The paper presents the results of a major assessment of Code adoption and implementation in nine fishing countries in Asia (China, Thailand, Vietnam), Africa (Senegal, Guinea Bissau and Guinea) and in the Caribbean (Jamaica, Dominican Republic and Trinidad & Tobago), which are part of the international research project ECOST. The main findings are that the Code as an international policy instrument remains relevant and adaptable to the current international fisheries context, and that its guiding principles and provisions have been endorsed and adopted in almost unanimous fashion by the countries covered, and integrated into fisheries policy letters and legal frameworks. However, results also suggest that tackling the truly difficult issues in fisheries, such as combating illegal, unreported and unregulated (IUU) fishing or adjusting fishing overcapacity has been a lot less successful. The design and implementation of necessary measures often remains very weak in domains with important economic and political dimensions. The causes for this are attributed to a mix of administrative inertia, lack of political will and stamina, and short-sighted economic considerations.  相似文献

As catch and effort statistics including fishing time and location are essential for producing abundance indices for utilized fish stocks, fishing states are encouraged under the FAO Code of Conduct for Responsible Fisheries to collect and maintain such statistics. However, for coastal fisheries (including artisanal fisheries) that are mainly composed of small-sized vessels which are usually too numerous to monitor, fisheries statistics collection systems are often either lacking or of insufficient quality (e.g. incomplete or inaccurate). Vessel monitoring system (VMS) data are commonly used to construct or improve estimation of fishing effort and fishing location in large-scale fisheries. Most coastal fisheries lack VMS but their countries do have coastal surveillance radar systems (CSRS) for security and enforcement purposes. This study illustrates and recommends opportunistic use of CSRS data to provide similar scientific benefits to VMS data for coastal fisheries. CSRS in combination with market landings data can construct logbook-like catch and effort statistics. This study introduces a method and demonstrates its usefulness for scientific research and management purposes, including the potential to obtain a higher accuracy and precision, particularly for fishing location and catch amount. Limitations of the CSRS data and challenges to managers involved in its application are also discussed.  相似文献

The state of many fisheries and fishery resources requires a major change in development and management policies and strategies, at national and regional levels. The international Code of Conduct for Responsible Fisheries, adopted in FAO in 1995, provides the operational framework for such change, in all fisheries, in the oceans, inland waters, EEZs, international waters, as well as in aquaculture. In their respective areas of competence and in close collaboration, FAO and the World Bank are committed to facilitate the implementation of the Code by fishing and coastal nations. This paper presents the strategy they have developed for the purpose. The paper elaborates on: (1) the main policy-related issues faced by fisheries worldwide (bio-ecological, technological, economic, socio-cultural, institutional and legal, as well as scientific); (2) the Code of Conduct, its background, structure and scope; (3) the basis of the implementation strategy by FAO and the Bank; and the main types of activities involved at global, regional and national levels. In conclusion it describes briefly the main elements of changes imbedded in the strategy and shows that the implementation by FAO and the Bank as well as by the countries has already actively started.  相似文献

The article offers an analysis of the globalisation debate in the context of international fisheries governance. It argues that there are significant transformations in fisheries policy-making in international economics, international institutions and international law-making which alter state authority in fisheries management. Thus, decision-making at international, regional and national levels is increasing, displaced from the state level. This ‘multi-level’ decision-making is exemplified in the United Nations Food and Agricultural Organisation's Code of Conduct for Responsible Fisheries, 1995. The Code represents a sound instrument of fisheries governance, capable of responding to contemporary global transformations. Changes are illustrated by comparing the Code and the Agreement on Straddling Fish Stocks and Highly Migratory Fish Stocks, 1995, in the areas of international economics, institutions and law-making. Reference is made to interaction between a range of actors and to formal and informal procedures. In conclusion, a process of ‘fisheries governance’ is confirmed, emerging from a new environment of international fisheries relations.  相似文献

The paper presents the results of evaluation of compliance of the bag net fishery of Maharashtra coast, India with the relevant clauses of Article 7 (Fisheries management) of the Code of Conduct for Responsible Fisheries (CCRF). Questionnaire-based approach that covered ten categories of stakeholders responsible wholly or partially for the management of the bag net fishery was used in the present study. Evaluation of the Code revealed an overall compliance level of 67.52%. The study identified the critical areas of low compliance levels that require immediate attention. Though the bag net fishery is the most common and traditional fishery of Maharashtra that supports livelihood of several fishers, there is no specific policy to regulate, develop and ensure sustainability of the bag net fish resources. Therefore the Code could be taken as a reference document to facilitate responsible management of the bag net fishery taking the local conditions into account. The findings of the present study could be used as a diagnostic tool to help in suggesting measures to ensure sustainability of the bag net fishery resources achievable by making amendments to the fisheries policies of the State.  相似文献

Scientific information on the shrimp and groundfish resources of the Brazil–Guianas continental shelf has been produced by the United Nations Food and Agriculture Organization (FAO) and the Caribbean Regional Fisheries Mechanism (CRFM), in collaboration with the national governments exploiting the resources, since the early 1970s. In spite of the availability of such information, largely as grey literature, there is limited evidence as to the extent it is being used in fisheries management in Trinidad and Tobago. The flow of information between multiple stakeholders − fishing industry, scientists, fisheries managers, policy makers, and fisheries advisory bodies − was studied based on responses to a survey of key individuals to document each of their roles in the creation, distribution, and use of fisheries information. Content analysis of responses was completed to determine the opportunities and barriers for using scientific information in fisheries management. Salience, credibility, and legitimacy of the information were shadowed by barriers that decreased these attributes. Knowledge about the fishery has increased and technical capabilities have been strengthened through research. At the same time, advances in digital technology have made information more accessible. Yet, the high technical content of fisheries information reduced its usefulness to some stakeholders and formal systems do not exist for distributing or measuring the use and influence of such information in decision making. Communication strategies to promote awareness of the scientific information and aligning scientific information with fisheries policy could increase its use and influence. Institutional support for partnerships and education to encourage stakeholder involvement could also facilitate increased influence of scientific information.  相似文献

The landing obligation recently adopted by the European Union's (EU) Common Fisheries Policy aims to eradicate discards in EU fisheries. The objective of this paper is to investigate the potential social and economic impacts of the discard ban in European small-scale fisheries (SSF) and the critical factors for its successful implementation. An exhaustive systematic literature review and a stakeholder consultation were carried out in order to (i) collect detailed information about current knowledge on discards in EU SSF and gauge stakeholder perceptions about potential impacts of the discard ban in European SSF, (ii) examine the capacity of the SSF industry to implement the discard ban, and (iii) explore the limits and feasibility of implementing such a measure.The results of this study show that little attention has been given by the scientific community to discards in EU SSF. Indeed, the systematic literature review shows that this problem is relatively unexplored in the EU. In addition, the effectiveness of a discard ban in industrial fisheries is still unclear, mainly because discard data are not systematically collected by fisheries authorities. Stakeholders mostly perceive that the new landing obligation was developed with industrial fisheries in mind and that compliance with the landing obligation in EU SSF will be difficult to achieve without high economic costs, such as those related to the handling and storage of unwanted fish on board.  相似文献

This study examines the key characteristics of successful fisheries learning exchanges (FLEs). FLEs are peer-to-peer gatherings in which fishery stakeholders from different communities freely exchange information and experiences surrounding fisheries challenges and solutions. They are usually organized by fishers, non-governmental organizations and governments and are credited as an integral tool for the diffusion and adoption of fisheries management strategies. Despite their numerous perceived benefits within fisheries conservation and management, little research has been conducted on FLEs. This multiple case study addressed the research question: “What are the key characteristics of successful FLEs?” Success metrics were defined during a workshop on FLEs in 2013. For this study, the authors selected six successful FLEs that were presented during the workshop. Documentation of FLEs and key informant interviews with participants and organizers were used as data. The following key elements of successful FLEs emerged from analyses: (1) a clear guiding purpose and flexible objectives, (2) careful and considered selection of participants with diverse professions and conservation beliefs, (3) a mix of activities including giving presentations, conducting site visits, talking with local fishers, spending time on boats or in the water, and participating in cultural activities, and (4) logistical and financial follow-up support, including information dissemination about what participants learned at the FLE. Based on these results, the authors provide recommendations for conducting successful FLEs.  相似文献

This study integrates fisheries logbook data with observer and vessel monitoring system (VMS) data in order to assess the accuracy of reported data and to develop high-resolution spatial data suitable for use in local-scale marine spatial planning analyses. Spatial assessments were conducted on five nearshore commercial fisheries to provide baseline information to inform spatial management and conservation planning in Algoa Bay, South Africa. Clear spatial patterns in the distribution of fishing effort were apparent for the linefishery, chokka-squid and inshore demersal trawl sectors. Observer and VMS data confirmed the broad spatial distribution of resource-use patterns of logbook data. Combining these data sources allowed higher-resolution spatial indices of fishing effort to be developed, which are suitable for systematic spatial planning on a local scale and can be used for future spatial management and conservation.  相似文献

This paper provides an overview of the literature on fisheries economics related to uncertainty and asymmetric information. It is argued that uncertainty is relevant in connection with present and future stock sizes and prices, while asymmetric information is important for cost functions, catches, catch per unit of effort, and effort. The literature on uncertainty and asymmetric information can be seen as providing the basis of an argument for using taxes in fisheries management. It is, therefore, surprising that over 55 countries regulate their fisheries with individual quotas, while taxes are not used at all.  相似文献

Stock enhancement or “assisted recruitment” for fisheries management in Australia is at an experimental R&D phase. Development of the science has focused largely on finfish targeted by the recreational sector; however it is considered that high value invertebrates will be the best candidates for commercial scale fisheries enhancement. Three main ingredients are required; technical capacity, governance capability, and the ‘correct’ species. The technical capacity needed is in the area of hatchery production and wild release methodologies, whilst the governance capability needed is informed policy that accounts for the complexities and interdisciplinary nature of stock enhancement. In particular, the appropriate articulation of policy to support economic development and integration into wild fisheries is currently lacking. If successful stock enhancement is implemented, the nature of fisheries management changes because the recruitment side of the fisheries equation is under substantial control, rather than just the production side. Management responses will require significant innovation, with a renewed emphasis on understanding the stock, rather than policing the fishers. By way of illustration, recent initiatives and key challenges encountered in Australian invertebrate fisheries are investigated through case studies. An example of a commercially-viable enhancement fishery that reflects solutions to the key challenges is also presented. The review ends with an argument to re-establish the context of stock enhancement in the discipline of ecological enhancement. This is a crucial and positive step forward for it recognises that, in principle, any renewable aquatic ecosystem has the potential to be enhanced instead of just depleted.  相似文献

The growing literature on individual transferable quotas (ITQs) and on intensive salmon aquaculture and its negative impacts on the environment and other users of related marine space has been little connected to the developing literature on financialization and to the literature on ocean grabbing within fisheries. This paper seeks to address this gap through a case study of the recent history of herring fisheries and intensive aquaculture in New Brunswick, Canada, exploring how specific neoliberal processes – including privatization and marketization (in herring fleet ITQs and aquaculture lease systems), (re)regulation, financialization and globalization – have interacted to support the reshaping of regional fisheries from mixed small-scale, family-based, petty commodity fisheries towards vertically-integrated, corporate, financialized fisheries characterized by ocean grabbing.  相似文献

The paper reviews and summarises the literature on regulatory enforcement in fisheries. The focus is on the theoretical literature. First, some of the main contributions from the general economic literature of law enforcement are presented, along with extensions that are considered relevant to the study of fisheries law enforcement. Second, a review of the economic literature of law enforcement applied to the study of fisheries is provided. Finally, the paper presents gaps in the fisheries economics literature on regulatory enforcement and offers some possibilities for future work.  相似文献

Achieving sustainable fisheries management is an enormous challenge and involves the enhancement of scientific and technological management capacities worldwide. The improvement of this capacity building (CB) is particularly crucial to developing countries with massive fisheries such as Mexico. To understand the current status of CB in Mexico, the contemporary development of its academic research system was examined by undertaking a bibliographic review of specialized literature, including research institutions and postgraduate programs. The resulting information was considered as Mexican CB indicators and its theoretical and spatio-temporal analysis revealed capabilities are increasingly supporting research topics related to advancing sustainable fisheries development. However, because the recent and tumultuous development of the Mexican academic research system, much of the knowledge accumulated centers on commercial resources, and the renovation of the system itself is geographically inconsistent. In this paper, some key insights on how to improve Mexican CB process are highlighted.  相似文献

It was realized that with the increasing rate of deterioration of fisheries resource in the Philippines, there was no way the country could pursue a pathway of sustainable development. After enactment of the Local Government Code of 1991, the government actively promoted community-based fisheries management (CBFM) to conserve the coastal resources. The increased attention paid to community-based fisheries management has come about through experience of the poor performance of other approaches and through the study of traditional systems of community management of natural resources which have not only survived but also appear to perform better than the alternatives. This paper presents the results of a study to assess the impacts of CBFM projects in the Philippines, using meta-analysis, on the equity and sustainability of small-scale coastal fisheries. The outcomes indicate a positive impact of CBFM on the equity of both involvement in management and benefit sharing and sustainable management of fisheries resources through the investigation of effective magnitude (effect size) based on eight indicators. The positive summary effect sizes of participation, influence, control, access, and income conjunctly portrayed an improved equity in the fishing community by implementing CBFM. The positive summary effect sizes of compliance and conflict indicated an affirmative community and, therefore, sustainable fisheries management. While the negative summary effect size of resource revealed the difficulties in recovering fish abundance in a relatively short period of time. Also, ten years of implementation of CBFM was discovered as the minimum duration with perceived equity and sustainability improvement for most indicators.  相似文献

The Sustainable Livelihoods Approach (SLA) combines a conceptual framework with a set of operational principles to provide guidance on policy formulation and development practice. The SLA has been widely used in coastal and fisheries development research and has informed the design of development programmes but experience of operationalising it remains largely undocumented. In the Sustainable Fisheries Livelihoods Programme, which involves 25 West African countries, the SLA has helped to align fisheries policy with wider poverty reduction initiatives and to identify means of contributing to poverty reduction that do not directly increase pressure on fully or over-exploited fish resources.  相似文献

The organisation of a fisheries statistical system dictates the potential usage of its information output. Information is used for planning of food production (fish as a commodity), for fisheries management (fish as a renewable natural resource), and for nature conservation (fish as an indicator for ecosystem quality). In this sequence, the required temporal, spatial and categorical resolution of data increases, while aggregation into meaningful ecological spaces requires a subtle way of organising the data flow. The effective usage of the present fisheries information of Vietnam is constrained by (1) its low categorical resolution and (2) the non-transparent aggregation of data into mere administrative spaces. Information requirements can be better articulated with the instalment of mandatory evaluation procedures at all levels in the fisheries administration. Our examples range from the national administration of the 4 million ton marine fisheries in Hanoi, to the local administration of a fishing commune in the Red River Delta.  相似文献

Whether or not fishers comply with regulation depends on the economic and social context in which they operate their vessels. This is how conventional theory explains the phenomenon of non-compliance. It treats state–community interaction processes not as direct causes for non-compliance but rather as background conditions shaping individual fishers’ perception and decisions for action. This paper argues that conventional theory fails to include the dynamics of tempo-relational processes between state and communities, which explains collective patterns of non-compliance in fisheries. The paper addresses this hiatus in the literature, using a process-sociological approach to analyse non-compliance in Vietnamese marine fisheries. The analysis highlights that Vietnamese marine fisheries are mainly regulated through informal networks of trust and mistrust, which function through their interplay with the highly centralised and formalised Vietnamese state. Based on this assessment, the paper concludes that outcomes of processes of the dynamic social interplay between state and communities are semi-dependent on individual perception and action, and as such have a causal effect of their own on patterns of non-compliance in fisheries.  相似文献

The reformed Common Fisheries Policy (CFP), adopted by the European Union in 2013, aims to achieve sustainable exploitation of marine resources. Beyond the mainstream of stakeholders׳ engagement, the literature increasingly calls for shared accountability in fisheries management. In such scenarios, identifying stakeholders׳ insights becomes critical for a successful design of innovative management approaches. This paper analyses how the stakeholders perceive a results-based management system for four fisheries in different European sea-basins as well as at a pan-European level. The results indicate a need for adaptive and participatory management approaches, building on regional adaptations within transparent and plural frameworks for fisheries. To succeed, the system should explicitly address its associated public and private costs; neither participation nor accountability comes for free.  相似文献
