The recent Haven, Braer, Aegean Sea and Sea Empress incidents have highlighted the need for protective measures against the risks posed by the shipping industry to the UK coast. This is particularly the case in the vicinity of environmentally sensitive areas. The principal objectives of this paper are to investigate the state of environmental management of tanker traffic in the UK by putting the geography of shipping into its environmental context. Regional traffic levels, accident rates, oil spills, and their potential consequences upon the environment have been summarised via a risk assessment which also considers coastal sensitivity. An assessment of measures available at international level then sets the scene for a review of marine traffic management schemes in operation around the UK. The state of management and its approaches are also discussed and a number of recommendations put forward during marine conferences in the last welve months are considered.  相似文献

The decline of the British shipping industry has had a significant impact on those sectors of the UK economy which have traditionally relied on ex-seafarers as a source of skilled labour. An in-depth study of the impacts of this problem was undertaken in 2003 to consider the implications of developments which have taken place in the industry since 1996. The UK economy's requirement for people with seafaring experience to fill land-based jobs was assessed, together with the implications of any shortfall. UK shipping companies increasingly flagged out their ships from the 1970s to the late 1990s. This study used Lloyd's casualty records from 1970 to 2005 to investigate and compare shipping casualties and crew fatalities in UK shipping, UK second registers (Bermuda, Cayman Islands, Gibraltar, Hong Kong and the Isle of Man) and six foreign flags (Bahamas, Belize, Cyprus, Malta, St. Vincent and Vanuatu) used frequently by UK shipping companies. The study also assessed how 12 shipping factors may affect ships foundering and crew fatalities. Shipping casualty and crew fatality rates fell over time in UK shipping, in UK second registers and in older flags of conveniences, rather than in newer flags of convenience such as Belize and St. Vincent. Cargo, trade and weather most strongly affected ships foundering and crew fatalities. The findings indicate that shipping casualties and crew fatalities should be monitored in new and rapidly expanding flags of convenience.  相似文献

The effects of this loss could extend beyond the shipping industry because former seafarers are employed in other maritime related businesses ashore besides shipping. A study undertaken during 1995 and 1996 identified the economy’s requirement for people with seafaring experience in land based jobs and assessed the implications of a shortfall in supply of seafarers to fill such jobs. The recent UK operation to recapture the Falkland Islands demonstrated the crisis and wartime utility of civilian merchant vessels in assisting military operations in distant areas. Over 50 merchantmen — many rapidly converted — were taken up from trade and served in a variety of vital logistic and support roles; as troop and hospital ships, aircraft transporters, repair ships and munitions carriers, to mention but a few. 1 In addition to the lessons for amphibious landing operations and air defence of surface naval combatants, a recent issue of Morskoi Sbornik pointed to the importance of peacetime arrangements for transfer of merchant shipping to naval control and the role of large container ships as aircraft transporters and operating platforms for Harrier aircraft providing air defence of the Royal Navy's ‘mobile rear’ en route for the operational area. 2 The time is perhaps propitious for an examination of the dimensions, make-up and peacetime roles of the Soviet civilian fleets, focusing on the contribution made to Soviet economic and military objectives by the USSR Ministry of the Maritime Fleet.  相似文献

The paper investigates the roles and nature of postgraduate education on the professionalization of the shipping industry. The recent growth of postgraduate education is marked by the massive expansion of professional programmes on disciplines which traditionally emphasized non-academic, apprentice-style learning approach, including shipping business and management. The reasons behind such growth of demands, however, have remained scarce and empirically under-researched. Understanding this deficiency, in this study, we have undertaken a questionnaire survey completed by students/graduates who are pursuing/have recently pursued masters' programmes in shipping-related business and management offered by six Asian and European universities. Specifically, we analyze student motivations, considerations, and sources of information before enrolling such programmes, the extent that the shipping industry or other forces act as driving forces towards such enrollment, as well as students' evaluation of the postgraduate programmes that they are pursing/have pursued. Integrated in these discussions are comparative analyses of the data provided by different student groups based on their professional experiences and cultural backgrounds. We believe that this study has provided the lacking empirical inputs essential for achieving the sustainable development of postgraduate education in shipping business and management.  相似文献

Virtually all canned tuna in the UK is labelled as dolphin-safe despite the fact that the market is almost exclusively skipjack tuna. It is thus not implicated in the dolphin bycatch problem associated with the yellowfin tuna of the Eastern Tropical Pacific consumed in the USA. There were a range of different motives among processors and retailers in adopting the labelling scheme in the UK. The scheme may be more of a marketing ploy, promoted by the major processors, than an eco-label forced upon the market through consumer and environmentalist power. Environmental groups can nonetheless be credited with driving the development of initial first-party labelling schemes into the present, more independent, second-party scheme. The scheme now in place in the UK is different from that in the USA, being preventative, ensuring that tuna sold does not become dolphin-un-safe, rather than actively addressing a specific existing environmental problem.  相似文献

Over the past year, scandals around what has been labelled slave labour in the industrial fisheries sector in Thailand have revealed not only the connections between northern buyers and southern labour practices, but also the relative lack of research on fisheries labour in Asia and the global South. The slavery and trafficking framings pervading these depictions have been very useful for drawing attention to and acting on criminal activities in labour recruitment and abuse, but have limits as a basis for addressing the underlying causes of forced labour in fisheries. Insights from research on regional labour migration as well as the work of civil society organisations in Thailand suggest that broader improvements in labour relations will require changes in migration management, with a focus on addressing vulnerabilities that restrict the abilities of migrant workers to obtain better working conditions. This analysis provides the basis for assessing the potential and limits of recent programmes to improve labour relations on the oceans, including anti-trafficking policies, IUU enforcement, buyer efforts to ensure that supply chains do not involve forced or illegal labour relations, and Thai government actions.  相似文献

The resource-based view (RBV) of the firm has been established as one of the main approaches to strategy formulation for the development of sustainable competitive advantage. Moreover, human resource management can be conceptualised as a source of competitiveness. This paper proposes that RBV could contribute to the confrontation of the hindrances that shipping companies face in the management of their human resources, and to the formation of sustainable competitive advantage. The paper analyses the findings of a field study, regarding the different human resource and crew management practices that are applied by Greek-owned shipping companies. Finally, based on the RBV of the firm, it proposes an integrated framework for managing human resources in the shipping industry in a way that could lead to the formation of sustainable competitive advantage.  相似文献

The decline in populations of sea turtles has heightened controversy between two contrasting strategies for their sustainable management: consumptive use versus non-consumptive use. This study investigates perceptions held by individuals in three communities bordering a marine protected area in Costa Rica about consumptive and non-consumptive use of sea turtles on nesting beaches to determine how best to achieve sustainable management of the species. Face-to-face interviews (n=48 community members and n=8 key informants) were conducted in three communities (Cahuita Town, Hone Creek, and Playa Negra) during April and May 2009. The research found that in each community, residents' perceptions about consumptive and non-consumptive use were divided into four categories: norm-activated pro- and anti-environmentalism; and rationally self-interested pro- and anti-environmentalism. Given this perceptual diversity, it seems clear that no single management strategy would work successfully across all three communities, but that customised management measures were required to manage sea turtle populations in each area. The wider implication of this study is that there is no simple panacea for dealing with declining populations of sea turtles: each situation is sui generis, requiring measures tailored exclusively to its particular circumstances.  相似文献

In the past two decades, the seafarer workforce in China has been growing at a much faster pace than that of the Chinese merchant fleet, resulting in an oversupply of seafarers in the domestic market. As one of the major seafarer suppliers in the world, China still faces great challenges to assign Chinese seafarers to the international maritime labour market. Although literature claims that a lack of English communication ability of Chinese seafarers is one of the main barriers for them to compete with seafarers of other nationalities for job opportunities, there is little empirical research to substantiate such claim. To fill this gap, this paper aims to investigate: 1) employers’ views on the current level of Chinese seafarers’ communicative competence; and 2) to what extent their communicative competence correlates with their employability in the international maritime labour market. To achieve the research objectives, a questionnaire survey relating to factors affecting the employability of Chinese seafarers on foreign ships was conducted. Interviews were carried out with employers who had been recruiting seafarers in China. The findings show that English communicative competence is among the top determinants for seafarers to be employed on foreign ships. Most employers believe that there has been a declining trend in the communicative competence of Chinese seafarers over the last decade. Employers interviewed agree that a high priority should be placed on the improvement of quality of maritime English teachers.  相似文献

In shipping, safety depends on the reliability of the technical and human components of the ship-system, although the marine environment itself may sometimes be so hostile as to give rise to accidents that are beyond technical and human control. The need for a continuous analysis of shipping accidents is dictated by the accumulated evidence for the predominance of the human factor and the ever-increasing pressure for further improvement on the safety record of shipping. In this context, the effectiveness of enforced regulations towards the promotion of safety policy in shipping is assessed and the debate and focus on this issue are maintained.  相似文献

The paper seeks to model the benefits and costs involved in the decision to flag out, and to provide arguments for alternative policies, aiming to counteract this age-long phenomenon. Based on the analysis of the evolution of worldwide and Chinese flagging out, the emphasis in the paper is on the comprehensive effect assessment of flagging out and the required adjustment of Chinese shipping policy. To identify the determinants of such an adjustment, the paper introduces fuzzy set theory and related models, aimed to assess the economic effects of flagging out through the use of context-dependent economic and societal indicators (factors). The degree to which such indicators contribute to the choice of flag decision is assessed through a questionnaire survey. In parallel, and in the context of the determinant analysis of fuzzy models, the paper probes into the ‘policy competition’ and ‘government intervention’ policies to counteract flagging out. In the same context, a comparative analysis of shipping policies between China and traditional maritime countries is undertaken, in order to assess the current ‘openness’ of the Chinese shipping policy and explore possible policy alternatives. The paper concludes that the preferred policy alternative for China would be the establishment of second international ship register.  相似文献

北极夏季海冰的快速减少使得北极航道提前开通成为可能。为了给北极冰区船运活动提供及时可靠有效的海冰预报保障,急需提高海冰预报水平。本文基于麻省理工大学通用环流模式(MITgcm),使用牛顿松弛逼近(Nudging)资料同化方法将德国不莱梅大学的第二代先进微波辐射成像仪(AMSR2)海冰密集度资料同化到模式中,建立了北极海冰数值预报系统。设计试验对比3种不同Nudging系数计算方案的改进效果,结果表明选择合适参数后,不同方案均能显著改进海冰密集度初始场。通过设计有无Nudging同化的两组预报试验,结合卫星遥感海冰密集度及中国第五次北极科学考察期间"雪龙"船的走航海冰密集度观测数据,定量分析了Nudging同化方案对北极海冰密集度的24~120 h预报结果的改进效果。结果表明,Nudging同化对120 h内全北极海冰密集度的空间分布和移动单点目标的海冰密集度预报结果均有显著改善;但在海冰变化很小的情况下,Nudging同化试验的24~120 h预报结果均劣于惯性预报结果,说明基于Nudging同化的数值预报系统还需进一步提高预报技巧。  相似文献

Skates (Rajidae) have been commercially exploited in Europe for hundreds of years with some species’ abundances declining dramatically during the twentieth century. In 2009 it became “prohibited for EU vessels to target, retain, tranship or land” certain species in some ICES areas, including the critically endangered common skate and the endangered white skate. To examine compliance with skate bans the official UK landings data for 2011–2014 were analysed. Surprisingly, it was found that after the ban prohibited species were still reported landed in UK ports, including 9.6 t of common skate during 2011–2014. The majority of reported landings of common and white skate were from northern UK waters and landed into northern UK ports. Although past landings could not be validated as being actual prohibited species, the landings’ patterns found reflect known abundance distributions that suggest actual landings were made, rather than sporadic occurrence across ports that would be evident if landings were solely due to systematic misidentification or data entry errors. Nevertheless, misreporting and data entry errors could not be discounted as factors contributing to the recorded landings of prohibited species. These findings raise questions about the efficacy of current systems to police skate landings to ensure prohibited species remain protected. By identifying UK ports with the highest apparent landings of prohibited species and those still landing species grouped as'skates and rays’, these results may aid authorities in allocating limited resources more effectively to reduce landings, misreporting and data errors of prohibited species, and increase species-specific landing compliance.  相似文献

Leatherback turtles migrate across the jurisdictions of multiple sovereign states and present complex challenges to those responsible for their conservation. Concern for marine turtles has led to their protection under range state legislation and protective listing under a suite of multilateral environmental agreements. Evidence suggests that a distinct, reproductive sub-population of leatherback turtles is shared amongst a number of northern Caribbean range states, including the UK overseas territories (UKOTs) of Anguilla and the British Virgin Islands (BVI). The post-nesting movements of three female leatherbacks were tracked after they nested in Anguilla (n=1, tracked for 228 days) and the BVI (n=2, tracked for 12 and 13 days, respectively). These turtles used territories of multiple range states, with the leatherback tracked from Anguilla also migrating through high seas to foraging grounds in Canadian waters. In addition, a review of regional leatherback flipper tag return records helps define the range of this northern Caribbean nesting population (NCNP), which appears to be in recovery in some range states. While national legislation and conservation efforts appear to have contributed to these population recoveries, most relevant MEAs appear to have played little or no role. However, opportunities for constructive dialogue between NCNP range states exist under the Cartagena Convention the United Nations Convention on the Law of the Sea and the International Commission for the Conservation of Atlantic Tuna (ICCAT). UKOT conservation managers would, therefore, be justified in prioritising unilateral leatherback conservation action, and multilateral efforts through the Cartagena convention and regional fishery management mechanisms, over potentially costly accessions to additional MEAs.  相似文献

Projected growth in the international shipping industry is set to outstrip CO2 reductions arising from incremental improvements to technology and operations currently being planned and implemented. Using original scenarios, this paper demonstrates for the first time that it is possible for a nation's shipping to make a fair contribution to meeting global climate change commitments, but that this requires transformation of the sector. The scale and nature of technology change varies depending on the level of demand and how this is satisfied. The scenarios show that to develop successful marine mitigation policy, it is essential to consider the interdependencies between ship speed, level and pattern of demand for services, and the extent and rate of innovation in propulsion technology. Across the scenarios, it is difficult to foresee how deep decarbonisation can be achieved without an immediate, fleet-wide speed reduction; and a land-based energy-system transition strongly influences shipping demand, which in turn, influences the extent of required low-carbon propulsion technology change. Setting the industry on a 2 °C heading requires multifaceted and near-term changes in the shipping sector, but these are unlikely to materialise without a major shift by stakeholders to realise new and innovative deep decarbonisation policies in the coming decade.  相似文献
