This paper reviews the socio-economic and ecological context of Fijian reef fisheries. This review is deemed necessary because improved understanding of the state and trends of Fiji's coral reef fisheries on a national level is required for designing an effective management plan for Fiji's inshore reef fisheries. The most important point that emerges from our review is that despite numerous studies of Fiji's reef fisheries, the current status of reef-associated fisheries at the national level is still uncertain due, mainly, to the lack of dependable data on the subsistence fisheries. This in turn leads to uncertainty about how the continuation of fishing, in particular, fishing focused on target species for the coral reef resources trade, will affect fishing communities and the ecosystem.  相似文献

Korean fisheries face stock depletion and enforcement problems even after various fisheries management tools have been used for 50 years to manage the fisheries. Because of these problems, self-control management has been introduced into Korean fisheries led by the central government since 2001.This paper analyzes the characteristics of 79 model communities (2002) which have introduced Self-control Management Project (SMP) as their fisheries management system. Based on the characteristics of 79 model communities, we categorize Korean SMPs into 3 types: fishing village community model (I), fishing gear community (aquaculture (II-1) and coastal and offshore fishery (II-2)) and large-scale community (III). This paper also provides alternative policies to alleviate problems in different types of communities and to expand and more firmly establish the SMP in Korean fisheries.  相似文献

Integrative approaches that involve natural and social scientists are needed to manage fisheries, but these are difficult to achieve. The process of developing a prototype, knowledge-based, electronic decision support tool for the South African sardine Sardinops sagax fishery provided a platform for fostering collaboration and achieving active participation of many stakeholders. The aim of the decision support tool is to assist managers in evaluating how effectively an ecosystem approach to fisheries (EAF) has been implemented for this fishery. The collaborative process involved a series of meetings during which knowledge was elicited from fisheries scientists, social scientists, resource managers and fishing industry representatives. Conceptualisations of the different stakeholder perspectives were developed in terms of objectives and indicators following the hierarchical tree approach recommended by FAO. This paper describes the collaborative process. Hierarchies of objectives, indicators and data sets for the human dimension of an EAF in the South African sardine fishery are introduced. The value of a transdisciplinary approach towards an EAF in South Africa is discussed.  相似文献

Precious corals have been commercially exploited because of their legendary and cultural importance for many centuries in the Mediterranean and for almost one century in the Northwest Pacific. Although the precious coral fishery in Taiwan dates back to the 1920s, relevant studies on biology and ecology of resources are relatively scarce. The management of the precious coral fishery in Taiwan was officially instituted in January 2009, when data on the catch and effort of the fishery were recorded. In this study, the catch-effort data of the fishery were examined to explore the temporal and spatial patterns in composition and abundance of Corallium and Paracorallium spp. around Taiwan. A total landing of 3233.0 and 2906.8 kg precious corals were recorded for 2009 and 2010, respectively. Less than 5% of those amounts were from live colonies. A high proportion of fossilized colonies in the catch reflect the non-selective nature of the fishing gear; however, the factors that cause colonies to collapse are not exclusive to the impact of the fishery. Momo coral was dominant in the production for both years, followed by Miss coral. The total production of precious corals correlated positively with fishing efforts, while a weak relationship was found between the production of live colonies and fishing efforts. The fishing efforts mainly aggregated in designated fishing ground A (DFG-A) for both years, while the production of live colonies mainly occurred in DFG-E. The monthly occurrence rate of live colonies decreased over the past 2 years. Although fluctuating significantly, the CPUE of dominant species exhibited an apparent decreasing pattern. High aggregation of the fishing efforts in specific regions and low numbers of live colonies in the production should be carefully taken into account when amending management regulations in the future. The establishment of marine protected areas, in addition to the strict controls that already apply, should be considered to not only sustain the population structure of the sessile animals but also their function in the marine ecosystem.  相似文献

This paper details Australian research that developed tools to assist fisheries managers and government agencies in engaging with the social dimension of industry and community welfare in fisheries management. These tools are in the form of objectives and indicators. These highlight the social dimensions and the effects of management plans and policy implementation on fishing industries and associated communities, while also taking into account the primacy of ecological imperatives. The deployment of these objectives and indicators initially provides a benchmark and, over the life of a management plan, can subsequently be used to identify trends in effects on a variety of social and economic elements that may be objectives in the management of a fishery. It is acknowledged that the degree to which factors can be monitored will be dependent upon resources of management agencies, however these frameworks provide a method for effectively monitoring and measuring change in the social dimension of fisheries management.Essentially, the work discussed in this paper provides fisheries management with the means to both track and begin to understand the effects of government policy and management plans on the social dimension of the fishing industry and its associated communities. Such tools allow the consideration of these elements, within an evidence base, into policy arrangements, and consequently provide an invaluable contribution to the ability to address resilience and sustainability of fishing industries and associated communities.  相似文献

Although overexploitation of commercial fish stocks in European waters has been in the public debate now for more than 20 years, the European Union has so far failed to implement sustainable fisheries management. Millions in subsidies paid to the fishing industry have led to significant excess capacity in the fishing fleet. Various feeble attempts to stop overexploitation of marine resources have failed. The cause is that fishing policy is highly dominated by short-term socioeconomic interests. There is an urgent need for a new fisheries management system in Europe that supports reductions in the fishing fleet, increases responsibility among fishers and guarantees long-term conservation of natural marine resources.Transferable rights to fish have proved a reliable and effective means of creating incentives to conserve marine resources. By strengthening individual fishing rights under flexible quota management systems, the EU Member States could, within the Common Fisheries Policy, make a significant contribution to conserving fish stocks, to reducing excess capacity and to raising the profitability of the fisheries industry. A closer look at existing reservations against a flexible management system shows most of the objections to be overstated or capable of resolution.  相似文献

China(herein referred as China’s mainland,and excluding Hong Kong,Macao and Taiwan)ranks as the world’s leading fishing nation,with approximately 11.1 million tons of domestic marine catch acquired in 2017.Marine fisheries resources in China are mainly exploited by its 11 coastal provinces and municipalities,and the development of fishing industry varies among them.However,few studies have examined the exploitation history of the 11 coastal provinces and municipalities.In this paper,we systematically quantified the exploitation history of marine fishery resources in China and then measured the vulnerability of the 11 coastal provinces and municipalities of China to a reduction in marine catches.Our analysis suggested that Chinese marine fisheries experienced rapid growth from the mid-1980 s to the end of the 20 th century,and this rapid increase in marine catches were mainly promoted by increased fishing effort.The total primary production required level amounted to approximately 80%of the average primary productivity in 2017,and Zhejiang,Fujian,Shandong,Hainan and Guangdong provinces were the main fishing provinces in China.By assessing three dimensions of vulnerability(exposure,sensitivity and adaptive capacity)to the impacts of a reduction in marine catches in the 11 coastal provinces and municipalities,we found that Hainan,Guangxi,Zhejiang and Fujian provinces had high or very high vulnerability,while the municipalities of Shanghai and Tianjin had low vulnerability.Identifying suitable adaptation policies and management plans based on the differences in vulnerability among coastal provinces is important in sustainable fisheries management.  相似文献

As worldwide population continues to grow, so does demand for seafood by consumers. With this trend, interest in sustainably certified seafood is also increasing. The Maine lobster fishery is currently considering certification based on the Marine Stewardship Council (MSC) standard for sustainable and well-managed fisheries. Although certification is argued to provide a market-based incentive to improve sustainable fishing practices, it is a costly and time-consuming process, and often imposes additional requirements on fisheries in order to meet certification standards. To evaluate whether the costs of Maine lobster fishery certification are worth the presumed benefits, lobster industry members were interviewed to learn their opinions of MSC certification, seafood consumers were surveyed to understand their attitudes and purchasing preferences related to lobster, and lessons learned from other MSC-certified fisheries were compiled. MSC certification of the Maine lobster fishery could potentially provide benefits to the industry by differentiating Maine lobster and maintaining access to markets that are looking to exclusively source certified fish products. However, certification is unlikely to provide price premiums for the fishermen, and does not necessarily represent to consumers the most desirable aspects of Maine lobster. Certification programs may need to adapt to consumer preferences and market conditions if they are to continue to provide incentives for the sustainable management of fisheries.  相似文献

Managing small-scale fisheries in a developing country like the Philippines is very challenging because of high pressures from expanding fishing population, poverty and lack of alternative options. Thus, resource-focused fisheries management initiatives such as marine protected area (MPA) establishment will likely result in further marginalization of the poor fishers which could pose more serious problems in coastal communities. In this study, the status of small-scale fisheries in 44 coastal towns in the Philippines was assessed using FISHDA (Fishing Industries' Support in Handling Decisions Application), a simple decision support tool which requires minimal or easily-generated data. Results showed that 68% (30 out of 44) of the studied towns have unsustainable fisheries unless 58% of their fishing grounds are protected from all fishing activities. Alternatively, 53% of the active fishers in towns with unsustainable fisheries must totally stop fishing to avert fishery collapse. Alarming as it may sound, this is still an underestimate as catches incurred by the highly efficient and destructive illegal fishing activities such as blast, poison and large-scale fishing, which are reported to be still rampant in many coastal areas in the Philippines, were not accounted for in this study. This study demonstrated that MPAs alone may not be enough to avert fishery collapse even if MPA size is increased from the current 3% to 15% of the municipal waters, i.e. up to 15 km from the shore, as required by the Philippine law. Various challenges confronting the fishery and important recommendations to address them are further discussed.  相似文献

Scientific information on the shrimp and groundfish resources of the Brazil–Guianas continental shelf has been produced by the United Nations Food and Agriculture Organization (FAO) and the Caribbean Regional Fisheries Mechanism (CRFM), in collaboration with the national governments exploiting the resources, since the early 1970s. In spite of the availability of such information, largely as grey literature, there is limited evidence as to the extent it is being used in fisheries management in Trinidad and Tobago. The flow of information between multiple stakeholders − fishing industry, scientists, fisheries managers, policy makers, and fisheries advisory bodies − was studied based on responses to a survey of key individuals to document each of their roles in the creation, distribution, and use of fisheries information. Content analysis of responses was completed to determine the opportunities and barriers for using scientific information in fisheries management. Salience, credibility, and legitimacy of the information were shadowed by barriers that decreased these attributes. Knowledge about the fishery has increased and technical capabilities have been strengthened through research. At the same time, advances in digital technology have made information more accessible. Yet, the high technical content of fisheries information reduced its usefulness to some stakeholders and formal systems do not exist for distributing or measuring the use and influence of such information in decision making. Communication strategies to promote awareness of the scientific information and aligning scientific information with fisheries policy could increase its use and influence. Institutional support for partnerships and education to encourage stakeholder involvement could also facilitate increased influence of scientific information.  相似文献

This study investigated the interpretation and level of support of government regulations in Bahía de Kino, Sonora, one of the most important fishing communities in terms of diving extraction of benthic resources in the Northern Gulf of California. Research was conducted from April to August 2007, focusing on the small-scale fisheries sector of commercial divers. Information on fishers’ awareness of current policies, fishers’ attitudes concerning different aspects of fisheries regulation, and fishers' suggestions on how their fisheries should be managed, was gathered through structured interviews (including open and closed-ended questions), informal talks and participant observation. Results provide further evidence supporting the need for formally recognizing the fishers as key stakeholders in local fisheries, and for working cooperatively towards the design of management strategies and regulations that provide better stimulus for resource stewardship and discourage overfishing. Very importantly, this study suggests that there is strong support from resource users for implementing regulatory measures for local fisheries. Results could be used as a preliminary baseline to initiate the discussion among fishery stakeholders towards the development of species-specific management plans for the area, as required by the recently enacted fisheries act in Mexico, the “Ley General de Pesca y Acuacultura Sustentables”.  相似文献

To understand small-scale fisheries in Mexico, the spatial and temporal distribution of the landed catch of several species was analyzed, including abalone, clams, snails, octopus, squids, lobsters, shrimps, blue crabs, sharks, rays and finfish along the 349 km of the Gulf of Ulloa coast. Data reported by fishers from 1998 to 2009 on catch volume and value per group of species and per fishing locality, together with the number of landing events, were used to define fishing zones and the relative importance of each fishery. Finfish turned out the primary fishery in the region, but the other fisheries showed relevant spatial changes that should be considered when establishing management goals and fishing regulations according to resource availability, fleet efficiency, processing capacity, commercialization of fishing products and profit distribution.  相似文献

The European common fisheries policy (CFP) advocates measures to sustain small-scale fisheries; hence, in the European Commission's proposal for a reformed CFP, these are exempted from a mandatory system with tradable fishing concessions. This opens up for management actions designed for small-scale fisheries, but also implies new management issues. This article provides insights into the topic based on a Swedish small-scale herring fishery in the western Baltic Sea that was exempted from an ITQ-system. The fishery has been profitable since the system was introduced, and the increasing effort of both incumbent fishermen and new entrants implies a situation where fishermen compete for a limited quota. The migratory pattern of the herring implies high densities in the southern parts of the fishing areas during spring and in the northern parts during autumn. This forms the basis for two different fisheries in the area, as well as for the current management proposal to divide the quota into a spring and an autumn part. This and other management proposals are discussed in the paper. The main conclusion from the case study is that, when exempting a fishery from tradable fishing concessions, it is important to build other institutions dealing with the fundamental problem of access to the quota. Failure to do so might result in an over-capacity issue and threaten the long-run development of an otherwise successful small-scale fishery.  相似文献

The use of ITQ management in multi-species fisheries has been the subject of much debate and the complexities and difficulties of managing multi-species fisheries are well known. A major problem is that the species mix in fishery catches may not necessarily match the mix in combined TACs or in quota holdings. While a number of solutions have been proposed or implemented to improve transferability of quota and other incentives to reduce over-quota fishing and discarding, it is surprising that there has been little focus on TAC-setting itself and coordinating this across multiple species/stocks as a means of dealing with some of these issues. In this paper, data were analysed from the trawl sector of the Australian Southern and Eastern Scalefish and Shark Fishery to determine the relationship between primary species and companion species and the implications this has for TAC setting. The primary species is the species being considered when setting an individual species TAC. The companion species are ones that should also be considered when setting the TAC of the primary species, because a considerable proportion of the primary species catch is taken as a companion species non-target catch. The target species in each fishing operation was determined and was used to characterize recent multi-species catch data into primary and companion components. This approach provides an empirical means to examine the impact of individual species TAC decisions across all of the quota species in a fishery.  相似文献

Decisions regarding the selection and implementation of management strategies that constrain fishing pressure can be among the most difficult choices that fisheries managers and stakeholders must make. These types of decisions often need to be confronted in a data-limited context, where few if any management measures are currently in place or fisheries are managed independent of adequate scientific advice. This situation can sometimes create a high risk of overfishing and potential loss of economic and social benefits. To address this situation, simple model-free indicator-based frameworks have the potential to be effective decision-making platforms for fisheries where quantitative estimates of biomass and fishing mortality based reference points are lacking. In this paper, a multi-indicator framework is developed that enables decision-makers to proceed with management decisions in data-limited situations. Model-free indicators are calculated using trends in observed data, rather than stock assessment derived estimates of biomass and fishing mortality. The framework developed is adaptive so that adjustments to catch or effort are recursive and can respond to changing environments, socioeconomic conditions, and fishing practices. Using stakeholder-defined objectives as a foundation, indicators and reference points of fishery performance are chosen that can be evaluated easily by undertaking analyses of available data. Indicators from multiple data streams are used so that uncertainty in one indicator can be hedged through careful interpretation and corroboration of information from alternative indicators. During the adaptive management cycle, managers and stakeholders evaluate each indicator against the associated reference points to determine performance measures, interpret the results using scientific and local knowledge, and adjust fishery management tactics accordingly using pre-defined harvest control rules. The framework facilitates the interpretation of situations in which performance measures suggest divergent stock abundance or productivity levels. A case study is presented on this framework's development for conch and lobster fisheries of Belize.  相似文献

This paper explores the potential adaptation of harvest tags to the Gulf of Mexico recreational reef fish fishery. The discussion addresses conceptual, theoretical, and practical issues surrounding the application of harvest tags, as well as challenges and opportunities related to the design of tag programs. A review of hunting and fishing tag programs around the world and analysis of Gulf recreational fisheries suggests that tags have the potential to improve control over total catches, increase economic benefits and provide better information for fishery management. Results also provide insight into potential use of fish tags in large-scale recreational fisheries nationwide.  相似文献

The ecosystem approach to fisheries (EAF) is a holistic paradigm that considers stocks of exploitable species, marine ecosystems and stakeholders. Management agencies must strike a balance between their capacity constraints and the requisites of management measures. Most small-scale sea cucumber fisheries of Pacific Islands have been plundered while others are being opened to commercial exploitation. Data from fishery managers and a regional workshop were used to assess the current problems, institutional constraints and solutions to the management of sea cucumber fisheries in 13 Pacific Island countries (PICs). Technical capacity was often strong for some management actions such as developing marine reserves but weak for others, such as enforcement. Using multi-disciplinary indicators, half of the fisheries were diagnosed by their managers as being overfished or depleted, despite evidence of optimistic bias. Fishery governance varied greatly among the PICs, and co-management frameworks were not typical of any cultural region. Management objectives were prioritised differently among managers but most highly ranked was to protect ecological resilience. The fishery managers proposed different sets of regulatory measures and various management actions, such as surveys to collect socio-economic and fishery-dependent data, support for local governance and strong enforcement – all widely under-practised. Pacific sea cucumber fisheries exemplify how the transition to an EAF by management institutions must involve reorganisation of their technical and human-resource capacities among management tasks. Levies on exports need to be internalised to fund improved management. Management agencies should consider a shift in resources from developing marine reserves, conducting underwater surveys and aquaculture-based restocking to strengthening enforcement capacity, stakeholder involvement and communication with fishers. In concert with these actions, short fishing seasons, shortlists of allowable species and tighter enforcement at export points may serve to turn the tide on boom-and-bust exploitation and safeguard biodiversity.  相似文献

The fisheries management policy shift towards resource user participation in Malawi in the early 1990s resulted in mixed benefits among small-scale fishers, with many applauding the changes. This paper considers the impacts of these policy changes on government and within the fishing communities around Lake Chiuta whose fisheries co-management experience is considered successful. Benefits to the communities range from gaining government support in excluding non-local fishers using destructive fishing gear to increased household incomes and improved livelihoods, while benefits to government range from taking credit for establishing a sustainable fishery and co-management arrangements to reduced resource management costs. Community costs include financial resources and time spent by resource user representative organisations in enforcing fishing regulations. These findings enable a more balanced assessment of neoliberal claims about the benefits of delegating management responsibilities and downloading costs of management onto fishing communities and organisations.  相似文献

Several research projects have studied Swedish coastal fishery to investigate the conflict between seals and fishery. In recent years, a strategy of participation by means of co-management has been unfolding. Realising that maintaining the coastal fishery requires societal support and knowledge integration, attempts have been made to introduce the principle of participatory management into the centralised Swedish fisheries management system. However, this co-management approach, presently implemented in six pilot projects, will take a long time to develop through a sustained process of experimentation and improvement.  相似文献
