forests. Mangroves are the most carbon-rich forests in the tropics, and blue carbon (i.e., carbon in coastal and marine ecosystems) emissions from mangrove deforestation due to shrimp cultivation are accumulating. These anthropogenic carbon emissions are the dominant cause of climate change, which in turn affect shrimp cultivation. Some adaptation strategies including Integrated Multi-Trophic Aquaculture (IMTA), mangrove restoration, and Reducing Emissions from Deforestation and forest Degradation (REDD+) could help to reduce blue carbon emissions. Translocation of shrimp culture from mangroves to open-water IMTA and restoration of habitats could reduce blue carbon emissions, which in turn would increase blue carbon sequestration. Mangrove restoration by the REDD+ program also has the potential to conserve mangroves for resilience to climate change. However, institutional support is needed to implement the proposed adaptation strategies.  相似文献

The paper presents the results of evaluation of compliance of the bag net fishery of Maharashtra coast, India with the relevant clauses of Article 7 (Fisheries management) of the Code of Conduct for Responsible Fisheries (CCRF). Questionnaire-based approach that covered ten categories of stakeholders responsible wholly or partially for the management of the bag net fishery was used in the present study. Evaluation of the Code revealed an overall compliance level of 67.52%. The study identified the critical areas of low compliance levels that require immediate attention. Though the bag net fishery is the most common and traditional fishery of Maharashtra that supports livelihood of several fishers, there is no specific policy to regulate, develop and ensure sustainability of the bag net fish resources. Therefore the Code could be taken as a reference document to facilitate responsible management of the bag net fishery taking the local conditions into account. The findings of the present study could be used as a diagnostic tool to help in suggesting measures to ensure sustainability of the bag net fishery resources achievable by making amendments to the fisheries policies of the State.  相似文献

Scientific information on the shrimp and groundfish resources of the Brazil–Guianas continental shelf has been produced by the United Nations Food and Agriculture Organization (FAO) and the Caribbean Regional Fisheries Mechanism (CRFM), in collaboration with the national governments exploiting the resources, since the early 1970s. In spite of the availability of such information, largely as grey literature, there is limited evidence as to the extent it is being used in fisheries management in Trinidad and Tobago. The flow of information between multiple stakeholders − fishing industry, scientists, fisheries managers, policy makers, and fisheries advisory bodies − was studied based on responses to a survey of key individuals to document each of their roles in the creation, distribution, and use of fisheries information. Content analysis of responses was completed to determine the opportunities and barriers for using scientific information in fisheries management. Salience, credibility, and legitimacy of the information were shadowed by barriers that decreased these attributes. Knowledge about the fishery has increased and technical capabilities have been strengthened through research. At the same time, advances in digital technology have made information more accessible. Yet, the high technical content of fisheries information reduced its usefulness to some stakeholders and formal systems do not exist for distributing or measuring the use and influence of such information in decision making. Communication strategies to promote awareness of the scientific information and aligning scientific information with fisheries policy could increase its use and influence. Institutional support for partnerships and education to encourage stakeholder involvement could also facilitate increased influence of scientific information.  相似文献

The article offers an analysis of the globalisation debate in the context of international fisheries governance. It argues that there are significant transformations in fisheries policy-making in international economics, international institutions and international law-making which alter state authority in fisheries management. Thus, decision-making at international, regional and national levels is increasing, displaced from the state level. This ‘multi-level’ decision-making is exemplified in the United Nations Food and Agricultural Organisation's Code of Conduct for Responsible Fisheries, 1995. The Code represents a sound instrument of fisheries governance, capable of responding to contemporary global transformations. Changes are illustrated by comparing the Code and the Agreement on Straddling Fish Stocks and Highly Migratory Fish Stocks, 1995, in the areas of international economics, institutions and law-making. Reference is made to interaction between a range of actors and to formal and informal procedures. In conclusion, a process of ‘fisheries governance’ is confirmed, emerging from a new environment of international fisheries relations.  相似文献

This study provides new insights for the hatchery released Chinese shrimp (Fenneropenaeus chinensis), including proportion, dynamic migration route, after they were released into nature for stock enhancement using a new strategy quite different than ever. Chinese shrimp were sampled at 22 survey stations during two investigation voyages acrossing 74 survey stations in the Bohai Sea from July 16 to August 9 in 2015. Among 289 sampled individuals during the second voyage, totally 155 shrimps were identified as hatchery shrimp released into the Laizhou Bay at mid-May in 2015 based on finger-print of eight SSR (simple sequence repeats) markers, and the proportion of hatchery released shrimp in recapture samples were from 41.30%–85.71% in each station with an average value 53.63%, which verified a previous view point that up to 90% of autumn season Chinese shrimp landing in the Bohai Sea were composed of hatchery released. Meanwhile, the dynamic migration route of hatchery released shrimp revealed that part of released shrimp migrated heading northwest along the west coast of the Bohai Sea up to the Bohai Bay but just remained at the Laizhou Bay until over-wintering migration at mid-October when they initiate over-wintering migration. Present unnatural spring season shrimp fishing model cut the throat of spawner shrimp chance to swim back to their respective spawning plants at each spring, it still no chance to clarify whether the hatchery released shrimp could replenish to the reproduce population and complete a whole life cycle as same as their natural relatives.  相似文献
